Around the electorate with
STUART SMITH MP FOR KAIKOURA
Next year will be an
excitingchallenge
At the time of writing, we are still
waitingfor aGovernmenttobeformed;
nevertheless, next year promises a
muchneeded shift in political direction
that the public overwhelmingly voted
for.
Theshortcomings of the electoral
processes are atopic for another day,
but suffice it to say that changes will
have to be made in theprocesses that led
to the drawnout interregnum period
with all the associated costs to our
economy.
The promised dry conditions expected
from El Nino have started to bite just at
atime when many farmers feel the
financial pinch from lower prices and
rising costs.
The New Zealand economyhas always
relied on agriculture to help pay our way
in the world, and climatic challenges are
part and parcel of agriculture, but there
is no doubt we are all in this together.
In Parliament Ilook forward to
continuing with my Members Bill —the
Sale and Supply of Alcohol (Cellar Door
Tasting) Amendment Bill.
The bill seeks to address anomalies in
the law that make it difficult and
expensive for cellar doorstocharge for
the samples of their wine to their
visitors.
Reflecting current industrypractice, a
sample will be defined under the Act
available to awinery under
the Act by adding acategory of offlicencegeneral
Definitions of ‘‘winery’’and ‘‘winery
cellar door’’, which reflect the current
use of those terms, are in the bill.
The objectivesofthe current Act are
that the sale, supply, and consumption of
alcohol should be undertaken safely and
responsibly andthat the harm caused by
the excessive or inappropriate
consumption of alcohol should be
minimised.
This bill will further advance those
objectives.
The bill passed its ‘First Reading’ with
105 votes out of 120, which is
unprecedentedfor a‘Conscience Vote’.
Alcohol legislation is usually treated
as aconscience matter and left to
individual MPs to decide.
The JusticeSelect Committeewill
hear submissions and report to the
House early in the New Year, where it
will progress (or not) through the
remaining stages.
Next year will be excitingand
challenging. New Zealanders voted for
change, and change is coming.
Regionalcouncils lobby for resilient rivers against storms
By DAVID HILL,
Local Democracy Reporter
Adapting to climate change and
providing sustainable transport are
priorities for Environment
Canterbury's long term plan, ameeting
has heard.
Environment Canterbury (ECan)
chairperson Peter Scottand
councillor Tutehounuku Korako
spoke about the issues at aKaikōura
District Council workshop on
Wednesday.
ECan has joined with other regional
councils lobbying central Government
to help to make rivers more resilient
against major storms.
The councils have called for a$2.5
billion funding package over 10 years,
Cr Scott said.
‘‘We did some work with (outgoing
Finance Minister) Grant Robertson
and areport was produced —Before
The Deluge —which presented agood
business case, but Cyclone Gabrielle
happened and all the resources went
into the recovery.’’
Cr Scott said the incoming
government had indicated funding
infrastructure was apriority and he
hoped this could be extended to
include river work.
‘‘It is not something Iwould like to
see pushed back when there is anew
Government,’’ Kaikōura Mayor Craig
Mackle said.
Kaikōura councillor Tony Blunt said
maintenance on rivers was amajor
issue forthe district.
‘‘The problem for us is alot more
immediate because the mountains are
right there and we have the
earthquake debris waiting to come
down.’’
Meanwhile, the demand for public
transport has increased as petrol
prices rise, Cr Scott said. He predicted
abus shortage in the region over the
next six months as the council could
not obtain new buses fast enough to
meet demand.
Cr Korako, aNgāiTahu councillor,
said the priority forthe region’s 10
Papatipu Rūnanga was the protection
of freshwater, indigenous biodiversity
and climate mitigation.
‘‘From the conversations Ihave had,
Ithink the Rūnanga are going to work
closer with councils which ... is
important.’’
Mr Mackle said the mayorsand chief
executives of the Marlborough,
Kaikōuraand Hurunui District
councils met with Te Rūnanga o
KaikōuraatTakahanga Marae last
Friday.
‘‘There was no agenda and Ithink
that was important.’’
Cr Scott said he wanted to bring a
contingent of ECan staff and
councillors to Kaikōurafor two days,
next year,tobecome morefamiliar
with issues facing the district.
