Fire seeks 

new levy

The Tri-County Joint Fire District has 

placed an additional 1.5-mill property tax 

levy for five years for current expenses on 

the Nov. 7 general election ballot. 

If passed, the levy would generate an additional 

$316,000 per year. The cost to the 

taxpayer would be $53 per year per

approved them on Oct. 9. They are as follows: 

• Installation of stop signs at Jefferson 

and Madison streets to create a four-way 

stop. Currently, this intersection is a twoway 

stop. 

• Removal of a stop sign at the intersec- 

tion and U.S. post office. The equivalent of one-and-a-half parking 

spaces will be marked off as no parking and the curb will be painted 

to indicate no parking. Currently, that spot is a blind curve when 

cars are parked there. 

• Implementing a 15-minute parking restriction at the loading 

zone on West Columbus Street in front of Two Hands Coffee and 

Creative Studio. Motorists are parking in the loading zone even 

though the area has no curb, has no designated parking spots, and 

is not on private property. By limiting parking there to 15 minutes, 

the village hopes to decrease the overall amount of time vehicles 

are parked in the area, thereby increasing visibility. 

Bulk Water 

At the Oct. 9 council meeting, Shawn Smith, owner of Water Boy 

Water Hauling out of Washington Court House, addressed council 

about bulk water services. He buys bulk water from Mount Sterling 

and other municipalities to conduct his business. 

Smith said he heard that Mount Sterling might stop offering 

bulk water and wanted to know if that was the case as it would 

change how he does business. 

Joyce Phillips, chair of council’s water committee, said a decision 

on continuation of bulk water service has been tabled until next 

year due to budget concerns. The village is considering changing its 

setup to increase hours for the service while reducing the manpower

needed to monitor the service. This could include 

a credit card and/or key system for 

users. 

The last quote the village received for the 

equipment was $17,000 which did not include 

labor, Phillips said, adding that she 

wants to see hard, fast numbers on costs before 

moving forward. Those numbers include 

equipment and installation costs, as 

well as revenue and expense costs associated 

with the current set-up. She said the

Norwood Health & Harvest Fair open to public 



Norwood Elementary is once again hosting its annual Health & 

Harvest Fair, 899 Norwood Dr., West Jefferson. The event offers 

area residents a chance to learn about a wide array of resources 

available in Madison County, as well as participate in healthy 

activities. 

This year’s fair is set for 5-7 p.m. Oct. 18. All activities and information 

tables will be set up inside the school. While the event is 

geared toward children in grades pre-K-5 and their families, many 

of the participating agencies provide services for youths and adults 

of all ages. 

“The Health & Harvest Fair is family-oriented, but anyone is 

welcome to attend who could use the resources,” said Jessica 

Thompson, Norwood’s social worker. 

Among the activities offered at the health fair are yoga lessons 

and a make-and-take Calm Down Bottle station, both designed to 

provide calming strategies. Calm down bottles are water bottles 

filled with glitter, objects, and food coloring. When a child experiences 

a big emotion, they can shake the bottle then watch until 

every object falls to the bottom, giving their brain time to get out of 

fright-or-flight mode and into good decision-making mode. 

Families can make a sleep schedule at the healthy sleep routines 

station, participate in a physical education obstacle course in the 

gym, and make a family mission statement that includes goals for 

the school year. A photo booth invites families to pose for a photo 

that then will be emailed to them. Additionally, Madison County 

Public Health will offer flu shots on site; no one will be turned away 

due to inability to pay. 

The cafeteria will be the hub for information. Visitors can learn 

about services related to physical and mental health, along with activities 

for children to do outside of school, including 4-H, Girl 

Scouts, and Boy Scouts. The Norwood PTO will be on hand, as well. 

One of the organizations new to the health fair this year is Nationwide 

Children’s Center for Healthy Weight and Nutrition. Representatives 

from the center will share tips on nutrition and 

exercise routines for children and families. Also new to the lineup 

is Chrysalis Health Ohio which is expanding its behavioral health

This year, the district is on pace to log 10 percent more calls than 

last year. 

“I don’t see these numbers going down. I anticipate they will 

keep going up,” Taylor said. “We’re seeing growth in Mount Sterling 

with new housing developments.” 

In 2013, the district’s personnel costs were $18,320. By 2022, 

those costs were $157,470. Taylor estimates personnel costs for 

2023 will be $250,000. The increases are the result of higher call 

volumes and an ever-decreasing number of volunteer firefighters. 

“Due to the lack of volunteers, we’re forced to hire part-time employees,” 

Taylor said. “We’re down to four volunteers. At one time, 

years ago, we had 31 volunteers.” 

Current staffing includes four full-time employees and 19 parttime 

employees. The district typically has three employees at the 

station at a time, nearly around the clock. They call in additional 

part-time personnel as needed.

starts at 7 p.m. in council chambers at town 

programs into the Madison County area, offering mental health 

counseling without a wait list. The Collaborative Learning Center, 

new to the area, will talk about what they do and their work with 

parent advocacy in schools.

the West Jefferson Police Department, the 

Jefferson Township Fire Department, and 

the West Jefferson Youth Athletic Association 

are among the other organizations that 

are participating in the health fair. 

The Norwood Elementary Health & Harvest 

Fair got its start in 2017 and has grown 

since then. Last year, more than 600 children 

and adults attended. 

“We were really happy with how it went 

last year and the turnout, and we’re hoping 

for the same this year,” Thompson said. 

“People who attend will leave with a lot of 

good information, do fun stuff as a family, 

and go home with cool takeaways.” 

In addition to increases in personnel 

costs, the district is seeing higher costs for 

equipment, maintenance, and daily operations 

such as fuel and utilities. The additional 

levy would help the district keep up 

with these increases, Taylor said. He noted 

that the levy request is not for a new fire 

station. 

The fire district’s service area covers 119 

square miles and includes the village of 

Mount Sterling, Pleasant Township in 

Madison County, and Darby Township in 

Pickaway County. Residents in these areas 

are eligible to vote on the levy. The district 

also provides contracted fire services to 

Monroe Township in Pickaway County and 

Madison Township in Fayette County.

Plain City Fall Fest has grown into major event 



In October 2020, the village of Plain City held a costume 

contest at Pastime Park that attracted about 300 

people. In 2021, they added a bunch of activities and attractions 

and turned the event into a fall festival. In 

2022, the attendance climbed to 2,000, and organizers 

are expecting an even bigger turnout this year. 

“Seeing the event grow over the last couple of years 

has been incredible,” said Denton Kitts, Plain City 

parks and recreation assistant. “It went from being a 

costume contest to being a behemoth of an event. We’ve 

gotten really good feedback, and we’re lucky with the 

community participation and support we receive.” 

The 2023 Plain City Fall Festival is set for Oct. 21, 

4-7 p.m., at Pastime Park, 370 N. Chillicothe St. Admission 

is free. Costumes are encouraged. 

The festivities include a costume contest open to children 

in several age categories and adults. Gus “Squashcarver” 

Smithhisler returns to create another 

masterpiece by carving a giant pumpkin over the course 

of the evening. 

Local businesses and organizations will man tents 

and tables in Trick Or Treat Alley. Children are invited 

to go from booth to booth to collect candy and other 

goodies. Kitts said the village has set up a larger space 

for Trick Or Treat Alley this year, with approximately 

40 organizations participating, up from 25 last year. 

The same expansion of space and numbers is in place 

for the craft vendors.

Four bounce houses, facepainting, craft stations, and a kiddie 

train ride are planned. Anyone over 13 years old is invited to try 

axe throwing; a signed waiver is required. COSI Curbside will conduct 

live science experiments. A photo booth complete with hay 

bales and an autumn backdrop also will be available. 

Several food trucks will be on hand, including Biscuit Boss, Guelaguetza, 

Donato’s Pizza, Greek Village on the Go, Buckeye Crepes, 

Rocky Mountain Coffee Co., and Whit’s Frozen Custard. 

Parking will be available near the baseball fields and aquatic 

center at the park’s south entrance. The park’s north entrance will 

be closed. Additionally, a dedicated parking area will be available 

in an open field off of Route 42 and Chillicothe Street; enter via 

Route 42. 

The village welcomes volunteers to monitor bounce houses, get 

vendors into place, assist with the costume contest, and run other

many city council videos. While going into teaching, you 

have a pedagogy or belief of why you are doing what you 

are doing and usually it’s tough to understand. But 

mine was simple and still is: “In order to begin the ability 

to better the society around me, I must help create 

better citizens to help run it.” At this point, I have students 

that have gotten to sign my petition that I taught 

in elementary school, and I can’t think of a better way 

of continuing to help them now that they have grown to 

be full citizens of London, Ohio. 

So far, with help from people of this city and several 

of our department heads, I have been able to help get 

railroad track crossings fixed, suggested removal of ammonia 

from the new water plant in August 2021 and 

now London is nearing the completion of the ammonia 

removal systems, and currently London is waiting to 

hear from the EPA about if we have the capacity to help 

provide waste treatment services to Plain City. After 

hearing the EPA had offered this to London and never 

heard back from them, I suggested this option again 

since the other choice London was given is a waste 

treatment facility going out towards I-70 on the other 

side of town. No official position held currently since 

teaching was hard for me to leave, but plenty of changes 

made already for the people of this city and many more 

to go.

Community activities/honors: Eagle Scout, member of

to see improved is the city’s responsibility to install 

handicap accessible ramps and improve the city’s sidewalks 

for commute throughout London. Other large issues 

are working to renew the out-of-city income tax 

deduction that was removed, using the full analysis of 

our Water and Sewer Line Study that we have scheduled 

for spring of 2024 to repair our failing infrastructure, 

and begin immediate discussions with London 

City Schools about what their plans are for growth.

West Jefferson event is spooky and family-friendly 

D’ANGELO 

Edward D’Angelo Jr., 75, of London, 

Ohio, passed away on Oct. 5, 2023, in his 

residence. Born on Dec. 9, 1947, in Newark, 

New Jersey, he was a son of Edward D’Angelo 

Sr. and Antoinette (Salvatore) D’Angelo. 

Ed was a U.S. Army veteran of the Vietnam 

War. He had worked for the Ohio Department 

of Rehabilitation and Corrections 

providing counseling services for over 30 

years. He enjoyed photography and was always 

very proud of his Italian American 

heritage. He was a strong believer in Jesus. 

He leaves behind: siblings, Michael 

D’Angelo, Lucille Vanderbush, and Patricia 

obituaries 



The Sterling Joint Ambulance District is 

seeking replacement of two identical 1.5- 

mill, five-year property tax levies for current 

expenses. 

If passed, the replacements would bring 

tax collections up to date with current property 

valuations. Currently, each levy generates 

$263,000 per year and costs the 

taxpayer $23 per year per $100,000 of property 

valuation. If replaced, each levy would 

generate $447,000 per year and cost the taxpayer 

$53 per year per $100,000 of property 

valuation. 

Replacement of the two tax levies would 

allow the ambulance district to keep up 

with current expenses, as well as offer competitive 

wages to maintain quality personnel, 

said Chief Dave Taylor. 

The district’s personnel structure has 

changed over the years. At one time, the district 

operated with a combination of fulltime 

paramedics and volunteers. They then 

started adding part-timers on some days. 

They now operate with a combination of 

full-time employees, part-time employees, 

and volunteers every day. Current staffing 

stands at 12 full-time paramedics, seven 

part-time paramedics, and 12 volunteers. 

Updated levy funding also would allow 

the district to improve coverage and response 

time in the Range Township area. 

“We’re trying to expand our coverage by 

putting an ambulance at the Range Township 

fire station. Right now, we’re doing 

that Monday through Friday, 7 a.m. to 5 

p.m.,” Taylor said. “We would like to have a 

truck there 24/7, but our current operating 

budget doesn’t let us staff it 24/7.” 

This year’s call volume throughout the 

district is comparable to 2022 numbers. 

Last year, the district handled 1,450 dispatched 

calls that generated 1,720 patient
