Celebrating 15 Years in Business!
Is CW ready for DORA?
By Linda Dillman
Staff Writer
The city of Canal Winchester took a
final step on Nov. 7 in creating a
Designated Outdoor Refreshment Area
where people are not limited to imbibing
inside the four walls of a bar or restaurant.
Following a public hearing and discussion
during a work session, Canal
Winchester City Council approved forwarding
the city’s application to the state
board of liquor control for approval of a
DORA in Old Town Canal Winchester.
A DORA allows patrons to purchase a
drink in a downtown bar or restaurant and
walk around city streets within the boundaries
of 21.6 acres bordered by High Street
and Waterloo Street.
However, if an individual lives within
the refreshment area, they are not allowed
to carry alcoholic drinks from home. They
must purchase drinks from a licensed
establishment and only in plastic containers
of 20 ounce or less.
According to Canal Winchester
Development Director Lucas Haire, once
the city receives the go-ahead from the
state and the system is in place next year,
DORA sales are permitted Thursday
through Sunday from noon to 11 p.m.
There are no DORA sales Monday through
Wednesday, except for Labor Day Monday.
Additional waste receptacles will be
installed. Regular law enforcement patrols
will ensure patrons are complying with the
DORA and its boundaries. The city identified
21 locations delineating the borders
where signage will be posted.
The DORA encompasses the Old Town
area, which includes restaurants, boutique
stores, financial institutions, professional
services and miscellaneous retail.
There are single-family residences within
the refreshment area boundaries, but the
DORA was specifically designed to contain
key areas of business and retail establishments.
When residents were asked for suggestions
in crafting the Old Town Plan, the
highest priority they listed was to promote
commercial growth.
According to the DORA proposal, establishing
a refreshment area can enhance
entertainment options and help increase
sales for existing restaurants and retailers.
CIC and Obetz growth
By Katelyn Sattler
Staff Writer
The Big Walnut Area Community Improvement
Corporation tackled two interconnected purchase agreements
on Oct. 24.
Skilken is developing Sheetz North on Alum Creek Drive
between Industrial Center Drive and Lindsay Road.
“We (the city) bought the old Perkins land and this plays
into two land purchase agreements,” said Obetz Law Director
Gene Hollins. “Skilken is developing Sheetz North on that collection
of properties, including the old car wash, the house
north of it, and an L-shaped piece of ground. They’ll be responsible
for extending Froehlich Boulevard until it hits Lindsay
Road.”
Froehlich Boulevard will function as a service road parallel
to Alum Creek Drive.
Obetz City Administrator Rod Davisson said, “This one is a
neighborhood version (of Sheetz). It will not serve trucks. It
doesn’t sell diesel. It will be a market-type drive-through.”
Davisson said the city bought the Perkins property for
$550,000 and donated a one acre piece into the Sheetz project,
which will create the Sheetz and spin off income tax revenue
estimated to be $40,000 to $50,000 per year.
“Then we are selling the remainder of it to Ray Massa for
$300,000 so he can stick it together with his development
there,” said Davisson. “They’re also going to be entitled to a
pre-1994 CRA (Community Reinvestment Area) and Gene’s
in one of the new advances in
esthetic dentistry: laminate veneers.
Veneers are customized, laboratory-produced
to correct a variety of smilespoiling
imperfections, including
stains, cracks, or chips. With
veneers, your teeth can be
made longer or wider, and
many spacing problems can be
Veneers offer certain advantages
updated council on adopting Canal
Winchester’s five year capital improvements/maintenance
plan. In conjunction
with Gender Road improvements, Peoples
said the city was told it is on the receiving
of a major grant from the state.
“We just found out today we were
awarded a $2 million grant,” said Peoples.
“Gender Road Phase VI is dependent on
ODOT safety funds. It’s a $3 million project
and it wouldn’t go without that funding.
It is a very big deal with that project.”
•Peoples outlined the need for new positions
within the city including the creation
of a utilities assistant public service director
and a streets, lands, buildings and
parks assistant public service director, in
addition to a technology technician position
for the IT department.
“We’ll be reclassifying two superintendent
positions to the new assistant public
service position and fill the positions with
existing staff,” Peoples assured council
when asked if the new titles would create
additional employee positions. “The technology
technician is the only new employee
coming in. The assistant director position
is promotional.”
•Mayor Mike Ebert discussed another
potential new position–a city administrator
who would report to the mayor and be
responsible for day-to-day city management,
including directing and coordinating
all city departments.
“The administrator is the person who’s
really doing the work,” said Ebert, who felt
the right candidate should have multiple
years of experience in government. “If you
have city government experience, that’s
even better. When I got voted in (2007,
before Canal Winchester became a city), I
didn’t have any city government experience.
I could tell that the first two to three
years I was of no help to these guys. None.”
Councilwoman Jill Amos said most
large cities employ an administrator and
the mayor, who serves as the face of the
city, is part-time.
Ebert said it is up to the council to set
the salary range for the administrator.
Peoples pointed out the assistant service
director, technology technician and administrator
positions were included in a 2023
budget previously presented by Finance
Director Amanda Jackson.
Three other positions are also proposed,
but are not included in funding for the
upcoming year.
“It’s kind of staggering to think about
seven new positions,” said Councilwoman
Laurie Amick, “within the city’s payroll
although only four would be filled in 2023.”
•Canal Winchester City Council meetings
are held on the first and third Monday
each month at 7 p.m. Council meets in
work session at 6 p.m. prior to each council
meeting to discuss legislative items and
other issues of the city prior to being
included on a council agenda. The first
work session of the month focuses on
finance/economic development items and
the second monthly work session focuses
on service/safety items.

Added Hollins, “It’s pre-94 CRA with a
PILOT, so we can get some of that infrastructure
out in back. Schools are okay
because it’s pre-’94. And they’re undergrounding
some overall electric.”
Davisson said a central retention pond
was included, which the city is maintaining.
“But we’re selling that off with the properties.
We’ll be out of the maintenance
business over there,” said Davisson. “The
best news is we’ve drawn out all the property
lines where they need to be developed.
Now, they’ll be the owners of what’s left
here. They have the capability to combine
those in whatever way they need. It makes
the piece developable. Neither of these on
their own were deep enough to be developable.
So we should be able to get something
in this area. They’re still working on
what ends up back here in the trees.”
Hollins added, “The way we’re doing
these real estate deals is to run them
through the CIC. We think that makes
sense from an Ohio Constitutional standpoint.
But we’ve got an exception in the
Ohio Constitution that lets municipalities
and CICs work together so we can cut
deals better than just put it up to the highest
bid. It’s proven that with all our land
holdings and with our future deals we’ll
have in Buckstone to start running things
through the CIC.”
Hollins said such purchase agreements
are between Obetz City Council, the CIC,
and whoever buys the property. He said it
is “basically good boiler plate” that the title
“I think that’s it,” said Davisson. “As we
predicted earlier this year, this is probably
the first of a lot of this kind of thing. We’re
always looking for a way where these properties
can generate revenue for the CIC
that we can ultimately use in accordance
with our CIC mission. There are some out
there that are going to end up here that are
income producing properties we would hold
as a CIC while we can make some income
on where we’re still financially sound.
Without our largest source of revenue coming
out of the old Crew buildings, we find a
new source of revenue for the CIC.”
“The biggest and best use for CIC is to
help the municipality do these types of economic
development deals,” said Emmett
Kelly, attorney with Frost Brown Todd
LLC and for the CIC. “To have the land
transaction a lot simpler through the CIC
than having to go through all the bells and
whistles they have to go through city council,”
CW Human Services prepares for holiday season
By Linda Dillman
Staff Writer
November heralds the start of the holiday season, but
for some, it only reminds them of the difficulty of putting
food on the table and providing clothes and gifts for children
eagerly awaiting the arrival of Santa Claus.
Filling holiday wish lists for the needy falls upon organizations
like Canal Winchester Human Services, who make
things a little brighter with the help of individuals, groups
and businesses through food drives and monetary donations.
“Right now, we are gearing up for Thanksgiving and
Christmas,” said Human Services Executive Director
Aletha Mullins. “We have partnered with the Bryon
Saunders Foundation and Canal Winchester Local Schools
who are making our Thanksgiving Baskets. We are looking
forward to our Thanksgiving distribution this month.
We are also in the midst of our Adopt-A-Family program,
which is near and dear to my heart.”
When a donor adopts a child through the program, they
provide shoes, socks, underwear, pajamas, two outfits and
three gifts from “Santa.” Human Services provides the
family with a basket filled with provisions to prepare their
Christmas dinner, which includes produce, milk, eggs, and
butter, as well as a personal hygiene bag.
During Adopt-A-Family distribution, the food pantry is
transformed into a coat closet.
“We are very grateful to be receiving new coats from a
grant called Operation Warm,” said Mullins. “The families
are able to pick out coats for every person in the family. We
also provide hats and gloves.”
Providing a happier holiday for the needy takes a community
and Mullins said Human Services is grateful for
several large donations from groups such as Grace
Fellowship Church, Trick-or-Treat for Food,
and companies holding drives.
“We never fall short during the holiday’s
due to such tremendous support,” said
Mullins.
When asked if the number of donations
and requests for assistance have changed
since last year, she said, as of right now, it
is difficult to determine.
In 2021, 251 people were helped though
the Adopt-A-Family program, of which 174
were children. Mullins anticipates the
number will be about the same or slightly
higher considering the rise in prices for
consumers.
Human Services assists with basic
needs of families or individuals. The
Community Food Pantry offers a variety of
canned foods, produce, meat and staple
items such as milk, eggs, and butter. They
also provide a personal section with
hygiene items and items for babies such as
formula, diapers, wipes, and baby food.
Due to several donations of pet food, the
pantry feeds cats and dogs as well.
“We also have assistance for utilities and rent/mortgage,”
said Mullins. “We are so thankful for the outpouring
support from our community, the city, churches, and local
businesses. Human Services would not be able to serve its
community like we do without all their support. We are so
blessed beyond belief.”
Free Home-Delivered Meals Program
Extended Through End of Year
The Franklin County Office on Aging has extended
its free Home-Delivered Meals program through the
end of the year. Franklin County residents aged 60
and older are eligible to receive free home-delivered
meals without income verification now through
Dec. 31, 2022.
A service offered through the Franklin County
Office on Aging Senior Options program, the
Home-Delivered Meals program paused any
income verification requirements in April 2020 due
to the onset of the COVID-19 pandemic. In Franklin
County, residents receiving home-delivered meals
has increased by nearly 48% since 2019, from 3,883
to 5,749.
“Early in the pandemic, especially during the
stay-at-home orders, seniors were significantly impacted,
some being fearful of leaving their homes
for any reason,” said Interim Director Chanda
Wingo. “We understood how critically important it
was to remove barriers and expand access to
adequate nutrition needed to stay healthy.”
The Franklin County Office on Aging Senior
Options program has been providing community-based
services to residents since 1993. Senior
Options empowers Franklin County residents aged
60 and older with the necessary tools needed to
maintain their independence. The program also
helps ease the minds of family members by connecting
them to support services so they can provide the
best care for their older parent, family member or
friend with limited abilities.
Husband and wife Lockbourne Council members T.J. (left) and Lindsey McKnight,
joined council earlier this year.
Couple joins Lockbourne Council
By Linda Dillman
Staff Writer
Over a dozen years ago, T.J. and
Lindsey McKnight put down roots in
Lockbourne and started a family, but little
did they know 13 years later they would
also become part of the village’s government.
The husband and wife team are the
newest members of Lockbourne Village
Council. Lindsey was appointed earlier
this year with T.J. following her a few
weeks later. Neither held public office
before and, in order to retain their council
seats, they must run for office in 2025.
“I applied for the open council position
because I saw in the village newsletter
there was an open seat,” said Lindsey. “I
told my dad, and he convinced me to apply.
I am glad that I applied because I love
being a positive voice for the people and
village. I also love learning about our history,
as a village.”
T.J. said he applied for the council seat
because he attended council meetings with
his wife and wanted to have a voice for the
people of Lockbourne as well.
In discussing challenges facing the village,
T.J. feels “letting people know that
the village of Lockbourne exists” was a key
issue. He also lauded the village’s rich history
dating back to the Ohio and Erie
Canal era.
When asked to describe the village’s
greatest asset, Lindsey said it is its residents.
“Lockbourne is America,” said Lindsey.
“Our Memorial Day parade showed what
Lockbourne and America are about. I have
“We both go to meetings as
council members and only council
members. We have disagreed on
village issues. But just like every
other council member, we hear
each other’s opinions and conclude
what would be best for the
people and village.”
- Lindsey McKnight
never been prouder of the people that live
in our village. My hope is to make the people
and village of Lockbourne proud. I
want to tackle issues head on and learn as
much as I can.”
Functioning as a married couple on
council is a balancing act and the
McKnights say it is not as difficult as one
might think.
“Serving on council with my wife is like
being on council with everyone else,” said
T.J. “You must treat your spouse like
everyone else and do what is best for the
people and village.”
Lindsey echoed similar thoughts
adding, “We both go to meetings as council
members and only council members. We
have disagreed on village issues. But just
like every other council member, we hear
each other’s opinions and conclude what
would be best for the people and village.”
Lockbourne Village Council meets the
second and fourth Mondays of each month
at 7 p.m. Council will meet in-person at
the Lockbourne Municipal Building, 85
Commerce St., Lockbourne.
