He reiterated that this week. “The offender profile is more likely to be a stranger-type abduction than a family member but of course, we can’t rule out anyone until we know who the actual offender is,” he told The Star. Kirsty was last seen alive when she left her Ashburton home to walk her labrador cross, Abby, on December 31, 1998. Abby was found the next day tied to a tree near the Ashburton River along with a pair of Kirsty’s underwear and boxer shorts. The truck crashed while carrying a large 20-tonne slab of prefabricated concrete on the corner of Brougham St and Ensors Rd at 10.35am yesterday. An overhead traffic light was damaged in the accident. A mobile crane was called in to help clear the road. West-bound traffic on Brougham St was down to one lane and motorists advised to avoid the area while the crash scene was cleared. Residents are responsible for paying for excess water use, even if it is caused by old or broken pipes, but the city council says they can apply for a remission if they identify and fix the leaks. A company that detects leaks, Detection Services saw a big increase in work when water changing was first announced, but that has levelled off since. Manager Neil Scrutton said his business jumped about 40 per cent last year when the city council announced it would be charging. “People started checking their meters for the first time and found leaks they never knew they had. Since then the demand has levelled off,” he said. The city council started sending out invoices in late February charging residents $1.35 for every 1000 litres they use over the limit. The charging has resulted in water use dropping by more than 10 per cent. Scales said council staff have been touch with the Woolston and Sumner homeowners and are working with them. “One of the big benefits of water charging is bringing these leaks to the attention of property owners so they can get them fixed,” she said. “Readings take place roughly every 90 days. That’s similar to the amount produced by six medium-sized pump stations. “It also highlights that residents have changed their approach to outdoor water use in the summer months. A recommended change to the excess water supply targeted rate that would see the average daily allowance increase from 700 to 900 litres for residential properties was included in the Draft Annual Plan 2023/24.
