Life after Doha: Some reflections in the run up to the 9th WTO Ministerial Conference on Bali

This is a book chapter that I wrote for an edited volume commissioned by the World Trade Institute in Berne, University Pelita Harapan and the Economic Research Institute for ASEAN and East Asia (ERIA), both in Jakarta. My chapter discusses how the multilateral trading system came to become intractibly bogged down in the Doha Round and argues that the WTO is still the best organization the world has for tacking a number of increasingly pressing issues. number of areas where some sort of agreement is look<str<strong>on</strong>g>in</str<strong>on</strong>g>g more than probable outside of <str<strong>on</strong>g>the</str<strong>on</strong>g> <br />

c<strong>on</strong>stra<str<strong>on</strong>g>in</str<strong>on</strong>g>ts posed by <str<strong>on</strong>g>the</str<strong>on</strong>g> S<str<strong>on</strong>g>in</str<strong>on</strong>g>gle Undertak<str<strong>on</strong>g>in</str<strong>on</strong>g>g, such as trade facilitati<strong>on</strong>, a South-­‐South <br />

agreement <strong>on</strong> duty free and quota free access for LDCs, even reform of <str<strong>on</strong>g>the</str<strong>on</strong>g> Dispute Settlement <br />

Understand<str<strong>on</strong>g>in</str<strong>on</strong>g>g. Members, it seems, have <str<strong>on</strong>g>in</str<strong>on</strong>g>creas<str<strong>on</strong>g>in</str<strong>on</strong>g>gly come <str<strong>on</strong>g>to</str<strong>on</strong>g> see <str<strong>on</strong>g>the</str<strong>on</strong>g> S<str<strong>on</strong>g>in</str<strong>on</strong>g>gle Undertak<str<strong>on</strong>g>in</str<strong>on</strong>g>g as a <br />

debilitat<str<strong>on</strong>g>in</str<strong>on</strong>g>g straight jacket that must be thrown off if anyth<str<strong>on</strong>g>in</str<strong>on</strong>g>g is <str<strong>on</strong>g>to</str<strong>on</strong>g> be achieved <str<strong>on</strong>g>in</str<strong>on</strong>g> Geneva. <br />

As a piece of political-­‐ec<strong>on</strong>omy orthodoxy, <str<strong>on</strong>g>the</str<strong>on</strong>g> bicycle <str<strong>on</strong>g>the</str<strong>on</strong>g>ory c<strong>on</strong>tends that where <str<strong>on</strong>g>the</str<strong>on</strong>g> process <br />

of trade liberalizati<strong>on</strong> ceases mov<str<strong>on</strong>g>in</str<strong>on</strong>g>g forward, <str<strong>on</strong>g>the</str<strong>on</strong>g> global trad<str<strong>on</strong>g>in</str<strong>on</strong>g>g system <str<strong>on</strong>g>in</str<strong>on</strong>g>evitably succumbs <str<strong>on</strong>g>to</str<strong>on</strong>g> <br />

a rise <str<strong>on</strong>g>in</str<strong>on</strong>g> protecti<strong>on</strong>ism and a <br />

tendency for those <br />

countries that had <br />

traditi<strong>on</strong>ally shown <br />

leadership <str<strong>on</strong>g>in</str<strong>on</strong>g> trade <br />

negotiati<strong>on</strong>s, <str<strong>on</strong>g>to</str<strong>on</strong>g> become <br />

<str<strong>on</strong>g>in</str<strong>on</strong>g>creas<str<strong>on</strong>g>in</str<strong>on</strong>g>gly <str<strong>on</strong>g>in</str<strong>on</strong>g>ward-­‐look<str<strong>on</strong>g>in</str<strong>on</strong>g>g. <br />

Although we have seen a <br />

rise <str<strong>on</strong>g>in</str<strong>on</strong>g> protecti<strong>on</strong>ism over <br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> last few years s<str<strong>on</strong>g>in</str<strong>on</strong>g>ce <str<strong>on</strong>g>the</str<strong>on</strong>g> <br />

ec<strong>on</strong>omic crisis, this was <br />

Although a lot of liberalizati<strong>on</strong> now happens outside of <str<strong>on</strong>g>the</str<strong>on</strong>g> <br />

<str<strong>on</strong>g>WTO</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g>re is still forward momentum <str<strong>on</strong>g>in</str<strong>on</strong>g> Geneva, such as an <br />

expanded agreement <strong>on</strong> government procurement, and <br />

possiblly also <str<strong>on</strong>g>in</str<strong>on</strong>g> trade <str<strong>on</strong>g>in</str<strong>on</strong>g> services. C<strong>on</strong>sensus also look<str<strong>on</strong>g>in</str<strong>on</strong>g>g <br />

likely for an agreement <strong>on</strong> trade facilitati<strong>on</strong> and review of <str<strong>on</strong>g>the</str<strong>on</strong>g> <br />

Dispute Settlement Understand<str<strong>on</strong>g>in</str<strong>on</strong>g>g. <br />

<str<strong>on</strong>g>in</str<strong>on</strong>g>variably part of a broader, knee-­‐jerk reacti<strong>on</strong> by policymakers and trade m<str<strong>on</strong>g>in</str<strong>on</strong>g>istry officials <str<strong>on</strong>g>to</str<strong>on</strong>g> <br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> domestic micro-­‐ and macroec<strong>on</strong>omic impacts of <str<strong>on</strong>g>the</str<strong>on</strong>g> crisis, ra<str<strong>on</strong>g>the</str<strong>on</strong>g>r than a symp<str<strong>on</strong>g>to</str<strong>on</strong>g>m of <str<strong>on</strong>g>the</str<strong>on</strong>g> <br />

failure <str<strong>on</strong>g>to</str<strong>on</strong>g> achieve positive outcomes under <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>Doha</str<strong>on</strong>g> process. <br />

3.2 The <str<strong>on</strong>g>WTO</str<strong>on</strong>g> is not a Development Organizati<strong>on</strong> (at least not directly) <br />

A little over a year <str<strong>on</strong>g>after</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> collapse of <str<strong>on</strong>g>the</str<strong>on</strong>g> Cancun m<str<strong>on</strong>g>in</str<strong>on</strong>g>isterial meet<str<strong>on</strong>g>in</str<strong>on</strong>g>g <str<strong>on</strong>g>in</str<strong>on</strong>g> September 2003, <br />

when many people's faith <str<strong>on</strong>g>in</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> development-­‐centricity of <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>Doha</str<strong>on</strong>g> Round was start<str<strong>on</strong>g>in</str<strong>on</strong>g>g <str<strong>on</strong>g>to</str<strong>on</strong>g> fray <br />

c<strong>on</strong>siderably, a very <str<strong>on</strong>g>in</str<strong>on</strong>g>terest<str<strong>on</strong>g>in</str<strong>on</strong>g>g paper was published by Joseph Stieglitz and Andrew Charl<str<strong>on</strong>g>to</str<strong>on</strong>g>n, <br />

entitled "The Development Round of Trade Negotiati<strong>on</strong>s In The Aftermath of Cancun". 65<br />

Although this report c<strong>on</strong>ta<str<strong>on</strong>g>in</str<strong>on</strong>g>s a number of err<strong>on</strong>eous assumpti<strong>on</strong>s and naïve asserti<strong>on</strong>s 66 , its <br />
