This year’s Child Abuse Prevention Carnival
promises to be bigger and better than
ever with the addition of big-ticket door
prizes for children and a job fair for adults.
The event, hosted by Madison County
Protective Services, is set for 5-8 p.m. April
29 at the Madison County Fairgrounds, 205
Elm St., London. Family-friendly activities
will take place inside the Coughlin Community
Center and EBY Youth Arena. The job
fair will take place in an enclosed tent outside
those facilities.
This year marks the eighth year Protective
Services has put on the carnival. The
event did not take place in 2020 or 2021 due
to the COVID-19 pandemic. Organizers are
excited for the event’s return and are hoping
for a big turnout.
year, thanks to generous donations, four 12-
volt cars, an iPad, and a children’s kitchen
set are among the prizes, too. Everyone is
invited to enjoy hot dogs, chips, drinks, popcorn
and snow cones. Everything is free.
pinwheels on the Madison County Courthouse lawn in recognition of Child Abuse Prevention Awareness Month. They and
other Protective Services employees planted a total of 429 pinwheels on March 5. Each pinwheel represents a concerned individual
who called the agency to make a report in 2021.
“It’s an opportunity for anybody searching for better
employment, additional employment or primary employment,”
said Robin Bruno, director of the Madison
County Department of Job & Family Services.
About Protective Services
On April 5, the Madison County commissioners
signed a proclamation declaring April as Child Abuse
Prevention Month. The proclamation read, in part:
“Child abuse and neglect can be reduced by making sure
each family has the support they need in raising their
children in a safe, nurturing environment.”
Partnerships among social service agencies, schools,
faith communities, civic organizations, law enforcement
agencies and the business community contribute to the
success of child abuse prevention programs. One of the
driving forces in this network is Madison County Protective
Services.
In 2021, the agency screened and investigated 313
cases of abuse and neglect. Of those cases, 100 were
classified as neglect, 141 as physical abuse, 55 as sexual
abuse, and 17 as families in need of services.
The agency is one of the best-performing protective
services departments in the state when it comes to completing
intakes in a timely manner and meeting with
families each month. The state average for timeliness
on intakes is 76 percent. Madison County achieved 94.9
percent in 2021. So far this year, Madison County is at
99.3 percent compliance and ranks second in the state
in this category.
As for statistics in the family meetings category, the
state average is 82 percent. Madison County has
achieved 100 percent compliance each year since 2017.
The county ranks first in the state in this category and
is the only county that has maintained 100 percent over
time.
The state issues additional funding to counties that
meet 95 percent compliance in these performance categories.
The money goes toward services for families.
Harris praised the Madison County Protective Services
staff for the work they do.
“We really do have an amazing team. It’s not an easy
job,” she said. “Every one of them, even after a hard day,
comes back the next day ready to go out on the next case
and do what’s needed.”
Jefferson Township on ballot for fire services
By Kristy Zurbrick
Madison Editor
Jefferson Township has placed a property
tax levy on the May 3 primary election
ballot seeking funding for operating expenses
for the Jefferson Township Fire Department.
The request is for replacement of the existing
11-mill levy with an increase of 1-mill
for a total of 12 mills. The replacement
would bring tax collections in line with cur-
Discounts Available to
CenturyLink Customers
The Ohio Public Utilities Commission
designated CenturyLink as an Eligible
Telecommunications Carrier within
its service area for universal service
purposes. CenturyLink’s basic local
service rates for residential voice
lines are $22.20-$27.50 per month and
business services are $36.45-$43.45
per month. Specific rates will be
provided upon request.
CenturyLink participates in a
government benefit program (Lifeline)
to make residential telephone or
qualifying broadband service more
affordable to eligible low-income
individuals and families. Eligible
customers are those that meet
eligibility standards as defined by the
FCC and state commissions. Residents
who live on federally recognized Tribal
Lands may qualify for additional Tribal
benefits if they participate in certain
federal eligibility programs. The
Lifeline discount is available for only
one telephone or qualifying broadband
service per household, and can be on
either wireline or wireless service.
Broadband speeds must be 25 Mbps
download and 3 Mbps upload or faster
to qualify.
A household is defined for the purposes
of the Lifeline program as any individual
or group of individuals who live
together at the same address and share
income and expenses. Lifeline service
is not transferable, and only eligible
consumers may enroll in the program.
Consumers who willfully make false
statements in order to obtain a Lifeline
discount can be punished by fine or
for the Lifeline program.
rent property valuations. The levy would be
for a continuing period of time.
The current levy generates approximately
$2,343,760 per year and costs the
taxpayer $296.10 per year per $100,000 of
property valuation. If passed, the replacement
with an increase would generate
$3,077,476 per year and cost the taxpayer
$420 per year per $100,000 of property valuation.
In the November 2021 election, the township
attempted a different levy request, asking
voters to consider a 5.5-mill additional
levy to build a new fire station and generate
added operating funds. That request failed.
“We heard the message that was sent by
the voters and knew that we must reevaluate
our approach to focus on our most immediate
need—operations,” township officials
wrote in a recent letter to voters.
The fire department’s operating budget
pays for firefighter/EMTs, supplies, fuel,
training, and other day-to-day expenses.
Due to ongoing growth in demand for fire
services and relatively stagnant revenue,
those expenses have been outpacing revenues.
As a result, the fire department has
been dipping into its carryover funds to
make ends meet. This year’s shortfall is estimated
to be $748,927.
“We don’t want to get into a position
where there are not enough funds to maintain
current services,” said Fire Chief Chris
Snyder.
The current 11-mill levy was originally
passed in 1999 and replaced in 2010. In deciding
what to place on the May ballot, the
township determined that replacement of
the 11 mills and the addition of 1 mill would
put “operations on track and provide necessary
funding for years to come.”
“For now, a new firehouse and other much
needed facility improvements and expansions
will have to wait,” township leaders
stated. “These are necessary improvements
and this was a hard choice, but it was a
choice we had to make. Therefore, the new
firehouse is not included in our current (levy)
request.”
This levy represents the fire department’s
primary source of funding.
No Rockin’ on the Run
in ‘22, will return in ‘23
Over the past 13 years, Rockin’ on the
Run, a London-based non-profit, has raised
$233,200 for pediatric brain tumor research.
Each of those years, the group has put on an
event that features a 5K run/walk and auction,
with virtual formats the past couple of
years.
This year, the group is taking a break but
has plans to return in 2023. The volunteers
need a chance to rejuvenate personally.
They also are taking time to look for additional
beneficiaries of their fundraising efforts.
“As a board, we realized that in order to
bring you the best, we have to be at our
best,” said Ashley Winebrenner, Rockin’ on
the Run vice president and co-founder. “Our
team has come together to innovate, adapt
and keep the magic of our event alive, but,
truth be told, it has taken a toll.”
Members of the all-volunteer board have
full-time jobs, families, and other responsibilities.
They need a breather, Winebrenner
said.
As for the search for additional beneficiaries,
the board has been learning about
several different organizations that focus on
pediatric brain tumor research. For nearly
the entire life of Rockin’ on the Run, proceeds
have gone to Nationwide Children’s
Hospital.
“Why are we branching out from Nationwide
Children’s Hospital? Because we are
growing,” Winebrenner said. “And that
means we can extend our reach. NCH is a
great organization and, trust us, we are not
taking this lightly. We are carefully researching,
learning and interviewing to find
additional organizations that fit our core
values perfectly.”
Even though Rockin’ on the Run isn’t
holding a formal event this year, supporters
are still welcome to do their own run or walk
the third Saturday of May and post pictures
(#rockinontherun). Monetary donations are
welcome anytime.
Plans for the event’s return in 2023 include
in-person and virtual options, a butterfly
run for children (a.k.a. kids’ fun run),
games and more.
Visit www.rockinontherun.org and follow
the group on Facebook, Instagram and
Twitter for updates and details on how to
make donations. Questions also may be directed
to (740) 490-2531 and info@rockinotherun.org.
Rockin’ on the Run, an event that raises funding for pediatric brain tumor research,
will not take place this year. The event will return in 2023.

Mt. Sterling Library seeks levy renewal with increase
By Kristy Zurbrick
Madison Editor
Mount Sterling Public Library is on the
May 3 primary election ballot with a levy request
for operating expenses.
The library is seeking a five-year renewal
of its 0.4-mill tax levy with an increase of 0.1
mills for a total of 0.5 mills. The levy applies
to residents of Pleasant Township and the
village of Mount Sterling.
Currently, the levy generates $30,470
per year and costs the taxpayer $12.95 per
year per $100,000 of property valuation. If
renewed with the increase, the levy would
generate an estimated $38,583 per year and
cost the taxpayer $16.45 per year per
$100,000 of property valuation.
New dispatcher position
The current levy represents 12.47 percent
of the library’s revenues. The library’s
other sources of revenue are the government
library fund and donations. The library is
asking for the 0.1-mill increase primarily to
keep up with the cost of materials.
“We increased our book budget from
$13,500 in 2021 to $16,200 in 2022, but that
is still buying us about the same amount of
materials because costs have gone up so
much,” said Steve Brindza, library director.
As an example, he noted that hardback
books used to cost $23-$24. Now, they cost
about $29-$30.
“The increase in material cost is something
that every single library and book
buyer is facing. These are things there’s no
getting around, unfortunately,” Brindza
said.
Brindza said he and his staff constantly
look for ways to save money on operating
costs, such as buying in bulk, watching for
bundle deals, and locking in utility costs.
“We don’t waste. We don’t spend on the
fly. Everything is judiciously done,” he said,
adding that the requested increase in millage
would “really help,” and the additional
cost to the taxpayer would be small—an additional
$3.50 per year per $100,000 of property
valuation.
Brindza said the library strives to be a
one-stop place for patrons’ needs—whether
it’s books, DVDs, resource recommendations,
storytimes, programming, or copies
and faxes. The staff is gearing up for its
summer reading program which will include
special events, performers, and prizes. The
bookmobile is back in action for the season.
“We are always working to bolster our
collection, keep our shelves very full, and do
as much outreach as we can,” Brindza said.
“We have a great staff... They are fixtures
in the community.”
The village of West Jefferson has created
a new position in the police department to
help cover temporary staff vacancies.
On April 4, village council approved the
creation of a full-time dispatcher position.
The hiree will fill in for fellow dispatchers
who are on vacation, sick leave, or who call
off from work.
The position does not come with set shifts
or set days off, but it does come with a guaranteed
32 hours per week and 80 percent of
the village’s benefits package. If no fill-in
work is needed in a given week, the hiree
will work a regular shift(s) to meet the guaranteed
hours.
The police department currently has four
full-time dispatchers and four part-time dispatchers.
The part-time dispatchers do not
have set shifts or guaranteed hours. All
part-timers currently on staff have full-time
jobs elsewhere, so their availability to fill in
is limited, said Police Chief Chris Floyd.
When part-timers are not available, the department
calls on full-timers to fill in which
leads to overtime.
Floyd said the department will first offer
the new position to current staff members.
If there is no interest from current staff
members, the job will be posted to the public.
Pay will be based on previous experience.
The new position does not require an increase
in the police budget, Floyd said.
Ashley Winebrenner, Agent
On March 31, Ohio Governor Mike DeWine joined Ohio Attorney
General Dave Yost and Ohio State Highway Patrol (OHSP) Superintendent
Col. Richard Fambro to announce a joint initiative that
will give local law enforcement officers increased access to technology
to help them identify criminals responsible for deadly shootings
and other incidents of gun violence in Ohio.
The announcement took place at the Ohio Bureau of Criminal
Investigation (BCI) in London.
As part of the new Ohio Ballistics Testing Initiative, the Ohio
Department of Public Safety’s Office of Criminal Justice Services
will award a total of $10.5 million to BCI and Ohio State Highway
Patrol to increase the number of National Integrated Ballistic Information
Network (NIBIN) units in Ohio from seven to 16.
The joint initiative will provide more opportunities for law enforcement
to submit firearm evidence for scientific analysis, while
simultaneously decreasing turnaround time on testing results.
“We must do more to hold accountable the small number of dangerous
criminals who are responsible for most of the gun violence
in our state—the convicted felons who have lost their right to possess
firearms, yet they continue to carry and use guns to hurt and kill
people,” DeWine said.
“By more than doubling the number of NIBIN units in Ohio, we’ll
give our local law enforcement partners easier access to this crimesolving
technology to help develop investigative leads that result in
arrests. With the help of this initiative, we are confident that more
gunmen will be brought to justice, future shootings will be prevented,
and lives will be saved.”
Firearm forensic scientists use NIBIN to analyze microscopic
markings on bullets and shell casings associated with criminal investigations
and compare them to firearm evidence connected
to other crimes. A match indicates that the same
firearm may have been used in multiple shootings, and
law enforcement can use this information as an investigative
lead.
Of the $10.5 million in funding, the Ohio Attorney
General's Office will receive $9.2 million to place five
new NIBIN machines at BCI’s state crime labs in London,
Bowling Green and Richfield. BCI also will begin
using two transportable NIBIN units to test evidence
on-site in underserved areas of the state, such as southeast
Ohio’s Appalachian region.
“Every bad guy’s gun tells a story, and that story
leads back to the bad guy. But it takes science and data
and technology to be able to read that story,” Yost said.
“Today’s initiative means more bad guys in prison,
where they belong, and fewer guns where they don’t.”
The OSHP, which currently outsources its ballistics
testing to other Ohio labs, will begin testing all of their
own evidence with two new NIBIN machines located at
the Ohio Department of Public Safety headquarters in
Columbus and at the OSHP Cleveland District Headquarters
in Brookpark. As part of this initiative, OSHP
also will accept firearm evidence from local agencies for
testing free of charge.
“By bringing NIBIN technology in-house at the Ohio
State Highway Patrol, we’ll take some of the testing
burden off other labs so that scientists can focus solely
on local cases,” Fambro said. “We’ve had great success
using NIBIN to connect illegally-possessed firearms
found during our traffic stops to gun violence cases in
communities throughout the state, and we expect more
positive results when the initiative is fully underway.”
Ohio’s existing NIBIN units are located at police departments
and crime laboratories in Canton, Cincinnati,
Cleveland, Columbus, Dayton, Toledo, and at
BCI’s Richfield lab.
The initiative’s grants are funded through the American
Recovery Plan Act (ARPA). In December, DeWine
and the Ohio General Assembly dedicated $250 million
in ARPA funds to first responders to help them address
various pressing issues exacerbated by the COVID-19
pandemic, including an increase in violent crime. In addition
to the Ohio Ballistic Testing Initiative, this funding
will be used to support local law enforcement
agencies in their efforts to reduce violent crime, increase
recruitment, and eliminate testing backlogs at
crime laboratories and coroners’ offices in the state.
Isacc Morgan, 13, of London, is holding a bake sale
on Saturdays, 10 a.m.-3 p.m., through May 28 outside
The Paper Boutique, 117 S. Main St., London. He
recently was named to the Ohio All Star Wrestling
Team. The bake sale, which features homemade
chocolates and cookies, is one way he is raising
money to cover the expenses of being part of the
team. He also has a GoFundMe page, is seeking
sponsorships, and is raffling off a charcoal grill/BBQ
smoker ($10 per ticket, drawing at 1 p.m. May 31 at
ADS in London). As an All Star, he will train with
some of the best wrestlers in Ohio, then compete in
17 dual matches and one tournament across 10
states. This year’s Ohio All Star team consists of 19
wrestlers. Team members are selected based on
their academic, athletic and civic achievements. The
program has been around for 39 years.
HUNTER
Crystal “Brooke” Hunter, 33, went to meet the Lord on March
31, 2022. My mommy was raised in West Jefferson, Ohio, and graduated
from Bishop Ready High School. She was a kind, caring, and
thoughtful mother who had a heart of gold. Mommy had a love for
animals and enjoyed working with them at the shelter. She loved
taking care of elderly people, and that is what drove her passion to
become an STNA. She was a great mother, daughter, auntie, friend,
sister, nurse, cousin, wife, and niece.
My mommy was one of the biggest nurturers. She was the sweetest
person, a great daughter, and the best mommy. She was and always
will be a strong woman. She always knew how to make me
and others laugh. She had the biggest smile and the prettiest teeth,
and “Oh, you should have seen her beautiful blue eyes.”
Mommy always knew what to say when I was upset, and she had
such a soothing voice when she sang. She would always play Christmas
and Halloween movies during Christmas and Halloween time.
I loved when she would brush my hair after my showers and sing
to me. I remember loving my “Hot and Cold” blanket, thinking it
was magic, and you convinced me it was. I loved it because we had
the best times. I loved growing up with you and always thinking
about how beautiful my mom was. You had the biggest heart. You
got that from your mom, Danise, and I got it from you.
Brooke was preceded in death by: her father, Chris Hunter;
grandmother, Marlene Hunter; grandparents, Dan and Martha Mc-
Quirt; uncles, Rick, Mark, Dale and Bob; and aunt, Kathy.
She is survived by: her daughter, Jaiden Faith Hunter; loving
mother and step-dad, Danise and John Corriveau; brother, Scott
(Tari) Hunter; sisters, Chantal and Lauren Corriveau; aunts, (Uncle)
Karen (Bill) Hawkins and Diane (Wendel) Chapman; uncles, Brad
(Trisha) Hunter and Danny (Patty) McQuirt; husband, Shane
I love you Mommy, and I know you are at peace now and I can
always look up and see you and pray to you. Mommy, I know you’re
Permanent improvement funds will cover
the cost. The district has been leasing
phones from its service provider; the cost for
service and the equipment lease is $3,000
per month. By purchasing rather than leasing
phones, the district will save $2,800 per
month, according to Treasurer Todd Mustain.
“We will quickly recoup the cost of that
equipment over nine or 10 months, and
then, after that, we should realize a savings
of between $25,000 and $30,000 per year,”
he said.
For both the network upgrade and phone
equipment, the district sought multiple
bids, taking the lowest and best bids.
The district recently purchased more
Chromebooks for $116,000. Emergency Connectivity
funds covered the cost up-front.
The district is waiting on reimbursement
through federal E-Rate funds. The reimbursement
will go into the local permanent
improvements fund for use on other projects.
As for school buses, the district received
$180,000 from the state to purchase four
school buses. Each bus costs $110,000. The
state funding will cover $45,000 per bus.
The district will cover the other $65,000 per
bus using permanent improvement funds.
The goal is to get on a purchasing cycle
of two buses per year, Mustain said, adding
that the district has been playing catchup
for the past five years.
“We had a lot of old buses to replace all
at once,” he explained.
The goal is to get to a point where no bus
in the district’s fleet is more than 10 years
old. If the state maintains its current funding
level for buses, the district should be
able to achieve the two-buses-per-year cycle.
New buses should mean a savings in the
general fund in the form of less gas and
maintenance, Mustain added.
The school board approved a $62,000 increase
in appropriations for the foodservice
department. Mustain said the added costs
were due to an increase in meal purchases
and increased food costs related to supply
chain issues. He anticipates that increases
in federal reimbursements for foodservice
will cover those increased costs.
The school board’s next regular meeting
is scheduled for 7 p.m. April 19 in the district
meeting room at the elementary building.
