She spoke of the desire to prevent
At conferenceItook the opportunity to
Thereisageneral feelingoffrustration
over challenges to maintain our roads –
all districts are experiencing potholes,
uneven travel surfaces, slips and road
closures.
We are mindfulofthe extensive
damage to many of our road surfaces, and
at adistrictlevel we are committed to
work throughtheseissues.
Iammindful that we are venturinginto
atime of increased pressurefrom a
farming perspective with lambing and
calving, and the roadconditions may
exacerbateyour pressures.
We are workingthroughthe
maintenance of all the roads –this may
take some time and may require some
patience.
Therefore Iask that you all keep an eye
Local GovernmentNew Zealand’s
Mayor CampbellBarry.
MrBroughton has been electedfor
athreeyear term.
He thankedStuartCrosby, who
retiredafter serving aspresident for
thepastthree years, for his
leadership during a ‘‘politically
charged and disruptive time inlocal
government’s history’’.
The independent panel’sfinal
Government, released in June, had 17
key recommendations, highlighting
the need for broad system changes
thatlocal governmentwants to take
ownership of its own future,’’ Mr
Broughton said.
‘‘We allknow that there are awide
range of views in local government,
that reflect the unique needs of
individual communities.
‘‘That is why it’sahuge step in the
right direction for councils to agree to
getting behind acollective,
negotiated position on the future,’’ he
said.
Chief executive Susan Freeman
Greene said while there is already a
broad agreement within local
governmentthatfunding and
financing must evolve, it was vital to
work through the areas where there
were differentviews.
LGNZ willwork collaboratively
to develop the substanceofthe
consensus position that addressesthe
other areas that will ensure astrong
‘‘We aretakingadeliberate,
such an important opportunity for
genuine system change doesn’t fall
victim to politicalfootballduringthe
preelection period.
‘‘Our process to building the
consensus will be incremental and
transparent. We will identify areas
where consensus already exists and
equip local government leaders with
resources and guidance to narrow
down the areas where there are more
diverse views. We willgradually look
to build wider consensus through
zone meetings and mayoral forums,’’
‘‘This is atown that has been
