labor and
delivery
Madison Health has announced plans to
close its inpatient labor and delivery unit
effective Dec. 31, 2020.
After an extensive assessment of maternity
services, Madison Health will transition
the labor and delivery portion to its
partners at Mount Carmel Grove City at
year’s end. This transition will allow expectant
mothers the opportunity to deliver in a
maternity center at Mount Carmel, with access
to medical professionals who deliver
thousands of babies each year. They also
will have access to an around-the-clock
team of expert neonatologists, if needed. All
pre- and post-natal care will continue to be
provided at Madison Health.
The decision to transition labor and delivery
services has been coming for some
time due to increased demands and changing
regulations on all Level I nurseries,
such as the Birthing Center at Madison
Health. Additionally, rural hospitals have
experienced a dramatic decrease in births,
and it has become increasingly difficult to
find obstetricians willing to provide the required
24/7 coverage.
In addition to these challenges, Madison
Health’s lead OB-GYN, Dr. Mitchell Spahn,
recently announced plans to relocate to
West Jefferson schools opt for hybrid learning
By Linda Dillman
Staff Writer
Following a change in health orders from
Madison County Public Health on Dec. 2,
Jefferson Local Schools has made a shift.
“It impacted us greatly,” said Superintendent
William Mullett on Dec. 8. “We
went back to school all day every day at
Norwood (Elementary) and returned to a
hybrid model at the high school and middle
school. It is our hope to be able to stay in
school for the next two weeks until the (winter)
break.”
As for sports, they are back, as well. Mullett
said games and practices returned to
business as usual, albeit under protocols required
by the health department. Those protocols
include six feet of social distancing
and wearing a mask.
“It is a fluid situation, and we’re taking
things one day at a time,” he said.
A handful of staff members from different
areas and in different buildings in the
district tested positive for COVID-19, Mullett
reported, but if the count does not rise
dramatically, he said he feels the district
will be fine.
Before Thanksgiving, Mullett said the
positive case numbers were very low but
have since risen slightly.
“We’re hanging in there,” he continued.
“The people who tested positive weren’t in
school, so the numbers are coming from outside
our school community.”
Other public school districts go with
full remote learning.
See stories on pages 2-3.
On Dec. 2, the Madison County Public
Health board voted to rescind two previous
orders that closed school buildings and suspended
sports and extracurricular activities.
In place of the orders, the board issued
two public health advisories recommending
the same actions. The first public health advisory
was issued to all schools in Madison
County recommending that they close their
school buildings until Jan. 1, 2021, due to
the high incidence of COVID-19 in the
county.
Schools that remain open must meet the
six-foot social distancing rule between students/staff
not of the same household and
follow all other local and state safety operational
guidelines.
A second public health advisory was issued
to all schools, sports teams, and related
organizations in Madison County
recommending that they suspend all school
sports, club sports, travel sports, league
sports, school extracurriculars, and school
activities until Jan. 1, 2021, due to the high
incidence of COVID-19 in the county.
Sports and extracurriculars that continue
must meet all local and state safety
operational guidelines.

fully virtual instruction through the end of
The decision to move to virtual instruction
follows rising COVID-19 cases within the
county. Madison County Public Health advised
all school districts within the county to
remain in virtual instruction until Jan. 1.
“Having students here on campus is really
important to us. It’s what we want. Our
primary goal right now is to try to get all of
we can. Unfortunately, that is out of our
The district hopes it can offer a hybrid instruction model when suffering the most, not that the others are not struggling, not that
classes resume for the second semester. However, new mandates the others are not suffering —we know that they are. But those older
District leaders have no firm plans for the coming semester but
“We’re in the early stages of this (plan). We don’t know exactly
So, district leaders are brainstorming possibilities for the return
how it’s going to work out. But I want our community to rest assured
that we are working to get creative as to how we can get kids
to school next year, Eisler said.
The district is considering a hybrid model with 25 percent of students
LCS: Remote now, hybrid after break
By Josephine Birdsell
Staff Writer
London City Schools has opted to go with 100 percent virtual instruction
through the end of the semester.
The decision follows rising COVID-19 cases in the district and
in Madison County. Madison County Public Health advised all
schools within the county to switch to remote instruction as the
county neared severe risk of exposure and spread.
The school district has seen 43 COVID-19 cases so far this academic
year, including 16 staff members and 27 students. Thirty-three
of those cases arose within the past month, beginning on Nov. 4.
As of last week, 15 district staff members were either diagnosed
with COVID-19 or were quarantining due to potential exposure to
COVID-19.
“For a district our size, that is rather significant and does have
a disruption on operations,” said Dr. Lou Kramer, superintendent.
In a survey of 64 district teachers, more than 95 percent of respondents
said they would prefer to hold class virtually for the remainder
of the semester.
Despite the switch to remote learning, district sports returned
to practice on Dec. 7 and will remain active through the remainder
of the semester, Kramer said.
“Our coaches and our athletic department did a marvelous job
this past fall. All of our teams were able to compete very safely and
without a lot of interruption,” he said.
After winter break, the district plans to conduct classes in a hybrid
model for two weeks before deciding whether to resume fully
in-person instruction.
However, district families will still have the option to enroll their
student in fully virtual instruction during the second semester,
Kramer said.
“We will get through this. It will continue to take hard work and
dedication but this is something our community is used to,” said
Darryl Brown, school board president. “We come together in times
of need, and this is one of those times. There’s light at the end of
the tunnel for us now, but we need to continue to work together and
support one another in our community.”
Charlotte, N.C. These combined barriers prompted conversations
about the opportunity to transition services to Mount Carmel.
“This decision has been extremely difficult. and it’s one none of
us wanted to make,” said Madison Health CEO Dana Engle. “Unfortunately,
we’ve exhausted all options, and transitioning these
services to Mount Carmel is the right thing to do. I also want to be
very clear that this decision is not a reflection on the quality of care
our OB-GYN physicians and labor and delivery nurses have provided.
We consider them among the best of the best, and we know
this will be very difficult for them.”
Madison Health leadership has met with impacted staff to discuss
potential job opportunities within Mount Carmel, The Ohio
State University Wexner Medical Center and Madison Health.
Madison Health OB-GYN Dr. Jennifer Powell will continue to
practice in her London office and provide gynecological surgeries at
Madison Health. She will now perform deliveries at Mount Carmel
Grove City which is located 25 minutes from London. Madison
Health will provide service coordination assistance to expectant
mothers as needed.
As Madison Health continues to focus on growth, Engle said the
organization remains committed to the community.
“We are very grateful to those who have trusted us to care for
their families, and we look forward to doing that for many years to
come, Engle said.
Citing need for consistency, Alder stays virtual
By Kristy Zurbrick
Madison Messenger
At a special meeting on Dec. 4, the
Jonathan Alder school board voted unanimously
to stay in remote learning mode for
all students but allow sports and extracurriculars
to continue, following state and
local safety protocols, through Jan. 1.
Whether this setup remains in place after
the start of the new year will depend on the
state of the pandemic at that time.
“For lack of a better analogy, it’s been a
rollercoaster of emotions over the last three
weeks,” said Jonathan Alder Local Schools
Superintendent Gary Chapman.
The sequence of events over those three
weeks was as follows:
• Nov. 12—Madison County Public
Health orders all schools to move to hybrid
learning models for the period between
Thanksgiving break and New Year’s Day.
• Nov. 23—The health board changes that
order, requiring all schools to go to 100 percent
remote learning and halt sports and extracurriculars
for the Nov. 30-Jan. 1 period.
• Dec. 2—The health board rescinds those
orders, making them advisories instead, effectively
giving schools the flexibility to
choose between their full remote and hybrid
learning models and choose whether they
allow sports and extracurriculars to continue.
• Dec. 3—Madison County is placed on
the “watch list” for Level 4/purple (severe
exposure and spread of the virus) on the
Ohio Public Health Advisory System.
Chapman said he received a lot of feedback
from school administrators, teachers,
parents and students about which direction
the district should go.
“One of the things we have heard is, ‘We
want consistency,’” he said.
In a statement posted to the district’s
website following the board meeting, he further
stated, “The decision to stay 100 percent
remote is based on the need to provide
safety and consistency for our students,
families and teachers... Making another
sudden change in our educational pathway
in such a short period of time creates additional
anxiety and stress for all involved. We
believe it is best to slow down the decisionmaking
process so that we can continue to
make well-informed plans for our students
and schools moving forward.”
During the special meeting, Cheryl Manbeck,
a music teacher and president of the
Jonathan Alder Education Association,
shared the results of a survey presented to
association members. Eighty-eight percent
of members took part in the survey.
They were asked what educational pathway
would be best for staff based on current
data. According to Manbeck, 67 percent said
fully remote would be best, 24 percent preferred
hybrid, and 9 percent preferred fully
in-person.
They also were asked what educational
pathway would be best for students based
on the current data. According to Manbeck,
59 percent said fully remote, 31 percent said
hybrid, and 9 percent said fully in-person.
She noted that, when broken down by
building and even by grade level within
buildings, the numbers were different.
Manbeck also shared comments from
students, parents and teachers who said
they prefer the fully remote pathway over
the hybrid option, one reason being that students
interface with their teachers every
day when fully remote—something that
doesn’t happen in the hybrid model.
“We want more than anything to open
our buildings and have students in our
classrooms on Jan. 4, but we need your help.
Your continued cooperation in adhering to
the safety protoocls are paramount in helping
to limit the spread of COVID within our
community,” Chapman posted on the district
website.
Chapman encouraged district residents
to wear face masks, practice social distancing,
and avoid social gatherings.
Protesting health orders
Open Our Schools Madison County, a group representing concerned parents of students
in Madison County schools, protested outside the Madison County Public
Health building in London on the morning of Dec. 2. The group opposed orders the
health board issued in November requiring schools to close and sports to stop between
Thanksgiving and winter break due to the COVID-19 pandemic. Members of
the group said they have asked Chris Cook, the county health commissioner, to explain
the basis of his assertion that students are asymptomatic carriers and spreaders
of COVID-19. The protest took place at the same time the health board was hold
a special meeting at which they rescinded the orders requiring school closures and
suspension of sports. The board replaced the orders with advisories. In the days following
the changes, three of the four public school districts in the county–Jonathan
Alder, London and Madison-Plains–chose to go with fully remote learning through
the end of the semester. Jefferson Local opted to go with its hybrid learning model
for the high school and middle school; students at the elementary are going to school
full time. All four districts are allowing sports and extracurriculars to continue.
old from a long hard battle with cancer in
the comfort of her home. Sarah was born on
June 20, 1982, in Moundsville, W.Va. She
resided in London, Ohio, most of her life
Oct. 19, 2013, she married her best friend
who she adored, also raising two wonderful
bonus children, Kristin and Seth II. Sarah
to church all his life and was a faithful church member. He wore
many different “hats” in his service to the church. Bob was a member
pine trees, from which he harvested many after 50 years. At one
point, the forester told Bob he had the best woods in Jackson County.
City hopes to move to electronic water meters
By Kristy Zurbrick
Madison Messenger
The city of London hopes to secure state funding to replace all
water meters with ones that can be read electronically rather than
in-person.
“A lot of our meters are old and register incorrectly, they’re hard
to read, and it takes two weeks’ worth of man hours to read all them
each month,” said Joe Mosier, safety service director.
Electronic meters would improve efficiency and effectiveness,
said Mayor Patrick Closser.
“It would be such a tremendous upgrade,” said council member
Anthony Smith.
The estimated cost of the project is $1.4 million. To cover the
cost, the city is pursuing a loan and a grant, both from the Ohio
Public Works Commission (OPWC).
On Dec. 3, city council members gave the Board of county for redistribution to municipalities that could
Public Utilities (BPU) the greenlight to apply for a 0- put it to use. The $82,176 is the result of that redistribution.
All CARES money must be spent by Dec. 30.
percent interest loan for $1 million. The application
deadline is Feb. 5. BPU also has applied for a $400,000 According to Amy Rees, administrative executive assistant,
the city has spent the money on an array of
grant.
“We’ve been selected to receive the $400,000, as long safety and security supplies and equipment. Examples
as the state funding is available,” Mosier said. If it is include sanitizing stations, fans and an ionization filtering
system for the community center, protective glass
available, the grant funding should come through in
July of next year.
and sneeze guards, facemasks, software for online bill
Mosier said the goal is to get the project done in payments, software to conduct virtual meetings, and
2021, but he said the timeline will depend on the logistics
of physically replacing every meter in town and any thermal imaging. The city also looks to spend some of
thermometers, including ones equipped with no-touch
impacts of the COVID-19 pandemic.
Hunting allowed in West Jeff
By Josephine Birdsell
Staff Writer
On Dec. 7, West Jefferson village council approved a
measure to allow hunting within the village.
Anyone who owns property in the village can hunt
on that property. Property owners also can allow their
immediate family members, including siblings, parents,
grandparents, children, grandchildren, first cousins,
nieces, nephews and in-laws, to hunt on their land if
they provide written permission. Additionally, corporation
owners can hunt on corporation land they own in
the village.
Within the village limits, property owners and their
family members can only hunt using a bow and arrow,
crossbow or shotgun. They cannot hunt within 300 feet
of a property boundary, residence or public road within
the village limits.
The measure is intended for residents’ use on undeveloped
land that was annexed into the village, said Ray
Martin, mayor.
Previously, hunting was only allowed in the village’s
nature conservancy. in 2017, the conservancy approved
hunting using a bow and arrow. Village residents must
enter a lottery to win a hunting time on the conservancy.
The new measure does not affect hunting regulations
on the conservancy, which is controlled by the
Ohio Department of Natural Resources.
In other news, the village received an additional
$35,255 in federal Coronavirus Aid, Relief and Economic
Security (CARES) act funding. The funding can
only be spent on expenses related to the pandemic, and
spending must be federally approved.
Also, the village completed a traffic study at the intersection
of U.S. Route 40 and Taylor Blair Road. The
village hopes to install a traffic light to slow traffic at
the intersection. The Ohio Department of Transportation
must approve the project before construction can
begin. In the meantime, the village is seeking grants to
offset construction costs, estimated to be $175,000. The
goal is to install the traffic light in 2021.
this publication. In order
to avoid misunderstandings,
NO circumstance
