Ox Roast<br />

The West Jefferson Community Association<br />

was unable to secure a ride company<br />

for this year’s Ox Roast, so they are asking<br />

the community to help fill the entertainment<br />

gap.<br />

For the last several months, association<br />

leaders kept in touch with the ride company<br />

they used the past several years, checking<br />

on their operational status through changes<br />

in pandemic restrictions. By the time restrictions<br />

lifted, the family-owned company<br />

had split into two separate companies.<br />

“One family was able to open up, but the<br />

one we were dealing with could not,” said<br />

Jeff Pfeil, association president.<br />

Organizers searched for other ride companies<br />

in Ohio, as well as out of state, with<br />

no luck. All the companies still in business<br />

have engagements for Labor Day weekend,<br />

Pfeil said.<br />

The <strong>2021</strong> Ox Roast will still go on. There<br />

will still be watermelon, hotdog, pie, and ice<br />

cream eating contests, a kiddie pedal pull,<br />

car show and live music, but the association<br />

needs the community’s help to round out<br />

the entertainment options.<br />

On July 27, the group posted a plea on<br />

their Facebook page: “We are hoping that<br />

any organization or group, such as 4-H,<br />

church, school or any other type of group<br />

can come up with one hour of entertainment,<br />

contest, game or educational type of<br />

event to make this the best Ox Roast possible.”<br />

They then listed suggestions, such as<br />

water balloon games, cornhole, karaoke,<br />

and meet-and-greets and listed available<br />

time slots over the festival’s three days,<br />

Sept. 4-6.<br />

The post generated dozens of suggestions,<br />

from a talent show, a baking contest<br />

and wildlife/nature exhibits to inflatables,<br />

water slides and bingo.<br />

“There were a lot of good ideas, but unfortunately<br />

a lot of them cost money to<br />

bring in or require manpower. This year,<br />

we’re looking for something that people<br />

could donate their time and energy to in<br />

order to help everybody out,” Pfeil said.<br />

Because the Ox Roast did not take place<br />

last year, the association is short on funds.<br />

One way the festival generates money is<br />

through rides. The way the ride contract<br />

works, the association does not pay the ride<br />

company to come to the festival. Instead,<br />

New play equipment on the way<br />

New ways to swing, slide, climb and<br />

glide are coming to Garrette Park this fall.<br />

The village of West Jefferson has ordered<br />

all new playground equipment as<br />

part of an overhaul of the park that will<br />

cost between $500,000 and $550,000. The<br />

project also includes construction of a<br />

20x36-foot open-sided shelter house.<br />

“We have been discussing how all of our<br />

parks need upgrades,” said John Mitchell,<br />

West Jefferson’s public service director.<br />

“We decided to start with Garrette Park<br />

since we just purchased it, it’s in the center<br />

of town, and it’s in the worst shape as far<br />

as play equipment and amenities.”<br />

The village purchased the park land<br />

from Jefferson Local Schools in December<br />

2018. The purchase encompassed a total of<br />

5.4 acres, including land at the corner of<br />

Frey and Fellows avenues, formerly home<br />

to Frey Elementary School.<br />

“We’ve already removed the old play<br />

equipment and excavated and prepared the<br />

ground,” Mitchell said. “The upgrades are<br />

way overdue. We’re starting from scratch.”<br />

The playground will feature one cluster<br />

of equipment geared toward children ages<br />

2 to 5 years old, another cluster for children<br />

ages 5 to 12 years old, and several freestanding<br />

pieces of play equipment.<br />

dren of all abilities. One example is the<br />

“sway fun,” a glider with room for two<br />

wheelchairs, benches for other passengers,<br />

and a playtable with cupholders. Nearby<br />

are the freestanding “omnispin spinner”<br />

and “we-saw.” The spinner is a merry-goround<br />

of sorts featuring molded seating;<br />

children sit inside while others push from<br />

outside to make the apparatus spin. The<br />

we-saw is a four-person, wheelchair accessible<br />

seesaw.<br />

The equipment for the younger children<br />

also includes several climbing options, a<br />

small double slide, and two items that are<br />

all about making sound—a rain sound<br />

wheel panel and a bongo drums panel.<br />

The equipment for the 5- to 12-yearolds<br />

includes three kinds of slides, six<br />

climbing options, a circular horizontal ladder,<br />

and a “swiggleknots bridge” that requires<br />

kids to make their way across a<br />

short expanse using ropes, disc footpads,<br />

and suspended ball knots. The ring-a-bell<br />

panel lets children make music.<br />

A gravity rail is one of the other freestanding<br />

components. A swing glides along<br />

a tubular course, producing an experience<br />

that combines the feeling of ziplining with<br />

riding a rollercoaster.<br />

The playground also will include a sixswing<br />

swingset (two of the swings feature<br />

molded seats with harnesses) and a “curva<br />

Plain City kindergarteners learn about safety<br />

Ethan Carney was on a mission.<br />

After learning about fire safety and prevention<br />

at Safety Town—held July 26-29 at<br />

Plain City Elementary—the rising kindergartener<br />

walked through his home, making<br />

observations about potential hazards and<br />

possible escape routes to take in case of an<br />

emergency.<br />

When he discussed his findings with his<br />

parents, he asked for their official plans for<br />

exiting the premises safely should there be<br />

a fire.<br />

Jody Carney, Ethan’s mother, said she<br />

was caught off guard by her son’s request.<br />

She and her husband could have made up<br />

an answer on the spot but chose to be honest<br />

and tell their son they did not have a plan.<br />

“It was quite embarrassing to admit,” she<br />

said.<br />

The Carneys promised Ethan they would<br />

soon have a plan, one they would practice<br />

together. Jody said she is proud her son<br />

learned something new and took the initiative<br />

to put that knowledge into action.<br />

Until last month, more than a decade<br />

had passed since Plain City last hosted<br />

Safety Town, a national program through<br />

which local first responders and safety experts<br />

teach children about a broad range of<br />

safety issues.<br />

Knowing the importance of those lessons,<br />

a group of Plain City area mothers worked<br />

to bring the program back to the community.<br />

It was the winter of 2020 when Carney<br />

was brainstorming programs to offer to Plain City residents. As<br />

Plain City’s mayor, she said she is always looking for events everyone<br />

can enjoy but specifically wanted to find something for young<br />

children who were negatively impacted by COVID-19 restrictions<br />

and closures.<br />

“Last year was a year of disruptions, and I wanted to find something<br />

fun where they could socialize with their peers but also learn<br />

something along the way,” she said.<br />

Carney sought advice from Kristin DeWitt, Amy Dobbelaere,<br />

Tamara Engle, Amber Martinez and Missy McCoy. They found a<br />

perfect program, one that had already been in their community<br />

years ago but needed to make a comeback.<br />

“Safety Town is a wonderful tool for children,” said Dobbelaere,<br />

a former educator with Circleville City Schools. “Not only does it<br />

teach them to become comfortable around police officers and firefighters,<br />

but it also provides them with lessons, potentially life-saving<br />

lessons, on how to be safe on the bus, how to be safe walking to<br />

school, how to be safe at home, at the pool, and how to be safe<br />

around people you do not know.<br />

“I was involved in Safety Town as a child, and those lessons that<br />

I learned had such an impact on my life. It was our hope that that<br />

knowledge would stick with these children as they grew, too.”<br />

With a plan in mind to re-establish Safety Town, Carney reached<br />

out to local safety experts to see if they would lend their time and<br />

expertise to the cause. She said all the departments she contacted<br />

were eager to help.<br />

“It has truly turned out to be a community collaboration,” she<br />

said.<br />

Participating agencies included the Plain City Police Department,<br />

<strong>Madison</strong> County Sheriff’s Office, Pleasant Valley Fire Department,<br />

Union County Health Department, the Humane Society<br />

of <strong>Madison</strong> County, local poison control agencies and the village’s<br />

aquatics center.<br />

With the various health and safety agencies<br />

on board, it boiled down to community<br />

interest. Because the program is designed<br />

for kindergarteners, organizers worried<br />

about a low turnout. That was not the case.<br />

According to Carney, more than 60 children<br />

who will be kindergarteners this fall signed<br />

up to attend Safety Town.<br />

Tate Byars was among them. He said he<br />

learned many informative lessons, especially<br />

the importance of not consuming<br />

household chemicals.<br />

“You really shouldn’t drink cleaning supplies,”<br />

he stated.<br />

He said that in addition to learning, he<br />

had a lot of fun making new friends and riding<br />

the bikes at Safety Town.<br />

Castle Cray also said he had “a lot of fun”<br />

riding the bikes, though he did get annoyed<br />

by the wait times at the traffic lights.<br />

Michael Talbert, a sheriff’s deputy, joked<br />

that he could have handed out hundreds of<br />

citations as the children explored the rules<br />

of the road.<br />

Amber Martinez, one of the local moms<br />

who helped to organize the event, said she<br />

was “so excited” to see Safety Town back in<br />

the community.<br />

“This program, especially this station<br />

where they learn traffic rules, is so important,”<br />

she explained. “It allows (children) to<br />

know what to do when they cross the road<br />

and to really look out for their safety because<br />

sometimes the drivers are not looking<br />

out for theirs.”<br />

Most of the playground equipment will<br />

arrive by Sept. 10. Installation will take one<br />

to two weeks. The gravity rail likely will arrive<br />

in October.<br />

“Hopefully, everything will be in place<br />

before the snow flies,” Mitchell said.<br />

The village secured a $200,000 state capital<br />

grant to help pay for the project. The<br />

rest of the funding will come from the village’s<br />

park fund and general fund.<br />

The costs are: roughly $200,000 for the<br />

playground equipment; $145,500 for instalthey<br />

get a percentage of the company’s<br />

sales, typically 20 percent to 25 percent.<br />

In addition to the loss of revenue, the association<br />

still needs to pay its year-round<br />

bills. The group owns the Ox Roast grounds<br />

and, therefore, is responsible for costs associated<br />

with things like utilities, insurance,<br />

and mowing.<br />

“We can’t afford to go out this year and<br />

pay entertainers to come in and do things<br />

for us,” Pfeil said.<br />

It wasn’t all bike rides, climbing out of smoke houses<br />

and singing along to safety songs. Participants also got to<br />

meet Andor, Plain City’s K-9 police officer, walk around<br />

the neighborhood, learn about gun safety, and hear stories<br />

from Philip Greenbaum, a detective with the Plain City<br />

Police Department, about “stranger danger.” Though he<br />

has many stories about that subject from his job, Greenbaum<br />

stuck with reading “The Berenstain Bears Learn<br />

About Strangers” by Stan and Jan Berenstain, as it is<br />

more age appropriate.<br />

While he had to read the same book over and over,<br />

Greenbaum said he was happy to do it to teach children<br />

how to be safe around people they do not know.<br />

“We don’t want to scare these kids too badly, but we<br />

have to remind them that not everyone out there has good<br />

intentions,” he said.<br />

Greenbaum ended his lesson by making the kids promise<br />

not to run away from their parents or guardians while<br />

they are shopping together, and to always tell them where<br />

they will be if they leave the house to play.<br />

“They want to protect you, but you have to help them<br />

do that sometimes,” Greenbaum explained.<br />

Courey Leer, whose daughter, Dorothy, will be a kindergartener<br />

this school year, said she appreciates the efforts<br />

that went into re-establishing Safety Town, especially the<br />

lessons safety officials imparted upon the children.<br />

She said Dorothy was ready to act when a small grill<br />

fire got out of control the other day.<br />

“She told her dad to stop, drop, and roll,” Courey said.<br />

“Though he was not on fire, the intention was good, and I<br />

appreciate her quick action.”<br />

The organizing mothers said this year’s Safety Town<br />

was such a success they plan to bring it back next year and<br />

into the future.<br />

“We are hoping it will grow next year,<br />

and that it will continue growing in the<br />

years to come,” Dobbelaere said.<br />

‘Jungle Cruise’ full of silliness<br />

other perks—because they are not technologically “connected.”<br />

I’m talking about people who are not tethered to the Internet<br />

because of the high cost of connection or one of many other viable<br />

reasons.<br />

It makes me mad.<br />

My mother recently received a coupon from a new gas station<br />

moving into the central Ohio market for a considerable pergallon<br />

discount for three months. When she went to the station,<br />

an attendant asked for her email address to complete the<br />

process.<br />

Needless to say, that process stopped dead in its tracks because<br />

Mom did not have the requisite email address. She could<br />

not complete the application for the company’s loyalty card<br />

without an association with the Internet.<br />

This is not an isolated incident. It happens on a routine<br />

basis.<br />

And it makes me mad.<br />

More often than not you have to access the Internet.<br />

And it makes me mad.<br />

The practice is discriminatory for those without an email address,<br />

old or young. And because this population of people are<br />

a minority with limited access to a much larger population, they<br />

are ignored.<br />

It is not right and it is not fair, but I fear it is a problem that<br />

will be with us as long as there are people not tethered to technology<br />

and the Web.<br />

And it makes me mad.<br />

Linda Dillman is a <strong>Messenger</strong> staff writer.<br />

Dwayne Johnson may get a lot of criticism for his<br />

acting abilities, but he surpasses his more talented<br />

peers in his ability to sell a movie.<br />

Since his surprisingly successful transition from a<br />

professional wrestler with a sharp eyebrow game to a<br />

bona fide box office draw, he has appeared in plenty of<br />

trash films but he is almost always the best thing about<br />

them.<br />

It could be his charisma, which rolls off the screen<br />

like sweat coming down his well-shaped head (or biceps<br />

and chest, depending on the film), but I think it has<br />

more to do with his presentation of the material. He always<br />

seems to be having a great time doing his job, no<br />

matter how awful the plot, dialogue or anything else.<br />

Because of this endearing quality, I usually check<br />

out his latest projects (though four years later, I still regret<br />

wasting my time on “Baywatch”), and that is what<br />

put me in the path of “Jungle Cruise.”<br />

As the film is loosely based on a Disneyland adventure<br />

ride, I had very low expectations, even with the<br />

added presence of some truly fantastic actors like Emily<br />

Blunt, Paul Giamatti, Jesse Plemons and Edgar<br />

Ramirez.<br />

Shockingly, my assumptions were mostly wrong.<br />

Though “Jungle Cruise” is rather dumb, it is the best<br />

kind of dumb. It wholeheartedly embraces silliness and<br />

nonsensical twists and turns. The mood is infectious. I<br />

couldn’t stop myself from liking it.<br />

Set in the early 1900s, the film begins with Blunt’s<br />

character, Dr. Lily Houghton, who is on a quest to locate<br />

an ancient artifact that could lead her to a mystical tree<br />

in the Amazon. Believing the legend of its healing properties,<br />

she has sought sponsors to fund an expedition to<br />

“revolutionize science” but has been rebuffed due to her<br />

gender.<br />

Believing her brother, MacGregor (Jack Whitehall),<br />

might have better luck, Lily enlists him to give her presentation<br />

to potential donors. That plan goes awry when<br />

he smudges her notes and nerves get the best of him.<br />

Meanwhile, Lily breaks into the antiquities room at the<br />

all-male university to look for the relic.<br />

Though things go wrong, she is as plucky as Evelyn<br />

Carnahan in “The Mummy” and manages to snatch the<br />

treasure before a mysterious man with a mysterious accent<br />

(Plemons) get his hands on it.<br />

Lily and MacGregor then jet off to the Amazon where<br />

Lily enlists swindler Frank Wolff (Johnson) to lead<br />

them upriver on his boat, La Quila. Frank tries to<br />

change Lily’s mind because the waters are treacherous<br />

and he thinks the legend is a myth. She is undeterred.<br />

Shortly after beginning their journey, the odd boat<br />

fellows (the sarcastic man with a love for puns, the educated<br />

woman who prefers pants, and the other man<br />

who is far out of his comfort zone) discover they are not<br />

the only ones on a quest to find the mystical tree. Not<br />

only are they competing with a mysterious man with a<br />

mysterious accent who mysteriously has a submarine,<br />

but also an army of cursed conquistadors determined to<br />

get the petals of that tree for their own nefarious purpose.<br />

Sometimes the film gets bogged down in its own storytelling,<br />

but no matter how many times the legend is<br />

repeated, the film provides plenty of fun. Credit for this<br />

goes to the cast—and not just its main stars, Johnson<br />

and Blunt, who are great together in a buddy cop kind<br />

of way.<br />

Everyone in this film seems like they are having a<br />

great time with their roles, whether it’s a cameo bit like<br />

Giamatti who plays a businessman who teaches his parrot<br />

to tattle on Frank, or a larger part like Plemons who<br />

hams up his man of mystery. That, in turn, creates a<br />

fun experience for the audience.<br />

Ministry loans medical equipment at no charge<br />

Several weeks ago, London resident<br />

Ruthanne Johnson had surgery. For her recovery<br />

at home, she needed a walker, a<br />

cane, and other medical equipment. She<br />

didn’t need to go far—or spend money—to get<br />

that equipment.<br />

She simply turned to Carolyn Garver, a<br />

fellow member of London First Presbyterian<br />

Church, who runs the Health Equipment<br />

Loan Ministry (HELM) at the church.<br />

“It was really nice to know the equipment<br />

was available—and free. It really came in<br />

handy for the needs that I had,” said Johnson,<br />

who has since returned the equipment.<br />

Garver collects and loans out a wide<br />

array of medical equipment, not just to<br />

church members but to anyone anywhere<br />

who has a need. Hospital beds, wheelchairs,<br />

walkers, bedside commodes, raised toilet<br />

seats, shower chairs, orthopedic equipment,<br />

wound care equipment, canes, crutches—you<br />

name it, and she probably has it.<br />

“I don’t rent it or lease it. I just loan it,”<br />

Garver said. “There’s no cost to the individual.<br />

They can keep it as long as they need<br />

it. I just ask that when they are finished<br />

with it, they return it. It can be anywhere<br />

from a week to a year or more.”<br />

Garver started the ministry in 2018, a<br />

couple of years after moving to London from<br />

Greeneville, Ohio. Prior to the move, she<br />

volunteered then served as assistant manager<br />

for a medical equipment loan ministry<br />

in Covington.<br />

“People were coming from Dayton,<br />

Columbus, Springfield, Lima—all over—for<br />

equipment,” she said.<br />

The person in charge of the Covington<br />

ministry suggested Garver start her own<br />

ministry once she settled in London to make<br />

access to free medical equipment easier for<br />

OVI checkpoint<br />

The West Jefferson Post of the Ohio State<br />

Highway Patrol, with assistance from the<br />

<strong>Madison</strong> County Sheriff’s Office and London<br />

Police Department, conducted an OVI checkpoint<br />

from 9 p.m. to midnight July 30 on<br />

U.S. Route 42 near Mile Post 8 in London.<br />

During that time, 278 vehicles passed<br />

through the checkpoint. No vehicles were<br />

diverted to a secondary area. No arrests<br />

were made for impaired driving.<br />

The checkpoint and saturation patrols<br />

are funded by fines from impaired drivers<br />

and other federal funding. The goal is to<br />

make motorists more aware of the impaired<br />

driver problem in Ohio, help bring about a<br />

reduction in the number of alcohol- and<br />

drug-related crashes, and deter and intercept<br />

impaired drivers.<br />

“Even with the short delays, officers<br />

working the event received a tremendous<br />

amount of public support during the checkpoint<br />

and wanted to thank the motoring<br />

public for helping to make our roadways<br />

safer,” said Lt. Robert Curry, West Jefferson<br />

more people in the region.<br />

“I started by putting a notice in the church bulletin, asking for<br />

unneeded equipment,” Garver said.<br />

Her fellow parishioners stepped up.<br />

“I have a bunch now,” she said.<br />

The church and donors also have been gracious in providing storage<br />

space for the ministry, said Garver who cleans and sanitizes<br />

the equipment and makes sure it works before loaning it out. In addition<br />

to equipment, she also offers supplies such as adult diapers.<br />

She noted that larger items, including hospital beds, wheelchairs<br />

and some walkers, require a doctor’s or therapist’s note. The other<br />

items do not.<br />

“A friend of mine’s brother-in-law was having a hard time getting<br />

in and out of bed. He was sleeping on an air mattress on the<br />

floor. She came to me and asked to borrow a hospital bed. He got a<br />

doctor’s note. She said it’s been a lifesaver,” Garver said.<br />

London Schools offers optional vaccine clinic<br />

London City Schools and <strong>Madison</strong> County Public Health are<br />

teaming up to provide families another opportunity to receive the<br />

COVID-19 vaccine. The vaccine clinic will be held from 1 to 3 p.m.<br />

Aug. 12 at London High School during high school schedule pickup.<br />

Families interested in participating are encouraged to pre-register<br />

online. (Go to www.london.k12.oh.us and scroll down to the news<br />

item about vaccines. A link is available there.) The Pfizer vaccine has<br />

been approved for individuals age 12 and older. Parents may provide<br />

permission online, although students ages 12 to 17 are strongly encouraged<br />

Roger Estepp, 76, of West Jefferson passed away on July 25,<br />

<strong>2021</strong>. Roger enjoyed golfing, fishing, spending time with his family,<br />

and especially spending time with his wife, Hazel. He adored his<br />

children, was a loving husband, and a friend to all.<br />

He was preceded in death by his parents, Herbert and Daphne<br />

Estepp. He is survived by: his loving wife of 57 years, Hazel Estepp;<br />

daughter, Rhonda Hahn; son, Darrin Estepp; brothers, Jerry<br />

(Jackie) Estepp, Lonnie (Patricia) Estepp, Rondal (Elaine) Estepp;<br />

sister, Letha Caudill; grandchildren, Joshua David Hahn and Caleb<br />

She is survived by: her beloved husband of 62 years, Gene<br />

grandchildren, Mitchell (Tennille) Dingus, Tiffani (Matt) Lavender,<br />

Spencer (Rachel) Caudill, Ariel (Harry) Castro Manarez, Lacey<br />

Caudill, Nicholas Sells, Abagail Sells, Caroline Sells and Nate<br />

Terry “Joe” Hook, 80, of West Jefferson, Ohio, passed away at<br />

home on July 28, <strong>2021</strong>, after an eight-year battle with cancer.<br />

Joe was an avid bowler until his surgery in 2000 and was known<br />

as the “Town Mailman” for 30-plus years in West Jefferson.<br />

DOWNING<br />

Richard Lee Downing, 74, of Mount Sterling died on July 29,<br />

<strong>2021</strong>, at Four Seasons, Washington Court House. Richard was born<br />

on June 5, 1947, in Pickaway County, Ohio, a son of Frank and Lois<br />

(Hall) Downing.<br />

Richard graduated from <strong>Madison</strong> South High School in 1965. He<br />

was a proud member of the United States Army from 1966 to 1969.<br />

While serving, he was stationed in Germany. Richard retired from<br />

Yellow Freight after many years. He was a member of Teamster<br />

413. Richard cherished the time he was able to spend with his<br />

grandchildren and especially enjoyed fishing with his grandson.<br />

He is survived by: his wife of 38 years,<br />

Cheryl (Allison) Downing; daughters, Allison<br />

(Paul) Melampy of Mount Sterling,<br />

Ohio, Kim (Dale) Hedrick of Warsaw, Ohio,<br />

and Krista (Andy) Downing-Hershner of<br />

Coshocton, Ohio; siblings, Patty Jenkins of<br />

Cincinnati, Ohio, Kitty Legg of Greenfield,<br />

Ohio, Jerry Downing of London, Ohio,<br />
