Drugs worth €31.6 thousand ($36 thousand) were discovered in two printer<br />

cartridges destined for Madagascar.<br />

<strong>The</strong> drugs were part of a €6 million<br />

($6.9 million) discovery made by South<br />

African Customs officials, aided by<br />

detector dogs, on Tuesday at OR Tambo<br />

International Airport in Johannesburg.<br />

Among the items, which were destined<br />

for foreign markets, was rhino horn<br />

believed to be worth over R115 million<br />

(€6 million/ $6.9 million). <strong>The</strong> items<br />

had been declared as “fine art”.<br />

<strong>The</strong> drugs were identified as ephedrine<br />

and with an estimated value of R600,000<br />

(€31.6 thousand/ $36 thousand) and<br />

were destined for Madagascar.<br />

SARS commissioner Edward<br />

Kieswetter welcomed the discovery of<br />

the illicit goods. “Criminal and illicit<br />

economic activities are rife and result<br />

in billions of Rands of losses in tax<br />

and customs revenue to the fiscus. In<br />

addition, it does serious harm to our<br />

domestic economy,” he said. ■<br />

USITC to issue GEO for Brother<br />

<strong>The</strong> United States International Trade Commission (USITC) voted to<br />

institute an investigation of certain toner cartridges, components thereof,<br />

and systems containing same based on the complaint filed by Brother<br />

on 19 August 2019.<br />

<strong>The</strong> investigation is based on the<br />

complaint filed by Brother Industries,<br />

Ltd., of Aichi-ken, Japan; Brother<br />

International Corporation (U.S.A.) of<br />

Bridgewater, NJ; and Brother Industries<br />

(U.S.A.), Inc., of Bartlett, TN, on 19<br />

August 2019.<br />

<strong>The</strong> complaint alleged violations of<br />

section 337 of the Tariff Act of 1930 in<br />

the importation into the United States<br />

and sale of certain toner cartridges,<br />

components thereof, and systems<br />

containing same that infringe patents<br />

asserted by the complainants.<br />

On 23 July <strong>The</strong> USITC has filed a<br />

“notice of initial determination granting<br />

summary determination of violation<br />

of section 337 and of recommended<br />

determination on remedy and bond”<br />

in which Administrative Law Judge<br />

Clark S. Cheney “recommended that the<br />

Commission issue a general exclusion<br />

order and various cease-and-desist orders<br />

as a remedy for this violation.” ■<br />
