District <strong>Vol</strong>unteer<br />

Fire Department<br />

put on a fundraiser with<br />

dinner, silent auction, raffles<br />

galore, games and Celtic<br />

music! It was a resounding<br />

success with 200 people in<br />

attendance, all ready to have<br />

some fun in support of a<br />

great cause.<br />

The Lumsden and District<br />

<strong>Vol</strong>unteer Fire Department<br />

recently initiated a fundraising<br />

campaign to acquire<br />

a new rapid response rescue<br />

unit to complement its<br />

existing fleet and equipment. As Fire Chief<br />

Jeff Carey shared in his remarks at the event,<br />

improving the team’s rapid response capability<br />

will allow for trained firefighters to<br />

quickly reach an accident or fire scene, giving<br />

the crew time to assess the situation and plan<br />

how to best use the rest of the firefighters<br />

when they arrive. In any emergency, time<br />

is one of the most important tools at their<br />

disposal. Early intervention and action saves<br />

lives - the lives of neighbours, friends, families<br />

- people you may know. The Fire Department<br />

and other first responders they routinely<br />

work with play a huge (and often unsung) role<br />

in keeping this community safe for everyone.<br />

Over the next three years, the Fire Department<br />

has set an ambitious goal of raising<br />

$250,000 to acquire a new rapid response<br />

rescue truck outfitted with the equipment it<br />

needs to provide its invaluable service to the<br />

Lumsden area. While it is noteworthy that the<br />

Town and RM of Lumsden provide ongoing<br />

financial support to the Fire Department<br />

and have allocated capital funds for regular<br />

replacement of major equipment, it is recognized<br />

that they also have other financial obligations<br />

within the community. Obtaining the<br />

specialized rapid response rescue unit within<br />

the next few years is an additional need identified<br />

by the Fire Department, and one which<br />

the members are committed to specifically<br />

fundraise for.<br />

As one of several fundraising events and<br />

activities planned over the next few years, the<br />

St. Patrick’s Day celebration was a great start<br />

to the formal campaign. Chief Carey extended<br />

appreciation to the many businesses and individuals<br />

who generously supported the night’s<br />

event with a wide selection of donated raffle<br />

prizes and auction items. As he pointed out,<br />

without them, the evening would not have<br />

been as successful nor nearly as much fun!<br />

The Fire Department is also seeking corporate<br />

sponsorships and will be pursuing<br />

government or other grants that may be available.<br />

One of the first major donors supporting<br />

the rapid response rescue unit initiative is K<br />

+ S Potash Canada, Bethune mine, who has<br />

generously donated $7,500 to the cause. Chief<br />

Carey acknowledged this grant to the crowd<br />

and extended appreciation on behalf of all of<br />

the Lumsden firefighters for this early support<br />

and the progress it represents in achieving<br />

their overall target!<br />

Watch for announcements of future events<br />

and activities hosted by the Lumsden and<br />

District <strong>Vol</strong>unteer Fire Department. Current<br />

plans include a similar Oktoberfest evening in<br />

the fall and a few smaller initiatives throughout<br />

the summer. You won’t want to miss the<br />

next opportunity to have a great time and<br />

maybe help save a life while you’re at it!<br />

Wyatt said their original development<br />

plans have changed due to listening<br />

to feedback from the RM and neighbours. He<br />

explained that he wants to build a low-density<br />

single-family home that he will resell—highlighting<br />

that being designated CR1 does not<br />

permit further subdivision. Heritage Branch<br />

had requested a second Historical Resource<br />

Impact Assessment (HRIA), which is underway.<br />

Wyatt further said he understood that the<br />

road would be negotiated through a service<br />

agreement further in the process.<br />

Taking <strong>issue</strong> with the location of the access<br />

road, Pelican Point residents spoke about safety<br />

concerns for their residents and residents of<br />

the new development. They said the proposed<br />

access is located in the middle of a steep hill<br />

on the narrow road, which serves as the only<br />

access into the community. Concerns included<br />

blind spots on a steep incline that could be<br />

hazardous to vehicles and residents utilizing<br />

the road for walking, biking or quadding.<br />

They asked the developer to reconsider its<br />

location.<br />

Because the speed limit is 30km/hr, Councillor<br />

Garry Dixon suggested residents abide by<br />

it. One resident explained that it is a popular<br />

fishing destination, and people don’t always<br />

follow the rules.<br />

There were 5 Letters of opposition from area<br />

residents and the Resort Village of Pelican<br />

Point. Concerns varied.<br />

Future use was not defined properly because<br />

the applicant had initially tried to get approval<br />

for a campground which would add pressure to<br />

the existing infrastructure.<br />

Concerns over environmental impact - first<br />

nations gravesites and;<br />

campsites - increase in trespassers and increased<br />

fire risk.<br />

There was also concern that it was a backdoor<br />

approach to additional subdivision development.<br />

Wyatt responded to the concerns and<br />

answered questions. He said he picked the<br />

location because it would provide dual access<br />

to both parcels with minimal disturbance and<br />

thought it was safe. However, he said other<br />

options could be negotiated in the service<br />

agreement.<br />

“We are trying to do minimal disturbance<br />

so putting a road all of the way up to the top<br />

is more disturbance. Is it doable? Absolutely,<br />

for sure it is. Safety is super important. We<br />

are not here to cause <strong>issue</strong>s. We want it to be<br />

safe.” Wyatt also commented that he currently<br />

doesn’t have legal access to his quarter of land.<br />

He said he wants to find solutions that work for<br />

everybody.<br />

Wyatt addressed the letter the Village of Pelican<br />

Point sent to community planning. He said<br />

their concerns were not relevant to the current<br />

rezoning application because the Village’s<br />

concerns were about the previous campground<br />

application.<br />

“This is going on record today, me standing<br />

in front of Council saying we are not going<br />

ahead with that campground. That’s not happening<br />

at all. So any discussions around in my<br />

mind should be null and void because it’s not<br />

happening. What’s happening on this is exactly<br />

what’s in front of you today…what we do with<br />

the remaining 92 acres that are zoned agriculture<br />

we don’t know. We have no development<br />

plans today for that. I can guarantee you it will<br />

not be a long term seasonal RV resort.”<br />

Reeve Bob Schmidt reminded the Council<br />

that Community Planning still needed to put<br />

their stamp of approval on the subdivision<br />

despite what the Council decided regarding<br />

rezoning. Some of the comments from the<br />

Council included - Councillors Gilbert, Arndt,<br />

and Romanyk voiced concerns about future<br />

development. Councillor Whitrow said they<br />

have similar accesses at Alta Vista and haven’t<br />

had any problems.<br />

Councillor Gilbert said he has no problems<br />

with a person building a residence to enjoy the<br />

lake but had road concerns. Reeve Schmidt had<br />

concerns about the road, saying it was better to<br />

have direct access from a grid.<br />

Councillor Labatte said she was ok if Wyatt<br />

compromised.<br />

Chief Administrative Officer Brandi Morissette<br />

reminded the Council they had suggested<br />

rezoning to CR1 because there were more<br />

restrictions.<br />

Second and third readings passed with<br />

Councillor Arndt the only no vote.<br />

We reached out to the RM to ask them about<br />

the next steps in the process and clarify what<br />

the vote was approving. The CAO responded,<br />

“no comment.”<br />

Town of Lumsden intends to adopt a bylaw under The<br />

Planning and Development Act, 2007 to amend Bylaw<br />

No. 15-2002, known as the Zoning Bylaw.<br />

INTENT<br />

To amend the Zoning Bylaw to include ‘large accessory buildings’<br />

as a discretionary use in the Residential Multiple (R2) District.<br />

Large accessory buildings are defined as having a floor area greater<br />

than 92 metres squared (1000 feet squared) and/or have a height<br />

greater than 4.5 metres (15 feet). Currently large accessory<br />

buildings are a discretionary use in three of the six residential<br />

districts in the Zoning Bylaw. Discretionary uses are a use of land,<br />

building, or other structure that may be permitted in a zoning<br />

district only at the discretion of and at a location specified by<br />

Council. Including large accessory buildings as a discretionary use<br />

may allow residents with properties in the R2 District to construct<br />

these types of buildings.<br />

REASON<br />

To establish ‘large accessory buildings’ as a discretionary use within<br />

the R2 District to accommodate the construction of accessory<br />

buildings with a floor area greater than 92 metres squared (1000<br />

feet squared) and/or with a height greater than 4.5 metres (15<br />

feet).<br />

Any person may inspect the bylaw at the Lumsden Municipal<br />

Saskatchewan. As a painter, I thought I could do something with my art.<br />

I decided to raise money by selling prints of an original painting of a Sunflower,<br />

Ukraine’s national flower.<br />

Increasingly<br />

clustered<br />

Disease pandemics are, of course, not new. The 19<strong>18</strong><br />

influenza pandemic perhaps being the most notable,<br />

with some estimates putting the death toll as high as 50<br />

million.<br />

There was also<br />

the bubonic<br />

plague in<br />

the mid-1300, which<br />

killed millions more.<br />

Now we have the<br />

COVID-19 pandemic,<br />

which has touched<br />

about every locale on<br />

the planet and has<br />

a death toll of more<br />

than 6-million.<br />

Perhaps more concerning<br />

than the impact<br />

of COVID and the<br />

fundamental changes<br />

to our lives over the<br />

last 30 months is how<br />

the human pandemic<br />

has coincided with a<br />

couple of major livestock<br />

diseases.<br />

Recently, in Canada,<br />

there’s been an outbreak<br />

of avian influenza<br />

found in three<br />

flocks in Alberta. The<br />

Alberta outbreak came<br />

only a short time after<br />

the flu spread across<br />

southern Ontario,<br />

with the East Coast<br />

reporting cases earlier<br />

this year.<br />

The Centers for<br />

Disease Control and<br />

Prevention website<br />

www.cdc.gov says,<br />

“highly pathogenic<br />

avian influenza<br />

viruses cause severe<br />

disease and high mortality in infected poultry. Only some avian influenza A(H5)<br />

and A(H7) viruses are classified as HPAI A viruses, while most A(H5) and A(H7)<br />

viruses circulating among birds are LPAI A viruses. HPAI A(H5) or A(H7) virus<br />

infections can cause disease that affects multiple internal organs with mortality up<br />

to 90 percent to 100 percent in chickens, often within 48 hours.”<br />

The good news is bird flu viruses do not normally infect humans, but the disease<br />

is concerning in terms of what it might mean to the chicken industry.<br />

We need only go back a couple of years to recall that African Swine Fever devastated<br />

the swine in China through 2019, with thousands of animals dying and more<br />

than a million culled to control the disease.<br />

Even with control measures, African Swine Fever spread to Southeast Asia and<br />

eastern Europe, with cases found in Vietnam, Cambodia, Laos, Korea, Myanmar,<br />

the Philippines, Poland, Belgium and Bulgaria.<br />

African Swine Fever is not a threat to human health and cannot be transmitted<br />

from pigs to humans. But ASF is highly contagious and a deadly viral disease<br />

affecting both domestic and feral swine of all ages.<br />

What is interesting about COVID, ASF, and Avian flu is how they affect concentrated<br />

populations. They are highly mobile, allowing for the rapid spread of<br />

diseases.<br />

Human populations are increasingly clustered in huge urban centres with significant<br />

travel connections almost hourly. Likewise, Pigs and chickens are highly<br />

concentrated livestock with huge enclosed populations. Though there are typically<br />

tight biosecurity measures taken, many international imports and exports of pigs,<br />

pork products, and feedstuffs occur.<br />

There are obviously independent incidents, but the commonality of crowded<br />

populations should at least be a possible red flag.<br />

The<br />

Man<br />

Have you ever built a fire on a beach<br />

and cooked freshly caught fish over it?<br />

Jesus, the man, did! He enjoyed the<br />

meal with his friends just as we do.<br />

Jesus went from town to town with his<br />

friends to visit other friends. He went to<br />

church regularly, something some of us<br />

have forgotten to do! He gave thanks<br />

and honoured his heavenly Father. We<br />

forget that also! During his travels with<br />

his friends, Jesus healed the sick and<br />

enabled the lame to walk and the blind<br />

to see. He was a man, born of his mother<br />

Mary but conceived by the Holy Spirit.<br />

(Matt 1&2) Jesus Christ is wholly God<br />

and wholly human. His humaneness<br />

enables him to feel our pain, sorrow and<br />

grief as well as our joy, happiness and<br />

thanksgiving. He had good times and<br />

bad times with his family and friends,<br />

just as we all do.<br />

His earthly parents, Mary and Joseph,<br />

were told, “he will save his people from<br />

their sins.” That meant a living sacrifice<br />

on his part! (Matt 1:21b)<br />

Beautiful baby Jesus, born in a manger!<br />

What blessedness, happiness and<br />

joy! But even as a helpless child, Jesus<br />

had to be rushed from his place of refuge<br />

and hidden from men who wanted<br />

to kill him. People showed humane acceptance<br />

of him as long as they could<br />

tolerate whatever he was doing. In Matthew<br />

chapter 16, Jesus is revealed as<br />

Messiah! Jesus predicts his death and<br />

warns his disciples, who are his companions,<br />

friends and family, that he<br />

must “go to Jerusalem and suffer many<br />

things at the hands of the elders, chief<br />

priests and teachers of the law. He must<br />

be killed and, on the third day after, he<br />

will be raised to new life.” (Matt 16:21)<br />

What a shock! How would we feel if a<br />

close friend made such a revelation?<br />

Every human emotion would overcome<br />

us – joy changes to pain, unbelief to<br />

horror, sympathy to fear, anger to sadness,<br />

surprise to shame, pity to social<br />

rejection. The human reaction to such<br />

fear is fight or flight! That crossed the<br />

minds of all Jesus’ followers, and they<br />

chose flight! What would be our reaction?<br />

In Matthew 26:38, Jesus asks his<br />

friends to stay with him and keep watch<br />

with him in the Garden of Gethsemane.<br />

They go to sleep! Jesus prays “My Father,<br />

if it is possible may this cup be taken<br />

from me. Yet, not as I will but as you<br />

will.” Again “My Father, if it is not possible<br />

for this cup to be taken away unless<br />

I drink it, may your will be done.” Jesus’<br />

complete submission!<br />

“For God so loved the world He gave<br />

His only begotten Son........” (John 3:16)<br />

Such anguish to blessedness! Such<br />

pain to peace! Such sorrow to rejoicing!<br />

Such fear to love! All human emotions<br />

were on the Cross! A human, living sacrifice<br />

for a sinful, dying world! He was<br />

led like a lamb to be slaughtered! The<br />

Prince of Peace! Immanuel! Only Jesus<br />

can save us from our sins. Every one of<br />

us – even Putin!<br />

He is Risen! He Lives!<br />

Happy 101st to Irene<br />

Degenstein!<br />

A true prairie pioneer, having raised ten children on a farm near<br />

Battleford, Saskatchewan.<br />

At 101, she is in remarkable health, improving after a few months of decline. This past November,<br />

she was sleeping a lot, her heart rate slowed, and she was not eating much. It seemed like our<br />

farewell might be near. But, Around Christmas, she rallied, asked for her teeth and was eating<br />

chocolate on Christmas Day!<br />

Ever since then, Irene has steadily improved. She has good days when she is sharp and remembers<br />

names and family details - she even recalled her twin boys’ birthdate. She hears without hearing aids,<br />

reads books, and on this day, recognized both her visitors, Son Stephen and his wife Pam, and greeted<br />

them with a big smile.<br />

Her longevity is a marvel, and her inimitable grace and unflappable nature are still very much intact.<br />

Irene told stories of raising ten kids over two decades. You learn a thing or two to survive and sleep!<br />

She said that after getting up in the cold prairie winters to rock the first few babies, she soon learned<br />

that she could rock the wooden cradle with her foot while still in bed under the warm blankets. She<br />

baked a dozen loaves of bread every Saturday and sang in the church choir every Sunday for over four<br />

decades.<br />

She talked about growing up in Victoria, BC, and seeing Emily Carr having solo picnics in the park<br />

with her menagerie of assorted animals. ‘She was a funny one, a bit off,’ Irene said of the famously eccentric,<br />

brilliant artist.<br />

Irene has always lived by the words of the Canadian Girls in Training creed: “Cherish health, seek<br />

truth, know God, serve others” She’s raised ten wonderful children and has dozens of grandchildren and<br />

even more great-grandchildren.<br />
