Anew tool to arrestruralcrime
By ADAM BURNS
ASmartphone
applicationto
help rural
communitieshas
been developed,
after it was found
more than three
quarters of crime
on farms goes unreported.
It is partofarural crime prevention
programmebeing trialled in the
Waimakaririand Hurunuidistricts over
the next two years, beginning from this
week.
It is hoped the app —named Rural
Reporting —can help lift public
reporting of incidents and suspicious
activity.
Users can capture aphoto and enter
further details whichgenerates areport.
They can alsouse the app offline, by
savingreports and later uploadingthem
when back in cellphone coverage.
Policesenior constable TonyMaw says
it is similar to the Snap SendSolve app
used by somedistrictcouncils.
‘‘If we don’tknow aboutit, it’s not
happening,’’ he says.
‘‘If we can see there is aproblem, then
we’re in aposition to do something about
it.’’
The most frequent crimes highlighted
are illegal hunting and poaching,
followed by property theft and
slaughtering or theftoflivestock.
However, apolice surveyreveals rural
crime was largely unreported.
Mr Maw saysthis was afactorinabout
80 percent of rural incidents.
‘‘We’ve discovered it’s not just fuel
theft,but it’s also hunting and
trespassing.
He saysthere has beensome
investigationasto what barriers are
preventing communitymembers
reporting incidents.
The app willnot ‘‘replace’’ standard
services including 111 for emergencies
or the 105 onlineservice.
‘‘Theyare still reallyimportant
channels,’’ Mr Maw says.
‘‘It’sjust anotherreporting channel.’’
Policeunveiled the app and
The trial will also utilise ‘‘geospatial
capability’’ to create arural crime
dashboard for the area.
All reportedcrime and suspicious
activity will be mappedonthe
dashboard.
Mr Gordon saysthe communityhas
beenconcerned around agradual rise in
rural crime.
‘‘It’sgreat to see the Police looking at
new ways to equip farmers to report
rural crime and be involved in combating
this rise,’’ he says.
‘‘I’d strongly encourageeveryonein
our rural communities to download this
app and use it to reportsuspicious
activity, and help play apart in making
our rural areassafer.’’
An increase has also been felt further
north in the Hurunuidistrict.
Mrs Black saysthe app will provide a
direct link for ruralresidents and the
Police to react to crimes in rural
Hurunui.
‘‘Asalarge rural district, Ioften hear
farmers talk aboutthe rise of rural
crimes like fuel theft and poaching and
how it affects them. Ithink the
functionality willalso help in how
quicklyPolice can respond and start
investigating thesecrimes.’’
Connectivity push continues
Waimakariri MP MattDoocey vows to
keep advocating for business owners and
residentsinNorthCanterbury for
improved connectivity.
While partsofthe region can look
forward to improvements in their internet
and phone services thanks to the latest
fibre rollout,there remains alarge
population for whomreliable connectivity
is still adistant dream.
Mr Doocey brought the area’sservice
providers together on Monday evening, at
the Mandeville SportsClub, to update
residents, afterhosting apublic meeting in
December, where residents reported
widespread issues across parts of the
district.
Spark,inparticular, was under fireat
the Decembermeeting,with its
engagement and planningmanager
GraemeMcCarrisonfielding muchofthe
criticism. Mr McCarrison,onbehalf of
Spark,agreedtoinvestinthe region’s
infrastructure to improve connectivityfor
residentsand business owners.
Mr McCarrison said on Monday evening,
Spark had worked with individuals to
ensurethose with medical issues and
other emergency situations had had their
connectivityissues resolved.
It was notgoing to be aquick fix forthe
whole area, and Sparkcommitted to
continue its project to work through all
those other cases identified at the
previous meeting.
AmuriNet’sChris Roberts outlined the
Mandeville areadue to secure fibre by the
end of the year, but saidthose outsidethe
works area stood to be included as the
network expanded.
Residents needed to lobby council and
governmenttomake sure they were heard,
he said.
Mr Doocey said it was clear Sparkhad
pickedupits engagement. Communication
had caused alot of theconcerns raisedat
reason why provincial and rural residents
should not enjoy the same quality of
centres.
‘‘I’ve beenadvocating for these residents
and businessesfor some time now,and I
Mr Doocey said it was vital to remain
results, with many other areas of New
Zealand vying for inclusion with every
fibreexpansion project.
Irresponsible behaviour may lead to dog ban
By SHELLEY TOPP
Banning dogs from Waimakariri’s
TuhaitaraCoastal Park is being
considered due to the irresponsible
behaviourofsome dog owners.
Dogs are permitted in parts of the park,
but must be on alead andunder control at
all times.
They are notallowedwithin the
Tutaepatu Lagoon or Te Kohanga
Wetlands areas at all, except on the main
trails on alead, and dog owners must also
always collect and removetheir dog’spoo
from the park.
Despite the rules, and extensive work
done by the park'strustees and rangers
during the last decadetoeducatethe
public, dog poo and dog poo bags are still
beingleft in the park, especially at the trail
entrances.
‘‘It has been aserious problemfor some
time and has now reached the stage where
it is ahealthrisk to other users of the
park,’’says Greg Byrnes, the general
managerofthe Te Kohaka oTutaitara
Trust which managesthe park.
‘‘The trustees are seriously considering
banningdogs from the wetland areas as
apart fromthe dog poo and dog poo bags,
many peoplelet their dogsoff the leash,’’
he says.
‘‘Of course we are quite proud and
protective of the wetlands and the hard
work done by the trustand volunteers to
improvehabitat for nativefauna.’’ he says.
Mr Byrnessays at Te Kohanga Wetlands
there is aresident populationofSpoonbill,
regularsightings of Kotuku, MarshCrake
and evenBittern.
‘‘So yes, the trustees are very close to
making that call to ban dogs from the
park.’’
He saysitisfrustratingdespite the hard
work done to educatethe public about
‘‘thefragility and wonderofthese rare
coastal wetlandsand the native fauna and
flora’’.
Although there is no fine for leavingdog
poo in the park, people caught doing so
will be trespassed from the area.
‘‘It is extreme but we havenothing else,’’
Mr Byrne says. If the decision is to ban
dogs in our highly sensitive areas, wewill
police it and it will become an offence
underthe TrespassAct if you are
trespassed and return.
‘‘It is then apoliceand courts issue.’’
Mr Byrne would like dog ownerswho
leavedog poo in the park to realise they
are creating ahealth problem for rangers
working there, and themany people
visiting the park.
He also saysthey should not be ``so
selfish’’asother dog ownersrespected the
park,and keptdogs on leads.
Silverstream predator control on target
By SHELLEY TOPP
The Silverstream Reserve predator
significantmilestone
Morethan1000 predators, including
possums, rats, hedgehogs,mice,stoats,
weaselsand feral cats, have been
removed fromthe Clarkvillereservein
the 32 monthssincethe programme
began.
JoanWhillans, of Clarkville,who
establishedthe programme, and the
dedicated bandofvolunteers whohelp
her with thework, says thevolunteers are
are an ‘‘amazingly dedicated’’ group of
people.
‘‘They have made amassive difference
to thebirdpopulations in thearea. The
predatorcontrolprogramme could not
possiblysucceedwithout them.’’
Joan establishedthe programmeatthe
reserve afternoticingthat althoughthere
were plenty of trees establishedinthe
reserve,and morebeingplanted,there
wasverylittleevidence of birds living
there.
Howeverthat is now notthe case, with
improved birdsong andannual bird
counts,every August,providingevidence
bird numbersare increasing in the
reserve.
Thefirst count, in 2019,was done in the
west area of the reservewhere 37 birds
wereseen,including 13 differentspecies.
Twelve months later there were130
birds sighted, including 23 different
species. But last year only 83 birds were
counted, including12differentspecies.
It wasadisappointing result, to seethe
numbers dropfromthe previousyear,but
Joansays there are two reasons forthe
decline.
‘‘Asnumbersofpredatorscaught have
remained at thesame level, we assumed
we werereducing thepredators.Possum
Clean water and vaccinations are ‘‘the
two most important things to stay
healthy’’, says Kaiapoi pharmacist Rob
Fenwick.
The Unichem Fenwicks Pharmacy
owner was recently named Prospa Local
Business Owner winner for 2022, thanks
to one of his customers writing
‘‘something nice about us’’.
‘‘It was very nice. Iobviously spend my
day trying to look after my customers.
‘‘If someone comes in and they need
help you just get it done,’’ Mr Fenwick
says.
The pharmacy is an old Kaiapoi
business dating back to the 1800s, with
Mr Fenwick’s father taking the reins in
1948.
When Mr Fenwick began training as a
pharmacist in the late 1970s, it was
predicted robots would take over alot of
the work.
‘‘They spoke about the four day week
and robots back in the 1970s, so Ithought
Iwould be retired now.
‘‘We’ve got arobot here, but they let
you down, so you still need people
overseeing it all.’’
He took over his father’s halfshare in
the business in 1985, going into
partnership with his brother Peter, who
retired five years ago.
‘‘I have dispensed afew prescriptions
in my time,’’ he says.
‘‘Being agood pharmacist is alot of
hard work.
‘‘There’s alot of financial pressures
and you have to be pretty positive and
keep your chin up.
‘‘It can be quite depressing at times.
It’s like anything in health, it gets quite
complicated with all the extra training
and courses you need to do and keeping
your ticket up to date.’’
Today Fenwicks Pharmacy employs 10
Dispensing wellbeing ... Rob Fenwick has been serving the Kaiapoi community for 37
years.
staff and has had anumber of long
serving staff over the years.
He says the attraction of having lunch
by the Kaiapoi River helps to keep
people loyal and local.
Mr Fenwick had been starting to think
about retirement, but Covid has forced
him to ditch any thoughts of easing back.
He says the last two years have been
particularly challenging and several of
the staff have come down with the virus
in recent weeks.
‘‘It’s been shocking really and Ithink
everyone is sick of wearing masks.’’
Fenwicks Pharmacy was one of the
first chemists to offer Covid19
vaccinations, which required
completing special training.
Coming on the back on the Canterbury
earthquakes, Mr Fenwick says it has
been aparticularly challenging time for
young people, on top of concerns around
social media, mental health and drugs.
‘‘You shouldn’t need arecreational
drug to keep being happy in life.’’
The best tonics for wellbeing are
sunshine, clean water and keeping
vaccinations up to date, he says.
Stopbank work great
outcome for Waiau
By SHELLEY TOPP
The completion of stopbank work
alongthe Mason and Waiau Uwha
rivers is agreat outcome for the Waiau
community, says Hurunui District
MayorMarie Black.
The work,which cost $850,000 to
complete,ispart of Environment
Canterbury’s climate resilience
programme, and wasdonetoimprove
floodprotection to theWaiau township
and the Inland Road(State Highway
70).
The work will create amore robust
transport network forgetting to and
from Kaikoura by providing an
alternative routetothe coastal State
Highway One which can be affected by
slips.
MayorBlack says there has been
significant interest overthe years in
mitigating flood risk at this location.
‘‘At the end of the day what we value
most is the wellbeing of our families,
the safety of our homes and the
prosperity of thecommunity we live in
and this project,with investmentfrom
Central Government, has contributed
enormously to peace of mind for Waiau
residents,’’ she says.
Lott Contracting,ofWaiau,did the
work on the project which began in
May last year and was completed in
February.
Funding for the workcame from the
Ministry of Business Innovation and
Employmentthrough the Regional
Economic Development and
Investment Unit (Kanoa) and the
WaiauTown River Rating District, a
geographicarea from which ECan
collects atargeted rate for the purpose
of mitigating the effects of flooding
and erosion.
The regionalcouncilmanages 59
river ratingdistricts and each district
has an individual workplan to reduce
flooding and erosionthroughbuilding
and maintaining stopbanks, planting
at river edges, and clearing riverbeds
of trees or weeds thatobstruct or
divert riverflow.
ECanarea engineerFred Brooks
saidthe stopbank work included
remediation and strengthening of two
existing stopbanks alongside the
Inland Roadand the constructionofa
new stopbank bordering the eastern
sideofthe Waiautownship.
About 20,000 m3 of gravel was
sourced from the river to constructthe
new stopbank which is 733.5 metres
long.
The gravel was compacted and then
topsoiled, with springrains
encouraging rapid growth of the grass
seed that was laidover the stopbanks.
‘‘Works also included removing a
significant amountofvegetationfrom
the existing stopbanks at the Inland
Road,’’ he said.
‘‘Theroots of treesand shrubscreate
aweaknessinthe stopbank by creating
pathsfor watertoflow throughina
flood, and shrubsand trees can
preventeasy visualinspections,which
staffneed to carry out quicklytoassess
floodrepairs.’’
Future plannedworks include
environmental enhancement suchas
weedcontrol, including Old Mans
Beard, in the tree block upstream of
Dog Brook, plus targeted planting and
upgrades to the Waiau Uwha River
walking track.
OPINION
6 North Canterbury News, May 5, 2022
Co-governance and Ngai Tahu —Sir Kerry
Sir Kerry Burke, former Speaker, Cabinet Minister and chair of
Environment Canterbury, discusses ‘‘Democracy or Division? Some
History and aPossible Solution’’.
Iamopposedtothe Billproposingtogive
Ngai Tahu the powertoappoint two
councillors to the Canterbury Regional
Council.
Iamopposedtothe notion that our
countryand its population shouldbe
seen in binary terms. We are not. We are
amultiracial and multicultural society
and our governancearrangements
should reflect that.
As Dame Anne Salmondeloquently
outlined in arecentarticle,the
Preamble to the Treaty of Waitangi
makes it clear that it creates amultilateralagreement,
not abilateral one.
She also suggeststhat the 1987 High
Court ruling that the Treaty was a
partnershipbetween the Crown and
Maori alone needsfurther
consideration.
Dame Annenoted that, as timepasses,
‘‘nonindigenous incomers may even
have whanaunamed after them –the
Manuels, the Stirlings, the Jacksonsand
the O’Regans etc.’’
We in Canterbury might add the
Grennells, Christians,Solomons and
Tregurthans(Tirikatenes).
In spite of the above, weseem to be
stumbling by ad hoc stepslike the Ngai
Tahu Bill and Three Waters intoafuture
of cogovernance,abilateralsystem
inconsistent with the multilateral
nature of the Treaty and our society.
This will require us to give up the
democraticfoundation of our
governance arrangements.
Ihave witnessed massive change and
growth in Maori involvement and
progress in recent decades, someof
which Ihave beenapart of and helped
create.
In 1985, following amultisector
employment summit,whichIchaired as
Minister of Employment,Iadvised
Cabinetthat we were witnessing aMaori
Renaissance, awidespread movement
that has continued to this day. We are
better for this movement, provided it is
seen in amulticultural context.
As aRangiora High School teacher a
decade and ahalf earlier, Ifound the
requirement to record Maori students as
being more or lessthan halfMaori,
difficult in the extreme.
Later, as an MP in the Kirk
Government, Ivoted to changethat law.
Now, anyone with aMaori ancestorcan
claim to be Maori and, at census time,
choose to be on the Maori or General
electoral roll. Again, we are better for
this change.
As Speaker of Parliament in the late
1980’s,Iruled that Maori was an official
language of Parliament, adecision which
Rulings which required Maori MPs to
either provide writtenEnglish
translations, or take halfoftheir
speaking time to telltheir colleaguesin
English whatthey had justsaid in Maori.
Today it is quite common to hear non
Maori MPs usingMaorilanguage
expressions in Parliament, which also
has an interpretation service so that all
MPs understand what is being said.
These and other developments over
nearly 50 years have made New Zealand
abettercountry, and us abetterpeople.
There is, however, much thatIfind
troubling about Rino Tirikatene’s
Private Member’s Bill proposingthat
NgaiTahu can appoint two unelected
representatives to the Canterbury
Regional Council(aka Environment
Canterbury/ECan).
First, local authorities should be
democraticallyelected.
Thismeans that councillorsmaking
planning and resource management
policiesand decisions are directly
answerable to their communities.
It is called democracy.Itishow we do
things in this country. The Tirikatene
Billchanges this fundamentally.
The appointedcouncillors, under this
Bill, willbespending publicmoney, but
willbeanswerable onlytothose who
appoint them,ineffect to the inner,
private political dynamicsofNgai Tahu.
Thisproposalreverses the longstanding
political principle of ‘no
taxation without representation’, and
creates anew principle,one that
provides for the appointees of amajor
stakeholder to tax the public without
representingthem.
Thisproposalisanabandonment of
responsible government,whereby
central and local government decision
makers are answerabletotheir electors.
Second, if the currentelected ECan
Council thinks this Bill has merit,it
should be the body promotingitasa
Local Bill.
Its supportive comments, seemingly
becauseitbelieves there will be fewer
costs having Ngai Tahu at the decisionmaking
table rather than in aformal
advisory role, overlook the slightlylarger
matters of principle thancost at stake
here, things liketransparency and
democracy.
Third, Rino Tirikatene, the Member of
Parliament promotingthis Bill, also
represents all Maori (notjust Ngai Tahu)
in Otago, Southland, the West Coast, and
other Iwi in Nelson, Marlborough and
Tasman. If it is good for Canterbury to
havethis change, why is it not being
Sir Kerry Burke
proposed for the rest of the South Island?
Fourth, if amajor constitutional
changesuch as thisreally does have
genuine value, it shouldapply to all local
authorities and to all Iwi, not just
Canterbury and Ngai Tahu.
In that case,itshould be aGovernment
Bill.
Much of the criticism of the Three
Watersproposal revolves around its cogovernancemodel.
The Government
shouldbewary of taking thatstep but, if
it supports the NgaiTahu Bill, why not
do the same for all Iwi in all regions?
Fifth,Ngai Tahu is amajor resource
consent holderinCanterbury. Iwi
appointeeswould havemany conflicts of
interest, not least for urban zoning and
irrigation consents.
Sixth,when ECan was conducting its
representationreview prior to the 2007
local elections, my deputychair, Robert
Johnston,and Imet separately with Mark
Solomon, then NgaiTahu
Kaiwhakahaere. We asked him whether
he would supportadesignated Maori
constituency.
He toldusthat they did not want a
separate constituencyasthey thought
the MaoriAdvisory Committee was
working well, so why change it. We
proposed no change.
Perhaps the genesis of thisBill is to do
with some recenthistory.
In the 2007 local elections, awave of
publicconcern over the potential for
irrigation from the Central Plains Water
Potential irrigators feared tighter
rules and conditionsfor the use of water,
afear that was conveyed to ruralmayors,
who saw water as drivingeconomic
growth in their districts. When the Key
Government was elected in 2008, it and
the mayors(led by Christchurch’s
Parker)succeededindestroying the
electedECan council and having
commissioners appointed.
Labour and the Greens,inOpposition,
opposedthis action.They wereright to
do so.
Ngai Tahu, however, supported the
National government’s actions, as did
the Maori Party.Ngai Tahu thenhad a
Commissioner appointedtoECan,
something it now seeks to consolidate
with this departure from the democratic
foundation of local government.
APossible Solution
Away needs to be foundtoenable Ngai
Tahu to exercise its manawhenua role
with regard to natural resources,while
maintaining the democraticbase of local
government and the multilateral nature
of the Treaty of Waitangi.
The Tirikatene Billdoes not do this. It
is, metaphorically, the tail proposing to
wag the dog.
If the advisory rolethat NgaiTahu
found satisfactory in 2007 is no longer
wanted, another way of engagement must
be found.
Cogovernanceisnot the answer,
despite its advocates already referring to
the ‘successes’ of the (as yet nonexistent)
ECan model.
Another democratically based solution
needs to be found by central government
engaging with the whole of the
community.
The Ngai Tahu Bill should be either
rejected or parked, the 1987 ‘Lands’
judgement of Sir Robin Cooke revisited,
and anew model developed, one based
on the multilateral nature of the Treaty
and the multicultural nature of our
country.
At the end of the day, Parliamentwill
have to makethe final decision on the
process but, as the outcome would bring
about constitutional change,itshould be
settled by way of areferendum.
Prior to that,however,Ithink thata
Royal Commission, independent of
Government (as with the consideration of
proportional representation in the
1990’s), is the best way to engage with the
publicand to produce proposals for all
parliamentarians to consider.
These are veryserious matters. While
this would take longer than aCabinet
decision laterthis year and enactment
soon after, it wouldbeabetter,
transparent process.
It mighteven get the support of all
parties.
goal is to continue the progress. The vision is to have trap lines running from the northern
end of Pegasus Bay where it meets Teviot Hills, to the southern Hurunui/Waimakariri
boundary towards the Ashley/Rakahuri River. This work is being undertaken by locals
Caroline and Jeff Elliott, who are working with a Coast Care Group, pupils at Amberley
School who are making the traps, and HDC’s Water and Land Coordinator Rima Herber.
CAB recruits sought
By DAVID HILL
North Canterbury’s advisory service is
seeking new recruits.
Citizen’s Advice Bureau (CAB) North
Canterbury is on the look out for new
volunteers to meet agrowing demand.
Applications close on Friday, May 13,
for training next month.
While all ages are welcome, coordinator
Theresa Evans says most
volunteers are retired, with afew
‘‘phasing out of work’’.
‘‘Our advice to people if they are
wanting to volunteer is that they either
be retired or working part time, because
we ask for anumber of shifts each month
and there is regular training.
‘‘We have retired engineers, retired
school principals and those who have
come from raising families, often in
combination with acareer.’’
Volunteers need to be good listeners,
nonjudgemental and competent using a
computer, Theresa says.
‘‘We help people to know their rights
and obligations and how to use that
information to get the best outcome, so
it’s about empowerment.’’
‘‘Whatever aclient needs is what we
will try to provide.’’
CAB North Canterbury covers the
Waimakariri and Hurunui districts and
works in with the local councils, Social
Services Waimakariri and Together
Hurunui.
Budgeting Services North Canterbury
offers regular clinics through the CAB
rooms and there are free JP,
immigration and legal clinics offered.
Volunteers also help people prepare a
CV and cover letter, and assist with
filling out online forms.
The North Canterbury office also has
information on legislation and legal
requirements.
While enquiries are confidential, it
means the CAB network can provide
‘‘real life insights’’ to inform national
decision making and legislation and to
help effect change, Theresa says.
CAB North Canterbury reopened its
rooms at 209 High Street, Rangiora, to
the public on Monday, after being closed
in recent weeks due to Covid.
Volunteers have continued to provide
aphone and email service throughout
the Covid lockdowns and restrictions
over the last two years.
Retirement offerings at U3A
U3A is providing aplatform for those in
retirement to meet others, discuss awide
rangeoftopics, and take partinactivities.
U3A, (University of the Third Age),isa
response to the idea human life is divided
into three periodsChildhood and
schooling; Child rearingand work;and
retirement.
Localpresident, Bob Gumbrell says the
NorthCanterbury branchbeganin2014
with amembershipof100. It now has a
membership of 300, with local success due
to being an independent club with its own
set of rules, says Bob.
‘‘This enables us to manage ourselvesvia
the committee, with input from members,
and with no constraintsfrom any external
influencers.
‘‘Thus, we are able to provide a
programme for members, by members,and
it means our overheadsare low,’’hesays.
The group coversawide range of topics,
from art appreciation, books, current
events, cycling (twogroups), and the
environment, to food(Epicureans),
genealogy, history,poetry, significant films
of the 20th Century, singing for health and
writers.
It supports 13 interest groups covering a
rangeoftopics, including physical
activities, and runs amain speaker
programme, usually on the morning of the
last Tuesday of the month.
It meets in the Rangiora Baptist Church
auditorium, but during Covid19
restrictions, meetingshave been heldby
DrainPro ensures quality drainage systems
DrainPro is working with local builders
to ensure new homes have quality
drainage systems.
Ray Vincent took over the
Christchurch North franchise for
Canterburybased DrainPro in August,
2020.
‘‘We’re gradually building up our
client base, with asteady growth,’’ he
says.
‘‘We’ve got afew clients we’re working
with in north Christchurch and we’re
looking to extend further into North
Canterbury.’’
Ray works in with local builders to
install pipe work for sewer and
stormwater. It sounds like dirty work,
but Ray says he mainly works on new
houses.
‘‘Generally we can quote off plans, as
the builders are our main contacts.
‘‘It’s agood industry to be in, and
there’s plenty of work.’’
Ray has previously worked as a
plumber and gasfitter, before doing his
OE and then settling in Canterbury.
The opportunity to own aDrainPro
franchise was too good to turn down, he
says.
‘‘I love it, Iwouldn’t be here if Ididn’t
enjoy it.’’
DrainPro was founded in 2014 by
Nathan Williamson, who’s family has
nearly 40 years experience in the
industry.
The company’s headquarters are at
Templeton, south of Christchurch.
DrainPro’s services include sewer
and stormwater drainage, soak pits,
sumps, cartage of spoil, percolation
testing and reports, and sewer pump
stations.
‘‘Residential housing is our bread and
butter, but we also supply and install
septic tanks for rural properties,’’ Ray
says.
The team can install gravity systems,
pumped systems, disposal beds and
sand trenches on rural lifestyle
properties.
DrainPro can also install treatment
plants and water tanks, as well as light
commercial work for warehouses,
commercial premises, apartments,
restaurants and carparks.
Ray says his team picks up work
through word of mouth, but he can also
be contacted 0212127885 or email
Love your home
Help at hand when buying or selling ahome
Buying anew home or selling your
current home can be astressful time, but
the team at Williams McKenzie Lawyers
are here to help.
First, we can prepare or review an
Agreement for Sale and Purchase before
you sign it to make sure it is legally
correct, reflects your wishes and
protects your position.
The Agreement should contain
information about the price, any
conditions that the Agreement is subject
to and when the settlement date is
(meaning the date when ownership of
the property changes and the purchase
price is paid).
If you are purchasing aproperty, you
may need the Agreement to be subject to
certain conditions so that, even after the
Agreement is signed, you have some
more time to spend dealing with certain
matters before you are committed to
going through with the purchase.
For example, we recommend that
there be acondition relating to the Land
Information Memorandum (which is a
document supplied by the local council
containing information about the
property) being satisfactory.
Other conditions could include being
able to get satisfactory finance and
insurance and being satisfied with a
building report about the house on the
property.
If you are buying at an auction, the
purchase would be unconditional, but
we can review the Agreement and other
documentation about the property and
discuss it with you before the auction.
If you are selling at an auction, we can
review the Agreement before it is made
available to potential purchasers.
If you are afirst home buyer, you may
be able to use money in your Kiwisaver
account to help pay the purchase price,
and you may also be eligible for aFirst
Home Grant.
We can help you through those
processes.
We will also guide you through the
change of ownership process.
If you are apurchaser requiring aloan
to help pay for the property, this will
include liaising with your lender
regarding new loan documents and
registering amortgage.
If you are selling aproperty which is
mortgaged, this will involve liaising with
the lender to discharge the mortgage.
Rate hike proposed
By ADAM BURNS
Hurunui
MayorMarie
Black
believes the
council has
done
everything it
can to try and
avoida
sizable rates increase forresidents.
An average rates riseof10.5 percent,
more than double of what was forecast
in the 20212031 LongTerm Plan,is
recommended by the Hurunui District
Council for the 202223year afterthe
draftannualplan budgets were
revealedatits meeting lastweek.
The impact of inflationhas been
highlighted as the main cause,putting
astrain on council’s operational and
capital expenditure.
Council chieffinancial officer Jason
Beck told councillors it ‘‘did not make
for happy reading’’.
Mrs Black says after scrutinising the
books, the council was leftwith little
choice.
‘‘[We] understand whatitwill mean
to membersofour community,’’she
said at the April28meeting.
‘‘I think we’re all incredibly mindful
of theimpact, but Ithink with
confidencewecan say we’ve looked at
everyaspect of the business to see
wherethere are opportunities for
savings to be made.’’
It could have beeneven worse for
ratepayers with initialcalculations
showing an increase of 16% was
necessary.
Several areas in the budget were
revised by council, to find costsavings,
whichbroughtthe adjustedrate down.
Last year, thecouncil approved an
8.5% averagerate rise for 202122,
followed by 4.99% increasesfor the
followingtwo years in its 202131 plan.
‘‘Those budgets were based off a
number of assumptions, including
inflation and interest rates,’’MrBeck
says.
It was revealedlast week the
consumer price indexhad reached a
30year high, withthe annualinflation
rateat6.9% below expectations.
Council recentlyrenewed its
roading contract, allowing abudget
increase of 30% following aprevious
seven yearterm.
It is expected the increase in
contract rates will not result in an
increased subsidy from Waka Kotahi
NZ Transport Agency as the levelof
subsidy for its programme was fixed at
52%.
‘‘Any escalation in cost will be
requiredtobemet fromthe local
share, whichmeans an increase in
rates,’’the council report says.
The increasedcosts to roading was
predicted to be a‘‘longterm economic
trend’’.
Based off the most up to date
numbers, onlyfour other districts
around the countryare proposing
averagerates risesover more than
10%,including Tararua, Westland,
Tauranga City and the Mackenzie
district.
Some Hurunui councillorspleaded
with operations staff at the meeting as
to whether therewas any otherway to
soften apotential rates rise.
Council chief operations officer Dan
Harris was adamant therewas no
other way withoutreneging on
previouscommitments or cutting
council services.
The community has until June 6to
provide feedback on the draftplan.
Parking frustrations
By ADAM BURNS,
LOCAL DEMOCRACY REPORTER
Communityleaders are pumping the
brakes on aparking restriction overhaulin
Kaiapoi’s town centre, becausethey
suspect manyaffected residents are
oblivious to the proposed changes.
This is despite claimsofpositive
feedback from locals and subsequent
endorsements by the town’scommunity
board.
Waimakariri District Council staff have
been sent back out to talk to residents,
following concernsaround the level of
awarenessand engagement of the changes
following aroundofconsultation lastyear.
Several parking restriction changes
around Williams Street,Hilton Street and
RavenQuay wererecommended by
council,including reductionsfrom P120 to
P60 in three areasand increasesintwo
areas, from P15 to P60 and P120
respectively.
The KaiapoiTuahiwi CommunityBoard
formally backed the changes at aFebruary
meeting afterthree weeks of community
engagement in 2021.
But concerns wereraised at last week’s
District and Planning Regulation
Committee meeting around council’s
communication with residents during
consultation on the plans.
CouncillorKirstyn Barnett queriedwhy
residentialproperty owners—facing
tougher parking restrictions on Ravens
Quay —had beenleft in the dark after
council staff admitted it only canvassed
viewsofbusinesses in the area.
‘‘Whywouldn’t you notify the residents
with aletter thatthere were proposed
changes outside their houses.’’
Deputy mayor Neville Atkinsonsays
therewere businessesonHilton Street
who also‘‘had no idea’’.
Between 60 to 70 flyers aroundthe
parking proposal were deliveredto
businesses and retailersinthe CBD, a
council report says.
Council business and centresadvisor
Vanessa Thompson says approacheswere
made to retailers and property owners
‘‘directly affected’’ by the changes, but
some may have been missed.
Mr Atkinsonsuggestedanother roundof
engagement with the community to avoid a
‘‘possibleuproar’’.
MayorDan Gordonalso had reservations
and recommended further discussions
with Kaiapoi locals.
The report says an online survey was
also conductedaround the changes,
recording atotalof30responses.
‘‘Community feedbackindicates that the
six proposed parking restrictionchanges
are generally supported with the majority
shareinfavour.’’
New Oxford business leader
North Canterbury News, May 5, 2022 21
Youth leaders set priorities
By DAVIDHILL
Dani Reilly has had eventful two years
since deciding to move to Oxford.
The new Oxford PromotionsAction
Committee(OPAC) chairperson only
settled in Oxford with her husband Peter in
November 2020.
Originally from Denmark, Daniwas
livinginAustralia with her New Zealand
born husband before Covid19firststruck.
The couple had thought about opening a
wine bar in Australia, but decided to move
to New Zealand to be closer to their
grandchildren.
Peter has ason and daughter and three
grandchildren living in the Oxford area,
while Dani has ason in Australia.
‘‘We always wanted to do something in
the hospitality industry,’’ Dani says.
‘‘Peter’sdaughter said‘did you knowthe
wine bar in Oxfordisfor sale’? So we
bought it and ahouse in Oxford.’’
The couple returned to Australia to get
their affairs in order, but thenCovid struck.
While Petermanaged to returntoOxford,
Dani was stuckinAustralia.
Peter went aheadwith getting the new
business ready and the Black Beech Wine
Bar was opened in August 2020,before
Dani arrived in November.
The couple’sfirst contact with OPAC was
when approached by then chairperson
Barry Cuttancetohost the monthly‘‘mix
and mingle’’ at the bar.
‘‘It was abit of acoincidence. When we
first arrived, we didn’t know anything about
it,’’ Dani says.
‘‘But after we hosted them,Isaid to Peter
it wouldbesomething for me to get
involved in, because Iwanted to do
something in the community.’’
The following month the coupleattended
OPAC’sannual meeting, where Daniwas
elected secretaryand Peter as chairperson.
The couple founditchallenging juggling
the business and their OPACroles, so Peter
decided to step down at the recentAGM.
in Oxford.
But Danistayed on and was elected
chairperson,with daughterinlaw
Cassandra Riellyelected as secretary.
The Covid environmentischallenging for
Oxfordbusinesses, but weekends have
started to pick up, Dani says.
‘‘It could be that people are sick and are
at home isolating, but with Australians able
to comeover, hopefully it will pickup
again.’’
OPAC is looking to run someevents, with
the annual winter lightsfestival set to
becomeaMatariki event.
Dani is also keen to launch awater tank
art trail.
‘‘It’sanidea we got from Victoria,
Australia,where they paint and decorate
the big grain silos and they have bus loads
of people thatcome round and have alook.
‘‘So we’rethinking of tryingtoget the
water tanks on farms painted and set up a
trail around the area.’’
The Great Oxford Garage Sale Trail is set
to return in August and OPAC hopes to get
back to holding theusual eventsinthe lead
up to Christmas.
The WaimakaririYouth Council is
hoping to start meeting moreregularly
as it welcomes some newrecruits.
After arecruitment process in
February,the youth council appointed
seven newmembers to raise its
numbersto16.
But since then theyouthcouncillors
Swimmers return to pool
Special Olympics swimmers from all over
Canterbury and the West Coast could
hardly contain their excitement when
they arrived at the Dudley Aquatic
Centre in Rangiora on Sunday for the
first competition in nearly ayear.
Special Olympics clubs have been
severely affected by Covid19 restrictions
over the past few years, which limited
training, forced cancellations of many
competitions and the postponement of
the National Summer Games in Hamilton
by ayear.
The competition in Rangiora was not
just aswimming meet, but also a
wonderful reunion of athletes from
different regions, who have become close
friends over many years, says Special
Olympics Canterbury coordinator Paula
Windsor.
‘‘Special Olympics is not just about
sport, but also about making friends
because people with intellectual
disabilities often have few opportunities
to socialise and make new friends.’’
The swim meet in Rangiora was
attended by Special Olympics athletes
from North Canterbury, Selwyn,
Christchurch and the West Coast and the
athletes showed that they had still been
putting in plenty of training despite the
pandemic restrictions.
Special Olympics clubs rely heavily on
volunteers, so the organisers were
grateful that representatives from the
local Freemasons Lodge volunteered
their time as timekeepers.
Freemasons New Zealand is the
principal sponsor of the National
Summer Games in December, and has
been supporting Special Olympics at a
local and national level, both financially,
Congratulations ... Hayley Butler receives
one of her prizes from arepresentative of the
Rangiora Freemasons lodge. PHOTO: SUPPLIED
as well as with volunteer hours.
Paula says it was really important to
get the swimmers back in competition, as
they are preparing for the National
Games in Hamilton.
‘‘Like most of us, it is hard to get
motivated to train every week if there is
nothing to look forward to, so today we
saw again that once the athletes line up
against each other, they seem to be
swimming alot faster.’’
Many of the athletes competing in
Rangiora will get stuck into their
training, as well as fundraising, to be well
prepared when they meet again in
Hamilton in December.
‘‘This ride always receives positive
‘‘With aschool roll of 40 we rely on all
our school families and many members of
our community to help make this event a
‘‘We are extremely lucky to have the
opportunity to continue to run this
Ayear of challenges for president
By DAVIDHILL
Caroline Amyes’ first year as Federated
Farmers North Canterbury president has
been ‘‘a baptism of fire’’.
In her report for yesterday’s (May 4)
provincial annual meeting, held at
Leeston, Ms Amyes recalls tackling the
Canterbury flood, Covid and government
regulations in the 12 months since taking
the reins from Oxford dairy farmer
Cameron Henderson.
She was barely aweek into the role
when the May 31 flood struck the region.
‘‘Talk about sink or swim. It did mean I
quickly made connections across the
board as we responded to the event,’’ Ms
Amyes says.
‘‘I pushed hard to ensure that North
Canterbury wasn’t forgotten, as the focus
was often on MidCanterbury.
‘‘It was atough time especially for our
North Canterbury dry land farmers,
many of whom were already under
immense pressure from drought
conditions.’’
Through successful lobbying some
Government flood relief funding was
secured to assist with uninsurable
damage, land remediation and fencing.
Strong commodity prices has provided
some relief to farmers, but the rising
Caroline Amyes
costs of production has created plenty of
headaches as Covid continues to disrupt
supply chains.
Getting space at the freezing works has
been achallenge over the last 12 months.
The easing of restrictions has helped,
freeing up space for ‘‘cull cows’’, but it
looks set to remain tight for the rest of the
season.
The Federated Farmers policy team
has been kept busy with lobbying on
annual plan changes, Three Waters and
developing climate change initiatives,
The Widest Music Variety
Ms Amyes says.
‘‘Groundswell is still active in pushing
back on key issues of frustration.
‘‘While the pressure these groups
apply helps, it is your Federated
Farmers membership that is ensuring
there are policy experts at the table
critiquing national, regional and local
government policy and working to get
solutions that will work for your farming
operations.’’
Ms Amyes works for Craigmore
Farming as an agri relationship partner
and lives on alifestyle block at
Whitecliffs, near the Rakaia River.
‘‘This season has not been atypical one
for North Canterbury, it feels like we
only got afew weeks of summer,’’ Ms
Amyes says.
‘‘On our place we have had over
1200mm of rain this year compared to our
normal 900mm.
‘‘This has been great for our dry land
hill country farms, but it has meant
pasture production across irrigated
dairy land has been slow with more dull
days and for arable it’s made harvest
near impossible.’’
The Federated Farmers North
Canterbury province covers from Rakaia
River in the south to Clarence Valley,
north of Kaikoura.
Farmers step up for merino flock judging
By TIM CRONSHAW
Farmers steppedinwhen Covid19
unsettled thejudginglineup at the recent
Canterbury Merino Associationtwotooth
ewe flock competition.
The champion flockwas decided by a
people’s favourite vote by participating
farmers, afterone judge fell illand another
made himself unavailable.
Whilethe majorprizes wenttofarms
southofthe Waimakariri River, North
Canterbury farmers featured strongly in
the twoday competition.
Lake ColeridgeStation was declared the
winner to thecreditofownerBruceMiles
and managers Markand RebeccaRose.
But it was acloserun thingwith onlyone
In third placewas Paul andPrue Ensor
at Rakaia Gorge’s Glenaan Station.
The twoday tour started near Waiau,
with about60farmersvisitingfive
properties to gauge the young merinos,
whileanother five farms wereassessed on
the second day near Rakaia and Ashburton
gorges.
Competition organiser Paul Ensor said
the judgingsituation was challenging, but
the event was still asuccessand continued
with safety precautions in place.
‘‘It was basically more of apeople’s
choice result, butwehad apretty educated
crowdwith our chairman Graham Reed
facilitating the crowd voting.
‘‘I guess the competition was more about
the conversation and we heard about the
different managementtechniques on farms
and how to get the best out of your
genetics.’’
He said this was valuable, ashalf of the
competitors wereanew generation of
farmers who hadn’t been in the
competition before.
‘‘It was good for them to seewhat people
who had been aroundfor awhilewere
doing.’’
Twotooths wereingood condition with
feed in plentiful supplyafterawet season.
Mr Ensor said this created its own
challenges with footrot and wool quality as
wool didn’talwayslike alot of moisture and
couldbecome ‘‘washed out’’ by alot of rain.
‘‘Certainly the flocksthat did well
handled the seasonal conditionswell. The
climatic conditions have been challenging,
but it’s good to see that the merino can
handle theseconditions and show their
versatility.’’
At the prizegiving ceremony, Lake
Heronwas awarded the wool constitution
and confirmation trophy and the
Government Pushes Ahead with Three
Waters Reform
North Canterbury Mayors are calling the recent
announcement that the Government is forging
ahead with a“virtually unchanged” plan for Three
Waters Reform a“dark day for democracy”.
Communities 4Local Democracy He hapori mō te
Manapori says Government plans to force through
water reforms unchanged is aworrying attack on
property rights and community voice.
The changes embed an unusual public shareholding
model, where shareholders would have norights
other than the ability to decide whether or not to
privatise services.
They also propose another level of complexity in
governance, taking most councils even further
away from aposition of influence.
C4LD Deputy Chair and Waimakariri District
Mayor Dan Gordon says handing over millions and
millions of dollars of assets for one or two shares
of no value isabsurd.
“It’s adark day for democracy. It’s tantamount to
the of community assets and we’ll be fighting
this as hard as we can.
“We are hugely disappointed that our genuine offer
to partner and work with the Government has been
rejected. It’s the wrong decision for communities
across New Zealand.”
Hurunui Mayor Marie Black says the group will now
turn their focus to the select committee process.
“We will be encouraging our communities to
share their thoughts and take part in the select
committee process asthis is the only opportunity
to ensure their voice is heard. I’d also urge
everyone to get in touch with their local MPs to
ensure they know what you think about this plan.”
Waimakariri and Hurunui Districts to Trial
New Rural Crime App
TwoNorth Canterbury Districts are trialling anew
app which will make it easier to report rising rural
crime. Waimakariri and Hurunui Districts have been
selected to undertake the national trial of Rural
Lookout -anew app launching on Wednesday 4
May from New Zealand Police to make reporting
suspicious rural incidents quick and easy.
BothDistrict Mayorswere recently given apreview
of theappbySenior ConstableTonyMawand NZ
PoliceProjectManagerLisaMay aheadofits launch.
Waimakariri Mayor Dan Gordon says the app is a
great new tool to help the rural community and
Police work together in identifying, reporting and
preventing rural crime.
“Unfortunately rural crime has been on the rise
for awhile and alot of farmers and the rural
community are rightly concerned about this. It’s
great to see NZ Police looking at new ways to
equip farmers to report rural crime and be involved
in combating this rise."
“I’d strongly encourage everyone in our rural
communities to download this app and use it to
report suspicious activity and help play apart
in making our rural areas safer. Iwould like to
thank the Police for this excellent initiative and
acknowledge and thank Senior Constable Tony
Maw for his efforts that sees the trial happen in
Waimakariri and Hurunui.”
Hurunui Mayor Marie Black is equally pleased to be
part of the trial.
“As alarge rural District, Ioen hear farmers talk
about the rise of rural crimes like fuel the and
poaching and how itaffects them. This new app
will provide adirect link between rural people
and the Police –Ithink the functionality will also
help in how quickly Police can respond and start
investigating these crimes.”
Rural Lookout is afree app that works on aweb
browser or through asmartphone app. Once
downloaded onto aphone using Wi-Fi orcell
phone coverage, you can use it outside cell phone
coverage areas.
Rural Lookout doesn’t replace 111 in emergencies.
If it’s happening now orjust happened and there’s
athreat to life orproperty, call 111.
