Readers respond to<br />

concerns about the<br />

effectiveness of traffic<br />

calming trials in St Albans<br />

I am writing with regards to<br />

the article on page 1 and 5 in<br />

Nor’West <strong>News</strong> last Thursday.<br />

As stated in the article, Jo<br />

Scott, a resident in Flockton St,<br />

challenged the Papanui-Innes<br />

Community Board about the<br />

way that the traffic situation has<br />

been “mismanaged”.<br />

Some residents in the St<br />

Albans area apparently<br />

believe that the high increase of<br />

traffic in Francis and Flockton<br />

Sts is due to the closure of<br />

Forfar St.<br />

I have also heard and read on<br />

social media that many people<br />

believe that re-opening Forfar<br />

St would alleviate many of the<br />

present traffic issues.<br />

I know that the increased<br />

traffic from the motorway<br />

opening may be most of the<br />

problem.<br />

I live in Forfar St and I am<br />

very grateful that our street has<br />

been closed off. Over the past<br />

five years, before the motorway<br />

was opened, Forfar St was the rat<br />

runner’s street of choice.<br />

Our street is much safer<br />

now for children and families,<br />

including the elderly, and a busy<br />

childcare facility.<br />

Traffic calming measures in<br />

this area are in the early stages<br />

of being worked out, due to the<br />

increased volume of traffic from<br />

the motorway and the changes to<br />

the Forfar/Madras Sts roundabout.<br />

I believe that better management<br />

of Cranford St may help to<br />

alleviate some of the concerns of<br />

some of the residents in the area,<br />

with regards to better traffic<br />

management.<br />

Cranford St has been a key<br />

entrance into Christchurch<br />

city for a while, but I was very<br />

surprised to find the city council<br />

stopped traffic turning left into<br />

the side roads.<br />

Also, why was Forfar<br />

St blocked off from the<br />

continuation of Madras St? I<br />

can’t understand the reason<br />

for this. There is Forfar<br />

Nursery and Preschool. From<br />

town parents would more<br />

naturally head up Madras and<br />

Fofar Sts, but now they are<br />

prevented.<br />

A friend of mine lives in the<br />

upper end of Forfar St. She works<br />

in Southern Cross Hospital,<br />

Bealey Ave; you have limited her<br />

journey home.<br />

Does she now too, in creating<br />

yet further traffic on Cranford<br />

St, have to try and turn into<br />

Warrington St?<br />

Said Williams: “It’s about making<br />

use of the space as effectively<br />

as possible. Giving back to the<br />

community is fantastic, but it’s<br />

about making sure this particular<br />

facility is not going to come to<br />

the expense of ratepayers, and if<br />

the community organisation has<br />

the capacity to pay for it.”<br />

The 2300 sq m centre was<br />

originally intended to be a<br />

temporary building to provide<br />

training facilities for high<br />

performance athletes and teams<br />

after the February 22, 2011,<br />

earthquake.<br />

If the community supports<br />

it, a recreation group will take<br />

full responsibility for the facility,<br />

which includes a full-sized<br />

indoor netball court, a strength<br />

and conditioning gym, a 40m<br />

running track, showers, offices<br />

and meeting spaces.<br />

The city council has recently<br />

completed an initial request for<br />

proposal process, where early<br />

submissions were received from<br />

interested community recreation<br />

groups.<br />

It could not disclose which<br />

groups had applied as the city<br />

council was still considering<br />

their applications.<br />

As determined by the Jellie<br />

Park Management Plan, groups<br />

could include basketball, netball,<br />

providers.<br />

Once public consultation<br />

closes next month, submissions<br />

will be analysed.<br />

Potential users and an overview<br />

of feedback will be considered<br />

by the Fendalton-Waimairi-<br />

Harewood Community Board. It<br />

will decide whether the process<br />

should be continued.<br />

Following this process, a<br />

public notice with names of<br />

interested parties will be issued<br />

and residents will be able to<br />

provide feedback on if they want<br />

that particular group.<br />

If no objections are received,<br />

the lease will be awarded.<br />

Residents can discuss the<br />

project with city council staff<br />

on Tuesday at the Apollo Centre<br />

entrance off Ilam Rd, anytime<br />

between 4-6pm.<br />
