Mt Lyford Ski Areawas up and<br />

running last weekend with plenty of<br />

visitorsheadingupthe mountain.<br />

On both Saturday and Sunday<br />

therewere about 225peopleonthe<br />

slopes of the <strong>North</strong> <strong>Canterbury</strong><br />

resort.<br />

Simpson saysithas been afantastic<br />

start to the season, opening last<br />

Friday afternoon with plenty of<br />

freshsnow, clear skies and powder<br />

snow conditions.<br />

The high over the weekend<br />

brought clear, calm,sunny days and<br />

plenty of happy faces on the slopes,<br />

he says.<br />

‘‘Allliftswere operating, there<br />

were ski and snowboard lessonsand<br />

our exhilarating tubing luge.<br />

‘‘Thewas little to no wait times to<br />

get on lifts, so everyonewas able to<br />

get as much skiinginasthey could,’’<br />

he says.<br />

The Simpson family is relieved to<br />

finally open, and with great snow<br />

conditions, which they hope will<br />

continue.<br />

<strong>North</strong>west wind and bitter<br />

southerlychangesclosed the field<br />

in the early part of this week, but it<br />

is hopedthe ski area can be up and<br />

running quickly when the weather<br />

settles.<br />

Covid­19 and weather woes in the<br />

past few years havenot helped the<br />

small, family­owned andoperated<br />

resort.<br />

It is hoped this season will be<br />

better.<br />

Mt Lyford has five surface lifts<br />

and thereare 20km of runs across<br />

145 hectares of terrain.<br />

The resort reaches from 1200m to<br />

1750minaltitude.<br />

It alsohas amountain experience<br />

on offerwith eight cabins, by Lake<br />

Stella.<br />

The cabins are self catering and<br />

only afew minutes from the ski<br />

basin.<br />

JennySimpson,who withher<br />

husband Doug, were the pioneers of<br />

the ski area, saysthere are so many<br />

attractionsnow in the Mt Lyford<br />

Village, and beyond for visitors to<br />

have plenty to do if skiingisnot an<br />

option whenthey visit the area.<br />

The firstconcretepour for the new<br />

Hurunui1Rural Water Supply’s one<br />

millionlitre reservoir,took place<br />

earlierthis week.<br />

HurunuiDistrict Councilproject<br />

managerPaul Thorntonsays the new<br />

reservoir,which is costing about $3.1<br />

million, is part of the long awaited<br />

upgradeofthe Hurunui1drinking<br />

water supply scheme.<br />

He sayswhen finished in 2024 it will<br />

take care of all the boil water notices<br />

residents received every time the<br />

HurunuiRiver rises duringmajor<br />

rainfall events.<br />

‘‘They have been planning for this<br />

improvement for many years now, and it<br />

will be good when it’s up and running.’’<br />

The scheme intake is from agallery<br />

on the Hurunui River,just downstream<br />

from the SH1 bridge.<br />

From there water is pumpedtoa<br />

reservoir,and then through anetwork<br />

of pumps and reservoirs it is<br />

distributed around Motunau, Scargill<br />

and Greta Valley.<br />

‘‘Normally the Hurunui River has<br />

very clearwater in it.<br />

‘‘We draw fromitthrough agallery in<br />

the river, and in the filtrationunit<br />

onsite,it’s UV treatedand filtered.<br />

Then it’s chlorinatedbefore<br />

distributing it acrossone of the largest<br />

areas of the Hurunui District.<br />

Mr Thornton says when river levels<br />

rose due to highrainfalls upstream, the<br />

residents there havehad to copewith<br />

boil waternotices becausethe system<br />

wasn’t good at handling the increased<br />

flows and dirty water.<br />

‘‘When we finish here it will be one of<br />

the most complex drinking water plants<br />

we have had in the Hurunuiand it will<br />

Thisisasignificantcost for council<br />

strategy thatwas previously adopted in<br />

2015.<br />

It was budgeted for in the council's<br />

LongTerm Plan.<br />

Monday’sconcrete pourinvolved<br />

approximately 51 cubicmeters of<br />

concrete deliveredand pumped into<br />

place.<br />

The circular pan willbelevelledand<br />

power floated to complete the job.<br />

Typically,one cubicmetre of<br />

concrete weighs 2.5 tonne, meaningthis<br />

pour weighedinatapproximately 127<br />

tonne.When complete,the reservoir<br />

will takeonly aday to fill up, and hold<br />

one million litres. One cubic litre of<br />

water almost equals one kiloinweight,<br />

the weight of wateris1,000,000 kilos or<br />

1000 tonnes.<br />

Art exhibition in Rga church hall<br />

Rangiora's St John's Anglican Church<br />

craft group is holdinganart exhibition<br />

fundraiser to support the plight of<br />

peopleinTanzania and Fiji.<br />

The group held asuccessful ‘‘Art for<br />

Ukraine’’ exhibition,and silentauction<br />

fundraiser last year, and this year they<br />

have joined forces with friends to<br />

support ‘‘Africans withoutaccess to<br />

food and cyclone­proofhousing for<br />

Fiji’’.<br />

One of the organisers, KathyBoyland,<br />

says people wantingtosupport the<br />

exhibition by donating theirwork can<br />

drop it off at the smallbuilding on the<br />

High Street side of the St Johns<br />

Anglican Church.<br />

The artwork willbeondisplay in the<br />

three rooms in the church’s hall<br />

complex.<br />

There willnot be an officialopening<br />

for the exhibition. However, the church<br />

will be holding ahigh tea thisSaturday,<br />

July 22, to welcome the public to the<br />

exhibitionand it is hopedmost of the<br />

adult contributions will be displayed by<br />

then.<br />

The organisers are alsohoping<br />

children will donatework for the<br />

exhibition, and their contributionswill<br />

be accepted up until <strong>August</strong> 5with the<br />

exhibitionclosing on <strong>August</strong>12.<br />

‘‘The highlysuccessful Kaiapoi Art<br />

Expo has just finished and young<br />

people haveworked hard to exhibit in<br />

this, Kathy says.<br />

‘‘We have approachedschools and<br />

homeschoolfamilies to ask whether<br />

some of their children and young<br />

people would donatetheir artwork for<br />

sale at our exhibition.’’<br />

Kathy says the organisers are hoping<br />

the exhibitionwill provide visitors with<br />

‘‘food for thought’’ about the plight of<br />

others as they circulate around the art<br />

works.<br />

‘‘Climateissues and the Ukraine war<br />

are creating aglobal food crisis hitting<br />

the poorestthe worst,’’ she says.<br />

‘‘Wehave aclose connectionwith an<br />

areaofTanzania as one of our church<br />

members lived there for many years<br />

and is returning there withtwo others<br />

in <strong>August</strong>.<br />

‘‘When we heard thattheir last<br />

growing season was devastated, first by<br />

drought, then by floods, and that some<br />

people had died of hunger we wanted to<br />

do something to help,she says. ‘‘The<br />

timing of the support is crucial as extra<br />

foodisonly available to buy duringJuly<br />

and <strong>August</strong> so we planned the<br />

exhibition to get the money to them<br />

whenthey need it.’’<br />

smile on theirface, enjoyingeach day,’’<br />

he says.<br />

Roger has beenappointed principal of<br />

CheviotArea School,and starts his new<br />

position on thefirstday of Term 4.<br />

Being in theschool environment is<br />

whatRogerhas missedwhile takingtime<br />

out fromteaching to become the Hurunui<br />

District Council’s Community<br />

Development Facilitator.<br />

He has beenworkingwithcommunities<br />

in Hurunui on vision,engagement,<br />

projects andfunding.<br />

‘‘Itwas justlike being aprincipal,but<br />

on awiderscale,’’ Roger says.<br />

He has spent somespare daysrelief<br />

teachingatPegasusBay ‘‘which continues<br />

to be an absolute joy’’.<br />

‘‘Beingout of the gameeither makes<br />

you thankful, or makes yourealise how<br />

muchyou miss it.<br />

‘‘Astime hasgone on,mineisdefinitely<br />

the latter.’’<br />

After four years out doing communitybased<br />

work he is ‘‘itching’’ to get back into<br />

education’’.<br />

Roger has beenaprincipal forover 30<br />

years,previouslyatWaihaorunga,<br />

Waikari, Amberley Schools,and latterly,<br />

WaikukuSchool before it mergedwith<br />

Pegasus BaySchool, which Roger helped<br />

design andbuild, and became principal<br />

there.<br />

‘‘AtWaikukuwehad 70 pupils and by<br />

the timeIleft Pegasus Baywehad 440.’’<br />

‘‘I was incredibly proud of what our<br />

great staff, children and Board of<br />

Trustees achieved at PegasusBay School.<br />

‘‘ In 2019wehad avisit fromERO and<br />

had an outstandingreview, and Iknew<br />

the schoolwas set up for someoneelse to<br />

comeand lead.<br />

Programme secures three years funding<br />

When newcomers are madetofeel at<br />

home in acommunity, it opens an<br />

opportunity for them to flourish and do<br />

well,says Hurunui District Mayor Marie<br />

Black.<br />

The Hurunui District Council has<br />

adopted the Welcoming Communities<br />

programme, which, Natalie Paterson, the<br />

council’s Welcoming Communities<br />

Facilitator, says ticksthe lastbox in<br />

Hurunui achieving Welcoming<br />

Communities Stage 1accreditation.<br />

This deliversseed funding of $50,000<br />

per year,over three years, to achieve the<br />

aims of the programme in Hurunui, she<br />

says.<br />

Mrs Blacksays the council has backed<br />

the programme fromthe start.<br />

‘‘It’simportant to us that newcomers<br />

feel encouraged to find their voice,<br />

participate in civic life and buildstrong<br />

relationships within our communities.<br />

Research showsusthis is the way to<br />

build resilient, thriving communities,’’<br />

she says.<br />

Ms Paterson says external funding will<br />

be sought to support the aims of building<br />

inclusive communitiesinHurunui<br />

beyondthe next three years. ‘‘Our next<br />

step will see the Welcoming<br />

Communities AdvisoryGroup going out<br />

into our Hurunui communities to do a<br />

stock take of services,looking at how<br />

easy it is for newcomers and migrants to<br />

accessthese, as well any gaps in aligning<br />

what'savailable against national<br />

Welcoming Communitiesstandards,’’ Ms<br />

Paterson says.The advisory group is<br />

made up of stakeholders from the<br />

council, Citizens Advice, local migrants,<br />

and representatives from Hurunui’s<br />

educationand health sectors.<br />

Capturing the beauty of Kaikoura in 48hrs<br />

It was an event aimed at capturingthe<br />

complexities, diversity and beauty of<br />

Kaikoura on film.<br />

Today two decades on the ‘‘48 hours<br />

in Kaikoura’’ photographycompetition<br />

begun by Neroli Gold, is amuch loved<br />

event.<br />

This year it is being held from <strong>August</strong><br />

25 to 27, allowing the artistry and<br />

creativity of photographers to capture<br />

landscapes, wildlife,and people within<br />

48 hours, and this year will be held<br />

exclusivelyonline.<br />

The annual event brings together<br />

participants fromvarious backgrounds,<br />

including professionals, amateurs,and<br />

juniors (under 13),toshowcase their<br />

uniqueperspectives and storytelling<br />

abilities.<br />

Categories this year are portrait or<br />

people; Nature/wildlife (domestic<br />

animals should be in the open section);<br />

Land or seascape; Dark sky and Open.<br />

This year the competitionfarewells<br />

NeroliGold, the visionary founderand<br />

driving force behind the ‘‘48 Hours in<br />

Kaikoura’’Photography Competition.<br />

can submit up to five entries.All must<br />

Aprojecttobuild an eight­bay<br />

garage to storethe <strong>North</strong><br />

<strong>Canterbury</strong> Mini Bus Trust’s<br />

Rangiora­based vehicles is<br />

underway.<br />

The Trust owns 12 vehicles<br />

with six of themkept on a<br />

vacant lot in Blake Street.<br />

The remainder are based in<br />

Oxford, Custand Kaiapoi.<br />

The new Totalspan garage<br />

will be builtonland owned by<br />

the Waimakariri District<br />

Council on MarshRoad, in<br />

Southbrook.<br />

It will provide safeand<br />

secure storage for the vehicles,<br />

make pick up and returnfor<br />

drivers and renters much safer,<br />

and keep the vehiclescleaner.<br />

It will also have an<br />

administration office.<br />

‘‘It is the biggest project ever<br />

undertaken by the Trust,’’ says<br />

its chair, Don Fairbrother.<br />

‘‘We did receive building<br />

consent last November, but are<br />

stillawaiting resource consent<br />

–amuch more involved<br />

process,’’ he says.<br />

HoweverCraig Sargison, who<br />

previouslyworkedfor the<br />

council as manager of<br />

community and recreation, but<br />

is now retired,joined the Trust<br />

team last year and has helped<br />

with the consentprocess.<br />

Buildingwill start soon.<br />

The Trust in its Business<br />

Plan 2020­2025 budgeted for<br />

the building to start in the<br />

2021­22 year, and be finished<br />

this year at an estimated cost of<br />

$150,000.<br />

‘‘However, due to the delays<br />

our projected costshave<br />

increased, and we are now<br />

budgeting on $570,000,with<br />

final estimates still to come, Mr<br />

Fairbrothersays.<br />

‘‘Without the knowledge and<br />

perseveranceofCraig and<br />

another trustee, Greg Wright,<br />

our terms of lease(on the<br />

building site) and consents<br />

would have costusmany<br />

thousandsfor which we would<br />

have needed extrafundraising.<br />

‘‘Greghas finalised the lease,<br />

and Craig tookonthe task of<br />

preparinganapplicationtothe<br />

Rata Foundation for funding<br />

for the building,and it has<br />

committedtogrant us $100,000<br />

upon receiving resource<br />

consent,’’ he says.<br />

The Trust is alsoplanning to<br />

extendthe services they<br />

provide.<br />

Several meetings have been<br />

held with Citizens Advice<br />

Bureau, SalvationArmy,<br />

PresbyterianSupport, and the<br />

Trust to try and establish a<br />

service transporting patients to<br />

and from medical<br />

appointments in Christchurch<br />

as an adjunct to the St Johns<br />

shuttle. ‘‘Retirement villages<br />

and other users have expressed<br />

frustrationand expensefor<br />

patients,and we feel that this is<br />

where the <strong>North</strong> <strong>Canterbury</strong><br />

Mini BusTrust can assist.<br />

Dear Editor,<br />

Inoted the letter (NC <strong>News</strong>, July 20), regarding the zone<br />

committee.<br />

The Hurunui District Council stepped away from this<br />

zone committee in late 2020, and following that began<br />

some early discussion to develop areplacement forum.<br />

Our early preparations considered aLand and Water<br />

committee, however these plans have taken abackstep<br />

with the heavy workload of government reform, and of<br />

course it fell during the restrictions of the Covid­19<br />

pandemic.<br />

We have kept regular liaison with Environment<br />

<strong>Canterbury</strong> (ECan) which reports to our full council, and<br />

are now looking towards further developing the Land and<br />

Water committee proposal in collaboration with ECan and<br />

the Runanga.<br />

This promises to be apositive step forward, and will be<br />

further developed in the not too distant future.<br />

Road signs<br />

Dear Editor,<br />

Iwas interested to read the recent article by David Hill<br />

(NC <strong>News</strong> 20 July) about the wording on our road signs.<br />

Ihave noticed, like everyone else, the change to<br />

including Maori names in most settings.<br />

Government departments, towns, public facilities are<br />

all now being labelled with both English and Maori words.<br />

While Ithink this is agood thing overall, it does feel like<br />

we are being bombarded at the moment with new words to<br />

learn and recognise.<br />

Iknow some basic Maori language and can pronounce<br />

most of these, but Iknow that alot of older people, and<br />

also those who don't read English well, really struggle.<br />

If the accompanying English is present we can perhaps<br />

make some connection and eventually remember the<br />

Maori equivalent.<br />

Iwonder if this will be so if every road sign is bilingual.<br />

Driving takes such concentration and it's easy to miss<br />

information on the first pass by. Iamperhaps touching on<br />

amuch wider issue here but Ifeel Irepresent agood<br />

portion of the community in expressing this concern.<br />

hostedits annualconference with over<br />

700 delegates from acrossNew Zealand<br />

in attendance.<br />

The theme was based around<br />

‘‘SuperLocal’’ with the view to investfor<br />

the future.<br />

Iwas fortunate to be joined by fellow<br />

councillorsCouncillors Robbie<br />

Bruerton,VanessaMcPherson, Pauline<br />

White and Karen Armstrong. Giventhe<br />

host proximity it was afabulous<br />

opportunity to network with other<br />

councils across the country.<br />

The two days offered asensational line<br />

up of keynote speakers,panel<br />

discussions and apolitical debatefrom<br />

ACT, National, NZ First,Greens and<br />

Labourparties.<br />

There was an address from the Prime<br />

Minister Chris Hipkins, the minister<br />

responsible for LocalGovernment<br />

KeiranMcAnulty and the National Party<br />

leaderChristopher Luxon.<br />

Susan Freeman­Greene, CEO of LGNZ<br />

presented her vision for our future with<br />

the challengetodefine the universal<br />

commitment to communities, and outline<br />

what we do and how we do it.<br />

She stated her belief that our strength<br />

is our difference, and thatlocalism is in<br />

actionwhen central governmentfunds,<br />

and locals take the lead.<br />

work throughtheseissues.<br />

Iammindful that we are venturinginto<br />

atime of increased pressurefrom a<br />

farming perspective with lambing and<br />

calving, and the roadconditions may<br />

exacerbateyour pressures.<br />

maintenance of all the roads –this may<br />

take some time and may require some<br />

statement on consensus<br />

Councils have decided to develop a<br />

collective position to take to anew<br />

Cabinet following the general<br />

election on the future forlocal<br />

government.<br />

Local GovernmentNew Zealand’s<br />

(LGNZ) 75 member councils voted on<br />

thisatthis year’sannual meeting in<br />

Christchurch.<br />

The membership also voted ina<br />

new President —Selwyn District<br />

Council Mayor Sam Broughton, and<br />

vice­president, Hutt City Council<br />

Mayor CampbellBarry.<br />

MrBroughton has been electedfor<br />

athree­year term.<br />

He thankedStuartCrosby, who<br />

retiredafter serving aspresident for<br />

thepastthree years, for his<br />

leadership during a ‘‘politically<br />

charged and disruptive time inlocal<br />

government’s history’’.<br />

The independent panel’sfinal<br />

report into theFuture for Local<br />

Government, released in June, had 17<br />

key recommendations, highlighting<br />

the need for broad system changes<br />

thatgototheheart of the relevance<br />

and sustainability oflocal<br />

governmentand localdemocracy.<br />

‘‘The conscious decision by<br />

councils to develop aconsensus<br />

position or consensus positions shows<br />

thatlocal governmentwants to take<br />

ownership of its own future,’’ Mr<br />

Broughton said.<br />

‘‘We allknow that there are awide<br />

range of views in local government,<br />

that reflect the unique needs of<br />

individual communities.<br />

where consensus already exists and<br />

equip local government leaders with<br />

resources and guidance to narrow<br />

down the areas where there are more<br />

diverse views. We willgradually look<br />

to build wider consensus through<br />

zone meetings and mayoral forums,’’<br />

Woodend Bypass commitment for Nationals first term<br />

ANational Government will build the<br />

Belfast to PegasusMotorwayincluding the<br />

Woodend Bypass, with construction<br />

startinginthe first term of government,<br />

National MP for Waimakariri Matt Doocey<br />

says.<br />

National has announced its Transport<br />

for the Future plan, which will deliver<br />

new RoadsofNationalSignificance,<br />

betterpublic transport and will rebuild<br />

regions and improve resilience.<br />

‘‘ResidentsinWaimakariri will be<br />

aware of my work over the years<br />

highlighting the desperateneed for the<br />

Woodend Bypass,’’ Mr Doocey says.<br />

‘‘This is atown that has been<br />

increasingly split in two by the existing<br />

highway, and with the development<br />

growth particularlyaroundRavenswood<br />

andPegasus, the road is only getting<br />

busier.’’<br />

Mr Dooceysays the road is one of the<br />

most dangerous roads in <strong>Canterbury</strong>, with<br />

nine fatal and 33 serious crashesbetween<br />

2000­2018.<br />

The bypass will make the world of<br />

difference and improve safety for many,<br />

includingthe Woodend community and<br />

the large commuting contingent, Mr<br />

Doocey says.<br />

National has committed $270 million to<br />

the project to build the bypass and to<br />

extend the Christchurch <strong>North</strong>ern<br />

Corridor throughtoPegasus,funded<br />

through the National Land Transport<br />

Fund and additional Crown capital.<br />

‘‘As evidenced by the huge turnout to my<br />

public rally in 2020, there is overwhelming<br />

local supportfor this bypass and Iknow it<br />

will be agame­changer for avast number<br />

of people.’’<br />

The <strong>Canterbury</strong>/West Coast Automobile<br />

Association DistrictCouncil has come out<br />

stronglyinsupport of National’s<br />

announcement.<br />

AA <strong>Canterbury</strong>/WestCoast Chairman,<br />

John Skevington says it is avery welcome<br />

outcome on aroad which has one the<br />

highest daily trafficcounts on SH1 in New<br />

Zealand. He says with continued growth in<br />

the area it will benefit commutersand<br />

Atotal of 32 teams —16girls and 16<br />

boys from years 7and 8—were involved,<br />

while asecond competition will be held<br />

on <strong>August</strong> Wednesday 9, with another 16<br />

girls and boys teams, from years 5and 6.<br />

There are eight teams from <strong>North</strong><br />

<strong>Canterbury</strong> schools involved in the<br />

tournament with the remaining 56 teams<br />

coming from zones covering<br />

Christchurch East, West, South, <strong>North</strong>,<br />

Ellesmere, Hurunui, Kowai, Lincoln,<br />

Mid <strong>Canterbury</strong>, Selwyn and the West<br />

Coast.<br />

Qualifying games for PSC were held at<br />

the stadium recently to find <strong>North</strong><br />

<strong>Canterbury</strong>'s finalists.<br />

Atotal of 32 teams competed over two<br />

nights at MainPower Stadium to find the<br />

finalists to go through to the PSC<br />

competition.<br />

There were some very hard fought,<br />

and tight encounters.<br />

In the end three teams from Kaiapoi<br />

<strong>North</strong>, two from Ashgrove, and one each<br />

from Swannanoa, Oxford and<br />

Southbrook won their way into the PSC<br />

tournament.<br />

The event, in which 250 students<br />

compete in each Wednesday, is<br />

normally run at Cowles Stadium, but the<br />

move has been made to MainPower<br />

Stadium this year where there is an<br />

extra court available to host games.<br />

There are also coaches, managers,<br />

spectators and referees on the sidelines<br />

during the competitions.<br />

MainPower Stadium is operated by<br />

the <strong>North</strong> <strong>Canterbury</strong> Sport &<br />

Recreation Trust, whose aim is to<br />

promote and facilitate healthy sport and<br />

recreational opportunities for everyone<br />

in its community.<br />

MainPower Stadium is set up to host a<br />

wide range of sports both socially and<br />

competitively.<br />

From clubs games and training to<br />

local and national sporting<br />

tournaments, MainPower Stadium is<br />

fast becoming the hub for indoor sport in<br />

<strong>North</strong> <strong>Canterbury</strong> and beyond.<br />

It has ahigh quality sprung floor<br />

which is permanently lined for<br />

basketball (4 courts), netball (4 courts),<br />

futsal (4 small and one full size court),<br />

volleyball (4 courts), badminton/<br />

Pickleball (6 courts), and Korfball (1<br />

court).<br />

It provides all goals, poles, hoops, nets<br />

and other equipment to set up each<br />

court configuration —all you need to do<br />

is provide balls, rackets etc.<br />

In some cases balls, badminton,<br />

shuttlecocks, Pickleball paddles and<br />

balls are available at an additional hire<br />

cost.<br />

Comcol <strong>North</strong> <strong>Canterbury</strong> celebrates 40 yrs<br />

Comcol <strong>North</strong> <strong>Canterbury</strong> has marked<br />

40 years of ‘‘creating better lives for our<br />

community’’ at aspecial anniversary<br />

event at the Rangiora college.<br />

The celebration was held in the<br />

college’s cafeteria recently with staff<br />

and supporters attending and the<br />

college’s first tutor, Dirk Zant, aspecial<br />

guest.<br />

The location of the event marked the<br />

college’s humble starting point, in the<br />

back of an old bike shed on land<br />

opposite the Rangiora High School.<br />

The college’s journey began in July<br />

1983 after businessmen Tony Hall and<br />

Alex Murray recognised a‘‘looming<br />

crisis of high national unemployment’’<br />

and wanted to do something locally to<br />

mitigate the difficulties they believed<br />

school leavers would face in <strong>North</strong><br />

<strong>Canterbury</strong>.<br />

Tony says he was enormously proud of<br />

establishing the college and what had<br />

been achieved there.<br />

‘‘It is all about people and whether<br />

you sit inside and become an observer,<br />

or do you want to become involved and<br />

try and make adifference in people’s<br />

lives.<br />

‘‘We just decided we wanted to try and<br />

make adifference,’’ he says.<br />

Tony and Alex established the<br />

Rangiora Enterprise Trust in<br />

association with the Rangiora Borough<br />

Council and based their new<br />

educational organisation on the Scottish<br />

Enterprise Trust to begin providing<br />

training courses in horticulture and<br />

beekeeping.<br />

The new organisation met with<br />

immediate success, attracting<br />

Government funding for the training<br />

programmes after which the Rangiora<br />

Training Institute was formed in<br />

collaboration with Rangiora High<br />

School and the community.<br />

The initial organisation has seen<br />

many changes, and now has five<br />

colleges, including Rangiora,<br />

Christchurch, Timaru, Dunedin and<br />

Invercargill, under the Comcol New<br />

Zealand banner.<br />

However, the core ‘goal of<br />

empowering people to gain work skills<br />

and qualifications in hands­on learning<br />

environments’’ remains the same,<br />

Comcol <strong>North</strong> <strong>Canterbury</strong>’s project<br />

support manager Cathy Batchelor says.<br />

‘‘Our dedicated Comcol team of youth<br />

coaches and support staff touch the lives<br />

of close to 1000 young people and their<br />

whānau each year, she says.<br />

‘‘They work actively and intensively to<br />

identify an individual's goals and the<br />

best path to reach them.’’ Cathy says<br />

guiding young people with tailored<br />

support and practical tools such as<br />

budgeting and parenting courses,<br />

driver­licence training, and supporting<br />

options for education, work­based<br />

training and employment, is impactful.<br />

‘‘Changing lives from adependence<br />

trajectory to empowerment has many<br />

positive effects for our communities.<br />

Our mahi can be both challenging and<br />

rewarding but we are here to change<br />

lives for people, whānau and<br />

community, for the better,’’ she says.<br />

AWET WEEKEND IN JULY<br />

It's good to see things are starting to dry out in Hurunui, after some very decent rain last month.<br />

Thank you to everyone throughout the district for your cooperation and patience during the recent weather<br />

event, as roads were subjected to slips, surface flooding, restrictions and closures.<br />

The job of storm clean up continues this week, with roading crews clearing slips, inspecting road surfaces<br />

and assessing the condition of fords that were also closed due tohigh water levels.<br />

As winter gardening is in full swing, and lawns continue to grow, green waste and lawn clippings continue to<br />

come into Cheviot, Amberley and Hanmer Springs transfer stations. Areminder that green waste and lawn<br />

clippings must be kept separate and will be checked on arrival. If green waste is not suitable it will be<br />

charged as waste to landfill. Lawn clippings are not accepted as green waste and will always be charged as<br />

general waste.<br />

SAY YES TO EMERGENCY SERVICE VOLUNTEERING<br />

Gaining an insight into being avolunteer with an emergency service through aYouth inEmergency Services<br />

(YES) Camp was made possible for 16 young people from Hurunui District during the July school holidays.<br />

The five day camp involved youth gaining exposure to arange of emergency scenarios involving Police, St<br />

John, Red Cross, LandSAR, Fire and Emergency NZ (FENZ) and Civil Defence.<br />

The youngsters had to respond to a multi-agency event at the end of the week’s training that included a<br />

simulated motor vehicle crash, with avan full of people needing assistance; asimulated search for amissing<br />

person; and asimulated fire rescue.<br />

YES Camp <strong>2023</strong> was made possible with funding from The Rātā Foundation and the Ministry of Youth<br />

Development (MYD), the contribution of staff and volunteers from Police, FENZ, St John, Red Cross and<br />

LandSAR, Mayor Marie Black and Hurunui District Councillor Tom Davies, Students Against Dangerous<br />

Driving (SADD), and support from Hanmer Springs Forest Camp, Satisfy Food Rescue, Hanmer Springs<br />

Thermal Pools &Spa, Hanmer 4Square and Hanmer Fish and Chips.<br />

CONCRETE POUR FOR RESERVOIR AT HURUNUI 1SCHEME<br />

Hurunui 1Rural Water Supply -The first concrete pour for the new 1million litre reservoir took place today.<br />

This pour involved approximately 51 cubic meters of concrete delivered and pumped into place. This will then<br />

be levelled and power floated to complete the job. Typically, one cubic metre ofconcrete weighs 2.5 tonne,<br />

meaning this pour weighed in at approximately 127 tonne.<br />

As Hurunui's biggest water scheme, this work torelocate the infrastructure to another part ofthe Hurunui<br />

River with less risk ofturbidity during high river levels, was budgeted into the Council's Long Term Plan.<br />

The Hurunui District is home to 26 playgrounds, 2swimming pools (Amberley and Rotherham), 14 halls, 14<br />

recreation reserves developed for sporting and passive relaxation, 18 reserves undeveloped but available for<br />

passive relaxation, 7plantation or forestry reserves, Hanmer Springs Thermal Pools Reserve, Queen Mary<br />

Hospital Historic Reserve, and other reserve areas currently leased. Access to greenspaces has avery positive<br />

effect on community wellbeing.<br />

BATTERY BIN ABUNDANCE<br />

There are battery and lid recycling bins in three<br />

service centres now - Cheviot, Hawarden and<br />

Amberley. Thank you Hawarden Menz Shed.<br />

friends have collaborated<br />

to bring aretrospective<br />

exhibition of artwork by the<br />

late Norman Scott to<br />

Rangiora.<br />

None of the paintings,<br />

which are owned by<br />

Waimakariri Community<br />

Arts Council chairwoman,<br />

Miranda Hales, of<br />

Fernside, Virginia and<br />

Harry Pawsey, of<br />

Hawarden, Linda and Ross<br />

MacMillan, of Pegasus, and<br />

Dinah Stokes, of<br />

Christchurch, are for sale.<br />

The artist once did a<br />

bicycle tour of the South<br />

Island and the friends<br />

thought it would be<br />

interesting to acknowledge<br />

that Te Waipounamu<br />

connection with an<br />

exhibition of their Norman<br />

Scott paintings in this part<br />

of New Zealand.<br />

‘‘This is avery unique<br />

exhibition,’’ Miranda said.<br />

‘‘Norman's work is avery<br />

good example of middle<br />

20th century New Zealand<br />

art. You can definitely see<br />

the influence of Colin<br />

McCahon in his work. That<br />

is what makes it so<br />

interesting.’’<br />

Norman was born<br />

Gisborne in 1913, and died<br />

on 1978. He served in the<br />

Royal Air Force in World<br />

War II but his plane was<br />

shot down early in the war<br />

and he ended up in various<br />

prisoner of war camps<br />

during the next four years.<br />

While he was aprisoner<br />

of war Norman kept his<br />

dreams of becoming afulltime<br />

artist alive by using<br />

Red Cross supplies to<br />

continue doing his artwork.<br />

After the war he attended<br />

the Slade School of Art in<br />

London and graduated with<br />

aDiploma in Fine Arts<br />

before returning home in<br />

1948 to Gisborne where he<br />

become afull­time artist for<br />

the rest of his life.<br />

Although his work<br />

remained relatively<br />

unknown during the early<br />

part of his career, he<br />

achieved more acclaim<br />

during the latter part of last<br />

century.<br />

He is remembered<br />

mainly for his oil paintings,<br />

but he was also atalented<br />

water colourist and<br />

sculptor.<br />

sport, has raised $8000 for Cancer<br />

Society <strong>North</strong> <strong>Canterbury</strong>.<br />

RugbyClub, featured the Ashleyv<br />

Glenmark­Cheviot Division Isenior<br />

rugbygame,played at LoburnDomain<br />

in wet,wintry,weather.<br />

Everyone was welcome to attend the<br />

event, no matter what team they<br />

supported.<br />

Tickets for the catered fundraiser,<br />

whichwas lastheld in 2021,sold out<br />

within 31/2hours with 50 more tickets<br />

available this year.<br />

The moneyraisedincreased by<br />

$3000this year,whichsurprised the<br />

organisers becauseofthe cost of living<br />

crisis.<br />

Licenceand seeing his wellbeing,<br />

confidence and self­esteem grow,’’ she<br />

that Icouldn’thave as aparent.’’<br />

says Hurunui Council has been an<br />

early adopter of the MTFJ programme<br />

and stories likeFowler’sdemonstrate<br />

Fit-for-purpose<br />

fire station<br />

Kaikoura now has anew, $7.04 million,fit­forpurpose<br />

fire station.<br />

It was officially opened last weekend by the<br />

Minister of Internal Affairs, BarbaraEdmonds.<br />

The Kaikōura Volunteer Fire brigade and<br />

community were joined byFire and Emergency<br />

service representatives, local iwi, and<br />

stakeholders, including Kaikōura Mayor Craig<br />

Mackle, and past members of the brigade to<br />

celebrate its opening.<br />

In 2016, the Kaikōura district suffered a<br />

significant earthquake which left its fire station<br />

badly damaged.<br />

It was also deemed too close to the shore also,<br />

which meant it was vulnerable to atsunami.<br />

Construction on the new facilitybegan in 2021,<br />

and part of the funding needed to build the new<br />

station has come fromthe COVID­19 Response and<br />

Recovery Fund.<br />

The new station, which sits well out of the<br />

tsunami zone, boasts three appliance bays along<br />

with decontamination, breathing apparatus filling<br />

facilities, operations and training rooms, and<br />

offices.<br />

There is also aresource garage housing<br />

additional appliances and atanker.<br />

Fire and Emergency New Zealand’s District<br />

Commander, <strong>Canterbury</strong>, Dave Stackhousesays<br />

the new station will provide an essential hub for<br />

emergency services and the community.<br />

‘‘Due to the location of Kaikōura, it poses<br />

several challenges for emergency services which<br />

the Kaikōura earthquake highlighted.<br />

‘‘This new state­of­the­art station is asafe<br />

facility for the Kaikōura VolunteerFireBrigade to<br />

continue to offer its services to the community for<br />

years to come,’’ he says.<br />

‘‘The station has been constructed to ahigh level<br />

of seismic strength so it can remain operating<br />

following adisaster<br />

Mr Stackhouse says the firefighters no longer<br />

justrespond to fires.<br />

‘‘The new station also ensuresvolunteers are<br />

prepared, and will allow them to continue to<br />

respond to arange of incidents around Kaikōura.’’<br />

newborn babies have been<br />

donated to parents as part of<br />

the RotaryClub of Rangiora’s<br />

baby bookproject.<br />

The project was established<br />

in 1994 with books donated to<br />

100 babiesborn at Rangiora<br />

Hospitalthat year.<br />

This yearthe Rotary Club of<br />

Rangiora is forecasting1000<br />

bookswill be donated to babies<br />

at theRangiora HealthHub<br />

MaternityUnit which was<br />

opened in October2015,<br />

replacing the 90­year­old<br />

Rangiora Hospital.<br />

The baby book project is run<br />

by Rangiora Rotarian Helen<br />

Richards. She began working<br />

on the projectin2019, assisting<br />

the lateBrianHawkefirst,then<br />

taking overthe role in May<br />

2022.<br />

‘‘It is avery specialproject to<br />

be involved in. It is a<br />

community project and fits<br />

with Rotary International<br />

cornerstone programmes of<br />

basiceducation, literacy,and<br />

Vegetation and Wind Storm FAQs<br />

After recent weather events around the country we wanted<br />

to remind our network of the importance of vegetation<br />

management. It is also agood opportunity to reiterate general<br />

house rules regarding storms, severe weather and minimising<br />

damage.<br />

Why amI(the vegetation owner)<br />

responsible for myvegetation<br />

impacting lines in aweather event?<br />

Maintenance and ensuring that vegetation doesn’t damage<br />

MainPower lines/network is the responsibility of the owner.<br />

If a tree, hedge or shelter belt is not maintained as per the<br />

requirements or regulations, it can cause serious issues ifit<br />

comes in contact with lines, such as;<br />

• During severe weather events, if vegetation is too close to<br />

linesitcan becomeelectrically ‘live’. Anyone who comes into<br />

contact withelectrically‘live’vegetation may be electrocuted.<br />

• In severe or even bad weather, vegetation can topple over<br />

and branches may break away causing damage to power<br />

lines. Damage to the network/lines can cause significant<br />

widespread power outages.<br />

• Vegetation too close to lines may cause electrical sparking,<br />

resulting in fire and potentially causing significant damage<br />

to the lines/network.<br />

• Vegetation roots can grow around underground electricity<br />

cables, if this happens it can rupture the insulation and cause<br />

widespread power outages.<br />

Am Iliable if asevere weather event<br />

damages the lines/network?<br />

If your belongings (e.g, atrampoline) is picked up in asevere<br />

weather event, and damages part of our lines/network,<br />

any damage created could result in the owner (you) being<br />

responsible for the costs associated with any repairs needed to<br />

fix the network.<br />

To prevent these types of instances from occurring, we suggest<br />

ensuring items are secured correctly to your property in case of<br />

extreme weather events.The list includes but is not limited to:<br />

• Trampolines and outdoor playsets (wendy houses, swing<br />

sets etc).<br />

• Bins and recycling boxes<br />

• Boats, caravans, and bikes<br />

• Outdoor furniture and garden sheds<br />

• Garden ornaments and potted plants<br />

• Hardware, tools, and building materials/accessories<br />

• Firewood and branches<br />

• Gas tanks, fuel drums etc.<br />

What is a‘Fall Zone’?<br />

The ‘Fall Zone’ iswhere vegetation branches are outside of both<br />

the‘Notice Zone’and ‘GrowthZone’limits, however due to their<br />

size and position with respecttothe line/network, they presenta<br />

risk of damage. (To learn more about these zones, check out the<br />

MainPower website!)<br />

If vegetation on your property is located within a fall zone,<br />

consider trimming or removing the vegetation (via qualified<br />

contractors).<br />

This is suggested to avoid causing damage to the lines/network<br />

and incurring future costs associated with any damage the<br />

vegetation may cause.<br />

Vintage truck has close family connection<br />

When Louise Kidd started researching<br />

her family tree, she wasn’t expecting to<br />

discover an old truckshe drives past<br />

regularly would haveastrong family<br />

connection.<br />

She discovered an old Bedfordtruck<br />

in Kaiapoi that her grandfather, George<br />

Gough Kidd, used to operate for many<br />

years, moving vegetables to market in<br />

Christchurch fromthe family market<br />

gardens.<br />

The vintage Bedfordtruck is now<br />

used as apromotional vehicleoutside<br />

the Kaikanui Tavern on Williams<br />

Street.<br />

While researching her family tree,<br />

and finding the photo of the truck taken<br />

in 1954, she alsodiscovered she has 460<br />

new relatives.<br />

‘‘It’s got granddad's name on the side<br />

and Irecognised it as the one parked<br />

outsidethe tavern.<br />

‘‘My auntsand uncles who still live in<br />

Kaiapoihave told me about the truck<br />

and our connection with it.<br />

‘‘Granddad solditatauction in 1971<br />

when he retiredfrom the business.’’<br />

She says it is nice to see apieceofher<br />

family history everytime she goes<br />

throughKaiapoi.<br />

‘‘I remember being told granddad<br />

used to sell peas on the roadside until<br />

midnight on Christmas Eve everyyear,’’<br />

says Louise.<br />

‘‘Granddad started using the truck<br />

back in 1952, after yearsofhauling<br />

producetothe marketswith ahorse<br />

and cart.’’<br />

But sincethe Bedford truck has been<br />

sittinginthe tavern's car park,Louise<br />

says it is ashame to see it in such apoor<br />

state.<br />

‘‘It’s beentagged,windowssmashed<br />

and it should be in amuseum.’’<br />

KaikanuiTavern owner Julian Eagle<br />

says he inheritedthe old truck when he<br />

bought the business from its previous<br />

owner, Trevor Inwood.<br />

‘‘It came with the chattels and Ididn’t<br />

know what to do with it, so Ileft it<br />

there.’’<br />

He knew Trevor, an avid truck<br />

collector, had bought it to use it as a<br />

promotional feature for the tavern.<br />

‘‘Over the yearsafew collectors have<br />

wanted to buy it, but Iturnedthem<br />

down.<br />

‘‘Now, withthe state it is in, Imight be<br />

tempted,’’hesays.<br />

Mr Eagle says it is ‘‘justterrible’’<br />

what somepeople have done to the old<br />

truckrecently.<br />

‘‘Every so often, someone gets it into<br />

theirmind to damageit.<br />

Recently someone liftedaheavy<br />

grateoff the street and threw it into the<br />

truck’s windscreen.<br />

‘‘It has been tagged many times, the<br />

windows smashed, and had its tires<br />

slashed’’.<br />

Trevor Inwood, says he was only the<br />

thirdowner of the truck.<br />

Trevor, awell­known transport<br />

industry identity in <strong>Canterbury</strong>, bought<br />

the truck in 2012 or 2013.<br />

He had spotted it in abarn on a<br />

property in Fernside and bought it as a<br />

promotional tool for the tavern.<br />

He remembers beingtold it had been<br />

used as afarm truck from new in 1952 or<br />

1953 and then later as agraveltruck<br />

before ending up in abarn.<br />

The truck isn’t the only publicitem<br />

connectingLouisewith her family’s<br />

history.<br />

Rangiora photographer Peter Wright is<br />

bringing Godzone’s images to his new<br />

shop in Rangiora’s High Street.<br />

His love of photography began afew<br />

years ago when he was travelling around<br />

the South Island for his work and started<br />

snapping images of some of the scenic<br />

places he was stopping off at on his<br />

phone.<br />

‘‘I enjoy being out on my own in this<br />

beautiful country, it is such agreat place<br />

with so much to explore,’’ he says.<br />

Peter posted some of his photographs<br />

on acouple of Facebook pages and got<br />

positive comments.<br />

‘‘People really loved them and Ihad a<br />

few people asking if Isell my work, so I<br />

decided it was time to look at buying a<br />

DSLR (digital single lens reflex) camera.<br />

‘‘I got slightly addicted and spent a<br />

bunch of money on getting some good<br />

gear. It is an expensive habit,’’ he says.<br />

He bought his first DSLR camera<br />

about two years ago, and now uses a<br />

Canon R5 mirrorless camera.<br />

Before opening his Godzone<br />

Photography shop in Rangiora Peter was<br />

asales rep for asafety company, selling<br />

work boots and hi­vis workwear, but his<br />

love of photography was pulling him in a<br />

new direction.<br />

‘‘I have always said that Idon’t know<br />

what Iwant to do when Igrow up.<br />

‘‘ When Igot into photography Ifinally<br />

knew,’’ he says.<br />

‘‘Circumstances meant Ihad the<br />

chance to take amassive leap of faith<br />

and when Isaw the perfect shop become<br />

available in High Street, Idecided to<br />

take that leap. Ihadn’t even sold asingle<br />

picture before opening the shop.<br />

‘‘All Iknew was that Ihad finally found<br />

what Iwanted to do and had the means<br />

to do it, so Icrossed my fingers and quit<br />

my job.’’<br />

He opened the shop in April and so far<br />

that leap of faith has delivered a<br />

‘‘wonderful response’’ from customers.<br />

‘‘People seem to really like the shop<br />

and often return with apartner or friend<br />

aday or two after coming in the first<br />

time. Ihave never had so many<br />

compliments in my life,’’ he says.<br />

Photographing the night sky is a<br />

favourite pastime.<br />

‘‘I am always looking at the sky later in<br />

the day to see what sort of sunset we<br />

might get, and if it is aclear night Ilove<br />

getting away from the lights and doing<br />

some astrophotography. Iamabit of a<br />

night owl, not so good with early starts,<br />

so only have acouple sunrise photos.’’<br />

workshop is beingorganised by<br />

Dementia<strong>Canterbury</strong>, and will be<br />

held in the John KnoxCentre.<br />

It represents areturn to regular<br />

routinesfor the organisation by<br />

reachingout beyond the<br />

Christchurch city area to provide<br />

dementia education to the wider<br />

<strong>Canterbury</strong> region, following afew<br />

Scanner reaches milestone<br />

has reached an impressive<br />

milestone.<br />

The Amberley­based<br />

contractor pregnancy scans<br />

ewes in the <strong>North</strong> <strong>Canterbury</strong><br />

area and beyond, and last<br />

week scanned his seven<br />

millionth ewe.<br />

While it is ajob that has<br />

taken him from New Zealand<br />

to Mexico, England, Wales<br />

and Scotland, the milestone<br />

came at Ikamatu, on the<br />

South Island’s West Coast.<br />

He was scanning at<br />

Waipuna Farm, farmed by<br />

brothers Ken and Mark<br />

Ferguson.<br />

Waipuna is one of the<br />

oldest farms on the coast,<br />

having been in the care of the<br />

Ferguson family since the<br />

1860s.<br />

Daniel began scanning in<br />

1992, deciding to try his hand<br />

at using the pregnancy testing<br />

tool, after assisting with a<br />

scanning run while on his OE.<br />

He had not come across<br />

scanning in New Zealand,<br />

even while studying at<br />

Massey University, and<br />

decided to give it ago.<br />

He became one of three in<br />

New Zealand at the time to<br />

start scanning as a<br />

profession.<br />

Daniel says little has<br />

changed technologically in<br />

the passing decades, but<br />

scanning has become much<br />

more efficient as the years<br />

have passed, and much<br />

quicker.<br />

He recalls long days in the<br />

early years, scanning 80 to<br />

100 sheep an hour.<br />

‘‘Today really experienced<br />

scanners can put through up<br />

to 700 an hour, with tallies up<br />

to 5000 per day on the odd<br />

occasion.’’<br />

Daniel says when averaged<br />

out, scanners are putting<br />

through 450 to 500 ewes an<br />

hour —scanning between<br />

2500 to 3000 on an average<br />

day.<br />

He says the biggest<br />

improvements over the years<br />

has been in handling<br />

equipment and on farm<br />

conditions.<br />

However, the scanning<br />

probe he uses has remained<br />

the same.<br />

Farmers now also know the<br />

ropes and sheep are being<br />

presented well, making<br />

scanning faster, and yards<br />

are now often concreted and<br />

have ahigh pressure hose in<br />

the area where sheep were<br />

presented for scanning. This<br />

avoided mud splashing about<br />

making the job easier and<br />

more efficient.<br />

This years scanning is<br />

‘‘generally up dramatically’’<br />

because of having good feed<br />

available, he says.<br />

But for afew percentages<br />

are down abit, possibly due<br />

to worms causing abit of an<br />

issue, Daniel says.<br />

pressure as the vet shortage in New<br />

He says this may mean when an<br />

are trained professionals working in<br />

‘‘In any case where an animal<br />

the first port of call.<br />

‘‘Very much likehuman health,<br />

whereyou mightsee aGPpractice<br />

nurse, seeingaveterinary nurse or<br />

techniciancan safelyhappen at<br />

veterinary clinics,’’ Iain says.<br />

AVPs have their own set of<br />

standards, ethicsand guidelines, so<br />

are trusted specialists in their fields.<br />

He says with all the pruning, their<br />

mulchesdoquite abit of workatthis<br />

time as they mulch all the prunings back<br />

into the ground, returning thatcarbon<br />

back into the soil.<br />

‘‘We are alsospending quiteabit of<br />

time on our fungicide units, gettingour<br />

sprayers ready for the up coming season.<br />

‘‘Thereisalwayssome gear to maintain<br />

and lookafter and thenthere is the<br />

vineyards infrastructure to lookafter as<br />

well.’’<br />

He says staff will check all the lines for<br />

broken posts and wires thatneed<br />

replacing or fixed, plusthe irrigation<br />

systemsneed to be maintained.<br />

‘‘Thereisalwayssomething that needs<br />

fixing.’’<br />

While pruning is normally done by<br />

hand, this year Mike says they have<br />

introduced automation into the work<br />

processthankstoalocally developed<br />

machineoption.<br />

The Klima cane pruner is aspecialised<br />

stripping and mulching machine for<br />

grape vines, developed by two innovative<br />

viticulturalists, NigelGeorge and Marcus<br />

Wickham.<br />

Mike says it is agame changer for the<br />

industry and makes the time consuming<br />

three parts of pruning,amuch easier<br />

task.<br />

‘‘Firstyou make the main cut on the<br />

vine,then you pull out all the last years<br />

growth by hand and then you have to tie<br />

down the canes you want for this coming<br />

He says he has many painful memories<br />

of pullingout of last years growth, has<br />

always been the hardest part of the job.<br />

‘‘It’s avery physical job and this new<br />

machine takes awayabout 50 percent of<br />

the cost of that job.’’<br />

It alsohelp alleviateseasonallabour<br />

requirements.<br />

Mike sayswith all the rain experienced<br />

over the pastmonths,their ground will<br />

be wet enoughand won’tneed to be<br />

irrigated this spring.<br />

‘‘We will keep monitoringour soil<br />

waterlevels and if we get to the point<br />

wherewedoneed to irrigate we will, but<br />

we are also on ajourney of watering for<br />

longer but far lessfrequently, to try and<br />

get our vines roots to go down deeper and<br />

to make our vinesmore resilient, with<br />

the aim of effectivelybeing dry farmed at<br />

times.’’<br />

He saysthe Muddy Waters winery is 95<br />

percent dry farmed already.<br />

‘‘Thewinter rains are veryimportant<br />

to us to rechargethe soilonthe<br />

Kaiapoi before emerging 30­19 winners<br />

in the grandfinalofthe Luisetti Seeds<br />

<strong>North</strong> <strong>Canterbury</strong>senior rugby<br />

championship played at the Kaiapoi<br />

ground last Saturday.<br />

Glenmark’s win,its 37th sincethe<br />

competition’s inception in 1905, came<br />

on the back of Kaiapoi’s back­to­back<br />

victoriesin2021 and 2022.<br />

The spoils of victory also includedthe<br />

presentationofthe Hunnibell Trophy.<br />

The scenefor the gamewas thankfully<br />

atransformation from the atrocious<br />

conditions the players and officials<br />

facedinprevious week’s semifinals.<br />

Previousresult’s suggestedthat<br />

Glenmark­Cheviotwerehot favourites.<br />

Although it struggled in the combined<br />

countrycompetition, itsform in the<br />

<strong>North</strong> <strong>Canterbury</strong>competition<br />

improvedeach week, arrivingatthe<br />

grandfinal unbeaten.<br />

Kaiapoi meanwhile, hadbeenafrontrunner<br />

in the combined competition,<br />

and earnedthe right to play in that<br />

competition’s final.<br />

This formcarried over to the <strong>North</strong><br />

<strong>Canterbury</strong> round, andin­spite of being<br />

beaten by Glenmark­Cheviot in the<br />

round robin, it was adeserved<br />

opponent.<br />

Truetoform,the combined side<br />

dominated the opening exchanges,and<br />

scored its firstoffourtries fromthe kick<br />

off after aKaiapoi clearing kickmissed<br />

touch.<br />

Kaiapoithen attacked for aperiod<br />

andwas closetoscoring.<br />

The remainder of thehalf however<br />

belonged to Glenmark­Cheviot. It went<br />

about its work in aclinical fashion and<br />

after 15 minutes scoredatry after a<br />

blind sideattack.<br />

By the half waymark, Kaiapoi was<br />

playing with more confidence.<br />

LanceTaylor, as last receiver scored in<br />

Cheviot worked backinto an attacking<br />

position and apenalty attempt to put the<br />

game beyond Kaiapoi was quickly<br />

because its opponents did not let it gain<br />

But, almost unbelievably,aquarter of a<br />

century has passedsince 1998whenthe<br />

Kaiapoi ‘‘Golds’’lastwon the Division2<br />

grade after having amortgageonthe<br />

trophythroughout the early and mid­<br />

1990’s.<br />

Itsgrand final opponents, Ashley,had<br />

caused amajorsurprise by upsetting<br />

perennial winners Kaikoura in cold wet<br />

conditionsatthe semi­finalstage.<br />

Perhaps Ashley hadplayedits final last<br />

week,asKaiapoi revelled in the perfect<br />

conditionsonoffer at KaiapoiOval.<br />

It madeits beststart of the season ­<br />

wingerKeesTiwekascored in thefirst 10<br />

minutes­andKaiapoi maintained the<br />

momentumfor the majority of the match.<br />

havingthe better of the battle for territory<br />

and possession.Bothteams scored one<br />

convertedtry to go to thebreak all tied up<br />

In the second halfAshleyasserted its<br />

dominanceand started to run in some<br />

very good tries.<br />

Let's Talk About Significance and<br />

Engagement Policy<br />

The Council is committed to making informed<br />

and sustainable decisions in the best interests<br />

of communities across our District. We want to<br />

ensure the decisions made reflect the aspirations<br />

of tangata whenua, residents, ratepayers,<br />

community groups and business.<br />

To help us to make the best decisions, Council<br />

engages with our communities every day in a<br />

number of different ways. Sometimes, this is us<br />

providing information, and other times we directly<br />

seek input into our decision-making processes.<br />

Our Significance and Engagement Policy helps us<br />

by doing two main things:<br />

1. It outlines for the Council and the community<br />

how wedecide what issues, proposals, decisions,<br />

assets and activities are significant<br />

2. Sets out how and when communities can expect<br />

to input into council decision-making processes.<br />

Generally speaking, the more significant the issue,<br />

the greater the level of consultation or engagement.<br />

This policy seeks to provide clarity as to when the<br />

Council will, and will not seek public participation.<br />

What changes are we proposing?<br />

We are proposing to add acriteria for significance<br />

under section 5.4 of the proposed policy.<br />

This introduces anew criteria for assessing how<br />

significant amatter is in relation to the impact it<br />

may have onclimate change (both adaptation and<br />

mitigation) being substantially negative.<br />

It reads:<br />

The impact or consequences the decision or proposal<br />

will have onclimate change mitigation (through<br />

greenhouse gas emissions) oradaptation (the<br />

reduction of risk to natural hazards exacerbated by<br />

climate change) is substantially negative. Adecision<br />

to not act considering known climate change risks<br />

should be treated as more significant that it would<br />

otherwise be due to forecasted implications on the<br />

community. For example, building new facilities<br />

in coastal hazard areas would be considered<br />

substantially negative.<br />

This inclusion acknowledges the feedback we've<br />

had from locals that they wish the Council to<br />

show leadership byprioritising climate change,<br />

sustainability and environmental protection. It<br />

will also align our engagement practice with the<br />

Council's Climate Change Policy.<br />

This policy was last updated in 2020. At the time it<br />

noted arequirement for afurther update in <strong>2023</strong><br />

ahead of the upcoming Long Term Plan.<br />
