It was astep back in time at the Weka<br />

Pass Railway last Saturday night.<br />

Asteam traintook to the tracks<br />

thankstofire bansbeing lifted,<br />

allowing it to run.<br />

Several day and night trips are<br />

planned by the volunteer team at Weka<br />

Pass Railway over <strong>June</strong> and July aboard<br />

the 114­yearA428 steam locomotive.<br />

This will allow enthusiasts to<br />

experience atrip on the locomotive,<br />

which has been in service for over 30<br />

years,before it goes into the workshops<br />

for some major repairs.<br />

Several passengers dressed for the<br />

occasion and on arrival at Waikari,<br />

many sat down for ameal at the Star &<br />

GarterHotel.<br />

she got dressed up becauseshe enjoyed<br />

being partofthe nostalgia of riding on<br />

the old steamtrain.<br />

‘‘It’sanexciting and fun thingtodo,<br />

get dressed up and ridethrough the<br />

night in an old steam locomotive<br />

carriage.’’<br />

Hurunui resident Jo Retallick says it<br />

was afun night out for her and her<br />

friends.<br />

‘‘It was all the noises and the smells of<br />

the steam locomotive thatIfound<br />

special about the night train.<br />

‘‘It was so well organised and the<br />

peoplerunning it were so friendly, plus<br />

it was good to see something so special<br />

using all local services.’’<br />

Cust residents Heather Pearce and<br />

Doris McCormack say they had agreat<br />

night out withtheirgroup of friends as<br />

they rodethe rails.<br />

Recentlong spells of dry hot weather<br />

over summer meant the volunteer<br />

railway could onlyrun its popular<br />

twice­daily servicesonweekends with<br />

their vintagediesels due to the firerisk.<br />

to agroup in Greymouth.<br />

Since thenthe Weka Pass Railway<br />

has leaseditinperpetuity.<br />

‘‘We love running it, and so do the<br />

the tracksahead to provide traction<br />

during the wet drizzly weather<br />

experienced on Saturdayevening.<br />

noises made by the gearsand boiler, to<br />

catch it when it slips on the wet rails.<br />

‘‘At the same time,you are always<br />

watching out ahead and coping with the<br />

rails turning away into blackness as you<br />

wait for the locosmain light to catch up<br />

on the manyturns we haveonthe<br />

Ashortage of driver licence testers in<br />

<strong>North</strong> <strong>Canterbury</strong> is frustrating<br />

attempts by young would­bedrivers to<br />

sit their practical driving tests.<br />

And parents are fed up trying to get<br />

bookings for their children through the<br />

VehicleTesting New Zealand(VTNZ)<br />

on line system.<br />

Waikukuresident SarahLodge says<br />

when she tried to get avacantslot for<br />

her son in early <strong>June</strong>, to sit his<br />

restricted licence test,she found it hard<br />

to get anywhere on the VTNZ site.<br />

When she tried to bookitmanually<br />

she was told there werenoslots<br />

available until well after the end of<br />

July.<br />

She asked them to look beyond <strong>North</strong><br />

<strong>Canterbury</strong>, but therewere no slots<br />

anywhere in Christchurch or mid­<br />

<strong>Canterbury</strong>.<br />

‘‘I was astounded by theirreply. They<br />

said the only thingIcould do was to<br />

continually review the website each<br />

day, and hopeavacancy comesup.’’<br />

The healthcare worker saysthere in<br />

lies another problem.<br />

‘‘The way the websiteworks means I<br />

have to re­input all the relevantdata<br />

each and everytime Ilog on.<br />

‘‘It takes time, time Iamsure many<br />

parentsdon’t have to manually re­enter<br />

all of the data, and there is alot of it,<br />

just to be toldnoslotsare available.’’<br />

Mrs Lodge asks why the system<br />

cannot be set up to store applicants'<br />

data to make it easier to look for any<br />

vacant slots.<br />

‘‘It’s abit of arigmarole to get on<br />

every time, and because it doesn'tallow<br />

you to look past two months ahead there<br />

is no way to plan.<br />

‘‘You just have to keep reconnecting<br />

and coming up against the ‘no slots<br />

available’ message.<br />

‘‘There mustbequite afew people in<br />

the same boat as me, and all we can do<br />

is keep loggingon.’’<br />

further afield to Ashburton, Oamaru,<br />

Timaru or over on the coast, but she<br />

came up againstthe same brick wall.<br />

Mrs Lodge saysshe finally grabbeda<br />

sudden vacancyinthe middle of July,<br />

but now both she and her son have to<br />

station.<br />

AVTNZ spokesperson says the wait<br />

times in <strong>Canterbury</strong> have variedover<br />

recentweeks and VTNZ is managing<br />

this by having extratesting officers<br />

assistingfrom Wellington.<br />

‘‘We also havetwo additional Driver<br />

Testing Officers under training in<br />

Christchurch, with training completion<br />

due to finish in late <strong>June</strong>.’’<br />

She says the waittimes are being<br />

managed, and wait timesshould be on<br />

average 16 workingdays for afull<br />

licence and 24 working days for a<br />

restricted test.<br />

But numbers supplied to the <strong>North</strong><br />

<strong>Canterbury</strong> <strong>News</strong>byVTNZ show wait<br />

times in Rangiora are around 29<br />

working daysfor both classes of testing.<br />

AWaka Kotahispokesperson said<br />

based on theirfigures,the average wait<br />

time for the <strong>Canterbury</strong> region as of<br />

<strong>June</strong> 13, was 33 days for arestricted<br />

test, and 16 days for afull test.<br />

Petitioners brave freezing weather in Oxford<br />

Aproposed landfill near Oxford has<br />

prompted three Oxford women to bear<br />

the brunt of freezing cold weather over<br />

the past two weeks, to collect signatures<br />

on apetition calling for ahalt to the<br />

proposal.<br />

They have gathered 600 signatures,<br />

and will present the petition to the<br />

Oxford Ohoka Community Board in<br />

support of the board’s opposition to the<br />

landfill, along with that of individual<br />

submitters and other organisations.<br />

Around 400 submissions were<br />

received in response to the resource<br />

consent applications to expand arock<br />

quarry, and develop alandfill at 513<br />

Trigg Road, View Hill, northwest of<br />

Oxford.<br />

Woodstock Quarries Ltd has<br />

submitted five resource consent<br />

applications to Environment<br />

<strong>Canterbury</strong> (ECan), and aland use<br />

consent with the Waimakariri District<br />

Council, to expand an existing hard rock<br />

quarry, and develop alandfill for<br />

disposal of construction and demolition<br />

waste, contaminated soils and special<br />

wastes.<br />

Ahearing was due to begin in Oxford<br />

on Tuesday, May 16, but has been<br />

postponed until July 3, to allow more<br />

time to consider changes proposed by<br />

the applicant.<br />

Residents concerns are the waste will<br />

be toxic, could contaminate awater<br />

aquifer, the possibility of fire, air<br />

pollution, and damage to roads.<br />

The hearing will run from Monday to<br />

Wednesday, July 3to5,Friday, July 7,<br />

and Monday to Wednesday, July 17 to 19.<br />

Deep dissatisfaction<br />

Mel McCormack is fed up with dodging<br />

potholes and seeing vehicles taking to<br />

the grass verge to dodge them on Conway<br />

and Catherwoods Roads, near Cust.<br />

He fears for the safety of children on<br />

schools buses, head on collisions as<br />

people try to dodge potholes, and<br />

damage to cars as they deepen.<br />

One huge pothole on Conway Road,<br />

has had an orange cone put in front of it<br />

in recent days to stop vehicles driving in<br />

to it.<br />

Mel is worried that people trying to<br />

dodge potholes could come to grief,<br />

particularly as one is near acorner on<br />

Conway Road.<br />

‘‘If there happened to be atruck<br />

coming the other way, the other driver<br />

would never know what happened,’’ he<br />

says.<br />

Added to this is vehicles being<br />

‘‘shaken to bits’’ on Conways Road<br />

thanks to corrugations, despite crawling<br />

along at snails pace.<br />

‘‘It is like judder bars. It shakes your<br />

car to bits,’’ says Mel.<br />

The population in the area had<br />

increased 10­fold over the past 10 to 15<br />

years, and with it the number of vehicles<br />

using the roads, he says.<br />

Mel, afarmer, has contacted the<br />

Waimakariri District Council, but to no<br />

avail.<br />

‘‘It is just lucky we have had adry<br />

spell,’’ he says.<br />

Normally, Mel says the council is ‘‘flat<br />

out’’ metalling before winter, and the<br />

roads were all graded ready for winter.<br />

Scott is deflated and disappointed about<br />

the Government’s lack of investment in<br />

flood protection in the region.<br />

The council believed it had astrong<br />

case for funding in last month’s budget,<br />

given there was asignificant risk of<br />

flooding along the region’s 78,000km of<br />

river systems.<br />

‘‘As the regional council in New<br />

Zealand’s largest region, it feels like we<br />

are being neglected when it comes to the<br />

future­proofing of the region,’’ says Mr<br />

Scott.<br />

While he acknowledges the<br />

government needed to prioritise support<br />

for the <strong>North</strong> Island, he said an event<br />

similar to Cyclone Gabrielle could<br />

happen in the South Island.<br />

‘‘Flooding is the number one natural<br />

disaster in New Zealand and, with the<br />

impacts of climate change becoming<br />

more significant and frequent, we are at<br />

risk here in <strong>Canterbury</strong>.<br />

‘‘Along with other regional councils,<br />

we made ajoint submission to the<br />

Government asking for co­investment in<br />

amajor flood protection programme.’’<br />

The regional councils had proposed<br />

that the government join forces to coinvest<br />

$257 million over the next three<br />

years.<br />

It would have allowed the funding of<br />

92 urgent flood protection projects<br />

throughout New Zealand, Cr Scott said.<br />

‘‘We have been asking central<br />

government to co­invest with us in flood<br />

prevention measures and river<br />

management since 1989, however, it has<br />

been ratepayers across the country<br />

footing the bill.’’<br />

Cr Scott said the network of 78,000<br />

kilometres of river systems included<br />

national assets such as Waka Kotahi<br />

New Zealand Transport Agency roads,<br />

and KiwiRail bridges that ran near<br />

rivers, power, and internet<br />

infrastructure.<br />

Damage to this infrastructure would<br />

disrupt supply chains in the event of<br />

another major flood event.<br />

The ongoing ability of people to live in<br />

some areas, the ability to get insurance<br />

or how events might impact on<br />

premiums were all impacted by the lack<br />

of adequate flood protections, Cr Scott<br />

said.<br />

running aproject to develop scenarios<br />

for the future needs of transport in the<br />

WaimakaririDistrict as the population<br />

expands.<br />

The WaimakaririAge­friendly<br />

Advisory group is aware of the sorts of<br />

issuesbeing faced,and you will know<br />

these from your own experiences.<br />

Problems with parking in many of<br />

the townsinthe Waimakariricause<br />

difficulties accessing services and<br />

shops.<br />

We know our councilwants to<br />

improve the parking, and we would<br />

encourage them to waste no time in<br />

doing so!<br />

It is especially difficultfor older<br />

people, and those with mobility issues,<br />

to parkwith closeand easy accessfor<br />

appointments in our towns, and we<br />

know solutions do not always come<br />

easily.<br />

There is aneed to provide more<br />

clearly identified disabled car parks.<br />

In our discussions with Alistair Gray,<br />

acouncil staffmember involved in the<br />

project, our AdvisoryGroup notedbus<br />

services, and applaudsthe changethat<br />

has enabled GoldCard holders to have<br />

free use of the busesbefore 9am and<br />

after 3pm.<br />

We also notedthe increaseduse of<br />

the direct bus services for commuting<br />

to workand school.<br />

At the same time we identified<br />

Oxfordwhere there is alack of bus<br />

continue being informed about<br />

proposals,and provide feedback that<br />

conveys the views of older people and<br />

developed by the World Health<br />

will welcome any feedback, comments,<br />

terms of referenceand are determined<br />

to use as atouch stone WHO’s very<br />

Official information requests add to staff workload<br />

An unusuallyhigh number of official<br />

information requests is keeping<br />

Waimakariri District Councilstaff busy.<br />

In the three months fromMarch to May<br />

the council received 61 requests for<br />

information under the Local Government<br />

Official Information and Meetings Act,<br />

comparedto32for thesame period last<br />

year.<br />

This included 32 requests for<br />

information lastmonth.<br />

Waimakariri District Councilchief<br />

executive Jeff Millwardsaid the requests<br />

were adding to staffworkload.<br />

‘‘We are making sure we respond to<br />

them promptly,but it is causing quite abit<br />

of work.’’<br />

The requests covered arange of topics.<br />

Councillorsand council staff havealso<br />

been kept busy with submissions and<br />

emailsobjecting to the inclusion of<br />

statements relating to the United Nations’<br />

2030 Agendafor Sustainable Development<br />

in the council’s <strong>2023</strong>/24annual plan.<br />

Known as Agenda 2030,itwas adopted<br />

by the UnitedNations’ 193 member<br />

nations, including New Zealand, in 2015.<br />

It comprised 17 goals including<br />

eliminating poverty,and afocus on health<br />

andwellbeing, education,gender equality,<br />

clean water, an end to war and action on<br />

climatechange.<br />

Mr Millward saidthe sustainable<br />

development goals were‘‘a set of<br />

aspirational statements’’.<br />

‘‘Itdoesn’t drive our business.<br />

‘‘The inclusion in the annualplan shows<br />

how our business relates to it, such as our<br />

communitywellbeing.’’<br />

He said the council first included the<br />

statements in its 2021/31Long Term Plan,<br />

receiving no objections at the time.<br />

It would be consulting on it again in next<br />

year’s 2024/34Long Term Plan, he said.<br />

‘‘To the average Joe Bloggsthose<br />

statements look good, but to some sections<br />

of the community they may feel it looks<br />

like we have outside influence.’’<br />

Some submittersclaimed the council<br />

had never consulted on the Agenda 2030<br />

statements and questionedwhy the<br />

council was ‘‘adopting,implementing and<br />

promotingforeignpolicy of unelected and<br />

unaccountable bodies’’ likethe United<br />

Nations.<br />

They claimed Agenda 2030 was being<br />

used to takeover assetslike Three Waters<br />

and ‘‘to controlour lives’’.<br />

International media organisation<br />

Reuters has several Fact Checks on its<br />

website related to Agenda2030<br />

conspiracies on social media.<br />

Areport two years agorevealed social<br />

media users were falsely suggesting the<br />

existence of Agenda 2030 was proof the<br />

Covid­19 pandemic was part of a<br />

conspiracy.<br />

Another Reuters report found Agenda<br />

2030did not have astated goal to have<br />

people ‘‘own nothing and be happy’’ by<br />

2030, as claimed by social media users.<br />

‘‘The [Agenda 2030] framework outlines<br />

an aimtoensureall people have access to<br />

ownershipand controlover landand other<br />

forms of property,’’the reportsaid.<br />

Respondingtosocial media claims<br />

earlierthis year, Reuters saidAgenda<br />

2030‘‘laysout goals and targets for helping<br />

countries to achieve sustainable<br />

development,but contains no ‘laws’ of any<br />

kind’’.<br />

competing from District202E which<br />

includes the top half of the South<br />

Baynton says each contestant had to<br />

prepare aspeech lasting fiveminutes<br />

Margaret camps out<br />

Margaret Woodcock knows what to<br />

expect when she camps out in Rangiora.<br />

The 83­year­old Rangiora<br />

grandmother spend will spend Friday<br />

night, <strong>June</strong> 30, under canvas to raise<br />

funds to support Christian World<br />

Service and their global aid operations,<br />

helping people living on roads forced<br />

from their homes by wars, conflict or<br />

famine.<br />

‘‘I last camped out when Iwas in my<br />

30s in the Snowdonia range in Wales,’’<br />

she says.<br />

‘‘I know it will be cold, possibly chilly<br />

or wet, who knows, but Iwon’t be alone.’’<br />

Several members of the Rangiora Boys<br />

Brigade will also be camping in the<br />

Trinity Methodist Church on the same<br />

night.<br />

She says while the Boys Brigade<br />

members will sleep on the floor of the<br />

church, she and others will be in tents<br />

out on the grounds of the church.<br />

‘‘This is the first time Ihave<br />

undertaken this type of sponsored<br />

fundraising.<br />

‘‘I used to see members of<br />

congregations doing it in England in past<br />

years, sleeping on pavements while<br />

raising funds for those in need, but this<br />

will be afirst for me.’’<br />

Margaret says she is under no illusions<br />

about how cold it will be, and says she<br />

has plenty of blankets and clothing<br />

layers to keep her warm during her night<br />

fundraiser.<br />

‘‘It’s going to happen rain or shine,<br />

frost or snow, I'll be there.’’<br />

The retired school teacher says she<br />

intends to put up her tent on Friday<br />

Speed limits in focus<br />

New speed limits are being considered<br />

for Kaikōura.<br />

The Kaikōura District Council is<br />

reviewing speed limitsacross the district<br />

in line with the Government Policy<br />

Statementonland transport.<br />

The Setting of Speed Limits Rule 20<strong>22</strong>,<br />

which came into effect in May last year,<br />

required councils to develop aspeed<br />

management planevery threeyears<br />

based on Waka Kotahi New Zealand<br />

Transport Agency safespeed guidelines.<br />

Chief executive Will Doughtysaid a<br />

paper willbepresented to the council<br />

meeting at thisend of the month, as staff<br />

work on adraftspeedmanagement plan<br />

for the district.<br />

‘‘Ourteam has beenworking with a<br />

Waka Kotahi representative to<br />

undertake aspeed management review<br />

and we are puttingforward some<br />

suggestions.<br />

‘‘It is mainly aroundreducingspeeds<br />

on unsealed roads and around schools<br />

and havingappropriate speeds.’’<br />

Speedlimits on unsealed roadswill be<br />

reduced from 100kph to 80 or 60kph,<br />

whilespeed limitsaround schools and<br />

the hospital will reduceto30kph, Mr<br />

Doughty says.<br />

As apopular tourist town,Kaikōura<br />

attracted alarge number of visitors who<br />

were unfamiliar withlocalroads. It is<br />

particularly for people who don’tknow<br />

thoseroads, like the Puhi Valley Road<br />

wherethere are campsites,’’ he says.<br />

‘‘People tend to drive to the conditions<br />

or the speedlimits and if people aren’t<br />

capable of driving to the higher speeds<br />

then the speed limits need to be looked<br />

at.’’<br />

consult on the draft Kaikōura Speed<br />

Management Plan beforepresentingitto<br />

Waka Kotahi later in the year.<br />

Housing under the spotlight in Waimakariri<br />

Provision of housing is under review in<br />

the Waimakariri district.<br />

Waimakariri District Council chief<br />

executive Jeff Millward says the council<br />

considers its role as more of an enabler<br />

than aprovider of housing.<br />

‘‘At this stage we are not geared up for<br />

social housing, but we do have housing<br />

for the elderly,’’ Mr Millward said.<br />

‘‘We have agrowing elderly<br />

population and we need to provide for<br />

that in the future.<br />

‘‘The open market or the government<br />

may bridge that gap, but what role does<br />

the local authority have in that<br />

provision?’’<br />

Affordable housing has become ahot<br />

topic with the housing boom in the<br />

district in recent years, which has raised<br />

questions around what role the council<br />

should be playing.<br />

The councils seeking feedback on its<br />

draft housing policy <strong>2023</strong>, which<br />

considers housing provision in the<br />

district.<br />

Historically the council has been a<br />

provider of pensioner housing, with 112<br />

older person’s units in Rangiora,<br />

Kaiapoi, Oxford and Woodend.<br />

But Mr Millward says organisations<br />

like Kāinga Ora and Vision West were<br />

better placed to offer social housing.<br />

The council formed ahousing working<br />

group two years ago to review the<br />

housing challenges in the district.<br />

The review was comprehensive,<br />

considering Three Waters service<br />

provision and reviewing the council’s<br />

property portfolio, including what<br />

properties should be purchased and<br />

what should be sold.<br />

It also considered how to support<br />

people’s physical health, social and<br />

cultural wellbeing, and whether<br />

available housing matched the changing<br />

needs and aspirations of the community.<br />

The Bellgrove development in<br />

Rangiora is seeking to provide arange<br />

of housing options, but questions<br />

remained around affordability and<br />

section size.<br />

Central government legislation<br />

attempted to address this by passing the<br />

Resource Management (Enabling<br />

Housing Supply and Other Matters)<br />

Amendment Act in December 2021, to<br />

allow for up to three housing units and<br />

up to three storeys on asingle urban<br />

section.<br />

The Greater Christchurch Spatial<br />

Plan attempted to address issues like<br />

urban sprawl with more compacted<br />

housing.<br />

‘‘We are agrowth district and we<br />

would have to say we are alittle bit<br />

different to Christchurch,’’ Mr Millward<br />

says.<br />

There are comparatively fewer rental<br />

properties, while many are attracted to<br />

the district with the prospect of owning<br />

alarger section.<br />

The compact form of housing<br />

proposed in the Greater Christchurch<br />

Spatial Plan is going to ‘‘require a<br />

change in culture’’, he says.<br />

But the rising cost of housing is<br />

already driving the provision of smaller<br />

sections, such as those offered in the<br />

Bellgrove sub­division.<br />

outdoor events at the new Good Street<br />

Laneway entertainment venue in<br />

Rangiora<br />

Jason performed at the venue with his<br />

band, The Argonauts, playing country<br />

folk music, afew days afterthe new<br />

venue was opened on May 27 and he likes<br />

the new space.<br />

‘‘It is anice open­airspaceand has alot<br />

of scope, particularly in spring and<br />

summer, for music,poetryand busking<br />

events as well as school entertainment<br />

groups,’’hesays.<br />

The new area incorporates astage area<br />

for performers, seating, night­time<br />

lighting, landscaped garden areas and<br />

striking red lamp posts.<br />

Duringthe opening of the venue,<br />

Waimakariri District Mayor, Dan Gordon<br />

said he was looking forward to the lane<br />

becomingarural community asset, and<br />

one that would make afantastic venue for<br />

concerts and events in the future.<br />

Ahire guide for the new outdoor<br />

entertainment space is being prepared<br />

by the council.<br />

‘‘Bookings for the new venue will be<br />

managed through the council’s<br />

GreenspaceTeam,’' said the council’s<br />

strategy and business unit'ssenior<br />

adviser, VanessaThompson.<br />

‘‘Thenew space is afabulous addition<br />

to the town centre and the local event<br />

scene,’’ she says.<br />

Althoughthere will not be aspecific<br />

online performance schedule available<br />

for upcoming events at the new venue,<br />

council staffwill be recommending event<br />

planners advertise their eventsacross all<br />

the usualonlineplatforms,such as the<br />

VisitWaimakariri website and other<br />

community socialmediapages.<br />

Draft spatial plan out<br />

issues in the draft Greater Christchurch<br />

Spatial Plan.<br />

Waimakariri Mayor Dan Gordon says the<br />

draftplan seekstoresolvehistorical issues<br />

around kāinganohoanga (settlement)<br />

development,and to unlock investment<br />

opportunities.<br />

Consultation on the draft plan is open<br />

untilJuly 23 and provides ablueprint for<br />

how populationand business growth will<br />

be accommodated in Greater Christchurch<br />

into the future.<br />

‘‘Focusing future development in and<br />

around specific areas means we can plan<br />

strategically for growth so there’s good<br />

public transport,qualityhigh­density<br />

housing,and plenty of greenspaces to<br />

enjoy,’’ Mr Gordon says.<br />

He says the draft plan sought to unlock<br />

investment opportunities in the Rangiora<br />

and Rolleston town centres, the<br />

Christchurch citycentre, Papanui,<br />

Riccarton and Hornby.<br />

It has been developed by the<br />

Whakawhanake Kāinga Komiti (Urban<br />

Growth Partnership for Greater<br />

Christchurch),and was built on the Huihui<br />

Mai ­let’s come together engagement<br />

earlier thisyear whichreceived more than<br />

7000 responses.<br />

Housing Minister MeganWoods said the<br />

HuihuiMai surveyprovided someclear<br />

signals on waystomeet the needs of<br />

present and future generations, and to<br />

address challenges of population growth,<br />

housingaffordability and climatechange.<br />

‘‘The committeereceived astrong<br />

directionfrom residents on how to tackle<br />

some of the big issues facing the city<br />

region, such as improving public transport,<br />

building in the rightplaces, strengthening<br />

climate resilience and restoringthe<br />

natural environment.’’<br />

For mana whenua, the plan identified<br />

kāinga nohoanga development within<br />

traditional reservesites, including Māori<br />

Reserve 873,and urban areas as a<br />

development priority.<br />

It also committed to not utilising Māori<br />

land for infrastructure purposes. Mana<br />

whenuagovernor Gail Gordonsaid the<br />

commitments were apositive step forward<br />

in the relationship withthe councils.<br />

There was also recognition of Te Tiritio<br />

Waitangi and rangatiratanga (self<br />

determinationontheir land)inthe plan.<br />

The Greater Christchurch Partnership is a<br />

collaboration between the Waimakariri<br />

and SelwynDistrictCouncils,<br />

Christchurch City Council, Environment<br />

<strong>Canterbury</strong>,Mana whenua, Te Whatu Ora<br />

–Health New Zealand, Waka Kotahi New<br />

Zealand Transport Agency and<br />

government ministers.

Schools sticks with innovative teaching<br />

One <strong>North</strong> <strong>Canterbury</strong> school is sticking<br />

with its innovative teaching methods,<br />

while another is returning to more<br />

traditional models.<br />

Oxford Area School principal Mike<br />

Hart says his teachers are sticking with<br />

their ‘‘teams teaching’’ approach which<br />

sees asocial science teacher and a<br />

science teacher joining forces to offer<br />

subjects to year 9and 10 students over a<br />

semester.<br />

This followed Rangiora High School’s<br />

announcement it was moving back to<br />

specialist teachers for specialist<br />

curriculum we realised there were<br />

opportunities to pull learning areas<br />

‘‘We do the electives as well, because<br />

we want students to be able to do the<br />

subjects they love.<br />

‘‘It is successful because we offer both<br />

options.’’<br />

Courses were offered like Earth to the<br />

Moon and CSI, to combine social science<br />

and science.<br />

The Earth to the Moon course<br />

celebrated the school’s connection to<br />

the stars, with its own observatory.<br />

It began with students learning about<br />

the history of the space race between<br />

the United States and the Soviet Union,<br />

before learning about the International<br />

Space Station and the Mars rovers.<br />

Mr Hart said there were plans to<br />

incorporate images from the school’s<br />

new meteor camera into the lessons.<br />

‘‘It brings together all the countries in<br />

space and they do research to find cures<br />

Maintenance on farms and small blocks<br />

conjures up pictures of fixing fences,<br />

yards, and tracks, but the maintenance<br />

of the farms’ natural assets and<br />

biodiversity is also recognised as an<br />

important task.<br />

Arecent report from the University of<br />

<strong>Canterbury</strong> found that 24percent of New<br />

Zealand’s native vegetation (2.8 million<br />

hectares) is estimated to be on sheep<br />

and beef farms.<br />

This hasn’t happened by chance, but is<br />

because of generations of farming<br />

families choosing to maintain native<br />

biodiversity on their farms.<br />

However, to properly protect these<br />

values requires active management and<br />

this can be at asignificant cost to<br />

landowners.<br />

Alocal government authored report in<br />

2016, Addressing New Zealand’s<br />

Biodiversity Challenge, identified pests<br />

and weeds as the biggest threat to our<br />

native biodiversity.<br />

Of these Iconsider the exploding feral<br />

deer population the control priority.<br />

From the mountains to the sea, feral<br />

deer are stripping out native forest<br />

understory, and hampering restoration<br />

efforts.<br />

We desperately need aproperly<br />

functioning national deer control action<br />

plan.<br />

The good news is that the farming<br />

community has recognised the deer<br />

threat with co­ordinated helicopter<br />

control operations targeting not only<br />

deer but also goats and pigs.<br />

Tallies of 50 to 100 each for deer and<br />

pigs off individual farms over a12month<br />

period is not unusual.<br />

The Hurunui Biodiversity Trust is<br />

keen to encourage greater co­ordinated<br />

control programmes across properties<br />

and areas where biodiversity is most at<br />

risk.<br />

In the small animals’ rabbits and<br />

possum numbers have significantly<br />

decreased with ongoing control<br />

programmes.<br />

However, both are seeing a<br />

resurgence in some areas.<br />

The most labour intensive and<br />

difficult to control pests are feral cats,<br />

ferrets, stoats, and weasels. All are<br />

having adetrimental impact on native<br />

wildlife.<br />

On the weeds front the vigorous<br />

climber Old Mans Beard is one of the<br />

biggest threats.<br />

It is choking many waterways and is<br />

now marching into urban areas like<br />

Waiau and Amberley. Old Mans Beard is<br />

easy to spot at this time of the year with<br />

its fluffy seed heads.<br />

As with all other weeds, foliage<br />

spraying is most successful in the<br />

warmer times of the year when actively<br />

growing.<br />

Alternatively, cut the stems near the<br />

ground and chemical paste the stumps.<br />

Now is agood time to spot Old Mans<br />

Beard and control or record on amap to<br />

control later.<br />

Along with the traditional weeds of<br />

gorse, broom, hawthorn, and wilding<br />

pines, more exotic escapees are<br />

spreading including mayten trees, spur<br />

valerian, and boneseed.<br />

Another important area of<br />

maintenance is around waterways and<br />

wetlands.<br />

Winter being so wet is agood time to<br />

reassess fence lines, particularly key<br />

drainage points off paddocks and where<br />

wetlands extend out into paddocks.<br />

Cleaning out weed growth and excess<br />

silt build up from waterways is often<br />

done because ‘‘we have always done it’’<br />

but in many cases may be unnecessary.<br />

The regulations are alot stricter<br />

around waterways now and activities in<br />

or near waterways need careful<br />

consideration –isitnecessary, what are<br />

the downsides of action or inaction. It is<br />

good practice to undertake large scale<br />

works when waterways are discoloured<br />

after rainfall, and not being used for<br />

swimming or fishing.<br />

The extent of maintenance tasks<br />

associated with the environment can be<br />

overwhelming for landowners.<br />

The key is working out the priorities<br />

on your property and targeting those.<br />

In some cases, such as near rivers, it<br />

may be best to ‘gift areas to nature’ and<br />

control to acertain line. Unfortunately,<br />

pests and weeds are here to stay, we<br />

cannot beat everything and get every<br />

single one.<br />

Therefore, pick your battles wisely<br />

and where the highest priority lies.<br />

Plan to be flexible<br />

Being flexible with your planning is<br />

vital for effective farm management<br />

and maintenance.<br />

Theo Sneek, share milkers section<br />

chair at <strong>North</strong> <strong>Canterbury</strong> Federated<br />

Farmers, says he always has aplan.<br />

‘‘It starts back in November, when<br />

you put the first seed into the ground.’’<br />

He says all farmers know what<br />

preparations they have to do for<br />

winter grazing and to look after their<br />

animals before calving.<br />

‘‘We all know how many stock units<br />

we will be running, how many<br />

paddocks to sow with either grass or<br />

fodder crops.<br />

‘‘We all have plans in place, but like<br />

every plan you have to be flexible with<br />

it to cope with changing weather and<br />

other things which can and sometimes<br />

do unexpectedly pop up.’’<br />

Already, many of Theo’s 850 cows<br />

are in winter paddocks in West<br />

Eyreton.<br />

‘‘We started to dry them off from<br />

May to mid­<strong>June</strong> at various stages.’’<br />

He says the growing season this year<br />

went very well, and with this<br />

exceptional growth, he has plenty in<br />

hand to face the winter months ahead.<br />

The cows will feast on kale, and<br />

there is plenty of grass and hay for<br />

them as well.<br />

‘‘We move them around by road to<br />

nearby paddocks within the main<br />

property but will bring them back for<br />

calving.’’<br />

He says he likes to have the cows<br />

nearby so that his staff of four, can<br />

help out when needed during the<br />

calving time and also monitor the<br />

amounts and types of feed available<br />

for them.<br />

While the cows are wintering, Theo<br />

says there is still plenty to do around<br />

the farm.<br />

‘‘There are all the fences to<br />

maintain, plus we need to also service<br />

and store the irrigation units in<br />

preparation for the next season.<br />

‘‘Staff also have to be able to take<br />

their holidays as well, so there is<br />

plenty to do here.’’<br />

But being flexible with your<br />

wintering plan is the key, believes<br />

Theo.<br />

‘‘You must be ready to change your<br />

winter plans if snow falls, or it<br />

becomes too wet. Animal health is our<br />

primary focus and we’ll be there when<br />

they need ahand.’’<br />

Existing farm dairies can have<br />

many safety features incorporated<br />

into refits and upgrades says<br />

WorkSafe, as they work towards<br />

creating well thought out dairy<br />

shed maintenance schedules to<br />

reduces hazards.<br />

People working in farm dairies can<br />

potentially be exposed to hazards<br />

involving machinery and movingparts,<br />

animals, slips, trips, falls, exoskeletal<br />

injuries, electrical and chemical<br />

hazards and burns from hot water.<br />

The following hazards in farm dairies<br />

can be controlledthrough good design.<br />

Exposed platform rollers on rotary<br />

platforms: Provideaskirt around the<br />

platform or guard the rotary milking<br />

platform rollers.<br />

Projections at head height such as<br />

receivers, interceptors, pipes and rails:<br />

Where possible,remove head height<br />

obstaclesand hazards, especially pipes<br />

and rails.<br />

Unguarded herringbone rapid exit<br />

mechanisms: Guard rapid exits in<br />

herringbone sheds to stop people<br />

Moving rotary platforms passing fixed<br />

rails can potentially trap or crush a<br />

person: Fit a‘‘banana’’ rail between the<br />

rotaryplatform’s backing and kick rails.<br />

Carrying out cattle husbandry, artificial<br />

insemination (AI) and pregnancy<br />

testing on rotary platforms: Fit purposebuilt<br />

AI/pregnancy testing platforms<br />

with steps and rails. Build aseparate AI/<br />

pregnancytest race alongside the farm<br />

dairy. When using atrolley or stand for<br />

AI and tail painting, make sure the<br />

footing wheels are lockable and the<br />

floor surface has enough grip. Install a<br />

handrail.<br />

Poor drainage: Use non­slip rubber<br />

matting or concrete grooving on<br />

surfaces to increase traction. Place lids<br />

on drumsused in cleaningsystems.<br />

Cracked or leaking pipe joints: Make<br />

sure there are no leaks or weaknesses in<br />

the pipe jointing. Hot­water taps should<br />

not be easily opened by getting caught in<br />

clothing or being leaned on. The best<br />

options are taps that require atwo­step<br />

process to turn them on.<br />

Poorly designed cow entries and exits<br />

that have turns, ramps, steps or are too<br />

steep:<br />

Avoid corners or bends in cow entry<br />

points. Design acow entry with aslope<br />

of less than 6percent; it should slope up<br />

to the farm dairy.<br />

Touching unguarded machinery: Guard<br />

machinery. Install emergency stop<br />

mushroom buttons. Use alanyard (cord)­<br />

operated emergency stop instead of the<br />

forward/stop reverse lanyard. Never<br />

disconnect the lanyards.<br />

Cows going down and/or entering the<br />

pit: Quick­release gate systems should<br />

be in place to release cowsifthey go<br />

down.<br />

Kicking cows: Install kick rails.<br />

Distressed cows: Install good­sized<br />

personnel escapes or yard refuges.<br />

Eliminating the hazards ... Now is the time<br />

to look at eliminating any hazards in dairy<br />

sheds.<br />

Nearly 80,000 spectators welcomed<br />

Drinnan and the other 38 New Zealand<br />

athletes and <strong>22</strong> support staff into the<br />

historic Olympiastadion for the opening<br />

ceremony on Sunday along with 7000<br />

The 20­year­old from Rangiora is<br />

Drinnan started her competition on<br />

Monday evening (NZ time) with asolid<br />

race in her 50 freestyle quarterfinal, but<br />

was unsure where she had finished.<br />

“I didn’t look at the opposition, Iwas<br />

just focusing on my own race,” said<br />

Drinnan who finished third in her<br />

quarter final to qualify for the next<br />

phase.<br />

The World Summer Games have<br />

grown from their modest start in 1983 to<br />

become the largest inclusive sports<br />

event on the planet with 7000 athletes<br />

competing in Berlin across 26 sports,<br />

supported by 18,000 volunteers and over<br />

300,000 fans.<br />

The New Zealand delegation is now<br />

fully into competition mode after a<br />

week­long training camp and Host Town<br />

festivities near Munich.<br />

To demonstrate just how close the<br />

team and their German hosts had<br />

become, two of the mayors from Bavaria<br />

involved in hosting the Kiwis, travelled<br />

to Berlin and were invited to join the<br />

team marching in for the opening<br />

ceremony parade.<br />

Since arriving in Berlin, the team has<br />

been getting familiar with the venues<br />

and their new surroundings. “We have<br />

mostly been swimming,” said Drinnan.<br />

“We went to the opening ceremony<br />

and had awalk to asouvenir shop. It’s<br />

quite abig city. The trains are cool, and<br />

Ihad not been on atrain before.”<br />

Drinnan is one of two athletes<br />

representing <strong>North</strong> <strong>Canterbury</strong>, along<br />

with bocce player Blair Smith, who will<br />

start his competition on Wednesday<br />

morning NZ time in the men’s singles<br />

competition.<br />

For most athletes, the World Summer<br />

Games are the first time they are away<br />

from their family, and even for regular<br />

travellers the demanding three­week<br />

adventure has created different, new<br />

challenges.<br />

Drinnan however is not fazed.<br />

“I don’t mind being away from my<br />

family. Idon’t get too home sick. As long<br />

as Ican Iring them now and then I am<br />

happy.”<br />

bike race.<br />

especially on the Waimakariri<br />

Riverstop banks, as abit soul<br />

destroying at times, but the<br />

challengetobeat the conditions on<br />

Sunday is what kepteveryone<br />

going.<br />

Darfield’s Steve Roberts won the<br />

60km race in atime of 1:54:49, a<br />

minute aheadofMike Sleeman of<br />

Christchurch.<br />

Stevesays he found the<br />

conditions very muddy and<br />

slippery in the final singletrack<br />

section leading to thebridge, and<br />

on to the finish line.<br />

Out on the stopbanks he saysthe<br />

puddles often madeithard work<br />

for him to maintain his high pace.<br />

‘‘It wasn’tthat bad and although<br />

it was quite slippery underthe<br />

treeswe(the front runners)<br />

worked well as agroup to keep up<br />

the pace.<br />

‘‘It was agood chance to havea<br />

decent workout in the middle of<br />

winter.”<br />

Mike Sleeman saidhewas happy<br />

with second place overall as this<br />

year he actually trained for the<br />

race.<br />

‘‘It was an awesome race with a<br />

few challenges due to the<br />

conditions,but it was fun to do it<br />

anyway,’’Mike says.<br />

Justin Swift of Rangiora, came<br />

home eighth overall and second in<br />

his class of 50­59 Males, in atime of<br />

2:07:33.<br />

‘‘It was agood race despite the<br />

wind and rain, which was soul<br />

destroying at times, Itriedtokeep<br />

up with the pace of the younger<br />

riders but it was hard work at my<br />

age.’’<br />

Justin says he also stopped to<br />

help some riders who had fallen at<br />

one stage.<br />

He felt the race was alot of fun<br />

and adifferent challengefrom<br />

racing cyclo­cross.<br />

The 30km race attracted 52<br />

entries.<br />

Brendan Belcher lead the field<br />

home in atime of 1.06:53, just a<br />

wheelahead of Bede Torrance<br />

(1.07:00), while Hylton Lewis of<br />

Kaiapoi was third,two and ahalf<br />

minutes behind them.<br />

Kaiapoi sisters, LianaDonovan<br />

and Colleen McDonald, completed<br />

the 30kmrace in atime of<br />

1.44:12/13, after they both decided<br />

that now they wereaged over 50<br />

they had better get fitter.<br />

Art, fun and passion<br />

The weekly group sessions of the<br />

Rangiora Art Society are hotbeds of<br />

discussion and artistic demonstration.<br />

Rangiora Art Society (RAS) treasurer<br />

Julie Hassell says it’s fun watching how<br />

all the members interact at each<br />

Tuesday morning session.<br />

‘‘Everyone brings along whatever they<br />

are working on and shares it with the<br />

group.<br />

‘‘The enthusiasm and energy in the<br />

room at the exhibition centre at the<br />

Showgrounds is amazing.<br />

‘‘You will find members painting with<br />

oils, acrylics and watercolours, drawing<br />

with pencils, or working with crafts and<br />

materials.<br />

‘‘This amazing mix of genres means<br />

everyone takes the time to help each<br />

other out.’’<br />

She says many <strong>North</strong> <strong>Canterbury</strong><br />

artists are working hard at the moment,<br />

as they strive to produce works for<br />

upcoming exhibitions such as the<br />

Kaiapoi Art Expo on July 8and 9, several<br />

others in Christchurch and the wider<br />

<strong>Canterbury</strong> area.<br />

‘‘Then there is the RAS’s own Spring<br />

exhibition held at the beginning of<br />

October and the <strong>North</strong> <strong>Canterbury</strong> Art<br />

Collectives show at the Charles Upham<br />

Village later in November.<br />

‘‘There you will see more than 50<br />

artists' work on display at all these<br />

shows, you could see more than 400<br />

works exhibited, which are great<br />

opportunities for artists in <strong>North</strong><br />

<strong>Canterbury</strong> to display and sell their<br />

works,’’ she says.<br />

The RAS has over 140 members, of<br />

which 50­60 are actively producing<br />

artworks.<br />

‘‘At the Tuesday morning meetings,<br />

members help each other by suggesting<br />

different techniques or advice on how to<br />

finish aproject.’’<br />

Customer Satisfaction Remains<br />

Consistently High<br />

Waimakariri residents’ satisfaction with the services<br />

provided by the Council remains consistently high –<br />

according to the 20<strong>22</strong> Customer Satisfaction Survey.<br />

The20<strong>22</strong>survey, undertakenbetween October to<br />

December20<strong>22</strong>, wascompletedby772 residents and<br />

showedthat overall performanceofthe Council sitsat86%.<br />

Highlights the survey has shown include:<br />

• 86% satisfaction with the overall performance of the<br />

Council. This has been relatively consistent since 2016<br />

• 80% satisfied with customer service<br />

• 74% satisfied with how residents are consulted on<br />

topics of importance<br />

• 86% satisfied with Council supplied drinking water<br />

• 91% happy with the overall quality of parks and<br />

community facilities<br />

• 67% were happy with the information the Council<br />

provides about its activities.<br />

“This is just a snap-shot of the survey results overall,<br />

but I’m pleased to see that we’re maintaining high<br />

satisfaction scores consistently across years,” says<br />

Mayor Dan Gordon.<br />

“Like every bit ofcommunity feedback, there are things<br />

to take onboard and items towork on, and the Council is<br />

always ready tolisten to our residents and make changes.<br />

“Overall, we’re pleased to see that the Council’s<br />

connection with residents remains athigh levels and<br />

that people believe they’re getting good value. We will<br />

use this feedback to inform our decision making and<br />

areas of focus over the coming years.”<br />

In 1992 theWaimakariri District Council conducted its first<br />

“Household Survey” now known as the CustomerSatisfaction<br />

Survey. This survey has been repeated every three years<br />

since. The 20<strong>22</strong> survey was the tenth in the series.<br />

The purpose of the survey is to obtain an overview of<br />

residents’ satisfaction with the attitudes of residents to<br />

theservicesand facilities providedbythe Council overtime.<br />

Let’s Talk About Housing<br />

Council plays apivotal role in providing adequate housing<br />

for all our residents. We’re developing aHousing Policy<br />

that will ensure Council can respond to acomplex and<br />

ever-changing housing market now and into the future.<br />

Our Housing Policy will serve asthe guide for how<br />

Council, and our partners, should approach initiatives<br />

that enhance the quality, quantity, affordability and<br />

accessibility of housing across the District.<br />

Council currently owns and operates 112 elderly housing<br />

units. Our growing waitlist for housing, particularly<br />

housing for the elderly, indicates that there are limited<br />

options for affordable rentals for small one or two<br />

person households. Equally, there are others under<br />

significant housing stress that need support.<br />

This Policy will enable Council to be more proactive in<br />

this space and clarify to other interested and invested<br />

stakeholders, including community housing providers,<br />

how Council can support and contribute to better<br />

housing outcomes in the District.<br />

In the dra Policy, we have provided examples of what<br />

functions council could undertake aspart of fulfilling one<br />

of fourroles.Wewanttoknowifyou think we’vestruckthe<br />

right balanceinthis mix ofrolesand functions.Wealso want<br />
