Next year will be an<br />

excitingchallenge<br />

At the time of writing, we are still<br />

waitingfor aGovernmenttobeformed;<br />

nevertheless, next year promises a<br />

much­needed shift in political direction<br />

that the public overwhelmingly voted<br />

for.<br />

Theshortcomings of the electoral<br />

processes are atopic for another day,<br />

but suffice it to say that changes will<br />

have to be made in theprocesses that led<br />

to the drawn­out interregnum period<br />

with all the associated costs to our<br />

economy.<br />

The promised dry conditions expected<br />

from El Nino have started to bite just at<br />

atime when many farmers feel the<br />

financial pinch from lower prices and<br />

rising costs.<br />

The New Zealand economyhas always<br />

relied on agriculture to help pay our way<br />

in the world, and climatic challenges are<br />

part and parcel of agriculture, but there<br />

is no doubt we are all in this together.<br />

In Parliament Ilook forward to<br />

continuing with my Members Bill —the<br />

Sale and Supply of Alcohol (Cellar Door<br />

Tasting) Amendment Bill.<br />

The bill seeks to address anomalies in<br />

the law that make it difficult and<br />

expensive for cellar doorstocharge for<br />

the samples of their wine to their<br />

visitors.<br />

Reflecting current industrypractice, a<br />

sample will be defined under the Act<br />

Second, limited categoriesofofflicenceare<br />

available to awinery under<br />

the Act by adding acategory of offlicencegeneral<br />

to wineriesholding an<br />

on­licence, such as awinery or acafe.<br />

Definitions of ‘‘winery’’and ‘‘winery<br />

cellar door’’, which reflect the current<br />

use of those terms, are in the bill.<br />

The objectivesofthe current Act are<br />

that the sale, supply, and consumption of<br />

alcohol should be undertaken safely and<br />

responsibly andthat the harm caused by<br />

the excessive or inappropriate<br />

consumption of alcohol should be<br />

minimised.<br />

This bill will further advance those<br />

objectives.<br />

The bill passed its ‘First Reading’ with<br />

105 votes out of 120, which is<br />

unprecedentedfor a‘Conscience Vote’.<br />

Alcohol legislation is usually treated<br />

as aconscience matter and left to<br />

individual MPs to decide.<br />

The JusticeSelect Committeewill<br />

hear submissions and report to the<br />

House early in the New Year, where it<br />

will progress (or not) through the<br />

remaining stages.<br />

Next year will be excitingand<br />

challenging. New Zealanders voted for<br />

change, and change is coming.<br />

Rangioraresidents to lock up their<br />

vehicles, and remove valuables over<br />

night, after vehicles north of Blackett<br />

Street were targeted by thieves over<br />

Regionalcouncils lobby for resilient rivers against storms<br />

Adapting to climate change and<br />

providing sustainable transport are<br />

priorities for Environment<br />

<strong>Canterbury</strong>'s long term plan, ameeting<br />

has heard.<br />

Environment <strong>Canterbury</strong> (ECan)<br />

chairperson Peter Scottand<br />

councillor Tutehounuku Korako<br />

spoke about the issues at aKaikōura<br />

District Council workshop on<br />

Wednesday.<br />

ECan has joined with other regional<br />

councils lobbying central Government<br />

to help to make rivers more resilient<br />

against major storms.<br />

The councils have called for a$2.5<br />

billion funding package over 10 years,<br />

Cr Scott said.<br />

‘‘We did some work with (outgoing<br />

Finance Minister) Grant Robertson<br />

and areport was produced —Before<br />

The Deluge —which presented agood<br />

business case, but Cyclone Gabrielle<br />

happened and all the resources went<br />

into the recovery.’’<br />

Cr Scott said the incoming<br />

government had indicated funding<br />

infrastructure was apriority and he<br />

hoped this could be extended to<br />

include river work.<br />

‘‘It is not something Iwould like to<br />

see pushed back when there is anew<br />

Government,’’ Kaikōura Mayor Craig<br />

Mackle said.<br />

Kaikōura councillor Tony Blunt said<br />

maintenance on rivers was amajor<br />

issue forthe district.<br />

‘‘The problem for us is alot more<br />

immediate because the mountains are<br />

right there and we have the<br />

earthquake debris waiting to come<br />

down.’’<br />

Meanwhile, the demand for public<br />

transport has increased as petrol<br />

prices rise, Cr Scott said. He predicted<br />

abus shortage in the region over the<br />

next six months as the council could<br />

not obtain new buses fast enough to<br />

meet demand.<br />

Cr Korako, aNgāiTahu councillor,<br />

said the priority forthe region’s 10<br />

Papatipu Rūnanga was the protection<br />

of freshwater, indigenous biodiversity<br />

and climate mitigation.<br />

‘‘From the conversations Ihave had,<br />

Ithink the Rūnanga are going to work<br />

closer with councils which ... is<br />

important.’’<br />

Mr Mackle said the mayorsand chief<br />

executives of the Marlborough,<br />

Kaikōuraand Hurunui District<br />

councils met with Te Rūnanga o<br />

KaikōuraatTakahanga Marae last<br />

Friday.<br />

‘‘There was no agenda and Ithink<br />

that was important.’’<br />

Cr Scott said he wanted to bring a<br />

contingent of ECan staff and<br />

councillors to Kaikōurafor two days,<br />

next year,tobecome morefamiliar<br />

with issues facing the district.<br />
