Is CW ready for DORA?<br />

The city of <strong>Canal</strong> <strong>Winchester</strong> took a<br />
final step on Nov. 7 in creating a<br />
Designated Outdoor Refreshment Area<br />
where people are not limited to imbibing<br />
inside the four walls of a bar or restaurant.<br />
Following a public hearing and discussion<br />
during a work session, <strong>Canal</strong><br />
<strong>Winchester</strong> City Council approved forwarding<br />
the city’s application to the state<br />
board of liquor control for approval of a<br />
DORA in Old Town <strong>Canal</strong> <strong>Winchester</strong>.<br />
A DORA allows patrons to purchase a<br />
drink in a downtown bar or restaurant and<br />
walk around city streets within the boundaries<br />
of 21.6 acres bordered by High Street<br />
and Waterloo Street.<br />
However, if an individual lives within<br />
the refreshment area, they are not allowed<br />
to carry alcoholic drinks from home. They<br />
must purchase drinks from a licensed<br />
establishment and only in plastic containers<br />
of 20 ounce or less.<br />

Development Director Lucas Haire, once<br />
the city receives the go-ahead from the<br />
state and the system is in place next year,<br />

There are no DORA sales Monday through<br />
Wednesday, except for Labor Day Monday.<br />
Additional waste receptacles will be<br />
installed. Regular law enforcement patrols<br />
will ensure patrons are complying with the<br />
DORA and its boundaries. The city identified<br />
21 locations delineating the borders<br />
where signage will be posted.<br />
The DORA encompasses the Old Town<br />
area, which includes restaurants, boutique<br />
stores, financial institutions, professional<br />
services and miscellaneous retail.<br />
There are single-family residences within<br />
the refreshment area boundaries, but the<br />
DORA was specifically designed to contain<br />
key areas of business and retail establishments.<br />
When residents were asked for suggestions<br />
in crafting the Old Town Plan, the<br />
highest priority they listed was to promote<br />
commercial growth.<br />
According to the DORA proposal, establishing<br />
a refreshment area can enhance<br />
entertainment options and help increase<br />
sales for existing restaurants and retailers.<br />

The Big Walnut Area Community Improvement<br />
Corporation tackled two interconnected purchase agreements<br />
on Oct. 24.<br />
Skilken is developing Sheetz North on Alum Creek Drive<br />
between Industrial Center Drive and Lindsay Road.<br />
“We (the city) bought the old Perkins land and this plays<br />
into two land purchase agreements,” said Obetz Law Director<br />
Gene Hollins. “Skilken is developing Sheetz North on that collection<br />
of properties, including the old car wash, the house<br />
north of it, and an L-shaped piece of ground. They’ll be responsible<br />
for extending Froehlich Boulevard until it hits Lindsay<br />
Road.”<br />
Froehlich Boulevard will function as a service road parallel<br />
to Alum Creek Drive.<br />
Obetz City Administrator Rod Davisson said, “This one is a<br />
neighborhood version (of Sheetz). It will not serve trucks. It<br />
doesn’t sell diesel. It will be a market-type drive-through.”<br />
Davisson said the city bought the Perkins property for<br />
$550,000 and donated a one acre piece into the Sheetz project,<br />
which will create the Sheetz and spin off income tax revenue<br />
estimated to be $40,000 to $50,000 per year.<br />
“Then we are selling the remainder of it to Ray Massa for<br />
$300,000 so he can stick it together with his development<br />
there,” said Davisson. “They’re also going to be entitled to a<br />
pre-1994 CRA (Community Reinvestment Area) and Gene’s<br />

Holiday Train display<br />
Columbus Metropolitan Library is hosting<br />
a free holiday open house on Nov. 30<br />
from 6-8 p.m. at its Main Library, 96 S.<br />
Grant Ave., Columbus. There will be a<br />
tree-lighting of Topiary Park and the<br />
return of the Huntington Holiday Train.<br />
The Huntington Holiday Train includes<br />
multiple miniature trains running on more<br />
than 280 feet of track surrounded by more<br />
than 50 pounds of snowflakes. The miniature<br />
buildings are modeled after structures<br />
in Germany. The Huntington Holiday<br />
Train will be on display Nov. 20 through<br />

Santa Claus is coming to town...for breakfast! On Dec. 10,<br />
<strong>Canal</strong> <strong>Winchester</strong> will host its annual Breakfast with Santa at the<br />
Community Center, 45 E. Waterloo St., <strong>Canal</strong> <strong>Winchester</strong>.<br />
This year, two breakfast sessions will be offered to help Santa<br />
get ready for his ‘round-the-world trip delivering toys. The first<br />
session will take place from 8:30-10 a.m.; the second session will<br />

updated council on adopting <strong>Canal</strong><br />
<strong>Winchester</strong>’s five year capital improvements/maintenance<br />
plan. In conjunction<br />
with Gender Road improvements, Peoples<br />
said the city was told it is on the receiving<br />
of a major grant from the state.<br />
“We just found out today we were<br />
awarded a $2 million grant,” said Peoples.<br />
“Gender Road Phase VI is dependent on<br />
ODOT safety funds. It’s a $3 million project<br />
and it wouldn’t go without that funding.<br />
It is a very big deal with that project.”<br />
•Peoples outlined the need for new positions<br />
within the city including the creation<br />
of a utilities assistant public service director<br />
and a streets, lands, buildings and<br />
parks assistant public service director, in<br />
addition to a technology technician position<br />
for the IT department.<br />
“We’ll be reclassifying two superintendent<br />
positions to the new assistant public<br />
service position and fill the positions with<br />
existing staff,” Peoples assured council<br />
when asked if the new titles would create<br />
additional employee positions. “The technology<br />
technician is the only new employee<br />
coming in. The assistant director position<br />
is promotional.”<br />
•Mayor Mike Ebert discussed another<br />
potential new position–a city administrator<br />
who would report to the mayor and be<br />
responsible for day-to-day city management,<br />
including directing and coordinating<br />
all city departments.<br />
“The administrator is the person who’s<br />
really doing the work,” said Ebert, who felt<br />
the right candidate should have multiple<br />
years of experience in government. “If you<br />
have city government experience, that’s<br />
even better. When I got voted in (2007,<br />
before <strong>Canal</strong> <strong>Winchester</strong> became a city), I<br />
didn’t have any city government experience.<br />
I could tell that the first two to three<br />
years I was of no help to these guys. None.”<br />
Councilwoman Jill Amos said most<br />
large cities employ an administrator and<br />
the mayor, who serves as the face of the<br />
city, is part-time.<br />
Ebert said it is up to the council to set<br />
the salary range for the administrator.<br />
Peoples pointed out the assistant service<br />
director, technology technician and administrator<br />
positions were included in a 2023<br />
budget previously presented by Finance<br />
Director Amanda Jackson.<br />
Three other positions are also proposed,<br />
but are not included in funding for the<br />
upcoming year.<br />
“It’s kind of staggering to think about<br />
seven new positions,” said Councilwoman<br />
Laurie Amick, “within the city’s payroll<br />
although only four would be filled in 2023.”<br />
•<strong>Canal</strong> <strong>Winchester</strong> City Council meetings<br />
are held on the first and third Monday<br />
each month at 7 p.m. Council meets in<br />
work session at 6 p.m. prior to each council<br />
meeting to discuss legislative items and<br />
other issues of the city prior to being<br />
included on a council agenda. The first<br />
work session of the month focuses on<br />
finance/economic development items and<br />
the second monthly work session focuses<br />
on service/safety items.

there’s a PILOT (Payment In Lieu of<br />
Taxes.”<br />
Added Hollins, “It’s pre-94 CRA with a<br />
PILOT, so we can get some of that infrastructure<br />
out in back. Schools are okay<br />
because it’s pre-’94. And they’re undergrounding<br />
some overall electric.”<br />
Davisson said a central retention pond<br />
was included, which the city is maintaining.<br />
“But we’re selling that off with the properties.<br />
We’ll be out of the maintenance<br />
business over there,” said Davisson. “The<br />
best news is we’ve drawn out all the property<br />
lines where they need to be developed.<br />
Now, they’ll be the owners of what’s left<br />
here. They have the capability to combine<br />
those in whatever way they need. It makes<br />
the piece developable. Neither of these on<br />
their own were deep enough to be developable.<br />
So we should be able to get something<br />
in this area. They’re still working on<br />
what ends up back here in the trees.”<br />
Hollins added, “The way we’re doing<br />
these real estate deals is to run them<br />
through the CIC. We think that makes<br />
sense from an Ohio Constitutional standpoint.<br />
But we’ve got an exception in the<br />
Ohio Constitution that lets municipalities<br />
and CICs work together so we can cut<br />
deals better than just put it up to the highest<br />
bid. It’s proven that with all our land<br />
holdings and with our future deals we’ll<br />
have in Buckstone to start running things<br />
through the CIC.”<br />
Hollins said such purchase agreements<br />
are between Obetz City Council, the CIC,<br />
and whoever buys the property. He said it<br />
is “basically good boiler plate” that the title<br />

fourth Mondays of each month at 6 p.m. in<br />

“I think that’s it,” said Davisson. “As we<br />
predicted earlier this year, this is probably<br />
the first of a lot of this kind of thing. We’re<br />
always looking for a way where these properties<br />
can generate revenue for the CIC<br />
that we can ultimately use in accordance<br />
with our CIC mission. There are some out<br />
there that are going to end up here that are<br />
income producing properties we would hold<br />
as a CIC while we can make some income<br />
on where we’re still financially sound.<br />
Without our largest source of revenue coming<br />
out of the old Crew buildings, we find a<br />
new source of revenue for the CIC.”<br />
“The biggest and best use for CIC is to<br />
help the municipality do these types of economic<br />
development deals,” said Emmett<br />
Kelly, attorney with Frost Brown Todd<br />
LLC and for the CIC. “To have the land<br />
transaction a lot simpler through the CIC<br />
than having to go through all the bells and<br />
whistles they have to go through city council,”<br />

sales agreements among the city of Obetz,<br />

Corporation, and Morse Road<br />
Development, LLC, and Pentagon III, LLC,<br />
for the sale and development of land in the<br />

HT Ranger athletes have successful fall season<br />

A trio of Hamilton Township High School Ranger sports<br />
team recently ended their fall seasons with student athletes<br />
finding success on the field and court.<br />

season began in August and ended up with an 13-11<br />
record, losing to Bishop Hartley on Oct. 26 in the third<br />

In looking back over highlights<br />
of the <strong>2022</strong> season,<br />
Forrest said, “We had a very<br />
successful Volley for the Cure<br />
event where we honored<br />
breast cancer survivors and<br />
raised money for the Susan<br />
G. Komen Foundation. We<br />
also were able to win our first<br />
round of tournament<br />
play against Granville<br />
in five sets. Senior<br />
and outside hitter<br />
Ashley Kefauver<br />
achieved 1,000 kills<br />
and 1,000 digs this<br />
season, which was awesome to see and to celebrate.”<br />
Kefauver was named to the 1st Team Central<br />
District and 1st Team Mid-State League. Gabrielle<br />
Whittenburg, a junior, was named to the 2nd Team<br />
Central District and 2nd Team Mid-State League<br />
and freshman Alexis Wooten was named Honorable<br />
Mention Central District and Honorable Mention<br />
Mid-State League.<br />
“We use the word HEART a lot —Heart, Effort,<br />
Attitude, Respect, and Togetherness,” said Forrest.<br />
“We need to grow consistent with all of these standards,<br />
as well as hold each other accountable. We<br />
will continue to keep working on this and expecting<br />
it from each other.”<br />
Girls soccer<br />
Girls’ varsity soccer Head Coach Jose Cruz, who<br />
is in his seventh season leading the Lady Rangers<br />
along with Assistant Coach Mitch Cruey, reported<br />
the team finished 11-4-3 overall and 4-2-2 in the<br />
Mid-State League. The junior varsity team finished<br />
6-4.<br />
“The team really exceeded expectations as all<br />
matches were very competitive,” said Cruz. “The<br />
team tied Piketon District Champion Fairfield<br />
Union on their field. This was also the match where<br />
the goals record was broken. We kept Central<br />
District Runner Up Bloom-Carroll scoreless the<br />
entire second half. We hosted<br />
two state tournament<br />
matches and competed<br />
against district semi-finalist<br />
Bishop Hartley in a very<br />
competitive match in the<br />
last game of the season.<br />

Highlights so far, according to Crisler include, “new<br />
tumbling and stunting skills, lots of community involvement<br />
and watching the Hamilton football team make it to<br />
the playoffs.”<br />
She said squad members are working on staying positive<br />
when a new skill does not work right away.<br />
Other sports<br />
In other end-of-season statistics, Hamilton senior Karli<br />
Neff received honorable mention honors in the Mid-State<br />
League girl’s tennis.<br />
The Hamilton boys’ soccer team finished fourth in the<br />
Mid-State League Buckeye Division. Junior Andrew<br />
Duska and senior Eli Aliff were named to the division’s 1st<br />
Team, seniors Brendan Delong and Aiden Dunno received<br />
2nd Team honors and senior Logan Caplinger and junior<br />
Zach Hayes received honorable mention honors.<br />

CW Human Services prepares for holiday season<br />

<strong>November</strong> heralds the start of the holiday season, but<br />
for some, it only reminds them of the difficulty of putting<br />
food on the table and providing clothes and gifts for children<br />
eagerly awaiting the arrival of Santa Claus.<br />
Filling holiday wish lists for the needy falls upon organizations<br />
like <strong>Canal</strong> <strong>Winchester</strong> Human Services, who make<br />
things a little brighter with the help of individuals, groups<br />
and businesses through food drives and monetary donations.<br />
“Right now, we are gearing up for Thanksgiving and<br />
Christmas,” said Human Services Executive Director<br />
Aletha Mullins. “We have partnered with the Bryon<br />
Saunders Foundation and <strong>Canal</strong> <strong>Winchester</strong> Local Schools<br />
who are making our Thanksgiving Baskets. We are looking<br />
forward to our Thanksgiving distribution this month.<br />
We are also in the midst of our Adopt-A-Family program,<br />
which is near and dear to my heart.”<br />
When a donor adopts a child through the program, they<br />
provide shoes, socks, underwear, pajamas, two outfits and<br />
three gifts from “Santa.” Human Services provides the<br />
family with a basket filled with provisions to prepare their<br />
Christmas dinner, which includes produce, milk, eggs, and<br />
butter, as well as a personal hygiene bag.<br />
During Adopt-A-Family distribution, the food pantry is<br />
transformed into a coat closet.<br />
“We are very grateful to be receiving new coats from a<br />
grant called Operation Warm,” said Mullins. “The families<br />
are able to pick out coats for every person in the family. We<br />
also provide hats and gloves.”<br />
Providing a happier holiday for the needy takes a community<br />
and Mullins said Human Services is grateful for<br />
several large donations from groups such as Grace<br />
Fellowship Church, Trick-or-Treat for Food,<br />
and companies holding drives.<br />
“We never fall short during the holiday’s<br />
due to such tremendous support,” said<br />
Mullins.<br />
When asked if the number of donations<br />
and requests for assistance have changed<br />
since last year, she said, as of right now, it<br />
is difficult to determine.<br />
In 2021, 251 people were helped though<br />
the Adopt-A-Family program, of which 174<br />
were children. Mullins anticipates the<br />
number will be about the same or slightly<br />
higher considering the rise in prices for<br />
consumers.<br />
Human Services assists with basic<br />
needs of families or individuals. The<br />
Community Food Pantry offers a variety of<br />
canned foods, produce, meat and staple<br />
items such as milk, eggs, and butter. They<br />
also provide a personal section with<br />
hygiene items and items for babies such as<br />
formula, diapers, wipes, and baby food.<br />
Due to several donations of pet food, the<br />
pantry feeds cats and dogs as well.<br />
“We also have assistance for utilities and rent/mortgage,”<br />
said Mullins. “We are so thankful for the outpouring<br />
support from our community, the city, churches, and local<br />
businesses. Human Services would not be able to serve its<br />
community like we do without all their support. We are so<br />
blessed beyond belief.”<br />

Free Home-Delivered Meals Program<br />
Extended Through End of Year<br />
The Franklin County Office on Aging has extended<br />
its free Home-Delivered Meals program through the<br />
end of the year. Franklin County residents aged 60<br />
and older are eligible to receive free home-delivered<br />
meals without income verification now through<br />
Dec. 31, <strong>2022</strong>.<br />
A service offered through the Franklin County<br />
Office on Aging Senior Options program, the<br />
Home-Delivered Meals program paused any<br />
income verification requirements in April 2020 due<br />
to the onset of the COVID-19 pandemic. In Franklin<br />
County, residents receiving home-delivered meals<br />
has increased by nearly 48% since 2019, from 3,883<br />
to 5,749.<br />
“Early in the pandemic, especially during the<br />
stay-at-home orders, seniors were significantly impacted,<br />
some being fearful of leaving their homes<br />
for any reason,” said Interim Director Chanda<br />
Wingo. “We understood how critically important it<br />
was to remove barriers and expand access to<br />
adequate nutrition needed to stay healthy.”<br />
The Franklin County Office on Aging Senior<br />
Options program has been providing community-based<br />
services to residents since 1993. Senior<br />
Options empowers Franklin County residents aged<br />
60 and older with the necessary tools needed to<br />
maintain their independence. The program also<br />
helps ease the minds of family members by connecting<br />
them to support services so they can provide the<br />
best care for their older parent, family member or<br />
friend with limited abilities.<br />

Couple joins Lockbourne Council<br />

Over a dozen years ago, T.J. and<br />
Lindsey McKnight put down roots in<br />
Lockbourne and started a family, but little<br />
did they know 13 years later they would<br />
also become part of the village’s government.<br />
The husband and wife team are the<br />
newest members of Lockbourne Village<br />
Council. Lindsey was appointed earlier<br />
this year with T.J. following her a few<br />
weeks later. Neither held public office<br />
before and, in order to retain their council<br />
seats, they must run for office in 2025.<br />
“I applied for the open council position<br />
because I saw in the village newsletter<br />
there was an open seat,” said Lindsey. “I<br />
told my dad, and he convinced me to apply.<br />
I am glad that I applied because I love<br />
being a positive voice for the people and<br />
village. I also love learning about our history,<br />
as a village.”<br />
T.J. said he applied for the council seat<br />
because he attended council meetings with<br />
his wife and wanted to have a voice for the<br />
people of Lockbourne as well.<br />
In discussing challenges facing the village,<br />
T.J. feels “letting people know that<br />
the village of Lockbourne exists” was a key<br />
issue. He also lauded the village’s rich history<br />
dating back to the Ohio and Erie<br />
<strong>Canal</strong> era.<br />
When asked to describe the village’s<br />
greatest asset, Lindsey said it is its residents.<br />
“Lockbourne is America,” said Lindsey.<br />
“Our Memorial Day parade showed what<br />
Lockbourne and America are about. I have<br />

Functioning as a married couple on<br />
council is a balancing act and the<br />
McKnights say it is not as difficult as one<br />
might think.<br />
“Serving on council with my wife is like<br />
being on council with everyone else,” said<br />
T.J. “You must treat your spouse like<br />
everyone else and do what is best for the<br />
people and village.”<br />
Lindsey echoed similar thoughts<br />
adding, “We both go to meetings as council<br />
members and only council members. We<br />
have disagreed on village issues. But just<br />
like every other council member, we hear<br />
each other’s opinions and conclude what<br />
would be best for the people and village.”<br />
Lockbourne Village Council meets the<br />
second and fourth Mondays of each month<br />
at 7 p.m. Council will meet in-person at<br />
the Lockbourne Municipal Building, 85<br />
Commerce St., Lockbourne.

Christmas celebration kicks off the<br />
holiday season in downtown <strong>Canal</strong><br />
<strong>Winchester</strong> on Dec. 2 and 3 from 6—9:00<br />
p.m.<br />
A free public event, Christmas in the<br />
Village features Santa visits, a holiday<br />
craft bazaar, an iceless skating rink, kids’<br />
activities, a gingerbread house contest,<br />
holiday music, and more.<br />
Santa Claus will arrive downtown to<br />
start the event each night by officially<br />
lighting the Christmas tree at Stradley<br />
Park. On Dec. 3, arrive early to watch the<br />
Brockstrong Light up the Night Holiday<br />
Lights parade.<br />
Many businesses, shops, and restaurants<br />
in the city’s historic downtown will<br />
offer special activities and attractions during<br />
Christmas in the Village, from visits<br />
with classic cartoon characters to special<br />
crafts or giveaways.<br />
The weekend will also feature specially<br />
themed activities at the Historical<br />
Complex (10 W. Oak St) as part of the<br />
<strong>Canal</strong> <strong>Winchester</strong> Area Historical Society’s<br />
“Storybook Christmas: Polar Express.”<br />
Visitors will be transported to the storybook<br />
tale, complete with specialty dances<br />

Bed Tax Grant Program<br />
The city of <strong>Canal</strong> <strong>Winchester</strong> is accepting<br />
applications for its 2023 Transient<br />
Occupancy Tax (Bed Tax) Grant Program.<br />
The grant program is open to non-profits<br />
or private organizations located within the<br />
city of <strong>Canal</strong> <strong>Winchester</strong> to help fund projects<br />
to enhance <strong>Canal</strong> <strong>Winchester</strong> for residents<br />
and/or visitors to the community.<br />
Grants are funded with the hotel/motel tax<br />
revenue collected by the city of <strong>Canal</strong><br />
<strong>Winchester</strong>.<br />
<strong>Canal</strong> <strong>Winchester</strong> has levied a 6 percent<br />
transient occupancy tax (bed tax) that is<br />
imposed when lodging is furnished to transient<br />
guests by a hotel, motel, or similar<br />
business. One half (3 percent) of this tax is<br />
contributed to Destination: <strong>Canal</strong><br />
<strong>Winchester</strong>, the designated visitors and<br />
convention bureau for <strong>Canal</strong> <strong>Winchester</strong>.<br />
The second half of the tax is designated to<br />
fund the annual Bed Tax Grant Program.<br />
Grant applications are competitively<br />
reviewed and awards will be made to those<br />
projects meeting all requirements and the<br />
intent of the program. Grant applications<br />
are available on the city’s website.<br />
Completed applications must be submitted<br />
by mail or email to the attention of the<br />
finance director no later than Nov. 30.<br />
<strong>Canal</strong> <strong>Winchester</strong> City Council will make<br />
award determinations in December. Award<br />
checks will be drawn in early 2023 and all<br />
awards must be used within the 2023 calendar<br />
