14 The Star Thursday June 22 2023 Way safer streets for everyone Everyone should be able to safely walk, scooter, bus, cycle or drive where they want to go. That’s why we’re making several Ōtautahi Christchurch areas safer for travellers. We’ve received Government funding for a range of projects, including intersection safety upgrades, pedestrian improvements, and better cycle connections. Making it safer for people to walk, bike or bus helps reduce congestion, lowers emissions and makes it easier for everyone to get around. Most projects will be delivered in Linwood and Bromley, areas currently lacking in real travel choice. Here’s some of what’s proposed to make intersections, crossings and cycling safer Safer intersections for Linwood RICHMOND Ōtakaro Avon River In Linwood we plan to upgrade the two busy intersections of Aldwins/Ensors/ Ferry and Aldwins/Buckleys/Linwood. These safety improvements include the installation of safe speed platforms to slow people down as they enter the intersections. If someone makes a mistake, the likelihood or severity of a crash is reduced. • By Bella Craig UNIVERSITY students are getting high off nitrous oxide gas – and they can get it delivered to their door. The nitrous oxide canisters are typically used to produce whipped cream after being placed into a dispenser. The gas is also known as ‘laughing gas’ which is used in hospitals, at dentists and during childbirth, generally for pain relief. But delivery companies have tapped into the high demand for the canisters, which have become a popular party drug, known by their street name, ‘nangs’. They are also targeting their consumers through social media sites such as Facebook and TikTok, as a way to promote their products and delivery services. After placing a Nitrous Oxide System canister into a whipped cream dispenser and releasing the gas into a balloon, the user inhales the gas which produces a 30-second to 5-minute euphoric high. A student told The Star he uses nangs on a weekly basis as a recreational drug. While he’ll normally do about 10 a night, “sometimes we’ll do 20 to 30 nangs”. He said he gets them delivered to his flat, rather than buying them from a shop as it is more discreet. The canisters are found in some dairies, where they are able to be bought after verifying they will not be used for the purposes of inhalation. “If you go into a shop or dairy and buy them you have to sign this big waiver, it feels way dodgier,” he said. Nitrous oxide comes under the Medicines Act 1982, which means it’s not legal to use for the purpose of inhalation without a prescription. A person who possesses nitrous oxide without a reasonable excuse can face up to three months in prison or a $500 fine. The canisters can be bought in different volumes, with one online service offering a box of 10 for $15, a box of 50 for $60 and a box of 600 for $600. In April 2021, Medsafe warned those who sell NOS canisters for the purpose of inhalation could be either jailed for up to six months or fined up to $40,000 for illegally selling a prescription medicine. Another student said he has used NOS recreationally several times, and his friends have used the delivery services. PHOTOS; GETTY “I know they’re not good for you and I think they should be harder to get, cause I can tell from using them they’re not good for your brain.” New Zealand Drug Foundation executive director Sarah Sarah Helm Helm said when NOS is used in high quantities, the risk is the body doesn’t get enough Vitamin B12, which can lead to nerve damage. “We’d like to see more information and education out there about the health impacts, as well as a way to address the litter issue,” she said. Thursday June 22 2023 The Star NEWS 15 Attempt to ‘restore reputation’ denied • By Rob Kidd A CHRISTCHURCH man who had his conviction for breaching lockdown wiped over a procedural error has failed in a bid to further “restore his reputation”. Fraser Wright Maddigan was charged under the Civil Defence Emergency Management Act after police found him in his car in Queenstown and Te Anau on two nights in March 2020. More than a year later the High Court ruled there had been a “fundamental error” made by the judge and the duty lawyer who had assisted the defendant.
