A TEENAGER made a desperate<br />

bid to rescue his younger brother<br />

as their home burned to the<br />

ground, almost claiming the life<br />

of his sibling and their father.<br />

<strong>The</strong> 16-year-old dashed back<br />

into the fire after he heard his<br />

mother count each of her seven<br />

children and realise her thirdyoungest<br />

was still inside with her<br />

husband.<br />

<strong>The</strong> mum, Lizzie Tugaga, has<br />

spoken for the first time this week<br />

about the harrowing ordeal.<br />

She was preparing to brave the<br />

flames herself at the property on<br />

Hoon Hay Rd, before she saw her<br />

eldest return with his sibling.<br />

“I’m so lucky he heard and went<br />

inside to get his little brother,” she<br />

said.<br />

While thankful her whānau is<br />

safe, Tugaga and her family are<br />

left with the trauma of the blaze,<br />

where they watched everything<br />

they owned go up in flames. <strong>The</strong><br />

expression “left with only the<br />

clothes on their backs” doesn’t<br />

even apply.<br />

<strong>The</strong>ir car, appliances and<br />

sentimental belongings are now<br />

nothing but a memory.<br />

Bullied paperboy<br />

keeps delivering<br />

and resilience.<br />

Hornby High School student<br />

Jason Snowsill, 13, has been<br />

delivering <strong>The</strong> <strong>Star</strong> for the past<br />

two months.<br />

Jason got the job so he could<br />

buy himself an electric scooter.<br />

Since day one, he has faced<br />

challenges delivering the papers,<br />

with kids from his school<br />

bullying him for doing his paper<br />

run.<br />

“<strong>The</strong> kids from school would<br />

come up and take photos of me<br />

and share them around and<br />

make fun of me,” Jason said.<br />

“I had a kid push my buggy<br />

over that I use to deliver the papers,<br />

and I had to pick them up<br />

one by one.”<br />

Despite the incidents, Jason<br />

was determined every single one<br />

of the 300 papers he delivers in<br />

the Hei Hei area made it to their<br />

readers.<br />

“He was adamant that on the<br />

Thursday and Friday (after his<br />

paper buggy was knocked over),<br />

he would get it done . . . and do a<br />

good a job,” mum Sarah said.<br />

When Allied Press director<br />

Nick Smith heard Jason’s story,<br />

he decided to help.<br />

“When I heard of the way this<br />

young lad had been badly treated<br />

while doing a <strong>Star</strong> delivery run,<br />

from which the money earned<br />

was to go toward buying his<br />

dream scooter, I was most annoyed,”<br />

he said.<br />

Smith’s contribution, along<br />

with donations from staff, meant<br />

Jason got a scooter he could only<br />

dream about.<br />

Smith said it shows hard work<br />

can be rewarded.<br />

“In my opinion this is outstanding<br />

and he deserves this<br />

recognition.”<br />

While distributing the papers<br />

after school, Jason will also stop<br />

and talk with the elderly.<br />

“He will go and have chats<br />

with some of the elderly when<br />

he delivers the paper to them,”<br />

Sarah said.<br />

Jason was really happy with<br />

his new wheels, and immediately<br />

took the scooter for a spin<br />

around the <strong>Star</strong> Media office.<br />

“Thank you to everyone who<br />

made it happen,” he said.<br />

Jason is yet to decide what<br />

his next saving goal will be, but<br />

he’s adamant he wants to keep<br />

delivering the papers.<br />

Fatal crash couple<br />

A husband and wife killed in<br />

a triple-fatal crash in North<br />

Canterbury had only moved to<br />

the South Island less than three<br />

months ago to begin a new<br />

chapter in their lives. Three<br />

people were killed following<br />

a collision on Main North<br />

Rd, Sefton, about 6.50pm on<br />

Sunday. Among the victims<br />

were early childhood teacher<br />

Donna Young, a mother of four,<br />

and her husband Christopher<br />

Young. Family spokeswoman<br />

Trixie Duckett said the family<br />

was “absolutely devastated”.<br />

“It’s a tragedy . . . Chris and<br />

Donna were like soulmates<br />

really. Donna had never been as<br />

happy as she’s been in the last<br />

few years with Chris, they’d<br />

done really well together, they<br />

got married and then made the<br />

decision to move down south,”<br />

she said. Duckett said the<br />

couple moved from Wairarapa<br />

less than three months ago.<br />

Teenagers brawl at<br />

Westfield mall<br />

Stunned onlookers watched<br />

a brawl breakout near the<br />

Westfield Riccarton food court<br />

about 6pm on Tuesday. Two<br />

young people were arrested<br />

after a fight which involved<br />

about 15 teenagers. Police<br />

said there were no reports of<br />

THE OPPORTUNITIES Party<br />

leader Raf Manji is promising<br />

to spend $1 billion dollars in<br />

Christchurch if he is elected in<br />

October.<br />

<strong>The</strong> former city councillor, who<br />

is standing in the Ilam electorate,<br />

outlined the plan at a public<br />

meeting in Avonhead on Tuesday<br />

night.<br />

Manji said he would invest<br />

$90 million in police, $600m in<br />

health funding, $200m for transport,<br />

and $70m to finish Christ<br />

Church Cathedral, Arts Centre<br />

and Provincial Chambers, as well<br />

as $40m for a new primary and<br />

secondary school.<br />

“We have no voice in Wellington<br />

at all, and they are simply<br />

not interested in us . . . For the<br />

second largest city in the country,<br />

we do not get the resources we<br />

deserve,” he said.<br />

His plan involves 150 new<br />

community constables, a police<br />

training college in the South<br />

Island, and $5 million for 10 new<br />

police kiosks at locations like the<br />

central city, the bus exchange and<br />

in malls. <strong>The</strong>y would be staffed<br />

24/7, with constables walking the<br />

streets, he said.<br />

Manji also outlined his plans<br />

for $580m South Island cancer<br />

centre and a $20m new mental<br />

health and trauma centre.<br />

may still be unhappy, but city<br />

councillor Aaron Keown says<br />

he is now less concerned about a<br />

27-unit over-50s social housing<br />

development.<br />

“Residents who<br />

spoke to me were<br />

worried about the impact of<br />

increased traffic in the area,” he<br />

said.<br />

“I’ve now been assured it will<br />

be a high quality development<br />

for over-50s.<br />

“It’s a real pity residents were<br />

not at the meeting because I<br />

believe their concerns would<br />

have been addressed.”<br />

<strong>The</strong> meeting on Monday was<br />

instigated by a group of Pentland<br />

Estate residents who learned the<br />

development in their subdivision<br />

will become social housing.<br />

But residents’ representatives<br />

She said she had received a<br />

lot of feedback from residents<br />

who said they wanted a larger<br />

community meeting held in its<br />

place.<br />

“I initially agreed to attend but<br />

then found out the community<br />

did not want it because it was<br />

going to leave them out of the<br />

consultation process,” she said.<br />

Immediate neighbours signed<br />

off on the planned over-50s<br />

housing complex six years ago,<br />

but Kāinga Ora announced this<br />

year it was buying the partlyfinished<br />

complex. <strong>The</strong> housing<br />

agency initially declined to meet<br />

residents, but agreed to a small<br />

private meeting organised by the<br />

Belfast Community Network.<br />

<strong>The</strong> development and support<br />

network is led by business and<br />

community leaders and employs<br />

six staff, plus volunteers.<br />

It is part-funded from the<br />

city council’s strengthening<br />

communities fund.<br />

Two representatives from<br />

Kāinga Ora, Waimakariri<br />

MP Matt Doocey and Keown<br />

attended the meeting. Network<br />

general manager Lynda<br />

Goodrick said she organised it to<br />

support the residents.<br />

Afterwards Kāinga Ora<br />

regional director Liz Krause said<br />

the meeting was constructive,<br />

but any comment had to come<br />

from the network as it had<br />

organised the meeting.<br />

Krause said: “We will be<br />

reaching out directly to Pentland<br />

Estate residents who contact us.”<br />

In a statement the network’s<br />

board said: “We met local<br />

and central Government<br />

representatives to discuss<br />

housing in the community.<br />

We understand some residents<br />

have concerns . . . and strongly<br />

recommend, in the first instance,<br />

they contact the appropriate<br />

organisations to discuss these<br />

matters. A resident who has<br />

concerns was also invited to<br />

be a part of this meeting but<br />

declined,” the statement said.<br />

Sanders said Pentland Estate<br />

residents want a larger meeting<br />

with Kāinga Ora to discuss their<br />

concerns.<br />

Said Goodrick: “If such a<br />

meeting were to be held, we<br />

would attend if invited and if<br />

it is in the best interests of the<br />

community.”<br />

to allow time for<br />

consultation.<br />

development would impact road<br />

safety and outlined his concerns<br />

to city councillors at their<br />

meeting yesterday.<br />

A major concern was that<br />

it would increase traffic at the<br />

Halswell Junction Rd/Albert<br />

Wills Ave intersection.<br />

Three years ago, Roach’s then<br />

seven-year-old daughter was hit<br />

by a driver going 70km/h on<br />

Halswell Junction Rd. <strong>The</strong> speed<br />

limit is 50km/h. She recovered,<br />

but no action has since been<br />

taken to improve the crossing or<br />

speed controls.<br />

Haslwell Ward city councillor<br />

Andrei Moore responded to<br />

Roach, acknowledging the<br />

speeding issue. Moore said<br />

surveys showed 15 out of 100<br />

vehicles travel at about 70km/h<br />

on Halswell Junction Rd.<br />

Moore suggested the council is<br />

considering a lower speed limit<br />

during school time and a safer<br />

crossing.<br />

Roach told city councillors<br />

with more cars because of the<br />

Kāinga Ora development, it was<br />

a “disaster waiting to happen”.<br />

<strong>The</strong>re was a long-standing issue<br />

with speeding and a lack of safe<br />

crossings for schoolchildren on<br />

Halswell Junction Rd, he said.<br />

In Northwood, residents<br />

initially signed off on a complex<br />

for over-50s. <strong>The</strong>n Kāinga Ora<br />

suddenly announced it had<br />

purchased the development for<br />

social housing. <strong>The</strong> city council<br />

has told <strong>The</strong> <strong>Star</strong> it cannot legally<br />

halt the Kāinga Ora development<br />

since consents were already<br />

given.<br />

Roach told <strong>The</strong> <strong>Star</strong> he doesn’t<br />

“have any faith in the council” to<br />

address residents’ concerns over<br />

the Kāinga Ora development’s<br />

impact on traffic.<br />

<strong>The</strong> city council approved<br />

the sale of the land in July<br />

2021, but the Government has<br />

now finalised the purchase for<br />

Kāinga Ora.<br />

Housing Minister Megan<br />

Woods said: “<strong>The</strong> Kāinga Ora<br />

land programme is about<br />

making strategic land purchases<br />

in areas where the market alone<br />

struggles to deliver the quantity<br />

and type of housing needed.”<br />

In 2021, Halswell residents<br />

presented a petition to the city<br />

council, requesting a third of<br />

the land be retained by the city<br />

council for future community<br />

use or green space. <strong>The</strong> city<br />

council rejected the proposal,<br />

and all the land has now been<br />

sold to Kāinga Ora.<br />

of two, who has triple-negative, invasive<br />

breast cancer.<br />

Natasha Lombart was diagnosed in<br />

March and has been receiving chemotherapy<br />

to treat her cancer since April.<br />

For the treatment to have the highest<br />

chance of clearing all tumour cells from<br />

Lombart’s body, she needs immunotherapy,<br />

a $100,000 treatment not funded<br />

in New Zealand.<br />

On its own, chemotherapy has a 50 per<br />

cent chance of eliminating the cancer cells.<br />

But with the immunotherapy treatment,<br />

that is boosted to 67 per cent. Immunotherapy<br />

will also boost her three-year<br />

survival rate to 87 per cent, Lombart said.<br />

“That’s a massive win.”<br />

So, to raise enough money for her<br />

treatment, an England-based childhood<br />

friend of Lombart’s used work connections<br />

to engage celebrities such as Gallagher<br />

and <strong>Star</strong>r, and sports stars like England<br />

grant theft<br />

A CHRISTCHURCH man<br />

faces 58 charges in relation to an<br />

alleged theft of over $200,000 in<br />

grant funding.<br />

<strong>The</strong> Department of Internal<br />

Affairs says the alleged offending<br />

relates to charges of forgery, theft<br />

of grant funds and dishonestly<br />

using a document.<br />

“We aim to ensure communities<br />

receive the maximum benefit<br />

from grants by detecting and<br />

deterring fraudulent activity in<br />

gambling-related grant funding,”<br />

said DIA gambling director Dave<br />

Robson.<br />

<strong>The</strong> man, who was granted<br />

interim name suppression<br />

following inquiries by the NZ<br />

Herald, was involved both in<br />

the Class 4 gambling sector and<br />

the community sports sector,<br />

obtaining $202,341.60 worth<br />

of grants on behalf of sporting<br />

organisations by allegedly<br />

submitting false quotes and<br />

failing to spend grant money on<br />

authorised purposes.<br />

<strong>The</strong>se incidents took place<br />

between 2018 and 2020. <strong>The</strong> man<br />

was remanded on bail and is<br />

due to appear in court again on<br />

AN APARTMENT in a block<br />

of flats designed by Sir Miles<br />

Warren that was once labelled<br />

Christchurch’s ugliest building<br />

is now publicly for sale for the<br />

first time since 1956.<br />

<strong>The</strong> owners of the Dorset<br />

Street Flats have finally finished<br />

restoring the property, a<br />

category 1 heritage-protected<br />

building, after it was significantly<br />

damaged in the February<br />

<strong>22</strong>, 2011 earthquake.<br />

<strong>The</strong> property is to be<br />

auctioned next Thursday.<br />

Warren built the block of<br />

eight flats for himself and three<br />

friends, including Michael<br />

Weston who was the original<br />

owner of 14 Dorset St in<br />

1956.<br />

<strong>The</strong> friends lived in the<br />

ground-floor flats with<br />

courtyards and owned a second<br />

upstairs flat for rental income.<br />

<strong>The</strong> flats were considered<br />

extremely radical at the time<br />

and, according to historic<br />

records, were nicknamed “one<br />

of the ugliest buildings in the<br />

But Warren’s design went<br />

on to inspire a whole new era<br />

<strong>The</strong> Dorset Street Flats was<br />

one of the first attempts at<br />

constructing a building from<br />

load-bearing concrete block and<br />

is recognised as one of the most<br />

important Modern movement<br />

buildings.<br />

the owners had been given<br />

the option to demolish the<br />

flats due to the significant<br />

damage sustained during the<br />

on to his stepson, and then<br />

“In this particular case, the<br />

vendor was very passionate<br />

about keeping the essence of<br />

what Miles Warren did and<br />

they have kept it until the stage<br />

where it’s finished, it’s complete<br />

and it’s probably the most<br />

authentic going back to 1956<br />

or 1957 – and now it’s time to<br />

move on.”<br />

As part of the restoration,<br />

underfloor heating and double<br />

glazing were added to the<br />

one-bedroom, one-bathroom<br />

flat.<br />

available in Akaroa and they<br />

are seldomly available publicly,<br />

A BUILDER who swapped out<br />

consented roofing material for a<br />

Chinese product to save money<br />

was caught out when the paint<br />

began to deteriorate several years<br />

later.<br />

<strong>The</strong> board found Christchurchbased<br />

builder Scott Lilly guilty of<br />

negligence and fined him $3000.<br />

It is unclear how many<br />

homes may have been built<br />

with the unconsented product.<br />

But evidence submitted to the<br />

Building Practitioners Board<br />

suggests it could be up to 60 in the<br />

Selwyn District.<br />

<strong>The</strong> decision said Lilly<br />

substituted consented roofing<br />

material on a new house he was<br />

building with the product he<br />

imported from China.<br />

<strong>The</strong>re was no evidence the<br />

Chinese product met New<br />

Zealand’s building code standards.<br />

Selwyn District Council issued a<br />

code of compliance for the house<br />

without knowing the MetalCraft<br />

product had been substituted.<br />

<strong>The</strong> house was then sold. <strong>The</strong><br />

purchaser noticed deterioration<br />

in the roof paint and made a<br />

complaint about it, which led to<br />

a closer inspection by the district<br />

council into the actual roofing<br />

product that was used.<br />

A RETIRED house inspector<br />

is facing part liability for a<br />

$700,000 leaky building claim<br />

after he provided a pre-purchase<br />

inspection report that the city<br />

council alleges was negligent.<br />

But the retired inspector believes<br />

he has a good case to fight<br />

the claim. Keith Milne said the<br />

Scarborough house he inspected<br />

in May 2010 would have been<br />

markedly different from when<br />

the weathertight problems were<br />

found two years later because<br />

there were two major earthquakes<br />

and hundreds of aftershocks<br />

in the intervening period.<br />

Milne said he noted at the time<br />

of the inspection the extension<br />

where the problems emerged was<br />

constructed in a style that has<br />

since been found to have moisture<br />

issues, and his moisture tests<br />

could not be invasive without<br />

removing wall and ceiling linings.<br />

A claim was originally made by<br />

the homeowners against the city<br />

council. However, the city council<br />

has successfully applied to the<br />

Weathertight Homes Tribunal<br />

to have Milne face a share of the<br />

liability.<br />

In the tribunal’s decision,<br />

published in April, chairman Paul<br />

Cogswell concluded the homeowners<br />

could have a claim against<br />

Milne, therefore the city council<br />

did too. <strong>The</strong> saga began on May<br />

13, 2010 when James Cooney<br />

and Paul Dempsey signed a sale<br />

and purchase agreement for the<br />

house, subject to<br />

a satisfactory prepurchase<br />

inspection.<br />

Milne provided<br />

the report on May<br />

17 when he was coowner<br />

of a Christchurch<br />

franchise<br />

of <strong>The</strong> NZ House<br />

Inspection Company.<br />

<strong>The</strong> report said the house,<br />

which now has a capital value<br />

of $1.3 million, was in generally<br />

good condition. Some cracks<br />

were noted in the exterior cladding<br />

and repair was advised.<br />

It said moisture levels where<br />

tested were good but the house<br />

had been built in a style which<br />

had problems with moisture.<br />

<strong>The</strong> report concluded the extension<br />

was relatively sound and<br />

did not warrant further investigation<br />

or raise significant concern.<br />

<strong>The</strong> claimants went ahead and<br />

bought the house, but in August<br />

and November 2012, the extension<br />

on the house was assessed<br />

as having leaky issues. Cogswell<br />

said it was arguable, based on the<br />

extent of defects identified by assessors<br />

in three reports obtained<br />

by the claimants, Milne’s report<br />

was negligent.<br />

He said many of the defects<br />

could have been seen on visual<br />

inspection and many found<br />

in 2012 would have existed at<br />

the time of the pre-purchase<br />

inspection report.<br />

<strong>The</strong> claim against the city<br />

council says it failed in its<br />

consenting, inspecting, and<br />

certifying role as the relevant<br />

territorial authority.<br />

However, the city council<br />

claimed there was negligent<br />

misstatement or breach of the<br />

Fair Trading Act 1986 by Milne<br />

because of the alleged defective<br />

inspection.<br />

Cogswell said Milne was<br />

“arguably imposed with a duty of<br />

care when preparing the report<br />

for the claimants, the report<br />

was arguably negligent and the<br />

claimants arguably relied on it,<br />

causing them loss”.<br />

Cogswell said the claimants’<br />

decision to go unconditional<br />

was arguably made because they<br />

were “deceived by the misleading<br />

report and so, damage arose from<br />

the impugned report”.<br />

Milne retired in 2015 and could<br />

not understand why the claim<br />

had dragged on for a decade.<br />

He said he would be forced into<br />

bankruptcy if he lost.<br />

Her husband, from their<br />

bedroom, called her name. “Fire!<br />

Fire! Get out!”<br />

Tugaga said she tried not to<br />

panic and focused on waking her<br />

sleeping children and evacuating<br />

them to safety.<br />

<strong>The</strong>ir eldest heard the yelling<br />

and helped make the rounds.<br />

Flames and smoke began<br />

to quickly appear as Tugaga<br />

herded her bunch outside, to the<br />

footpath on the other side of the<br />

road.<br />

She began her routine child<br />

count, rehearsed over many<br />

years of running a large family.<br />

One was missing. <strong>The</strong> third<br />

youngest was still trapped inside,<br />

as was her husband.<br />

Tugaga’s shocked realisation<br />

switched her eldest to action<br />

mode, dashing into the flames to<br />

find the lost child.<br />

She prepared to face the flames<br />

herself but before she could reach<br />

the steps of the house, out came<br />

the eldest with the missing child<br />

in his care. “Mum, don’t run.<br />

He’s out now,” he said.<br />

<strong>The</strong> husband made it outside<br />

too.<br />

Tugaga said people had filmed<br />

the fire but never called anybody<br />

for help.<br />

And there they stood. A family<br />

of nine immigrated from Samoa<br />

to Christchurch shortly before<br />

the quakes, without extended<br />

family and now nothing to their<br />

name.<br />

Her two youngest children<br />

cried.<br />

“Ah mum, what are we gonna<br />

do?” one asked her.<br />

“I don’t know,” she said.<br />

A passing commuter, who had<br />

noticed her youngest kids standing<br />

in the cold with singlets,<br />

handed over a jumper.<br />

“I’m so sorry, this is the only<br />

thing in the car,” she said.<br />

<strong>The</strong> neighbours then coaxed<br />

them back to their house. It was<br />

the start of an influx of community<br />

gestures that Christchurch<br />

has become known for in times<br />

of crisis.<br />

<strong>The</strong> host put a request on a<br />

school-parent social media page,<br />

calling for anything people<br />

might have to offer the family.<br />

A car was donated by a fellow<br />

parent and food and clothes arrived<br />

in droves.<br />

local, heard the family’s case<br />

and immediately knew her large<br />

property would be perfect for the<br />

“My husband kept asking ‘Are<br />

they coming to stay?’ and I was<br />

like ‘Just give them a chance’,”<br />

she laughed.<br />

“We’d only just met these<br />

people. I had to build enough of<br />

a relationship in the short span<br />

of time so (Tugaga) knew she<br />

could trust me and they could<br />

come over.”<br />

<strong>The</strong>ir two children were<br />

crammed into one room, leaving<br />

four rooms spare to house the<br />

large family. But the Tugaga clan<br />

opted to cram into one of the<br />

larger bedrooms.<br />

On Friday last week, Tugaga<br />

secured a four-bedroom rental in<br />

a similar area, which came as a<br />

huge relief.<br />

<strong>Star</strong>ting from scratch, she says,<br />

is exhausting work. From little<br />

things like toothbrushes to large<br />

appliances like freezers, these<br />

will need to be found without<br />

further support from those<br />

around them.<br />

A Givealittle page has been<br />

created and since raised more<br />

than $24,000 for the family.<br />

“I’m thankful for the support<br />

of the community, school and<br />

church. <strong>The</strong>y’ve blessed us since<br />

the day of the fire, they’re marvellous,”<br />

Tugaga said.<br />

Her children don’t talk much<br />

of the blaze. Her eldest daughter<br />

will often comfort her mother<br />

when she’s spotted crying and<br />

then shed tears of her own.<br />

“It’s exhausting and hard, but<br />

we just have to keep on pushing.”<br />

Every morning Tugaga now<br />

wakes up, she begins counting<br />

her children.<br />

including intersection safety upgrades, pedestrian<br />

improvements, and better cycle connections.<br />

UNIVERSITY students are<br />

getting high off nitrous oxide gas<br />

– and they can get it delivered to<br />

their door.<br />

<strong>The</strong> nitrous oxide canisters<br />

are typically used to produce<br />

whipped cream after being<br />

placed into a dispenser.<br />

<strong>The</strong> gas is also known as<br />

‘laughing gas’ which is used in<br />

hospitals, at dentists and during<br />

childbirth, generally for pain<br />

relief.<br />

But delivery companies have<br />

tapped into the high demand for<br />

the canisters, which have become<br />

a popular party drug, known by<br />

their street name, ‘nangs’.<br />

<strong>The</strong>y are also targeting their<br />

consumers through social media<br />

sites such as Facebook and<br />

TikTok, as a way to promote<br />

their products and delivery<br />

services.<br />

After placing a Nitrous Oxide<br />

System canister into a whipped<br />

cream dispenser and releasing<br />

the gas into a balloon, the user<br />

inhales the gas which produces a<br />

30-second to 5-minute euphoric<br />

high.<br />

A student told <strong>The</strong> <strong>Star</strong> he<br />

uses nangs on a weekly basis as<br />

a recreational drug. While he’ll<br />

normally do about 10 a night,<br />

“sometimes we’ll do 20 to 30<br />

nangs”.<br />

He said he gets them delivered<br />

to his flat, rather than buying<br />

them from a shop as it is more<br />

discreet.<br />

<strong>The</strong> canisters are found in<br />

some dairies, where they are able<br />

to be bought after verifying they<br />

will not be used for the purposes<br />

of inhalation.<br />

“If you go into a shop or dairy<br />

and buy them you have to sign<br />

this big waiver, it feels way<br />

dodgier,” he said.<br />

Nitrous oxide comes under<br />

the Medicines Act 1982, which<br />

means it’s not legal to use for the<br />

purpose of inhalation without<br />

a prescription. A person who<br />

possesses nitrous oxide without<br />

a reasonable excuse can face up<br />

to three months in prison or a<br />

$500 fine.<br />

“<strong>The</strong>y literally deliver them<br />

to your house 30 minutes after<br />

ordering them,” he said.<br />

<strong>The</strong> canisters can be bought<br />

in different volumes, with<br />

one online service offering<br />

a box of 10 for $15, a box of 50<br />

for $60 and a box of 600 for<br />

$600.<br />

In April 2021, Medsafe warned<br />

those who sell NOS canisters for<br />

the purpose of inhalation could<br />

be either jailed for up to six<br />

months or fined up to $40,000<br />

for illegally selling a prescription<br />

medicine.<br />

Another student said he has<br />

used NOS recreationally several<br />

times, and his friends have used<br />

the delivery services.<br />

HIGH TIMES: Students are<br />

buying nitrous oxide gas or<br />

‘nangs’ online – and getting<br />

them home delivered.<br />

to ‘restore<br />

reputation’<br />

A CHRISTCHURCH man<br />

who had his conviction for<br />

breaching lockdown wiped over<br />

a procedural error has failed<br />

in a bid to further “restore his<br />

reputation”.<br />

Fraser Wright Maddigan was<br />

charged under the Civil Defence<br />

Emergency Management Act<br />

after police found him in his car<br />

in Queenstown and Te Anau on<br />

two nights in March 2020.<br />

More than a year later the<br />

High Court ruled there had been<br />

a “fundamental error” made by<br />

the judge and the duty lawyer<br />

who had assisted the defendant.<br />

Despite walking away from the<br />

experience without a conviction,<br />

Maddigan recently took his case<br />

to the Court of Appeal.<br />

“Mr Maddigan seeks various<br />

pronouncements from this<br />

court regarding the merits of his<br />

broader grounds of appeal,” said<br />

Justice Sarah Katz. “He believes<br />

that this is necessary to restore<br />

his reputation.”<br />

Justice Katz, in a decision<br />

released yesterday, said the<br />

man raised no issues of public<br />

importance that merited a<br />

hearing.<br />

still in place through the tunnel<br />

and all the way to Cashin Quay<br />

only requires a platform there for<br />

people to be able to board a train.<br />

Yes, the Christchurch station<br />

is no longer in a suitable place<br />

for passengers wanting to access<br />

the city, but with the number of<br />

ships expected and the financial<br />

could be a platform erected at<br />

THE DEMAND for public<br />

Christchurch has steadily<br />

climbed over the past few years<br />

and we now have more than<br />

1800 individuals or families in<br />

our city on the Ministry of Social<br />

Development’s housing register.<br />

Some of those people will be<br />

currently homeless or living in<br />

over-crowded accommodation.<br />

Some will be elderly, some will<br />

have young children. All are in<br />

need of a home.<br />

As a Crown agency, Kāinga<br />

Ora has been given the mandate<br />

by Government to build more<br />

public housing to provide homes<br />

for the growing number of people<br />

across the country who cannot<br />

afford to pay market rents.<br />

In Christchurch, we’ve delivered<br />

more than 780 public homes<br />

since 2019. We’re planning on<br />

delivering another 1000 between<br />

now and <strong>June</strong> 2025.<br />

We get these homes in a number<br />

of different ways. We redevelop<br />

properties we already own, we<br />

buy land, and we partner with<br />

developers to build new pockets<br />

of public housing across the city.<br />

In some situations, we also buy<br />

completed homes from developers<br />

to use for public housing.<br />

When state houses were first<br />

built in Christchurch they were<br />

often on big sections. In recent<br />

years, we’ve started to demolish<br />

some of those old homes so we<br />

can build new warm, dry homes<br />

on smaller sections, more suited<br />

to our customers’ needs. This allows<br />

us to make better use of the<br />

a pass identifying them as such<br />

for their normal bus route, as I<br />

believe they subsidise their buses<br />

through rates to Environment<br />

Canterbury and should have<br />

land and provide more housing.<br />

We are also buying land and<br />

working with build partners to<br />

deliver new public housing. For<br />

example, at 376 Halswell Junction<br />

Rd we have recently bought<br />

land and are now working with a<br />

developer to build 17 homes.<br />

Most new housing developments,<br />

whether initiated by us<br />

or a private developer, need to<br />

go through a resource consent<br />

process run by the local council.<br />

That process takes into account<br />

factors such as whether there<br />

is enough infrastructure and<br />

services to support the proposed<br />

new development and how it<br />

aligns with the District Plan.<br />

It is the local council that<br />

decides whether there is a need<br />

for the public to be notified of<br />

priority. Why should the cruise<br />

ship passengers not only travel at<br />

the same price as the locals, but<br />

consider they are more entitled<br />

to fill the bus before the regular<br />

the consent application. If a local<br />

council approves a non-notified<br />

resource consent for a new housing<br />

development, we have no<br />

additional obligation to engage<br />

or consult with the community<br />

under the RMA, even if the<br />

development is going to be used<br />

for public housing.<br />

Having said that we do generally<br />

engage with the community<br />

because we understand that people<br />

want to know what’s happening<br />

in their neighbourhood. How<br />

and when we engage will vary<br />

from case to case.<br />

We hope by sharing information<br />

about our developments,<br />

people will understand the pressing<br />

need for more public housing<br />

and see we are building good<br />

quality housing. We hope too<br />

Christchurch where we are seeking<br />

to buy or develop new homes<br />

are in areas close to schools,<br />

public transport links, shops and<br />

other services that our customers<br />

need easy access to.<br />

Nearly 40 per cent of the<br />

people living in our homes are<br />

children. For them, a Kāinga<br />

Ora home means they are not<br />

moving from one property and<br />

school to another. Research<br />

shows that having a stable<br />

home has a significant impact<br />

on education outcomes and a<br />

flow-on effect on employment<br />

in the long-term. Stable housing<br />

also helps improve physical and<br />

mental well-being.<br />

<strong>The</strong> reality is a Kāinga Ora<br />

home can have a lifelong impact<br />

that spans generations.<br />

In Christchurch, there are<br />

too many families and children<br />

living in unstable living<br />

Anderson will look to end her<br />

club rugby career on a high when<br />

her team searches for their 21st<br />

women’s premier title against<br />

Christchurch on Saturday.<br />

By far the two top teams<br />

in the competition, they will<br />

deservedly play-off in metro<br />

rugby’s first final of the season at<br />

Christchurch Park.<br />

It will be the last dance for<br />

Anderson. She has played more<br />

than 200 club rugby games,<br />

including 137 for University<br />

alone.<br />

“I started when I was 14 and<br />

played every season since, so<br />

I think it’s time for a bit of a<br />

break,” the hooker said.<br />

Anderson will continue to be<br />

involved with the club but says it<br />

will be “sweet” to end her playing<br />

career with a win.<br />

“First and foremost, it’s about<br />

getting the win for the young<br />

girls who have never played in a<br />

final before,” she said.<br />

PLAN NOTICE OF DRAFT FOR PUBLIC CONSULTATION<br />

<strong>The</strong> Whakawhanake Kāinga Komiti has released a draft Greater Christchurch Spatial Plan.<br />

Whakawhanake Kāinga Komiti<br />

In 20<strong>22</strong>, the Greater Christchurch Partnership and the Crown established an Urban<br />

Growth Partnership for Greater Christchurch – the Whakawhanake Kāinga Komiti.<br />

<strong>The</strong> partnership includes Local Government: Environment Canterbury, Christchurch<br />

City Council, Selwyn District Council, Waimakariri District Council; Mana Whenua;<br />

and Central Government: Waka Kotahi NZ Transport Agency, Te Whatu Ora - Health<br />

New Zealand, Te Tūāpapa Kura Kāinga - Ministry of Housing and Urban Development,<br />

Kāinga Ora, Te Tari Taiwhenua - Department of Internal Affairs.<br />

<strong>The</strong> draft spatial plan proposes how Greater Christchurch can cater for future projected<br />

population and business growth as well as future-proof our urban areas over the next<br />

thirty years. <strong>The</strong> draft spatial plan seeks to create a sustainable and well-functioning<br />

urban environment through decarbonising the transport system, increasing resilience to<br />

natural hazards and the effects of climate change, accelerating the provision of quality,<br />

affordable housing, and improving access to employment, education and services.<br />

<strong>The</strong> draft spatial plan builds on the extensive work already done to consider the future<br />

of Greater Christchurch including the Greater Christchurch Urban Development Strategy<br />

and Our Space 2018-2048 Greater Christchurch Settlement Pattern Update. <strong>The</strong> draft<br />

spatial plan is a high-level strategic document that gives effect to national policy<br />

direction and responds to the priorities of mana whenua and the aspirations of the<br />

community. <strong>The</strong> draft spatial plan will satisfy the requirement to produce a future<br />

development strategy, outlined in the National Policy Statement on Urban<br />

Development 2020.<br />
