17.9m at the Gumboot Day fundraiser<br />

at Little River Farmers Market on<br />

Sunday. The event was held to help<br />

raise money for I AM HOPE, a youth<br />

and community-focused support<br />

group run by The Key to Life Charitable<br />

Trust. Gumboot tossing was popular<br />

amongst the kids, as well as a<br />

gumboot decorating and colouringin<br />

competition. Christchurch, North<br />

Canterbury and West Coast Gumboot<br />

Army event co-ordinator Kaitlyn Pike<br />

said the day was a success, with 78<br />

gumboot toss entries, 175 raffle tickets<br />

sold, four decorated gumboots and six<br />

coloured pictures. Little River Farmers<br />

Market donated its stall fees, raising<br />

$885 to add to a total of $1628, which<br />

included a raffle from late last year.<br />

No reopening date for road<br />

since a wild weather event in<br />

mid-December have relocated to<br />

Akaroa as uncertainty continues<br />

over the restoration of their road<br />

to the outside world.<br />

Access to Goughs <strong>Bay</strong> has been<br />

limited since floods and slips<br />

made the road servicing the tiny<br />

rural settlement impassable 10<br />

days before Christmas.<br />

Although the city council and<br />

contractors Fulton Hogan are<br />

working to establish temporary<br />

access through properties to<br />

adjacent Paua <strong>Bay</strong>, residents<br />

have been critical of the recovery<br />

response.<br />

There are fears it could be at<br />

least a year before the road is<br />

reopened.<br />

In the meantime, long-term<br />

residents John and Carol Masefield<br />

depend on a quad bike and<br />

temporary access through a<br />

neighbouring property run by<br />

Lyndon Palmer to reach Akaroa<br />

and beyond.<br />

long it’s going to take in a couple<br />

“We’ve moved as quickly as we<br />

can here. I appreciate residents<br />

are frustrated they don’t have<br />

that permanent road access,”<br />

Turner said.<br />

He said the temporary access<br />

for residents should be completed<br />

in a fortnight, weather permitting,<br />

while slips on Goughs<br />

<strong>Bay</strong> Rd should be cleared within<br />

a month.<br />

Turner revealed a review and<br />

“lessons learned” report was<br />

being compiled by council staff.<br />

“Then we’re keen to set up a<br />

meeting for affected residents<br />

to discuss what we did well and<br />

what we didn’t do well,” he said.<br />

Aspiring mayor Phil Mauger<br />

visited Goughs <strong>Bay</strong> last month<br />

and was critical of the initial<br />

council reaction, especially<br />

around communication with<br />

residents.<br />

Visitor numbers drop<br />

at bayside museums<br />

MUSEUM VISITOR numbers<br />

are dwindling with some<br />

museums seeing nearly half the<br />

amount of visitors compared to<br />

last year.<br />

Akaroa Museum visitor<br />

numbers are at 50-60 per cent<br />

of last year’s, with the month of<br />

January – usually the museum’s<br />

busiest – at less than 50 per cent.<br />

Less than 2500 people visited in<br />

January <strong>2022</strong>, compared to 5000<br />

the previous January.<br />

Museum director Lynda<br />

Wallace said this may be due to<br />

the requirement of vaccination<br />

passes, along with people being<br />

cautious about travelling this<br />

summer.<br />

“Akaroa Museum’s experience<br />

is not unique. Other museums<br />

throughout the country, particularly<br />

in smaller centres, have also<br />

experienced 40-50 per cent drops<br />

in visitor numbers this summer,”<br />

Wallace said.<br />

Visitor numbers were down 40<br />

per cent at Okains <strong>Bay</strong> Museum.<br />

However, it was only open 114<br />

days compared to 357 in the<br />

2019-20 year.<br />

The museum reopened in<br />

October 2020 after a six-month<br />

it an annual event.”<br />

Riley said this January was<br />

down <strong>23</strong> per cent on January 2021.<br />

<strong>February</strong> was likely to show<br />

a considerable reduction<br />

in numbers due to the<br />

cancellation of the Waitangi<br />

Day commemorations, which<br />

generally attract 1800-3000<br />

visitors, Riley said.<br />

two teams, one on day shifts<br />

and one on night shifts, and the<br />

crews are encouraged not<br />

to mix outside of their<br />

groups.<br />

“It’s actually quite<br />

stressful because it means<br />

that during the day and<br />

the night you have only<br />

half of your brigade<br />

that you can use and<br />

sometimes some of them<br />

are away or unwell so<br />

a bit of pressure on the<br />

troopies at the moment,” Palmer<br />

said.<br />

The Diamond <strong>Harbour</strong><br />

brigade has a pool of about 21<br />

firefighters. Volunteers have to<br />

ensure all their data is up to date<br />

when they are available.<br />

“It’s quite stressful because<br />

you have to be right on the ball<br />

about who is available and who<br />

is not. It’s more of a constant<br />

thing,” Palmer said.<br />

“There’s usually a good pool<br />

to draw from but when you’re<br />

on half that strength it becomes<br />

a bit more stressful.”<br />

In the event of an emergency<br />

that required more numbers,<br />

Palmer said they had the option<br />

of calling on a neighbouring<br />

brigade. Or, if the whole brigade<br />

was needed, they would do their<br />

best to work separate from each<br />

other.<br />

“We’ve just got to try and do<br />

our best to keep our team safe<br />

from infection, it’s<br />

quite a difficult thing<br />

to do but we just do<br />

the best that we can,”<br />

Palmer said.<br />

“We ensure that precautions<br />

are taken like masking and<br />

distancing as much as possible.<br />

The down side is that half the<br />

brigade can’t train with the<br />

other half for the time being,”<br />

said Sayer.<br />

Pharmacist drops the mortar<br />

and pestle to help fight fires<br />

In the second of our<br />

series on fire chiefs,<br />

Redcliffs residents might catch a<br />

glimpse of their local pharmacist<br />

Daryl Sayer making the switch<br />

from pharmacist to firefighter.<br />

Sayer, 53, has spent almost<br />

three decades as a member of the<br />

Sumner Volunteer Fire Brigade –<br />

over half his life.<br />

Growing up in the small town<br />

of Foxton, he watched family<br />

friends be a part of the local fire<br />

brigade.<br />

“It appealed to me as a good<br />

way to become a part of the community<br />

you’re in,” Sayer said.<br />

He later made the move to the<br />

South Island where he studied to<br />

become a pharmacist at Otago<br />

University.<br />

In 1991, Sayer moved to Sumner<br />

and shortly after, joined the<br />

brigade.<br />

He started out learning the<br />

ropes and over the years has<br />

made his way up the ranks.<br />

“I started at the bottom and<br />

just expected to be one of the<br />

firefighters. I hardly expected to<br />

actually move up into leadership<br />

positions, it became a natural<br />

progression as time went on,” he<br />

said.<br />

He took a break from the<br />

brigade in 1994 and travelled<br />

overseas with his wife Catherine.<br />

They lived in the United Kingdom<br />

for a couple of years while<br />

Sayer managed a pharmacy in<br />

Kent.<br />

When they returned, he<br />

resumed his role as a firefighter,<br />

then, in 2014, he became the<br />

chief fire officer of the Sumner<br />

brigade.<br />

Being a volunteer firefighter is<br />

a very serious job but sometimes,<br />

Sayer said, they get to have a<br />

good laugh.<br />

He recalled being called out<br />

to an elderly patient in cardiac<br />

arrest. When Sayer and his team<br />

arrived, the patient’s wife was<br />

administering chest compressions.<br />

Sayer asked the woman to stop so<br />

he could take over.<br />

“I did the usual: ‘Can you hear<br />

me?’ and surprisingly he said:<br />

‘Yeah, I can hear you’. I said: ‘Do<br />

you have any pain?’ He said: ‘Only<br />

where she’s been pushing on my<br />

chest’. I count that as a successful<br />

medical call, we had a good laugh<br />

after that one,” Sayer said.<br />

Sayer has been a pharmacist<br />

for 32 years, and he and<br />

Catherine own Redcliffs<br />

Pharmacy. The couple, who have<br />

been married for 30 years, have<br />

two daughters, Bridget, 24, and<br />

Megan, 22.<br />

His daughters have followed in<br />

their dad’s footsteps and became<br />

health professionals – Bridget<br />

a radiographer and Megan a<br />

pharmacist.<br />

Outside of the pharmacy<br />

and the fire brigade, Sayer likes<br />

to keep fit, walking on the<br />

beach and up in the hills. He<br />

also enjoys a game of golf on<br />

weekends.<br />

For Sayer, being a part of<br />

the fire brigade is all about the<br />

people, both in the brigade itself<br />

and in the community.<br />

“I’m privileged to be serving<br />

with a group of 20 other people<br />

here, but it’s also getting out<br />

into our community, and it’s the<br />

people in our community that<br />

come and thank us for what we<br />

do. It helps us see we can actually<br />

make a difference.”<br />

Sumner’s brigade is made up<br />

of a collection of people with<br />

diverse backgrounds and a range<br />

of professions.<br />

“Basically they’re all here for<br />

the same reason, that is the<br />

community, and it’s a great<br />

group of people to be working<br />

with,” Sayer said.<br />

It was the 2010 and 2011<br />

earthquakes that really brought<br />

the brigade and the community<br />

together.<br />

“The earthquakes were a<br />

big moment in the life of the<br />

brigade and in my life. We<br />

encountered things that we’d<br />

never encountered before.”<br />

Sumner Fire Station faced the<br />

challenge of running without<br />

power or plumbing until the<br />

Defence Force, local tradies and<br />

the NZ Fire Service helped to<br />

get it back up and running as a<br />

standalone base.<br />

“It brought the members of<br />

the brigade together as a group<br />

but also brought the community<br />

closer to the brigade as well.<br />

They were very supportive of us,<br />

they brought us food and offered<br />

help, I think it was a big joining<br />

together.”<br />

Sayer doesn’t have a timeframe<br />

on how long he will remain the<br />

chief of the Sumner brigade, but<br />

said he will know when the time<br />

is right to pass on the job.<br />

“As long as I’m usefully<br />

giving back to this community<br />

and to the brigade then I will<br />

participate.<br />

“If I find that I’m not being<br />

useful, I try to get feedback from<br />

people and encourage them to let<br />

me know where my failings are.<br />

It would be nice to think that I<br />

can leave when things are still<br />

going well,” Sayer said.<br />

were used to remove creases and<br />

wrinkles. In Northern Europe<br />

sleek (or slick) stones, glass or<br />

wooden devices were used for<br />

the same purpose.<br />

Flat irons or sad irons were<br />

first made by blacksmiths in the<br />

Middle ages, (‘sad’ coming from<br />

Middle English, meaning ‘solid’,<br />

as they were made of cast iron)<br />

to keep a Lord and Lady looking<br />

sharp. By the late 19th and early<br />

20th centuries, a well pressed<br />

outfit denoted a social status<br />

desirable to many. There were<br />

many different types of flat iron,<br />

heated by either fire, charcoal,<br />

kerosene, ethanol, whale oil, natural<br />

gas, carbide gas (acetylene,<br />

as with carbide lamps), or even<br />

gasoline.<br />

This set of irons from the museum’s<br />

collection tells us a number<br />

of things about the history of<br />

ironing technology. As flat irons<br />

heated on a fire did not hold<br />

their heat indefinitely, a laundress<br />

(sic) required more than<br />

one in order to have one heating<br />

whilst another was in use. They<br />

were heavy and bulky, weighing<br />

anywhere from 2-4kg; originally<br />

with metal handles, they often<br />

caused scalds and burns.<br />

Hence it was that in the early<br />

1870s, an inventive young American<br />

woman, Mary Florence<br />

Potts, designed and patented<br />

the detachable wooden handles<br />

that you see in these examples.<br />

Her sensible inventions were exhibited<br />

at the 1876 Philadelphia<br />

Exposition World’s Fair and the<br />

1893 Chicago World’s Fair and<br />

became the most popular heavy<br />

metal irons in North America,<br />

Europe and as far away as the<br />

South Pacific.<br />

Advances in ironing technology<br />

continued in the ensuing<br />

decades – the electric iron was<br />

patented in 1882 by Henry W.<br />

Seeley. This was a significant<br />

breakthrough but it was still<br />

difficult to control the heat –<br />

thermostatically controlled irons<br />

were available from the 1920’s.<br />

Electrically charged steam<br />

irons, similar to contemporary<br />

designs, became popular in the<br />

1940s, the original concept credited<br />

to Thomas Sears.<br />

At the same time, many modern<br />

fabrics (developed in or after<br />

the mid-twentieth century) such<br />

as polyester and nylon do not<br />

require ironing at all, and what<br />

was once heavy and sometimes<br />

dangerous work is now light,<br />

quick and safe.<br />

New Peugeot 208 in smart company<br />

PEUGEOT’S new 208 hatchback<br />

didn’t win the 2021 New Zealand<br />

Motoring Writers’ Guild Car of<br />

the Year Award.<br />

However, it was nominated<br />

and was up against some pretty<br />

tough competition, and that is<br />

worthy in itself. Incidentally, the<br />

trophy went to Hyundai’s fully<br />

electric Ioniq 5, which gives some<br />

idea of the calibre of cars that<br />

were amongst the 10 finalists.<br />

The 208 has just landed in New<br />

Zealand and is available in just<br />

two variants – that may seem a<br />

little underwhelming, but if you<br />

take into account one of those is<br />

a fully electric model then that is<br />

a car that is targeting an evergrowing<br />

market as buyers realise<br />

EVs look to be the way of the<br />

future.<br />

I drove the EV in December<br />

and formed the conclusion it is<br />

a car that fills its role well – the<br />

daily commute – and with its<br />

348km range between charges it<br />

will happily tackle a long highway<br />

haul.<br />

For those who are not yet ready<br />

to join the electric revolution<br />

Peugeot has also introduced the<br />

new 208 with its 1.2-litre threecylinder<br />

petrol engine which,<br />

incidentally, is pretty much a<br />

carryover.<br />

While that driveline is very<br />

familiar, the new 208 is a vastly<br />

different car, EV aside. For one,<br />

the new body style is dramatic,<br />

it is smooth and sweeping along<br />

with bold frontal treatment that<br />

looks quite aggressive, and it<br />

must be said it is hard to design a<br />

small car so that it looks perfect.<br />

The two model range lists<br />

at $38,990 for the petrol and<br />

$61,990 for the EV, the latter<br />

easily qualifying for the $8625<br />

Government rebate, an incentive<br />

to get people driving affordable<br />

EVs.<br />

The petrol model lists a lot<br />

of goodies for its price tag. You<br />

get leather-type trim, heated<br />

front seats, satellite navigation,<br />

Apple CarPlay and Android Auto,<br />

voice recognition, keyless entry<br />

and ignition, speed limiter and<br />

radar cruise control, the latter are<br />

part of a comprehensive safety<br />

suite.<br />

The look inside is very<br />

modern with sophisticated style<br />

elements and control functions.<br />

It impresses with its functionality<br />

yet quirky design features – take<br />

the steering wheel for example,<br />

it is squared off at the top and<br />

bottom which gives the interior a<br />

sporty look and feel.<br />

Elsewhere, toggle switches<br />

dominate the dash panel, there<br />

are many functions and they are<br />

It must be remembered the new<br />

208 comes with a GT badge and<br />

the manufacturers have given it a<br />

sporty look through and through,<br />

take the twin exhausts for<br />

example, they are classy and they<br />

add to the look Peugeot is trying<br />

to encapsulate.<br />

Under the bonnet sits the<br />

wonderful 1199cc engine. It is<br />

a real gem in terms of honesty<br />

and thrift, three-cylinder<br />

engines develop a lot of natural<br />

torque low down which is what<br />

you want in any engine, and if<br />

you add in turbocharged boost<br />

then all the performance you<br />

need is on tap.<br />

In terms of figures, Peugeot<br />

claims power outputs of 96kW<br />

(5500rpm) and <strong>23</strong>0Nm, the<br />

latter available from just<br />

1750rpm, which translates to<br />

a constant delivery of power.<br />

For interest’s sake the 208 GT<br />

is also listed as GT130, the 130<br />

representing horsepower in<br />

imperial terms.<br />

The engine is coupled to a<br />

six-speed traditional automatic<br />

gearbox and it, too, is a real gem<br />

with smooth shifts and gearing<br />

that is well matched to the power<br />

output, drive thereafter is then<br />

channelled to the front wheels<br />

The other figures to note are<br />

that of fuel consumption and<br />

performance. Peugeot list a<br />

6.3-litre per 100km combined<br />

cycle average which is a pretty<br />

bold claim, and my average was<br />

a little distant to that at 8l/100km<br />

when I took the car back to the<br />

dealership.<br />

There are several reasons<br />

for that, the evaluation car<br />

was showing just 40km on the<br />

odometer when I picked it up, the<br />

engine barely loosened up, the<br />

other was because the car was so<br />

new and a dealer demonstrator I<br />

didn’t travel for a long distance on<br />

the open road.<br />

I’m not arguing against<br />

Peugeot’s figures because I know<br />

they would be achievable; at<br />

100km/h the engine is sipping<br />

fuel at a rate of just 4.2l/100km<br />

instantaneously, if you are on<br />

a long journey and then tackle<br />

the inner-city traffic on the way<br />

home, that would average out to<br />

be around Peugeot’s claim.<br />

When presented with a<br />

corner or two the 208 has<br />

positive directional accuracy<br />

and a wonderful steering feel.<br />

It is surprisingly compliant<br />

underneath and that is a Peugeot<br />

hallmark, the balance between<br />

handling and comfort is far from<br />

compromised.<br />

Riding on beautiful Michelin<br />

tyres (205/45 x 17in) there is a<br />

constant delivery of information<br />

as to what the rubber is dong<br />

in relation to the road surface,<br />

ripples are readily absorbed and<br />

body balance in a corner is well<br />

controlled with little sway or<br />

uneven motion.<br />

You could say I was a little<br />

disappointed the 208 didn’t win<br />

the Car of the Year, it scored<br />

highly on my individual voting<br />

sheet, it is a car that has low<br />

running costs both petrol and<br />

electric, yet it still adds an<br />

element of fun and functionality.<br />

CALL FOR SUBMISSIONS<br />

Application to extend the Lyttleton <strong>Harbour</strong>/Whakaraupō<br />

Mātaitai Reserve, Canterbury<br />

Pursuant to Regulation 17 of the Fisheries (South Island<br />

Customary Fishing) Regulations 1999, Te Hapū o Ngāti<br />

Wheke (Rāpaki) Rūnanga have applied to extend the Lyttleton<br />

<strong>Harbour</strong>/Whakaraupō Mātaitai Reserve.<br />

Proposed area<br />

The proposed extension covers all that area of South Island<br />

fisheries waters enclosed by a line:<br />

a) starting at a point on the mean high-water mark near the<br />

eastern extremity of Ōtokitoki / Gollans <strong>Bay</strong> at 43°35.950’S<br />

and 172°45.450’E; then<br />

b) proceeding along the mean high-water mark in a generally<br />

north-easterly direction to a point at Awaroa / Godley Head<br />

at 43°35.<strong>23</strong>4’S and 172°48.535’E; then<br />

c) proceeding in a straight line in a south-easterly direction<br />

to a point on the mean high-water mark at Te Piaka /<br />

Adderley Head at 43°36.228’S and 172°49.566’E; then<br />

d) proceeding along the mean high-water mark in a<br />

generally south-westerly direction to a point near the<br />

eastern extremity of Deep Gully <strong>Bay</strong> at 43°37.092’S and<br />

172°46.147’E; then<br />

e) proceeding in a straight line in a north-westerly direction to<br />

the starting point.<br />

The approximate area of the proposed mātaitai extension is<br />

11.08 km 2 .<br />

Mātaitai do not affect private landowners’ land titles, or their<br />

ability to exercise resource consents for such things as taking<br />

water or extracting gravel or sand. Resource consents are<br />

managed under the Resource Management Act 1991.<br />

Consultation on the proposed Mātaitai Reserve extension<br />

Pursuant to Regulation 18, this notice invites written or<br />

electronic submissions from the local community on the<br />

application. The local community is defined as those persons<br />

who own land in the proximity of the proposed mātaitai reserve,<br />

or have a place of residence in the proximity of the proposed<br />

mātaitai reserve and have been in occupation for a cumulative<br />

period of no less than three months in the three consecutive<br />

years immediately prior to January <strong>2022</strong>.<br />

Pursuant to Regulation 19(1), a further notice will be published<br />

to advertise a public meeting with the local community to<br />

discuss the application. The public meeting will be held in<br />

accordance with the COVID-19 Protection Framework.<br />

this proposed mātaitai reserve extension and the application, is<br />

available on the Ministry for Primary Industries website (www.<br />

mpi.govt.nz/consultations), or by contacting Fisheries New<br />

Zealand at the below address.<br />

Submission process<br />

Submissions must be made by 5pm on Monday 28 March<br />

<strong>2022</strong>.<br />

Mātaitai Reserves<br />

A mātaitai reserve is an identified traditional fishing ground and<br />

is established for the purpose of customary food gathering.<br />

Mātaitai reserves are limited to fisheries waters and do not<br />

include any land area.<br />

Commercial fishing is banned within a mātaitai unless:<br />

• The applicants for the mātaitai request conditions that<br />

enable some commercial fishing to continue; and<br />

• The Minister for Oceans and Fisheries approves that Submissions are public information<br />

request.<br />

Fishing by the local community for recreational or customary<br />

purposes would only be affected if the Minister for Oceans and<br />

Fisheries subsequently approves a request from the Tangata<br />

Tiaki to make bylaws for fishing in the mātaitai. Bylaws apply<br />

only to the taking of fish, not to other activities such as land<br />

use, recreational activities such as boating or kayaking, or<br />

shipping channels.<br />

Mātaitai do not change the public’s ability to access areas of<br />

public land adjoining the mātaitai. Mātaitai also do not change<br />

any existing arrangements for access to private land.<br />
