Fundraising<br />
for Falcons<br />

Kevin Mulvany could barely contain<br />
his excitement.<br />
As the newly minted assistant coach of<br />
the boys varsity football team at Franklin<br />
Heights High School, he was eager to<br />
take stock of the facilities that would be<br />
used for their strength and conditioning<br />
program.<br />
During his walk-through of the weight<br />
room complex located within the school<br />
building, he was impressed with the<br />
equipment on hand but had a few concerns<br />
about its size and where it was<br />
located.<br />
“It’s a smaller space located right on<br />
top of the gymnasium,” he said. “Not only<br />
did I think we would have issues getting<br />
60 plus guys in there at once, I also wanted<br />
to be mindful of those accessing the<br />
floor below.<br />
“Sometimes our guys train during<br />
their free session but no one who is working<br />
below wants to hear a bunch of people<br />
throwing heavy weights around and<br />
grunting.”<br />
With the shared space in mind, he<br />
turned his hopes to the weight room complex<br />
within the Falcon’s Nest, an indoor<br />
recreation center located adjacent to the<br />
main building.<br />
Having trained at a similar complex<br />
when he was a student-athlete at Grove<br />
City High School, he envisioned plenty of<br />
space for the entire team to work on their<br />
speed, strength, agility, and flexibility.<br />
And then he walked through the doors<br />
to the room.<br />
“Let’s just say I was surprised by what<br />
I saw,” he recalled with a laugh.<br />
Rather than wall-to-wall machinery<br />
that is in place at other high school recreation<br />
centers, the complex was split into<br />
two sections. The first section was an<br />
unpadded place for the school’s ROTC<br />
cadets to practice drills and shooting and<br />
the second section was a place to lift<br />
weights.<br />
Mulvany said the latter was a bit of a<br />
misnomer.<br />

a fundraising effort to improve the conditions of the athletic weight room<br />
facility in the Falcon’s Nest. If successful, the space within the indoor recreation center<br />
will be expanded to include plyometric training stations, turf strips for speed training,<br />
and top-of-the-line strength training equipment to replace the machinery they<br />
have used for decades. The Grove City native, pictured here with his son, Bentley,<br />
said the goal is to raise $120,000 for the project. “We hope to have it open in time for<br />
the start of the <strong>2022</strong>-23 school year,” he stated.<br />
“A lot of the equipment in the facility<br />
was unusable,” he said. “There were racks<br />
that were missing pads, some of the bars<br />
were warped with age, and some of the<br />
other machines had pieces or parts missing.”<br />
There were, however, old but still<br />
usable plates, which is primarily how the<br />
space was utilized.<br />
As Mulvany continued to look around<br />
the complex, a vision of updating the facilities<br />
began to percolate in his mind.<br />
Since he was new to the program and<br />
semi-new to the district as an employee —<br />
he took a job as a home instructor with<br />
South-Western City in 2011 — he didn’t<br />
feel it was “his place yet” to bring up projects<br />
that would be massive undertakings<br />
in both time and resources.<br />
“I kept it in my mind though,” he said.<br />
When Mulvany was named the head<br />
coach last year, the idea came back to the<br />
forefront, especially when he began planning<br />
the logistics of dividing the team up<br />
into strength and conditioning time allotments.<br />
The final prodding that was needed, he<br />
said, came when he went to be recertified<br />
at a cardiopulmonary resuscitation class.<br />
It took place at the recreation center<br />
where the Greyhounds train.<br />
“I just remember looking around at<br />
their facility and thinking ‘Why can’t we<br />

Police levy goes<br />
back on the ballot<br />

A local township will once again ask<br />
voters to approve a police levy.<br />
At a recent Franklin Township meeting,<br />
the board decided to move forward with a<br />
proposed 7.3-mill permanent police levy for<br />
the May 3 ballot.<br />
This will be the third time the township<br />
has asked taxpayers for a levy. In the fall,<br />
the township asked taxpayers to approve a<br />
7.1-mill timed police levy, which would<br />
have replaced an existing timed levy that<br />
is set to expire at the end of <strong>2022</strong>, as well<br />

Fish fry at St. Cecilia<br />

have something like this at Franklin Heights?’” he<br />
said.<br />
A part of the reason, he would come to learn, is the<br />
lack of a robust booster club within the school and<br />
restricted usages for district expenses.<br />
Knowing that if he wanted his vision of an updated<br />
weight room facility to come to fruition, he would have<br />
to come up with something grand, something ambitious,<br />
something he had never done before.<br />
“I got the idea to start a fundraiser,” said Mulvany.<br />
“I had never done anything like this before, and it was<br />
completely out of my wheelhouse.”<br />
The first thing he did was ask his supervisors for<br />
their blessing. Athletic director Brock Mullins said he<br />
had their complete support.<br />
Then he collaborated with his coaches and with<br />
Nick Giglia of Straydog Strength to determine how the<br />
space could be better utilized, the equipment that<br />
would be needed, and the estimated expense of the<br />
project.<br />
According to Mulvany, the $120,000 project would<br />
combine the two sections into one large athletic complex.<br />
It would feature durable rubber flooring, plyometric<br />
training stations, turf strips for speed training,<br />
and top-of-the-line equipment for all student-athletes<br />
to utilize.<br />
“This is not just for the football team,” said<br />
Mulvany. “This is for every sport, for our entire student<br />
body, and it will be that way for generations to<br />
come.”<br />
With the district’s support and the financial details<br />
in hand, Mulvany started spreading the word about<br />
this project within the school, throughout the local<br />
business community, and within the immensely loyal<br />
alumni community.<br />
He said he has been overwhelmed by the response<br />
this project has received thus far.<br />
“The Falcon community has just been so supportive<br />
of this project,” he said. “They see what we are trying<br />
to do, and they are helping us accomplish that goal.”<br />
In addition to businesses buying ad space on the<br />
field, within the stadium, and soon-to-be on the tiled<br />
walls within the planned athletic performance complex,<br />
alumni can also purchase spots to honor former<br />
student-athletes. Their framed photos will go up in the<br />
Falcon’s Nest, almost like a ring of honor.<br />
“I borrowed that idea from the Grove City recreation<br />
center,” said Mulvany. “I just loved seeing those<br />
photos when I was training there. It’s a nice homage to<br />
the people who have passed through the building.”<br />
To date, the Franklin Heights Athletic Performance<br />
Center fundraiser has raised roughly $30,000. A silent<br />
auction is set for April 16 from 6 to 9 p.m. at the Bingo<br />
Hall located on Demorest Road, diagonally from the<br />
school. The school is also selling custom-made T-shirts<br />

Mullins said though that goal may not come to<br />
fruition, it is just a matter of time before the studentathletes<br />
get a new complex.<br />
“We are very determined to see this through,” he<br />
said. “It is not a matter of if it will happen, but when.”<br />
Mulvany expressed a similar sentiment.<br />
“This is going to happen for our school, for our students,”<br />
he said. “It has to.”<br />
He said he could barely contain his excitement at<br />
the thought.

was rejected by voters with 56 percent of<br />
residents voting against it.<br />
In the spring of 2021, the police department<br />
asked for a 7.37-mill permanent levy,<br />
but voters also rejected that with 66 percent<br />
voting against it.<br />
“We are now seeking to replace the<br />
timed levy that will expire in November<br />
<strong>2022</strong> with a permanent levy,” said<br />
Franklin Township Trustee John<br />
Fleshman. “We can’t operate a full-time<br />
police department on a timed levy.”<br />
Fleshman said the department continues<br />
to lose trained officers because the it<br />
has been operating on timed levies. With a<br />
permanent levy, leadership feels officers<br />
will have the security they need to stay<br />
with the department long-term.<br />
The department currently has two other<br />
permanent levies it collects from township<br />
taxpayers. Those two levies bring in<br />
approximately $700,000 a year.<br />

to reduce staff, they also have not been filling<br />
open positions.<br />
“We have had people leave on their<br />
own,” Fleshman said. “Usually we have<br />
around 13 full-time officers and we don’t<br />
have that many right now.”<br />

Government Focus<br />
Hilltop Historical Society office and at one point, it was an<br />
antique store. It has also been a church.<br />
Attorney Jeff Brown is seeking to add single family residential<br />
to the property for his client, Degas Real Estate<br />
Solutions. The area is currently zoned for commercial use,<br />
with the house sitting between a used car dealership and a<br />
collision repair shop. The commercial zoning prohibits first<br />
floor residential housing.<br />
“I can’t sell it as a single family house. I can’t<br />
finance it as a single family house, unless I have a<br />
piece of paper that says it can be used as a single<br />
family house,” said Brown.<br />
Commissioner Rachel Wenning questioned<br />
whether the applicant’s request counts as a hardship,<br />
since he knew when buying the property in<br />
2017 that the building was zoned commercial.<br />
Commissioner James White said, “We’re trying<br />
to say that we want this building to be used as a<br />
commercial building in a commercial corridor, but<br />
you’re trying to rezone this building to allow for a<br />
single family use surrounded by commercial buildings.”<br />
“That house deserves to be preserved,” added<br />
Keplar, who would like to see it turned into a permanent<br />
home for the Hilltop Historical Society and<br />
other Hilltop community groups.<br />
Geoffrey Phillips, president of the Highland<br />
West Civic Association and former Hilltop commissioner,<br />
opposes the variance, saying the applicant<br />
wanted approval to use the building as a residential<br />
treatment facility in 2019, then in 2020 for use<br />
as residential care.<br />
“In both cases, the commission voted no for reasons<br />
of safety, lack of adequate parking, and a lack<br />
of clarity of what the applicant wants to do with it,”<br />
he said. “Now, the applicant is before you again,<br />
asking you to approve a single family dwelling in a<br />

The Prairie Township trustees have approved a new<br />
dispatching agreement.<br />
Fire Chief Allen Scott asked the board to approve a<br />
five-year agreement with Grove City to continue the<br />
township’s dispatching services.<br />
Effective immediately and ending Dec. 31, 2026, the<br />
township agreed to pay $224,905 in <strong>2022</strong>, $231,652 in<br />
2023, $238,602 in 2024, $245,769 in 2025, and<br />
$253,142 in 2026.<br />
“Our current agreement, which expired on Dec. 31,<br />
was for $218,355,” Allen said. “At the end of this agreement,<br />
we will remain far below the $310,000 we were<br />
spending on dispatcher salaries in 2017.”<br />
In other news, Scott asked the board to approve the<br />
purchase of a medicine control cabinet at a cost of<br />
$8,200.<br />

After the last meeting, Brown checked with city zoning<br />
staff regarding concerns that the property may not be used<br />
as intended in the application.<br />
“City staff felt that there was no reason to put any additional<br />
conditions on the application because the request is<br />
very clear as to what we’re asking for. And the reason<br />
we’re doing it is that we’re trying to sell this as a house,”<br />
said Brown.<br />
The applicant wasn’t in attendance to answer questions<br />
about the intended use of the property, but Brown said,<br />
“We would like to reestablish the historic use of the property.”<br />
In an email communication with Columbus City<br />
Council member and chair of the zoning committee Rob<br />
Dorans, via his legislative aide, he explained, “City Council<br />
has wide discretion when considering a rezoning and variance.<br />
Every application is unique and we review each<br />
application that comes before us closely. A key part of that<br />
review process is the support from the local area commission<br />
or other neighborhood groups. When we receive a disapproval<br />
from the area commission, generally its council’s<br />
expectation that the applicant work to address the issues<br />
raised by residents. Often these efforts will help ensure<br />
that when the legislation comes before council many issues<br />
have been resolved. In the event that the applicant and the<br />
area commissions have not been able to come to a resolution,<br />
council must review the application holistically to<br />
determine whether we believe granting the application is<br />
appropriate.”<br />
Dorans added, “city council votes with the area commissions’<br />
recommendations more than nine out of ten times.<br />
In those rare instances where council disagrees with the<br />
area commission, it’s important that we are transparent<br />
and can explain why.”<br />
The area commission voted the variance down 11-3. It<br />
will now be presented to city council.<br />

Trustees OK new agreement for dispatching<br />
“This cabinet will assist us in inventory tracking of<br />
our medications and other perishable supplies, as well<br />
as increase security for our narcotic medications,”<br />
Scott said. “We currently lose about $3,000 to $4,000<br />
worth of expired medication and other supplies each<br />
year. The up front cost of this device is $8,200 and the<br />
annual software cost is $1,200. I expect to see a return<br />
on our investment in less than five years.”<br />
The main supply of medication will be located at<br />
Station 241.<br />
According to Scott, the fire department has a drug<br />
license to purchase medications, which is signed off by<br />
the medical director.<br />
Residents also asked about drug drop-off at the fire<br />
stations.<br />
“Due to the DEA license, we are not permitted by<br />
law to collect them,” Scott said. “There is a quarterly<br />
drug take-back day held at the firehouse, but it does<br />

Senior housing project clears zoning hurdle<br />

Zoning requests were discussed at the<br />
February meeting of the Westland Area<br />
Commission.<br />
Sarajane Steffes, from National Church<br />
Residences, presented the request to commissioners.<br />
The property in question is located at<br />
5719 West Broad St., at the southeast corner<br />
of Galloway Road, and includes 3.95<br />
acres of undeveloped land. National<br />
Church Residences would like to build a<br />
four-story, 92-unit apartment complex for<br />
senior citizens.<br />
To qualify for housing in the complex,<br />
residents must be 55 or older and must<br />
make less than $42,000 a year with no<br />
health requirement. These residences will<br />
feature a community room, community<br />
kitchen, community fitness center, a<br />
screened in porch and free transportation<br />
five days a week for its residents.<br />
The National Church Residences<br />
requested four variances for the property.<br />
The first request is to reduce the number of<br />
required parking spaces. According to<br />
Steffes, since the property is tailored<br />
toward seniors, they do not need the<br />
required 1.5 parking spaces per unit as<br />
many of their residents do not drive or use<br />
the free transportation.<br />
The next variance request was to<br />
increase the height of the building from its<br />
currently allowed 35 feet to 50 feet to allow<br />
for the four-story building design. The<br />
designers have looked at options to make<br />
the building shorter to comply with the current<br />
allowances, but have thus far not<br />
found a successful solution.<br />
The other two variances are requesting<br />
reduced setback lines on Galloway Road<br />
and West Broad Street. National Church<br />
Residences want to reduce the setback<br />
from West Broad Street to the building<br />
from 80 feet to 67 feet and 11 inches and<br />
the setback from Galloway Road from 60<br />
feet to 8 feet.<br />
The main concern the commissioners<br />
had with the request is if there were an<br />
expansion on Galloway Road, would there<br />
be enough room with the building closer to<br />
the street to add lanes. Steffes showed the<br />
commissioners a mock up of what the<br />
design would look like with lanes added to<br />
Galloway Road to show that they believe<br />
there is still plenty of available space for<br />
expansion within their design.<br />
There is also a stream corridor protection<br />
zone on the property, which adds a<br />
nice feature for the residents, but also limits<br />
the opportunity to shift the building to<br />
make it fit into the space without obtaining<br />
a variance.<br />
“This site is primed for senior housing<br />
with so many amenities right near by,” said<br />
Steffes.<br />
The zoning committee opposed the<br />
application 1-3. However, the motion for<br />
the variances passed 8-4 with the Westland<br />
commissioners.<br />
The same applicant also made a request<br />
to rezone the property from commercial to<br />
residential. The National Church<br />
Residences want to have 23 units per acre<br />
and believes that density of units is in line<br />
with what was approved two years ago.<br />
The rezoning motion was also passed 8-4.<br />
In other news, newly-appointed city<br />
council members Lourdes Barroso de<br />
Padilla and Nicholas Bankston attended<br />
the meeting to introduce themselves to the<br />
commissioners.<br />
Barroso De Padilla is a bilingual first<br />
generation Cuban-American who was born<br />
and raised on the eastside of Columbus and<br />
attended the Columbus public school system.<br />
She has worked for City Year through<br />
AmeriCorps for over 20 years. Barroso De<br />
Padilla wants advocacy for the people who<br />
have been “left behind.”<br />
Bankston is a native of Columbus and a<br />
graduate of Ohio State University. He is<br />
the president and CEO of Gladden<br />
Community House, which stabilizes families<br />
and builds a thriving neighborhood and<br />
community.<br />
“I came to say thank you to you all,” said<br />
Bankston. “The commission is the resident<br />
experts here and it’s imperative to work<br />
together so the decisions I make are centered<br />
on our city.”<br />

Deadline for dog license is <strong>March</strong> 31<br />
Franklin County Auditor Michael<br />
Stinziano announced that the <strong>2022</strong> dog<br />
license renewal period has been extended<br />
to <strong>March</strong> 31 in an effort to increase the<br />
level of licensing in the county.<br />
This initiative is a continuation of the<br />
pilot project initiated by Stinziano in coordination<br />
with the commissioners in 2019.<br />
The extension will only apply to the<br />
<strong>2022</strong> dog license renewal period that began<br />
Dec. 1, 2021 and will end <strong>March</strong> 31, <strong>2022</strong>,<br />
after which the office will examine the<br />
effectiveness of the extended renewal period<br />
in increasing licensing.<br />
“As your Franklin County Auditor, my<br />
goal is to license as many dogs as possible,”<br />
said Stinziano. “With this licensing deadline<br />
extension, the auditor’s office is providing<br />
pet owners with more time to license<br />

County campaign offers ‘hope’ to senior citizens<br />
The Franklin County Office on Aging<br />
announced a new outreach effort aimed at<br />
bringing its resources directly to older residents<br />
who may not otherwise be familiar<br />
with what the office has to offer.<br />
The new campaign, branded HOPE–<br />
Helping Our residents and families with<br />
Purposeful Engagement, will be an ongoing<br />
effort to support senior residents living<br />
independently by letting them know about<br />
services that can help them age in-place.<br />
HOPE will encompass direct outreach to<br />
seniors, families, and caregivers to check in<br />
on their health and inform them about<br />
services available through the Office on<br />
Aging.<br />
“We have so many supports in place to<br />
help an older person to continue to live on<br />
their own, but not everyone knows about<br />
them,” said Office on Aging Director Orvell<br />
Johns. “Our HOPE initiative is a way for<br />
us to reach out directly to the people we<br />
serve to find out what they may need and<br />
let them know what we have to offer.”<br />
During the HOPE campaign, staffers<br />
from the Office on Aging will be calling<br />
older residents on the phone in order to<br />
provide information directly to seniors and<br />
their caregivers. The focus in <strong>March</strong> is<br />
going to be on making COVID-19 and other<br />
vaccines available. The team will also be<br />
letting people know about the office’s direct<br />
supports, such as home-delivered meals for<br />
seniors as well as personal care, respite<br />
care, light cleaning, and minor home<br />
repair, and the caregiver support program,<br />
which supports people who are caring for<br />
older adults, including if they are themselves<br />
senior citizens.<br />
In April, the Office on Aging will be<br />
spreading the word about the county’s kinship<br />
care program, which supports older<br />
adults who are caring for children other<br />
than their own, and the home repair service,<br />
which helps aged residents to stay in<br />
their homes by providing minor plumbing<br />
and electrical work, new smoke alarms,<br />
handrails, wheelchair ramps, and more.<br />
The outreach in May will focus on the<br />
agency’s adult protective services.<br />
“Five million older Americans are<br />
abused, neglected, or taken advantage of<br />
each year, and many of them or their loved<br />
ones don’t know where to turn when they<br />
suspect that something like that is going<br />
on,” said Johns. “Our adult protective services<br />
team investigates these cases thoroughly<br />
and discreetly to help protect our<br />
older neighbors while preserving their dignity.”<br />
The Office on Aging’s services are<br />
offered free of charge to eligible residents<br />
through support from the Franklin County<br />
Commissioners and the county’s senior<br />
options levy.<br />

Trustees approve pay raise and discuss holiday trash collection<br />

The Prairie Township trustees are<br />
increasing pay for several employees to<br />
match the rising cost of living.<br />
At a recent meeting, the board approved<br />
a pay increase for the fire chief, as well as<br />
approved the salary of the interim zoning<br />
director.<br />
The board approved increasing Prairie<br />
Township Fire Chief Allen Scott’s salary<br />
from $118,479 to $125,000 and paying him<br />
retroactive pay from to Dec. 16, 2021. This<br />
is a 5.5 percent pay increase.<br />
The board also approved paying the<br />
interim zoning director a salary of $85,000<br />
a year.<br />
In other news, the board approved an<br />
amendment to the trash hauler resolution,<br />
which was originally adopted by the board<br />
in January of 2021.<br />
“This new amendment is to define non<br />
collection holidays and to clarify the schedule<br />
for the holidays moving forward,” said<br />
Dave McAninch, township administrator.<br />
“Holidays include New Year’s Day,<br />
Memorial Day, Independence Day, Labor<br />
Day and Christmas Day. No collection of<br />
solid waste shall occur on any holiday as<br />
defined in section one of this resolution. In<br />
the event a holiday falls on or before your<br />
collection day, collection shall be delayed<br />
one calendar day, with future collections<br />
returning to regular scheduled pick-ups<br />
the following week.”<br />
McAninch added that the township<br />
plans to send out a note card to the residents<br />
to clarify the holidays and the trash<br />

Foo Fighters film filled with ridiculousness<br />

Every so often, a very stupid movie comes around<br />
and finds a place to live in your heart. You were definitely<br />
not expecting to like it — in fact, you’re not completely<br />
certain you actually did — but it just has a certain<br />
kind of charm that makes you not regret tossing it<br />
a few dollars and tossing away a few hours of your<br />
time. This extremely rare occurrence is how I felt<br />
while watching “Studio 666,” an absurdist horror-comedy<br />
starring members of the rock band Foo Fighters.<br />
My enjoyment of this film had little to do with my<br />
enjoyment of the band itself — a little bit of truth is<br />
that I am not crazy about them as a whole. But while<br />
I may be lukewarm on their music, I have always liked<br />
them as individuals and respected their ability to poke<br />
fun at themselves.<br />
That individual affability is what sells “Studio 666”<br />
wherein they play a struggling band who encounter<br />
demonic spirits while trying to create new music.<br />
Though all are terrible actors — this film wisely does<br />
not try to push them to be good, or even give an illusion<br />
of passing skill — they lean into that fact and rely<br />
instead on their chemistry with each other.<br />
When the film begins, the band has their sights set<br />
on making their tenth studio album. To celebrate the<br />
occasion, they want to bring something a little more<br />
sinister to the table, something that would make<br />
occultist Aleister Crowley and alleged iconic occultist<br />
rock band Led Zeppelin proud.<br />
In order to try to release their “musical constipation,”<br />
— and to show mercy to their manager Shill (Jeff<br />
Garlin) who is in a financial bind — the group rents a<br />
California estate that has a tragic past but killer<br />
acoustics inside.<br />
“This is what we need,” says frontman Dave Grohl<br />
as his claps reverberate across the Spanish tile, tile<br />
that was once splattered with the blood of up-and-coming<br />
band Dream Widow while they too tried to put an<br />
album together. Though bandmates Taylor Hawkins,<br />
Rami Jaffee, Nate Mendel, Chris Shifflett and Pat<br />
Smear have reservations about the place, they want to<br />
do whatever makes Dave happy.<br />
But as the days go on, their plans to lay down new<br />
tracks are not going according to, well, plan. Dave is<br />
still “plugged up,” Taylor, Nate, Chris and Pat want to<br />
go home, and Rami just wants to hit on the neighbor<br />
next door (Whitney Cummings) who pops up every-sooften<br />
to warn them about the evil in the Encino mansion.<br />
Feeling as if a midnight stroll will help, Dave<br />
uncovers a hidden basement that harbors the unheard<br />
music laid down by Dream Widow before their untimely<br />
demise. Impressed by their riffs, Dave becomes<br />
inspired — and demonically possessed in the process.<br />
As I alluded to before, I did not have many — nay,<br />
any — expectations for “Studio 666” but the stupidity of<br />
what lay within managed to make me a reluctant fan.<br />
There is enough humor, charm and ridiculousness<br />
within to make this film worth viewing once — if you<br />
don’t mind terrible acting, outlandish gore, and genuine<br />
absurdity, that is.<br />
