ENGINEERINGCOREN Seeks Signatory to Washington Accord forSmooth Mobility of Nigerian EngineersThe Council for the Regulation ofEngineering in Nigeria (COREN) hasdisclosed that it was pushing toensure that Nigerian engineers are able to plytheir trade in any part of the world which aresignatories to the Washington accord.President and Chairman of Council ofCOREN, Mr. Ali Rabiu, in a statement in Abuja,explained that meetings were already beingheld to allow Nigerians practice in signatorycountries.The Washington Accord was first signedin 1989 and recognises that professionalengineering education programmesaccredited by the signatories deliveroutcomes that are substantially equivalent tothe Washington Accord Graduate Attributes.“For now, also being pursued vigorouslyby COREN is the process of applyingfor Provisional Signatory Status of theWashington Accord (WA) under theInternational Engineering Alliance (IEA)seeking mobility for Nigerian engineers suchthat they can practice in signatory countries.“In the course of this, COREN team hadheld series of meetings with Emeritus Prof.Elizabeth Taylor, Washington Accord ExecutiveCommittee Chair and her team and theEngineering Council of South Africa, ECSA.“Equally, COREN has been effectively puton the engineering world map by ensuringits adequate visibility and participation inactivities of World Federation of EngineeringOrganisations (WFEO), such as the WorldEngineering Summit of March, 2022 at CostaRica.“It also participated at the 30th Federationof Engineering Institutions of Asia and thePacific (FEIAP) General Assembly, the 6thFEIAP Convention of July, 2022, which heldin the Philippines and also the 8th Editionof African Engineering Week/6th AfricanEngineering Conference in Ethiopia,” Rabiunoted.Additionally, COREN stated that inchampioning mobility of Nigerian engineerswithin the African region, it recently hosteddelegations from Sierra Leone Institution ofEngineers and Ghana Institution of Engineers.In compliance with the provisions of theEngineers, CAP E11 2004 Act as amendedand in line with its commitment to theuplift of COREN as a formidable engineeringregulatory organisation in Nigeria, the councilstressed that it ensured the deployment ofmore effective strategies for guaranteeingbest practice among the various professionalsin engineering through the review ofcurricula.The body explained that this is criticalas Nigerian engineering programmes aretransiting from the traditional input basedto outcome-based education, with the aim ofraising the competency level of the Nigerianengineering practitioners.COREN noted that the successfulinvestigation and reprimanding as wellas prosecution of erring engineeringpractitioners as it relates to collapse ofbuildings and sundry offences associatedwith the built industry in Nigeria were alsoembarked upon in the outgoing year.It highlighted the introduction of theContinuing Professional Development(CPD) points as part requirement forthe procurement of practice licence asa quality control mechanism to ensurethat only competent practitioners areissued with practice license, with effectiveimplementation date from January, 2023.“This is in pursuance of the COREN amendedAct which has made practice licencecompulsory for all engineering practitionersand firms.“In order to ensure operational excellencein engineering, some critical indigenousengineering regulations, codes and standardshave been developed, some of whichhave been recently gazetted to regulateengineering practice in Nigeria,” it pointedout.Rabiu stressed that the organisation hasalso introduced the COREN EngineeringPractitioners’ Code of Conduct, Regulationson Accreditation of Engineering Programmesin Nigeria, Regulations on StructuralEngineering Practice in Nigeria as well as theRegulations for Establishment of EngineeringPractitioners Examination Committee.In addition, the COREN president said thereare now regulations for marine engineering,naval architecture and marine surveyingpractice in Nigeria.He explained that work has commenced ondeveloping National Construction SafetyStandards for Nigeria in the area of building/civil infrastructure, amongst others.“The establishment of the EngineeringPractitioners’ Examination Committee for theimmediate implementation of a harmonisedprofessional registration scheme that will bebeneficial to all stakeholders in engineering.“As a result of the incessant incidences ofcollapse of structures, particularly buildingsin various parts of the country, posingserious safety and economic challenges tothe populace, COREN called presidents andregistrars of some regulatory and professionalbodies in the built environment together toa crucial meeting of the professionals in thebuilt environment to proffer sustainable andefficient solutions to the ugly menace,” thestatement added.It also listed the establishment of EngineeringAccreditation Committee to among otherterms of reference, implement CORENaccreditation policy and formulate guidelinesand procedures for accreditation and thelaunch of new engineering programmes aspart of the council’s achievements.“COREN is implementing the EngineeringRegulations Monitoring Programme byestablishing State Technical Committees andState Expatriate Monitoring Committees in allthe States of the Federation. At present, 20have been inaugurated. The most recent oneswere in Abeokuta, Ogun and Lagos States lastweek respectively,” Rabiu stressed.12 November-December issue l 2022 www.africasurveyorsonline.com
