Craig Percasky, from Kaiapoi, lost several friends in the 2010 West Coast coal mine tragedy and had always felt a deep sense of injustice over what happened. He was a regular at the memorial events to commemorate the 29 men who lost their lives. At the weekend, he was one of a group of motorcyclists taking part in the Pike River True Tribute 29 Bike Run. Percasky travelled from Kaiapoi on Friday with a group of about eight motorcyclists. About 10am on Sunday, he had just begun the ride through the back blocks of Greymouth to the Pike River mine site when he collided with another vehicle near the Cobden Bridge. He died at the crash site. Hundreds of friends and family members have paid tribute to Percasky through posts on social media. “Unc left his legacy with everyone who came in contact with him,” read one post. “One of the nicest people you could wish to meet,” commented another. Craig Percasky married his long-term partner four years ago. Percasky’s son, Vaughn Atkins-Percasky, posted online that his father was an amazing man. “(He) loved his family very much and touched everyone’s heart that he ever crossed paths with.” Anna Osborne, a close friend, said Percasky was an exceptional man with a heart of gold. We loved his big bear hug – he was a giant, gentleman. I don’t know if anyone could say a bad word about him.” Osborne said he was a strong supporter of the families who had lost loved ones and felt a deep sense of injustice over the disaster. Latest Canterbury news at starnews.co.nz Thursday November 23 2023 The Star NEWS 5 Supreme Court rejects bottling consents THE SUPREME Court has reinforced a ruling that old water consents cannot be repurposed for water bottling. The companies Cloud Ocean Water and Rapaki Natural Resources have been allowed to extract billions of litres of water each year from Christchurch’s aquifers using a decades-old consent granted for industrial use. The consents were originally granted with land intended for a wool scour and freezing works, and were extended to the water bottling companies after they bought the properties. Last year, the Court of Appeal ruled Environment Canterbury did not lawfully grant those consents that allowed for a change of water use in 2017. It overturned a High Court ruling in 2019 that found the process by which the consents were granted by the regional council was lawful. Aotearoa Water Action had challenged the consents from the beginning Peter and chairman Richardson Peter Richardson said after six years of court action and four hearings, it was thrilled with the decision. “We feel fantastic about it. It is a great relief the Supreme Court has upheld the Court of Appeal decision, and we feel vindicated in our decision originally to bring proceedings.” The ruling meant the “take” and “use” of groundwater had to be considered together when granting consents, rather than separately. Addressing concerns raised by ECan about the difficulty a consent holder would face if they wanted to repurpose water in a fully allocated catchment, the Supreme Court noted “the solution is for the take and use consent to be surrendered and a new take and use consent to be sought”. PHOTO: GETTY “strikes a blow against the view that a water right may be treated as a private property right to water”. “It’s helpful in signalling generally that communities are prepared to hold the line against these sorts of activities that really have minimal, if any, benefit for New Zealand, but have potentially quite significant, environmental, economic and cultural effects.” Cloud Ocean said in a statement the decision was disappointing, and the company needed time to review and consider next steps. It was considering its options in response to the decision of the Supreme Court, following its appeal.
