After attending a basketball game 

between Westland and Franklin Heights, 

Zach Fleer was driving home when he 

suddenly experienced an epiphany. 

As co-owner of 270 Hoops, Fleer had 

spent the last few years running his 

media and event organization, which also 

hosts events like prospect camps and outreach 

programs. 

On his way home from that late fall 

basketball game last year, Fleer says he 

was listening to a Bible app in which 

Matthew 5:14-16 played. 

“It was in this passage, that Jesus 

talks about how a city on a hilltop is not 

hidden, essentially telling us that we are 

the light of the world and need to let our 

good deeds shine,” he said. “It was then 

that the Lord told me to create a nonprofit 

sports ministry company and direct 

the majority of my efforts to the 

Westside.” 

In December, he founded 270 Faith, 

an organization that provides support for 

underserved athletic programs in central 

Ohio and offers a safe space for kids to 

gather and learn basketball skills. 

One of his newest projects is the 

Hoops and Hope program at Westgate 

Park. The free, open court Bible study 

program takes place from 4 to 7 p.m. 

every Thursday now through July. 

“We offer free skill development training, 

competitive games and contests from 

4 to 6 p.m. outside on the outdoor courts,” 

Fleer said. 

After that, participants go inside the 

recreation center and can attend a Bible 

study discussion and have dinner from 6 

to 7 p.m., he said. 

“We’ve had two college coaches direct 

the sessions, as well as South basketball 

Coach Ramon Spears and iconic retired 

Westerville South head basketball coach 

Ed Calo lead the basketball IQ development 

sessions,” Fleer said.

After a two-year hiatus due to the 

COVID-19 pandemic, the Hilltop Bean 

Dinner is returning to Westgate Park this 

summer. 

This year’s event will take place from 9 

a.m. to 5 p.m. June 25 at Westgate Park, 

455 S. Westgate Ave. There is no cost to 

attend the public event. 

“While we canceled for safety purposes 

2020 and 2021, we are grateful to host the 

2022 Hilltop Bean Dinner Festival,” said 

Nancy Rhynard, one of the event’s organizers. 

“Each year, we received hundreds of 

calls asking for the event to come back. We 

love our patrons and everyone is like family.” 

This year, organizers say they expect a 

large crowd. They’ll be ready with 180 cans 

of beans, a thousand hot dogs and many 

more specialty food items to devour including 

Blue Bunny ice cream, special sandwiches 

from Tynees Sweet Parlor and a 

special surprise grill cook from Otie’s 

Hilliard. 

Activities include a large children’s section 

hosted by the Hilltop YMCA and Faith

Police protection discussed in Franklin Twp.

Police protection continues to be an issue in a local 

township and the Franklin County Sheriff’s Office is 

saying it is critical for the township to have its own 

police protection. 

At a recent Franklin Township meeting, the board 

discussed police protection and the impact the recent 

levy failing could have on the community. Franklin 

County Sheriff Dallas Baldwin discussed these challenges. 

“We have a great relationship with the township, 

and this is one of my favorite places to be,” Baldwin 

said. “I’m aware of staffing and cost issues and wanted 

to let you know it will take about one year before we 

see increased patrols in the county and there are several 

calls for service.” 

Baldwin added that the recent policy levy passing 

was critical for the township to have additional police 

protection since the sheriff’s office is so strained. 

While, Baldwin said the jail population was high 

before COVID, and then dropped down, data is showing 

the numbers are starting to climb again and with 

the projection of over one million additional people in 

the city of Columbus over the next 10 to 20 years. 

“Crime will continue to spread out across the county,” 

he said. “While I love the township, our agency 

cannot take on the role of patrolling the township. It is 

cheaper to keep what we have right now.”

time, the sheriff’s office may have to increase their 

presence in the township. 

Residents rejected the levy, with 53 percent of voters 

opposing the levy. 

In the fall of 2021, the township asked taxpayers to 

approve a 7.1-mill timed police levy, which would have 

replaced an existing timed levy that is set to expire at 

the end of 2022, as well as added 3-mills to the levy. 

This levy failed. 

In the spring of 2021, the police department asked 

for a 7.37-mill permanent levy, but voters rejected it. 

As a result of the latest levy failing, Franklin 

Township Police Chief Byron Smith said there will be 

cuts to service and they worry the sheriff’s office won’t 

be able to offset the lack of coverage. 

“Cuts will be imminent to our department unless we 

receive another funding source,” said Smith. “We can’t 

operate at our current capacity with the two smaller 

levies we have. However, it will be up to the board 

when that will occur.” 

Smith said the current five-year timed levy doesn’t 

expire until December 2022, so the trustees may opt to 

keep all the township police officers until the funds are 

no longer available. Currently, the township has 10 

full-time and three part-time officers. 

The department is operating 24 hours a day when 

there is adequate staffing. 

The department currently has two other permanent 

levies it collects from township taxpayers. Those two 

levies bring in approximately $700,000 a year for the 

department.

the Bean Dinner, with judging to begin shortly after. 

Judging should wrap up by 3 to 4 p.m., organizers say. 

Mike Shifflet, who is managing the car show, says 

he expects a large group of vehicles this year. All 

makes and models are invited to enter the car show, as 

well as motorcycles, he said. 

“We will have door prizes and drawings, as well as 

DJ Ronnie Wenika,” he said.

Any middle or high school student in Columbus can 

attend, he says. 

“Kids do not have to be referred to me,” he said. 

“They simply have to show up at Westgate Park on 

Thursdays at 4 p.m. to participate in our program.” 

Holding the event outdoors also allows Fleer to 

invite any kids who may simply be passing by, he says. 

“We purposely put it outside so that we can reel in 

kids who may just be going to the park to play, and 

instead get a high-quality basketball training workout 

for free and then dinner for free as well.” 

A program like this is vital to children who live on 

the Westside, especially those who come from challenging 

circumstances, Fleer says. 

“I grew up on the Westside and actually am moving 

right off Sullivant Avenue in a few weeks,” he said. 

“My wife and I want to be in the community to love the 

people there, especially the kids. It’s important for me 

to be a light for them, to show them a different and better 

way, and to show them the love that God has for 

them.” 

Fleer is careful not to label kids as “at-risk,” however. 

“I use the term ‘at-promise,’ and how I explain that 

to kids is that they’re in a time in their lives when they 

have the most promise to control the direction that 

they go,” he said. “If I can use my platform and the 

gifts God has given me to help steer them down a 

healthy path that includes the life-changing relationship 

with Jesus, then I will have done what God has 

called me to do.”

Summer reading challenge at Westland Library 

Southwest Public Libraries will kick off 

its popular annual Summer Reading 

Challenge (SRC) on June 4 this year, 

launching a summer of reading fun and 

live performers and programs. The first 

fully live SRC since 2019, the challenge 

will run June 4 through July 31 and is 

offered for all ages, babies through adults. 

All performers, programs, and activities 

are free and open to the public. 

Participants will be able to track their 

reading, attend library programs, and complete 

activities to earn prizes and raffle 

entries. Registration is open online at the 

library’s website, in-person at the library, 

or through the READsquared app. This 

year’s theme is Oceans of Possibilities. 

Summer Reading Challenge is a crowdfavorite 

tradition intended to foster learning 

during the summer months and help 

resist “summer slide,” the tendency for 

children to lose significant learning gains 

over the summer if they do not read or 

engage in other enrichment activities while 

school is out of session. 

The fun is not just for kids though. 

“We love our adult patrons,” said Denise 

Southworth, Westland reference and adult 

services librarian. “Adults can get in on the 

SRC fun too with special programs and a 

challenge tailored just for them.” 

Adult participants can submit book 

reviews and complete special activities to 

earn gift-card raffle entries or enjoy one of 

many engaging adult programs, including 

book discussions, DIY programs, and weekly 

Take and Make Kits. 

This year marks the first fully live SRC 

since 2019, and live SRC performers - one 

of the biggest draws to the program - are 

making a much-anticipated return after 

two years of virtual performances due to 

the pandemic. 

“Staff are just as excited as patrons to 

have our first full in-person Summer 

Reading program since the pandemic,” said 

Kacy Cox, assistant director of the Grove 

City Library. 

“Families look to the library each summer 

for opportunities that are both entertaining 

and educational for their children,” 

said Michele Lowe, assistant director of the 

Westland Area Library. “Summer performances 

are one of the biggest draws to SRC 

and are usually very well-attended.” 

Some of the most popular animal programs 

routinely draw hundreds of attendees. 

This year, the library will host six free 

performers at each location, with a morning 

performance at Grove City Library at 

10:30 a.m. and a repeated afternoon performance 

at Westland Area Library at 1:30 

p.m.

Firefighter’s Fish Fry 

The Prairie Township Firefighter’s 

Association will host its 71st annual fish 

fry from 11 a.m. to 10 p.m. Friday, June 24 

and Saturday, June 25 at 123 Inah Ave. 

Firefighters serve about 2,000 pounds of 

ocean perce, as well as hamburgers, hot 

dogs, and other treats. The two-day event 

will also feature live entertainment and a 

cruise-in on Friday evening. For more

The Highland Youth Garden is registering

A favorite event among Westside residents 

is just around the corner. 

This year’s Historic Hilltop Bean Dinner 

Festival will take place from 9 a.m. to 

5 p.m. June 29 at Westgate Park, 455 S. 

Westgate Ave. 

One of the largest and oldest community 

festivals held on the Westside of 

Columbus every year, the event is known 

for serving guests its “secret recipe 

beans.” However, the festival also includes 

many other activities, from live 

musical acts throughout the day to a children’s 

area that features inflatables. 

Event history 

The bean dinner’s roots date back all 

the way to the Civil War, HBA executive 

secretary Nancy Rhynard said in a Messenger 

interview conducted for a previous 

Bean Festival article. Veterans from the 

war would gather for reunions and cook 

simple food - usually beans and coffee. 

“These events came across the Ohio 

River from Kentucky and West Virginia 

into southern Ohio,” she said. “Soon, 

politicians running for local offices looked 

at the bean dinners as a way to meet and 

greet residents in one location. Strong 

coffee mixed well with politics.” 

Before the 1930s, the Hilltop Businessmen’s 

Association sponsored yearly picnics 

at Buckeye Lake, but during that 

decade began searching for an alternate 

way to thank their customers for their 

business throughout the year. That’s 

when the idea of a bean dinner came 

forth, she said. 

“After a few years, the Bean Dinner 

was held on three days, Wednesday, 

Thursday and Friday, from noon until 

around 9,” she said. “Beans were cooked 

in large pots on open fires, and businessmen 

could display their goods or hand out 

samples.” 

During the late 1950s and early 1960s, 

organizers added carnivals as attractions, 

drawing people from areas outside the 

Hilltop. 

“Trouble ensued as security became a 

problem,” Rhynard said. “Unrest at local 

high schools contributed to the mix. By 

the early 1970s, it was decided to cancel 

the Bean Dinner, not only for the security 

problems, but also due to the decline of 

businesses on the Hilltop.” 

In 1981, however, a renewed Hilltop 

Business Association began the Bean 

Dinner again, with the first event located 

at Franklin Heights High School. Wanting 

to return it to the Hilltop, organizers 

sought permission from the Columbus 

Parks and Recreation Department to hold 

it at Westgate Park. 

“The Hilltop Business Association has 

worked diligently to maintain this community 

event for Hilltoppers and others,” 

she said. “Many folks return from across 

the country to see old friends and visit. It 

is truly a reunion, just like the first bean 

dinners.”

Trustees approve funding for sidewalk program

A local township is moving forward with 

an annual program to repair sidewalks in 

the community. 

At a recent Prairie Township meeting, 

the board approved advancing $100,000 

from the general fund to the 2022 sidewalk 

fund for the program. 

Recently, the board approved charging 

residents $37 to have a 4-foot sidewalk 

removed and replaced and $39 to have a 6- 

foot sidewalk removed and replaced. The 

cost for curb and gutter removal and 

replacement is $48 per linear foot. The cost 

of concrete drive approach removal and 

replacement is $70 a square yard. 

“This year, the minimum cost per 

address is $1,500,” said Dave McAninch, 

assistant township administrator. 

The program, which replaces dangerous 

sidewalks in the township, has been taking 

place for over 15 years. 

The program offers property owners a 

10-year interest free loan to repair their 

sidewalks. The loans are added to the property 

taxes of residents and paid off over a 

decade. 

Previously the program was voluntary, 

but in recent years the township added a 

component to the program where they 

make residents replace sidewalks that are 

dangerous. Also, residents can report sidewalks 

that need to be repaired. 

In 2020 and 2021 the program was 

made all voluntary as a result of the financial 

situation many Americans are facing 

due to the coronavirus pandemic. However, 

this year the program will go back to being 

involuntary. 

In other news, McAninch asked the 

board to approved the proposed schedule 

for phase three construction of the 

Galloway Road Sports Complex. Phase 

three will include four months of construction 

to create a One Field. 

The One Field project includes creating 

an artificial turf field that is designed 

specifically for individuals with special 

needs. The field will have a hard surface, 

allowing people in crutches or wheelchairs 

to use the field more easily and won’t be as 

restricting as a natural field would be. The 

new field will be used for soccer, football, 

and other field sports. 

According to Michael Pollack, director of 

the community center, the goal is to create 

an innovative field that makes playing 

sports more accessible to all. 

The cost for the field is approximately 

$1 million and according to leadership, a 

large part of the project was provided via 

donations, as well as capital funding.
