Hoops<br />
and Hope<br />

After attending a basketball game<br />
between Westland and Franklin Heights,<br />
Zach Fleer was driving home when he<br />
suddenly experienced an epiphany.<br />
As co-owner of 270 Hoops, Fleer had<br />
spent the last few years running his<br />
media and event organization, which also<br />
hosts events like prospect camps and outreach<br />
programs.<br />
On his way home from that late fall<br />
basketball game last year, Fleer says he<br />
was listening to a Bible app in which<br />
Matthew 5:14-16 played.<br />
“It was in this passage, that Jesus<br />
talks about how a city on a hilltop is not<br />
hidden, essentially telling us that we are<br />
the light of the world and need to let our<br />
good deeds shine,” he said. “It was then<br />
that the Lord told me to create a nonprofit<br />
sports ministry company and direct<br />
the majority of my efforts to the<br />
<strong>Westside</strong>.”<br />
In December, he founded 270 Faith,<br />
an organization that provides support for<br />
underserved athletic programs in central<br />
Ohio and offers a safe space for kids to<br />
gather and learn basketball skills.<br />
One of his newest projects is the<br />
Hoops and Hope program at Westgate<br />
Park. The free, open court Bible study<br />
program takes place from 4 to 7 p.m.<br />
every Thursday now through July.<br />
“We offer free skill development training,<br />
competitive games and contests from<br />
4 to 6 p.m. outside on the outdoor courts,”<br />
Fleer said.<br />
After that, participants go inside the<br />
recreation center and can attend a Bible<br />
study discussion and have dinner from 6<br />
to 7 p.m., he said.<br />
“We’ve had two college coaches direct<br />
the sessions, as well as South basketball<br />
Coach Ramon Spears and iconic retired<br />
Westerville South head basketball coach<br />
Ed Calo lead the basketball IQ development<br />
sessions,” Fleer said.<br />

After a two-year hiatus due to the<br />
COVID-19 pandemic, the Hilltop Bean<br />
Dinner is returning to Westgate Park this<br />
summer.<br />
This year’s event will take place from 9<br />
a.m. to 5 p.m. <strong>June</strong> 25 at Westgate Park,<br />
455 S. Westgate Ave. There is no cost to<br />
attend the public event.<br />
“While we canceled for safety purposes<br />
2020 and 2021, we are grateful to host the<br />
<strong>2022</strong> Hilltop Bean Dinner Festival,” said<br />
Nancy Rhynard, one of the event’s organizers.<br />
“Each year, we received hundreds of<br />
calls asking for the event to come back. We<br />
love our patrons and everyone is like family.”<br />
This year, organizers say they expect a<br />
large crowd. They’ll be ready with 180 cans<br />
of beans, a thousand hot dogs and many<br />
more specialty food items to devour including<br />
Blue Bunny ice cream, special sandwiches<br />
from Tynees Sweet Parlor and a<br />
special surprise grill cook from Otie’s<br />
Hilliard.<br />
Activities include a large children’s section<br />
hosted by the Hilltop YMCA and Faith<br />

Police protection discussed in Franklin Twp.<br />

Police protection continues to be an issue in a local<br />
township and the Franklin County Sheriff’s Office is<br />
saying it is critical for the township to have its own<br />
police protection.<br />
At a recent Franklin Township meeting, the board<br />
discussed police protection and the impact the recent<br />
levy failing could have on the community. Franklin<br />
County Sheriff Dallas Baldwin discussed these challenges.<br />
“We have a great relationship with the township,<br />
and this is one of my favorite places to be,” Baldwin<br />
said. “I’m aware of staffing and cost issues and wanted<br />
to let you know it will take about one year before we<br />
see increased patrols in the county and there are several<br />
calls for service.”<br />
Baldwin added that the recent policy levy passing<br />
was critical for the township to have additional police<br />
protection since the sheriff’s office is so strained.<br />
While, Baldwin said the jail population was high<br />
before COVID, and then dropped down, data is showing<br />
the numbers are starting to climb again and with<br />
the projection of over one million additional people in<br />
the city of Columbus over the next 10 to 20 years.<br />
“Crime will continue to spread out across the county,”<br />
he said. “While I love the township, our agency<br />
cannot take on the role of patrolling the township. It is<br />
cheaper to keep what we have right now.”<br />

time, the sheriff’s office may have to increase their<br />
presence in the township.<br />
Residents rejected the levy, with 53 percent of voters<br />
opposing the levy.<br />
In the fall of 2021, the township asked taxpayers to<br />
approve a 7.1-mill timed police levy, which would have<br />
replaced an existing timed levy that is set to expire at<br />
the end of <strong>2022</strong>, as well as added 3-mills to the levy.<br />
This levy failed.<br />
In the spring of 2021, the police department asked<br />
for a 7.37-mill permanent levy, but voters rejected it.<br />
As a result of the latest levy failing, Franklin<br />
Township Police Chief Byron Smith said there will be<br />
cuts to service and they worry the sheriff’s office won’t<br />
be able to offset the lack of coverage.<br />
“Cuts will be imminent to our department unless we<br />
receive another funding source,” said Smith. “We can’t<br />
operate at our current capacity with the two smaller<br />
levies we have. However, it will be up to the board<br />
when that will occur.”<br />
Smith said the current five-year timed levy doesn’t<br />
expire until December <strong>2022</strong>, so the trustees may opt to<br />
keep all the township police officers until the funds are<br />
no longer available. Currently, the township has 10<br />
full-time and three part-time officers.<br />
The department is operating 24 hours a day when<br />
there is adequate staffing.<br />
The department currently has two other permanent<br />
levies it collects from township taxpayers. Those two<br />
levies bring in approximately $700,000 a year for the<br />
department.<br />

<strong>June</strong> 13, those entering their vehicles will need to do so<br />
at the event. Registration ends at 11 a.m. the day of<br />
the Bean Dinner, with judging to begin shortly after.<br />
Judging should wrap up by 3 to 4 p.m., organizers say.<br />
Mike Shifflet, who is managing the car show, says<br />
he expects a large group of vehicles this year. All<br />
makes and models are invited to enter the car show, as<br />
well as motorcycles, he said.<br />
“We will have door prizes and drawings, as well as<br />
DJ Ronnie Wenika,” he said.<br />

Any middle or high school student in Columbus can<br />
attend, he says.<br />
“Kids do not have to be referred to me,” he said.<br />
“They simply have to show up at Westgate Park on<br />
Thursdays at 4 p.m. to participate in our program.”<br />
Holding the event outdoors also allows Fleer to<br />
invite any kids who may simply be passing by, he says.<br />
“We purposely put it outside so that we can reel in<br />
kids who may just be going to the park to play, and<br />
instead get a high-quality basketball training workout<br />
for free and then dinner for free as well.”<br />
A program like this is vital to children who live on<br />
the <strong>Westside</strong>, especially those who come from challenging<br />
circumstances, Fleer says.<br />
“I grew up on the <strong>Westside</strong> and actually am moving<br />
right off Sullivant Avenue in a few weeks,” he said.<br />
“My wife and I want to be in the community to love the<br />
people there, especially the kids. It’s important for me<br />
to be a light for them, to show them a different and better<br />
way, and to show them the love that God has for<br />
them.”<br />
Fleer is careful not to label kids as “at-risk,” however.<br />
“I use the term ‘at-promise,’ and how I explain that<br />
to kids is that they’re in a time in their lives when they<br />
have the most promise to control the direction that<br />
they go,” he said. “If I can use my platform and the<br />
gifts God has given me to help steer them down a<br />
healthy path that includes the life-changing relationship<br />
with Jesus, then I will have done what God has<br />
called me to do.”<br />

Summer reading challenge at Westland Library<br />
Southwest Public Libraries will kick off<br />
its popular annual Summer Reading<br />
Challenge (SRC) on <strong>June</strong> 4 this year,<br />
launching a summer of reading fun and<br />
live performers and programs. The first<br />
fully live SRC since 2019, the challenge<br />
will run <strong>June</strong> 4 through July 31 and is<br />
offered for all ages, babies through adults.<br />
All performers, programs, and activities<br />
are free and open to the public.<br />
Participants will be able to track their<br />
reading, attend library programs, and complete<br />
activities to earn prizes and raffle<br />
entries. Registration is open online at the<br />
library’s website, in-person at the library,<br />
or through the READsquared app. This<br />
year’s theme is Oceans of Possibilities.<br />
Summer Reading Challenge is a crowdfavorite<br />
tradition intended to foster learning<br />
during the summer months and help<br />
resist “summer slide,” the tendency for<br />
children to lose significant learning gains<br />
over the summer if they do not read or<br />
engage in other enrichment activities while<br />
school is out of session.<br />
The fun is not just for kids though.<br />
“We love our adult patrons,” said Denise<br />
Southworth, Westland reference and adult<br />
services librarian. “Adults can get in on the<br />
SRC fun too with special programs and a<br />
challenge tailored just for them.”<br />
Adult participants can submit book<br />
reviews and complete special activities to<br />
earn gift-card raffle entries or enjoy one of<br />
many engaging adult programs, including<br />
book discussions, DIY programs, and weekly<br />
Take and Make Kits.<br />
This year marks the first fully live SRC<br />
since 2019, and live SRC performers - one<br />
of the biggest draws to the program - are<br />
making a much-anticipated return after<br />
two years of virtual performances due to<br />
the pandemic.<br />
“Staff are just as excited as patrons to<br />
have our first full in-person Summer<br />
Reading program since the pandemic,” said<br />
Kacy Cox, assistant director of the Grove<br />
City Library.<br />
“Families look to the library each summer<br />
for opportunities that are both entertaining<br />
and educational for their children,”<br />
said Michele Lowe, assistant director of the<br />
Westland Area Library. “Summer performances<br />
are one of the biggest draws to SRC<br />
and are usually very well-attended.”<br />
Some of the most popular animal programs<br />
routinely draw hundreds of attendees.<br />

performers at each location, with a morning<br />
performance at Grove City Library at<br />
10:30 a.m. and a repeated afternoon performance<br />

The Prairie Township Firefighter’s<br />
Association will host its 71st annual fish<br />

Firefighters serve about 2,000 pounds of<br />

A favorite event among <strong>Westside</strong> residents<br />
is just around the corner.<br />
This year’s Historic Hilltop Bean Dinner<br />
Festival will take place from 9 a.m. to<br />
5 p.m. <strong>June</strong> 29 at Westgate Park, 455 S.<br />
Westgate Ave.<br />
One of the largest and oldest community<br />
festivals held on the <strong>Westside</strong> of<br />
Columbus every year, the event is known<br />
for serving guests its “secret recipe<br />
beans.” However, the festival also includes<br />
many other activities, from live<br />
musical acts throughout the day to a children’s<br />
area that features inflatables.<br />
Event history<br />
The bean dinner’s roots date back all<br />
the way to the Civil War, HBA executive<br />
secretary Nancy Rhynard said in a <strong>Messenger</strong><br />
interview conducted for a previous<br />
Bean Festival article. Veterans from the<br />
war would gather for reunions and cook<br />
simple food - usually beans and coffee.<br />
“These events came across the Ohio<br />
River from Kentucky and West Virginia<br />
into southern Ohio,” she said. “Soon,<br />
politicians running for local offices looked<br />
at the bean dinners as a way to meet and<br />
greet residents in one location. Strong<br />
coffee mixed well with politics.”<br />
Before the 1930s, the Hilltop Businessmen’s<br />
Association sponsored yearly picnics<br />
at Buckeye Lake, but during that<br />
decade began searching for an alternate<br />
way to thank their customers for their<br />
business throughout the year. That’s<br />
when the idea of a bean dinner came<br />
forth, she said.<br />
“After a few years, the Bean Dinner<br />
was held on three days, Wednesday,<br />
Thursday and Friday, from noon until<br />
around 9,” she said. “Beans were cooked<br />
in large pots on open fires, and businessmen<br />
could display their goods or hand out<br />
samples.”<br />
During the late 1950s and early 1960s,<br />
organizers added carnivals as attractions,<br />
drawing people from areas outside the<br />
Hilltop.<br />
“Trouble ensued as security became a<br />
problem,” Rhynard said. “Unrest at local<br />
high schools contributed to the mix. By<br />
the early 1970s, it was decided to cancel<br />
the Bean Dinner, not only for the security<br />
problems, but also due to the decline of<br />
businesses on the Hilltop.”<br />
In 1981, however, a renewed Hilltop<br />
Business Association began the Bean<br />
Dinner again, with the first event located<br />
at Franklin Heights High School. Wanting<br />
to return it to the Hilltop, organizers<br />
sought permission from the Columbus<br />
Parks and Recreation Department to hold<br />
it at Westgate Park.<br />
“The Hilltop Business Association has<br />
worked diligently to maintain this community<br />
event for Hilltoppers and others,”<br />
she said. “Many folks return from across<br />
the country to see old friends and visit. It<br />
is truly a reunion, just like the first bean<br />
dinners.”<br />

Trustees approve funding for sidewalk program<br />

A local township is moving forward with<br />
an annual program to repair sidewalks in<br />
the community.<br />
At a recent Prairie Township meeting,<br />
the board approved advancing $100,000<br />
from the general fund to the <strong>2022</strong> sidewalk<br />
fund for the program.<br />
Recently, the board approved charging<br />
residents $37 to have a 4-foot sidewalk<br />
removed and replaced and $39 to have a 6-<br />
foot sidewalk removed and replaced. The<br />
cost for curb and gutter removal and<br />
replacement is $48 per linear foot. The cost<br />
of concrete drive approach removal and<br />
replacement is $70 a square yard.<br />
“This year, the minimum cost per<br />
address is $1,500,” said Dave McAninch,<br />
assistant township administrator.<br />
The program, which replaces dangerous<br />
sidewalks in the township, has been taking<br />
place for over 15 years.<br />
The program offers property owners a<br />
10-year interest free loan to repair their<br />
sidewalks. The loans are added to the property<br />
taxes of residents and paid off over a<br />
decade.<br />
Previously the program was voluntary,<br />
but in recent years the township added a<br />
component to the program where they<br />
make residents replace sidewalks that are<br />
dangerous. Also, residents can report sidewalks<br />
that need to be repaired.<br />
In 2020 and 2021 the program was<br />
made all voluntary as a result of the financial<br />
situation many Americans are facing<br />
due to the coronavirus pandemic. However,<br />
this year the program will go back to being<br />
involuntary.<br />
In other news, McAninch asked the<br />
board to approved the proposed schedule<br />
for phase three construction of the<br />
Galloway Road Sports Complex. Phase<br />
three will include four months of construction<br />
to create a One Field.<br />
The One Field project includes creating<br />
an artificial turf field that is designed<br />
specifically for individuals with special<br />
needs. The field will have a hard surface,<br />
allowing people in crutches or wheelchairs<br />
to use the field more easily and won’t be as<br />
restricting as a natural field would be. The<br />
new field will be used for soccer, football,<br />
and other field sports.<br />
According to Michael Pollack, director of<br />
the community center, the goal is to create<br />
an innovative field that makes playing<br />
sports more accessible to all.<br />
The cost for the field is approximately<br />
$1 million and according to leadership, a<br />
large part of the project was provided via<br />
donations, as well as capital funding.<br />
