Fire seeks<br />

new levy<br />

The Tri-County Joint Fire District has<br />

placed an additional 1.5-mill property tax<br />

levy for five years for current expenses on<br />

the Nov. 7 general election ballot.<br />

If passed, the levy would generate an additional<br />

$316,000 per year. The cost to the<br />

taxpayer would be $53 per year per<br />

Making signage changes to increase traffic safety<br />

projects to improve traffic, parking, and<br />

pedestrian safety around the village.<br />

approved them on Oct. 9. They are as follows:<br />

• Installation of stop signs at Jefferson<br />

and <strong>Madison</strong> streets to create a four-way<br />

stop. Currently, this intersection is a twoway<br />

stop.<br />

• Removal of a stop sign at the intersec-<br />

tion and U.S. post office. The equivalent of one-and-a-half parking<br />

spaces will be marked off as no parking and the curb will be painted<br />

to indicate no parking. Currently, that spot is a blind curve when<br />

cars are parked there.<br />

• Implementing a 15-minute parking restriction at the loading<br />

zone on West Columbus Street in front of Two Hands Coffee and<br />

Creative Studio. Motorists are parking in the loading zone even<br />

though the area has no curb, has no designated parking spots, and<br />

is not on private property. By limiting parking there to 15 minutes,<br />

the village hopes to decrease the overall amount of time vehicles<br />

are parked in the area, thereby increasing visibility.<br />

Bulk Water<br />

At the Oct. 9 council meeting, Shawn Smith, owner of Water Boy<br />

Water Hauling out of Washington Court House, addressed council<br />

about bulk water services. He buys bulk water from Mount Sterling<br />

and other municipalities to conduct his business.<br />

Smith said he heard that Mount Sterling might stop offering<br />

bulk water and wanted to know if that was the case as it would<br />

change how he does business.<br />

Joyce Phillips, chair of council’s water committee, said a decision<br />

on continuation of bulk water service has been tabled until next<br />

year due to budget concerns. The village is considering changing its<br />

setup to increase hours for the service while reducing the manpower<br />

needed to monitor the service. This could include<br />

a credit card and/or key system for<br />

users.<br />

The last quote the village received for the<br />

equipment was $17,000 which did not include<br />

labor, Phillips said, adding that she<br />

wants to see hard, fast numbers on costs before<br />

moving forward. Those numbers include<br />

equipment and installation costs, as<br />

well as revenue and expense costs associated<br />

with the current set-up. She said the<br />

Norwood Health & Harvest Fair open to public<br />

Norwood Elementary is once again hosting its annual Health &<br />

Harvest Fair, 899 Norwood Dr., West Jefferson. The event offers<br />

area residents a chance to learn about a wide array of resources<br />

available in <strong>Madison</strong> County, as well as participate in healthy<br />

activities.<br />

This year’s fair is set for 5-7 p.m. Oct. 18. All activities and information<br />

tables will be set up inside the school. While the event is<br />

geared toward children in grades pre-K-5 and their families, many<br />

of the participating agencies provide services for youths and adults<br />

of all ages.<br />

“The Health & Harvest Fair is family-oriented, but anyone is<br />

welcome to attend who could use the resources,” said Jessica<br />

Thompson, Norwood’s social worker.<br />

Among the activities offered at the health fair are yoga lessons<br />

and a make-and-take Calm Down Bottle station, both designed to<br />

provide calming strategies. Calm down bottles are water bottles<br />

filled with glitter, objects, and food coloring. When a child experiences<br />

a big emotion, they can shake the bottle then watch until<br />

every object falls to the bottom, giving their brain time to get out of<br />

fright-or-flight mode and into good decision-making mode.<br />

Families can make a sleep schedule at the healthy sleep routines<br />

station, participate in a physical education obstacle course in the<br />

gym, and make a family mission statement that includes goals for<br />

the school year. A photo booth invites families to pose for a photo<br />

that then will be emailed to them. Additionally, <strong>Madison</strong> County<br />

Public Health will offer flu shots on site; no one will be turned away<br />

due to inability to pay.<br />

The cafeteria will be the hub for information. Visitors can learn<br />

about services related to physical and mental health, along with activities<br />

for children to do outside of school, including 4-H, Girl<br />

Scouts, and Boy Scouts. The Norwood PTO will be on hand, as well.<br />

One of the organizations new to the health fair this year is Nationwide<br />

Children’s Center for Healthy Weight and Nutrition. Representatives<br />

from the center will share tips on nutrition and<br />

exercise routines for children and families. Also new to the lineup<br />

is Chrysalis Health Ohio which is expanding its behavioral health<br />

This year, the district is on pace to log 10 percent more calls than<br />

last year.<br />

“I don’t see these numbers going down. I anticipate they will<br />

keep going up,” Taylor said. “We’re seeing growth in Mount Sterling<br />

with new housing developments.”<br />

In 2013, the district’s personnel costs were $18,320. By 2022,<br />

those costs were $157,470. Taylor estimates personnel costs for<br />

<strong>2023</strong> will be $250,000. The increases are the result of higher call<br />

volumes and an ever-decreasing number of volunteer firefighters.<br />

“Due to the lack of volunteers, we’re forced to hire part-time employees,”<br />

Taylor said. “We’re down to four volunteers. At one time,<br />

years ago, we had 31 volunteers.”<br />

Current staffing includes four full-time employees and 19 parttime<br />

employees. The district typically has three employees at the<br />

station at a time, nearly around the clock. They call in additional<br />

part-time personnel as needed.<br />

• A rezoning request will be up for a public<br />

hearing and a potential vote by council at<br />

council’s Oct. 23 meeting. The meeting<br />

starts at 7 p.m. in council chambers at town<br />

programs into the <strong>Madison</strong> County area, offering mental health<br />

counseling without a wait list. The Collaborative Learning Center,<br />

new to the area, will talk about what they do and their work with<br />

parent advocacy in schools.<br />

County Prevention and <strong>Madison</strong> County Children’s Services,<br />

about their rent and utility assistance programs.<br />

Lifetime Vision, West Jefferson Smiles,<br />

the West Jefferson Police Department, the<br />

Jefferson Township Fire Department, and<br />

the West Jefferson Youth Athletic Association<br />

are among the other organizations that<br />

are participating in the health fair.<br />

The Norwood Elementary Health & Harvest<br />

Fair got its start in 2017 and has grown<br />

since then. Last year, more than 600 children<br />

and adults attended.<br />

“We were really happy with how it went<br />

last year and the turnout, and we’re hoping<br />

for the same this year,” Thompson said.<br />

“People who attend will leave with a lot of<br />

good information, do fun stuff as a family,<br />

and go home with cool takeaways.”<br />

In addition to increases in personnel<br />

costs, the district is seeing higher costs for<br />

equipment, maintenance, and daily operations<br />

such as fuel and utilities. The additional<br />

levy would help the district keep up<br />

with these increases, Taylor said. He noted<br />

that the levy request is not for a new fire<br />

station.<br />

The fire district’s service area covers 119<br />

square miles and includes the village of<br />

Mount Sterling, Pleasant Township in<br />

<strong>Madison</strong> County, and Darby Township in<br />

Pickaway County. Residents in these areas<br />

are eligible to vote on the levy. The district<br />

also provides contracted fire services to<br />

Monroe Township in Pickaway County and<br />

<strong>Madison</strong> Township in Fayette County.<br />

Plain City Fall Fest has grown into major event<br />

In <strong>October</strong> 2020, the village of Plain City held a costume<br />

contest at Pastime Park that attracted about 300<br />

people. In 2021, they added a bunch of activities and attractions<br />

and turned the event into a fall festival. In<br />

2022, the attendance climbed to 2,000, and organizers<br />

are expecting an even bigger turnout this year.<br />

“Seeing the event grow over the last couple of years<br />

has been incredible,” said Denton Kitts, Plain City<br />

parks and recreation assistant. “It went from being a<br />

costume contest to being a behemoth of an event. We’ve<br />

gotten really good feedback, and we’re lucky with the<br />

community participation and support we receive.”<br />

The <strong>2023</strong> Plain City Fall Festival is set for Oct. 21,<br />

4-7 p.m., at Pastime Park, 370 N. Chillicothe St. Admission<br />

is free. Costumes are encouraged.<br />

The festivities include a costume contest open to children<br />

in several age categories and adults. Gus “Squashcarver”<br />

Smithhisler returns to create another<br />

masterpiece by carving a giant pumpkin over the course<br />

of the evening.<br />

Local businesses and organizations will man tents<br />

and tables in Trick Or Treat Alley. Children are invited<br />

to go from booth to booth to collect candy and other<br />

goodies. Kitts said the village has set up a larger space<br />

for Trick Or Treat Alley this year, with approximately<br />

40 organizations participating, up from 25 last year.<br />

The same expansion of space and numbers is in place<br />

for the craft vendors.<br />

Ohio Department of Natural Resources (ODNR) will<br />

show visitors how to shoot a bow and arrow at the<br />

archery trailer. ODNR also will have a display table of<br />

animal pelts and wildlife information.<br />

Four bounce houses, facepainting, craft stations, and a kiddie<br />

train ride are planned. Anyone over 13 years old is invited to try<br />

axe throwing; a signed waiver is required. COSI Curbside will conduct<br />

live science experiments. A photo booth complete with hay<br />

bales and an autumn backdrop also will be available.<br />

Several food trucks will be on hand, including Biscuit Boss, Guelaguetza,<br />

Donato’s Pizza, Greek Village on the Go, Buckeye Crepes,<br />

Rocky Mountain Coffee Co., and Whit’s Frozen Custard.<br />

Parking will be available near the baseball fields and aquatic<br />

center at the park’s south entrance. The park’s north entrance will<br />

be closed. Additionally, a dedicated parking area will be available<br />

in an open field off of Route 42 and Chillicothe Street; enter via<br />

Route 42.<br />

The village welcomes volunteers to monitor bounce houses, get<br />

vendors into place, assist with the costume contest, and run other<br />

know our committees, and had myself caught on too<br />

many city council videos. While going into teaching, you<br />

have a pedagogy or belief of why you are doing what you<br />

are doing and usually it’s tough to understand. But<br />

mine was simple and still is: “In order to begin the ability<br />

to better the society around me, I must help create<br />

better citizens to help run it.” At this point, I have students<br />

that have gotten to sign my petition that I taught<br />

in elementary school, and I can’t think of a better way<br />

of continuing to help them now that they have grown to<br />

be full citizens of London, Ohio.<br />

So far, with help from people of this city and several<br />

of our department heads, I have been able to help get<br />

railroad track crossings fixed, suggested removal of ammonia<br />

from the new water plant in August 2021 and<br />

now London is nearing the completion of the ammonia<br />

removal systems, and currently London is waiting to<br />

hear from the EPA about if we have the capacity to help<br />

provide waste treatment services to Plain City. After<br />

hearing the EPA had offered this to London and never<br />

heard back from them, I suggested this option again<br />

since the other choice London was given is a waste<br />

treatment facility going out towards I-70 on the other<br />

side of town. No official position held currently since<br />

teaching was hard for me to leave, but plenty of changes<br />

made already for the people of this city and many more<br />

to go.<br />

to see improved is the city’s responsibility to install<br />

are working to renew the out-of-city income tax<br />

deduction that was removed, using the full analysis of<br />

our Water and Sewer Line Study that we have scheduled<br />

for spring of 2024 to repair our failing infrastructure,<br />

and begin immediate discussions with London<br />

City Schools about what their plans are for growth.<br />

Edward D’Angelo Jr., 75, of London,<br />

Ohio, passed away on Oct. 5, <strong>2023</strong>, in his<br />

residence. Born on Dec. 9, 1947, in Newark,<br />

New Jersey, he was a son of Edward D’Angelo<br />

Sr. and Antoinette (Salvatore) D’Angelo.<br />

Ed was a U.S. Army veteran of the Vietnam<br />

War. He had worked for the Ohio Department<br />

of Rehabilitation and Corrections<br />

providing counseling services for over 30<br />

years. He enjoyed photography and was always<br />

very proud of his Italian American<br />

heritage. He was a strong believer in Jesus.<br />

The Sterling Joint Ambulance District is<br />

seeking replacement of two identical 1.5-<br />

mill, five-year property tax levies for current<br />

expenses.<br />

If passed, the replacements would bring<br />

tax collections up to date with current property<br />

valuations. Currently, each levy generates<br />

$263,000 per year and costs the<br />

taxpayer $23 per year per $100,000 of property<br />

valuation. If replaced, each levy would<br />

generate $447,000 per year and cost the taxpayer<br />

$53 per year per $100,000 of property<br />

valuation.<br />

Replacement of the two tax levies would<br />

allow the ambulance district to keep up<br />

with current expenses, as well as offer competitive<br />

wages to maintain quality personnel,<br />

said Chief Dave Taylor.<br />

The district’s personnel structure has<br />

changed over the years. At one time, the district<br />

operated with a combination of fulltime<br />

paramedics and volunteers. They then<br />

started adding part-timers on some days.<br />

They now operate with a combination of<br />

full-time employees, part-time employees,<br />

and volunteers every day. Current staffing<br />

stands at 12 full-time paramedics, seven<br />

part-time paramedics, and 12 volunteers.<br />

Updated levy funding also would allow<br />

the district to improve coverage and response<br />

time in the Range Township area.<br />

“We’re trying to expand our coverage by<br />

putting an ambulance at the Range Township<br />

fire station. Right now, we’re doing<br />

that Monday through Friday, 7 a.m. to 5<br />

p.m.,” Taylor said. “We would like to have a<br />

truck there 24/7, but our current operating<br />

budget doesn’t let us staff it 24/7.”<br />

This year’s call volume throughout the<br />

district is comparable to 2022 numbers.<br />

Last year, the district handled 1,450 dispatched<br />

calls that generated 1,720 patient<br />
