NEWS 18 The North Canterbury News, March 11, 2021 Council finalises its water submission By DAVID HILL Water reform,roading,the infrastructure stimulus programmeand Covid19 social recovery were amongthe items discussed at Jim Palmer’s final council meetinglast week. DeputyMayor NevilleAtkinsonpaid tribute to the retiring chief executive, notingthe significant role Mr Palmer had playedinhis 20 years of service. ‘‘Thiscouncil has beenrunning for 32 years and in that time therehave been 384 standard council meetings and Jim Palmerhas attended 220 of them for his sins.’’ Councillorsdebated acouncil submission to the Health Select Committee on the WaterServices Bill, which seeks clarification on chlorination exemptions and raises concerns about the status of private water suppliers. The council’s main urban water supplies in Rangiora, Kaiapoi, Oxford, Woodend and Pegasus, and some rural supplies, are able to meet the national drinking water standards without chlorination. ‘‘We have statedinthe submission that we have consulted with the community in the past,and the community has made it clear that it does not want chlorination of its drinking water,’’ three waters manager KalleySimpsonsays. The council supplies drinking waterto about 80 percentofresidents in the district, while the remaining 20% receive their water from private supplies. Private water supplierswill be included in the legislation and willbe required to register withthe Crown agent,Taumata Arowai, whichisbeing establishedthis month. The council believes compliance requirements need to be proportional to scale and it is concernedabout the impactofthe legislation on private suppliers, and who is responsible for supporting these suppliers. Mr Simpsonsaid the processseemed straightforward for suppliers compliant with the drinking waterstandards,but the council understands there are several privateschemes which are not. The WaterServices Bill states that territorial authorities wouldbeobliged to step in and ‘‘take over the management of afailing private drinking water supplier’’,hesaid. Councillorsvotedtoapprove the council’s contribution of $147,000 towards roadimprovements in Southbrook, including preparing the designationofland for the proposed Rangiora easternlink road. The council is hopeful of receiving a 51% New Zealand Transport Agency subsidy towards the project. The proposed eastern linkisunlikely to be constructed until 2035 at the earliest, but Cr Joan Ward calledonthe project to be brought forward in abid to ease traffic congestion at Southbrook. Councillorsapproved the creationofa Cust headworks upgradetobeadded to the council’sinfrastructure projects underthe government’s stimulus funding,with $220,900 set aside. Mr Simpson reported thatmost of the contracts have been awarded, with several awardedunder budget. Funding of $70,000 was also approved from the council’s Covid19 recovery fund to allow the community team to continue to supportsocial recoveryover the next 15 months. Communityteam manager Tessa Sturley saidfunding had been received from the Ministry of Social Development’s ‘‘flexiwage’’ scheme until May this year. ‘‘This funding has resulted in the identificationofgaps of social service provisioninthe communityand has led to some key projects,including the development of awebsite that will help link peopletothe services they need. ‘‘We want to see thoseprojects through in asustainable fashion and to ensure our district can continue to be supported.’’ To date, the funding had helped facilitate severalinitiatives, including neighbourhood barbecues over the summer, she said.
