ISSUE<br />

The food stamp program, created in 1977<br />

to help low-income families, is now called<br />

Supplemental Nutritional Assistance<br />

Program (SNAP). Benefits are loaded onto<br />

plastic electronic benefit cards <strong>and</strong> can<br />

only be redeemed at authorized stores.<br />

However, fruits <strong>and</strong> vegetables are more<br />

expensive than many non-healthy foods,<br />

thus affecting families’ food choices.<br />

SOLUTION<br />

The Double-Up Food Bucks Program was<br />

created, which doubles the amount <strong>of</strong><br />

fresh fruits <strong>and</strong> vegetables individuals<br />

in Lucas County receive with their SNAP<br />

dollars. The program gives incentive to<br />

families to get fresh fruits <strong>and</strong> vegetables,<br />

<strong>and</strong> it supports local farmers’ markets.<br />

OUTCOME<br />

In <strong>Toledo</strong>, more than 2,000 customers <strong>and</strong> 50 vendors<br />

at the two markets operated by the <strong>Toledo</strong> Farmers<br />

Market Association have benefitted from $26,086<br />

in sales from SNAP benefits <strong>and</strong> $24,501 in Double-<br />

Up Food Bucks. The combined sales from SNAP <strong>and</strong><br />

Double-Up Food Bucks are a 1,250 percent increase<br />

over SNAP sales alone in 2010 at the markets.<br />
