around Spring Bay Budget<br />

In a special meeting on April 1st, the RM of McKillop council sent<br />

back the Organized Hamlet(OH) of Spring Bay’s budget, making a<br />

motion to refuse the budget as the budget wasn’t in line with the<br />

RM’s practices and procedures.<br />

In the meeting, they said the Hamlet<br />

would have 30 days to resubmit<br />

their budget. Council discussed no<br />

additional information during the<br />

meeting around what <strong>issue</strong>s had<br />

occurred in the proposal.<br />

A source said a meeting between<br />

the council and the Spring Bay<br />

Hamlet Board occurred regarding<br />

the budget and a proposed mill rate<br />

in May. The legislation allows an OH<br />

to propose their own mill rate, which<br />

may differ from the rest of the RM.<br />

When <strong>LMT</strong> asked the RM why the<br />

meeting was not public, CAO Brandi<br />

Morissette responded that “This<br />

meeting was not a Council Meeting<br />

or a Committee of Council Meeting.”<br />

A Ministry of Government relations spokesperson has confirmed that these meetings are not<br />

subject to the council meeting rules and procedures unless they occur within a council meeting.<br />

<strong>LMT</strong> posed the following additional questions to the RM, which have gone unanswered.<br />

1, Did all of the council meet with the board?<br />

2. From the legislation I understand that Organized Hamlet’s can request a different mill rate. If<br />

council were to approve Spring Bay’s mill rate, how could that affect the RM?<br />

3. Has the RM ever had, to your knowledge, an organized Hamlet request a different mill rate,<br />

or had one approved by the RM?<br />

4. Are the organized hamlets’ tax levy accounts fully funded? If not, why not, and what is the<br />

RM’s responsibility with those accounts if they aren’t?<br />

5. I understand there is a dispute resolution mechanism for resolving disputes between the RM<br />

and OH. where are you in this process?<br />

RM says no to Town’s Bylaw Request<br />

After a ricocheting bullet from an RM<br />

property landed near an area where the public<br />

frequents, the town asked the RM to consider<br />

adopting a bylaw to assist them around this<br />

safety concern. The CAO reported the council<br />

for the RM discussed the matter over two<br />

meetings and had Sgt Chad Clark of the Lumsden<br />

RCMP attend a meeting. The RM council<br />

decided they would support a landowner’s<br />

rights to protect their animals from harm. The<br />

CAO explained the bullets were from people<br />

dealing with gophers on a property and because<br />

gophers make holes and those holes are a<br />

hazard to horses, they would not pass a bylaw.<br />

Councillor Longmoore asked how the RM<br />

considered the operation of the firearm was<br />

occurring safely. The CAO said that council had<br />

not considered careless use of a firearm and<br />

didn’t know the intricate details of the incident.<br />

Councillor Jim Rawlings noted the difficulty in<br />

proving careless use of a firearm.<br />

Mayor Matheson said he understood the<br />

town council was asking the RM to pass a law<br />

in the RM; however, if that didn’t occur, they<br />

would look at passing a law that would extend<br />

beyond the town’s boundaries. The CAO said<br />

she wasn’t sure about the legalities of making<br />

bylaws that would extend into other jurisdictions,<br />

but they would look into it. Councillor<br />

Barber said he didn’t believe they had any<br />

authority beyond the town’s boundaries.<br />

Matheson’s position, noting that she found the<br />

RM’s position extremely disappointing. There<br />

has now become a rarity as wooden<br />

grain elevators are becoming a thing<br />

of the past.<br />

While hundreds of the iconic structures have<br />

disappeared over the decades in Saskatchewan, a<br />

local photographer has not only been able to preserve<br />

them through the lens of his camera but the images<br />

are now documented in a new book.<br />

Lanigan’s Jack Robson along with his wife and<br />

travelling companion Mardelle Craven-Robson have<br />

spent a considerable amount of hours in their vehicle<br />

in search of the iconic structures.<br />

Jack said the whole idea first began as a hobby over<br />

30 years ago. “This book is an extension of photographing<br />

and soliciting elevator photos from all over<br />

Saskatchewan. When I first started capturing elevators<br />

with my camera, the goal was to document every<br />

site that had an elevator at one time in Saskatchewan.<br />

Through many, many kilometres travelled and<br />

thousands of phone calls I was able to get all of them<br />

with the exception of about 15.”<br />

According to an article published in the May 17,<br />

2020 edition of the Globe and Mail, the number of<br />

country elevators in Saskatchewan, Alberta, and<br />

Manitoba peaked at 5,758 in 1933. In Saskatchewan,<br />

at one time there were over 3,000 wooden structures;<br />

however, by September 2018, the article stated<br />

just 4<strong>27</strong> remained.<br />

As the number of wooden elevators started to<br />

decrease, the images that Jack was able to capture<br />

increased. With his wife Mardelle recording each elevator<br />

site as Jack snapped away, Robson also credits<br />

the co-operation from a number of Saskatchewan<br />

residents, RMs, community administrators, politicians,<br />

the Saskatchewan Archives, the U of S Archives,<br />

and many friends who were able to help him<br />

ensure he was able to discover as many of the prairie<br />

landmarks as possible.<br />

As the number of images continued to grow over<br />

time, it was not long until Robson was approached<br />

about producing a book. “It was something that I<br />

never really thought about but after talking with<br />

friends and publishers Trudy Janssens and Warren<br />

Iverson (who also had a hand in providing some of<br />

the photos for the project Robson was unable to get),<br />

we thought we would go ahead with the project.”<br />

2. An op-ed, or colloquially “Opinion<br />

Editorials,” is a written article published<br />

by a newspaper, which expresses<br />

the opinion of an author not affiliated<br />

with the publication or editor. It is<br />

afforded more space than a Letter to<br />

the Editor, and can be submitted by<br />

any reader. Op-ed submissions can be<br />

an effective way to communicate your<br />

opinions while initiating or adding to<br />

an existing debate. Within or around<br />

700 words. Must be signed by rightful<br />

name, no anonymous submissions or<br />

pseudonyms. Contact information should<br />

be provided with submission but will not<br />

be printed with the publication. Op-eds<br />

that anticipate news developments<br />

LETTER TO THE EDITOR<br />

A letter to the Editor is typically shorter<br />

than an op-ed. It’s written in direct<br />

response to an article previously<br />

published in that paper, rather than<br />

any general news topic. It’s almost<br />

always written by a reader or concerned<br />

citizen. People write letters to the editor<br />

when they’re either opposed to an article<br />

previously published or because they<br />

agree with something and want to add<br />

further information. Letters should be<br />

250 words or thereabouts. Letters should<br />

cite the article name and date that it is<br />

referencing.<br />

OPEN LETTER<br />

An open letter is a letter that is intended<br />

to be read by a wide audience or a<br />

letter intended for an individual, but<br />

that is nonetheless widely distributed<br />

intentionally. Open letters usually take<br />

the form of a letter addressed to an<br />

individual but provided to the public<br />

through newspapers and other media.<br />

Especially common are critical open<br />

letters addressed to political leaders.<br />

There are a number of reasons why<br />

an individual would choose the form of<br />

an open letter, including the following<br />

reasons:<br />

• As a last resort to ask the public to judge<br />

the letter’s recipient or others involved,<br />

often but not always, in a critical light.<br />

• To state the author’s position on a<br />

particular <strong>issue</strong>.<br />

• As an attempt to start or end a wider<br />

dialogue around an <strong>issue</strong><br />

• As an attempt to focus broad attention<br />

on the letter’s recipient, prompting them<br />

to some action<br />

• For humour value<br />

• Simply to make public a communication<br />

that must take place as a letter for<br />

For the last two weeks Brad Trost has been calling<br />

Conservatives in Moose Jaw-Lake Centre-Lanigan and the<br />

message they have given him is clear.<br />

“Conservatives want a fighter; they want someone who is going to take on Justin<br />

Trudeau and the Liberals not just in Moose Jaw-Lake Centre-Lanigan but across Canada.”<br />

Trost is well known in some northern parts of the riding having represented part of the<br />

Moose Jaw-Lake Centre-Lanigan riding when they were part of Saskatoon-Humboldt.<br />

“People are telling me on the phones that they are excited to talk to me. The Conservatives<br />

in this riding are telling me they want an outspoken, principled candidate, they want<br />

someone who is not afraid of the Liberals and their allies in the media.”<br />

Pollack officially announced<br />

she is entering the race for<br />

the Conservative nomination<br />

in Moose Jaw-Lake Centre-<br />

Lanigan.<br />

While Pollack has never run for political<br />

office, she believes that her strong business<br />

and family farming background will bring<br />

a much-needed fresh perspective to this<br />

important nomination race.<br />

“I am not a career politician who needs<br />

a job,” said Pollack. “I am running because<br />

I believe, as your voice in Ottawa, I can<br />

make positive contributions to our future<br />

growth and prosperity.”<br />

Tom Lukiwski currently holds the Conservative<br />

seat but recently announced he<br />

will not be seeking re-election in the next<br />

Federal election.<br />

Spring bay / mckillop continues from page 1<br />

While we couldn’t get the present Reeve, Bob<br />

Schmidt, on record, former RM of McKillop Reeve,<br />

Howard Arndt, said that one year at the Spring Bay<br />

Annual meeting, a different mill rate had been unofficially<br />

brought up. He said during the two years he<br />

was Reeve, no organized Hamlet had made an official<br />

request “because it would have been shut down before<br />

it even started.” Regarding alternate mill rates,<br />

Arndt said, “it’s financially unfair to anybody besides<br />

the Hamlet that is asking that. It’s economically<br />

unfair.”<br />

Arndt also said regarding the risks to the RM if<br />

an OH had a different mill rate. “If [an unorganized<br />

hamlet’s] mill rate was dropped it would be contributing<br />

less money into general revenue. Which means<br />

that shortfall would be put onto the shoulders of<br />

everyone else.”<br />

Ardnt also said, “It’s my opinion that once it happens<br />

with one organized hamlet others will follow<br />

and it will just become even more inequitable.”<br />

We asked the Ministry of Government Relations<br />

about the requirements around an organized hamlet’s<br />

tax levy account. A spokesperson from the Ministry<br />

of Government Relations said, “Legislation does<br />

not require a RM to keep a fully cash-funded account<br />

for an OH. Monies in the hamlet account are used for<br />

payments made on behalf of the OH as designated in<br />

the OH budget.”<br />

When asked about the responsibility around money<br />

for an OH’s tax levy account, the spokesperson from<br />

the Ministry of Government Relations said, “While<br />

the OH is declared by the minister through Minister’s<br />

Order, the RM council remains the governing body<br />

of the OH and ultimately has financial stewardship of<br />

the OH assets and liabilities.”<br />

“The RM must keep separate ledger accounts for<br />

the OH based on revenue and expenses and be prepared<br />

to fund any budgeted or emergency expenses<br />

of the OH. This could include using any accumulated<br />

reserve funding.”<br />

“The RM shall allocate to the hamlet account, all<br />

grant monies received on behalf of the OH and at<br />

least 40% and not more than 75% (as agreed upon<br />

between the OH and the RM) municipal tax revenue<br />

and fees.”<br />

“Section 32 of The Municipal Regulations states<br />

that unexpended funds are to be accumulated and<br />

reserved to the credit of the OH account; it does not<br />

state that this must be a cash account.”<br />

While the RM has failed to respond to questions<br />

around what appears to be an ongoing matter<br />

between the RM and the Organized Hamlet, it is<br />

notable that the RM Council dedicated an entire page<br />

to Organized Hamlet’s Tax Levy Account in the May<br />

edition of the McKillop newsletter. The information<br />

detailed the legislation and a list of expenditures the<br />

tax levy is to be used for, noting after each that assets<br />

attained are the property of the RM and that an Organized<br />

Hamlet’s Municipal tax revenues go into the<br />

RM’s general revenue account.<br />

Board, Karen Kramer, have gone unreturned.<br />

Councillor Jenelle Brennan suggested<br />

that the town complete more research<br />

into their options because they have<br />

more responsibility.<br />

Council directed administration to<br />

look into the matter and report back<br />

Boulevard Leases<br />

The request for a municipal boulevard<br />

lease for Free Bird was approved<br />

by council.<br />

Council discussed the amendment<br />

to the municipal boulevard lease for<br />

Lumsden Valley Pizza. As additional<br />

work needed to be addressed before the<br />

council would approve an amendment,<br />

the council sent it back to Planning and<br />

Development. Director Bryck would<br />

bring it back for the next meeting of<br />

council.<br />

Care Home<br />

There was a discretionary use development<br />

application before council for<br />

a care home in the Canyon Creek Subdivision.<br />

Notices were sent to property<br />

owners within 75 meters of the boundary<br />

of the proposed use. The council<br />

received three submissions and a few<br />

inquiries. The care home is a large single<br />

detached residential dwelling for up<br />

to five care home residents and a family<br />

of six who will live at the property. The<br />

house will conform to the architectural<br />

requirements of the area.<br />

Planning and Development Director<br />

Aimee Bryck explained that care<br />

homes are listed as a discretionary<br />

use in Lumsden for concerns around<br />

parking. However, as the lots are large<br />

at Canyon Creek and there will be no<br />

additional staff, this is not a concern<br />

for this application.<br />

Several councillors noted that it<br />

wouldn’t have come to the council if the<br />

home would’ve been fostering children.<br />

Director Bryck pointed out that the<br />

city of Regina changed their bylaws for<br />

care homes to be a permitted use as<br />

opposed to a discretionary use. If the<br />

owner sells the property in the future,<br />

it would be sold as a single-detached<br />

home, and the designation of being a<br />

care home would not go with it.<br />

Council approved the application.<br />

Group 1 Committee Report<br />

The committee looked at increasing<br />

swimming fees to offset costs. Councillor<br />

Jenelle Brennan provided information<br />

around the fee increase. She<br />

said that the revenue brought in was<br />

approximately $13,000 and expenses<br />

around $16,000. The committee looked<br />

at the costs of similar programs. They<br />

decided to increase the fees to 45$ per<br />

swimmer and $120 per family. Council<br />

passed the motion for the fee increase.<br />

The committee asked the town to<br />

look into the costs of improving the<br />

dike trail, potentially putting in an<br />

asphalt surface on the North and South<br />

sides. Mayor Matheson said there<br />

would be multiple benefits of paving<br />

the surfaces. Council made a motion<br />

for the administration to investigate<br />

costs.<br />

The Health District has approved<br />

the license for the town to operate the<br />

campground with positive reviews<br />

for the cleanliness of the washroom<br />

buildings. There are no updates if the<br />

canteen will open under current pandemic<br />

regulations.<br />

Community Coordinator Chris Exner<br />

is looking at dates for the scarecrow<br />

festival. A potential date of September<br />

25th is being considered. Costs associated<br />

with the festival are around<br />

$5000.<br />

The irrigation is in place for the ball<br />

diamonds. In addition, Minor ball has<br />

ordered digital scoreboards for the<br />

diamonds for which they have raised<br />

funds.<br />

The trail bridge project west of Lumsden<br />

is underway. Fabrication of the<br />

bridge and foundation will be in July<br />

and August. With targeted completion<br />

by the end of September.<br />

A contractor has pruned the trees at<br />

Riverpark and around the campground<br />

and buildings.<br />

Town of Lumsden Council Meeting - May 25 2021<br />

The swim program will be happening<br />

again with two pools in use. They are<br />

hoping to receive a third and will have<br />

around 300 participants. The tentative<br />

dates for the program are July 5-16 and<br />

August 3-13.<br />

There is the potential for a future<br />

community garden as a resident is willing<br />

to allow the use of some land for the<br />

purpose.<br />

There were two requests from residents<br />

to provide a swimming pool in<br />

the community. Councillor Tumbach<br />

noted they had asked the administration<br />

for more preliminary information<br />

for the September meeting. Councillor<br />

Barber said the town of Indian Head<br />

had just put in a new pool, and the<br />

town of Balgonie had just completed<br />

a significant upgrade of theirs. These<br />

towns may be able to provide information<br />

to assist Administration in<br />

information gathering.<br />

Communications<br />

The council received a letter from<br />

the Financial and Consumer Affairs<br />

Authority reminding that all door-todoor<br />

sellers are required to obtain a<br />

direct sellers license from the Province.<br />

If someone has a seller come to their<br />

home, they recommended people ask<br />

to see their provincial direct seller’s<br />

licence.<br />

The RM of Pense sent a communication<br />

asking that Lumsden not vote in<br />

favour of the name change for SUMA.<br />

Office Update<br />

The CAO, Monica Merkosky, said that<br />

70% of the staff are back to working<br />

on site. The CAO will be developing a<br />

back-to-work strategy with vaccinations<br />

rolling out, preferring to give the<br />

most recent staff member a few weeks<br />

of experience with the office closed so<br />

she can provide the best customer service<br />

possible when reopening. The CAO<br />

said she prefers the office to be open<br />

once tax notices go out.<br />

Bylaws<br />

Council passed all three readings for<br />

the mill rate and mill rate factor bylaw.<br />

Council also passed all three readings<br />

for the recreation fees.<br />

The next meeting of the council is on<br />

European styling graces Picardie Villa<br />

The estate-size Picardie Villa’s<br />

chateau exterior is a treat for the<br />

RM of Lumsden - Council Meeting Highlights<br />

Conversions for Airbnb rentals, Fire bans, Disley Road Grading, Little<br />

Church Bridge Update<br />

Council for the RM of<br />

Lumsden met on <strong>June</strong> 3rd<br />

over Zoom.<br />

There were three items<br />

before council for planning<br />

and development applications<br />

and reports.<br />

Zoning Amendment<br />

A development application<br />

for rezoning was<br />

denied by council without<br />

the opportunity to receive<br />

feedback from the public.<br />

The applicant has 72<br />

acres in the valley, which<br />

is zoned as R1. The applicant<br />

requested the land<br />

be rezoned to Ag because the maximum number<br />

of animals allowed under R1 restricts the number<br />

of animals to six, and the applicant wants to<br />

have a viable livestock operation. The property<br />

is surrounded by other properties that are also<br />

zoned as R1.<br />

In an agriculture zone, up to 300 animal units<br />

are allowed; over 300 is classified as an intensive<br />

livestock operation and would need to go through<br />

a discretionary use approval process.<br />

Initially, Reeve Kent Farago said that he would<br />

want neighbouring landowners to be aware of<br />

what a change would mean to them, with the<br />

potential of having up to 300 animals next door.<br />

Planning and Development Director Aimee Bryck<br />

said because the application is for rezoning that<br />

public notification would be required for two<br />

weeks. Bryck also said that she would have to<br />

confirm if notification was required from neighbouring<br />

properties; however, the RM could still<br />

reach out to solicit their comments.<br />

Bryck further explained that the R1 designation<br />

is a ‘relic’ and a holdover from the previous bylaw.<br />

The RM doesn’t use R1 any longer but instead<br />

designating a property as a CR1 as the two designations<br />

are similar.<br />

In a CR1 designation that allows up to six animals,<br />

there are standards that dictate setbacks.<br />

Those setbacks allow some assurance that corrals<br />

and facilities aren’t built up to a property line.<br />

There are no in-between designations, one allowing<br />

up to six animals and the other up to 300.<br />

Councillor Cody Garbutt reminded the council<br />

that there had been complaints about the number<br />

of animals around the property and other <strong>issue</strong>s<br />

in the previous year. Garbutt said he empathized<br />

with the applicant as he felt they were trying to<br />

do the right thing as they continue to be over the<br />

number of animals allowed; however, he didn’t<br />

feel the land was conducive to an ag operation.<br />

Reeve Farago asked about the process going<br />

forward, asking if the council would have the first<br />

reading and then reach out to neighbouring properties<br />

or would council reach out to neighbouring<br />

properties first.<br />

Councillor Jordison noted that the council did<br />

not need to proceed with a first reading. Bryck<br />

confirmed that if the council wanted to proceed,<br />

they would have first reading, which would<br />

launch the public notification process that would<br />

include a public hearing. The public hearing<br />

would allow neighbours to present any concerns<br />

about the proposed rezoning. Council would then<br />

consider the submissions with no timeline to approve<br />

or deny as the RM could have the process<br />

be as long as they want it to be.<br />

Reeve Farago posed a question, “Is there any<br />

point of going down this road if it’s a no go with<br />

council right now?” Bryck responded that there<br />

wouldn’t be if the council didn’t support it, they<br />

would let the applicant know, and because it’s a<br />

rezoning application, they would have no right of<br />

appeal.<br />

Councillor Neuls asked for a recorded vote on<br />

Councillor Garbutt’s motion to reject the zoning<br />

application. Councillors Garbutt, Jordison,<br />

Langford and Farago voted for the motion, and<br />

Councillors Neuls and Schlosser voted against the<br />

motion.<br />

Subdivision Application #2021-021<br />

Planning and Development Director Aimee<br />

Bryck noted she had been working with the applicant<br />

and their surveyors. The applicants have<br />

amended their plan, which would reduce one of<br />

the parcels to meet the size requirements. Bryck<br />

noted some additional information relevant to the<br />

application, and after several questions council<br />

approved the subdivision application.<br />

Residential Homestays and Short Term<br />

Accommodation<br />

The matter had been brought before council<br />

several weeks ago from a ratepayer who wants<br />

to rent a guest space room in his home through<br />

Airbnb. Director Aimee Bryck said that Airbnb<br />

rentals are classified as residential homestays/<br />

short-term accommodations. Bryck noted when<br />

she first brought the proposal before council, they<br />

were very supportive and had directed the administration<br />

to prepare some amendments. Bryck<br />

reviewed what other jurisdictions were doing to<br />

regulate similar land use.<br />

Bryck suggested council reconsider charging<br />

the applicant with changing the zoning bylaw as<br />

it currently isn’t provided for in the RM’s bylaws.<br />

The text amendment cost is approximately 400$<br />

Bryck said the applicant felt that other people<br />

would benefit from the change.<br />

Council agreed the benefit would be to others<br />

as well. Councillor Langford noted it was an<br />

administrative procedure and part of the cost of<br />

running the RM.<br />

Council also discussed permitting as a discretionary<br />

use and if renewals would be required.<br />

Bryck noted the City of Regina handles similar<br />

rentals under business licensing. As the RM does<br />

not have business licensing procedures, it would<br />

fit best under their permitting structure under<br />

the zoning bylaw.<br />

Bryck noted in her review there is a local business<br />

that has a permit to operate bed and breakfast.<br />

Reeve Farago asked if that business was still<br />

approved and operating, noting there had been<br />

<strong>issue</strong>s with units. The CAO stated the owner had<br />

removed the two additional units, and the owner<br />

had filed an assessment appeal. An assessor<br />

would be verifying the removal.<br />

Councillor Jordison noted that until recently,<br />

the business was advertising they were operating<br />

out of a barn and had a different interpretation<br />

of the approval. Councillor Garbutt pointed out<br />

that the barn was the only unit that had been<br />

approved.<br />

Director Bryck asked for council’s input around<br />

some unique opportunities in the RM for barn<br />

conversions, granaries into cabins, etc. However,<br />

the RM would need to be careful that they are<br />

correctly connected to water and sewage facili-

labour of love contains 190 pages of 1,140 different elevator<br />

sites and 1,200 photos. Retailing for $99.99, Robson said,<br />

“We are a non-profit group and any surplus funds that we<br />

do receive from the sales will be used to purchase books<br />

for care homes, museums and other places.”<br />

With the best player in the world in their<br />

lineup, and perhaps the second-best player in<br />

the NHL skating beside him, the Oilers were<br />

not expected to be swept out of the Stanley Cup<br />

playoffs by the Winnipeg Jets in the first round.<br />

The Jets are a quality team, and the Oilers were<br />

certainly not assured of victory, but to lose four<br />

in a row was not showing up in anyone’s crystal<br />

ball.<br />

So now Connor McDavid, closing in on his<br />

prime, has been shunted to the playoff sidelines<br />

in Round 1 four consecutive years. Edmontonians<br />

have had the Great Gretzky and now<br />

McDavid leading their NHL franchise, and today<br />

they’re wondering why McDavid can’t produce<br />

Stanley Cups as 99 did back in the 1980s. For one<br />

thing, Gretzky’s supporting cast was far superior<br />

to the one currently aiding McDavid and his<br />

superstar sidekick, Leon Draisaitl. If Gretzky was<br />

resting on the bench, the likes of Mark Messier,<br />

Jari Kurri, Glenn Anderson and Paul Coffey<br />

could take over, and dominate. Today’s Oilers<br />

have McDavid, Draisaitl and a plethora of ‘pretty<br />

goods” — Jesse Puljujarvi, Ryan Nugent-Hopkins<br />

and Darnell Nurse — but no obvious Hall-of-<br />

Famers.<br />

Expectations were high for the Oilers this year<br />

after a second-place finish in the North Division<br />

(35-19-2), a solid nine points better than the<br />

Jets. But the better-balanced Winnipeg team got<br />

exceptional goaltending from Connor Hellebuyck<br />

and used overtime magic (the last three wins<br />

were in OT) to send McDavid and Co. scurrying<br />

to the GolfNow website.<br />

General manager Ken Holland has a busy summer<br />

ahead of him as he attempts to fill in some<br />

of the holes on the roster. He will have salary<br />

Canada’s debt<br />

ranking falls<br />

from best in the G7 to 5th worst of 29 advanced<br />

countries when total debt is measured<br />

VANCOUVER—Canada’s relative debt<br />

position is much worse than the federal<br />

government suggests when a larger<br />

group of advanced countries are included<br />

and total debt is measured, finds a<br />

new study released today by the Fraser<br />

Institute, an independent, non-partisan,<br />

Canadian public policy think-tank.<br />

“The federal government is very<br />

quick to point out that the country’s net<br />

debt relative to the size of the economy<br />

(GDP) is lowest in the G7, but our rank<br />

falls to 11th when the group of comparison<br />

countries is expanded to the 29<br />

advanced countries—including many European countries and Australia—for<br />

which comparable data exists,” said Jason Clemens, executive vice president of<br />

the Fraser Institute and co-author of Caution Required When Comparing Canada’s<br />

Debt to that of Other Countries.<br />

Moreover, Canada’s relative debt position falls further when total debt is measured<br />

instead of debt after adjusting for financial assets. Net debt, which is the<br />

measure used by the federal government offsets a part of the country’s total debt<br />

by including financial assets.<br />

Specifically, Canada ranks 25th of 29 countries for its total (gross) debt as a<br />

share of the economy. In other words, Canada’s total debt relative to GDP is the<br />

5th highest amongst the industrialized world.<br />

“Even within the narrower G7, Canada falls from first to fourth in its debt<br />

ranking when total debt rather than debt after financial assets are measured,”<br />

commented Clemens.<br />

No other country experiences as pronounced a change in its ranking when<br />

moving from a measure of total debt (gross) to debt after financial assets (net<br />

debt). Canada drops 14 places in its ranking while Finland, which experiences<br />

the second largest decline in its ranking, falls only 6 spots.<br />

The reason Canada’s debt position declines so dramatically when gross debt—<br />

and not net debt—is measured is because net debt includes the assets of the<br />

Canada Pension Plan and the Quebec Pension Plan, which unlike the public pension<br />

programs of other developed countries invests in non-government assets<br />

such as stocks and bonds.<br />

As of March 2020, the combined assets of the CPP and QPP, some $488.1<br />

billion, represented roughly one-third of the difference between Canada’s total<br />

debt and net debt.<br />

“The idea that the assets of the Canada and Quebec pension plans are available<br />

to governments and should be counted against the debt distorts the gravity<br />

of Canada’s indebtedness,” Clemens said.<br />

ties. Reeve Farago felt, in his opinion,<br />

if an outbuilding would be used, it<br />

should be inspected and permitted for<br />

public occupation, then the RM would<br />

be ok with that.<br />

Bryck noted that there is a unique<br />

aspect for people who are looking for<br />

agricultural tourism accommodations.<br />

She said the council could either limit<br />

it to people’s residences or open it up<br />

to outbuildings, accessory buildings<br />

such as garage and garden suites.<br />

Councillor Jordison thought that<br />

Airbnb had to be limited to homes, but<br />

finding out it didn’t, he was ok with<br />

opening it up to include other buildings.<br />

Bryck said she looked at what the<br />

RM of Edenwold does. She said in<br />

Edenwold, they are considered a vacation<br />

rental and have a definition and<br />

policies for where they are allowed,<br />

noting that they aren’t designated as<br />

a discretionary use in their zoning<br />

bylaw. Bryck said she wasn’t sure if<br />

Edenwold would use business licensing<br />

to regulate them and would reach<br />

out to their planning and development<br />

manager.<br />

Reeve Farago noted that if they are<br />

for public use, they should be inspected<br />

and approved, saying that was the<br />

problem council had with the other<br />

units. Councillor Langford noted that<br />

it wasn’t long ago that the council was<br />

in discussions regarding the differences<br />

between 4-foot roof rafters for<br />

ag buildings vs 2-foot spacings for<br />

residential. He thought that council<br />

would be opening the doors, returning<br />

to a four-foot rafter on a farm with a<br />

converted building, and that council<br />

would find themselves in a ‘real<br />

dilemma.’<br />

Farago responded, saying there were<br />

other things, such as access to fire<br />

safety which is why they need to be<br />

inspected. Lanford said he wanted to<br />

stick with allowing residential Airbnb<br />

rather than modified outbuildings.<br />

Farago was supportive of the opportunities<br />

for development, such as a<br />

hobby ranch wanting to convert granaries<br />

or a barn as per Bryck’s comments<br />

and that sticking with residential only<br />

would be limiting those opportunities.<br />

Garbutt asked where liability falls<br />

around these developments. Farago<br />

thought that he would rather err on<br />

the side of public safety and that if<br />

someone wants to create these buildings,<br />

they should do their due diligence<br />

to make it safe. Bryck agreed<br />

with Farago that there is an onus on<br />

the owner that they have to make sure<br />

their building is up to code and that an<br />

inspection piece would be important.<br />

Director Bryck will draft, formalize<br />

it and prepare the amendment for<br />

first reading, which will kick start the<br />

public notification process.<br />

Little Church Bridge<br />

The RM of Longlaketon and the<br />

RM of Lumsden met to discuss the<br />

estimates for the bridge replacement,<br />

which straddles both RM’s. Public<br />

Works Manager Leighton Watts said<br />

they agreed to go forward with a<br />

single-lane structure. He has forwarded<br />

the information to the engineer to<br />

start the tendering and final design<br />

process.<br />

Fire Dept. Delegation<br />

Fire Chief Jeff Carey presented as<br />

a delegation before the council to<br />

answer council’s questions around fire<br />

bans. Carey said they pay attention to<br />

all of the conditions that can contribute<br />

to fire risks. Weather, dryness,<br />

humidity, temperature and wind, as<br />

well as other factors.<br />

He said that in their experience, a<br />

fire ban has minimal impact on the<br />

type of grass fires they attend. He<br />

said the majority of fires are caused<br />

by mechanical failures or by trains.<br />

He added that it is not the fire pit that<br />

gets away or a farmer burning stubble<br />

because farmers are usually prepared.<br />

He said they rely on farmers a lot to<br />

bring them water.<br />

Councillor Jordison suggested that<br />

Carey submit a fire condition report to<br />

let the public know that the situation is<br />

being monitored. Carey also suggested<br />

providing some education through the<br />

website. Carey thought that if they can<br />

educate people, they don’t have to stop<br />

people from having their backyard<br />

fires.<br />

Lumsden Sports Association –<br />

Financial Support Request<br />

The Lumsden Sports Association is<br />

separate from the town. The town of<br />

Lumsden has contributed $20,000.<br />

The RM agreed to match the town’s<br />

contribution, which will come from<br />

the safe restart money the RM had<br />

placed into reserves.<br />

Councillor Jordison was in support<br />

of the request to purchase mannequins.<br />

Council carried the motion.<br />

Village of Disley – Grading<br />

Request for Village Streets<br />

Reeve Farago noted that the RM<br />

didn’t do custom grading for ratepayers<br />

and said this is the problem if they<br />

do it for another area.<br />

Councillor Garbutt said he had<br />

reviewed the request noting that the<br />

road is 1 km of gravel roads. He said<br />

that if the RM did it twice a year, it<br />

would only be two kms. He thought it<br />

was justifiable because the RM would<br />

be assisting another municipality<br />

within the RM of Lumsden.<br />

Councillor Jordison agreed with<br />

Councillor Garbutt but was concerned<br />

that the RM would be taking on the<br />

village of Disley’s public works and<br />

posed what would happen if something<br />

occurred between grades.<br />

Jordison was also worried about what<br />

would happen with snow removal.<br />

Public Works manager Leighton<br />

Watts said the commitment would be<br />

one hour to grade the roads in Disley.<br />

He said they already grade a section<br />

of Disley’s road because of its location<br />

because it is difficult for the grader to<br />

stop for a short distance. He added<br />

because the RM’s ratepayers use the<br />

section of the road, they grade it.<br />

However, they do not do the internal<br />

roads of Disley. Watts said he was ok<br />

with doing it as long as the council was<br />

ok with the optics of the RM doing the<br />

work.<br />

Council put the discussion on hold<br />

until after the council’s closed session.<br />

After council came out of the closed<br />

session, they decided they would complete<br />

a courtesy grade of Disley’s roads<br />

once in 2021 and would assist them<br />

in looking for a company to help them<br />

moving forward.<br />

The next meeting of council is on<br />

<strong>June</strong> 17th at 7:00 pm.<br />

The activities of the human race tend to be very inter-connected,<br />

with what happens in one sector having a ripple effect<br />

into other areas of our lives. For example, there are those who<br />

focus a lot of attention on reducing the use of fossil fuels. In part<br />

because it is a finite resource, but of more immediate concern<br />

- what effect burning coal and using gasoline and diesel has on<br />

the atmosphere. But, what is the impact of renewable energy<br />

options?<br />

Do we need to worry about utilizing a finite farmland base to<br />

grow crops for biofuels in a world where we know people still go<br />

to bed hungry, and the populations continue to grow, meaning<br />

more mouths to feed? What about dealing with storage batteries<br />

when they fail? Or the blades and gears and towers of wind farms?<br />

Certainly, there is growing awareness of what we do with our garbage having a huge<br />

impact on the environment.<br />

The problem of plastics, which can take hundreds of years to degrade in nature,<br />

polluting world oceans is now a thing of headlines. How we address that <strong>issue</strong> alone<br />

is a huge question we must answer as caretakers of this planet. We tend to look at<br />

agriculture as doing things rather well in terms of sustainability, with increased<br />

awareness of protecting waterways and wildlife.<br />

However, a United Nations’ Food Systems Summit, which will be held in New<br />

York this fall, may well show the sector, at least on a worldwide basis, is not doing so<br />

well. If that is the case, what will the response be? It is likely going to be a response<br />

that impacts how farmers farm. The UN Conference of the Parties (COP) meeting in<br />

Paris in 2015 got the ball rolling on the upcoming Food Systems Summit. Delegates<br />

attending the COP meeting learned that food production was responsible for 12<br />

gigatons of the world’s annual greenhouse gas emissions. That was about 25 percent<br />

of emissions, not from coal-fired factories or grid-locked cars on city freeways or<br />

passenger planes and ocean freighters.<br />

Now the UN has never been quick in coming to binding agreements. Getting a deal<br />

on world agricultural trade tends to be a process that drags on for years and typically<br />

ends up so watered down its impact is hard to notice. Still, world climate change<br />

has many much more focused on solutions, so what comes out of this process may<br />

hit sooner than later. It will impact farming, the energy sector and given their dual<br />

importance, it will ripple widely.<br />

Official Opposition joins calls to protect rural<br />

ambulance services<br />

REGINA – Thursday, <strong>June</strong> 3, 2021, Official Opposition<br />

Health Critic Vicki Mowat joined the Mayor<br />

of the Village of Glenavon Bill Sluser in calling on<br />

the provincial government to commit to providing<br />

funding to fill ambulance vacancies resulting in service<br />

disruptions to communities in Saskatchewan’s<br />

Southeast.<br />

“This is another example of how this government<br />

has completely sidelined the health and safety of<br />

rural residents. Thank God there hasn’t been a fatal<br />

accident. It shouldn’t take an avoidable fatality to<br />

convince this government to invest in rural healthcare,”<br />

said Mowat. “The people of this province<br />

expect essential health services like ambulances to be<br />

available when they need them the most.”<br />

Since the end of January of this year, Kipling and<br />

area have been short a paramedic for their ambulance<br />

services due to a maternity leave. The region<br />

has been left with limited service, with no ambulances<br />

available for two-thirds of the month. Should<br />

there be an incident when a local ambulance is not<br />

available, often one must be sent from surrounding<br />

communities, resulting in wait times of over an hour.<br />

Despite Mayor Sluser and council reaching out to local<br />

MLA Bonk, Minister Hindley, Minister Merriman<br />

and Premier Scott Moe, the position has remained<br />

vacant since January.<br />

“The Saskatchewan Health Authority has told me<br />

this position has remained vacant for over 5 months<br />

because the Ministry won’t fund a permanent fulltime<br />

position,” said Sluser. “How on earth does it<br />

make any sense to pinch pennies on paramedics<br />

when people’s lives are at stake. The Sask. Party<br />

needs to stop taking Saskatchewan’s rural communities<br />

for granted and ensure live-saving care is there<br />

when we need it.”<br />

Saskatchewan has one of the most expensive and<br />

dysfunctional ambulance systems in the country. Despite<br />

undertaking reviews of the ambulance system<br />

in 2008 and 2017 no meaningful changes have been<br />

made to improve services provided to Saskatchewan<br />

people. The Official Opposition is joining the calls<br />

from the Village of Glenavon and other rural residents<br />

demanding this government immediately:<br />

Commit to funding to fill gaps in rural ambulance<br />

coverage due to staffing shortages.<br />

Provide current information on what other Saskatchewan<br />

communities are also without full-time<br />

ambulance coverage.<br />

Publicly report on ambulance service disruptions<br />

the way Emergency Room, Laboratory and X-ray<br />

services are reported through SHA Service Alerts, so<br />

Saskatchewan residents can make informed choices<br />

about how to keep themselves and their loved ones<br />

safe.<br />

Who Holds the Keys to the Kingdom of God?<br />

Matthew 7: 7&8<br />

Recently I listened to a recording of a great old Gospel<br />

hymn, “Who holds the keys to the Kingdom of God?” Within<br />

the words of the hymn is a strong pointed message about<br />

how we should live day by day and communicate with that<br />

all-powerful being that creates, controls and guides all of<br />

us with power and majesty beyond our imagination. We<br />

are speaking about the Kingdom of God. The Kingdom of<br />

God is described as the realm where Jesus Christ reigns as<br />

king, and God’s authority is supreme. It is a kingdom existing<br />

in the here and now in the lives and the hearts of the<br />

redeemed, the believers, as well as the perfect future that<br />

awaits God’s children in Heavenly Paradise. This Kingdom<br />

is the fervent hope of every believer, every churchgoer,<br />

every reader of scripture, but how do we unlock those Holy<br />

doors and enter the inner circle to the presence of our Lord<br />

and Savior Jesus Christ. What are the keys to unlock those<br />

Pearly Gates? From the great old hymn, “Start with the Key<br />

that will unlock your heart.” This means our hearts must be<br />

open and welcoming to Jesus entering our hearts and souls.<br />

As we know, no amount of effort and persistence will open<br />

a locked door if your key is not the proper key for the lock.<br />

The first key is to open your heart and let Jesus come in.<br />

The welcome mat must be out for Jesus. “Love your<br />

neighbour,” as love is another key to the Heavenly Mansion<br />

above. One warning, do not lose your keys as you can not<br />

buy your way to God’s fold. From the hymn “The Master<br />

key’s next, my dear neighbour, and it’s one you should use<br />

every day. Prayer is the key to the Great Pearly Gates, and<br />

you’re unlocking them when you pray.” Do you pray? Prayer<br />

is the most powerful and effective means to stay close to<br />

our Savior and to receive the gentle instructions from our<br />

Jesus as well. You’ve all heard the quote, “More things are<br />

wrought by prayer than this world dreams of.” To be faithful<br />

children of God, we must pray! Approaching Almighty God<br />

may be intimidating, but Jesus understands if we don’t use<br />

all the correct words or terminology or if our language isn’t<br />

perfect. We are speaking to the wisest and most intelligent<br />

and loving being there is. We should have no fear. We must<br />

remember and approach prayer as a fundamental conversation<br />

with Jesus. Prayer is an act of faith, and one cannot<br />

please God without faith. Prayer is the key to Heaven, but<br />

faith unlocks the door. Prayer is knocking on Heaven’s door,<br />

on Jesus’ door. “When trumpets ring out in the morning,<br />

and you step where angels have trod, that’s the great day.<br />

You’ll be so glad you used all the keys to the Kingdom of<br />

God. Remember, YOU HOLD THE KEYS TO THE KING-<br />

DOM OF GOD.<br />
