Anew tool to arrestruralcrime<br />

on farms goes unreported.<br />
It is partofarural crime prevention<br />
programmebeing trialled in the<br />
Waimakaririand Hurunuidistricts over<br />
the next two years, beginning from this<br />
week.<br />
It is hoped the app —named Rural<br />
Reporting —can help lift public<br />
reporting of incidents and suspicious<br />
activity.<br />
Users can capture aphoto and enter<br />
further details whichgenerates areport.<br />
They can alsouse the app offline, by<br />
savingreports and later uploadingthem<br />
when back in cellphone coverage.<br />
Policesenior constable TonyMaw says<br />
it is similar to the Snap SendSolve app<br />
used by somedistrictcouncils.<br />
‘‘If we don’tknow aboutit, it’s not<br />
happening,’’ he says.<br />
‘‘If we can see there is aproblem, then<br />
we’re in aposition to do something about<br />
it.’’<br />
The most frequent crimes highlighted<br />
are illegal hunting and poaching,<br />
followed by property theft and<br />
slaughtering or theftoflivestock.<br />
However, apolice surveyreveals rural<br />
crime was largely unreported.<br />
Mr Maw saysthis was afactorinabout<br />
80 percent of rural incidents.<br />
‘‘We’ve discovered it’s not just fuel<br />
theft,but it’s also hunting and<br />
trespassing.<br />
He saysthere has beensome<br />
investigationasto what barriers are<br />
preventing communitymembers<br />
reporting incidents.<br />
The app willnot ‘‘replace’’ standard<br />
services including 111 for emergencies<br />
or the 1<strong>05</strong> onlineservice.<br />
‘‘Theyare still reallyimportant<br />
channels,’’ Mr Maw says.<br />

The trial will also utilise ‘‘geospatial<br />
capability’’ to create arural crime<br />
dashboard for the area.<br />
All reportedcrime and suspicious<br />
activity will be mappedonthe<br />
dashboard.<br />
Mr Gordon saysthe communityhas<br />
beenconcerned around agradual rise in<br />
rural crime.<br />
‘‘It’sgreat to see the Police looking at<br />
new ways to equip farmers to report<br />
rural crime and be involved in combating<br />
this rise,’’ he says.<br />
‘‘I’d strongly encourageeveryonein<br />
our rural communities to download this<br />
app and use it to reportsuspicious<br />
activity, and help play apart in making<br />
our rural areassafer.’’<br />
An increase has also been felt further<br />
north in the Hurunuidistrict.<br />
Mrs Black saysthe app will provide a<br />
direct link for ruralresidents and the<br />
Police to react to crimes in rural<br />
Hurunui.<br />

Connectivity push continues<br />
Waimakariri MP MattDoocey vows to<br />
keep advocating for business owners and<br />
residentsin<strong>North</strong><strong>Canterbury</strong> for<br />
improved connectivity.<br />
While partsofthe region can look<br />
forward to improvements in their internet<br />
and phone services thanks to the latest<br />
fibre rollout,there remains alarge<br />
population for whomreliable connectivity<br />
is still adistant dream.<br />
Mr Doocey brought the area’sservice<br />
providers together on Monday evening, at<br />
the Mandeville SportsClub, to update<br />
residents, afterhosting apublic meeting in<br />
December, where residents reported<br />
widespread issues across parts of the<br />
district.<br />
Spark,inparticular, was under fireat<br />
the Decembermeeting,with its<br />
engagement and planningmanager<br />
GraemeMcCarrisonfielding muchofthe<br />
criticism. Mr McCarrison,onbehalf of<br />
Spark,agreedtoinvestinthe region’s<br />
infrastructure to improve connectivityfor<br />
residentsand business owners.<br />
Mr McCarrison said on Monday evening,<br />
Spark had worked with individuals to<br />
ensurethose with medical issues and<br />
other emergency situations had had their<br />
connectivityissues resolved.<br />
It was notgoing to be aquick fix forthe<br />
whole area, and Sparkcommitted to<br />
continue its project to work through all<br />
those other cases identified at the<br />
previous meeting.<br />
AmuriNet’sChris Roberts outlined the<br />
Mandeville areadue to secure fibre by the<br />
end of the year, but saidthose outsidethe<br />
works area stood to be included as the<br />
network expanded.<br />
Residents needed to lobby council and<br />
governmenttomake sure they were heard,<br />
he said.<br />
Mr Doocey said it was clear Sparkhad<br />
pickedupits engagement. Communication<br />
had caused alot of theconcerns raisedat<br />

the last meeting, and it was heartening to<br />
see fewerpeople had this complaintsix<br />
months on.<br />
However, in adeveloped country like<br />
New Zealand, he couldsee very little<br />
reason why provincial and rural residents<br />
should not enjoy the same quality of<br />
technology servicesasthose in larger<br />
centres.<br />
‘‘I’ve beenadvocating for these residents<br />
and businessesfor some time now,and I<br />
hearhow incredibly frustratingitistrying<br />
to operate from home.<br />
‘‘This was made all the more apparent<br />
whenschool and university students<br />
needed to access the same network for<br />
their studies during Covid lockdowns.<br />
‘‘Itisnot goodenoughtoblame<br />
shelterbelts, or claimthese customers live<br />

work from home less than half an hour’s<br />

Mr Doocey said it was vital to remain<br />
vocalifthe community were to expect<br />
results, with many other areas of New<br />
Zealand vying for inclusion with every<br />
fibreexpansion project.<br />
‘‘Thesqueakywheel getsthe oil,sowe<br />
all need to be making sure we are heard<br />
loud and clear ahead of the government’s<br />
next announcement.’’<br />
Afurther meeting will be held in six<br />
months’ time when the community willbe<br />
updated on Spark’s progress to find<br />
solutions for all those stillaffected by a<br />
lack of service.<br />
Irresponsible behaviour may lead to dog ban<br />

Banning dogs from Waimakariri’s<br />
TuhaitaraCoastal Park is being<br />
considered due to the irresponsible<br />
behaviourofsome dog owners.<br />
Dogs are permitted in parts of the park,<br />
but must be on alead andunder control at<br />
all times.<br />
They are notallowedwithin the<br />
Tutaepatu Lagoon or Te Kohanga<br />
Wetlands areas at all, except on the main<br />
trails on alead, and dog owners must also<br />
always collect and removetheir dog’spoo<br />
from the park.<br />
Despite the rules, and extensive work<br />
done by the park'strustees and rangers<br />
during the last decadetoeducatethe<br />
public,dog poo and dog poo bags are still<br />
beingleft in the park, especially at the trail<br />
entrances.<br />
‘‘It has been aserious problemfor some<br />
time and has now reached the stage where<br />
it is ahealthrisk to other users of the<br />
park,’’says Greg Byrnes, the general<br />
managerofthe Te Kohaka oTutaitara<br />
Trust which managesthe park.<br />
‘‘The trustees are seriously considering<br />
banningdogs from the wetland areas as<br />
apart fromthe dog poo and dog poo bags,<br />
many peoplelet their dogsoff the leash,’’<br />
he says.<br />
‘‘Of course we are quite proud and<br />
protective of the wetlands and the hard<br />
work done by the trustand volunteers to<br />
improvehabitat for nativefauna.’’ he says.<br />

there is aresident populationofSpoonbill,<br />
regularsightings of Kotuku, MarshCrake<br />
and evenBittern.<br />
‘‘So yes, the trustees are very close to<br />
making that call to ban dogs from the<br />
park.’’<br />
He saysitisfrustratingdespite the hard<br />
work done to educatethe public about<br />
‘‘thefragility and wonderofthese rare<br />
coastal wetlandsand the native fauna and<br />
flora’’.<br />
Although there is no fine for leavingdog<br />
poo in the park,people caught doing so<br />
will be trespassed from the area.<br />
‘‘It is extreme but we havenothing else,’’<br />
Mr Byrne says. If the decision is to ban<br />
dogs in our highly sensitive areas,wewill<br />
police it and it will become an offence<br />
underthe TrespassAct if you are<br />
trespassed and return.<br />
‘‘It is then apoliceand courts issue.’’<br />
Mr Byrne would like dog ownerswho<br />
leavedog poo in the park to realise they<br />
are creating ahealth problem for rangers<br />
working there, and themany people<br />
visiting the park.<br />
He also saysthey should not be ``so<br />
selfish’’asother dog ownersrespected the<br />
park,and keptdogs on leads.<br />

They say it is a‘‘darkday for<br />
democracy’’,aworrying attack on<br />
propertyrights andcommunity voice,and<br />
embed an unusual publicshareholding<br />
model,where shareholderswould have<br />
no rightsotherthan the abilitytodecide<br />
whether or nottoprivatise services.<br />
They say it alsoproposes anotherlevel<br />
of complexity in governance,taking most<br />
councilseven further away from a<br />
positionofinfluence.<br />

Government’sresponse to aworking<br />
group of mayorsand Maori<br />
representatives, acceptingnearly all of<br />

Silverstream predator control on target<br />

The Silverstream Reserve predator<br />
control programme hasreacheda<br />
significantmilestone<br />
Morethan1000 predators, including<br />
possums, rats, hedgehogs,mice,stoats,<br />
weaselsand feral cats, have been<br />
removed fromthe Clarkvillereservein<br />
the 32 monthssincethe programme<br />
began.<br />
JoanWhillans, of Clarkville,who<br />
establishedthe programme, and the<br />
dedicated bandofvolunteers whohelp<br />
her with thework, says thevolunteers are<br />
are an ‘‘amazingly dedicated’’ group of<br />
people.<br />
‘‘They have made amassive difference<br />
to thebirdpopulations in thearea. The<br />
predatorcontrolprogramme could not<br />
possiblysucceedwithout them.’’<br />
Joan establishedthe programmeatthe<br />
reserve afternoticingthat althoughthere<br />
were plenty of trees establishedinthe<br />
reserve,and morebeingplanted,there<br />
wasverylittleevidence of birds living<br />
there.<br />
Howeverthat is now notthe case, with<br />
improved birdsong andannual bird<br />
counts,every August,providingevidence<br />
bird numbersare increasing in the<br />
reserve.<br />
Thefirst count, in 2019,was done in the<br />
west area of the reservewhere 37 birds<br />
wereseen,including 13 differentspecies.<br />
Twelve months later there were130<br />
birds sighted, including 23 different<br />
species. But last year only 83 birds were<br />
counted, including12differentspecies.<br />
It wasadisappointing result, to seethe<br />
numbers dropfromthe previousyear,but<br />
Joansays there are two reasons forthe<br />
decline.<br />
‘‘Asnumbersofpredatorscaught have<br />
remained at thesame level, we assumed<br />
we werereducing thepredators.Possum<br />
numbersdeclined butwediscounted the<br />
importanceofmice as predators,’’ she<br />
says. ‘‘Also, aweek of severe weather in<br />
winterresulted in asubstantial reduction<br />
in piwakawaka andriroriro.’’<br />

Clean water and vaccinations are ‘‘the<br />
two most important things to stay<br />
healthy’’, says Kaiapoi pharmacist Rob<br />
Fenwick.<br />
The Unichem Fenwicks Pharmacy<br />
owner was recently named Prospa Local<br />
Business Owner winner for <strong>2022</strong>, thanks<br />
to one of his customers writing<br />
‘‘something nice about us’’.<br />
‘‘It was very nice. Iobviously spend my<br />
day trying to look after my customers.<br />
‘‘If someone comes in and they need<br />
help you just get it done,’’ Mr Fenwick<br />
says.<br />
The pharmacy is an old Kaiapoi<br />
business dating back to the 1800s, with<br />
Mr Fenwick’s father taking the reins in<br />
1948.<br />
When Mr Fenwick began training as a<br />
pharmacist in the late 1970s, it was<br />
predicted robots would take over alot of<br />
the work.<br />
‘‘They spoke about the four day week<br />
and robots back in the 1970s, so Ithought<br />
Iwould be retired now.<br />
‘‘We’ve got arobot here, but they let<br />
you down, so you still need people<br />
overseeing it all.’’<br />
He took over his father’s halfshare in<br />
the business in 1985, going into<br />
partnership with his brother Peter, who<br />
retired five years ago.<br />
‘‘I have dispensed afew prescriptions<br />
in my time,’’ he says.<br />
‘‘Being agood pharmacist is alot of<br />
hard work.<br />
‘‘There’s alot of financial pressures<br />
and you have to be pretty positive and<br />
keep your chin up.<br />
‘‘It can be quite depressing at times.<br />
It’s like anything in health, it gets quite<br />
complicated with all the extra training<br />
and courses you need to do and keeping<br />
your ticket up to date.’’<br />

staff and has had anumber of long<br />
serving staff over the years.<br />
He says the attraction of having lunch<br />
by the Kaiapoi River helps to keep<br />
people loyal and local.<br />
Mr Fenwick had been starting to think<br />
about retirement, but Covid has forced<br />
him to ditch any thoughts of easing back.<br />
He says the last two years have been<br />
particularly challenging and several of<br />
the staff have come down with the virus<br />
in recent weeks.<br />
‘‘It’s been shocking really and Ithink<br />

The completion of stopbank work<br />
alongthe Mason and Waiau Uwha<br />
rivers is agreat outcome for the Waiau<br />
community, says Hurunui District<br />
<strong>May</strong>orMarie Black.<br />
The work,which cost $850,000 to<br />
complete,ispart of Environment<br />
<strong>Canterbury</strong>’s climate resilience<br />
programme, and wasdonetoimprove<br />
floodprotection to theWaiau township<br />
and the Inland Road(State Highway<br />
70).<br />
The work will create amore robust<br />
transport network forgetting to and<br />
from Kaikoura by providing an<br />
alternative routetothe coastal State<br />
Highway One which can be affected by<br />
slips.<br />
<strong>May</strong>orBlack says there has been<br />
significant interest overthe years in<br />
mitigating flood risk at this location.<br />
‘‘At the end of the day what we value<br />
most is the wellbeing of our families,<br />
the safety of our homes and the<br />
prosperity of thecommunity we live in<br />
and this project,with investmentfrom<br />
Central Government, has contributed<br />
enormously to peace of mind for Waiau<br />
residents,’’ she says.<br />
Lott Contracting,ofWaiau,did the<br />
work on the project which began in<br />
<strong>May</strong> last year and was completed in<br />
February.<br />
Funding for the workcame from the<br />
Ministry of Business Innovation and<br />
Employmentthrough the Regional<br />
Economic Development and<br />
Investment Unit (Kanoa) and the<br />
WaiauTown River Rating District, a<br />
geographicarea from which ECan<br />
collects atargeted rate for the purpose<br />
of mitigating the effects of flooding<br />
and erosion.<br />
The regionalcouncilmanages 59<br />
river ratingdistricts and each district<br />
has an individual workplan to reduce<br />
flooding and erosionthroughbuilding<br />
and maintaining stopbanks, planting<br />
at river edges, and clearing riverbeds<br />
of trees or weeds thatobstruct or<br />
divert riverflow.<br />

saidthe stopbank work included<br />
remediation and strengthening of two<br />
existing stopbanks alongside the<br />
Inland Roadand the constructionofa<br />
new stopbank bordering the eastern<br />
sideofthe Waiautownship.<br />
About 20,000 m3 of gravel was<br />
sourced from the river to constructthe<br />
new stopbank which is 733.5 metres<br />
long.<br />
The gravel was compacted and then<br />
topsoiled, with springrains<br />
encouraging rapid growth of the grass<br />
seed that was laidover the stopbanks.<br />
‘‘Works also included removing a<br />
significant amountofvegetationfrom<br />
the existing stopbanks at the Inland<br />
Road,’’ he said.<br />
‘‘Theroots of treesand shrubscreate<br />
aweaknessinthe stopbank by creating<br />
pathsfor watertoflow throughina<br />
flood, and shrubsand trees can<br />
preventeasy visualinspections,which<br />
staffneed to carry out quicklytoassess<br />
floodrepairs.’’<br />
Future plannedworks include<br />
environmental enhancement suchas<br />
weedcontrol, including Old Mans<br />
Beard, in the tree block upstream of<br />
Dog Brook, plus targeted planting and<br />
upgrades to the Waiau Uwha River<br />

seen in binary terms. We are not. We are<br />
amultiracial and multicultural society<br />
and our governancearrangements<br />
should reflect that.<br />
As Dame Anne Salmondeloquently<br />
outlined in arecentarticle,the<br />
Preamble to the Treaty of Waitangi<br />
makes it clear that it creates amultilateralagreement,<br />
not abilateral one.<br />
She also suggeststhat the 1987 High<br />
Court ruling that the Treaty was a<br />
partnershipbetween the Crown and<br />
Maori alone needsfurther<br />
consideration.<br />
Dame Annenoted that, as timepasses,<br />
‘‘nonindigenous incomers may even<br />
have whanaunamed after them –the<br />
Manuels, the Stirlings, the Jacksonsand<br />
the O’Regans etc.’’<br />
We in <strong>Canterbury</strong> might add the<br />
Grennells, Christians,Solomons and<br />
Tregurthans(Tirikatenes).<br />
In spite of the above,weseem to be<br />
stumbling by ad hoc stepslike the Ngai<br />
Tahu Bill and Three Waters intoafuture<br />
of cogovernance,abilateralsystem<br />
inconsistent with the multilateral<br />
nature of the Treaty and our society.<br />
This will require us to give up the<br />
democraticfoundation of our<br />
governance arrangements.<br />
Ihave witnessed massive change and<br />
growth in Maori involvement and<br />
progress in recent decades, someof<br />
which Ihave beenapart of and helped<br />
create.<br />
In 1985, following amultisector<br />
employment summit,whichIchaired as<br />
Minister of Employment,Iadvised<br />
Cabinetthat we were witnessing aMaori<br />
Renaissance, awidespread movement<br />
that has continued to this day. We are<br />
better for this movement, provided it is<br />
seen in amulticultural context.<br />
As aRangiora High School teacher a<br />
decade and ahalf earlier, Ifound the<br />
requirement to record Maori students as<br />
being more or lessthan halfMaori,<br />
difficult in the extreme.<br />
Later, as an MP in the Kirk<br />
Government, Ivoted to changethat law.<br />
Now, anyone with aMaori ancestorcan<br />
claim to be Maori and, at census time,<br />
choose to be on the Maori or General<br />
electoral roll. Again, we are better for<br />
this change.<br />
As Speaker of Parliament in the late<br />
1980’s,Iruled that Maori was an official<br />
language of Parliament, adecision which<br />

Today it is quite common to hear non<br />
Maori MPs usingMaorilanguage<br />
expressions in Parliament, which also<br />
has an interpretation service so that all<br />
MPs understand what is being said.<br />
These and other developments over<br />
nearly 50 years have made New Zealand<br />
abettercountry, and us abetterpeople.<br />
There is, however, much thatIfind<br />
troubling about Rino Tirikatene’s<br />
Private Member’s Bill proposingthat<br />
NgaiTahu can appoint two unelected<br />
representatives to the <strong>Canterbury</strong><br />
Regional Council(aka Environment<br />
<strong>Canterbury</strong>/ECan).<br />
First, local authorities should be<br />
democraticallyelected.<br />
Thismeans that councillorsmaking<br />
planning and resource management<br />
policiesand decisions are directly<br />
answerable to their communities.<br />
It is called democracy.Itishow we do<br />
things in this country. The Tirikatene<br />
Billchanges this fundamentally.<br />
The appointedcouncillors, under this<br />
Bill, willbespending publicmoney, but<br />
willbeanswerable onlytothose who<br />
appoint them,ineffect to the inner,<br />
private political dynamicsofNgai Tahu.<br />
Thisproposalreverses the longstanding<br />
political principle of ‘no<br />
taxation without representation’, and<br />
creates anew principle,one that<br />
provides for the appointees of amajor<br />
stakeholder to tax the public without<br />
representingthem.<br />
Thisproposalisanabandonment of<br />
responsible government,whereby<br />
central and local government decision<br />
makers are answerabletotheir electors.<br />
Second, if the currentelected ECan<br />
Council thinks this Bill has merit,it<br />
should be the body promotingitasa<br />
Local Bill.<br />
Its supportive comments, seemingly<br />
becauseitbelieves there will be fewer<br />
costs having Ngai Tahu at the decisionmaking<br />
table rather than in aformal<br />
advisory role, overlook the slightlylarger<br />
matters of principle thancost at stake<br />
here, things liketransparency and<br />
democracy.<br />
Third, Rino Tirikatene, the Member of<br />
Parliament promotingthis Bill, also<br />
represents all Maori (notjust Ngai Tahu)<br />
in Otago, Southland, the West Coast, and<br />
other Iwi in Nelson, Marlborough and<br />
Tasman. If it is good for <strong>Canterbury</strong> to<br />
havethis change, why is it not being<br />

Fourth, if amajor constitutional<br />
changesuch as thisreally does have<br />
genuine value, it shouldapply to all local<br />
authorities and to all Iwi, not just<br />
<strong>Canterbury</strong> and Ngai Tahu.<br />
In that case,itshould be aGovernment<br />
Bill.<br />
Much of the criticism of the Three<br />
Watersproposal revolves around its cogovernancemodel.<br />
The Government<br />
shouldbewary of taking thatstep but, if<br />
it supports the NgaiTahu Bill, why not<br />
do the same for all Iwi in all regions?<br />
Fifth,Ngai Tahu is amajor resource<br />
consent holderin<strong>Canterbury</strong>. Iwi<br />
appointeeswould havemany conflicts of<br />
interest,not least for urban zoning and<br />
irrigation consents.<br />
Sixth,when ECan was conducting its<br />
representationreview prior to the 2007<br />
local elections, my deputychair, Robert<br />
Johnston,and Imet separately with Mark<br />
Solomon, then NgaiTahu<br />
Kaiwhakahaere. We asked him whether<br />
he would supportadesignated Maori<br />
constituency.<br />
He toldusthat they did not want a<br />
separate constituencyasthey thought<br />
the MaoriAdvisory Committee was<br />
working well, so why change it. We<br />
proposed no change.<br />
Perhaps the genesis of thisBill is to do<br />
with some recenthistory.<br />
In the 2007 local elections,awave of<br />
publicconcern over the potential for<br />
irrigation from the Central Plains Water<br />
schemetopollutedomesticwater<br />
supplies saw four Greenaligned<br />
candidatessweep incumbentsout of<br />

Potential irrigators feared tighter<br />
rules and conditionsfor the use of water,<br />
afear that was conveyed to ruralmayors,<br />
who saw water as drivingeconomic<br />
growth in their districts. When the Key<br />
Government was elected in 2008, it and<br />
the mayors(led by Christchurch’s<br />
Parker)succeededindestroying the<br />
electedECan council and having<br />
commissioners appointed.<br />
Labour and the Greens,inOpposition,<br />
opposedthis action.They wereright to<br />
do so.<br />
Ngai Tahu, however, supported the<br />
National government’s actions, as did<br />
the Maori Party.Ngai Tahu thenhad a<br />
Commissioner appointedtoECan,<br />
something it now seeks to consolidate<br />
with this departure from the democratic<br />
foundation of local government.<br />
APossible Solution<br />
Away needs to be foundtoenable Ngai<br />
Tahu to exercise its manawhenua role<br />
with regard to natural resources,while<br />
maintaining the democraticbase of local<br />
government and the multilateral nature<br />
of the Treaty of Waitangi.<br />
The Tirikatene Billdoes not do this. It<br />
is, metaphorically, the tail proposing to<br />
wag the dog.<br />
If the advisory rolethat NgaiTahu<br />
found satisfactory in 2007 is no longer<br />
wanted, another way of engagement must<br />
be found.<br />
Cogovernanceisnot the answer,<br />
despite its advocates already referring to<br />
the ‘successes’ of the (as yet nonexistent)<br />
ECan model.<br />
Another democratically based solution<br />
needs to be found by central government<br />
engaging with the whole of the<br />
community.<br />
The Ngai Tahu Bill should be either<br />
rejected or parked, the 1987 ‘Lands’<br />
judgement of Sir Robin Cooke revisited,<br />
and anew model developed, one based<br />
on the multilateral nature of the Treaty<br />
and the multicultural nature of our<br />
country.<br />
At the end of the day, Parliamentwill<br />
have to makethe final decision on the<br />
process but, as the outcome would bring<br />
about constitutional change,itshould be<br />
settled by way of areferendum.<br />
Prior to that,however,Ithink thata<br />
Royal Commission, independent of<br />
Government (as with the consideration of<br />
proportional representation in the<br />
1990’s), is the best way to engage with the<br />
publicand to produce proposals for all<br />
parliamentarians to consider.<br />
These are veryserious matters. While<br />
this would take longer than aCabinet<br />
decision laterthis year and enactment<br />
soon after, it wouldbeabetter,<br />
transparent process.<br />
It mighteven get the support of all<br />
parties.<br />

What's happening Hurunui?<br />
GROWTH HAPPENING IN AMBERLEY<br />
There is significant growth happening in Amberley township, with more than eight large<br />
subdivisions approved in the past two years.<br />
Most of the subdivisions are on the east of State Highway 1, three of the largest<br />
developments being the Retirement Village at 175 Carters Road with 250 units, Oakfields at<br />
21 Hilton Drive with 177 lots and The Clearing at64Amberley Beach Road with 125 lots.<br />
With regular developments happening within the Amberley township and the government's<br />
proposed Spatial Planning Act, Council is in the early stages of scoping aspatial planning<br />
project for the District.<br />
BIRD LIFE ONHURUNUI'S COAST TAKES FLIGHT<br />
Atrapping programme atAshworths Beach is enhancing the bird life, and the community<br />
goal is to continue the progress. The vision is to have trap lines running from the northern<br />
end of Pegasus Bay where it meets Teviot Hills, to the southern Hurunui/Waimakariri<br />
boundary towards the Ashley/Rakahuri River. This work is being undertaken by locals<br />
Caroline and Jeff Elliott, who are working with a Coast Care Group, pupils at Amberley<br />
School who are making the traps, and HDC’s Water and Land Coordinator Rima Herber.<br />
SOWING SEEDS FOR ABRIGHT FUTURE<br />
The <strong>May</strong>ors Taskforce for Jobs programme has had arecent focus onbuilding relationships<br />
and community engagement, while understanding proper work ethics.<br />
The current taskforce at HDC has been working on abiodiversity project onKereone Farm at<br />
Mouse Point.<br />
The project involves working with the landowner to clear the area of weeds and predators<br />
that are damaging threatened plant and animal life, to create a biodiversity corridor<br />
encouraging native planting and growth.<br />
With the help ofthe taskforce, 64-72 different rare and unique plant species have been put in<br />
the ground, and John has another 1000 plants tobeplanted this season.<br />

STICKING TO THE GAME PLAN<br />
The Council’s Draft Annual Plan isavailable for review and feedback, which stipulates the<br />
next 12 months will beall about sticking to the project delivery game plan for Hurunui District<br />
Council, despite the unprecedented inflation. Council carefully scrutinised operational and<br />
project costs before agreeing to propose anaverage rates increase of 10.5% for the <strong>2022</strong>-23<br />
year. There will be opportunities for rate payers ofHurunui District to provide their feedback<br />
on the proposed rates increase. Details ofengagement methods have been advertised inthis<br />
issue of<strong>North</strong> <strong>Canterbury</strong> <strong>News</strong>, under Public Notices. All information is also on Council’s<br />
website under Consultations. All comments should arrive nolater than 5:00pm on Monday 6<br />
June.<br />
PROGRESS ON BRIDGE AND ROAD WORKS<br />
At the moment here is plenty of activity at the work sites on Leader Road East and<br />
Rogersons Bridge (Woodbank Rd).<br />
On Leader Road East preparation for seal and sight rail installation is happening, with<br />
Stop/Go controls inplace meaning short delays for traffic.<br />
On Rogersons Bridge replacement rails and wheel rubs work commenced onTuesday. The<br />
bridge isclosed between 9am-3pm. There isford access on the north side of the bridge.<br />
Works are expected totake approximately six days.<br />
Prisoners were used to plant trees in the Hanmer Springs State Forest from 1903-1913. The prison<br />
camp was designed to fit on atruck or railway wagons so it could be moved to different planting<br />
blocks. Although there was no proper security or fencing, there is no record of escapes from the<br />
camp. Thanks to the <strong>Canterbury</strong> Heritage website for this interesting piece of local history!<br />

activities, and environments, while<br />
caring for thosewith memory loss.<br />
Adriel’s owner Mischeal McCormick<br />
says this hasbeen aparticular focus<br />
throughoutthe Covid19pandemic.<br />
‘‘In these Covidtimes we havebeen<br />
remindedofhow importantitistocarry<br />
on withthe normaldaily routines,’’ she<br />
says.<br />
Residents were missing being ableto<br />
go out into the community,but therehad<br />
been occasional trips to put posies,<br />
made by residents, in ‘‘SharingSheds’’<br />
in both Amberley and Leithfield,tohelp<br />
brighten someone’s day and stimulate<br />
residents.<br />
The home had aquiet Easter and<br />
AnzacDay. But residents were<br />
encouraged to celebrate Easter, and<br />
enjoyachocolate egg or two, whiletalk<br />
turned to war memories on AnzacDay.<br />
Mischeal says all staffatAdrielhave<br />
stepped in to help in these pandemic<br />
times, workingextra hours, sleeping<br />
over and helping out where they could.<br />
‘‘Without them we couldnot have<br />
functioned. Therewouldhave been a<br />
severe impact,’’says Mischeal.<br />
‘We have really good staff who have<br />
pulled together, and supportedeach<br />
other. It has been really lovely.’’<br />
Adriel is looking forward to Ruby’s<br />
Choice,aground breakingfilm with a<br />
<strong>North</strong><strong>Canterbury</strong> flavour, being<br />
screenedsoon.<br />
It is hoped the Australianproduced<br />
film in which dementia takes centre<br />
stage, willscreeninRangioratoward<br />
the end of July.<br />
Mischeal says Adriel has asmallbit<br />
part in the epilogue of the film, with a<br />
couple of residents starring.<br />
The film exploresthe humanising<br />
storyofagrandmother dealing with<br />
dementia, and whose familyrediscover<br />
the value of her presence in their lives.<br />
It is hoped the film willhelppromote<br />
some fundraising for Dementia Care<br />
International, whichisused to support<br />
people from all around the world to<br />
learnabout the SparkofLife philosophy.<br />
Mischeal says people at alocal level<br />
will also have theopportunity to learn<br />
what is possible to assist people with<br />
Dementia, and to help them lead amore<br />
normal and less stressed life for as long<br />
as possible.<br />

CAB recruits sought<br />

<strong>North</strong> <strong>Canterbury</strong>’s advisory service is<br />
seeking new recruits.<br />
Citizen’s Advice Bureau (CAB) <strong>North</strong><br />
<strong>Canterbury</strong> is on the look out for new<br />
volunteers to meet agrowing demand.<br />
Applications close on Friday, <strong>May</strong> 13,<br />
for training next month.<br />
While all ages are welcome, coordinator<br />
Theresa Evans says most<br />
volunteers are retired, with afew<br />
‘‘phasing out of work’’.<br />
‘‘Our advice to people if they are<br />
wanting to volunteer is that they either<br />
be retired or working part time, because<br />
we ask for anumber of shifts each month<br />
and there is regular training.<br />
‘‘We have retired engineers, retired<br />
school principals and those who have<br />
come from raising families, often in<br />
combination with acareer.’’<br />
Volunteers need to be good listeners,<br />
nonjudgemental and competent using a<br />
computer, Theresa says.<br />
‘‘We help people to know their rights<br />
and obligations and how to use that<br />
information to get the best outcome, so<br />
it’s about empowerment.’’<br />
‘‘Whatever aclient needs is what we<br />
will try to provide.’’<br />
CAB <strong>North</strong> <strong>Canterbury</strong> covers the<br />
Waimakariri and Hurunui districts and<br />
works in with the local councils, Social<br />
Services Waimakariri and Together<br />
Hurunui.<br />
Budgeting Services <strong>North</strong> <strong>Canterbury</strong><br />
offers regular clinics through the CAB<br />
rooms and there are free JP,<br />
immigration and legal clinics offered.<br />
Volunteers also help people prepare a<br />
CV and cover letter, and assist with<br />
filling out online forms.<br />

While enquiries are confidential, it<br />
means the CAB network can provide<br />

CAB <strong>North</strong> <strong>Canterbury</strong> reopened its<br />
rooms at 209 High Street, Rangiora, to<br />
the public on Monday, after being closed<br />
in recent weeks due to Covid.<br />
Volunteers have continued to provide<br />
aphone and email service throughout<br />
the Covid lockdowns and restrictions<br />
over the last two years.<br />
Retirement offerings at U3A<br />
U3A is providing aplatform for those in<br />
retirement to meet others, discuss awide<br />
rangeoftopics, and take partinactivities.<br />
U3A, (University of the Third Age),isa<br />
response to the idea human life is divided<br />
into three periodsChildhood and<br />
schooling; Child rearingand work;and<br />
retirement.<br />
Localpresident, Bob Gumbrell says the<br />
<strong>North</strong><strong>Canterbury</strong> branchbeganin2014<br />
with amembershipof100. It now has a<br />
membership of 300, with local success due<br />
to being an independent club with its own<br />
set of rules, says Bob.<br />
‘‘This enables us to manage ourselvesvia<br />
the committee, with input from members,<br />
and with no constraintsfrom any external<br />
influencers.<br />
‘‘Thus, we are able to provide a<br />
programme for members, by members,and<br />
it means our overheadsare low,’’hesays.<br />
The group coversawide range of topics,<br />
from art appreciation, books, current<br />
events, cycling (twogroups), and the<br />
environment, to food(Epicureans),<br />
genealogy, history,poetry, significant films<br />
of the 20th Century,singing for health and<br />
writers.<br />
It supports 13 interest groups covering a<br />
rangeoftopics, including physical<br />
activities, and runs amain speaker<br />
programme, usually on the morning of the<br />
last Tuesday of the month.<br />
It meets in the Rangiora Baptist Church<br />
auditorium, but during Covid19<br />
restrictions, meetingshave been heldby<br />
zoom.Ithopestoreturntopublic meetings<br />
in June.<br />

2020.<br />
‘‘We’re gradually building up our<br />
client base, with asteady growth,’’ he<br />
says.<br />
‘‘We’ve got afew clients we’re working<br />
with in north Christchurch and we’re<br />
looking to extend further into <strong>North</strong><br />
<strong>Canterbury</strong>.’’<br />
Ray works in with local builders to<br />
install pipe work for sewer and<br />
stormwater. It sounds like dirty work,<br />
but Ray says he mainly works on new<br />
houses.<br />
‘‘Generally we can quote off plans, as<br />
the builders are our main contacts.<br />
‘‘It’s agood industry to be in, and<br />
there’s plenty of work.’’<br />
Ray has previously worked as a<br />
plumber and gasfitter, before doing his<br />
OE and then settling in <strong>Canterbury</strong>.<br />
The opportunity to own aDrainPro<br />
franchise was too good to turn down, he<br />
says.<br />
‘‘I love it, Iwouldn’t be here if Ididn’t<br />
enjoy it.’’<br />
DrainPro was founded in 2014 by<br />
Nathan Williamson, who’s family has<br />
nearly 40 years experience in the<br />
industry.<br />
The company’s headquarters are at<br />
Templeton, south of Christchurch.<br />
DrainPro’s services include sewer<br />
and stormwater drainage, soak pits,<br />
sumps, cartage of spoil, percolation<br />
testing and reports, and sewer pump<br />
stations.<br />
‘‘Residential housing is our bread and<br />
butter, but we also supply and install<br />
septic tanks for rural properties,’’ Ray<br />
says.<br />
The team can install gravity systems,<br />
pumped systems, disposal beds and<br />
sand trenches on rural lifestyle<br />
properties.<br />
DrainPro can also install treatment<br />
plants and water tanks, as well as light<br />
commercial work for warehouses,<br />
commercial premises, apartments,<br />
restaurants and carparks.<br />

revealedatits meeting lastweek.<br />
The impact of inflationhas been<br />
highlighted as the main cause,putting<br />
astrain on council’s operational and<br />
capital expenditure.<br />
Council chieffinancial officer Jason<br />
Beck told councillors it ‘‘did not make<br />
for happy reading’’.<br />
Mrs Black says after scrutinising the<br />
books, the council was leftwith little<br />
choice.<br />
‘‘[We] understand whatitwill mean<br />
to membersofour community,’’she<br />
said at the April28meeting.<br />
‘‘I think we’re all incredibly mindful<br />
of theimpact, but Ithink with<br />
confidencewecan say we’ve looked at<br />
everyaspect of the business to see<br />
wherethere are opportunities for<br />
savings to be made.’’<br />
It could have beeneven worse for<br />
ratepayers with initialcalculations<br />
showing an increase of 16% was<br />
necessary.<br />
Several areas in the budget were<br />
revised by council, to find costsavings,<br />
whichbroughtthe adjustedrate down.<br />
Last year, thecouncil approved an<br />
8.5% averagerate rise for 202122,<br />
followed by 4.99% increasesfor the<br />
followingtwo years in its 202131 plan.<br />
‘‘Those budgets were based off a<br />
number of assumptions, including<br />
inflation and interest rates,’’MrBeck<br />
says.<br />
It was revealedlast week the<br />
consumer price indexhad reached a<br />
30year high, withthe annualinflation<br />
rateat6.9% below expectations.<br />
Council recentlyrenewed its<br />
roading contract, allowing abudget<br />
increase of 30% following aprevious<br />
seven yearterm.<br />
It is expected the increase in<br />
contract rates will not result in an<br />
increased subsidy from Waka Kotahi<br />
NZ Transport Agency as the levelof<br />
subsidy for its programme was fixed at<br />
52%.<br />
‘‘Any escalation in cost will be<br />
requiredtobemet fromthe local<br />
share, whichmeans an increase in<br />
rates,’’the council report says.<br />
The increasedcosts to roading was<br />
predicted to be a‘‘longterm economic<br />
trend’’.<br />
Based off the most up to date<br />
numbers, onlyfour other districts<br />
around the countryare proposing<br />
averagerates risesover more than<br />
10%,including Tararua, Westland,<br />
Tauranga City and the Mackenzie<br />
district.<br />
Some Hurunui councillorspleaded<br />
with operations staff at the meeting as<br />
to whether therewas any otherway to<br />
soften apotential rates rise.<br />

Harris was adamant therewas no<br />
other way withoutreneging on<br />
previouscommitments or cutting<br />

Kaiapoi’s town centre, becausethey<br />
suspect manyaffected residents are<br />
oblivious to the proposed changes.<br />
This is despite claimsofpositive<br />
feedback from locals and subsequent<br />
endorsements by the town’scommunity<br />
board.<br />
Waimakariri District Council staff have<br />
been sent back out to talk to residents,<br />
following concernsaround the level of<br />
awarenessand engagement of the changes<br />
following aroundofconsultation lastyear.<br />
Several parking restriction changes<br />
around Williams Street,Hilton Street and<br />
RavenQuay wererecommended by<br />
council,including reductionsfrom P120 to<br />
P60 in three areasand increasesintwo<br />
areas, from P15 to P60 and P120<br />
respectively.<br />
The KaiapoiTuahiwi CommunityBoard<br />
formally backed the changes at aFebruary<br />
meeting afterthree weeks of community<br />
engagement in 2021.<br />
But concerns wereraised at last week’s<br />
District and Planning Regulation<br />
Committee meeting around council’s<br />
communication with residents during<br />
consultation on the plans.<br />

Youth leaders set priorities<br />

Dani Reilly has had eventful two years<br />
since deciding to move to Oxford.<br />
The new Oxford PromotionsAction<br />
Committee(OPAC) chairperson only<br />
settled in Oxford with her husband Peter in<br />
November 2020.<br />
Originally from Denmark, Daniwas<br />
livinginAustralia with her New Zealand<br />
born husband before Covid19firststruck.<br />
The couple had thought about opening a<br />
wine bar in Australia, but decided to move<br />
to New Zealand to be closer to their<br />
grandchildren.<br />
Peter has ason and daughter and three<br />
grandchildren living in the Oxford area,<br />
while Dani has ason in Australia.<br />
‘‘We always wanted to do something in<br />
the hospitality industry,’’ Dani says.<br />
‘‘Peter’sdaughter said‘did you knowthe<br />
wine bar in Oxfordisfor sale’? So we<br />
bought it and ahouse in Oxford.’’<br />
The couple returned to Australia to get<br />
their affairs in order, but thenCovid struck.<br />
While Petermanaged to returntoOxford,<br />
Dani was stuckinAustralia.<br />
Peter went aheadwith getting the new<br />
business ready and the Black Beech Wine<br />
Bar was opened in August 2020,before<br />
Dani arrived in November.<br />
The couple’sfirst contact with OPAC was<br />
when approached by then chairperson<br />
Barry Cuttancetohost the monthly‘‘mix<br />
and mingle’’ at the bar.<br />
‘‘It was abit of acoincidence.When we<br />
first arrived, we didn’t know anything about<br />
it,’’ Dani says.<br />
‘‘But after we hosted them,Isaid to Peter<br />
it wouldbesomething for me to get<br />
involved in, because Iwanted to do<br />
something in the community.’’<br />
The following month the coupleattended<br />
OPAC’sannual meeting, where Daniwas<br />
elected secretaryand Peter as chairperson.<br />
The couple founditchallenging juggling<br />
the business and their OPACroles, so Peter<br />
decided to step down at the recentAGM.<br />

But Danistayed on and was elected<br />

Cassandra Riellyelected as secretary.<br />
The Covid environmentischallenging for<br />
Oxfordbusinesses, but weekends have<br />
started to pick up, Dani says.<br />
‘‘It could be that people are sick and are<br />
at home isolating, but with Australians able<br />
to comeover, hopefully it will pickup<br />
again.’’<br />
OPAC is looking to run someevents, with<br />
the annual winter lightsfestival set to<br />
becomeaMatariki event.<br />
Dani is also keen to launch awater tank<br />
art trail.<br />
‘‘It’sanidea we got from Victoria,<br />
Australia,where they paint and decorate<br />
the big grain silos and they have bus loads<br />
of people thatcome round and have alook.<br />
‘‘So we’rethinking of tryingtoget the<br />
water tanks on farms painted and set up a<br />
trail around the area.’’<br />
The Great Oxford Garage Sale Trail is set<br />
to return in August and OPAC hopes to get<br />
back to holding theusual eventsinthe lead<br />
up to Christmas.<br />
The WaimakaririYouth Council is<br />
hoping to start meeting moreregularly<br />
as it welcomes some newrecruits.<br />
After arecruitment process in<br />
February,the youth council appointed<br />
seven newmembers to raise its<br />
numbersto16.<br />
But since then theyouthcouncillors<br />
havebeenrestricted to online meetings<br />
overthe last threemonths duetoCovid.<br />
‘‘Nothing beats in person<br />
connection,’’ WaimakaririDistrict<br />
Councilyouthdevelopment facilitator<br />

Swimmers return to pool<br />
Special Olympics swimmers from all over<br />
<strong>Canterbury</strong> and the West Coast could<br />
hardly contain their excitement when<br />
they arrived at the Dudley Aquatic<br />
Centre in Rangiora on Sunday for the<br />
first competition in nearly ayear.<br />
Special Olympics clubs have been<br />
severely affected by Covid19 restrictions<br />
over the past few years, which limited<br />
training, forced cancellations of many<br />
competitions and the postponement of<br />
the National Summer Games in Hamilton<br />
by ayear.<br />
The competition in Rangiora was not<br />
just aswimming meet, but also a<br />
wonderful reunion of athletes from<br />
different regions, who have become close<br />
friends over many years, says Special<br />
Olympics <strong>Canterbury</strong> coordinator Paula<br />
Windsor.<br />
‘‘Special Olympics is not just about<br />
sport, but also about making friends<br />
because people with intellectual<br />
disabilities often have few opportunities<br />
to socialise and make new friends.’’<br />
The swim meet in Rangiora was<br />
attended by Special Olympics athletes<br />
from <strong>North</strong> <strong>Canterbury</strong>, Selwyn,<br />
Christchurch and the West Coast and the<br />
athletes showed that they had still been<br />
putting in plenty of training despite the<br />
pandemic restrictions.<br />
Special Olympics clubs rely heavily on<br />
volunteers, so the organisers were<br />
grateful that representatives from the<br />
local Freemasons Lodge volunteered<br />
their time as timekeepers.<br />
Freemasons New Zealand is the<br />
principal sponsor of the National<br />
Summer Games in December, and has<br />
been supporting Special Olympics at a<br />
local and national level, both financially,<br />

Paula says it was really important to<br />
get the swimmers back in competition, as<br />
they are preparing for the National<br />
Games in Hamilton.<br />
‘‘Like most of us, it is hard to get<br />
motivated to train every week if there is<br />
nothing to look forward to, so today we<br />
saw again that once the athletes line up<br />
against each other, they seem to be<br />
swimming alot faster.’’<br />
Many of the athletes competing in<br />
Rangiora will get stuck into their<br />
training, as well as fundraising, to be well<br />
prepared when they meet again in<br />
Hamilton in December.<br />

Waiau trail bike ride is back<br />
The Tracktion Kawasaki Waiau School<br />
Trail Ride is set to return on <strong>May</strong> 14 to 15.<br />
The annual Waiau School fundraiser<br />
has been running successfully for 23<br />
years, principal Megan Walker says.<br />
‘‘With the incredible support of local<br />
landowners we are able to provide an<br />
exciting two days of trail rides set on the<br />
most breathtaking farms surrounding<br />
Waiau.<br />
‘‘This ride always receives positive<br />
feedback regarding the impressive and<br />
challenging courses set. Every year we<br />
offer new courses to explore and new<br />
tracks to challenge riders.<br />
Ms Walker says it takes alot of work<br />
and community support to pull an event<br />
like this together.<br />
‘‘With aschool roll of 40 we rely on all<br />
our school families and many members of<br />
our community to help make this event a<br />
success.<br />
‘‘This fundraiser has amajor impact on<br />
our school, providing extra teaching<br />
support and outdoor education<br />
experiences and allows us to contribute<br />
to the running costs of the Mainpower<br />
Waiau Community Pool.<br />
‘‘We are extremely lucky to have the<br />
opportunity to continue to run this<br />
fundraiser as this allows us to give our<br />
students great learning experiences and<br />
extra support.’’<br />
Ms Walker says the courses have been<br />
designed to appeal to riders of all<br />
abilities, with ‘‘additional enduros<br />
mapped out on both of the rides’’.<br />
The Saturday ride will be held at<br />
Barcaldine farm, while on Sunday riders<br />
will head out to Hossack Downs Farm.<br />
Both courses, which have loop tracks<br />
up to 45km long, are about 10 minutes<br />

Ayear of challenges for president<br />

Caroline Amyes’ first year as Federated<br />
Farmers <strong>North</strong> <strong>Canterbury</strong> president has<br />
been ‘‘a baptism of fire’’.<br />
In her report for yesterday’s (<strong>May</strong> 4)<br />
provincial annual meeting, held at<br />
Leeston, Ms Amyes recalls tackling the<br />
<strong>Canterbury</strong> flood, Covid and government<br />
regulations in the 12 months since taking<br />
the reins from Oxford dairy farmer<br />
Cameron Henderson.<br />
She was barely aweek into the role<br />
when the <strong>May</strong> 31 flood struck the region.<br />
‘‘Talk about sink or swim. It did mean I<br />
quickly made connections across the<br />
board as we responded to the event,’’ Ms<br />
Amyes says.<br />
‘‘I pushed hard to ensure that <strong>North</strong><br />
<strong>Canterbury</strong> wasn’t forgotten, as the focus<br />
was often on Mid<strong>Canterbury</strong>.<br />
‘‘It was atough time especially for our<br />
<strong>North</strong> <strong>Canterbury</strong> dry land farmers,<br />
many of whom were already under<br />
immense pressure from drought<br />
conditions.’’<br />
Through successful lobbying some<br />
Government flood relief funding was<br />
secured to assist with uninsurable<br />
damage, land remediation and fencing.<br />
Strong commodity prices has provided<br />
some relief to farmers, but the rising<br />

costs of production has created plenty of<br />
headaches as Covid continues to disrupt<br />
supply chains.<br />
Getting space at the freezing works has<br />
been achallenge over the last 12 months.<br />
The easing of restrictions has helped,<br />
freeing up space for ‘‘cull cows’’, but it<br />
looks set to remain tight for the rest of the<br />
season.<br />
The Federated Farmers policy team<br />
has been kept busy with lobbying on<br />
annual plan changes, Three Waters and<br />
developing climate change initiatives,<br />

‘‘Groundswell is still active in pushing<br />
back on key issues of frustration.<br />
‘‘While the pressure these groups<br />
apply helps, it is your Federated<br />
Farmers membership that is ensuring<br />
there are policy experts at the table<br />
critiquing national, regional and local<br />
government policy and working to get<br />
solutions that will work for your farming<br />
operations.’’<br />
Ms Amyes works for Craigmore<br />
Farming as an agri relationship partner<br />
and lives on alifestyle block at<br />
Whitecliffs, near the Rakaia River.<br />
‘‘This season has not been atypical one<br />
for <strong>North</strong> <strong>Canterbury</strong>, it feels like we<br />
only got afew weeks of summer,’’ Ms<br />
Amyes says.<br />
‘‘On our place we have had over<br />
1200mm of rain this year compared to our<br />
normal 900mm.<br />
‘‘This has been great for our dry land<br />
hill country farms, but it has meant<br />
pasture production across irrigated<br />
dairy land has been slow with more dull<br />
days and for arable it’s made harvest<br />
near impossible.’’<br />
The Federated Farmers <strong>North</strong><br />
<strong>Canterbury</strong> province covers from Rakaia<br />
River in the south to Clarence Valley,<br />
north of Kaikoura.<br />

ewe flock competition.<br />
The champion flockwas decided by a<br />
people’s favourite vote by participating<br />
farmers, afterone judge fell illand another<br />
made himself unavailable.<br />
Whilethe majorprizes wenttofarms<br />
southofthe Waimakariri River, <strong>North</strong><br />
<strong>Canterbury</strong> farmers featured strongly in<br />
the twoday competition.<br />
Lake ColeridgeStation was declared the<br />
winner to thecreditofownerBruceMiles<br />
and managers Markand RebeccaRose.<br />
But it was acloserun thingwith onlyone<br />
pointseparatingtheir flock and Philip<br />
Todhunterand Anne Palmer’s twotoothsat<br />
Lake Heron Station.<br />
In third placewas Paul andPrue Ensor<br />
at Rakaia Gorge’s Glenaan Station.<br />
The twoday tour started near Waiau,<br />
with about60farmersvisitingfive<br />
properties to gauge the young merinos,<br />
whileanother five farms wereassessed on<br />
the second day near Rakaia and Ashburton<br />
gorges.<br />
Competition organiser Paul Ensor said<br />
the judgingsituation was challenging, but<br />
the event was still asuccessand continued<br />
with safety precautions in place.<br />
‘‘It was basically more of apeople’s<br />
choice result, butwehad apretty educated<br />
crowdwith our chairman Graham Reed<br />
facilitating the crowd voting.<br />
‘‘I guess the competition was more about<br />
the conversation and we heard about the<br />
different managementtechniques on farms<br />
and how to get the best out of your<br />
genetics.’’<br />
He said this was valuable,ashalf of the<br />
competitors wereanew generation of<br />
farmers who hadn’t been in the<br />
competition before.<br />
‘‘It was good for them to seewhat people<br />
who had been aroundfor awhilewere<br />
doing.’’<br />
Twotooths wereingood condition with<br />
feed in plentiful supplyafterawet season.<br />
Mr Ensor said this created its own<br />
challenges with footrot and wool quality as<br />
wool didn’talwayslike alot of moisture and<br />
couldbecome ‘‘washed out’’ by alot of rain.<br />
‘‘Certainly the flocksthat did well<br />
handled the seasonal conditionswell. The<br />
climatic conditions have been challenging,<br />
but it’s good to see that the merino can<br />
handle theseconditions and show their<br />
versatility.’’<br />
At the prizegiving ceremony, Lake<br />
Heronwas awarded the wool constitution<br />
and confirmation trophy and the<br />
Grampians,ofCulverden, won the Gordie<br />
McMaster trophy for most improved flock.<br />

Waters Reform<br />
<strong>North</strong> <strong>Canterbury</strong> <strong>May</strong>ors are calling the recent<br />
announcement that the Government is forging<br />
ahead with a“virtually unchanged” plan for Three<br />
Waters Reform a“dark day for democracy”.<br />

Manapori says Government plans to force through<br />
water reforms unchanged is aworrying attack on<br />
property rights and community voice.<br />
The changes embed an unusual public shareholding<br />
model, where shareholders would have norights<br />
other than the ability to decide whether or not to<br />
privatise services.<br />
They also propose another level of complexity in<br />
governance, taking most councils even further<br />
away from aposition of influence.<br />

New Rural Crime App<br />
Two<strong>North</strong> <strong>Canterbury</strong> Districts are trialling anew<br />
app which will make it easier to report rising rural<br />
crime. Waimakariri and Hurunui Districts have been<br />
selected to undertake the national trial of Rural<br />
Lookout -anew app launching on Wednesday 4<br />
<strong>May</strong> from New Zealand Police to make reporting<br />
suspicious rural incidents quick and easy.<br />
