GREATER CHRISTCHURCH SPATIAL
PLAN NOTICE OF DRAFT FOR PUBLIC CONSULTATION
The Whakawhanake Kāinga Komiti has released a draft Greater Christchurch Spatial Plan.
Whakawhanake Kāinga Komiti
In 2022, the Greater Christchurch Partnership and the Crown established an Urban
Growth Partnership for Greater Christchurch – the Whakawhanake Kāinga Komiti.
The partnership includes Local Government: Environment Canterbury, Christchurch
City Council, Selwyn District Council, Waimakariri District Council; Mana Whenua;
and Central Government: Waka Kotahi NZ Transport Agency, Te Whatu Ora - Health
New Zealand, Te Tūāpapa Kura Kāinga - Ministry of Housing and Urban Development,
Kāinga Ora, Te Tari Taiwhenua - Department of Internal Affairs.
The draft spatial plan proposes how Greater Christchurch can cater for future projected
population and business growth as well as future-proof our urban areas over the next
thirty years. The draft spatial plan seeks to create a sustainable and well-functioning
urban environment through decarbonising the transport system, increasing resilience to
natural hazards and the effects of climate change, accelerating the provision of quality,
affordable housing, and improving access to employment, education and services.
The draft spatial plan builds on the extensive work already done to consider the future
of Greater Christchurch including the Greater Christchurch Urban Development Strategy
and Our Space 2018-2048 Greater Christchurch Settlement Pattern Update. The draft
spatial plan is a high-level strategic document that gives effect to national policy
direction and responds to the priorities of mana whenua and the aspirations of the
community. The draft spatial plan will satisfy the requirement to produce a future
development strategy, outlined in the National Policy Statement on Urban
Development 2020.

submission. Hearings on the draft Greater Christchurch Spatial Plan are scheduled to be
held in October 2023.
