The new year brings
promise,challenges
The incoming new year always brings
promise of something new,
something to look forward to and for
some the longheld tradition of a
New Years resolution.
This however may not have been
met with any understanding, or
enthusiasm by our younger
generation.
However, visualising anew year
whensuffering of the past would not
be repeated, and that we can live in a
more harmonious world, is still
worth dreaming about.
It would be nice to think that the
world could find peace among
people, and we can continue to
protect our planet for the next
generation.
If we all become morealert to
contributing to acircular economy,
and purchase in amore sustainable
manner, we are heading in the right
direction.
Although Inote on my not so daily
bikeride that people continue to
throw rubbish out the car window,
and leave it for others to clean up.
We still hear of people fly dumping
their rubbish with no consideration
that someone else needs to scoop this
up, and clear the site which comes at
acost to ratepayers.
This is not acceptable, so if you can
coach one person to change this
undesirable behaviour, it would be
Ihave enjoyed the holiday break
with family and friends and feel
gratefulthat we have not
experienced any major natural
event, and having time to appreciate
some wonderful summer days.
However not far from my thinking
is the intense time that my fellow
elected members, and I, will be
entering for the first half of 2024.
Ourstaff have been framing up for
the Long Term Plan (LTP), a10year
prediction of capital and operational
expenditure.
It will not be asurprise to you that
our costs have risen across the board,
and we as council have not been
immune to cost hikes which will have
asignificant bearing on our rate
increase.
In the first quarter of 2024 we will
be seeking feedback through arange
of forums —itisreally important to
me that we work collaboratively to
identify the aspirationsand shared
goals for our district.
How can we findout and
understand what is importanttoyou
and how can we put aplan in place,
and know that it will enhance the
district now and into the future?
Teddy bear exhibition
By SHELLEY TOPP
An exhibitionofteddy bears has been created at the Rangiora Museum for the school
holidays.
The Christmasthemed exhibition was installed last December by Angela Cramond
and Elizabeth Lander withmuseum volunteer lending ahand.
It includes some vintage Christmas decorations, around 37 FarmersSanta Bears and
several aviator teddy bears collected from air shows.
The bears are on loan to the museum for the duration of the exhibition.
Angela and Elizabeth said it was alot of fun putting the exhibition together, and they
are hoping it will attract many families with young children to the museum this summer.
The exhibition also includes two games for children visiting the museum to see how
many toy mice they can locate in the teddy bear exhibition and how many images of
reindeer they can find in the museum at 29 Good Street. Itisopen on Wednesdays and
A30year community involvement in
waste management by Gareth James, a
director of Transwaste, has been
honouredatthe Kate Valley Landfill.
The landfill has been renamed Kate
Valley Landfill and Gareth James
Energy Park.
To honour Mr James’ contribution,
which dates back to the 1990s when the
search began for asuitable site for a
landfill, aceremony was held late last
year to unveil new signage at the
entrance to the landfill.
Transwaste Canterbury Ltd
(Transwaste)chair Gill Cox says the renaming
recognisesthe work Mr James
made to the development and
management of Canterbury’s
community waste management facility
over more than 30 years.
‘‘It’srare in life to celebrate aperson
who, in his own quiet and unassuming
way, has done somuch for his
community and communities across
Canterbury in an essentialservice that
we all take for granted,’’ says Mr Cox.
‘‘What people see when they visit the
Kate Valley Landfill and Gareth James
Energy Park is testament to Gareth’s
tenacity, his expertiseasanengineer
and manager, and his vision.’’
Mr James, acivil engineer by training,
was services manager at the
Waimakariri District Council, with
responsibility for all the district’s
infrastructure and community services,
when in 1991 the Resource
Management Act (RMA) brought in new
environmentalrequirements forcing
the closure of the oldstyle rubbish
dumps in Canterbury and New Zealand.
Mr James took the lead when
Canterbury councils formed ajoint
committee to plan for managing the
region’swaste. He travelledoverseas to
landfills were developed and managed.
By 1995 many of the councils in
Canterbury had discovered the cost of
providing new highquality landfills
wasn’t affordable for their ratepayers.
The solution was an innovative
partnership of Canterbury councils.
The councils invited private sector
companies with recognised landfill
experience to join the councils in a
joint venture, called Transwaste
Canterbury Ltd, to develop asingle
landfill for Canterbury in 1999.
The joint venture partners —
Christchurch City Council and the
Ashburton, Hurunui, Selwyn and
Waimakariri District Councils —hold a
combined 50 percent shareholding.
Waste Management NZ Ltd holds the
other half. Asite search began with the
Kate Valley Landfill opening on time
and on budget in 2005.
The modern engineered landfill,
which safely manages community waste
without harming the environment.
Mr James says the resource consent
process for the landfill was the largest
and longest in New Zealand at the time.
‘‘Kate Valley has been recognised by
New Zealand experts and has received
the two highest awards for engineering
excellence available in this country,’’
he says.
‘‘Believe me, it is quite something
when our peers in the engineering
world recognise alandfill as being
worthy of such awards.
‘‘Kate Valley has the potential to
safely look after Canterbury’s waste for
the next 150 to 200 years if it is needed.
No other region in New Zealand has
that security,’’ says Mr James who was
appointed General Manager of
Canterbury Waste Services (CWS)
which runs the daytoday operations at
the landfill.
