Dra LTPNow Open for Your Input<br />

Let's talk about the next 10 years... That's the<br />

purpose of the dra Long Term Plan <strong>2021</strong>-2031<br />

which is out for public engagement.<br />

The Long Term Plan(LTP) is Council’s key strategic<br />

document and sets out projects and priorities, as well<br />

as howmuch it willcost and howitwillbefunded.<br />

Over the next 10 years the Council is focused on<br />

making sure we keep up with growth, Covid-19<br />

economic recovery, climate change/sustainability,<br />

and the impact of the Three Waters Review.<br />

Specifically the Council are asking for feedback on:<br />

• New community facilities for Pegasus and north<br />

Woodend (Ravenswood)<br />

• Upgrades to the Rangiora Library and wider<br />

civic area<br />

• Parking in Rangiora–including acar parkbuilding.<br />

“The big challenge facing Waimakariri is balancing<br />

agrowing population –while making sure we have<br />

ahealthy environment, resilient infrastructure, and<br />

remain an attractive place for business and new<br />

residents,” says Mayor Dan Gordon.<br />

“We’re also conscious that this LTPtakes place<br />

following Covid-19 lockdowns, at atime of<br />

economic uncertainty, and with possible changes<br />

to how services like reticulated wastewater and<br />

drinking water are managed.<br />

“We’ve had to carefully balance what the community<br />

can afford and the impacts on households, without<br />

unduly delaying building core community facilities<br />

which encourage and foster business and growth.”<br />

The proposed rates increase if the dra LTPis<br />

supported is3.95 percent in the first year before<br />

moving to 4.2 percent for the following years.<br />

Commissioners Appointed for Rangiora<br />

Racecourse Resource Consent<br />

Environment <strong>Canterbury</strong>’s Regulation Hearing<br />

Committee have appointed commissioners for the<br />

Taggart Earthmoving Ltd Rangiora Racecourse<br />

resource consent application.<br />

Taggart Earthmoving Limited has applied to<br />

Environment <strong>Canterbury</strong> and Waimakariri District<br />

Council for resource consents to establish,<br />

maintain and operate an aggregate quarry located<br />

at the Rangiora Racecourse.<br />

The resource consent applications were jointly<br />

notified on 31 October last year and 404<br />

submissions were received. 62 submitters wish to<br />

be heard insupport oftheir submission, 394 are in<br />

opposition; nine support and one is neutral.<br />

There have also been anumber of public meetings<br />

held by those in opposition of the proposed quarry.<br />

Because of this hearings are expected to take place<br />

in May to best review the proposal. The Regulation<br />

Hearing Committee meeting, on 4<strong>March</strong>, was the<br />

first step inthis process and appointed:<br />

• Paul Rogers as aHearings Commissioner,<br />

Chairman and member of the Hearing Panel<br />

• Reginald Proffit as aHearings Commissioner and<br />

member of the Hearing Panel<br />

• John Iseli as aHearings Commissioner, and<br />

member of the Hearing Panel<br />

Submissions in opposition raise concerns about<br />

dust, air quality, and increased traffic, impacts on<br />

health, noise, and disruption to the local residential<br />

neighbourhood, groundwater quality, flood risk and<br />

reduction on house prices, amongst anumber of<br />

other matters.<br />

Submissions in support focus on benefits tothe<br />

local economy and retention of the racecourse.<br />

Ahearing date, which is expected to take place in<br />

May, will be advised in the coming weeks.<br />

CANCELLATION OF MEETING<br />

The District Planning and Regulation Committee<br />

meeting previously advertised for Tuesday<br />

16 <strong>March</strong> <strong>2021</strong> at 1pm has been CANCELLED.<br />
