‘Finesfree’ is one of the latest
effortstocomeinto effect as
part of the AshburtonDistrict
Council’s AnnualPlan for
2022/2023.
The Ashburton Public
Library announced the
cessationofits overdue loan
fines as of July 1, claiming the
decision is part of anational
drive to remove fines and
encourage the use of district
libraries.
Council community services
group manager Steve Fabish
said ‘‘I hope that it will bring
more users into the library.
Nervousnessabout incurring
fines will be keeping some
peopleaway,especially in
times when they are busy,and
the cost of livingisrising, as it
is now.’’
Anumberofcouncilsacross
Canterbury have made similar
decisions, with fees freeefforts
aimed at promoting library use
and removing barriersto
equity.
For these same reasons,
children’s fines were removed
in 2019.
Mr Fabish said “Council was
happy to drop the overdue fees
asmembers caneasilyrenewa
book online and avoid afine as
in the past. Our customers are
increasingly using thisservice,
which hasresultedinour
overdue fines reducing over a
number of years.”
Borrowing books without
returning themwill not be
without consequence,
however.
Userswill have 30 daysfrom
thetime of borrowing to renew
their loan or returnthe item,
after which they willbe
charged for the full cost of the
item if it is notreturned, and
no notice is provided.
The same rules apply to
items that are destroyed or
returned in adamaged state.
The new systemwill ensure
borrowers receive email
reminders for their loan, and
provide adigital platform in
whichloans can be extended if
morethan 30 days is needed.
Overduefines issued before
July 1still stand, and
members willneedtopay
these.
Thelibrarywill shift to a
