Forum disappointed<br />

The <strong>Canterbury</strong> Mayoral Forum is deeply<br />

disappointed at the inadequate<br />

submission timeframe for resource<br />

management legislation.<br />

It has writtentoParliament’s<br />

Environment Committee expressing its<br />

deep concernand disappointment about<br />

the January 30 datetoprovide<br />

submissionsonthe Natural and Built<br />

Environment Bill and the Spatial<br />

Planning Bill.<br />

‘‘The Forumstronglyfeelsthat the<br />

timeframe the committee has set does not<br />

provide for communities to have areal<br />

say on theselarge and complex pieces of<br />

legislation.<br />

‘‘We have therefore requested that the<br />

committee revise the timeframe to the<br />

end of February 2023,MayoralForum<br />

chair,TimaruMayor Nigel Bowensays.<br />

‘‘As we noteinour letter, the Minister<br />

for the Environment has saidpreviously<br />

that the reform is aonce­in­a­generation<br />

opportunity,and we must get it right.<br />

‘This legislation is too important to<br />

rush –ifthe timeframe of January 30<br />

remains, we simplywon’t get it right.’’<br />

The <strong>Canterbury</strong> Mayoral Forum is the<br />

primary mechanism for local government<br />

communication, co­ordination and<br />

collaboration in <strong>Canterbury</strong>.<br />

Deputy chair<br />

Hurunui Mayor Marie Black is delighted<br />

to be appointedtoaleadershipposition<br />

on the <strong>Canterbury</strong> Mayoral Forum.<br />

Mrs Black has been electeddeputy chair,<br />

and is looking forward to workingwith<br />

Timaru Mayor Nigel Bowen, who was<br />

appointedchair.<br />

‘‘<strong>Canterbury</strong>isanamazingplace to visit,<br />

live,study, work and do business, with an<br />

amazing abundance for all,’’ she says.<br />

The forum is mandated by the<br />

<strong>Canterbury</strong> Local Authorities Triennial<br />

agreementand is the primary<br />

mechanism for communication, coordination<br />

and collaboration between<br />

councilsinNew Zealand’slargestregion.<br />

‘‘The10councils of Kaikoura, Hurunui,<br />

Waimakariri, Christchurch City, Selwyn<br />

Ashburton, Timaru,Waimate, Waitaki,<br />

Mackenzieand Environment <strong>Canterbury</strong><br />

attend the forum.<br />

The councils aim to ensure there is<br />

sustainable development with<br />

prosperity, resilient communities and<br />

identity is maintained.<br />

Mrs Black saysthe forum is an extremely<br />

supportive environment where issues of<br />

regional importancecan be addressed.<br />

Lack of passingspace<br />

A<strong>North</strong><strong>Canterbury</strong> paramedic saysa<br />

lack of passing space on State Highway 1<br />

between Lineside Roadand Cam River<br />

couldcost lives.<br />

The ambulance driver, who did not<br />

want to be named, said the median<br />

barrier posts and high­tensionwires<br />

meantthere was nowhere for vehiclesto<br />

pull overtolet an ambulancepass on this<br />

stretch of road.<br />

LinesideRoad marks the point where<br />

SH1 diverts fromdual­lanestosingle<br />

lanes.<br />

‘‘I timed it and it takes one minuteto<br />

get through that stretch of road and there<br />

is nowhere for traffictopull over,’’ she<br />

says.‘‘Itmay not sound like alot, but a<br />

minute can makeadifference in saving a<br />

life and there is arisk of crashesas<br />

vehicles try to give way to us, particularly<br />

when it’s wet. ’’<br />

The paramedichas met with<br />

Waimakariri MP Matt Doocey, who wrote<br />

to Waka Kotahi New Zealand Transport<br />

Agency (NZTA)director of regional<br />

relationships, JamesCaygill.<br />

Mr Doocey saidNational had<br />

advocated for dual­laning of SH1 from<br />

Belfast to Pegasus.<br />

‘‘If they had continued it as aduallaneway<br />

you wouldn’t havethisissue.<br />

Thosevital seconds which are lost<br />

because an ambulance can’t get passed,<br />

canmake adifference.’’<br />

In February Mr Doocey questioned<br />

whyNZTA made it aprioritytospend$3.2<br />

million on the barriers, often referred to<br />

as ‘‘cheese graters’’, when there were<br />

other priorities.<br />

‘‘It is certainly up for debate as to<br />

whetherthesewere even needed on that<br />

stretch of road, and Iquestion the<br />

transportagency’s logicinprioritising it<br />

over Lineside Road improvements and<br />

pedestrian safety measures around<br />

Pegasus and Ravenswood.’’<br />

Kaiapoi Volunteer Fire Brigade chief<br />

fire officer Tim Reynolds saysheisnot<br />

aware of any issues on that stretch of SH1.<br />

Themedianbarrierposts and hightension<br />

wires were temporarily removed<br />

recently to allowfor the resealing of SH1<br />

betweenLineside Road and Cam River,<br />

before beingreinstated.<br />

An NZTA spokesperson saidthe the<br />

most common cause of serious crashes<br />

involvedthe loss of control, leading to<br />

vehicles running off the roadand head­on<br />

collisions.<br />

Theuse of mediumbarrierswas an<br />

effective way of avoiding head­on<br />

crashes, the spokesperson said.<br />

Thespokesperson said the shoulder<br />

betweenLineside Road and Cam River<br />

hadnot been widened. NZTA believed<br />

there wereadequate passing places<br />

available­around2.8km ­inline with its<br />

Speed and Infrastructure Design<br />
