He will roll around on the ground seeking attention, and once he gets that attention, be prepared to spend some time petting him. Growlith can be very silly and he always makes people laugh. FYI: colonycats.org Bullseye is a deaf 7-year-old Bull Terrier who arrived at the county shelter as a stray. www.columbusmessenger.com WESTSIDE MESSENGER - May 15, 2022 PAGE 11 County uses workforce development initiative in new cafe There is a new option for breakfast or lunch at the Franklin County Courthouse. Café Overlook opened for business on the 16th floor at 373 S. High St. where there hasn’t been any place for county employees or building visitors to eat or even get a cup of coffee since the beginning of the pandemic in the spring of 2020. The new venue isn’t a typical government building cafeteria, however. Café Overlook is a contemporary restaurant and also a workforce development initiative in which social services clients will be paid a living wage while learning kitchen and job readiness skills during an apprenticeship before being placed in a longer-term career elsewhere in the restaurant industry. “Café Overlook was developed by rock stars at the county and in our community — they love this community and want to see people thrive, and we’re just as excited about this vision as they are” said board of commissioners president Erica Crawley. “Our community members want to work, they want to be entrepreneurs where they do something they love and flourish. Café Overlook provides opportunity and support for those dreams.” The idea for a restaurant that also trains residents for careers in hospitality came from the commissioners, but Café Overlook will be owned and operated by Service! Relief for Hospitality Workers (“Service!), an Ohio non-profit corporation, led by a team of experienced restauranteurs, Sangeeta Lakhani, Letha Pugh, and Matthew Heaggans. The trio envision Café Overlook as an educational hub for workforce and economic development. It will eventually also serve as an incubator kitchen, hosting other local culinary businesses. The team sees it as a chance to begin to change the restaurant industry, which includes advocating for fairness in wages and benefits for employees and educating consumers on the impact of rising food costs. “Most restaurants don’t have time to train people from scratch, let alone pay them a living wage,” said Lakhani. “Thanks to the commissioners, we’re able to give people a good job where they can learn essential job skills so they can go on to have long-term careers in the industry.” Employees of Café Overlook will be paid $15 per hour and have access to benefits like healthcare and subsidized childcare, uniforms, and transportation. During their apprenticeships, they’ll learn skills in all parts of the restaurant, from cooking to customer service, and even menu planning and procurement. After an individual assessment of each staff person’s skills and capabilities, the team will work with them to find long-term employment in the industry where they can put their new skills to work for a career. “Café Overlook is an innovative Trustees do not join SWACO consortium By Amanda Ensinger Staff Writer Entering into a trash and recycling consortium consumed a large portion of a recent Franklin Township Trustees meeting. Franklin Township Administrator Steve Mazer provided an update to residents. “Board members had requested that I look into this and I had a meeting with the attorney representing SWACO regarding the consortium,” Mazer said. “It seems that the township was a member of the consortium as late as 2019, but since that time, the township has not been a member.” Mazer said the consortium has evolved to having one contract with one company, which is Local Waste Services. Mazer also added that since leaving the consortium, residents have seen their monthly rates increase. “What I was told was the township has an option to rejoin the consortium, but that the contractor would be Local Waste Services,” Mazer said. “However, there are also a number of stipulations that the township would have to fulfill before they would consider allowing us to enter back into the consortium.” One stipulation: Local Waste Services wants the township to make them whole if the customers refuse to pay. “This is kind of alarming to me,” Mazer said. “When the township was last in the consortium, there were 2,800 households and 700 were either delinquent or just refused to pay the bills.” Another stipulation said the township would have to agree that Local Waste can stop service to delinquent accounts. Meaning, if an account hasn’t paid in 90 days, Local Waste Services will stop service on that account. The third stipulation is that all residents have to join the consortium and agree to use Local Waste Service as the trash and recycling provider. They cannot opt out of service. “The price would be $19.99 a month and customers would be billed quarterly,” Mazer said. “They also offer a senior citizens discount.” Mazer reported that Local Waste Services did suggest putting a lien on resident’s properties if they don’t pay their bill so the township can get their money back. “I do not want to be responsible for delinquent bills,” said James Leezer, township trustee. “I don’t think it is a good use of resident’s money to spend their money to pay for someone’s trash.” The township agreed to send a letter to residents letting them know that currently they are not under contract with any trash hauler and they can pick any trash hauler they would like. The board also agreed for right now not to join the consortium under these current stipulations. Expires May 21, 2022 approach to food - fresh, local, and healthy both for the people who eat it and the people who prepare it,” said Pugh. “And unlike most restaurants, which hate turnover, we’ll even help our team members find their next jobs when they’re ready to move on.” The menu at Café Overlook starts with locally roasted coffee in the morning as well as fresh baked goods and fruit. Lunch includes a full salad bar and made-to-order sandwiches at the grill. There will also be take-and-go food options, and customers will be able to order ahead from their desks or cell phones through an app and then just pick up their food at the Overlook when it’s ready. “Everybody deserves good, nutritious food, and everybody deserves to be paid fairly for their labor,” said Heaggans. “We like to say that Café Overlook is an opportunity to eat well while doing good.” The commissioners made a commitment in 2016 to pay their own employees a living wage, and then raised their minimum to $15 per hour in 2019. They have several innovative programs with a similar model of paying people and supporting them in other ways while they learn the skills they need for a middle class career in the building trades or as a truck driver. They have provided funding to help start up Café Overlook and are also subsidizing its operating costs in order to keep prices affordable for employees and visitors to the courthouse. “As the former owner of a restaurant, I can tell you that it’s not an easy industry to be in, but that the Café Overlook team is really doing it right,” said commissioner John O’Grady. “The food and service are both fantastic; the support for their employees and our local economy are inspiring, and they’re giving our employees and visitors a great, healthy and affordable option for breakfast and lunch.” Café Overlook will employ about 20 people at a time, with some always rotating onto and off of the roster as new team members join and those with new experience move on. The county and café have partnered with Jewish Family Services to identify new employees and to help them with additional supports so that they can focus on their new job and on learning the ropes in a new industry. “I’ve always said that the best social service is a good paying job,” said commissioner Kevin Boyce. “Providing somebody with the opportunity to earn a living for their family is the best way to help them move up the ladder of economic mobility, and Café Overlook will both feed the courthouse and enrich our whole community.” Café Overlook will be open daily through the week from 8 a.m. to 3 p.m. community events conducted by Amvets Post #1928. The second service will be held at noon at Alton Cemetery. It will be conducted by Camp Chase Post #98 of the American Legion.
