The Global Response Center of the Foreign and Commonwealth
Office was the body in charge of communicating the
news to the governments of the other fourteen countries of
which the queen was head of state (the realms of the Commonwealth),
and to the governments of the other countries of
the Commonwealth of Nations.
The media were informed through an announcement by the
Associated Press (AP Media) and the BBC, through the Radio
Alert Broadcasting System (RATS) and by Independent
Radio News for all other commercial stations. The announcement
was followed by a series of radio codes, which changed
to music, pending the release of the news flash, with BBC
Two suspending programming to unify programming with
BBC One. BBC News aired pre-recorded footage of portraits,
during which the presenters prepared for the formal announcement
by wearing dark clothing prepared for the purpose.
The Guardian went so far as to report that The Times had an
11-day coverage plan in place, while ITN and Sky News were
testing it for a long time at the time, substituting the monarch's
name for "Mrs. Robinson»
