Development<br />

takes another step<br />

Development of farm land owned by the Schacht family at the<br />

intersection of Bixby and Rager roads and U.S. Route 33 is a step<br />

closer to fruition with the approval of agreements with the city of<br />

<strong>Canal</strong> <strong>Winchester</strong>.<br />

On Sept. 7, with updated options for the site and amidst continued<br />

opposition from a citizens group, <strong>Canal</strong> <strong>Winchester</strong> City Council<br />

approved a pre-annexation agreement along with an economic development<br />

agreement relative to the same property.<br />

The Schacht’s plan to sell their property to NorthPoint, which<br />

intends to rezone the site to limited manufacturing in order to develop<br />

and build a commercial and/or industrial development with<br />

two 550,000-plus square-foot structures.<br />

According to NorthPoint Development manager Marc Gloyeske<br />

and Montrose Group Economic Development Director Nate Green,<br />

the company increased the height of a landscaping berm by two feet<br />

and proposed installing five-foot fencing on top of the berm, obscuring<br />

more of the line-of-site of two proposed structures.<br />

Results of a traffic study were released by the developers on<br />

Sept. 7 and Gloyeske said the company plans to donate a significant<br />

amount of right-of-way along with evaluating the retention of large<br />

oak trees on-site.<br />

Green said they require annexation into the city from Madison<br />

Township.<br />

“We hope the annexation protects the boundary from Columbus,”<br />

he said.<br />

Councilman Pat Lynch pointed out city of Columbus property<br />

abuts the Schacht land and if <strong>Canal</strong> <strong>Winchester</strong> does not approve<br />

the annexation request, there’s nothing to stop the owners from asking<br />

Columbus for the same thing.<br />

When the floor opened to public comment, Cori Rowley said she<br />

did not want people coming into <strong>Canal</strong> <strong>Winchester</strong> along U.S. 33<br />

and all they see are warehouses.<br />

Resident Mike Redmon questioned council’s vision for the city,<br />

but added the commercial and industrial development along <strong>Canal</strong><br />

Pointe was well thought out.<br />

“We’re going to have another Brice Road,” said Redmon. “If we<br />

could have growth that doesn’t affect the quality of life is one thing.<br />

Don’t get too far ahead.”<br />

Michael Barr owns farm land within the same area as the proposed<br />

development and said the right-of-way discussed by the developers<br />

is on his land and that <strong>Canal</strong> <strong>Winchester</strong> needs to embrace<br />

the land and the community.<br />

“Warehouses should be out of sight and out of mind,” said Barr.<br />

“Obetz is a train wreck along Alum Creek. Think about your legacy<br />

to this community and slow down.”<br />

Ann Bennett called the annexation and development agreements<br />

the first phase in a “two-step debacle.”<br />

“Residents despise these testaments to greed,” said Bennett. “The<br />

majority of residents in <strong>Canal</strong> <strong>Winchester</strong> have warehouse fatigue.<br />

I will continue to do everything possible to stop this malignancy.”<br />

Council unanimously approved the pre-annexation agreement.<br />

Councilwoman Jill Amos was the lone “no” vote on the economic development<br />

agreement.<br />

Councilman Will Bennett said council’s decisions are not the<br />

final straw and residents can file a petition within 30 days to have<br />

the vote on the ordinances put on the ballot for the public to decide.<br />

Lockbourne celebrates its canal heritage<br />

Lockbourne is celebrating its<br />

<strong>19th</strong> century canal-era heritage<br />

and the launch of the Ohio and<br />

Erie <strong>Canal</strong> Southern Descent<br />

Heritage Trail with an afternoon<br />

of history, activities, and a<br />

chili cookoff.<br />

The driving trail is recognized<br />

on the National Record of<br />

Historic Places and features 14<br />

historic canal sites along a 100-<br />

mile stretch from Buckeye Lake<br />

to the Ohio River at<br />

Portsmouth. It passes through<br />

six counties in south central<br />

Ohio, including Franklin<br />

County.<br />

The Sept. 25 festivities in<br />

Lockbourne are part of a series<br />

of kickoff events planned for the<br />

coming months, with the last<br />

event taking place in Carroll on<br />

Oct. 9. Both parking and admission<br />

is free.<br />

Commerce St., the celebration features live music;<br />

activities and games for children, including an exhibit<br />

from Slate Run Living Historical Farm; Irish whiskey<br />

tasting and presentations by experts on canal history<br />

and the southern descent.<br />

The whiskey tasting is a nod to Lockbourne’s past,<br />

when saloons outnumbered churches and the William<br />

Monypenny Distillery–at one time the largest industry<br />

in the village–produced 100 barrels of whiskey a<br />

day that was shipped out of town on canal boats.<br />

Amateur chefs are invited to enter their own soulsatisfying<br />

chili specialty in a cook-off to determine the<br />

first ($100 award), second ($75 award) and third place<br />

($50 award) winners, and secure bragging rights for<br />

the year ahead. The entry fee is $20 and visitors can<br />

also enjoy unlimited chili tasting–for as long as it<br />

lasts–for $10 for adults and $5 for children twelve and<br />

under.<br />

enter is Sept. 18. Hot dogs, desserts, water and pop<br />

will also be available for purchase during the event.<br />

Franklin County Sheriff deputies are setting up a<br />

child identification table, along with one of their therapy<br />

dogs and both the Hamilton Township Fire<br />

Department and Franklin County Engineer will have<br />

trucks on display for kids of all ages. Slate Run Living<br />

Historical Farm is sponsoring old time children’s<br />

games and bluegrass music by the Slate Ridge<br />

Bluegrass Band will play throughout the day.<br />

CML library customers, regardless of their vaccination<br />

order for the city of Columbus.<br />

travel the same path that horses and mules took as<br />

they towed canal boats in the late 1800s. The trail features<br />

diverse wildlife and two main loops to enjoy separately<br />

or together for a total two-mile long walk.<br />

The Nye loop is named after Pearl Nye, a famous<br />

musician and canal boat captain who wrote lyrics<br />

about Lockbourne’s canal and lock systems. He collected<br />

the history, music and tales of canal life, having<br />

been influenced by his birth on a canal boat in 1872.<br />

The Maine loop is named after the last canal boat to<br />

pass through Lockbourne on its way down the Ohio<br />

and Erie <strong>Canal</strong>.<br />

“The village of Lockbourne is proud to celebrate the<br />

new 114 mile driving trail featuring designated historic<br />

canal locks from Baltimore to Portsmouth,” said<br />

Lockbourne Mayor Christie Ward. “The Ohio and Erie<br />

<strong>Canal</strong> Southern Descent trail launch features five<br />

stopping points along the way to show the importance<br />

of the canals in Ohio’s transportation history.<br />

Lockbourne was a major stop during the canal days, as<br />

it was the connection point to Columbus.”<br />

Lockbourne is home to canal locks number 26, 27,<br />

29 and 30. It is the only location that contains remnants<br />

of the Columbus Feeder <strong>Canal</strong>, which once provided<br />

service to the growing capitol city.<br />

The system of locks throughout the area played a<br />

huge role in the transportation of goods and the ability<br />

for passengers to travel throughout Ohio for about a<br />

penny a mile.<br />

The Ohio and Erie canal was completed between<br />

1827 and 1832 and became one of the greatest manufactured<br />

waterway marvels of its time.<br />

Columbus Metropolitan library branches to require masks<br />

Trustees extends that indoor mask order to include all<br />

23 library locations, including those eight located outside<br />

of Columbus: CML’s <strong>Canal</strong> <strong>Winchester</strong>, Dublin,<br />

Hilliard, Gahanna, New Albany, Reynoldsburg,<br />

Southeast and Whitehall branches.<br />

CML staff members have been required to wear<br />

masks, regardless of their vaccination status, since<br />

earlier this summer.

Community Shred Day<br />

Ten years ago, Dwayne R. Spence Funeral<br />

Home in <strong>Canal</strong> <strong>Winchester</strong> had its first annual<br />

Community Shred Day as a way of giving back to<br />

the community that has supported them for over<br />

50 years.<br />

Along with document shredding, each year<br />

Dwayne R. Spence Funeral Home partners with<br />

the <strong>Canal</strong> <strong>Winchester</strong> Food Pantry who takes food<br />

and monetary donations, the Lions Club who collects<br />

used eyeglasses and recycles plastic grocery<br />

bags, the St. Vincent de Paul Society who accepts<br />

clothing and household items, and TDR LLC who<br />

accepts used electronics. This is truly a community<br />

service day.<br />

Community Shred Day has grown each year,<br />

starting out with about 225 vehicles dropping off<br />

recyclable paper and other reusable items in the<br />

first year to nearly 600 vehicles in 2019. Since the<br />

beginning Community Shred Day, Dwayne R.<br />

Spence Funeral Home has been fortunate to have<br />

the continued service of Boy Scouts Troop 256.<br />

The Scouts and their leaders show up in force to<br />

help unload the boxes of paper and documents<br />

from vehicles and place them in the shredding<br />

containers. This makes it very convenient so participants<br />

do not need to get out of their vehicle or<br />

lift heavy boxes. The Scouts are able to use their<br />

service on Community Shred Day towards earning<br />

the “Pulp and Paper” merit badge.<br />

Senior safety renovations<br />

Feeling safe and secure at home is a priority<br />

for any homeowner. But safety is of<br />

particular concern for aging men and<br />

women who are at greater risk of being<br />

involved in accidents at home than<br />

younger men and women.<br />

Accidents at home are among the leading<br />

causes of injury and death in the<br />

United States.<br />

As people age, their balance, eyesight<br />

and general physical abilities can begin to<br />

diminish.<br />

People concerned about the safety of<br />

their homes or the homes of their aging<br />

loved ones can retrofit such properties to<br />

make them safer. According to The Senior<br />

Social Club, falls are the most common<br />

accidents affecting seniors. One out of<br />

every three seniors aged 65 and older falls<br />

at least once a year.<br />

Grab bars placed in bathrooms and<br />

high-traffic areas can help seniors get stay<br />

more stable when changing from sitting to<br />

standing positions.<br />

Potential tripping hazards should be<br />

assessed. Area rugs without nonskid backings,<br />

clutter on floors, extension cords that<br />

extend into walking areas, and uneven<br />

flooring pose tripping hazards. Anti-slip<br />

coatings can be added to floors to reduce<br />

the risk of tripping.<br />

Poorly lit staircases and entryways also<br />

can contribute to falls. Consider the installation<br />

of motion-activated lighting so that<br />

dim areas can be automatically brightened<br />

when necessary. A nightlight or LED lights<br />

placed near molding can help guide seniors<br />

to the bathroom during midnight visits.<br />

Task lighting can make it easier to prepare<br />

meals, and appliances that automatically<br />

turn off after a certain period of time can<br />

be a safety feature for forgetful individuals.<br />

Friends or family members can have<br />

greater control over seniors’ homes by<br />

installing smart home systems. This way<br />

they can remotely adjust thermostats, control<br />

lights, view cameras, engage locks or<br />

alarm systems, and much more without<br />

having to be at the home. This can seniors<br />

allow seniors to maintain their independence<br />

while offering peace of mind to their<br />

loved ones.<br />

Kinship Care Month<br />

This month we would like to recognize Kinship Care Month.<br />

According to the Ohio Department of Job and Family Services,<br />

“Kinship Care refers to a temporary or permanent<br />

arrangement in which a relative or any non-relative adult<br />

who has a long-standing relationship or bond with the child<br />

and/or family, has taken over the full-time, substitute care of<br />

a child whose parents are unable or unwilling to do so”. Kinship<br />

Care allows for a child to be within a stable environment<br />

in which they feel comfortable, appreciated, and wanted.<br />

In July 2020, The United States Government Accountability<br />

Office found that “in 2018, an estimated 2.7 million children<br />

lived with kin caregivers”, which included grandparents. In<br />

fact, the report found that “62.1 percent of children living in<br />

a kinship arrangement, were living with grandparents”. As<br />

we have seen the number of older adult caregivers increase,<br />

we have also seen the need for resources to effectively care<br />

for the caregiver themselves, and the children they are looking<br />

out for.<br />

The Center for the Study of Social Policy reported that “more<br />

than half of all children in kinship care live in families with<br />

incomes below 200 percent of the federal poverty level, yet<br />

less than half of kinship caregivers receive Medicaid or Supplemental<br />

Nutrition Assistance Program (SNAP) benefits,<br />

and less than 12 percent receive Temporary Assistance for<br />

Needy Families (TANF)”. COVID-19 has surely made the<br />

need greater for families participating in kinship caregiving.<br />

Even the most basic of necessities such as food, water, formula,<br />

diapers, or shelter, may be hard to afford due to the<br />

ongoing pandemic. Finances are not the only issue facing<br />

older kinship caregivers, but maintaining their physical<br />

health, to be able to care for the children, is in jeopardy.<br />

“Almost half of grandparent caregivers are age 60 and older<br />

and at heightened risk for COVID-19”, according to the Generations<br />

United. As statistics have proven, older adults are<br />

more likely to become ill and even die from COVID-19. It<br />

becomes imperative to keep both the children, and the kinship<br />

caregivers safe and healthy because their health will<br />

affect one another, especially since they are living within the<br />

same home.<br />

The Franklin County Office on Aging is determined to keep<br />

older adults safe, while simultaneously maintaining their<br />

independence. The Franklin County Office on Aging has a<br />

Kinship Support Program, which is an extension of the Caregiver<br />

Support Program. In this program, a kinship caregiver<br />

age 55 and older living within Franklin County, can access<br />

resources such as appliances, durable medical equipment,<br />

infant, toddler, and children health maintenance supplies,<br />

kinship counseling, mattress and box spring sets, and other<br />

items and services that may be beneficial to the caregiver.<br />

Wesley Ridge Retirement Community, in partnership<br />

with the Reynoldsburg Senior Center, has<br />

started a new walking group for older adults ages 55<br />

and older who want to improve their health and<br />

make new friends.<br />

Organized by The Wesley Communities’<br />

Community Outreach Director Africa Thomas, each<br />

walking event includes a health program by fitness<br />

instructor, Leah Siefert, and a light lunch.<br />

When Ms. Thomas asked members of the<br />

Reynoldsburg Steppers what they love about the<br />

group, one stated that she values being part of a<br />

team during the pandemic. Another member,<br />

Arlene, who also walks with The Shops at<br />

Worthington Place Mall Walkers, which is sponsored<br />

by Wesley Ridge’s sister community, Wesley<br />

Glen Retirement Community, said, “I have been<br />

walking with the Wesley Glen Mall Walkers for five<br />

years. I originally signed up for the benefits of exercise<br />

and the security of walking outside with a<br />

group. I quickly discovered many bonus effects of<br />

being part of this group. I enjoy the shared experience<br />

with a diverse group of people and observing<br />

all our commonalities. Other bonuses are having a<br />

personal trainer to answer your questions and properly<br />

guide you through exercises and having a walk<br />

leader that is so dedicated to helping us move and work through some of our<br />

problems.” Arlene is looking forward to having the same experience with the<br />

Reynoldsburg Steppers.<br />

<strong>Canal</strong> <strong>Winchester</strong> voters will have more<br />

than a full slate of candidates to consider<br />

when they go to the polls on Nov. 2 as the<br />

city goes through its 10-year cycle of potential<br />

amendments to the city charter.<br />

The city charter was last amended in<br />

2010, when <strong>Canal</strong> <strong>Winchester</strong> reached city<br />

status, which became effective on April 29,<br />

2011.<br />

In 2020, a Charter Review Commission<br />

was established with Mayor Mike Ebert appointing<br />

five members and the council appointing<br />

six individuals. They presented<br />

their findings and recommendations to the<br />

council, who then debated the merits of the<br />

proposed changes and later forwarded a finalized<br />

issue for placement on the general<br />

election ballot.<br />

“All of the proposed amendments will be<br />

in one issue,” said Finance Director<br />

Amanda Jackson. “If it does not pass, the<br />

charter as it currently reads remains in effect.”<br />

Amendments to the charter appearing<br />

before voters in November include:<br />

•The clerk of council will be subject to<br />

the control of the officers of council and shall<br />

clarification regarding advertising for a recall<br />

election for two consecutive weeks in a<br />

newspaper of general circulation in <strong>Canal</strong><br />

<strong>Winchester</strong>, and on the city website.<br />

“Voters can contact the city for more information<br />

or reach out to their respective<br />

board of elections for the official ballot language,”<br />

said Jackson.<br />

Township seeks federal pandemic funds<br />

The Madison Township Trustees are taking<br />

action to get their piece of $1.9 trillion<br />

in federal money that is aiding the country’s<br />

recovery from COVID-19 and the virus’ impact<br />

on the economy and public health.<br />

The American Rescue Plan (ARP) emergency<br />

legislative package provides resources<br />

needed to address the ongoing COVID-19<br />

crisis and spur economic recovery. It was<br />

signed into law by President Joe Biden on<br />

March 11.<br />

At their Sept. 14 meeting, the trustees<br />

approved the creation of an American Rescue<br />

Plan fund to receive federal dollars.<br />

“The initial information was received the<br />

end of April <strong>2021</strong>,” said Madison Township<br />

Administrator Susan Brobst. “However, in<br />

May it was determined that all township eligibility<br />

status for direct ARP funds was yet<br />

to be determined and was sent to the state<br />

legislature to decide.<br />

The township received information in<br />

June <strong>2021</strong> after the passage of Senate Bill<br />

111, which provided the amendment that allowed<br />

townships to be included in the distribution<br />

to non-entitlement units of local<br />

government.”<br />

Madison Township Fiscal Officer Laurie<br />

Vermeer submitted the application at the<br />

end of August.<br />

Brobst said there are 1,308 townships in<br />

Ohio, three of which are large enough to be<br />

directly included in the ARP funding, leaving<br />

the remaining 1305 townships left hanging<br />

to know if they would receive any funds.<br />

“Not all states have townships, so the<br />

language used in the original bill unintentionally<br />

created the issue,” said Brobst.<br />

While Brobst said the final amount of<br />

funding is yet to be determined–the deadline<br />

to apply for funds was extended–information<br />

initially received by the township<br />

indicated a potential maximum of $1.2 million<br />

payable in two installments.<br />

The act provides resources to protect the<br />

jobs and health of first responders and other<br />

essential front-line workers, including testing,<br />

contact tracing, and mitigation and purchasing<br />

personal protective equipment.<br />

The national vaccination program and<br />

complementary measures to combat the<br />

coronavirus–including scaling up testing<br />

and tracing, addressing shortages of personal<br />

protective equipment and other critical<br />

supplies–are also part of the American<br />

Rescue Plan Act.<br />

“At this point, we do not know how or<br />

what any of the funds will be used for, as we<br />

have not discussed any potential projects<br />

with the board or staff,” said Brobst. “We<br />

have received preliminary information on<br />

initial categories and some guidance. However,<br />

we are still waiting on more specific<br />

clarification/guidance which is coming from<br />

various agencies. As of now, our plan is to<br />

watch as additional information becomes<br />

available, discuss with department heads<br />

later this year, and present recommendations<br />

to the board which will then be discussed<br />

at the end of <strong>2021</strong> and the first<br />

quarter of 2022. We also have to keep in<br />

mind, these funds can be used over multiple<br />

years.”<br />

ARP Funds must be dedicated to specific<br />

uses by Dec. 31, 2024.<br />

The encumbered funds must be paid out,<br />

purchases received, and projects completed<br />

by Dec. 31, 2026. Any money that is left<br />

over after the deadlines must be returned to<br />

the U.S. Treasury.<br />

Officer Angie Gamblin was promoted to<br />

sergeant.<br />

In June 2018, Gamblin was the first female<br />

officer hired by the township after<br />

graduating from the Eastland Career Center<br />

law enforcement academy in April 2018.<br />

“This is absolutely one of my proudest<br />

moments,” said Madison Township Police<br />

Chief Gary York. “She was our first female<br />

officer, our first female supervisor, and now<br />

our first female sergeant. We’re proud of<br />

her.”<br />

Bomb threat at CW Schools<br />

<strong>Canal</strong> <strong>Winchester</strong> High School received<br />

a bomb threat on Sept. 13 at 7 a.m. and the<br />

<strong>Canal</strong> <strong>Winchester</strong> Middle School received a<br />

bomb threat at 7:10 a.m. For the safety and<br />

security of students and staff district officials<br />

made the decision to close school.<br />

According to district officials, the Columbus<br />

Bomb Squad along with the Fairfield<br />

County Sheriff’s Department cleared the<br />

high school and middle school buildings. All<br />

buildings closed for the day Sept. 13 and<br />

therefore no remote learning occurred All<br />

after school activities proceeded as scheduled.<br />

The district opened Sept. 14 as normal.<br />

According to the Fairfield County Sheriff’s<br />

Office, on Sept. 12 an unidentified male contacted<br />

the Sheriff’s Office and made several<br />

bomb threats in and around the city of <strong>Canal</strong><br />

<strong>Winchester</strong>. Upon investigation by the Sheriff’s<br />

Office and in cooperation with the Federal<br />

Joint Terrorism Task Force, the threats<br />

were determined to be “non-credible.”<br />

On Sept. 13 additional threats were received<br />

by <strong>Canal</strong> <strong>Winchester</strong> Schools. The<br />

calls were linked to the same suspect and<br />

were also determined to be non-credible.<br />

After investigation the Sheriff’s Office<br />

determined the suspect is located near the<br />

west coast of the United States.<br />

Moses-Mouser Eye Care<br />

Dr. Joshua Morris is an Optometrist who grew<br />

up in Bellville, Ohio. He completed his undergraduate<br />

degree at the University of Akron, where<br />

he graduated magna cum laude with honors.<br />

Dr. Morris attended The Ohio State University<br />

College of Optometry and graduated cum laude<br />

with honors to receive his Doctor of Optometry Degree in May 2019. After<br />

completing his studies, he was awarded the “Primary Vision Care Clinical<br />

Excellence Award”, in 2019.<br />

Dr. Morris is a member of the American Optometric Association, the Ohio<br />

Optometric Association, and The Ohio State Alumni Association. He is<br />

excited to practice full scope optometry, diagnosing and treating a variety<br />

of ocular disorders and diseases in patients of all ages, but has a special<br />

interest in contact lenses and ocular disease.<br />

On a personal note, Dr. Morris and his wife Tess, enjoy spending time with<br />

their family, friends, and their Bernese Mountain dog Maverick, cheering<br />

on The Ohio State Buckeyes, trying new foods, and exploring Columbus<br />

breweries.<br />

Q: What are floaters and what causes them?<br />

A: Floaters are small dark shapes that move across your vision. They can appear<br />

as dots, threads, squiggly lines, or even like cobwebs. Most floaters are caused<br />

by normal changes in the eye. As you age, small strands of vitreous (gel-like fluid<br />

that fills your eye) can clump together and cast a shadow on your retina (the<br />

light-sensitive tissue at the back of the eye). Those shadows appear as floaters<br />

that drift across your vision. You may notice floaters more when you look at a<br />

bright background, like a computer screen or a blue sky.<br />

Q: How often should someone with new<br />

floaters get an eye exam?<br />

A: Someone experiencing new floaters, a large increase in the number of floaters,<br />

or flashing lights should see an eye care professional immediately. Sometimes<br />

floaters have a more serious cause, including: infection, injury, inflammation,<br />

bleeding, retinal tear or retinal detachment.<br />

Someone with a few stable floaters should see an eye care professional at least<br />

“Kate” misses the mark in assassin film genre<br />

A number of assassin-related films have come to<br />

theaters and streaming platforms within the last few<br />

months, none of which have been a hit, so to speak,<br />

with the viewing public.<br />

This lack of interest from the populous could be due<br />

in part to a desire to see lighter fare but I think it has<br />

more to do with a general perception that it will be just<br />

like the one that came before it.<br />

While there has never been much variation within<br />

the genre — after all, there are only so many ways to<br />

show how a lone person with skills can take down a<br />

weaponized horde — it has seemed lately that writers<br />

and directors are not even trying anymore, relying<br />

instead on popular tropes found within the cinematic<br />

assassin films of yore.<br />

Occasionally, these retreads can click with the<br />

audience but there has to be something new that pulls<br />

them in, something that makes them believe there is a<br />

spark of creative life in a tale that overwhelmingly<br />

deals with death.<br />

The latest film of this type to make an attempt at<br />

bringing something different to the killing field is<br />

“Kate.”<br />

In this Netflix original, the creators take that popular<br />

trope of the weary assassin that is determined to<br />

fulfill the mission and spins it into one where the<br />

weary assassin that is determined to fulfill the mission<br />

has but hours to live.<br />

The employment of that plot device adds a greater<br />

sense of urgency to the narrative but unfortunately<br />

the fulfilment of that creative choice falls a bit short<br />

despite the best efforts of the intriguing lead.<br />

When “Kate” begins, our skilled assassin (played by<br />

Mary Elizabeth Winstead) is contemplating retirement.<br />

Since her teenage years, she has been going<br />

from country to country, killing whomever her handlers<br />

want, but lately has found this way of life to be<br />

unfulfilling.<br />

When she tells her main handler Varrick (Woody<br />

Harrelson, collecting a paycheck) her newfound<br />

doubts, he scoffs and tells her he would give her “two<br />

visits to Walmart” before she changed her mind.<br />

Feeling as if he is right on the mark, she goes about<br />

her latest assignment of picking off Yakuza members<br />

in Tokyo but is unsettled when forced to kill one while<br />

he is in the presence of his young daughter. Shaken by<br />

the events, Kate is more determined than ever to get<br />

out of her current line of work but is again drawn back<br />

in the fold with the promise of making one more hit<br />

that would “cut the head off the rest of the snake.”<br />

During her mission to kill Yakuza boss Kijima (Jun<br />

Kunimura), she experiences sudden fatigue and dizziness<br />

and asks for more time so she can reorient herself.<br />

Not being granted any leeway, she takes the shot,<br />

misses and erratically tries to drive away to safety<br />

The Franklin County Dog Shelter and Adoption Center offers<br />

individuals in Franklin County the opportunity to foster shelter<br />

dogs while they are still available for direct adoption. While fostering<br />

a dog, it is possible to learn more about how that dog will<br />

act in a home setting, increase the dog’s network of potential<br />

adopters, and give them time out of the shelter to decompress.<br />

Many dogs enter the shelter as stray dogs, so virtually nothing is<br />

known about them. Foster homes provide the opportunity to learn<br />

important details about dogs in the shelter’s care.<br />

Thee dogs also become Instagram and Facebook stars, and the<br />

shelter can learn information that will help find the dog their perfect<br />

forever home.<br />

Along the way, she meets the young daughter of the<br />

man she previously killed and, with her help, sets out<br />

to go on one final mission to avenge her own murder.<br />

Though “Kate” tries its best to become its own<br />

movie, the tendencies of writer Umair Aleem and<br />

director Cedric Nicolas-Troyan to fall back on wellworn<br />

tropes of action and assassin movies makes it<br />

look like the retread I addressed earlier.<br />

While there are some nice plot deviations and fun<br />

action sequences, the overall film doesn’t necessarily<br />

feel fresh or exciting, especially when overused camera<br />

tricks like blood hitting the lens are employed. It is<br />

well past time directors retire that one, unless, of<br />

course, it’s a 3-D horror — those can stay.<br />

One of the most compelling aspects of this movie is<br />

Winstead, who, after playing The Huntress in “Birds<br />

of Prey” is no stranger to the loner assassin character.<br />

Though Kate is ultimately a ruthless killing-machine,<br />

Winstead plays the part with some vulnerability, especially<br />

when meeting Ani (Miku Martineau), the young<br />

daughter whose father she killed in the opening scene.<br />

They make an odd quasi-mentor/quasi-mentee team<br />

but their relationship is quite underdeveloped, another<br />

unfortunate casualty of the script.<br />

Though “Kate” has many flaws in its execution of<br />

being a trailblazing action/assassin film, there are<br />

enough elements here that make it mostly watchable.<br />

With its pops of color that pay homage to the Japanese<br />

city, a compelling lead, moments of humor and engaging<br />

fight scenes, it’s a decent, albeit violent, way to<br />

pass some time.<br />

You may have seen the signs in yards<br />

that read, “CW For Smart Growth - No<br />

More Warehouses” and wondered about the<br />

group behind the effort.<br />

About CW For Smart Growth<br />

CW For Smart Growth was formed by<br />

<strong>Canal</strong> <strong>Winchester</strong> resident Angie Halstead.<br />

“I created the group when warehouses<br />

began to spring up in places in CW and four<br />

were heading my way,” said Halstead. “I noticed<br />

residents and citizens airing their<br />

grievances on community Facebook groups,<br />

but there was no action being taken - only<br />

chatter. I couldn’t stand by and let this community<br />

we all love, our hard work and<br />

earned equity as well as our quality of life<br />

be destroyed without standing up and trying<br />

to change the trajectory.”<br />

According to Halstead, the group’s mission<br />

is to ensure the community remains a<br />

desirable place “by shifting development<br />

control to the community/residents” and<br />

away from developers. It seeks “smart”<br />

growth, responsible planning that considers<br />

infrastructure, school capacity/educational<br />

opportunities, pollution, safety, the environment,<br />

and transparency of the city’s decision<br />

making process.<br />

Halstead said the group holds occasional<br />

meetings with a core group of residents/citizens,<br />

but it mostly communicates using<br />

chat, Facebook, emails, and by attending<br />

government meetings.<br />

“I am thankful for all the wonderful people<br />

who stood up with me and helped<br />

spread the word, educate, and fight back<br />

against haphazard development happening<br />

in our community,” said Halstead. “We need<br />

more residents to help, because it takes a<br />

village and a few can only do so much.”<br />

Thus far CW For Smart Growth has 779<br />

members on Facebook and others who assist<br />

who are not on the Facebook page, as well<br />

as alliances with related groups in neighboring<br />

communities, according to Halstead.<br />

“Together, we want a better future for<br />

our entire region,” said Halstead. “<strong>Canal</strong><br />

<strong>Winchester</strong> is not an island and we want the<br />

planning of our town and our adjacent communities<br />

to be cohesive.”<br />

The group’s vision of development<br />

Halstead, and fellow group member<br />

Trish Preston, who Halstead said has a<br />

farm on the outskirts of <strong>Canal</strong> <strong>Winchester</strong>,<br />

said the group wants elected officials to consider<br />

a pause on development until a development<br />

study and plan are created.<br />

“It is unimaginable that our community<br />

does not have a development plan that outlines<br />

our growth outside of the downtown /<br />

U.S. 33 area,” Halstead and Preston said.<br />

They envision creative innovative development<br />

where tax abatements and TIF’s are<br />

only used to attract development that can<br />

be reconfigured and reimagined as industry<br />

and society evolve.<br />

“Long term peer reviewed studies have<br />

given us evidence that warehouses become<br />

a detritus on communities and contribute to<br />

their rapid decline,” they said. “The short<br />

term financial gains create a long term burden<br />

on future generations and we believe we<br />

should be planning for economic and social<br />

success for multiple generations.”<br />

The group seeks: conservation of greenspace<br />

and public health, incentives for agriculture<br />

to be a priority, measured slow<br />

growth of residential that allows schools to<br />

keep up, infrastructure to come before commercial<br />

development that creates a risk to<br />

the safety, health of residents, and a plan<br />

for increased capacity to meet the needs of<br />

residents “today, in 25 years, and beyond.”<br />

“Haphazard warehousing development<br />

leaves zero capacity to meet those needs<br />

and, as good stewards, we owe it to future<br />

generations to do the best we can to leave<br />

them in good hands, as good as it was given<br />

to us from previous generations,” they said.<br />

Halstead and Preston said the idea that<br />

residential development is the only alternative<br />

to warehousing is incorrect.<br />

“Our community has evolved from a village<br />

rooted in agriculture to a rural / suburban<br />

community,” they said. “We are not an<br />

industrial town. Overall, we oppose warehouses<br />

because the short term financial<br />

gains will quickly be offset by the burden<br />

they create.”<br />

Regarding potential job growth from<br />

warehouses, the group believes “warehouses<br />

are one of many jobs that are being fast<br />

tracked to become automated and robots do<br />

not pay income tax” and that most of the<br />

jobs locally are under 30 hours per week and<br />

average $16-18 per hour with no benefits.<br />

“The promise of upfront dollars to the<br />

schools are fools gold,” Halstead and Preston<br />

said. “In comparison, we sold our soul<br />

for money up front when the reality is we<br />

could have long term sustainable economic,<br />

social and physical development and wealth<br />

in the form of other types of industry.”<br />

Halstead and Preston said warehousing<br />

has a place and “set haphazardly in the<br />

midst of residential development is not that<br />

place.” The group believes the presence of<br />

warehouses in the wrong areas: cause property<br />

values drop, create traffic issues, rising<br />

air and noise pollution, infrastructure that<br />

potentially cannot support truck traffic,<br />

wildlife is adversely impacted, greenspace<br />

and farming disappear, and citizens’ way of<br />

life is hampered.<br />

The group cites that the Columbus’<br />

South East Land Use Plan does not indicate<br />

potential warehouses in areas where <strong>Canal</strong><br />

<strong>Winchester</strong> is considering such developments.<br />

The group characterizes it as a<br />

“scare tactic” that if one municipality does<br />

not develop a site another one will.<br />

City working on comprehensive plan<br />

At an Aug. 30 public hearing, <strong>Canal</strong> <strong>Winchester</strong><br />

Development Director Lucas Haire,<br />

said the city is working to develop a comprehensive<br />

plan to guide it into the future. The<br />

long-range plan is intended to direct the<br />

growth and physical development for 10 to<br />

20 years and can incorporate individual<br />

studies such as city parks, downtown, and<br />

thoroughfare plans into a single document.<br />

According to Haire, the plan would help<br />

build a consensus and commitment from<br />

elected and appointed officials, residents,<br />

staff, and stakeholders.<br />

A comprehensive plan can include: outlining<br />

existing conditions and demographics;<br />

a future land use plan, which, unlike a<br />

zoning map, is only a guide; a thoroughfare<br />

plan for vehicles, pedestrians and transit;<br />

parks and open spaces; a utility master<br />

plan; economic development plan; and implementation<br />

and strategies.<br />
