Third feasibility study for centre under way<br />

In May last year, Dalziel, along<br />

with Shirley residents passionate<br />

about the rebuild of the community<br />

centre, created a petition<br />

advocating for it. They gained more<br />

than 1200 signatures from the<br />

community.<br />

They presented the petition, along<br />

with two letters from Christchurch<br />

East MP Poto Williams and<br />

Christchurch Central MP Duncan<br />

Webb, to the city council as part<br />

of a submission for the Long Term<br />

Plan. It was then agreed that a<br />

feasibility study would be carried<br />

out for the rebuild.<br />

That feasibility study has begun<br />

with staff gathering information on<br />

cost estimates for four development<br />

options.<br />

was gathered, a discussion will be<br />

had with the Waipapa Papanui<br />

Innes Community Board on how<br />

the feasibility study should proceed.<br />

The date for this<br />

discussion is yet to be<br />

finalised, Filsell said.<br />

He said operational<br />

funding for the feasibility<br />

study was included in the<br />

Long Term Plan and capital<br />

funding of approximately<br />

$3,000,000 has been set<br />

aside in the plan over the<br />

years 2030/31.<br />

“I can empathise with the<br />

community for having a<br />

community centre that was<br />

then gone,” she said.<br />

“I feel like this area is<br />

kind of almost last to have<br />

areas restored . . . Shirley, in<br />

particular, needs the stability.”<br />

Cotter said she fought<br />

alongside Papanui Ward<br />

councillor Mike Davidson to<br />

get the money for a feasibility<br />

study allocated to the city council’s<br />

Long Term Plan.<br />

She said the wheels are starting to<br />

turn now, and hopes the feasibility<br />

study will be presented to the<br />

community board by the end of<br />

the year.<br />

Dalziel said the whole process<br />

has been an “uphill battle against<br />

authorities” but has hope that<br />

the community facility will be<br />

restored.<br />

“They’ve [city council] agreed to<br />

do something but what it’s going to<br />

be, we don’t know.”<br />
