Fundraising
for Falcons
By Dedra Cordle
Staff Writer
Kevin Mulvany could barely contain
his excitement.
As the newly minted assistant coach of
the boys varsity football team at Franklin
Heights High School, he was eager to
take stock of the facilities that would be
used for their strength and conditioning
program.
During his walk-through of the weight
room complex located within the school
building, he was impressed with the
equipment on hand but had a few concerns
about its size and where it was
located.
“It’s a smaller space located right on
top of the gymnasium,” he said. “Not only
did I think we would have issues getting
60 plus guys in there at once, I also wanted
to be mindful of those accessing the
floor below.
“Sometimes our guys train during
their free session but no one who is working
below wants to hear a bunch of people
throwing heavy weights around and
grunting.”
With the shared space in mind, he
turned his hopes to the weight room complex
within the Falcon’s Nest, an indoor
recreation center located adjacent to the
main building.
Having trained at a similar complex
when he was a student-athlete at Grove
City High School, he envisioned plenty of
space for the entire team to work on their
speed, strength, agility, and flexibility.
And then he walked through the doors
to the room.
“Let’s just say I was surprised by what
I saw,” he recalled with a laugh.
Rather than wall-to-wall machinery
that is in place at other high school recreation
centers, the complex was split into
two sections. The first section was an
unpadded place for the school’s ROTC
cadets to practice drills and shooting and
the second section was a place to lift
weights.
Mulvany said the latter was a bit of a
misnomer.
Kevin Mulvany, the head football coach at Franklin Heights High School, is spearheading
a fundraising effort to improve the conditions of the athletic weight room
facility in the Falcon’s Nest. If successful, the space within the indoor recreation center
will be expanded to include plyometric training stations, turf strips for speed training,
and top-of-the-line strength training equipment to replace the machinery they
have used for decades. The Grove City native, pictured here with his son, Bentley,
said the goal is to raise $120,000 for the project. “We hope to have it open in time for
the start of the 2022-23 school year,” he stated.
“A lot of the equipment in the facility
was unusable,” he said. “There were racks
that were missing pads, some of the bars
were warped with age, and some of the
other machines had pieces or parts missing.”
There were, however, old but still
usable plates, which is primarily how the
space was utilized.
As Mulvany continued to look around
the complex, a vision of updating the facilities
began to percolate in his mind.
Since he was new to the program and
semi-new to the district as an employee —
he took a job as a home instructor with
South-Western City in 2011 — he didn’t
feel it was “his place yet” to bring up projects
that would be massive undertakings
in both time and resources.
“I kept it in my mind though,” he said.
When Mulvany was named the head
coach last year, the idea came back to the
forefront, especially when he began planning
the logistics of dividing the team up
into strength and conditioning time allotments.
The final prodding that was needed, he
said, came when he went to be recertified
at a cardiopulmonary resuscitation class.
It took place at the recreation center
where the Greyhounds train.
“I just remember looking around at
their facility and thinking ‘Why can’t we
Police levy goes
back on the ballot
By Amanda Ensinger
Staff Writer
A local township will once again ask
voters to approve a police levy.
At a recent Franklin Township meeting,
the board decided to move forward with a
proposed 7.3-mill permanent police levy for
the May 3 ballot.
This will be the third time the township
has asked taxpayers for a levy. In the fall,
the township asked taxpayers to approve a
7.1-mill timed police levy, which would
have replaced an existing timed levy that
is set to expire at the end of 2022, as well
have something like this at Franklin Heights?’” he
said.
A part of the reason, he would come to learn, is the
lack of a robust booster club within the school and
restricted usages for district expenses.
Knowing that if he wanted his vision of an updated
weight room facility to come to fruition, he would have
to come up with something grand, something ambitious,
something he had never done before.
“I got the idea to start a fundraiser,” said Mulvany.
“I had never done anything like this before, and it was
completely out of my wheelhouse.”
The first thing he did was ask his supervisors for
their blessing. Athletic director Brock Mullins said he
had their complete support.
Then he collaborated with his coaches and with
Nick Giglia of Straydog Strength to determine how the
space could be better utilized, the equipment that
would be needed, and the estimated expense of the
project.
According to Mulvany, the $120,000 project would
combine the two sections into one large athletic complex.
It would feature durable rubber flooring, plyometric
training stations, turf strips for speed training,
and top-of-the-line equipment for all student-athletes
to utilize.
“This is not just for the football team,” said
Mulvany. “This is for every sport, for our entire student
body, and it will be that way for generations to
come.”
With the district’s support and the financial details
in hand, Mulvany started spreading the word about
this project within the school, throughout the local
business community, and within the immensely loyal
alumni community.
He said he has been overwhelmed by the response
this project has received thus far.
“The Falcon community has just been so supportive
of this project,” he said. “They see what we are trying
to do, and they are helping us accomplish that goal.”
In addition to businesses buying ad space on the
field, within the stadium, and soon-to-be on the tiled
walls within the planned athletic performance complex,
alumni can also purchase spots to honor former
student-athletes. Their framed photos will go up in the
Falcon’s Nest, almost like a ring of honor.
“I borrowed that idea from the Grove City recreation
center,” said Mulvany. “I just loved seeing those
photos when I was training there. It’s a nice homage to
the people who have passed through the building.”
To date, the Franklin Heights Athletic Performance
Center fundraiser has raised roughly $30,000. A silent
auction is set for April 16 from 6 to 9 p.m. at the Bingo
Hall located on Demorest Road, diagonally from the
school. The school is also selling custom-made T-shirts
Some of the equipment within the facility is unusable,
said Brock Mullins, the school’s athletic director
as he points to the missing pad on this squat and
bench rack. “Our student-athletes have to do a lot of
solo plate work because we cannot utilize the equipment
the way it was designed,” he said.
that say, “Nothing is Stronger than the Falcon
Community.” They will also accept cash and check
donations made out to “Franklin Heights Athletics.”
Donations can be mailed to the school’s address, 1001
Demorest Road, Columbus, Ohio 43204.
Ideally, enough funds will be raised to start the
expansion process this summer with the goal of hosting
its grand opening in time for the beginning of the
2022-23 school year.
Mullins said though that goal may not come to
fruition, it is just a matter of time before the studentathletes
get a new complex.
“We are very determined to see this through,” he
said. “It is not a matter of if it will happen, but when.”
Mulvany expressed a similar sentiment.
“This is going to happen for our school, for our students,”
he said. “It has to.”
He said he could barely contain his excitement at
the thought.

as added an additional 3 mills. That levy
was rejected by voters with 56 percent of
residents voting against it.
In the spring of 2021, the police department
asked for a 7.37-mill permanent levy,
but voters also rejected that with 66 percent
voting against it.
“We are now seeking to replace the
timed levy that will expire in November
2022 with a permanent levy,” said
Franklin Township Trustee John
Fleshman. “We can’t operate a full-time
police department on a timed levy.”
Fleshman said the department continues
to lose trained officers because the it
has been operating on timed levies. With a
permanent levy, leadership feels officers
will have the security they need to stay
with the department long-term.
The department currently has two other
permanent levies it collects from township
taxpayers. Those two levies bring in
approximately $700,000 a year.
around the westside
filing deadline on March 31, the office will
hold in-person board of revision filing
event will be held March 22 from 2 to 6
Center, 5955 West Broad St. Residents
may also file a complaint electronically. To
As a result of the recent levy failing, the
department has already cut service, including
only responding to priority runs.
“The biggest change we are making
immediately is we are going to only priority
runs 24/7,” said Franklin Township Police
Chief Byron Smith. “We will brown out any
shift that doesn’t have coverage, which
means no officers out. Most of minors runs
and offenses won’t be covered.”
Smith said they will not have to lay off
the 10 full-time and four part-time officers
they currently have and they will not have
the budget to pay for overtime. As a result,
Smith said they will have to cut shifts.
Fleshman said while they have not had
to reduce staff, they also have not been filling
open positions.
“We have had people leave on their
own,” Fleshman said. “Usually we have
around 13 full-time officers and we don’t
have that many right now.”
Attorney Jeff Brown is seeking to add single family residential
to the property for his client, Degas Real Estate
Solutions. The area is currently zoned for commercial use,
with the house sitting between a used car dealership and a
collision repair shop. The commercial zoning prohibits first
floor residential housing.
“I can’t sell it as a single family house. I can’t
finance it as a single family house, unless I have a
piece of paper that says it can be used as a single
family house,” said Brown.
Commissioner Rachel Wenning questioned
whether the applicant’s request counts as a hardship,
since he knew when buying the property in
2017 that the building was zoned commercial.
Commissioner James White said, “We’re trying
to say that we want this building to be used as a
commercial building in a commercial corridor, but
you’re trying to rezone this building to allow for a
single family use surrounded by commercial buildings.”
“That house deserves to be preserved,” added
Keplar, who would like to see it turned into a permanent
home for the Hilltop Historical Society and
other Hilltop community groups.
Geoffrey Phillips, president of the Highland
opposes the variance, saying the applicant
wanted approval to use the building as a residential
treatment facility in 2019, then in 2020 for use
as residential care.
“In both cases, the commission voted no for reasons
of safety, lack of adequate parking, and a lack
of clarity of what the applicant wants to do with it,”
he said. “Now, the applicant is before you again,
The Prairie Township trustees have approved a new
dispatching agreement.
Fire Chief Allen Scott asked the board to approve a
five-year agreement with Grove City to continue the
township’s dispatching services.
Effective immediately and ending Dec. 31, 2026, the
township agreed to pay $224,905 in 2022, $231,652 in
2023, $238,602 in 2024, $245,769 in 2025, and
$253,142 in 2026.
“Our current agreement, which expired on Dec. 31,
was for $218,355,” Allen said. “At the end of this agreement,
we will remain far below the $310,000 we were
spending on dispatcher salaries in 2017.”
In other news, Scott asked the board to approve the
purchase of a medicine control cabinet at a cost of
$8,200.
commercial district.”
After the last meeting, Brown checked with city zoning
staff regarding concerns that the property may not be used
as intended in the application.
“City staff felt that there was no reason to put any additional
conditions on the application because the request is
very clear as to what we’re asking for. And the reason
we’re doing it is that we’re trying to sell this as a house,”
said Brown.
The applicant wasn’t in attendance to answer questions
about the intended use of the property, but Brown said,
“We would like to reestablish the historic use of the property.”
In an email communication with Columbus City
Council member and chair of the zoning committee Rob
Dorans, via his legislative aide, he explained, “City Council
has wide discretion when considering a rezoning and variance.
Every application is unique and we review each
application that comes before us closely. A key part of that
review process is the support from the local area commission
or other neighborhood groups. When we receive a disapproval
from the area commission, generally its council’s
expectation that the applicant work to address the issues
raised by residents. Often these efforts will help ensure
that when the legislation comes before council many issues
have been resolved. In the event that the applicant and the
area commissions have not been able to come to a resolution,
council must review the application holistically to
determine whether we believe granting the application is
appropriate.”
Dorans added, “city council votes with the area commissions’
recommendations more than nine out of ten times.
In those rare instances where council disagrees with the
area commission, it’s important that we are transparent
and can explain why.”
The area commission voted the variance down 11-3. It
will now be presented to city council.
“This cabinet will assist us in inventory tracking of
our medications and other perishable supplies, as well
as increase security for our narcotic medications,”
Scott said. “We currently lose about $3,000 to $4,000
worth of expired medication and other supplies each
year. The up front cost of this device is $8,200 and the
annual software cost is $1,200. I expect to see a return
on our investment in less than five years.”
The main supply of medication will be located at
Station 241.
According to Scott, the fire department has a drug
license to purchase medications, which is signed off by
the medical director.
Residents also asked about drug drop-off at the fire
stations.
“Due to the DEA license, we are not permitted by
law to collect them,” Scott said. “There is a quarterly
Senior housing project clears zoning hurdle
By Hannah Poling
Staff Writer
Zoning requests were discussed at the
February meeting of the Westland Area
Commission.
Sarajane Steffes, from National Church
Residences, presented the request to commissioners.
The property in question is located at
5719 West Broad St., at the southeast corner
of Galloway Road, and includes 3.95
acres of undeveloped land. National
Church Residences would like to build a
four-story, 92-unit apartment complex for
senior citizens.
To qualify for housing in the complex,
residents must be 55 or older and must
make less than $42,000 a year with no
health requirement. These residences will
feature a community room, community
kitchen, community fitness center, a
screened in porch and free transportation
five days a week for its residents.
The National Church Residences
requested four variances for the property.
The first request is to reduce the number of
required parking spaces. According to
Steffes, since the property is tailored
toward seniors, they do not need the
required 1.5 parking spaces per unit as
many of their residents do not drive or use
the free transportation.
The next variance request was to
increase the height of the building from its
currently allowed 35 feet to 50 feet to allow
for the four-story building design. The
designers have looked at options to make
the building shorter to comply with the current
allowances, but have thus far not
found a successful solution.
The other two variances are requesting
reduced setback lines on Galloway Road
and West Broad Street. National Church
Residences want to reduce the setback
from West Broad Street to the building
from 80 feet to 67 feet and 11 inches and
the setback from Galloway Road from 60
feet to 8 feet.
The main concern the commissioners
had with the request is if there were an
expansion on Galloway Road, would there
be enough room with the building closer to
the street to add lanes. Steffes showed the
commissioners a mock up of what the
design would look like with lanes added to
Galloway Road to show that they believe
there is still plenty of available space for
expansion within their design.
There is also a stream corridor protection
zone on the property, which adds a
nice feature for the residents, but also limits
the opportunity to shift the building to
make it fit into the space without obtaining
a variance.
“This site is primed for senior housing
with so many amenities right near by,” said
Steffes.
The zoning committee opposed the
application 1-3. However, the motion for
the variances passed 8-4 with the Westland
commissioners.
The same applicant also made a request
to rezone the property from commercial to
residential. The National Church
Residences want to have 23 units per acre
and believes that density of units is in line
with what was approved two years ago.
The rezoning motion was also passed 8-4.
In other news, newly-appointed city
council members Lourdes Barroso de
Padilla and Nicholas Bankston attended
the meeting to introduce themselves to the
commissioners.
Barroso De Padilla is a bilingual first
generation Cuban-American who was born
and raised on the eastside of Columbus and
attended the Columbus public school system.
She has worked for City Year through
AmeriCorps for over 20 years. Barroso De
Padilla wants advocacy for the people who
have been “left behind.”
Bankston is a native of Columbus and a
graduate of Ohio State University. He is
the president and CEO of Gladden
Community House, which stabilizes families
and builds a thriving neighborhood and
community.
“I came to say thank you to you all,” said
Bankston. “The commission is the resident
experts here and it’s imperative to work
together so the decisions I make are centered
on our city.”
Deadline for dog license is March 31
Franklin County Auditor Michael
Stinziano announced that the 2022 dog
license renewal period has been extended
to March 31 in an effort to increase the
level of licensing in the county.
This initiative is a continuation of the
pilot project initiated by Stinziano in coordination
with the commissioners in 2019.
The extension will only apply to the
2022 dog license renewal period that began
Dec. 1, 2021 and will end March 31, 2022,
after which the office will examine the
effectiveness of the extended renewal period
in increasing licensing.
“As your Franklin County Auditor, my
goal is to license as many dogs as possible,”
said Stinziano. “With this licensing deadline
extension, the auditor’s office is providing
pet owners with more time to license
In addition to being required by state
County campaign offers ‘hope’ to senior citizens
The Franklin County Office on Aging
announced a new outreach effort aimed at
bringing its resources directly to older residents
who may not otherwise be familiar
with what the office has to offer.
The new campaign, branded HOPE–
Helping Our residents and families with
Purposeful Engagement, will be an ongoing
effort to support senior residents living
independently by letting them know about
services that can help them age in-place.
HOPE will encompass direct outreach to
seniors, families, and caregivers to check in
on their health and inform them about
services available through the Office on
Aging.
“We have so many supports in place to
help an older person to continue to live on
their own, but not everyone knows about
them,” said Office on Aging Director Orvell
Johns. “Our HOPE initiative is a way for
us to reach out directly to the people we
serve to find out what they may need and
let them know what we have to offer.”
During the HOPE campaign, staffers
from the Office on Aging will be calling
older residents on the phone in order to
provide information directly to seniors and
their caregivers. The focus in March is
going to be on making COVID-19 and other
vaccines available. The team will also be
letting people know about the office’s direct
supports, such as home-delivered meals for
seniors as well as personal care, respite
care, light cleaning, and minor home
repair, and the caregiver support program,
which supports people who are caring for
older adults, including if they are themselves
senior citizens.
In April, the Office on Aging will be
spreading the word about the county’s kinship
care program, which supports older
adults who are caring for children other
than their own, and the home repair service,
which helps aged residents to stay in
their homes by providing minor plumbing
and electrical work, new smoke alarms,
handrails, wheelchair ramps, and more.
The outreach in May will focus on the
agency’s adult protective services.
“Five million older Americans are
abused, neglected, or taken advantage of
each year, and many of them or their loved
ones don’t know where to turn when they
suspect that something like that is going
on,” said Johns. “Our adult protective services
team investigates these cases thoroughly
and discreetly to help protect our
older neighbors while preserving their dignity.”
The Office on Aging’s services are
offered free of charge to eligible residents
through support from the Franklin County
Commissioners and the county’s senior
options levy.
Trustees approve pay raise and discuss holiday trash collection
By Amanda Ensinger
Staff Writer
The Prairie Township trustees are
increasing pay for several employees to
match the rising cost of living.
At a recent meeting, the board approved
a pay increase for the fire chief, as well as
approved the salary of the interim zoning
director.
The board approved increasing Prairie
Township Fire Chief Allen Scott’s salary
from $118,479 to $125,000 and paying him
retroactive pay from to Dec. 16, 2021. This
is a 5.5 percent pay increase.
The board also approved paying the
interim zoning director a salary of $85,000
a year.
In other news, the board approved an
amendment to the trash hauler resolution,
which was originally adopted by the board
in January of 2021.
“This new amendment is to define non
collection holidays and to clarify the schedule
for the holidays moving forward,” said
Dave McAninch, township administrator.
“Holidays include New Year’s Day,
Memorial Day, Independence Day, Labor
Day and Christmas Day. No collection of
solid waste shall occur on any holiday as
defined in section one of this resolution. In
the event a holiday falls on or before your
collection day, collection shall be delayed
one calendar day, with future collections
returning to regular scheduled pick-ups
the following week.”
McAninch added that the township
plans to send out a note card to the residents
to clarify the holidays and the trash
resolution.
Foo Fighters film filled with ridiculousness
The Reel Deal - By Dedra Cordle
Every so often, a very stupid movie comes around
and finds a place to live in your heart. You were definitely
not expecting to like it — in fact, you’re not completely
certain you actually did — but it just has a certain
kind of charm that makes you not regret tossing it
a few dollars and tossing away a few hours of your
time. This extremely rare occurrence is how I felt
while watching “Studio 666,” an absurdist horror-comedy
starring members of the rock band Foo Fighters.
My enjoyment of this film had little to do with my
enjoyment of the band itself — a little bit of truth is
that I am not crazy about them as a whole. But while
I may be lukewarm on their music, I have always liked
them as individuals and respected their ability to poke
fun at themselves.
That individual affability is what sells “Studio 666”
wherein they play a struggling band who encounter
demonic spirits while trying to create new music.
Though all are terrible actors — this film wisely does
not try to push them to be good, or even give an illusion
of passing skill — they lean into that fact and rely
instead on their chemistry with each other.
When the film begins, the band has their sights set
on making their tenth studio album. To celebrate the
occasion, they want to bring something a little more
sinister to the table, something that would make
occultist Aleister Crowley and alleged iconic occultist
rock band Led Zeppelin proud.
In order to try to release their “musical constipation,”
— and to show mercy to their manager Shill (Jeff
Garlin) who is in a financial bind — the group rents a
California estate that has a tragic past but killer
acoustics inside.
“This is what we need,” says frontman Dave Grohl
as his claps reverberate across the Spanish tile, tile
that was once splattered with the blood of up-and-coming
band Dream Widow while they too tried to put an
album together. Though bandmates Taylor Hawkins,
Rami Jaffee, Nate Mendel, Chris Shifflett and Pat
Smear have reservations about the place, they want to
do whatever makes Dave happy.
But as the days go on, their plans to lay down new
tracks are not going according to, well, plan. Dave is
still “plugged up,” Taylor, Nate, Chris and Pat want to
go home, and Rami just wants to hit on the neighbor
next door (Whitney Cummings) who pops up every-sooften
to warn them about the evil in the Encino mansion.
Feeling as if a midnight stroll will help, Dave
uncovers a hidden basement that harbors the unheard
music laid down by Dream Widow before their untimely
demise. Impressed by their riffs, Dave becomes
inspired — and demonically possessed in the process.
As I alluded to before, I did not have many — nay,
any — expectations for “Studio 666” but the stupidity of
what lay within managed to make me a reluctant fan.
There is enough humor, charm and ridiculousness
within to make this film worth viewing once — if you
don’t mind terrible acting, outlandish gore, and genuine
absurdity, that is.
