LAST WEEK the city
council received a
significant number of
deputations on the city
council’s submission on
the proposed law change
that would require us to
amend our district plan
to allow most of the city’s
residential sections to
be subdivided into three
properties, each of three or
more storeys.
THis would mean there
would be minimal or no
restrictions, often without
resource consent being
required or the public
being notified.
They were very concerned
about the loss of
greenspace and trees, and
a detriment to local amenity
and the liveability of
local neighbourhoods. We
agree.
We made it clear that the
city council is supportive
of the Government’s
aims to address housing
shortages and enable the
delivery of a wider range of
housing options.
It might have been a
bi-partisan announcement,
however, there had been
no prior engagement with
local government and
with residents of cities like
ours.
The legislation is
going to have significant
impacts on council’s placemaking,
land-use and
infrastructure planning
work, as well as on our
local communities and
neighbourhoods.
We think a collaborative
partnership between local
and central government
would produce better
outcomes than a onesize-fits-all,
legislative
approach. But we have said
this before.

urban sprawl.
The Government Policy
Statement on Housing
and Urban Development
says that ‘places should be
accessible, connected, well
designed and resilient’.
We agree and that’s what
missing from the one-sizefits-all
approach.
