of Professional Recovery Magazine
Apart from being Christmas, there is a
bit of a theme about this issue – Red
Lights.
For what seems to be a simple industry
request, the powers that be are making the
whole matter far more complicated than it
needs to be.
Derek has reviewed the issue and brought
us up to date about where we now stand,
which is frustratingly close to getting the go
ahead. PROF have also busy working on that
and other issues in the industry and even
Fred gives his view on the subject. It seems
to be a common sense, easily implemented
safety policy that is only going to benefit
recovery operators. Let’s hope 2023 is the
year that red lights get the green light.

Update
A MESSAGE FROM THE NTDA CHIEF EXECUTIVE
STEFAN HAY
Dear NTDA members and automotive
aftermarket colleagues;
To say that 2022 has been tough for the trade
would be an understatement and one could,
therefore, certainly be forgiven for looking to
2023 with an amount of trepidation.
The Bank of England recently announced that the UK is
facing its longest recession since records began, both
the cost of living and doing business are affecting us all
and current political leadership ineptness across the Western
economies is very demoralising.
Combine this with ongoing post-BREXIT issues, the war in
Ukraine and the supply chain disruption this has caused, the
threat of further conflicts in the South China Sea and North
Korea and it becomes difficult, for some people, to think beyond
Christmas!
The NTDA is certainly seeing the impact across its
membership. Recently a number of smaller members have
ceased trading. Some because after paying suppliers and other
operating costs they can’t generate a profit, but more are closing
their doors because they simply can’t recruit tyre technicians,
mechanics, MoT testers and other skilled employees. It is safe to
say, that the growing skills shortage is now the biggest crisis the
trade faces and the NTDA has just commissioned Build Public
Relations Ltd to conduct a national survey, in early 2023, with
members and other automotive aftermarket industry leaders
with a review to publishing an NTDA Industry Skills Shortage
Research and Policy Report by Q2 2023.
The fact of the matter is, successive governments have
neglected vocational training for decades and as the old adage
goes; “You reap what you sow”. The good news is, it’s not all
doom and gloom and there are a lot of businesses out there
looking for a way forward.

For instance, our professional licensing activity is thriving as
employers recognise how important investing in training and
development is, to retaining their employees and currently more
than 11,000 technicians have been trained, assessed as competent
and issued with a professional licence under our REACT and Tyre
Technician Professional Development schemes.
Also, the last 3 years have been some of the best on record for
NTDA membership growth, (including many supplier members from
the aftermarket), as businesses recognise the benefit of belonging to
an association that will lobby, represent and fight on their behalf.
Whether tyre manufacturer, wholesaler, retailer, repairer,
re-treader, collector, re-processor or aftermarket equipment, tools
and accessories supplier, our members are all an intrinsic part of a
supply chain responsible for ensuring professional stewardship of
the tyre and fast fit trade and coming together under the common
banner of the NTDA makes that trade much stronger.
For example, the NTDA is lobbying to secure the future access
to vehicle data for the aftermarket which includes our members.
In October 2022, the Competition and Markets Authority (CMA)
wrote to the Secretary of State recommending the introduction of
new, UK-specific, block exemption regulations for the automotive
sector, naturally we support this, both as the NTDA and as part of
UK-AFCAR, and believe the block exemption needs to be improved
and modernised, as it is the central piece of legislation, ensuring
a certain level playing field for competition in the automotive
aftermarket, between independents and national chains, such as our
members, and vehicle manufacturers and their authorised networks.
In other areas of activity, we have continued with our enduring
support of the Professional Recovery Operators Federation, (PROF)
and our our backing of its campaign to allow both its recovery
operators and our commercial and mobile tyre technicians working
across the strategic road network to have red beacons on their
vehicles and more recently have responded to the Northern Ireland
Department for Infrastructure Public Consultation proposing a ban
on tyres aged 10 years and older on heavy goods vehicles, buses,
coaches and minibuses. The NTDA supports the proposal both on
safety grounds and because this will bring NI legislation in line with
the rest of the UK.
As we look to the future, the Circular Economy, especially in
relation to Green Tech, also represents massive opportunities.
For example, the growing investment in developing innovative
technologies to convert end-of-life tyres back into carbon, oil and
steel, without producing emissions.
In addition, the work manufacturers are undertaking to design
tyres in ways that initially reduce rolling resistance and tyre wear,
(a requirement of Euro 7 standards), and then facilitate repair and
remanufacturing, increasing tyre lifespan and reducing environmental
impact.
Truck tyres, for example, are now designed to be retreaded up
to three times and the NTDA is 100% committed to promoting
retreading, because it makes absolutely undeniable sense to keep
resources in use for as long as possible whilst also supporting skilled
employment in this important sector of the trade.
Who knows - we may even start to see the return of car tyre
remoulding, which is already a growing sector in countries such as
France!
Let’s just hope that our government catches up, also starts to
recognise the many opportunities, cuts through the red tape, gets
a grip of its own levelling up plans and drives business growth – we
certainly need it to!

It takes even more strength and commitment to challenge those in power
and to say things as they are without holding back on delivering the overriding
message staying true to your beliefs. However, it’s often those individuals who
stand up to be counted who place their own livelihood and businesses as some
considerable risk.
These are the actions of one individual who needs no introduction, it’s Richard
Goddard, and the latest article I’m referring to is in the last Professional Recovery
Magazine issue Edit 369. Some will say Richard is a bit of a marmite character, you
either love him or hate him, but either way, he only has the very best interests of
the recovery industry at heart.
The headline of the article says it all, “Complete and utter Contempt”, and when
you step back and review the facts, once again he is quite right. If you haven’t read
the article, then I suggest you go to the magazine rack in your reception office and
dig it out.
Some readers will be thinking “Red Lights Again”, you’re just wasting your time.
Personally, I don’t think so. Forget the fact it’s a calling for a change in the lighting
regulations, consider it exactly as Richard has described it - an industry asking for
the same safety conditions as any other.
Yes, this debate is decades old and each time I hear someone say, why should
one group of workers be safer than another, that’s exactly the point, that is called
discrimination.
Quoted from the Oxford English Dictionary “Discrimination is the act of making
unjustified distinctions between people based on the groups, classes, or other categories
to which they belong or are perceived to belong. Discrimination especially occurs when
individuals or groups are unfairly treated in a way which is worse than other people are
treated, on the basis of their actual or perceived membership in certain groups or social
categories. It involves restricting members of one group from opportunities or privileges
that are available to members of another group”.

The privilege we are talking about could not be more
straight forward or simple, the same opportunities to use
safety lighting as the same other working groups are approved
to use, namely the Police and National Highways Traffic
Officers.
The police have the added advantage of the use of blue
lights, so some will ask why they can also use reds, and as for
the traffic officers, it’s an even simpler answer it increases
their conspicuity. So why is the recovery industry treated with
what can only be described as discrimination.
The debate remains decades old, as does the request to
change the lighting regulations and increase the safety of the
recovery operator and the public they serve.
The Survive Group was formed in 1998, following a call from
the HSE for improved safety of recovery operators following
the deaths of 6 recovery drivers within a 12-month period.
Here we are today still talking about it, those officers within
Survive should have demanded change.
This fight for the increased safety for our roadside staff
and the public they serve began in 1995 with a call from Frank
McAllister to improve safety at the roadside and the first
red light trial was born, shortly after, there were discussions
around the use of magenta lights, something adopted in
Australia.
As Richard, PROF and many other industry stakeholders
continue to lobby for this change, what will make the
difference to this campaign’s fight? Since the Tow Show 2018,
where Richard launched both PROF and the Campaign for
Safer Roadside Recovery (CSRRR), he has pieced together an
elaborate jigsaw of strategic partners, no need to list them
as past editorials and industry presentations have been clear
about this plan.
Some of those strategic partners (government agencies)
were absolutely against the recovery industry being approved
to have the controlled use of red warning lights. Well, those
relationships were not about bragging rights to say look, we
have formal agreements with these groups, no it was and is
about working with them for the benefit of all.
The Complexities of EV’s and the
recovery protocols
Key subjects have been on the table, from the complexities
of EV’s and the recovery protocols, to working with National
Highways on improving the safety on the ever- developing
SRN. Many hours are given every month by those stakeholders
working on a raft of initiatives, one of these is of course the
extremely emotive subject of the controlled use of red lights
for recovery vehicles. Controlled being the key word here.
When the discrimination is acknowledged and the use of red
lights is granted, there has to be control over their use to
maintain their effectiveness for all who rely on them to keep
themselves safe.
Those barriers have been broken down and today we
have the support of all those groups that were once against
the controlled use of red lights for recovery vehicles. The
NPCC were against the regulation change, now they are fully
supportive, National Highways were also against it, in fact
Richard printed part of their statement in the last magazine,
the then Highways England, “expressed concern that use of
red flashing lights on roadside recovery vehicles could lead
to a dilution of their effectiveness and hence increase risk
to HE traffic officers in their role while controlling live flows”.
National Highways’ Chief Executive, Nick Harris now rejects
that statement and has no reason for an objection.
There is one very big hitter who has also come out in
support of the introduction of red lights and that’s Grant
Shapps. Again, another line from Richard’s last edit, “Grant
Shapps, the Transport Secretary privately backs allowing
breakdown vehicles to display red lights, rather than orange
ones, as a deterrent to speeding vehicles to keep recovery
staff safe”. Not forgetting in July 2019 that 42 MP’s signed a
petition in support of the introduction of red lights and the
change in legislation.
The needle is moving
So yes, it is a decades long story, but the needle is moving in
our industry’s favour. In the meantime, the real voice fighting
this discrimination has just barked, if this industry or those
reliant on this industry have not listened or heard then for sure
we will hear the roar of the lion.

is considered somewhat of a stalwart within the industry

Excellence
On the 4th March 2023
the IVR AGM and Gala Dinner
prepares to celebrate 40 years
of the IVR.
The Institute plays an important role within the industry
and not just to its members but also by bringing safe
industry working practices, through high quality industry
training.
Importantly the AGM weekend is a time to celebrate
professional excellence across the industry whether that be by
way of an award or otherwise.
Jack Ovenden Award – Sponsored by the AA
The Jack Ovenden award is a time to celebrate those that
embrace the industry’s National Training Scheme and the
standards it represents. It is the highest honour to be
nominated for the award and an amazing achievement for
the overall winner. The presentation takes pride of place at
the IVR’s Gala Dinner and Jack’s family and the IVR are very
appreciative to the AA for their continued sponsorship of the
award.
Jack sadly passed away in 2006 after spending almost 50
years in the industry, during that time he was known for being
very passionate about the importance of industry standards.
The Jack Ovenden Award was commissioned by his family in
2007 and was presented to the Institute for them to award
annually to the Outstanding Student of the Year.
Nominations are made by the members of the Rescue
Recovery Trainers Association (RRTA), who consider all
students who have attended an IVR VR training course within
the previous 12 months. All nominees are students who stand
out to the instructor as outstanding individuals, willing to learn
and above all be professional. Age is no barrier for nomination.
The Bill Jackson Award
Since 1987 the Bill Jackson Award commends professional
excellence within the recovery industry. Bill Jackson, who
sadly passed away in 2017, was a pioneer within the recovery
industry. An infamous heavy vehicle recovery driver and tow
truck operator in the 1950s, 60s and 70s, he was the first
training instructor of tow truck and heavy recovery in both the
UK and the USA.
The Bill Jackson award has been awarded to some of the
most respected operators over the last 15 years. Due to Covid,
it was last presented in 2020, where it was jointly awarded to
CMG and Hough Green, recognising not only the difficulty of
the nominated recovery, but the efforts of both organisations
in working together to achieve a complex recovery.
To be considered for the award, all vehicle recovery
operators (large or small) are required to submit evidence that
showcases a completed recovery job, regardless of if heavy
or light. All applications must show the recovery process and

should demonstrate the degree of difficulty and the challenges
faced, along with how they executed the recovery.

Since the Tow Show I have been greatly encouraged by the
change in some attitudes towards PROF. While the Federation
has been greatly accepted by stakeholders and public services
organisations, myself and and PROF itself has been
often been greeted with some skepticism by, in my
experience, the usual suspects.
In particular PROF’s association and new partnerships
with NPCC, were scorned upon by a certain Dr
Dolittle. As I said at the Tow Show, it does not matter
who scores the winning goal, as long as it is not an own
goal, and we all win. It’s vital that this industry’s public
profile remains united and professional.
Graham from AVRO recently wrote about burying
the hatchet, I’ve lost one ponytail to this industry, as
I approach my 50s, I cannot afford the loss of any

You can be a conservative without supporting all of
their policies, however you just ensure Labour never
get power!

working independently amongst its own stakeholders. So that said,
apart from my crusade for red lights, which we will get! PROF has
been working with our strategic partners the NPCC, on Statutory
Fees, and also in my opinion the more important subject of Police
Contracts.
Increasing Statutory Fees has been a quagmire of confrontation,
delays, and bad luck. Unfortunately, an element of bad luck still
remains, the closer the Home Office has come to resolving the issue,
and getting their proposals put through governments, the quicker the
Government changes its leaders and its policies!

since I met with Tracey Cattlain from the Home office in May and
again in September. My understanding from my recent meeting, is that
getting the Stat Fee increase proposals passed through governments
and implemented could realistically take until the spring of next
year. We had previously forecast the possibilities of changes being
implemented by this year end, who could have foreseen the madness
of the last two months?
Two things spring to mind, without the lobby to delay submissions
being accepted last year, the changes to Stat Fees would have been
done and implemented by now. So, some of the blame for that lays
closer to home than the Home Office.
Like with Green Flag, that news isn’t pretty but it’s the truth and
your being told the truth by PROF.
However, in my opinion which I’ve voiced on many occasions, Stat
Fee increases while much needed are small potatoes in comparison
to day to day Police Contracts.
I’ve been in the recovery industry for 44 years now, I started when I
was 5, not 19 like it says on my passport!
Every major VRO I can think of has been on a major police list
before the corporate parasites converted them Into police contracts!
Police contracts have been the life blood and the cornerstone of
many of the empires built in the recovery industry when dinosaurs
ruled the world!
Empires built on police contracts
Without Police Contracts, I doubt there would still be a recovery
industry. Back in the day, listening to police radios then racing to
pirate the jobs companies like Bells Breakdowns, Arcade, Chris Cox
used to fly the Jolly Roger. Queens Motors, Lion Autos, everyone but
Automania, because Charlie thought he was a real pirate!
Up in the North, SH, CF, and most of the AVRO council, in the
South, Boarhunt, National Rescue, McCallisters, in Wales, Walls, I could
go on and on. Empires built upon police contracts.
In my opinion the entire recovery industry was built on police
contracts, supplemented by club work. Owners drove Bentleys and
flew helicopters! Recovery truck builders bought boats, foreign
mansions, and personalities. Massive police contractors attracted
massive club contracts.
Premier recovery operators became so called super agents, doing
so well out of police contracts they began to undercut the rest of us
in our bread and butter. Then came the corporate organisations, no
longer the friendly clubs. We became contractors AA - Centrica RAC
- AVIVA National Breakdown - Direct Line, Britannia- LV, Mondial –
Allianz, Gesa Assistance, AXA.
The recovery industry missed the memo.
Between corporate parasites, management companies, and
motoring organisations selling policies that we are struggling to deliver,
this industry is in total demise!
Am I missing the point here giving a history lesson? No, because this
industries history begins with their last job!
Between myself and chosen representatives, PROF, has carried the
message to the police forces VIA, the NPCC and respective police
forces.
When I recently met with Chief Constable Jo Shiner, I was allowed
the opportunity to highlight all of the below bullet points. Jo Shiner
promised to review all of the points raised, not just by me, but Derek,
MAC, and Nick Ovenden. These points highlighted included - Free
storage – PACE – Disposal – Salvage.
Administration, 3rd party police contractors, Self serving insurance
companies and other ridiculous anomalies built into what basically boil
down to Club tenders! Not police contracts.
The word FREE, that only exists in the vocabulary of a VRO but is
part of the watershed crippling the recovery industry. Chief Constable
Shiner has been as good as her word, and a thorough review
incorporating all 43 police forces is now taking place.
To contribute to that review PROF has been asking Police
Contractors from across the UK, to list six points that they believe
would improve police contracts and make them more economically
viable going forward.
If I have not asked you and you want your say, then send me it on
your companies headed paper and I will include it with the others. I
am hopeful that this information will help to improve the economic
longevity of Police Contracts and its contractors.

I will be painfully honest though, don’t send your list if you’re already
signing up to the despicable degrading so called Police Contracts
being currently offered out to tender. You’re the real enemy, and
what’s worse you must know it.
Infiltrate and pillage
In my opinion, the Police Chiefs have allowed 3rd party
management companies to infiltrate and pillage the very essence of
what we do, and the services the police are duty bound to provide for
the safety of all road users.
While Police contracts built giants among us, Police Contracts
are becoming the down fall of our current generation. I’m not a
contractor, Automania didn’t understand that aspect of the industry,
it’s a miracle we still exist. But If we were one now we would be gone
It’s that simple based on what I’ve seen.
In all honesty, I cannot believe the contracts some of you have
signed with management companies, whose knowledge of a rollover
is the National Lottery. RTCs, commercial incidents, shed loads, Haz
chem, multiples and overturns, are completely the domain of the
rescue and recovery industry.
While a multitude of public services have voted to strike, not one of
them would have the total and immediate crisis effect if the recovery
industry followed suit by withdrawing its private essential service.
I’m not advocating for collective industrial action far from it. I
continue to advocate for independent evaluation of the services you
are providing, and the ability for your services to be replicated by
another service provider. Government authorities recognise the value
they have on our service.
However, they have allowed 3rd party management services to
infiltrate our contracts which are woefully undermining the original
values the police used to have, and insurance companies became
fearful of.
Over this weekend, two nights in London is costing me £400,
if I want to park it’s another £120. Even if you stay at the Premier
Inn, Brentford it’s £12 a night for parking! Yet for some reason, two
companies recently went under while storing 97 vehicles long term for
nothing. Why has this industry got a death wish?
The truth is, the Police authorities are becoming more concerned
that as an industry, our willingness to sign contracts that are not
sustainable will be the catalyst for us failing to continue to provide a
service in the long term - then what?
The truth is that uncertainty is growing across our industry. Why do
you think Green Flag are being forced into their changes? They are
securing a future for their members, while we are struggling to secure
a future - full stop!
Sustainable economic future
PROF, Jo Shiner, and the NPCC are working together for a
sustainable economic future for the recovery industry, police
services and most importantly, the public we both serve. Participate,
contribute to your own sustainability, or stop crying wolf and accept
the consequences you are choosing.
In the meantime, PROF continues to work with our partners, who
are actually working constructively with us. Whoever you’re affiliated
to, your first responsibility is to your own business.
Are you a police contractor or an AA garage? Either way, you need
to be a profitable enterprise. The AA struggle to service their own
membership within hours, yet have the audacity to penalise agents
that are 30 mins late in attendance but signed to a police contract.
Quite simply if that’s the contract you want to commit to then your
are part of your own problem. On a positive note, I believe the points
PROF have highlighted are being addressed. I believe PROF has given
and continues to give you a voice!
I fundamentally believe that 3rd party management of police
contracts will ultimately destroy the Recovery industry unless the
ridiculous economic restraints are reviewed. In truth there are VRO’s
out there contributing to their own demise while blaming other
institutions!
In terms of “sticking together”, who with? Use your own facts! Your
competitors are so far away, do what’s best for you. There is no longer
a queue to take your place you’re undercutting yourself!

the work we are doing together, I thank them, I thank Tracy Cattlain,
and I thank Jo Shiner, for their honest input and commitment that
contribute to making the recovery industry. Safer, raising standards
and being prepared to pay for them, and altogether an industry that is
sustainable and economically more viable!
Further to my recent editorials regarding red lights, an Experts
Seminar, Chaired by TRL, was held last week, in what I believe to be
the final part of their research process regarding red lights. I will wait
the outcome before publicly commenting on the meeting. However,
it’s evident neither TRL or DFT have researched or have reviewed the
fundamental points of discrimination by the Governments DFT.
Discrimination not only of VRO’s, but a preference for traffic officers
to also be safer than AA and RAC patrols. This is especially relevant
as unfortunately an AA patrol was recently struck and injured at the
roadside. I have no personal love for the AA and make no secret of
that fact, however, VRO’s Traffic/Police and Fire Officers, club patrols,
tyre technicians all have the equal and basic rights to safety without
those rights being prejudiced by thoughtless bureaucracy. Especially
as we cover the entire SRN, and Highways Traffic Officers do not. My
thoughts and best wishes go out to that AA patrol and his family, but
for the grace of God and the DFT, go us all.
Safety is a common ground

I read with interest the comments posted on LinkedIn by AA
personnel. It’s rare we are on the same page on much, but safety is a
common ground we should all stand together on. As an industry we
support the human rights of that AA patrol to be as safe as the public
sector workers operating on the SRN. Hopefully his union will support
that right, and as an industry we can gain parity of safety with the
public sector workers we are working alongside of.
Merry Christmas and a safe and prosperous new year to each and
all of you!
Maybe Santa will provide the recovery industry with a Christmas
miracle. Equal safety for us all!

Statement
from NPCC
As a result of concerns raised by PROF in relation to
increasing costs and pricing models the NPCC sent a
questionnaire out to all Police Forces. All Forces responded
to our questions. The responses received have provided us
with a national view of some of the concerns. The concerns
in the main related to recovery and storage fee’s along with
facilities required for the examination of vehicles.
In my capacity as NPCC VRG Chair I along with Mick Burke
presented the findings from the questionnaire to NPCC Chief
Constable Jo Shiner who is the lead for Roads Policing. It
is envisaged that a letter will be sent from her to all Forces
recommending a variety of actions. This will be followed
up with a police only conference in January 2023 where
we will be able to articulate the concerns, discuss the data
and suggest ways to improve. We will be inviting each force
commercial leads as well as the Vehicle Recovery Group.
This is a very positive step forward (and is in addition to the
stat fee issue).
I would like to thank Richard Goddard (PROF), Derek
Firminger (PROF), Mac Hobbs (Hobbs Recovery) and Nick
Ovenden (IVR) who articulated their concerns extremely well.

In regards to Stat Fee’s, the situation as of the 21st November is
the Home Office now have Policing Minister’s clearance and will be
relaunching the process to seek collective agreement from across
Government on publication of the Consultation Response, we hope
to be able to provide further update in the coming weeks.

Interstater to their ever-growing fleet of heavy

Top flight rescue
from Tech Trucks
On the 16th September Tech Trucks
control room received a call from a
team member for Avro Vulcan XM655
as an incident had happened on the
runway of Wellesbourne airfield.
We then dispatched an incident manger to
the scene from CCG Commercial Ltd based
in Solihull, West Midlands to take a look at
the incident firsthand. When on scene it was clear to
see we needed a further incident manger from RPM
Aviation, an aircraft engineering company based in
Oxfordshire, who had knowledge of aircraft.
All information was gathered about the aircraft that
had left the runway of Wellesbourne Airfield and the
risks of the aircraft that had come to rest on a mains
gas pipe.
Once all information was gathered, Tech Trucks
incident manager James Chilton produced a plan to
move the stricken aircraft and completed all relevant
risk assessment and method statement.
On the 17th September, Tech Trucks attend
the Wellesbourne Airfield site along with CCG
Commercial Ltd, RPM Aviation, Mayo’s Car and
Commercial Repairs, Rescue & Repair Automotive
Service LTD.
We worked out a plan, taking into account the size
and weight (70 ton) of the aircraft, the resistance on
the ground, and resting on a gas main. We liaised with
the volunteers of the Vulcan and after proposing our
plan, recovered the Vulcan back to hard standing.

in the movement of such an iconic piece of history!

John is a time served and valued employee of
E&S Motors Ltd who is retiring at the ripe age of
71, after almost 16 years with E&S, but a lifetime
of service within the motor industry.
John’s first job whilst still at school was serving petrol at
a local garage at the young age of 15; he never forgot
the time when the owner took him for a blast in a brand
new E Type at full pelt down the motorway, after which John
remained in the motor trade for the next 56 years. John
joined that same garage as a trainee mechanic after leaving
school. Cars were very different back then, he worked on Ford
Cortina’s, Anglia’s, Triumphs, Austin’s, Jaguars, etc.
After various positions in the industry, he joined Keith Lowey
at Davis Motors as a part time controller for 18 months and it
was this position that introduced him to the recovery industry
in which he stayed in the latter half of his career. John moved
from the part time controller and part time auto electrical
sales positions to a full time controllers job with Fred at MMS.
Full time is probably an understatement as John and one
other controller near enough covered 24/7 between them at
the start of his time at MMS! John left MMS after two years to
join E&S Motors Ltd on 7th February 2007, as a full time night
Controller where he remained for almost 16 years as one of
their most diligent and reliable members of staff. John has said
that he may have had the odd disagreement with Adam, the
owner of E&S, over the years, but has always respected him as
a fair man who has treated him with respect.
Whilst working for E&S, John was never late for work and
only absent a total of four nights; one due to extremely bad
weather when he was effectively snowed in, one due to
bereavement, and two due to sickness. Bear in mind that
John commuted from the wrong side of Telford to Walsall on
a daily basis! John is retiring from E&S as their stalwort night
controller where he is near enough a part of the furniture.

Following on from Richard Goddard’s
summary of our red light saga in last
month’s magazine, it is disturbing
if somewhat not unexpected, that the
industry’s attempt to get flashing red lights
approved has, once again, at least for
the time being, ‘hit the buffers’. Whilst it
is disturbing for all of us, it must be soul
destroying for Richard and someone like Andy
Lambert who has also been very pro-active.
It is incredible that Government can make
so many ‘off the cuff’ decisions that affect
the whole of the country and yet cannot
decide when a light should be switched on
or off. The problem is that we are all too
soft and too law abiding. I cannot ever see
Andy Lambert gluing himself to a gantry on
the M25 in the name of getting red lights
approved. The sad part is that if he decided

week before anyone noticed! We need to remember that, for many
years now, lots of operators have been using flashing red lights and, as
far as I am aware, nothing has been said against them and probably a
few accidents and one or two lives have been saved. I don’t know why
it is, but I have never heard of anything like this that has so many egos
involved in one topic. I can’t believe that the Highways Agency Traffic
Officer (HATO) gives a damn about whether a recovery operator has
flashing red lights; after all it is probably going to help his case. The bit
about recovery operators using red lights would “reduce the HATO’s
presence” is a bit far fetched as there are never many recovery
vehicles on a given stretch of motorway at any one time. We can’t tell
recovery operators to get on and use them regardless, like many do,
but we can remind people that they must make the maximum, effort
to make their workforce safe at all times. One good system I have
seen in use lately is operators using their white working lights to help
highlight the scene. This works particularly well in bad weather and
poor visibility. I am not sure whether this would add confusion if used
at night but it’s another weapon in the armoury of safety.
Our presence is diluted
Going back slightly, after reading those letters that Richard
published, these politicians have no idea about how to call a spade a
spade! That letter could have said quite simply, “we won’t let you use
red lights because you can’t be trusted with them and, in any case,
our HATO’s don’t want you to use them and, as you know, their lives

As I mentioned previously, the situation is probably not quite as bad
as it used to be because it is possible to get a very good presence
with LED. amber systems but these, of course, are also available to the
roadside workers so, once again, our presence is diluted.
Each Christmas as my contribution to the season of good will, I
spend quite a few nights towing a Santa sleigh around some of the
Durham estates so the children can place their order with the great
man. The program is run by Durham Rotary Club and each year they
raise about £5000 for numerous good causes. To prepare the sleigh
for this year I had a heart stopping moment when I realised that the
sleigh has a few twinkling rear red lights which might bring me into
dispute if I am spotted by any HATO’s. Hopefully I won’t be collecting
on the motorway and they shouldn’t be in any side streets. I suppose
if we could ask for one wish at Christmas it would be to have a whole
load of common sense dropped down the chimney and fall at the feet
of these ‘jobsworths’.

took part in their very first Tow Show experience.
We are so proud that the show continues to develop as the largest

successful visit to the annual Recovery Tow Show
at Telford, where they had the opportunity to
meet with customers old and new and discuss
options for building various vehicles for 2023
delivery.
New for 2022 was the Fiat e-Ducato 4250kgs Beavertail Car
Transporter, combining AKFS High-quality beavertail body
with an all-electric chassis, giving over 130 miles of range
and a whopping 1750kgs payload thanks to legislation enabling
electric car transporters to be rated to 4250kgs, whilst being
legally driven as per the 3500kgs regulations, creating an ideal
urban or local transport solution, all in a zero emissions vehicle.
Also on display was AKFS class-leading Ultra ® Recovery vehicle
– uniquely utilising a back-to-back cab and AL-KO Kober chassis
combined with our high-quality aluminium beavertail body –
combined with the easy-to-use motorcycle carrier, to provide a
versatile and cost-effective recovery solution.
This is an evolution of the Ultra ® Car Transporter, designed
specifically for the recovery industry, featuring our bespoke
Motorcycle Carrier along with a raised bed, heavy duty storage
locker and details such as drip tray and lighting systems, giving a
versatile option for both cars and motorcycle recovery.
We also featured an increasingly popular vehicle, the Iveco 7.2t
Beavertail Car Transporter – with a payload of over 3900kgs, the
requirements to move heavier vehicles such as Electric and Hybrid

The London Classic Car Show returns to Olympia in 2023
The London Classic Car Show is making a
welcome return to prestigious Olympia
in Kensington, West London in 2023.
Staged between 24-26 February and
entering its ninth year, the capital’s premier
celebration of automotive culture and history
will again be the must-attend season-opener
to the year’s flourishing classic car scene for
all classic car owners, collectors, experts and
enthusiasts.
Tickets go on sale from 10am on Thursday

Olympia is steeped in motoring history
having hosted blue-riband automotive shows
for more than a century. The spectacular
Grand Hall was home to the International
Motor Exhibition from 1905 to 1936 and
has accommodated an array of similarly
distinguished car-themed events ever since,
most recently The London Classic Car Show
in 2020.
With restrictions on indoor venues, the
show was forced to innovate with an inspired
move to a temporary new outdoor venue in
Syon Park in June 2021, but now returns to its
traditional February fixture under Olympia’s
magnificent, Victorian, barrel-vaulted roof.
“We are thrilled to be bringing The
London Classic Car Show back to Olympia,”
confirmed Kate Woodley, Show Director
at organiser Brand Events. “It’s a truly
spectacular venue which provides us with
the perfect backdrop for wonderful displays
of iconic cars from throughout the ages.
Olympia already feels like our spiritual home,
and we have a truly great show planned for
2023.”
As ever, The London Classic Car Show
will boast hundreds of the world’s finest
cars from yester-year as well as celebrity
interviews on the main stage plus a host of
other dazzling highlights.
Two special displays have already been
confirmed for February – the first will honour
60 years of the evergreen Porsche 911, the
second will put the spotlight on Barn-Finds
and Survivors.
The former will feature an eye-catching
collection of evolving 911s from the original
air-cooled Type 901 launched at the Frankfurt
Show in 1963 right up to the latest Type 992
supercars.
The latter will provide a fascinating insight
into the uncovering and restoration of
recently discovered relics – the hidden
motoring treasures we hanker after and the
subtle differences, at first blush, between
‘worth the effort’, ‘worth a fortune’ and
‘worth leaving alone’.
A number of equally outstanding features
will be announced in the coming weeks.
These will include dedicated displays to excite
motor sport fans as well as exhibits and
hotly debated panel discussions on the reengineering
of existing classics with electric
propulsion for the future, a topical and hotly
debated subject!

MUD SEASON
A Long Recovery
This time of year is Mud season. Starting around later September to
December it tends to be particularly busy with the heavy stuff running
around stocking up retailers in preparation for the Christmas season.
It never ceases to amaze me with units and trailers pulling off the
road to either make deliveries or attempt to manoeuvre into better
positions.
Often it doesn’t end well! Days or weeks of rain soaking into the grass
verge never seem to deter some drivers. Multiple daily winch outs are
the norm in Mud season.
On the other end of the scale are the breakdowns. Loaded artic units
and low loaders are common. If possible the removal of the trailer
onto another working unit is preferred. Dealers in these neck of the
woods can rarely accommodate both unit & trailer combinations let
alone when a heavy wrecker is attached to the front.
When recovering combinations the road network is another issue.
There are a number of locations in the South where one has had to
get rather imaginative with the street furniture. Road bollards, signs
and other items restricting access are encountered daily. No thought
seems to have been given to large goods vehicles and even less
thought given when they break down and need a tow!

over the bank. One Century 9055 and a
Trident were used along with a CAT D6
and CAT D8 bulldozer used as ‘deadmen’
as access to the machine was very
