SIGNIFICANT speed limit
changes could be on the way
across the district as the
council unveils its draft speed
management plan.
If approved in its current
form, speed limits in Lincoln,
Leeston and Southbridge town
centres would be dropped from
50km/h to 30km/h. Other
connecting roads would be
dropped to either 80km/h, 60
km/h or 50km/h.
In Lincoln, Gerald St – which
carries on average 10,000 vehicles
a day – would be dropped
to 30km/h.
Ellesmere Rd, a key route
between Lincoln and Halswell –
which sees about 5500 vehicles
a day –would be dropped to
50km/h, 30km/h lower than the
speed recommended by the safe
and appropriate speed guide.
Speed limits in towns along
SH73, which include Darfield,
will remain unchanged because
they are managed by Waka
Kotahi.
Today councillors will decide
whether to release the draft
plan for public consultation, a
plan the council has been developing
for the past year.
“This plan will identify the
changes we think are required
to keep everyone safe, and to
align our planning with our
regional neighbours, where
their roads connect to our network,
including state highways
administered by Waka Kotahi,”
the report said.
If approved, the speed limits
will be rolled out over the next
10 years, with schools the first
priority, scheduled for next year.
Funding for the schools has been
approved by Waka Kotahi.
Schools in Lincoln Primary
School and West Rolleston
Primary School, which have
called for faster action on speed
limits, would have permanent
30km/h speed limits in place,
while smaller rural schools
would have variable speed limits.

limit changes (page 1) but
puzzlement in others.
The 30km/h speed
limit proposed for the main
streets in Lincoln, Leeston
and Southbridge makes
sense.
Lincoln’s Gerald St is
super busy at times, and to a
lesser extent so are High Sts
in Leeston and Southbridge.
The amount of traffic and
heavy vehicles on Gerald St
particularly makes it a nobrainer
to reduce the speed
limit – but for the entire
length of the street? That
doesn’t make sense. The
news
30 km/h only needs to be
between West Belt and the
James/Edward intersection.
But why reduce the speed
limit on Ellesmere Rd from
80 km/h to 50? The road is
in poor condition, so just fix
it up.

West Melton a target for burglars

WEST MELTON remains a
hot-spot for burglaries.
The latest numbers from police
show West Melton as the secondhighest
burgled area, beaten only
by Rolleston.
In the year ending June
30, there were 52 residential
burglaries in West Melton, ahead
of Lincoln at 36 and behind
Rolleston’s 85. There were 323
burglaries across the whole
district.

about,” he said.
“The community does certainly
bring it up when (burglaries)
happen.”
Schurr said he would follow
up on the issue with police,
and would also bring it up as
a discussion point at tonight’s
residents’ association meeting.
“I’m interested to know why
it’s so high for us, compared
to Lincoln or Prebbleton, and
I’m interested to know what we

In the past five years, West
Melton lowest number of burglaries
was recorded in 2021 with 42
and its highest in 2020 with 76.
The Rolleston Community
Patrol also covers West Melton.
Spokeswoman Karen Evans said
the numbers for West Melton
and Rolleston were concerning.
But Schurr and Evans believe a
stronger police presence in West
Melton is unnecessary, because
they were already doing a good
job.
“I know the police have had so
much good engagement with the
community about ways to keep
your property safe,” said Schurr.
Said Senior Sergeant
Rachel Walker: “Burglary is
a particularly invasive crime
and Selwyn police absolutely
acknowledge the distress it
causes victims.
“While there is no particular
reason for the discrepancy in
figures between different areas,
often burglaries are committed in
clusters – meaning one person or

a small group of people commit
several burglaries at a time.”
Walker said community help
is important in preventing
burglaries.
“Police do everything we can
to help prevent burglary, but we
can’t do it alone. Everyone in our
community has a responsibility
to help prevent themselves and
their neighbours from becoming
a victim of crime.”
She encouraged people to
report any suspicious activity or
unusual behaviour to police.

Council
appoints
McKay

THE COUNCIL has appointed its
mana whenua representative.
Megen McKay will join councillors
as the representative selected
by the local iwi Te Taumutu
Rūnanga.
McKay will have speaking and
voting rights on all council committees
and only speaking rights
at the full council meetings.
The selection comes after a
council decision in December
to meet commitments made in
a relationship agreement signed
by Te Taumutu Rūnanga and the
council late last year.
McKay has extensive legal and
governance experience. She is also
an independent hearing commissioner,
Tāwhaki Joint Venture
board member, and Kaitorete Ltd
director.
She is a former member of the
Te Waihora Co-Governance
Group and has previously worked
in leadership positions at Te
Rūnanga o Ngāi Tahu and Te
Taumutu Rūnanga.
Other councils around the
country also now have similar
roles.

resigning, triggering a byelection.
Two weeks ago Selwyn
Times revealed that infighting
and relationship breakdowns
between board members had led
to the resignation of Sean Ellis
and chair Ken May.
May took a swipe on his way
out at his fellow board members
saying, “I’m too old to be pissing
around with children.”
He singled out Calvin Payne
and Sharn Nu’u, calling them
“no brainers”, and said Ellis
thought he was “god”.
But Nu’u and Ellis shot back
saying May was not acting
appropriately as chair. Ellis
called May’s comments”vulgar”
and “uncouth”.

In an email on Friday,
September 8 Payne said there
were “significant safety issues”
with the donut and that it should
be blocked off until a safety
review could be undertaken by
the council.
On the same day issues with
the donut were raised, May
suggested going for a road trip
on September 11 or 12 around

“It will give us an opportunity
to talk and settle some
differences,” he wrote.
May told Selwyn Times the
road trip would have given them
a chance to go out to Springfield
and discuss the issues between
the board.
Via email both Payne and Nu’u
declined the road trip saying
they were unavailable, with Nu’u
finding the purpose of the trip
“somewhat ambiguous”.
Nu’u told Selwyn Times one
business day’s notice was not
enough time to find time, and
the group was supposed to meet
on Wednesday, September 13 for
an informal meeting.
While Payne said the trip
would have needed at least two
weeks’ notice for the community
to be notified.
Since the resignations, the
board has had one meeting on
September 25. Council board
appointee Lydia Gliddon said
the resignations were not raised
during the meeting.
As of Monday, Brian Donnelly
was the only person to have a
nomination for the Hawkins
seat, while there were none for
the Tawerea seat.
Nominations are open until
noon on Thursday, October 19.
If a voting process is required
to fill one or both vacancies,
it will be conducted by postal
voting, closing on Friday 15
December 2023.

Springfield Donut safety concerns
rebutted by creator and council

THE CREATOR of the
Springfield Donut has denied
there is any “significant safety
issue” with it.
Former Selwyn mayor Bill
Woods told Selwyn Times he
thought the donut was safe in response
to comments made in an
email revealed under the Local
Government Official Information
Meeting Act 1987 between
Malvern Community Board
member Calvin Payne and council
governance manager Therese
Davel.
Said Payne: “The donut is definitely
not ‘a play item’ and has a
‘significant safety issue’.
“The community have identified
a safety issue with the donut
in Springfield.
“I have reviewed the issue myself
using my Site Safe membership
and 41 years of experience
in the construction industry.
“My personal view is that if the
donut was on a construction site
it would require full scaffolding
to access the centre of the donut
for photos to be taken!”
Payne requested that an
“urgent” safety review be carried
out.
Davel asked what the safety
issues in question were, and
who in the community reported
them.
Payne responded by saying
the safety issues were reported
by fellow board member Sharn
Nu’u.
His comments were backed up
by Nu’u who said she felt unsafe
on the times she had climbed on
the donut and was worried about
fall safety.
Woods, along with Taege
Engineering, built the current
donut which was installed in
2012 after the original fibreglass
structure was subject to an arson
attack in 2009.

Woods said the donut was designed
not to be a fall risk, with
the inclusion of matting below it
to soften any falls, and the addition
of stairs and a rail to assist
people to get to its centre.
He said while some people
have been able to climb to the
top, the design of the sprinkles
was done in such a way as to
discourage people from climbing
to the top.
“All those things were considered
at the time, and I know
because I did it.”

Council reserves operations
manager Jonathan Crawford
said further donut repainting
and repairs are likely to happen
in November. He said there were
no safety issues with it.
“The donut is regularly inspected
as part of our parks and
reserves and no safety issues
have been identified, but we’ll
continue to have those discussions
with the community board
and we’re happy to consider
options for improvements to
the site through the Long-Term
Plan,” Crawford said.
Since it was first installed in
2007 as a promotion for The
Simpsons Movie by 20th Century
Fox it has become a symbol for
the area and a tourist attraction.
Selwyn Times revealed in
August the district had spent
$17,864 repainting the donut
four times between 2020 and
2022.

Speed ‘a significant factor’ in fatalities

The report said over the past
five years, 100 per cent of fatal
road crashes and 68 per cent of
serious injury crashes in Selwyn
occurred on open roads (not
including state highways). Of
those, inappropriate speed was a
contributing factor in 17 per cent
of all fatal and serious crashes on
the Selwyn roading network.
“This indicates that speed
(not necessarily exceeding the
speed limit) continues to play a
significant part in the severity
of crashes within our district,
and the outcomes of these
crashes.
“A small change in speed
makes a big difference to the
survivability or avoidance of a
crash, especially when cyclists
or pedestrians are involved,” the
report said.
Reduced speeds may have a
minor impact on journey times.
For every 10km travelled on an
open road, an 80km/h speed
limit would increase the sixminute
trip at 100km/h by 30-48
seconds.
As well as safety improvements,
the report also points to
emission reduction and more
people cycling or walking.
“Driving slower, especially
on rural roads, saves fuel by
reducing engine effort needed to
overcome wind resistance, which

increases exponentially with
speed. Safe speeds, which make
it safer to walk and cycle, will
therefore be a critical part of the
emission reduction pathway for
New Zealand,” the report said.
The speed limits have been
guided by new Waka Kotahi
NZTA rules, which direct all
councils to prepare a long-term
speed management plan.
Both Christchurch City
Council and Waimakiriri
District Council have released
draft speed management plans.
As part of its election policies,
National has promised to repeal
the changes if elected and
will look to raise some speed
limits.
“National will repeal and
replace the rules that set speed
limits so that economic impacts
– including travel times – and
the views of road users and
local communities count,
alongside safety,” its transport
spokesperson Simeon Brown
said.
Despite the pushback from
National, the council will push
on with the process.
“The council is following the
legal requirements laid out by
the Ministry of Transport for
consultation and completion of
new speed management plans,”
council transport manager Geoff
Rhodes said.
“We have received strong
encouragement already from the
community to move ahead with
safer speeds around schools.”

Police criticised for OIA delay

POLICE HAVE been criticised
over the way they dealt with an
Official information Act (OIA)
request for details about the
district’s 24-hour seven day a
week model.
Chief Ombudsman Peter
Boshier has upheld a complaint
from Selwyn Times after police
failed to meet the deadline for
information requested by the
newspaper.
The police began a six month
trial on May 1 which involved
operating a 24-hour roster from
the Rolleston station across most
of the district.
But changes led to cutbacks in
police staffing at the Lincoln and
Leeston stations.
At the time, police answered
few questions from Selwyn Times
about the changes, leading the
newspaper to seek information
through the OIA. Government
departments have 20 working
days to respond to an OIA request
or ask for an extension.
In its request, Selwyn Times
sought reports, business plans,
surveys and studies undertaken
by police, or done for police, and
emails in relation to the new 24/7
strategy.
Police chiefs waited until the
last hour of the 20th working
day to respond, asking for an
extension saying “consultations”
necessary to make a decision
could not be made within the
original 20 days.
Selwyn Times editor Barry
Clarke agreed to an extension.
But police missed the 20 day
response time again, prompting
Clarke to ask why. Police apologised
but said they were still
consulting and were “unable to
provide a date for our response.”
Four working days later police
responded, saying the internal
reports and emails sought could
not be released “as it would be
likely to prejudice the maintenance
of the law, including the
prevention, investigation, and
detection of offences, and the
right to a fair trial”.
Police also said a business plan
and other planning documents
did not exist.

After missing the deadline,
Selwyn Times complained to the
Ombudsman.
Boshier found police failed to
meet the requirements imposed
by the OIA.
He is still investigating the police
decision to refuse the request
to release the information.
“I have recommended
that
police provides
me with a report
that covers the
issues that led
to the delay and

he said in his decision.

Clarke said it was surprising
no reports or planning
documents for the 24/7 strategy
existed.
“Does this mean there was no
strategy or planning document
ever put together?” he said.
“If that is the case, why?
“After police told Selwyn Times
the documents sought didn’t exist,
we went back to them again
to clarify if there were any documents
written, or if documents
were destroyed or lost.
“The response from the person
dealing with the OIA was: ‘My
understanding is that there never
were any documents’.”

New deck
for 147 yr
old bridge
A NEW surface will be installed
on the Waimakariri Gorge Bridge
as a long-term upgrade to the
bridge.
Over recent months temporary
repairs have been continuing on
the Waimakariri Gorge Bridge, to
ensure the bridge could stay open
while a longer-term option has
been explored jointly by Selwyn
and Waimakariri District Councils
who share the ownership of
the bridge.
An assessment of the bridge has
found that the main structure is
sound, but a new deck is required.
Recently short-term maintenance
has been carried out,
including repairing potholes on
the bridge deck surface, installing
metal plates where the timber
deck is wearing and tightening
the hold down bolts. These short
term repairs have ensured the
bridge has remained open to all
vehicles.
The next steps are to design
and cost the replacement deck
which should be completed in
November. The work will then go
out to tender for construction. It is
anticipated that a contractor will
be appointed in early 2024 and
the deck replacement work will be
carried out around mid-February
to April next year.

O’Connell has been showing
calves at Ellesmere since she
was a child, and since 2011 has
consistently competed in the beef
class.
Last year she took away three
first places, including the champion
in the all breeds beef class.
The cattle she will be showing
this year are prodigies of previous
winners. Each has been in a
show as a calf at their mother’s
feet.
“This year I’m bringing a twoyear-old
with her calf at foot and
two heeling heifers,” O’Connell
said.
She said the cows are not too
bad on the halter because they
have done the year prior as a
calf, and calves will follow mum
around.
In the days before the show,
O’Connell has a lot of work to
do to ensure the animals are
ready to go.
“Lots of brushing and ensuring
they are happy on the halter,” she
said.
This year’s show – the 152nd
– has the theme ‘Mooving the
Community Together – Te neke
tahi I to tatou hapori’. It recognises
the importance of community,
and the dairy industry being
a major part of the area’s overall
productive success.
Along with cattle, visitors can
expect to see everything from
chickens to alpacas, horse riding
to sheep shearing, and wearable
arts to the Smoke @ the Lake
BBQ competition.

produce, grain and seed (to)
beverage and baking classes
that focus on the initial and
secondary production of quality

award at Darfield Artweek for
his basalt sculpture, Flight.
The annual artweek opened on
Friday night, for the 42nd time.
Artweek is a community
exhibition run by the Malvern
Community Arts Council at the

Fonterra
partners
with
university
FONTERRA HAS become the
latest partner to join the South
Island Dairying Demonstration
Centre at Lincoln University.
Formed in 2001, SIDDC is a
partnership between the university,
DairyNZ, Ravensdown,
LIC, AgResearch, dairy farmers
through the South Island Dairy
Event, and now Fonterra. The
partnership aims to lead and
demonstrate the very best sustainable
dairy production systems.
SIDDC partners forum chair
and Lincoln University vice-chancellor
professor Grant Edwards
said Fonterra’s participation will
have significant and far-reaching
benefits for the partnership, and
for the wider dairy farming sector.
“The addition of Fonterra to
SIDDC will harness the global
dairy co-operative’s unique and
world-leading understanding of
current and future needs, expectations
and demands of milk and
dairy consumers.
“Fonterra’s contribution will
complement the existing partner
expertise in . . . the overall
management of high-performing
sustainable pastoral dairy farms,”
he said.
RESEARCHERS have received
EQC funding to investigate how
climate change could increase
the risk of damage triggered by
earthquakes and landslides.
Canterbury University School
of Earth and Environment
senior lecturer Dr Timothy Stahl
is leading the research.
Stahl says earthquakes and
landslides are two of New
Zealand’s deadliest and most
costly natural disasters.
“Cumulatively, landslides
have caused more deaths in
New Zealand than any other
natural hazard and lead to $300
million in insurance claims each
year. Our research programme

Landslides cause more deaths
than any other natural hazard
spans geology and disaster risk
resilience and provides a better
fundamental understanding of
these processes,” he said.
“We plan to create up-to-date
models for these hazards that
will ultimately allow us to be
more prepared and resilient.
We’ll also drive new research
into how natural disasters,
such as landslides, cliff collapse
and flooding triggered by
earthquakes, are affected by
climate change.”
A big quake on the alpine
fault is expected to trigger major
landslides and cut communities
off.
Stahl says it is a high priority
area of research because a
warming climate and more
frequent storms will continue
to increase the cost of insurance
claims and have a profound
impact on people’s lives and
property.
“It’s very important because
climate change, which is linked
to varying storm frequency,
intensity and duration, has
an impact on several other
hazards.
“If you have more saturated
ground prior to an earthquake
this increases the risk of
earthquake-induced flooding
and also means there’s a greater
risk of landslides on hillsides.
“Rising sea levels and rivers
running higher will also change
patterns of earthquake-induced
flooding.”
The research team is one
of three from the university
awarded funding from EQC
to fill knowledge gaps and
improve engineering practices.
Each programme will receive
$450,000 over three years from
2024.
Stahl said the study will
expand geological data at key
locations along active faults,
produce better models of
earthquake and landslide multihazards,
and improve guidance
for building near active faults.

Innovative research using patients’
heart cells to reduce stroke risk

into these diseases has won a
$155,000 grant.
Canterbury University school
of biological sciences associate
professor Steven Gieseg is
leading the research project ‘Is
artery inflammation driven by
plaque composition?’ which has
been awarded a Heart Research
Foundation grant.
Gieseg is
the principal
investigator of
a team that has
developed an
innovative new
tissue culture
system allowing

laboratory
human artery samples
from stroke patients. The
team includes Christchurch
Hospital’s professor Justin
Roake and University of Otago
Christchurch’s Dr Barry Hock.
“The body is normally
very good at regulating the
inflammatory process that
causes strokes and heart attacks,”

researching heart disease and
heart health since 1990.
“Within the arteries though,
the control systems appear to
become ineffective, allowing
cholesterol filled pus to build up
inside the artery wall, forming
artery plaques.
“It is the rupture of these white
blood cell-filled artery plaques
that causes blood clots to form
and stops the flow of blood to the
brain or heart.”
About 1700 New Zealanders
die from out-of-hospital cardiac
arrest each year.
Better understanding of the
inflammation activity in heart
cells could lead to a reduction in
heart attacks and strokes, while
an innovative new approach
developed over the last six
years could lead to research
breakthroughs.
Said Gieseg: “We have
developed a unique system
where we can take artery plaques
removed from stroke patients by
our surgical collaborators and
keep it alive in the laboratory
for up to a week. This allows us
to examine the inflammation
process in actual human artery
plaque instead of relying on
mouse models.”
Researchers can then break
the tissue down and count the
individual cell types generating
and causing the inflammation.
For the first time researchers will
be directly measuring cause and
effect.
“By piecing together what
is actually happening with
the inflammatory cells
within the plaque we can take
cardiovascular disease detection
and treatment beyond just
measuring cholesterol and look
at the full inflammatory process
within a patient.
“Blood cholesterol and blood
pressure are part of the disease
process but the fire that creates
the artery growth is white blood
cell inflammation.
“We want to work out
what exactly is driving the
inflammation in the artery that
creates heart disease. If we know
what the drivers are we could
help develop new drugs to block
the disease without shutting
down the normal immune
systems.”

Faitaua was also elected President of London’s

Watson sets sights on 2024 Paralympics

GENEVIEVE WATSON has
made history as New Zealand’s
first female representative
with autism to swim in the II3
(autism) category at the Virtus
Global Games.
Now the 21-year-old from
Lincoln has her sights set on the
Paralympics in Paris in August
2024.
But to get there, she needs to
qualify at two separate global
games, held in Australia and
Taiwan next year.
“I would love the opportunity
to swim again,” said Watson.
But the flights to the
competitions alone will cost
more than $6000 – and the Ara
Te Pukenga student needs help
to reach her goal.
“Due to there being no
funding allocated to competitors
living with autism, my trips
to the global games are all
completely self-funded,” she said.
“I am planning to fundraise
throughout the year with sausage
sizzles, a Givealittle page, and
hopefully, although difficult to
muster, sponsorship.”
The Virtus Global Games
is the world’s largest elite
sports event for athletes with
an intellectual impairment.

“I was the first woman from
New Zealand to compete at
the games internationally
in swimming as the autism
category had just been created,”
said Watson.
She placed in the top eight
of all nine of her swims at the
games. Of the New Zealand
competitors, Watson came
closest to getting a medal with
a 4th place in the II3 final of the
100m breaststroke.
“It was such a close race – I
only just missed out on placing a
medal,” she said.
Watson was a part of a team
of 12 from New Zealand that
achieved several ‘firsts’, including
first swim in the II3 (autism)
and II2 (significant intellectual
impairment) categories.
Swimmers also made the finals
in those categories, plus the
II1 (intellectual impairment)
category.
“France was life-changing
– the food, the culture, all of
life is different from here,” said
Watson.
“The opportunity to go was
amazing, and qualifying for the
games was even more so.”
She qualified for the games
at the 2022 Special Olympics in
Hamilton, after winning two
gold and two bronze medals.
After being diagnosed with
autism in the same year, Watson
said swimming is “an important
part of her life”.
“I have a long health history;
I have dyspraxia and was
diagnosed with epilepsy at the
age of seven. I also have other
complex health needs,” she said.
“I am proud of my
achievements – all of the hard
work put in was well worth the
effort. I have been swimming
since I was six months old and
competing since I was 12.”

Be a voice for Malvern
Want to make a difference in your community? The opportunity is open for people
in Malvern to make a difference by joining the Malvern Community Board.
Nominations are open until 12 noon on Thursday 19 October, for anyone wanting
to stand for election for either the Hawkins or Tawera Subdivisions.
Former Board chair John Morten says being on the community board is a chance
to make a difference for your area.
“The Community Board is a place where you can speak up for your townships, to
raise their issues and to bring positive changes, from grants and funding, helping
young talent or community groups to thrive, to hearing and helping to sort the
real day to day issues in our communities in Malvern.”
Anyone aged 18 or older can stand for election if they are a New Zealand citizen
and on the electoral roll. Nomination forms must be signed by two people who
are enrolled as electors in the ward or subdivision that the person is nominated for.
Nomination forms, and a downloadable copy of the candidate handbook, are
available on the Selwyn District Council website at selwyn.govt.nz/elections or
from Council offices and service centres.
New District Plan takes next steps
The district’s new rulebook is a step closer to being fully in place.
The period for submitters to appeal decisions on the Council’s Proposed District Plan
closed on Friday (6 October). Appeals were made to the Environment Court and at
time of the writing the Council was aware of 24 appeals that had been made to
the court.
Any parts of the plan that were not appealed now come into effect.
The decisions were notified on Saturday 19 August and covered changes to reflect
new legislation, national policy direction, and issues raised through submissions.
It creates new urban zones, strengthens protection of highly productive land,
protection of properties from natural hazards, protection of historic and culture
heritage and important landscapes, as well as updating rules for what activities
can occur where.
Information on any appeals will be included on the appeals page on the Council
website at selwyn.govt.nz/districtplanreview, as the Council is officially notified
of them.
The Council is updating the Decisions Version of the Partially Operative Selwyn
District Plan to identify the provisions that are subject to an appeal and which
rules are now in effect. This version will be called the Partially Operative Selwyn
District Plan (Appeals Version) and it will be released as soon as it is available.
People who made a submission to a matter under appeal, or who have an interest
greater than the general public, can apply to the Environment Court to join an
appeal (known as a ‘Section 274 Party’).
Applications to become a S274 party or open until 5pm, 30 October and can be
made via environmentcourt.govt.nz.
Major upgrade confirmed for
Waimakariri Gorge Bridge
A new surface will be installed on the Waimakariri Gorge Bridge as a
long-term upgrade to the bridge.
Over recent months temporary repairs have been continuing on the
Waimakariri Gorge Bridge, to ensure the bridge could stay open while
a longer-term option has been explored by Selwyn and Waimakariri
District Councils, which jointly own the bridge.
Selwyn District Council is responsible for the day-to-day inspections and
maintenance of the bridge. Waka Kotahi also contributes funding to
maintain and repair the bridge.
Recently we’ve carried out some short-term maintenance including repairing
potholes on the bridge deck surface, installing metal plates where the timber
deck is wearing and tightening the hold down bolts. These were short term
repairs to make sure we kept the bridge open to all vehicles.
We have also been undertaking an assessment of the bridge to understand
what longer-term work was required. This showed a new replacement deck is
needed and the work to do this is expected to happen around mid-February to
April next year.
The volume of traffic and the
number of heavy vehicles that use
the bridge has increased over the
years and this makes maintaining
and repair options challenging.
We will share the programme
for the work and details around
traffic management with the public
before work begins.
In the interim, we will keep the additional signs, road markings and speed
humps in place to help reduce speeds over the bridge. We will
also continue to complete temporary repairs as and when required.
Both Councils are aware of the frustrations the issues with the bridge
have caused for the wider community and that the current condition of
the bridge isn’t up to standard. We appreciate your patience, and we are
committed to progressing the replacement of the bridge deck quickly.

Make a splash on the new hydro slide at
Darfield Pool this summer
Be ready to make a splash at the newly redeveloped Darfield Pool next month.
Come summer, Darfield Pool will be the first swimming pool in Selwyn to
be fitted with a three-metre hydro slide. Other additions to keep kids of all
ages entertained include a water play area, water bomb platform and toddler
splash pool.
After receiving feedback from pool visitors and Darfield school, the Council
began carrying out upgrades to the pool in two stages.
The first stage of the $2.4 million redevelopment has now been completed.
To give the pool a new, attractive look and feel, upgrades included repainting,
new changing rooms, fresh signage, replacement of the fence on Greendale
Road and vibrant artwork and landscaping, Council Head of Sport and
Recreation, James Richmond says.
“We really want to make the most of the pool and make sure people have a
great experience there. It’s going to be a fun, vibrant space.”
The hydro slide, play area and splash pool are expected to be installed in time
for a reopening to the public on Saturday 18 November.
Council Aquatics Operations Manager Nick McConaghty says one of the key
drivers for redeveloping the pool was providing consistent heating for those
colder days in summer.
This final upgrade also includes
new filtration and bleacher seating
with improved shade, providing
a fantastic visitor experience for
years to come.
Nick says this was a great
opportunity for Darfield to make
sure the pool continues to be a
place the community is proud of.
“We are looking forward to the
open day and seeing how much our community enjoys the new upgrades
during the warmer months.”

Double triumph at Methven for O’Reilly

SARAH O’REILLY enjoyed one
of her biggest days in harness
racing when she won her fourth
New Zealand junior drivers’
championship and bagged a
Group 3 Methven Cup victory
with American Me.
As a two-time national junior
drivers premiership winner
with feature wins to her name,
O’Reilly had already had more
than her share of highlights in
the sport.
But winning a Methven Cup
ramped up an already incredible
day.
The junior driver has dreamed
of winning Methven’s biggest
race and on Sunday it came true.
“I have always wanted to win
the Methven Cup since I was a
little kid, just because my family
has done well in it before and I
love the Methven track,” O’Reilly
said.
“I have grown up there and I
basically learned to drive on the
track.”
O’Reilly had a plan to find a
run on the pegs for American
Me and she pulled that plan off
to perfection before angling her
charge off the inner at the 800m
and then letting him down for
his winning run.
“He has probably just been a
bit unlucky at Addington lately,

but today he was off the front
row and he took advantage of
that.
“I thought getting down to
the markers and getting a nice
run was going to be the key to
the race and it worked out really
well.”
O’Reilly’s Methven Cup win
came after she had already
sealed her fourth win in the New
Zealand junior drivers’ championship
when Kennedy finished
fourth in the sixth and final
heat. That gave her 69 points,
five ahead of nearest rival Zev
Meredith.
The championships started at
Addington on Thursday night,
before heading to Invercargill
and then finishing at Methven.
The reinswoman said she was
lost for words when describing
her incredible day at Methven.
“I don’t know what to say really,
it is quite amazing.”
O’Reilly also said she wasn’t
totally sure why she has been so
successful in the junior drivers’
championship, but it is clear the
success is no fluke.
The extensive travel she has
done in recent seasons, jumping
behind unfamiliar horses in the
process, has to be an asset.
“With all the travelling I have
done, it is definitely a help.
“You don’t get nervous, you
just do what you have got to do
and you don’t get worried about
driving horses for the first time.”
O’Reilly’s big day at Methven
comes less than three months
before the end of her outstanding
tenure as a junior driver.
She’s on track to win a third
national junior drivers’ premiership
at the end of December.
“I couldn’t be going any better
really, so hopefully I can keep it
going until the end of the year.”
O’Reilly could live another
dream before she loses her junior
tag.
How far American Me moves
up the rankings for the New
Zealand Cup following his
Methven Cup win, and in his
subsequent starts, will determine
whether the Brent and Tim
White trained pacer makes the
cup field.
Said O’Reilly: “We might be a
bit far down the list, but it would
be amazing if he was able to
make it into the cup.
“Brent and Tim have done a
super job with him, they have
him looking great and feeling
great and he is just a really happy
horse.”

Millwood Nike goes 15 from 15

WHERE THERE could have
been nerves for young driver
Olivia Thornley last week there
was only belief.
And Millwood Nike didn’t let
her or the punters down, with a
winning resumption at Addington
on Thursday night, where
the only harness star to shine
brighter was Thornley herself.
The 23-year-old reinswoman
was handed the hottest sulky seat
in harness racing when she was
asked to drive Millwood Nike in
her Nevele R 50 Years of Success
heat as co-trainer Mark Purdon
and logical back-up Blair Orange
were suspended.
Thornley is no stranger to
Millwood Nike, having driven
her to win her first two races, but
the expectation on the superstar
filly is so much greater now, going
into her comeback race on
14-straight wins.
“I know there was some pressure
there because you don’t
want to be the first driver to get
her beaten,” said Thornley.
“I suppose I could have been
nervous but I knew what I had in
front of me.”
Punters wouldn’t have been so
calm as rival driver Carter Dalgety
did every thing he could to
beat the $1.10 favourite as Sweet
Coco led and latched on, seemingly
having Millwood Nike off
the bit at the 350m. We should
have known better.
Once the field straightened
and Millwood Nike got balanced,
Thornley asked her for
her best and she changed gears
and gathered in the leader easily,
going away at the line.
“I can see how she might have
looked in trouble but she gave
me a great drive, she just relaxed
outside Carter’s horse.
“When I asked, she knew what
to do.”
So Millwood Nike is 15 from
15 and will head to another
Nevele R heat at Ashburton
before the final on Cup Day and
then maybe two races ending her
season in the NZ Oaks.
Thornley won that race last
season on No Matter Wat, who
has just been retired.
“To get another drive on this
girl so close to No Matter Wat
being retired was very special.”
The whole night was special for
Thornley as she also drove Chase
A Dream to win his Woodlands
Sires’ Stakes heat and Waterford
to win the Dunstan Horsefeeds
Fillies Juvenile heat to give her
a clean sweep of the features
on the first night of the New
Zealand junior drivers’ championship,
for which she ironically
didn’t qualify.
“I’ve actually never qualified
for it but this makes up for that.
I am lucky to drive some pretty
amazing horses,” she said.
Chase A Dream swooped late
to win his heat over Hadron
Collider and Miki’s Courage in
a race that saw the first defeat of
Vessem, who worked hard early

but still finished only fifth while
the other early burner Miki’s
Courage finished in front of him.
“He (Chase A Dream) has really
improved and keeps getting
better so I think he is in for a
good campaign,” said Thornley.
Waterford is also improving at
the right time as she led home an
All Stars trifecta in the juvenile
girls heat.
She showed good gate speed to
lead then trail Madrid and catch
her late suggesting there is not
much between several in this
crop as the major juvenile races
approach.

MARK PURDON is well placed
to win a fourth Victoria Derby
final after The Real Sherlock’s
upset victory in a heat of the
series at Melton on Saturday
night.
In the biggest shock of the
night, Australia’s top-rated threeyear-old
The Lost Storm led and
was easily rundown as a $1.12
favourite in the second Derby
heat.
It was The Real Sherlock, who
did plenty early from a wide
draw to get back and then took
the one-one trail, who finished
best to beat Perfect Class in the
stronger of the two derby heats.
“I know how fast he is and he
was travelling well coming to the
last bend. He finished it off really
well,” driver Greg Sugars said.
“He’s certainly up to the task of
winning the final, but the barrier
draw and luck in running will be
very important.”
Purdon, now in partnership
with son Nathan at their Rolleston
barn, last won the Victoria
Derby with the great Lazarus in
2016. Before that he won with
Rare Gem in 2001 and Sharp
And Telford in 1996.
The Lost Storm’s driver Mark
Pitt said the star youngster
wasn’t quite right.
“He didn’t pull-up 100 per
cent, but they’ve got a week to get
him back on top of his game for
the final,” he said.
Earlier, Pitt teamed with The
Lost Storm’s brilliant stablemate,
Petracca, for an easy win in the
first Derby heat where it was a
Stewart-trained quinella with the
emerging Celebrity Royal running
a slashing second.
Meanwhile, what an inspired
trip to Australia this has been for
young Kiwi trotting filly High
Step.
Purdon Racing’s youngster
made it three wins from as many
Victorian runs and did so in by
far her most stunning style yet at
Melton.
High Step worked across to
lead from gate six, always looked
in control and zoomed away
to win as she liked by 15.5m.
Her closing splits were 57.9 and
28.5sec.
Unlike stablemates High
Energy and The Real Sherlock,
High Step is staying in Victoria
until the end of the month.
Her biggest target of the trip
is the time-honoured $50,000
Group 1 Redwood Classic at
Maryborough on October 29.
High Step’s older sister, High
Energy, clearly wasn’t herself
when unplaced for the first time
in her 11-start career at Melton
last Friday.
High Energy sat midfield in
the running line, but was struggling
before the home turn and
weakened to finish 16.1m away
in eight spots behind Shes Ruby
Roo in the $50,000 Need For
Speed Princess final.
On the same card, Australia’s
top three-year-old trotter The
Locomotive smashed through
the $300,000 prize money barrier
with an easy win in the $50,000
Need For Speed Prince final.

SELWYN PARENTING WEEK: EMPOWERING PARENTS AND FAMILIES
A Week of Learning, Connection and Opportunity for Parents and Caregivers • 16 th -22 nd October 2023
Parenthood is a rewarding yet challenging journey,
and finding support along the way can make all the
difference. Some of you may already know of our
registered charitable work across Selwyn: strengthening
and empowering parents, caregivers and families is what
Selwyn Parenting Network exists for and advancing our
charitable purpose in partnership with our community is
critical.
As our region has grown and evolved, we have remained
consistently attentive; identifying many service gaps for
parents and families and creatively developing strategies
and new projects to assist.
Last year we piloted our very first dedicated ‘Selwyn
Parenting Week’ to outstanding success, and so we are
delighted to confirm that Selwyn Parenting Week will
now become an annual flagship event to add to our
calendars! It’s a week totally dedicated to empowering
parents / caregivers and families through initiatives which
provide opportunities to learn, connect and thrive... and
it’s all happening this month from 16th - 22nd October!
Empowering Workshops and Seminars:
Knowledge can equal power when it comes to
parenting; Selwyn Parenting Week will feature a variety
of empowering workshops and seminars that address
essential topics for parents and caregivers. Led by experts
in the field, these interactive sessions will provide practical
insights, effective strategies, and valuable knowledge
that can be applied to everyday parenting challenges.
From understanding early childhood development to
building positive parent-child relationships, from babies,
through to teens, our events and resources aim to equip
participants with the tools they need to navigate the
many intricacies of parenting.
Connection and Support:
Parenting can sometimes feel like a solitary journey.
Selwyn Parenting Network tirelessly strives to reduce
barriers for parents and caregivers; championing the need
for everyone to be able to access necessary supports and
resources with equity, accessibility and inclusivity.
Our weeklong event will provide various platforms
for parents and caregivers to connect with others
who share similar experiences. Whether it’s through
informal networking or organised group activities,
Selwyn Parenting Week fosters a sense of community
and support. It’s a chance to meet fellow parents, share
stories, exchange advice, and build lasting connections
within a warm and inclusive environment. The power of a
supportive community cannot be underestimated when
it comes to navigating the ups and downs of parenting!
Learning Resources:
Access to valuable learning resources is crucial for parents
and caregivers, and we recognise this. Our variety of
events will offer a wealth of different resources, including
educational materials, expert advice, informative sessions
and more. These resources will cover a wide range of
topics and by tapping into these it is our aim that parents
and caregivers will gain valuable knowledge and insights
that can enhance their parenting skills and confidence.

in as much as you wish through the week-long event
of events! As parents and caregivers you gain access

The role of cow, goat or sheep milk in
the nutrition and health of older women.
Milk provides important nutrients that help older people to maintain
muscle and bone health, and low milk intake is often associated with
poor nutrition in older adults.
We are looking for female volunteers aged 60 to 80 years to participate
in the YUMMI study, a 12-week research study investigating the health
effects of consuming different types milk – cow, goat, or sheep.
We will provide you with cow, goat or sheep milk powder to drink
twice a day for 12-weeks, or you will be asked to eat your normal diet
(control group). The time commitment for the study will be about 11
hours and you will attend five clinic visits. You will receive up to $220 in
supermarket vouchers in recognition of the actual or reasonable costs
involved with participating in this study (e.g. parking and/or travel costs).
If you are a woman aged 60 to 80 years and can drink milk, we would
love to hear from you.

A rocket-paced grower
NOTHING QUITE matches the
speed and ease of salad rocket.
In fact, once you have it in
the garden you often don’t need
to re-plant as it readily seeds –
almost everywhere.
Rocket is a wonderful salad
green.
The deliciously mustard/peppery
taste adds flavour and depth
to salad dishes, sandwiches or
even as a pizza topping to give
an interesting combination of
flavour.
Used either on its own or drizzled
with balsamic and parmesan
or blended with other leafy
greens, it’s a must for any vege
garden.
The most common variety is
common rocket – Eruca sativa.
A similar tasting and looking
rocket or arugula is Diplotaxis
tenuifolia.
This spicy salad green, great
for cut and come again leaf
harvesting. Similar in taste to
the cultivated rocket, it is much
slower to bolt and has deep lobed
or indented dark green leaves.
Rocket will happily grow all
year round in a sunny spot.
Constant moisture and fertile soil
with a good mix of drainage is
essential.
If you let your rocket dry out it
will quickly go to seed.
• Prepare the soil well by adding
lots of well rotted manure or
compost
It’s hard to go wrong planting in pots
• Soil should be well drained
• Sow seeds direct and shallowly
into the garden or pots.
They are quick to germinate and
establish.
• Plant seedlings out 30cm
apart all year round
• Spring, summer and autumn
sowings will ensure a constant
supply of rocket for the table
• Rocket takes approx four
weeks to grow
• Gently pick leaves of the plant
constantly
• Trim back stems hard to
encourage a fresh new crop
• If the plants go to seed,
don’t worry. Just leave them and
in a few weeks you will have new
plants popping up everywhere.

GARDENING IN pots is a
spectacularly rewarding and low
labour hobby.
Instead of battling the elements,
treating tired old soil, weeding
and digging frantically, you
simply tip the prepared perfect
potting mix into the container,
follow it up with the plants,
water and wait. It’s hard to go
wrong.
You just move the pot around
until you’ve found the perfect
sunny or shady spot, without
disturbing the root system,
because a container garden is
portable.
You can move it about your
home, patio or garden to fill bare
spots at any time of year. And best
of all, when you move house, you
don’t have to leave your cherished
garden behind – they all shift
with the furniture.
Growing in pots is also a great
way to get children involved with
planting. You can also get creative
and decorate pots for extra fun.
Furthermore, container gardens
look great anywhere – as hanging
baskets on terraces and pergolas,
half round containers spilling
colour down a wall or fence, or
simply sitting on paved areas,
decks and steps. For best effect,
plan your planter by height as
well as colour.
You can mix annuals with a
central perennial until the perennial
gets well established, and in
the meantime, enjoy a miniature
garden rather than a miniature
plant surrounded by bare earth.
You can dispense with the annuals
when the perennial takes
over.
Container gardeners can
pretty much give up weeding
altogether. But you don’t need
to do a bit of soil maintenance
from time to time, because the
plants aren’t in a self renewing
environment – they’re relying on
you to give them nutrition and
moisture.
Potted plants can dry out fast.
Some will need watering up to
twice a day in the hotter months,
particularly those in terracotta
and other porous pots.

Fill your garden with delicious treats

OCTOBER IS probably one of
the busiest months in the garden
– the jobs are endless but it’s also
a fun time to fill up your garden
with delicious treats such as
cucumbers, basil, tomatoes and
pops of colour.
General tidy up:
• Mulch your gardens to retain
moisture and suppress weed
growth
• Deadhead flowers to
encourage more growth
• Clean up dead leaves and
twigs as they may be harbouring
disease
• Remove moss from paths and
driveways
• Keep on top of your weeds
• Clean your tools – your
garden tools will be getting a
workout this season. Give them a
good clean and apply some olive
oil to prevent rust.
• Feed strawberries and
passionfruit
Cucumbers, capsicums, chillies,
pumpkins, tomatoes and zucchini
– it’s their time to shine. If you’re
new to gardening or thinking of
giving it a go – now is the perfect
time to dig in and get started.
If you’re still experiencing cold
snaps and frost in your area, we
recommend holding off planting
your tomatoes until the weather
warms up.

a must-have in any herb garden.
Basil works well planted amongst
your tomatoes to deter any bugs,

Russian tarragon which is
actually part of the lettuce family
has quite a strong anise flavour,
it works well with roasts and as a
garnish.
Salad planting, keep planting
your lettuce, spring onions so that
you have plenty in the warmer
months.
If you’re after a berry-filled
summer, start planting your
raspberry, blueberry and
blackberry bushes now.
Just remember that slugs are
still about, try using a bait to
prevent these little guys from
eating all your hard work.
Add some colour to your
garden. Cosmos, dahlias,
gazanias, livingstone daisies and
petunias are popular this time
of year – these varieties are great
for border, bedding and hanging
baskets which is great for those

Biggest BMW yet built for distance
Motoring with Bob Nettleton
THOSE WHO love large super
‘size-me’ luxury European SUVs
will have their appetites satisfied
with the updated X7, the biggest
BMW on the planet, with an
equally stupendous price.
This time around if offers an
expanded range of standard
equipment and driver assistance
features, plus some subtle styling
changes, to help distract from
the fact that this model has been
around since 2019.
For our market two models
are available starting with the
$177,990 xDrive40d twin turbo
diesel provided for this road test.
Ownership is well north of that
figure for the high performance
flagship X7 M60i xDrive. Fitted
with a barn storming ‘big beastie’
4.4-litre twin turbo V8, it sports
an equally beefy $224,900 asking
price. Both models attract the
highest government clean car
fee of $6900, adding to the
purchasing pain of would-be
owners.
Styling changes are low-key
and unlikely to be recognised
by all except the most devout
X7 aficionados. The chrome bar
connecting the rear light units
is enclosed within a streamlined
glass cover. Optional 23-inch
light-alloy wheels are first for
a BMW model and perfect
for filling the vehicle’s gaping
wheel arches, when it’s shod
with smaller wheels. Styling
is unashamedly traditional
BMW. The front-end features
a modest revamp of the twin
circular headlights separated by
the company’s signature kidney
style grille. New matrix LED
headlights offer non-dazzling
high beam and adaptive light
distribution, while the front fog
lights are automatically activated
in bad weather and poor light.
The test vehicle’s 3.0 litre
in-line twin turbo diesel V6 is
the first BMW sold here with
48-volt mild hybrid technology
for improved fuel economy and
lower emissions. The maximum
output of the overall drive
system is 259kW, and a healthy
700Nm of torque that increases
to 720Nm when the mild hybrid
system chips in. This latest
modest form of electrification
comprises a crankshaft-mounted
starter generator integrated into
the transmission and contributes
an additional 9kW of power.
The power train is supremely
smooth with negligible road or
engine noise in both town and
open road driving. For its size
and bulk it can shift itself in a
hurry with a claimed 0-100 km/h
sprint time of 5.6 seconds. Where
it really excels is effortlessly
scything through long distances
like few other vehicles I have road
tested. If high mileage point-to
point motoring makes up a
sizeable chunk of your driving,
and you want to do it in a vehicle
that’s imposing, powerful,
superbly appointed and exudes
quality, the X7 delivers.
An eight-speed transmission
with steering wheel-mounted
gearshift panels does a masterful
job of channelling the motor’s
considerable power and torque
on to the road, via BMW’s proven
xDrive all-wheel drive system.
I never felt the need to dabble
with the paddle shifter. On this
vehicle, this is largely rendered
obsolete by the X7’s excellent
automatic that offers the driver
no compelling reason to paddle
through the gears in search of a
more exhilarating drive.
The huge and lavishly
appointed cabin can be enjoyed
across three rows of seats.
BMW’s Live Cockpit Plus in
the new X7 is based on the
company’s Operating System
8 and integrates nearly into a
curved display, formed by a large
information and control displays.
These days iDrive is geared
towards touch operation and
gesture control as well as voice
activation. At times it seems
overly complicated – technology
for technology’s sake.
There’s more on-board comfort
and luxury in this updated model
with four-zone automatic climate
control, panoramic glass sunroof,
and comfort seats reserved
for the driver and front seat
passenger.
BMW’s Connected Drive
assistance system offers a
Driving Assistant safety package
comprising Lane Departure and
Collision Warning Systems. New
features include the extended
range of functions offered by
the front-collision warning
system, which now also reduces
the danger of a collision with
cyclists, pedestrians or oncoming
vehicles. An exit warning
function alerts occupants to
the risk of a collision when
opening the door. Parking
Assistant Professional includes
an advanced Reversing Assistant
that can now steer the vehicle
for up to 200 metres. It removes
the stress of backing out of long
driveways you wished you had
never ventured down in a vehicle
of this size. It’s great watching
the expressions of onlookers
anticipating a backing disaster,
when you make the job look so
easy, and they’re unaware it was
all technological slight of hand,
not your sublime reversing skills.
The adaptive two-axle air
suspension is standard with
electronically controlled dampers
to deliver superior comfort on
long journeys. All chassis systems
have been retuned for this take
on the X7, raising the already
lofty bar the previous model
set for handling and driving
comfort. It’s supported on this
front by an expanded selection of
automated driving systems.

The test vehicle even with its
additional height and weight is
remarkably nimble and pleasant
but not unexpected, after all it’s
a BMW.
Slick and intelligently managed
ride and handling can be
explored and enjoyed by direct
and communicative steering,
although a bit on the light side
for my tastes. Limited ground
clearance rules out tackling
genuinely demanding crosscountry
terrain. A low-slung
front end is a likely target for
protrusions such as rocks and
tree stumps. However, this isn’t
the sort of place an X7 owner
is ever going to nose their king
SUV pride and joy into.

Terms of the Lease:
1. Any reference to Selwyn District Council in this Lease includes its employees, engineers,
assistants, consultants, contractors and authorised invitees.
2. The Lease shall commence on the 14th day after publication of a proclamation taking the
Land and the Lease in the New Zealand Gazette, and terminate on that date two years
thereafter (Term).
3. The registered owner shall be entitled to receive a current market rent for the Term, such
rate to be determined by a registered valuer and agreed between the parties or otherwise in
accordance with the Public Works Act 1981 at the commencement of the Lease.
4. Selwyn District Council may, on the giving of written notice to the registered owner, extend
the Term for one further period of one year should the Project not be completed by the expiry
of the original Term. The current market rent shall be reviewed at the time the registered
owner is given notice of any such extension.
5. Notwithstanding the Term created, Selwyn District Council may terminate the Lease at any
time by giving the registered owner one month’s notice in writing.
6. Selwyn District Council shall have the right to occupy the Lease Land for the purpose stated
above for the Term and for the avoidance of doubt such right shall include the right to
enter and re-enter the Lease Land at all times, with or without such vehicles, machinery or
materials for the purpose set out in the notice.
7. Selwyn District Council may erect and maintain temporary fencing for the period of
construction of the Project to provide adequate security to the balance of the property.
8. Selwyn District Council shall at the expiration of the Term, or any extended period taken
in accordance with the Lease, remove all debris arising from Selwyn District Council’s
occupation under the Lease together with any temporary fences, construction machinery,
hardstands, and other improvements required to be erected by Selwyn District Council during
the Lease. Selwyn District Council shall otherwise restore the Lease Land to a condition
generally in keeping with the character of the Lease Land prior to entry taking into account
works Selwyn District Council was authorised to undertake under the Lease. Selwyn District
Council shall complete such work in a good and workmanlike manner.
9. Clauses 4, 5, 6, 10, 11 and 12 of Part 2 and clause 13 of Part 3 of Schedule 3 of the Property
Law Act 2007 are excluded from the Lease.

Buying off the
plan – what you
need to know
Buying off plan requires all the same due diligence
and care as buying an existing property.
Buying a brand new home off the plans
can seem extremely attractive, especially
if you’re struggling to find a property that
meets all your needs. If you decide to go
down this route it is absolutely crucial
to enter the process with your eyes wide
open. Reading the fine print – starting
with the photo caption advising you that
‘some images are an artist’s impression’ –
is just the beginning.
There are many benefits to buying off
a plan. Not only are you signing up for
a new home that should meet all the
latest building specifications, but you are
buying something at a set price with an
initially low outlay. A long settlement
period (while the development is
completed) gives you time to get your
finances in order. In theory, if the market
remains buoyant then the property will
increase in value over this period so you
will be getting more than what you paid
for at the outset.
However, the process is not without
risks, says chief executive of the Real
Estate Agents Authority (REAA).
“If the market falls, then you may
encounter problems if you try to sell.
Also, the property may not meet your
expectations and the build may take
longer than expected. You are entirely
reliant on the developer, so you are at
risk if their business fails and/or the
development is on-sold to another
company.”
Buying off plan requires all the same
due diligence and care as buying an
existing property.
“Start by putting in some solid
research”.
“Don’t be swayed by pre-sale sweeteners
and flash show homes that may bear
little resemblance to the actual finished
product. Do your homework about the
developer and the construction firm –
find out what their track records are,
examine their credentials and look at
any previous developments they have
been involved in. Remember that you
are giving these people your hard-earned
money and you need to be confident that
they will deliver the goods.”
Generally, buying off a plan means
providing a deposit upfront to secure the
property. The remainder of the money
is due on completion, but you will have
to prove that you have the finance from
the outset. While the long lead-in period
provides time to save money, there is
also a risk that interest rates may go up
or lending criteria may change. Discuss
these issues with your bank or financial
advisor to make sure you are prepared if
the situation changes.
“If a real estate agent is involved
in selling properties in a proposed
development, they can help you navigate
the process”.
It’s also important to engage a lawyer
to help you understand all the details of
the sale and purchase agreement and any
covenants on the title. These may extend
to the ‘look and feel’ of a development or
new subdivision, and include restrictions
regarding fences, landscaping, exterior
colour and cladding choices and may
even include car parking rules for you or
your visitors.
Developers will approach selling off
plans in many different ways. Some
contracts are designed to allow the buyer
to choose their own floor plan; others
may allow the developer to change the
layout without checking first. Every
detail of the property, from the expected
timeline to the finishes used, must be
spelled out in the contract.
It is vital to get legal advice before
signing anything.
“If you don’t go through these details
very carefully before you sign you may
be in for some unpleasant surprises later.
Remember to check the contract to see
if there is a ‘sunset clause’ that specifies
what will happen if the development is
not finished in time. Don’t forget to ask
what will happen if the developer goes
into liquidation and the project is sold to
another company. The last thing you want
is for your dream home, not to mention
your deposit, to vanish into thin air.”

Making the most of
show home viewing

Looking through show homes is a great way to get ideas for
features and fittings to put into a new home. It can also be helpful
for getting a spatial feel for other aspects of a house design.
Before heading out for a day’s
viewing, conduct an internet search.
identify the locations of show home
villages and the types and sizes of the
various building company’s homes on
display, noting down the square metre
size of each home.
if wanting a high end, architectural
design, focus on the larger homes that
have desirable design features. if at the
entry or middle level of the market,
earmark homes that fit this taking in
other show homes for extra ideas.
allow sufficient time when visiting each
show home, asking for a floor plan that
has room sizes before walking through.
Check also the floor to ceiling height
of the rooms and consider how this feels
and whether you prefer a cosier feel with
the standard ceiling eight of 2.4 metres or
more spaciousness created with a higher
stud or exposed ceiling beams.
if doors and windows are taller than
normal, weigh their effect in creating
a more luxurious and spacious feel,
against potential inconvenience for small
children, cleaning and maintenance.
on entering each room, take account of
how much furniture is in each room and
whether there is sufficient space for the
furniture you will have in the room and
the size needed in a walk-in robe. Look
too, at storage capacity throughout the
home and whether this is adequate.
in the living areas, consider whether a
lounge separated from the family living
room or a true open plan kitchen, dining,
living/lounge area is preferable, and
compare internal kitchens with those that
have natural light.
Look too at the layout of
the kitchen: whether to have
an island sink or breakfast
bar where a newspaper can
be read, and children can
sit and draw or complete
homework; the positioning
of appliances; and how
important having a pantry is.
for the little rooms, equate
space and features desired
with that needed, especially
if the budget needs to be
sharp. it might be nice to
have a large walk-in shower
with double shower heads
but is this just fanciful and
will the extra cleaning annoy you long
term. a laundry in the garage is also more
economical though a separate laundry
may be handier.
Bring the garage size into the equation
also. as these vary considerably, assess
the actual measurements of each garage
viewed comparing this with the space
needed for your motor vehicles and other
items to be stored there. if a good number
of toys will be housed there, it may be
sensible to increase the size of this area of
the home.
By imagining what you need, want and
will have in your new home, you will be in
a better position to confidently choose a
design that works for you.
