delivery<br />

<strong>Madison</strong> Health has announced plans to<br />

close its inpatient labor and delivery unit<br />

effective Dec. 31, <strong>2020</strong>.<br />

After an extensive assessment of maternity<br />

services, <strong>Madison</strong> Health will transition<br />

the labor and delivery portion to its<br />

partners at Mount Carmel Grove City at<br />

year’s end. This transition will allow expectant<br />

mothers the opportunity to deliver in a<br />

maternity center at Mount Carmel, with access<br />

to medical professionals who deliver<br />

thousands of babies each year. They also<br />

will have access to an around-the-clock<br />

team of expert neonatologists, if needed. All<br />

pre- and post-natal care will continue to be<br />

provided at <strong>Madison</strong> Health.<br />

The decision to transition labor and delivery<br />

services has been coming for some<br />

time due to increased demands and changing<br />

regulations on all Level I nurseries,<br />

such as the Birthing Center at <strong>Madison</strong><br />

Health. Additionally, rural hospitals have<br />

experienced a dramatic decrease in births,<br />

and it has become increasingly difficult to<br />

find obstetricians willing to provide the required<br />

24/7 coverage.<br />

In addition to these challenges, <strong>Madison</strong><br />

Health’s lead OB-GYN, Dr. Mitchell Spahn,<br />

recently announced plans to relocate to<br />

West Jefferson schools opt for hybrid learning<br />

Following a change in health orders from<br />

<strong>Madison</strong> County Public Health on Dec. 2,<br />

Jefferson Local Schools has made a shift.<br />

“It impacted us greatly,” said Superintendent<br />

William Mullett on Dec. 8. “We<br />

went back to school all day every day at<br />

Norwood (Elementary) and returned to a<br />

hybrid model at the high school and middle<br />

school. It is our hope to be able to stay in<br />

school for the next two weeks until the (winter)<br />

break.”<br />

As for sports, they are back, as well. Mullett<br />

said games and practices returned to<br />

business as usual, albeit under protocols required<br />

by the health department. Those protocols<br />

include six feet of social distancing<br />

and wearing a mask.<br />

“It is a fluid situation, and we’re taking<br />

things one day at a time,” he said.<br />

A handful of staff members from different<br />

areas and in different buildings in the<br />

district tested positive for COVID-19, Mullett<br />

reported, but if the count does not rise<br />

dramatically, he said he feels the district<br />

will be fine.<br />

Before Thanksgiving, Mullett said the<br />

positive case numbers were very low but<br />

have since risen slightly.<br />

“We’re hanging in there,” he continued.<br />

“The people who tested positive weren’t in<br />

school, so the numbers are coming from outside<br />

our school community.”<br />

Other public school districts go with<br />

full remote learning.<br />

On Dec. 2, the <strong>Madison</strong> County Public<br />

Health board voted to rescind two previous<br />

orders that closed school buildings and suspended<br />

sports and extracurricular activities.<br />

In place of the orders, the board issued<br />

two public health advisories recommending<br />

the same actions. The first public health advisory<br />

was issued to all schools in <strong>Madison</strong><br />

County recommending that they close their<br />

school buildings until Jan. 1, 2021, due to<br />

the high incidence of COVID-19 in the<br />

county.<br />

Schools that remain open must meet the<br />

six-foot social distancing rule between students/staff<br />

not of the same household and<br />

follow all other local and state safety operational<br />

guidelines.<br />

A second public health advisory was issued<br />

to all schools, sports teams, and related<br />

organizations in <strong>Madison</strong> County<br />

recommending that they suspend all school<br />

sports, club sports, travel sports, league<br />

sports, school extracurriculars, and school<br />

activities until Jan. 1, 2021, due to the high<br />

incidence of COVID-19 in the county.<br />

MP: Remote for now, evaluating possibilities<br />

<strong>Madison</strong>-Plains Local Schools moved to<br />

fully virtual instruction through the end of<br />

the semester.<br />

The decision to move to virtual instruction<br />

follows rising COVID-19 cases within the<br />

county. <strong>Madison</strong> County Public Health advised<br />

all school districts within the county to<br />

remain in virtual instruction until Jan. 1.<br />

“Having students here on campus is really<br />

important to us. It’s what we want. Our<br />

primary goal right now is to try to get all of<br />

our students back on campus as quickly as<br />

we can. Unfortunately, that is out of our<br />

hands at the moment,” said Chad Eisler, superintendent.<br />

LCS: Remote now, hybrid after break<br />

London City Schools has opted to go with 100 percent virtual instruction<br />

through the end of the semester.<br />

The decision follows rising COVID-19 cases in the district and<br />

in <strong>Madison</strong> County. <strong>Madison</strong> County Public Health advised all<br />

schools within the county to switch to remote instruction as the<br />

county neared severe risk of exposure and spread.<br />

The school district has seen 43 COVID-19 cases so far this academic<br />

year, including 16 staff members and 27 students. Thirty-three<br />

of those cases arose within the past month, beginning on Nov. 4.<br />

As of last week, 15 district staff members were either diagnosed<br />

with COVID-19 or were quarantining due to potential exposure to<br />

COVID-19.<br />

“For a district our size, that is rather significant and does have<br />

a disruption on operations,” said Dr. Lou Kramer, superintendent.<br />

In a survey of 64 district teachers, more than 95 percent of respondents<br />

said they would prefer to hold class virtually for the remainder<br />

of the semester.<br />

Despite the switch to remote learning, district sports returned<br />

to practice on Dec. 7 and will remain active through the remainder<br />

of the semester, Kramer said.<br />

“Our coaches and our athletic department did a marvelous job<br />

this past fall. All of our teams were able to compete very safely and<br />

without a lot of interruption,” he said.<br />

After winter break, the district plans to conduct classes in a hybrid<br />

model for two weeks before deciding whether to resume fully<br />

in-person instruction.<br />

However, district families will still have the option to enroll their<br />

student in fully virtual instruction during the second semester,<br />

Kramer said.<br />

“We will get through this. It will continue to take hard work and<br />

dedication but this is something our community is used to,” said<br />

Darryl Brown, school board president. “We come together in times<br />

of need, and this is one of those times. There’s light at the end of<br />

the tunnel for us now, but we need to continue to work together and<br />

support one another in our community.”<br />

we’ve exhausted all options, and transitioning these<br />

services to Mount Carmel is the right thing to do. I also want to be<br />

very clear that this decision is not a reflection on the quality of care<br />

our OB-GYN physicians and labor and delivery nurses have provided.<br />

We consider them among the best of the best, and we know<br />

this will be very difficult for them.”<br />

<strong>Madison</strong> Health leadership has met with impacted staff to discuss<br />

potential job opportunities within Mount Carmel, The Ohio<br />

State University Wexner Medical Center and <strong>Madison</strong> Health.<br />

<strong>Madison</strong> Health OB-GYN Dr. Jennifer Powell will continue to<br />

practice in her London office and provide gynecological surgeries at<br />

<strong>Madison</strong> Health. She will now perform deliveries at Mount Carmel<br />

Grove City which is located 25 minutes from London. <strong>Madison</strong><br />

Health will provide service coordination assistance to expectant<br />

mothers as needed.<br />

As <strong>Madison</strong> Health continues to focus on growth, Engle said the<br />

organization remains committed to the community.<br />

“We are very grateful to those who have trusted us to care for<br />

their families, and we look forward to doing that for many years to<br />

come, Engle said.<br />

Citing need for consistency, Alder stays virtual<br />

At a special meeting on Dec. 4, the<br />

Jonathan Alder school board voted unanimously<br />

to stay in remote learning mode for<br />

all students but allow sports and extracurriculars<br />

to continue, following state and<br />

local safety protocols, through Jan. 1.<br />

Whether this setup remains in place after<br />

the start of the new year will depend on the<br />

state of the pandemic at that time.<br />

“For lack of a better analogy, it’s been a<br />

rollercoaster of emotions over the last three<br />

weeks,” said Jonathan Alder Local Schools<br />

Superintendent Gary Chapman.<br />

The sequence of events over those three<br />

weeks was as follows:<br />

• Nov. 12—<strong>Madison</strong> County Public<br />

Health orders all schools to move to hybrid<br />

learning models for the period between<br />

Thanksgiving break and New Year’s Day.<br />

• Nov. 23—The health board changes that<br />

order, requiring all schools to go to 100 percent<br />

remote learning and halt sports and extracurriculars<br />

for the Nov. 30-Jan. 1 period.<br />

• Dec. 2—The health board rescinds those<br />

orders, making them advisories instead, effectively<br />

giving schools the flexibility to<br />

choose between their full remote and hybrid<br />

learning models and choose whether they<br />

allow sports and extracurriculars to continue.<br />

• Dec. 3—<strong>Madison</strong> County is placed on<br />

the “watch list” for Level 4/purple (severe<br />

exposure and spread of the virus) on the<br />

Ohio Public Health Advisory System.<br />

Chapman said he received a lot of feedback<br />

from school administrators, teachers,<br />

parents and students about which direction<br />

the district should go.<br />

“One of the things we have heard is, ‘We<br />

want consistency,’” he said.<br />

In a statement posted to the district’s<br />

website following the board meeting, he further<br />

stated, “The decision to stay 100 percent<br />

remote is based on the need to provide<br />

safety and consistency for our students,<br />

families and teachers... Making another<br />

sudden change in our educational pathway<br />

in such a short period of time creates additional<br />

anxiety and stress for all involved. We<br />

believe it is best to slow down the decisionmaking<br />

process so that we can continue to<br />

make well-informed plans for our students<br />

and schools moving forward.”<br />

During the special meeting, Cheryl Manbeck,<br />

a music teacher and president of the<br />

Jonathan Alder Education Association,<br />

shared the results of a survey presented to<br />

association members. Eighty-eight percent<br />

of members took part in the survey.<br />

They were asked what educational pathway<br />

would be best for staff based on current<br />

data. According to Manbeck, 67 percent said<br />

fully remote would be best, 24 percent preferred<br />

hybrid, and 9 percent preferred fully<br />

in-person.<br />

59 percent said fully remote, 31 percent said<br />

hybrid, and 9 percent said fully in-person.<br />

She noted that, when broken down by<br />

building and even by grade level within<br />

buildings, the numbers were different.<br />

Manbeck also shared comments from<br />

students, parents and teachers who said<br />

they prefer the fully remote pathway over<br />

the hybrid option, one reason being that students<br />

interface with their teachers every<br />

day when fully remote—something that<br />

doesn’t happen in the hybrid model.<br />

“We want more than anything to open<br />

our buildings and have students in our<br />

classrooms on Jan. 4, but we need your help.<br />

Your continued cooperation in adhering to<br />

the safety protoocls are paramount in helping<br />

to limit the spread of COVID within our<br />

community,” Chapman posted on the district<br />

website.<br />

Chapman encouraged district residents<br />

to wear face masks, practice social distancing,<br />

and avoid social gatherings.<br />

Protesting health orders<br />

Open Our Schools <strong>Madison</strong> County, a group representing concerned parents of students<br />

in <strong>Madison</strong> County schools, protested outside the <strong>Madison</strong> County Public<br />

Health building in London on the morning of Dec. 2. The group opposed orders the<br />

health board issued in November requiring schools to close and sports to stop between<br />

Thanksgiving and winter break due to the COVID-19 pandemic. Members of<br />

the group said they have asked Chris Cook, the county health commissioner, to explain<br />

the basis of his assertion that students are asymptomatic carriers and spreaders<br />

of COVID-19. The protest took place at the same time the health board was hold<br />

a special meeting at which they rescinded the orders requiring school closures and<br />

suspension of sports. The board replaced the orders with advisories. In the days following<br />

the changes, three of the four public school districts in the county–Jonathan<br />

Alder, London and <strong>Madison</strong>-Plains–chose to go with fully remote learning through<br />

the end of the semester. Jefferson Local opted to go with its hybrid learning model<br />

for the high school and middle school; students at the elementary are going to school<br />

full time. All four districts are allowing sports and extracurriculars to continue.<br />

EISEL<br />

Michael Patrick Eisel, 35, of West Jefferson,<br />

Ohio, passed away on Nov. 25, <strong>2020</strong>. He<br />

was born on Feb. 21, 1985, in Columbus,<br />

Ohio, to the late Gary Michael Eisel and Patricia<br />

(Bradley) Eisel. Michael is survived by:<br />

his mother, Patricia Eisel, and her companion,<br />

William Croake; his four beautiful<br />

daughters, Makayla Eisel, 19, Kara Eisel,<br />

10, <strong>Madison</strong> Eisel, 9, and Kaitlyn Eisel, 8;<br />

Brittney Jones, his girlfriend for many<br />

years, and son, Damion Eisel, 6; grandmother,<br />

Deloris Eisel; several aunts, uncles,<br />

cousins and numerous friends. Michael was<br />

the light of our lives. He filled our hearts<br />

with love and joy. His memory will be cherished<br />

for all the days of our lives. We will<br />

Donna J. Hockenbery, 95, of West Jefferson,<br />

Ohio, passed away at The <strong>Madison</strong><br />

House in London, Ohio, on Nov. 29, <strong>2020</strong>.<br />

He was born in Columbus, Ohio, to the late<br />

Charles M. and Grace B. Metzger on Aug. 22,<br />

1925. In addition to her parents, she was preceded<br />

in death by: her husband, Walter Mc-<br />

Clelland Hockenbery; son, Michael M. Hockenbery,<br />

and son-in-law, John Mast. She is<br />

survived by: daughter, Janet Mast; son, Jeff<br />

ROBERTS<br />

On Nov. 29, <strong>2020</strong>, Sarah Marie (Winland)<br />

Roberts passed away at the age of 38 years<br />

old from a long hard battle with cancer in<br />

the comfort of her home. Sarah was born on<br />

June 20, 1982, in Moundsville, W.Va. She<br />

resided in London, Ohio, most of her life<br />

where she attended and graduated from<br />

London High School. On the beautiful day of<br />

Oct. 19, 2013, she married her best friend<br />

who she adored, also raising two wonderful<br />

bonus children, Kristin and Seth II. Sarah<br />

served as a Ladies Auxiliary member of the<br />

VFW and American Legion for many years<br />

where she gained a lot of friendships. Her<br />

crafts were one-of-a-kind and always held a<br />

special meaning to every recipient that was<br />

blessed by this talent. The Relay For Life<br />

was a big passion of hers long before her own<br />

battle where she spent years on the committee.<br />

The beach and lake trips with her<br />

beloved hubby and her girltribe were something<br />

she always looked forward to having<br />

in her life. Oh, how we cannot forget her love<br />

for the Columbus Blue Jackets and West<br />

Virginia Mountaineers. Lastly, Sarah is<br />

known for that contagious smile that would<br />

light up any room and the big teddy bear<br />

heart for everyone to love. Always putting<br />

others first, especially when it came to all<br />

her kiddos—blood, adopted, it didn’t matter.<br />

Sarah was preceded in death by her baby<br />

brother, P.J. Winland, and her beloved fur<br />

baby, Buford. She is survived by: her loving<br />

husband, Seth; her children, Kristin (Jordan<br />

Gifford) Roberts, Seth (Stefani Warner)<br />

Roberts II; sister, Heather Winland; five<br />

grandchildren; nieces, nephews, and close<br />

family friends. Funeral services were held<br />

Dec. 4, at Rader-Lynch & Dodds Funeral<br />

Home, London, with Pastor Tyrone Artis officiating.<br />

Jeremy “Jerry” Burr Alder (1956-<strong>2020</strong>),<br />

64, of London, Ohio, passed away unexpectedly<br />

on Nov. 30. Jerry was born in Danville,<br />

Ill., to the late Dr. Verne H. Alder who raised<br />

Jerry alongside his mother, Judith E. (Livengood)<br />

Alder-Howard. During his childhood in<br />

Danville, Jerry was a Boy Scout where he<br />

was chosen by the Kickapoo Indian Hobbyist<br />

Association to perform the Eagle Dance. He<br />

also played peewee football, little league<br />

baseball, and attended Danville City Schools,<br />

graduating in 1974. A few of his hobbies were<br />

spending time with his family, camping, and<br />

golfing with friends and family. He also<br />

counted down every year to the Indy 500 on<br />

Memorial Day weekend. Jerry will be deeply<br />

lifelong resident of Mount Sterling. He enjoyed hunting, fishing and<br />

woodworking. He loved his children, grandchildren and great-grandchildren<br />

immensely. He was also an Ohio State Buckeyes fan. He will<br />

be sadly missed by everyone who knew him. Memorial donations may<br />

be made to Loving Care Hospice. Visitation and funeral services were<br />

held on Dec. 4 at Porter-Todd Funeral Home, Mount Sterling. Interment<br />

followed at Pleasant Cemetery. Due to the COVID019 pandemic,<br />

social distancing was observed and guests were required to<br />

Wanda Boyd, 92, or Urbana, formerly of London, died on Dec. 3,<br />

<strong>2020</strong> in Springfield Regional Medical Center. Born on May 27, 1928,<br />

in Scioto County, she was a daughter of Tarrell and Hazel (Smith)<br />

Odle. Wanda is survived by her daughter, Debra Louden of Urbana.<br />

She was preceded in death by her parents. Per Wanda’s request,<br />

visitation and funeral services were not observed. The family suggests<br />

memorials in Wanda’s name be made to the Patient Activity<br />

Fund at London Health and Rehabilitation, 218 Elm St., London,<br />

SULLIVAN<br />

Paul L. Sullivan, 86, of London passed away on Dec. 3, <strong>2020</strong>, at<br />

<strong>Madison</strong> Senior Living Community. Paul was born on Sept. 19,<br />

1934, in <strong>Madison</strong> County, Ohio, to Leo J. and Agnes (Mooney) Sullivan.<br />

He was a graduate of Monroe High School, Class of 1953.<br />

Paul farmed for several years, but the love of his life was his large<br />

herd of dairy cows. He was a member of Spring Fork Grange, 4-H<br />

clubs, <strong>Madison</strong> County Farm Bureau, and other organizations for<br />

several years. He was preceded in death by his parents, and two<br />

brothers, John (1930) and James (1932). He is survived by two first<br />

cousins, Mary T. Sherman of London, Ohio, and William J. Sullivan<br />

of Mount Sterling, Ohio. Special friends Tom Reed, Robert (Bob)<br />

Reed, Teresa Dickerson, and Erin Morris, several friends and<br />

cousins. In lieu of flowers, memorials may be made to Saint Patrick<br />

Church, Saint Patrick School, or Alzheimer’s Association. Special<br />

thanks to the <strong>Madison</strong> Senior Living Community, the staff, nurses,<br />

and Matthew Robert McComas; several great-nieces, aunts,<br />

HALL<br />

Robert Scott Hall, 94, passed away quietly at his home in the<br />

early hours of Dec. 7. Robert was the only child of Nola Scott and<br />

Floyd Hall. He was born in Cumberland, Ohio, Muskingum County.<br />

In 1949, the Halls moved to <strong>Madison</strong> County when their land sold<br />

to the coal company. Robert married Nancy Ann Shumate on Aug.<br />

29, 1954, and they celebrated 66 years together. Robert was engaged<br />

in farming with his father but later moved to Mount Sterling and<br />

shortly afterwards to London. Bob was employed by the London Correctional<br />

Institution and retired from there after 22 years. Bob went<br />

to church all his life and was a faithful church member. He wore<br />

many different “hats” in his service to the church. Bob was a member<br />

of Newport Church of Christ in Christian Union. Bob loved the hills<br />

and trees, so he purchased land in Gallia and Jackson counties and,<br />

with the help of the Ohio Division of Forestry, planted many white<br />

pine trees, from which he harvested many after 50 years. At one<br />

point, the forester told Bob he had the best woods in Jackson County.<br />

In 1977, he received the “Tree Farmer of the Year” award from the<br />

State of Ohio. Bob is survived by his wife, Cousin Carlos Sears of<br />

Chandlersville, Ohio, and other relatives. Calling hours and funeral<br />

services took place on Dec. 10 at Newport Church of Christ in Christian<br />

Union, London. Rev. Justin Sterrett officiated. Interment was<br />

in Bethel Cemetery, Range Township. The family wishes to thank<br />

Loving Care Hospice for their kindness and care. Friends who would<br />

Electric and retired after 34 years<br />

of service. She was preceded in death by: her<br />

Johnson; sister-in-law, Glenda Daniell; her<br />

28, <strong>2020</strong> at home following a very short illness.<br />

The daughter of John & Linda (Johnson) Witt she<br />

was born on June 10, 1974 in O’ahu, Hawaii. On<br />

November 27, <strong>2020</strong> she married Troy Greenwalt<br />

and together they shared fifteen loving years.<br />

Surviving are her husband, Troy Greenwalt; son,<br />

Eric Pozderac; mother, Linda Witt; step sons, Jack<br />

Greenwalt, Alec Greenwalt, and Josh Greenwalt;<br />

sisters, Cindy (Mark) Miller, and Ashley (Matt)<br />

Mihok; two nephews, and four nieces; father &<br />

mother in law, James & Norma Greenwalt; and<br />

grandmother, Donna Johnson.<br />

Dawn was preceded in passing by her father,<br />

John Witt.<br />

Her proudest achievement was raising her<br />

City hopes to move to electronic water meters<br />

The city of London hopes to secure state funding to replace all<br />

water meters with ones that can be read electronically rather than<br />

in-person.<br />

“A lot of our meters are old and register incorrectly, they’re hard<br />

to read, and it takes two weeks’ worth of man hours to read all them<br />

each month,” said Joe Mosier, safety service director.<br />

Electronic meters would improve efficiency and effectiveness,<br />

said Mayor Patrick Closser.<br />

“It would be such a tremendous upgrade,” said council member<br />

Anthony Smith.<br />

The estimated cost of the project is $1.4 million. To cover the<br />

cost, the city is pursuing a loan and a grant, both from the Ohio<br />

Public Works Commission (OPWC).<br />

Hunting allowed in West Jeff<br />

On Dec. 7, West Jefferson village council approved a<br />

measure to allow hunting within the village.<br />

Anyone who owns property in the village can hunt<br />

on that property. Property owners also can allow their<br />

immediate family members, including siblings, parents,<br />

grandparents, children, grandchildren, first cousins,<br />

nieces, nephews and in-laws, to hunt on their land if<br />

they provide written permission. Additionally, corporation<br />

owners can hunt on corporation land they own in<br />

the village.<br />

Within the village limits, property owners and their<br />

family members can only hunt using a bow and arrow,<br />

crossbow or shotgun. They cannot hunt within 300 feet<br />

of a property boundary, residence or public road within<br />

the village limits.<br />

The measure is intended for residents’ use on undeveloped<br />

land that was annexed into the village, said Ray<br />

Martin, mayor.<br />

Previously, hunting was only allowed in the village’s<br />

nature conservancy. in 2017, the conservancy approved<br />

hunting using a bow and arrow. Village residents must<br />

enter a lottery to win a hunting time on the conservancy.<br />

The new measure does not affect hunting regulations<br />

on the conservancy, which is controlled by the<br />

Ohio Department of Natural Resources.<br />

In other news, the village received an additional<br />

$35,255 in federal Coronavirus Aid, Relief and Economic<br />

Security (CARES) act funding. The funding can<br />

only be spent on expenses related to the pandemic, and<br />

spending must be federally approved.<br />

Also, the village completed a traffic study at the intersection<br />

of U.S. Route 40 and Taylor Blair Road. The<br />

village hopes to install a traffic light to slow traffic at<br />

the intersection. The Ohio Department of Transportation<br />

must approve the project before construction can<br />

begin. In the meantime, the village is seeking grants to<br />

offset construction costs, estimated to be $175,000. The<br />

goal is to install the traffic light in 2021.<br />

4-H holds drive-through recognition banquet<br />

The pandemic may have stopped in-person<br />

programming, but it didn’t stop <strong>Madison</strong><br />

County 4-H members from completing<br />

their projects and learning by doing.<br />

On Dec. 6, the county’s 4-H program<br />

held a drive-through recognition banquet at<br />

the <strong>Madison</strong> County Fairgrounds in London.<br />

Members and volunteers were invited<br />

to pick up their awards, take home activities<br />

to complete with their families, and<br />

take home boxed meals to enjoy at home.<br />

While this was not the program’s typical<br />

celebration, families and volunteers enjoyed<br />

the opportunity to be honored safely for<br />

their hard work, said Frances Foos, Extension<br />

educator for 4-H youth development.<br />

The employee works under the direct supervision of the Sanitation Department Superintendent.<br />

The Sanitation Driver drives a refuse truck over a designated route each day<br />
