Home energy assistance program is available
The Ohio Department of Development and The Central
Ohio Area Agency on Aging want to remind senior citizens
in Ohio that assistance is available to help with their home
energy bills. The Home Energy Assistance Program
(HEAP) helps Ohioans at or below 175 percent of the federal
poverty guidelines pay their heating bills.
Applied directly to the customer’s utility or bulk fuel
bill, the benefit can help manage heating costs. Senior citizens
may go to their local Area Agency on Aging office for

The Messenger will alter its print publication schedule for the
upcoming holiday season. The Messenger print publication and
delivery date for the remainder of 2022 will be Dec. 25. After that,
print publication will resume following the holidays on Jan. 15

help with assembling the required documents and completing
their HEAP application. Senior citizens may also
visit www.energyhelp.ohio.gov to apply online or to download
a copy of the application.
When applying, individuals need to have copies of the
following documents:
• Most recent utility bills
• A list of all household members (including birth dates
and social security numbers)
• Proof of income for the past 30 days for all
household members (12 months for certain income
types)
• Proof of U.S. citizenship or legal residency for all
household members
• Proof of disability (if applicable)
HEAP benefits are applied to an individual’s energy bill
after Jan. 1. Applications for the HEAP program must be
received by May 31, 2023.

New system will warn consumers
According to Franklin County Auditor Michael
Stinziano, a new notification to warn consumers will
be applied to the scanners of stores that fail multiple
Weights and Measures inspections.
Consumers buying products at a scanner with the
notice, which reads “Warning Nonsealed Scanner
System,” are urged to check their receipts to make sure
the price they paid was accurate. The notification
includes a QR code to get more information about
weights and measures inspections.
The new protective measures were created after
seven area Dollar General stores failed a second
weights and measures inspection last month because
their scanners were charging incorrect, higher prices.
Follow-up inspections at those stores are being conducted,
and stores that continue to fail inspection will
have the notice applied to their scanners.
“Consumers who buy products from stores with the
nonsealed scanner notice are urged to check prices and
make sure you pay the price listed on the store
shelves,” Stinziano said. “Weights and Measures
Inspectors will be following up with these stores and
continue to be out in the community protecting consumers.”
The Ohio Attorney General’s office has filed a consumer-protection
lawsuit against Dollar General
because of multiple inspection failures in several Ohio
counties.
