INTENT To rezone portions of lands as shown below to accommodate the subdivision and consolidation of existing properties and rezone them to the appropriate zoning designation. AFFECTED LAND - BYLAW 422/2022 1. The remainder of the 34.40 hectares in Surface Parcel No. 111612743 will also be rezoned form AR1 – Agriculture/Resource 1 District to AR2 – Agriculture/Resource 2 District. AFFECTED LAND - BYLAW 423/2022 1. The Zoning Map referred to in Appendix A of Zoning Bylaw 376/2019 is amended by rezoning the remainder of the NW ¼ 10-23-23 W2M from AR1- Agriculture/Resource 1 District to AR2 – Agriculture/Resource 2 District to accommodate the consolidation of Lot 10A with adjacent property, as shown within the bold dashed line of the attached subdivision plan which forms part of this bylaw. 2. The Zoning Map referred to in Appendix A of Zoning Bylaw 376/2019 is amended by rezoning Lot 10A, Block 1, Plan 101917863, LS1 – Lakeshore Residential 1 District to accommodate the consolidation of Lot 10A with adjacent property with Lot 10A totaling 0.28 hectares, as shown within the bold dashed line of the attached subdivision plan which forms part of this bylaw. REASON To make the appropriate map changes to the “Zoning Bylaw” map to accommodate subdivision and consolidation. PUBLIC INSPECTION Any person may inspect the Bylaw at the R.M. office between the hours of 9:00 am to 4:00pm between Monday and Friday excluding statutory holidays. The Proposed Bylaws are available for viewing on our website at www.rmof mckillop220.com. In addition, the attached related rezoning and subdivision plan is available for viewing either at the RM office or online. PUBLIC HEARING Council will hold a public hearing on Tuesday, May 10, 2022, at 9:00 a.m. in Council Chambers to hear any person or group that wants to comment on the proposed bylaw. Council will also consider written comments received at the hearing or delivered to the R.M. Administrator at the R.M. office before the hearing. Brandi Morissette Sunflower for Ukraine When the war in Ukraine started, I thought there must be something that I could do to support them. I contacted a Ukrainian friend to see what his thoughts were. He suggested that I do a fundraiser to support the efforts of the Ukrainian Canadian Congress of Saskatchewan. As a painter, I thought I could do something with my art. I decided to raise money by selling prints of an original painting of a Sunflower, Ukraine’s national flower. Western Litho Printers in Regina has played a significant role by sponsoring the cost of printing. We’ve created two poster sizes available for purchase, with a portion of the proceeds going to the Ukrainian Canadian Congress of Saskatchewan - 8”x10” for $15 or 16”x20” for $20. The 1918 influenza pandemic perhaps being the most notable, with some estimates putting the death toll as high as 50 million. There was also the bubonic plague in the mid-1300, which killed millions more. Now we have the COVID-19 pandemic, which has touched about every locale on the planet and has a death toll of more than 6-million. Perhaps more concerning than the impact of COVID and the fundamental changes to our lives over the last 30 months is how the human pandemic has coincided with a couple of major livestock diseases. Recently, in Canada, there’s been an outbreak of avian influenza found in three flocks in Alberta. The Alberta outbreak came only a short time after the flu spread across southern Ontario, with the East Coast reporting cases earlier this year. The Centers for Disease Control and Prevention website www.cdc.gov says, “highly pathogenic avian influenza viruses cause severe disease and high mortality in infected poultry. Only some avian influenza A(H5) and A(H7) viruses are classified as HPAI A viruses, while most A(H5) and A(H7) viruses circulating among birds are LPAI A viruses. HPAI A(H5) or A(H7) virus infections can cause disease that affects multiple internal organs with mortality up to 90 percent to 100 percent in chickens, often within 48 hours.” The good news is bird flu viruses do not normally infect humans, but the disease is concerning in terms of what it might mean to the chicken industry. We need only go back a couple of years to recall that African Swine Fever devastated the swine in China through 2019, with thousands of animals dying and more than a million culled to control the disease. Even with control measures, African Swine Fever spread to Southeast Asia and eastern Europe, with cases found in Vietnam, Cambodia, Laos, Korea, Myanmar, the Philippines, Poland, Belgium and Bulgaria. African Swine Fever is not a threat to human health and cannot be transmitted from pigs to humans. But ASF is highly contagious and a deadly viral disease affecting both domestic and feral swine of all ages. What is interesting about COVID, ASF, and Avian flu is how they affect concentrated populations. They are highly mobile, allowing for the rapid spread of diseases. Human populations are increasingly clustered in huge urban centres with significant travel connections almost hourly. Likewise, Pigs and chickens are highly concentrated livestock with huge enclosed populations. Though there are typically tight biosecurity measures taken, many international imports and exports of pigs, pork products, and feedstuffs occur. There are obviously independent incidents, but the commonality of crowded populations should at least be a possible red flag. The following changes to the Zoning Bylaw are proposed: Textual Amendments and Zoning District Map Amendment INTENT The proposed Zoning Bylaw amendment will: • define day care facilities; • provide development standards for day care facilities; • provide for day care facilities as a permitted use in the Commercial Zoning District; and • amend the Zoning Map to rezone Parcel A, Plan 101112039, Ext. 8, surface parcel 111565830 from “R – Residential” to “C – Commercial” as noted below in red bold outline. PURPOSE The proposed amendment will provide for the Council to consider an application to establish a day care facility at the above noted property, civically known as 690 Main Street. As the affected property is currently zoned as “R-Residential”, the land is required to be rezoned to “C-Commercial” to accommodate the proposed development. PUBLIC INSPECTION Any person may inspect Bylaw No. 01-2022 at the office of the Village of Bethune office located at 101 Railway Avenue in Bethune during regular office hours. Copies of the bylaw will be made available. PUBLIC HEARING The Council will hold a public hearing at the municipal office for the Zoning Bylaw amendment on Tuesday, May 3, 2022 at 7:00 pm. The purpose of the public hearing is to hear any person or group that wants to comment on the proposed Bylaw. The Council will also consider written comments received at the hearing or delivered to the undersigned at the municipal office before the hearing.
