Forum disappointed
By ROBYN BRISTOW
The Canterbury Mayoral Forum is deeply
disappointed at the inadequate
submission timeframe for resource
management legislation.
It has writtentoParliament’s
Environment Committee expressing its
deep concernand disappointment about
the January 30 datetoprovide
submissionsonthe Natural and Built
Environment Bill and the Spatial
Planning Bill.
‘‘The Forumstronglyfeelsthat the
timeframe the committee has set does not
provide for communities to have areal
say on theselarge and complex pieces of
legislation.
‘‘We have therefore requested that the
committee revise the timeframe to the
end of February 2023,MayoralForum
chair,TimaruMayor Nigel Bowensays.
‘‘As we noteinour letter, the Minister
for the Environment has saidpreviously
that the reform is aonceinageneration
opportunity, and we must get it right.
‘This legislation is too important to
rush –ifthe timeframe of January 30
remains, we simplywon’t get it right.’’
The Canterbury Mayoral Forum is the
primary mechanism for local government
communication, coordination and
collaboration in Canterbury.
Deputy chair
Hurunui Mayor Marie Black is delighted
to be appointedtoaleadershipposition
on the Canterbury Mayoral Forum.
Mrs Black has been electeddeputy chair,
and is looking forward to workingwith
Timaru Mayor Nigel Bowen, who was
appointedchair.
‘‘Canterburyisanamazingplace to visit,
live, study, work and do business, with an
amazing abundance for all,’’ she says.
The forum is mandated by the
Canterbury Local Authorities Triennial
agreementand is the primary
mechanism for communication, coordination
and collaboration between
councilsinNew Zealand’slargestregion.
‘‘The10councils of Kaikoura, Hurunui,
Waimakariri, Christchurch City, Selwyn
Ashburton, Timaru,Waimate, Waitaki,
Mackenzieand Environment Canterbury
attend the forum.
The councils aim to ensure there is
sustainable development with
prosperity, resilient communities and
identity is maintained.
Mrs Black saysthe forum is an extremely
supportive environment where issues of
regional importancecan be addressed.
Lack of passingspace
By DAVID HILL,
Local Democracy Reporter
ANorthCanterbury paramedic saysa
lack of passing space on State Highway 1
between Lineside Roadand Cam River
couldcost lives.
The ambulance driver, who did not
want to be named, said the median
barrier posts and hightensionwires
meantthere was nowhere for vehiclesto
pull overtolet an ambulancepass on this
stretch of road.
LinesideRoad marks the point where
SH1 diverts fromduallanestosingle
lanes.
‘‘I timed it and it takes one minuteto
get through that stretch of road and there
is nowhere for traffictopull over,’’ she
says.‘‘Itmay not sound like alot, but a
minute can makeadifference in saving a
life and there is arisk of crashesas
vehicles try to give way to us, particularly
when it’s wet. ’’
The paramedichas met with
Waimakariri MP Matt Doocey, who wrote
to Waka Kotahi New Zealand Transport
Agency (NZTA)director of regional
relationships, JamesCaygill.
Mr Doocey saidNational had
advocated for duallaning of SH1 from
Belfast to Pegasus.
‘‘If they had continued it as aduallaneway
you wouldn’t havethisissue.
Thosevital seconds which are lost
because an ambulance can’t get passed,
canmake adifference.’’
In February Mr Doocey questioned
whyNZTA made it aprioritytospend$3.2
million on the barriers, often referred to
as ‘‘cheese graters’’, when there were
other priorities.
‘‘It is certainly up for debate as to
whetherthesewere even needed on that
stretch of road, and Iquestion the
transportagency’s logicinprioritising it
over Lineside Road improvements and
pedestrian safety measures around
Pegasus and Ravenswood.’’
Kaiapoi Volunteer Fire Brigade chief
fire officer Tim Reynolds saysheisnot
aware of any issues on that stretch of SH1.
Themedianbarrierposts and hightension
wires were temporarily removed
recently to allowfor the resealing of SH1
betweenLineside Road and Cam River,
before beingreinstated.
An NZTA spokesperson saidthe the
most common cause of serious crashes
involvedthe loss of control, leading to
vehicles running off the roadand headon
collisions.
Theuse of mediumbarrierswas an
effective way of avoiding headon
crashes, the spokesperson said.
Thespokesperson said the shoulder
betweenLineside Road and Cam River
hadnot been widened. NZTA believed
there wereadequate passing places
availablearound2.8km inline with its
Speed and Infrastructure Design
Framework.
