Double-digit rates rise 

forecast for three years

RATEPAYERS are facing a 

16 per cent rates rise and 

double-digit rises for at least the 

next three years. 

The figures came out of a 

council workshop last week on 

its draft 2024-34 Long-Term 

Plan. 

Ratepayers will get the chance 

to express their views on the 

projected rise through a council 

consultation process in April. 

During the consultation, ratepayers 

will help decide the level 

of service they want from the 

council – and what projects may 

get cut to reduce rates. 

One of those could be stopping 

chlorination of 17 of the 

district’s water supplies. But that 

would come with an $82 million 

price tag, the cost of increased 

monitoring of water quality. 

Councillors will decide 

today whether the pursuit of 

chlorination exemptions will 

be one of the decisions for the 

community in the LTP.

This was before he had seen any 

numbers from council staff. 

Now, the first draft numbers 

paint a slightly better picture.

to Selwyn Times when asked 

his thoughts on the 16 per cent 

rise and whether the council 

would be happy to go to the 

community with the numbers as 

they stand.

Grouse gets to keep liquor licence 


ONE OF the district’s bestknown 

hotels has weathered 

a bid to have its liquor licence 

revoked. 

Police, the council licensing 

inspector, and Canterbury’s 

medical officer of health 

opposed the licence renewal of 

The Famous Grouse Hotel in 

Lincoln. 

The Selwyn District Licensing 

Committee released its decision 

on Monday, granting a renewal 

for the Grouse, but with 

conditions. 

The key one is that instead of 

the standard three-year renewal 

period, it has been decreased 

to two years from the date the 

previous licence ran out. The 

Grouse’s licence ran out on 

February 20, 2023, with the 

current licence expiring on 

February 20, 2025. 

The Lincoln Club operates 

The Famous Grouse through its 

company Famous Grouse 2009 

Ltd. The club has about 500 

members and promotes itself as 

‘the club in a pub’.

are responsible for the licence.

The three 

agencies opposing the licence 

focused on the pub’s good-order 

amenity, systems, and training. 

Most of the evidence from the 

agencies involved issues with 

intoxicated university students. 

In a two-day hearing at the 

end of October, the agencies 

presented their case focusing 

on the Mr Grouse talent show, 

which police were called to 

after a male, who was assessed 

as intoxicated, had smashed 

glasses injuring some patrons. 

Ambulance staff attending the 

scene described as “chaos”. 

Both Townsend, the hotel’s 

licensee, and general manager 

Kurt Young faced tough 

questions about the event, and 

other issues with the hotel, which 

included intoxicated patrons on 

the street outside the hotel and 

rubbish in the area. 

In its decision, the licensing 

committee noted it was 

concerned at “Mr Townsend’s 

lack of knowledge of the 

requirement of the act (Sale and 

Supply of Alcohol Act 2012).” He 

was questioned about the details 

of the act during the hearing. 

In its ruling the licensing 

committee also said Young 

“will receive ongoing mentoring 

support by an appropriate 

person” which will be 

completed by March. It relates 

to Young’s “lack of response 

to recommendations made by 

the police and the (licensing) 

inspector”. 

Since the Mr Grouse event 

in August 2022, all future Mr 

Grouse and Ms Grouse events 

have been cancelled. 

In its decision, the committee 

noted the appointment of Cassin 

and his experience in running 

licenced premises. 

Since the agencies opposed the 

licence, the hotel has taken steps 

to remedy some of the concerns 

which include only opening 

the beer garden until 10pm 

and advertising fewer studentfocused 

events. 

The committee noted that 

there was no public opposition to 

the renewal in its findings. 

“If the committee were to 

accept the police view that the 

good order and amenity is so bad 

that the licence renewal should 

be declined, the committee 

would have expected that to 

be supported by neighbouring 

residents voicing their concerns.”

Councillors respond 

to forecast 16% hike 

High rates rise

Last year’s rates rise was based 

on that projection, with an 

average rates rise of 5.9 per cent. 

Council staff said there are 

several factors contributing to 

the higher rates rise, such as the 

current financial landscape with 

cost increases across the board. It 

includes money it has borrowed, 

which has gone from 2.5 per cent 

to what will be a 6 per cent interest 

rate. 

The council is receiving a lower 

dividend revenue from Orion, 

which it owns 10.7 per cent of 

(the remainder is owned by 

Christchurch City Council). 

Beyond 2024, rates increases 

are expected to remain high, 

with a 2025/26 forecasted rise of 

about 13 per cent, and a 2026/27 

forecasted rise of about 11 per 

cent. 

Over the 10 years of the LTP, 

the average rise is expected to be 

about 8 per cent. 

Not included in the rates is any 

contribution to Christchurch’s 

Te Kaha stadium. Christchurch 

Mayor Phil Mauger will be 

sending a letter to Selwyn and 

Waimakariri councils to ask for 

help to pay for it. 

Last week Broughton said any 

funding would be consulted with 

the community first (see reader 

responses, pages 11 & 13). 

The council will continue to 

tweak the draft LTP over the 

next two months, which includes 

finalising the rates rise before the 

draft goes out to the public for 

consultation in April. 

As part of the consultation, 

ratepayers are likely to be asked 

for their opinions on several large 

projects including chlorination 

exemptions, public transport, 

and the construction of multiple 

community facilities.

Big decisions loom over chlorination 


THE COUNCIL could apply for 

chlorine exemptions across 17 

water supplies, but it would cost 

about $82 million. 

The council will decide today 

whether the pursuit of chlorination 

exemptions will be one of 

the decisions for the community 

in the 2024-34 Long-Term Plan. 

Currently, in the draft LTP 

ratepayers will be presented with 

four ‘Big Decisions’ which will 

be key deciders in the final rates 

numbers. 

In 2021, drinking water regulator 

Taumata Arowai introduced 

the requirement for chlorination 

of all public drinking water 

supplies, unless an exception is 

granted. 

Of the district’s supplies, the 

following are potentially eligible 

for exemptions: Claremont, 

Darfield, Dunsandel, Jowers Rd, 

Kirwee, Lake Coleridge, Leeston, 

Lincoln, Prebbleton, Rakaia 

Huts, Rolleston, Southbridge, 

Springston, Tai Tapu, Taumutu, 

Te Pirita, and West Melton. 

The following supplies would 

not be eligible for exemption and 

the council would not pursue an 

exemption: Upper Selwyn Huts, 

Dalethorpe, Hororata, Acheron, 

Sheffield, Waddington Springfield, 

Castle Hill, Malvern Hills

$217,000. The remaining 16

million plus $15.2 million in 

operating costs. 

If the council went ahead with 

the exemptions it would add 

about $231 to rates per household 

per year.

A driver had a lucky escape 

on Tuesday after crashing 

near Porters Pass. The 

vehicle hit a concrete 

culvert and rolled before 

coming to rest on the 

roadside. The woman, who 

was apparently on her way 

to Fox Glacier, walked away 

uninjured.

A 5000-SEAT stadium for the 

district. That’s on Ellesmere 

Rugby Sub Union’s wish-list for a 

100ha park that will be developed 

on the outskirts of Rolleston. 

The council is asking the 

public what they would like in 

“a dream park” near the corner 

of Levi and Weedons Rds. 

Sub union chairman Chris 

Thornley said Ellesmere rugby 

needed a home. 

“You need a home ground for 

Ellesmere rugby, but not only 

that, the Canterbury women’s 

rugby could base themselves 

out of there, that would be one 

of our options as . . . you could 

have NPC women’s games there 

and that sort of stuff,” said 

Thornley. 

The park will be built in stages, 

with the first about 35ha in size, 

7ha bigger than Foster Park. 

The council secured the land 

to transform into a large-scale 

public park about six years ago. 

The possibility of a stadium 

comes as Christchurch Mayor 

Phil Mauger is set to ask the 

council for funding for Te Kaha.

since she was 11, described salsa 

as “unlike any other dance”. 

She said it gave her freedom, 

connection and passion. 

Dann has been dancing “her 

whole life”, first as a ballerina. 

She and Frost teamed up about 

four years ago. 

The championship was her 

first in the United States. She 

had previously competed in 

duets and teams with Frost 

throughout New Zealand and in 

Australia.

in Orlando.

A MUSICIAN has been charged with 

sexually assaulting a woman. 

Manu Francois, 34, appeared in the 

district court on Tuesday for the first time 

since his arrest. 

Police allege Francois, who lives in the 

West Melton area, sexually violated a 

woman over the age of 16 between December 

1 and 31, 2013. 

He did not seek name suppression when 

he appeared before a community magistrate 

this morning, by audio-visual link 

from the police cells. 

The court heard he had applied for legal 

aid and was seeking bail. 

Bail was granted on condition he surrender 

his passport and not make any 

contact with the complainant. 

He is due to appear in court again on 

February 20. 

Francois is described online as “a New 

Zealand rapper, singer-songwriter, music 

producer, multi-instrumentalist and 

model”. 

He was born in St Lucia and has split his 

time between the Caribbean island, where 

his father lives, and Christchurch, where 

his mother is from. 

His first album was released in 2017, followed 

by albums in 2018 and 2020. 

“Francois was nominated for Best 

International Artist for the BingeTV 2021 

Music Awards,” an online profile says. 

“Francois has run his own recording studio 

. . . He is also a member of the groove 

roulette band ZoLeKa.” 

Five weeks ago he posted on Instagram 

that he was “moving to England/Europe” 

to continue his music. 

“I create my own brand of pop music, I 

also play guitar and write ballads,” he said. 

“I am a lone wolf but a vibrant entertainer.

World’s smallest jet plane takes flight

ONE OF the world’s smallest 

and rarest planes has been 

flying under the radar in South 

Canterbury skies as it is put 

through its paces. 

Rolleston man Andrew Vincent 

and his Bede BD-5J microjet 

have found a home at Timaru’s 

Richard Pearse Airport as he 

completes his required 40 hours 

of flight testing, after converting 

the original piston-powered 

engine to a jet configuration. 

With only eight jet versions 

left in the world, Vincent, who 

has been involved in aviation as 

a commercial pilot and aircraft 

engineer for more than 40 years, 

said he had dreamed of having 

one since he was a kid. 

‘‘I saw a picture in a magazine; 

it’s quite a nice looking little 

aeroplane, so I was captivated by 

that as a kid and always wanted 

one. 

‘‘A few years back I was in a 

position where I could either 

build one or buy one and there 

was one that happened to be flying 

in Tauranga at the time with 

a piston engine in it. 

‘‘I bought that, flew it for a 

couple of years but decided I 

might change it to a jet and did 

that over a period of two or three 

years and here we are.’’ 

He said despite the jet engine 

making the plane a bit funner 

and faster to fly, there were also 

practical reasons for the switch. 

‘‘The aircraft was designed in 

the 70s and the aircraft designer 

thought it would be a good idea 

to put a little two-stroke, twocylinder 

engine in it, and that’s 

what this one had when I bought 

it. 

‘‘It was a Yamaha snowmobile 

motor and there are a few challenges 

with that. 

‘‘The engine normally sits in 

behind the pilot, it’s quite hard 

to get cooling air in and quite 

hard to set the engine up to run 

properly, whereas the jet engine 

is nice and smooth – it’s simple.’’ 

Despite the rarity and nature 

of the project, Vincent said he 

was happy just quietly getting 

the work done but admitted it 

was great to see a lot of likeminded 

people taking interest. 

‘‘I haven’t made a big fuss of it, 

I’ve just pottered away in the garage 

in Rolleston, so I don’t think 

a lot of people have known it’s 

really out and about. I’m starting 

to get a bit more interest around 

the place now that it has been in 

a magazine and on Facebook. 

‘‘A lot of pilots especially know 

the aeroplane and I think it has 

captivated a few other people as 

well. Interest is building and that 

makes me think maybe I was on 

the right line and maybe it wasn’t 

too left field after all.’’ 

He said Timaru was the ideal 

location to do the test flights. 

‘‘After all the work that I did, 

it was a bit of an unknown about 

how it would perform and such. 

Christchurch was the obvious 

place to do the first four flights 

and after it flew exactly how I 

thought it would, it was time to 

get out of their hair – I didn’t 

want to be in the way. 

‘‘The aircraft itself needs a tar 

sealed strip. It can’t fly from the 

grass, the poor wee wheels are 

tiny. 

‘‘Timaru is close, I needed a 

pretty long runway and the great 

thing about Timaru is all the flat 

paddocks around the area, it just 

couldn’t be a better place to do 

the test flights to be honest.’’ 

Confined to flying in a 40 mile 

radius around Timaru, he said 

everyone on the airfield had been 

very welcoming and helpful. 

‘‘There wouldn’t be a better 

place in the country I think. 

‘‘I am really appreciative of 

getting to fly it out of here, it’s 

just the perfect spot.’’ 

The Bede BD-5J was one of 

the first kit planes available for 

purchase. 

Vincent said his plane in 

particular weighed only 185kg 

empty and when fully fuelled its 

maximum takeoff weight was 

450kg. 

It has a wingspan of just over 

five metres and can reach a top 

speed of 460 km/h and has a stall 

speed of 110 km/h. 

He said he would carry 140 litres 

of fuel with him on test days 

which gave him about 1 hour 

and 15 minutes of flight time. 

Notably, the Bede BD-5J 

featured in the opening scene 

of the 1983 James Bond film 

Octopussy. 

Vincent planned to finish his 

remaining test flying hours out 

of Timaru and would potentially 

look at flying it in airshows but, 

for now, he just wanted to focus 

on enjoying flying around in the 

smallest jet plane in the world.

Kerbside Collections will be 

the same Nationwide from 1 February 

From 1 February, kerbside practices nationwide 

will be standardised. That means most Kiwis will 

now be able to recycle the same things from home. 

These changes are part of the Government’s 

move to standardise household kerbside 

collections across Aotearoa New Zealand, 

led by the Ministry for the Environment. 

The Council’s Resource Recovery and Waste 

Manager, Andrew Boyd said these changes are 

designed to make recycling easier for everyone. 

“In Selwyn we are already recycling in line with 

most of these new requirements so for our 

residents this means there isn’t a lot of change”. 

What is changing for our district, is you can no 

longer place cardboard or paper, including pizza 

boxes into your household green organics bin. 

These go in your yellow recycling bin. Pizza boxes 

need to be empty - free of food and sauce. Oil 

stains are fine. 

The exception to this, is that you can still use 

newspaper to line the bottom of your organics bin, 

or supermarket paper bags, that you might use to 

line your food scraps bin inside. 

Aerosol cans must now also go in your red bin. 

Remember that the Pines Resource Recovery Park 

does accept a wider range of recyclable items that 

may not be able to be accepted in your kerbside 

recycling bins. To find out more about what Pines

Important update for Residential Pool Owners 

If you own a pool, including a portable one, it’s 

important that you are aware of, and comply with, 

the safety requirements. This will likely mean 

you need to install a barrier or fence, which may 

require a building consent. 

Any pool or spa normally used for swimming, 

paddling, or bathing that is capable of holding a 

depth of water of 400mm or more, is required to have 

a physical barrier that safeguards against accidental 

access by unsupervised children under 5 years. 

Pop-up pools sold by retailers also require a 

compliant pool barrier; even if you don’t fill up your 

pool all the way or only use it for a short time. 

There are strict requirements for the barrier 

depending on the type of pool. A building consent 

is required for most pool barriers, except where the 

pool is a small, heated pool (like a spa) with a water 

surface area of 5m 2 or less that has a compliant 

safety cover. 

We keep a record of all the pools in the district 

and the barriers surrounding each pool need 

to be inspected every three years. The Council 

charges a fee of $215 for this inspection. Our 

building compliance team are currently focusing on 

outstanding non-compliant pools. 

If your pool has previously been inspected, and 

found to be non-compliant, you can expect a follow 

up visit from one of our inspectors in the next two 

months. If your pool remains non-compliant, you will 

receive a notice to fix, providing you with 30 days to 

comply. If you don’t meet this timeframe you will be 

given an infringement notice and charged a fee 

of $500.

Killinchy’s globe-trotting triathlete

FROM PEDALLING through a 

blustery westerly, past hay bales 

on the Leeston-Dunsandel Rd, 

to a stationary bike in a Tunisian 

gym – Sarah McClure takes a 

breath to contemplate where 

triathlon has taken her. 

Back home in Killinchy, a dot 

on the Canterbury Plains and 

a short 6km ride from Leeston, 

McClure, 22, is plotting another 

overseas excursion, enthused by 

her first six weeks in Africa and 

Europe last year. 

After visiting the aspirational 

TriNZ training base in France, 

McClure competed in the Africa 

Triathlon Cup leg in Monastir, 

Tunisia, where she placed ninth 

in the elite women’s division in 

early September. 

Three weeks later she traded 

the Mediterranean Sea for the 

Atlantic Ocean, topping the 

podium in the World Triathlon 

Age-Group Aquabike Championships 

in Pontevedra. 

While northern Spain was a 

successful exercise, it was the 

Tunisian tourist resort – resident 

population about 93,306 – which 

provided the memorable point of 

difference to competing in New 

Zealand or Australia. 

“It was a bit of an eye-opener. 

Monastir was touristy, but the 

country was quite poor,” Mc- 

Clure said. 

“We biked in the gym – you 

couldn’t really go out on the 

roads until the actual race. I 

definitely took it for granted, just

being able to go out anytime, 

anywhere.” 

She still has fond memories 

of the azure, tepid, though extremely 

salty waters off Monastir, 

particularly after a relatively 

chilly lap in the Leeston School 

pool, a key facility driving her 

development as a multisport 

athlete. 

McClure learned to swim in 

the classic concrete school pool 

having already been a keen runner. 

Getting a mountain bike for 

Christmas sold her on triathlon, 

a passion fuelled by her first 

Weet-Bix TRYathlon at eightyears-old. 

“I did ballet, hip hop and jazz 

dancing, tennis and other sports, 

but I really enjoyed those three 

individual sports (swim/cycle/ 

run) so putting them together 

kind of made sense,” she explained. 

While other girls at Leeston 

School might join her on the 

weekly run around town, they 

preferred netball and soccer, 

leaving McClure in a class of her 

own by year 7. 

When it was ‘dress up as an 

athlete day’ McClure was the 

lone Kate McIlroy, the London 

2012 Olympian, amid a field of 

Silver Ferns and numerous Daniel 

Carters. 

“I dressed up as Kate because 

she had blonde hair,” said Mc- 

Clure. She was also inspired 

by Christchurch-born Andrea 

Hewitt, who ended her glittering 

18-year international career in 

2023. 

McClure had just joined the 

Canterbury Triathlon Club, 

aged 13, when Hewitt, who 

represented New Zealand at 

three Olympic and four Commonwealth 

Games, attended 

a Sunday session at Waimairi 

Beach. 

“It was cool to see her on TV, 

but to see her in person was even 

better to get some inspiration 

from her,” she said. 

The Triathlon Club and selection 

in the Canterbury Cross 

Country team was also vital as 

McClure, the lone devoted Leeston 

School and then Ellesmere 

College triathlete, was surrounded 

by like-minded individuals. 

“You’d meet up for training or 

on the weekends, so you felt like 

you weren’t the only one doing 

it,” she said. 

Although McClure is a rarity 

among her Kiwi counterparts in 

coming from a relatively remote, 

rural area, she says it has been 

the perfect environment to 

thrive. 

Meeting with the Ellesmere 

Road Runners on Wednesdays 

was pivotal, likewise the weekly 

16km Leeston to Southbridge 

return cycling race. 

“The road runners got me 

running properly instead of just 

running round the lawn and the 

bike race helped me learn about 

drafts, attacks, sprints and how 

to do a good finish,” she said. 

McClure also entered her first 

Lake Crichton Series at 13-yearsold 

and as the triathlon celebrates 

its 10th edition over three 

evenings from January 19 to 

March 1, she said it personified a 

consistently supportive community 

for budding athletes. 

“When I send out volunteer 

emails (from her work at Selwyn 

Sports Trust) it’s the same people 

who helped me when I started 

out,” she said. 

McClure was initially coached 

by Jon Newsome, and later was 

invited by Axel Reiser to join the 

Canterbury Triathlon Academy. 

“Axel was really good in a 

sense because I was still quite 

young, 15-16, and he was like 

‘I want you to have a good balance. 

Do your studies, play other 

sports. You take it seriously when 

you’re 20-21’.” 

McClure strives to adhere to 

the German’s advice while working 

at the Trust, where she leads 

the iBike cycle skills education 

programme and liaises with 

schools in Methven. 

Now coached by Cambridgebased 

Bruce Hunter, McClure 

trains 20 hours a week and has 

races in Wanaka, Napier and 

Devonport scheduled around 

work commitments this month 

and next before heading to 

Asia – a cheaper alternative to 

Europe. 

Napier will be the pinnacle 

when she competes in the opening 

leg of the elite-class Triathlon 

World Cup on February 24. 

“This is an exciting opportunity 

to step out of my comfort 

zone and step up to the next level 

of racing,” McClure said. 

“It’s pretty cool because New 

Zealand doesn’t get many (World 

Cup) races.”

What’s in a name? 

KILLINCHY IS easy to ignore 

on the Leeston-Dunsandel Rd, 

but the nondescript location 

will always resonate with the 

McClure family. 

There is no ‘Welcome to 

Killinchy’ proclamation – the 

Killinchy Community Centre’s 

sign is the only clue that 

stretch of road has a connection 

to Northern Ireland. 

The cemetery attached to 

All Saints Anglican Church is 

secluded by a hedgerow so not 

visible from the roadside. 

Its first burial was recorded 

in 1876 but it was rarely used 

from the 1920s onwards. The 

church was demolished in 

1981. 

Killinchy was named by 

George McClure, the great, 

great, great grandfather of 

Sarah McClure. 

Born in Killinchy, County 

Down, in 1840, George Mc- 

Clure arrived in New Zealand 

aboard the Matoaka 20 years 

later. He was a farm worker at 

Styx River, north of Christchurch, 

and then Leeston, 

before he purchased his own 

property. 

That heralded a long 

association with the Ellesmere 

district, one continued by his 

great, great grandson Hamish 

McClure, Sarah’s father, who 

has a lifestyle block and leased 

farm land there.

Ward’s first hat-trick ‘a special day’

Ward completed a “special 

day” with a hat-trick of 

training wins at Methven 

on Sunday. 

Although the feat is 

not uncommon, the 

fact Ward bred all three 

winners makes it all the 

rarer. 

“I’ve had two wins 

and a second at the races 

Barry Ward 

before, and trained a double four 

times. But definitely the first hattrick 

for me. It’s a pretty special 

day,” he said. 

“They all went to 

Blenheim. Mister Blue 

Sky went okay on the first 

day, but disappointed 

on the second day. The 

other two mares (Times 

Are A Changing and Hey 

Tonight) went okay on the 

first day and much better 

on the second. So that 

trip tidied them up, then coming 

home for a quiet week before today 

obviously worked out well.” 

Mister Blue Sky claimed his 

maiden victory at start No 30. 

Driven by Sam Thornley, Mister 

Blue Sky secured the trail after 

leading early. From there it was 

a waiting game for Thornley to 

execute the use of the passing 

lane, where they were able to 

wear down leader Dean James 

and hold off a fast late finish 

from race favourite Victor Lustig 

who nabbed second, winning by 

half a neck. 

“I was quite surprised because 

he’d been disappointing to say 

the least. He does have ability but 

he doesn’t always show it. Hence 

30 starts to win his maiden,” said 

Ward. 

The 5-year-old Sunshine Beach 

gelding Mister Blue Sky is out of 

Washington VC mare Alright 

Now, who was also bred, owned 

and trained by Ward. 

Times Are A Changin 

(pictured) recorded her eighth 

career win for Ward and driver 

Sarah O’Reilly. They were steady 

away from the tapes over the 

2400m journey, settling at the 

rear of the field. O’Reilly opted 

to move around the field from 

the 1550m to the parked position. 

From there Times Are A 

Changin showed stamina to nag 

away at pacemaker On Report, 

taking the entire 300m straight 

to hit the lead short of the line, 

winning by half a neck from 

the unlucky Style Council who 

dashed late into second in what 

was a blanket finish. 

Times Are A Changin is out of 

Group 1 winning Bettors Delight 

mare Paradise City, who Ward 

also bred, owned and trained. 

In the final event Sam Thornley 

combined again with Ward 

and Hey Tonight, who secured 

her sixth career win. Easing 

off the gate, Thornley was unable 

to find the running line so 

moved three wide with cover to 

sit parked from the mile. Hey 

Tonight had to call on all of her 

reserves to hit the lead in the 

final 30 metres, to win by half 

a neck from the fast finishing 

Sargent Best. 

Said Ward: “She had to be 

tough and she is tough. I was 

confident she would go well. 

“We will just see what happens 

with them all now. We will stick 

to the grass for as long as we can 

with Mister Blue Sky. The two 

mares will still be competitive in 

their company, but again we will 

look for the grass tracks.” 

Ward’s continued success with 

breeding has been a journey and 

he will continue moving forward 

with his found formula. 

“I’ve tried various families 

but I’ve always come back to 

this group. It’s been successful 

for me. Every mare seems to be 

capable of leaving a nice horse. 

Years ago we used to breed for 

the sales but we’ve moved away 

from that. It’s hard to pick what 

the buyers want. And to breed 

to the top stallions can be quite 

prohibitive.” 

Ward trains a team of six from 

his West Melton base and has 

trained 139 winners, winning 

more than $1.4 million in stakes.

Weedons one step closer to 

Canty country premier finals

WEEDONS HAVE taken a 

step closer to the finals of the 

Canterbury Country premier 

cricket competitions. 

They sit fourth in the 45-over 

one-day competition with just 

two games to play after beating 

Darfield by six wickets to leapfrog 

them in the table. 

The top four one-day teams 

qualify for the semi-finals at the 

end of the competition. 

Weedons also beat Peninsula- 

Harbour by 115 runs in the T20 

competition to continue their 

unbeaten streak and cement a 

top-two spot for another week 

behind league leaders Sefton. 

English all-rounder George 

Hill scored 38 from 26 balls 

to set up a target of 190 before 

taking two wickets opening the 

bowling. 

He said he was happy to 

contribute to the team, who have 

now won four in a row since Hill 

joined in mid-January. 

“There were quite a lot of expectations, 

obviously I’ve come 

over from England to join the 

team,” he said.

The shoot-out is a nine-hole

Pet safety 

in summer 

Heat can be fatal for pets. If you notice 

excessive panting, drooling, lethargy, or 

vomiting, immediately move your pet to a 

cool area and seek veterinary attention. 

Here are some tips to protect your pet. 

1. Make sure animals have access to 

shade. If possible, move enclosures indoors, 

relocate outdoor hutches into a shaded area, 

hang a covering over the run, or even place 

an umbrella over the hutch. Limit outdoor 

activities and walks to early morning 

and late evening, as surfaces can become 

scorching hot and could burn your pet’s 

paws. Remember the rule: If the ground is 

too hot for your hand, it’s too hot for their 

paws. 

2. Provide constant access to plenty of 

clean, fresh water throughout the day. Pop 

some ice cubes into the water dish to cool 

the water. If you’re walking your pet or 

spending time outdoors, take a portable 

water bowl to keep them hydrated. Frozen 

pieces of fruit or vegetables (such as celery 

or apples) make a cooling treat if the diet is 

appropriate.

parked car, even with cracked windows. 

Temperatures during summer can turn 

the vehicle’s interior into an oven within 

minutes, leading to heatstroke and possibly

4. A cooling mat or vest absorbs and 

dissipates heat and can help your pet 

maintain a comfortable body temperature. 

Another option is to wrap an ice pack in a 

tea towel and place it where your pet sits.

Water safety for your 

dog this summer 

Many of our doggy friends love to 

wander by the water or even take a 

dip. However, due to toxic algae in our 

waterways at this time of year, care is 

needed around our rivers, streams, ponds 

and lakes. This naturally occurring algae 

(cyanobacteria) produces toxins potentially 

fatal for dogs, people and other animals. To 

check water safety, visit the LAWA (Land 

Air Water Aotearoa) website or our Selwyn 

District Council website for local water 

conditions. 

In the river, you might see the algae as 

dark brown or black mats formed on rocks 

in the river bed with a slimy or velvety 

texture and a musty smell. Unfortunately, 

this musty smell attracts dogs who may 

lick or eat the material. The algae mats can 

break away and float on the 

water, which may appear 

cloudy, discoloured or with 

small clumps. 

The best way to keep 

your animal safe is to 

avoid areas with water that 

may have algae in it. As 

the toxins are fast-acting, 

if your dog happens to 

ingest it, sickness and 

death can happen quickly.

One of her favourite things in the world is her squeaky chicken

She would happily live with other dogs or as an only dog. A fun 

girl she would be great living with kids 5 plus. No cats for Vanilla

poisoning include lethargy, muscle 

tremors, fast breathing, twitching, 

paralysis, and convulsions. Don’t wait- act 

quickly! Contact your vet immediately 

if you suspect your dog is suffering from 

cyanobacteria poisoning. 

Humans can also have adverse reactions 

to cyanobacteria poisoning. Symptoms can 

include tingling or numbness around the 

fingertips or mouth, breathing difficulty, 

rapid onset of nausea and diarrhoea, 

or skin rashes. In extreme cases, liver 

damage can occur. If you feel any of these 

symptoms after possible contact with the 

toxic algae, seek urgent medical advice 

from your doctor or contact Healthline on

Khan (Thunder Hallows) is a happy go lucky boy with a big heart 

and lots of love to give. He is extremely snuggly and will jump 

up for cuddles. He loves the couch and will try to sit on your lap, 

despite his size! Khan is strong on lead but he is treat-motivated 

and very trainable and will walk nicely with positive reinforcement. 

He loves his walks and would suit an active home where he can go 

on hill walks and day tramps. He is great with larger dogs, but not 

so keen on the small fluffies. He cannot live with cats. 

An all-round cool dude with a love for life and his people, Khan will 

make a great mate to go on adventures with, as well as to snuggle 

up with at the end of a busy day together.

everything in the garden goes, or 

rather grows, into double time. 

You need to be everywhere, 

picking and planting, weeding 

and watering. And watering and 

watering. I know it seems basic, 

but you’d be amazed how many 

problems that under-watering, 

over-watering and even irregular 

watering causes, especially over 

summer. 

Forgive me for stating the obvious 

but plants need water. Water 

is as vital to plants as it is to you 

and me. And gardeners think 

watering successfully is all about 

the action of watering, as in how 

and when you apply water. But 

actually, it all comes back to the 

soil (spoiler alert: in gardening, it 

always comes back to the soil). 

Because when you water a 

plant, you are applying water 

to the soil in the fond hope that 

your vegetable crops will get the 

benefit. But good soil is both a 

sieve and a sponge. A sieve in 

that water needs to be able to 

move through it. If soil stays 

saturated, then all the pores – 

those spaces between the mineral 

particles and organic matter that 

make up soil – fill up with water 

and there is no oxygen available 

to diffuse into the roots. Your

plants will effectively drown. 

But you also need soil to be 

a sponge, as in to hold water 

around the roots so the plants 

can take it up as they need it. 

With large pores (or macropores, 

which have a diameter of more 

than 0.08mm), water moves 

easily through them and drains 

away. But smaller pores (or micropores, 

which have a diameter 

of less than 0.08mm) are small 

enough that surface tension 

holds the water in place. But with

surfaces that the force of osmosis

So, watering is not only about 

how much water you apply but 

about how much water your soil 

is able to hold around a plant’s 

roots. That water is called plant 

available water (PAW). The PAW 

in a loamy soil can be three times 

as high as a sandy soil after both 

soils have been wet to the same 

degree. And the easiest and 

quickest way to increase the PAW 

in your soil is by adding organic 

matter. 

Organic matter in soil – 

whether that’s compost you have 

applied, winter green crops you 

have chopped and dropped, 

or any other soil amendment 

you have applied that was once 

alive and is now in a process 

of decomposition – acts like a 

sponge. It absorbs and holds 

water. Some types of soil organic 

matter can absorb up to 20 times 

their own weight in water – and 

that water is released slowly as 

plants need it. 

AFTER a long summer’s 

labour, many gardeners don’t 

realise that an autumn garden can 

be stunningly beautiful. 

It’s not too early to be thinking 

of the autumn garden – March 

signifies the start of autumn, and 

trees will once again come into 

prominence, showing off rich 

golds, purples and reds. 

Closer to the ground, skilful 

gardeners keep the colour coming 

with well-selected shrubs and 

perennials. 

While doing autumn clean-up, 

don’t be too quick to cut down 

some of your favourite plants. 

Those grasses, for example, are 

covered with a heavy frost, and 

sedum flowers will dry right on 

the stalk. 

Experiment by 

leaving certain 

flowers up during 

the winter 

months to 

appreciate their 

sculptural effect.

The Prowear Chrome Expression Session 

2024 (Powered by Chemical Guys, Haltech 

& Star Insure) is taking place from the 

1st to the 3rd of March at Euromarque 

Motorsport Park – Ruapuna. Driver entries 

are now open to anyone in any vehicle, 

and no WOF or Reg is required; however, 

a full driver’s licence is needed. The event 

provides a controlled and safe environment 

where drivers are allowed to do things they 

wouldn’t be allowed to do on the open road 

during different sessions. These sessions 

include cruising, roll racing, burnouts, 

drifting, power skids, a night cruise, 

entertainment, trade, and a Hard Park. 

There’s also the opportunity for passenger 

rides (on request) for $10 throughout the 

weekend (cash only), with all proceeds 

going to charity. 

Tickets for spectators will be available 

at the gate. Weekend Passes are $75 for all 

three days, and kids ten and under are free. 

Friday 1 March: VIPs only out on track 

from 12pm–6pm. General Admission: $30.

Saturday, 2 March, 9am–6pm: General

Tips for buying and 

installing child restraints 

You never know when an accident may 

happen, so be prepared and keep children 

safe by buying the proper restraint and 

installing it correctly. Child restraints save 

lives, and it is a legal requirement in New 

Zealand that they be used until a child 

turns seven years old. 

Child restraints must meet one of 

three standards: 

· Australian/New Zealand standard AS/ 

NZS1754: identified by the Australian 

“tick” mark. 

· US standard FMVSS213: identified by the 

number FMVSS213 and the “S” mark to 

show they have been certified for use in 

New Zealand. 

· European standard ECE R44.04: identified 

with a circle containing an “E” (the 

number in the circle varies depending on 

the European country where the seat is 

manufactured). 

Waka Kotahi NZ Transport Agency 

has helpful videos to help buy and install 

restraints correctly. When purchasing a 

restraint, consider your child’s weight, 

height and stage of development and try 

the restraint in the car before you buy. 

Only move to a bigger size when they have 

outgrown the specified limits. 

For best protection from birth to one 

year of age, babies need to lie rear-facing 

at a 45° angle. Never place rear-facing 

restraints (including capsules) in the front 

passenger seat if the car has an airbag that 

can’t be disabled. 

Types of restraints: 

· Capsules-up to 13kg weight should be 

rear-facing in the back seat preferably 

until they’re two years old. 

· Convertible seats- from birth up to 18kg 

rear/forward-facing seat with an integral 

harness. 

· Forward-facing seats with an integral 

harness suitable for toddlers from 9 to 

18kg (up to about five years old) and only 

when they have outgrown the rear-facing 

seat. 

· Forward-facing/booster seats without an 

integral harness for children from 9 to 

26kg using the seat with an adult safety 

belt. 

· Booster seats for children weighing 15 to 

36 kg (up to about 11 years) using the car 

seat belt. 

Ensure children are safe by correctly 

fitting and installing a child restraint. 

Always follow the manufacturer’s 

instructions if you’re installing the restraint 

yourself. Often, stores have staff who are 

child restraint technicians, or you can find 

a list of technicians at www.nzta.govt.nz/. 

Tips: 

· If possible, use a locking clip that holds 

the adult safety belt tight when a restraint 

is used. 

· Use a tether strap to stop the child 

restraint tipping forward in a crash. 

· Padded side wings can help protect the 

child in a side-on crash. 

· Forward-facing and booster seats that 

can be reclined can stop your child from 

slumping when sleeping. 

· If possible, use a forward-facing or 

booster seat with adjustable seatbacks for 

growing children. 

· Make sure the lining is easy to remove 

and washable. 

· Cars with Isofix and LATCH mounting 

points allow restraints to be snapped into 

the frame rather than held by the seat 

belt.

Tucson ‘not just show with plenty of go’ 

ADDING PLUG-IN hybrid 

technology means one of 

Hyundai’s best-selling SUVs 

the mid-sized Tucson, is just a 

step removed from taking the 

inevitable full electrification 

plunge. 

With its bold looks, digital capabilities, 

and upgraded ride and 

handling, Hyundai expects this 

Tucson to add significantly to the 

over 7 million sold globally since 

the original model was launched 

19 years ago. 

For our market, the Tucson 

is only sold in short-wheel base 

form, while its cousin the Kia 

Sportage rides on a long-wheel 

base. Unlike the Tucson, the 

Sportage isn’t available here in 

hybrid form. 

The Tucson hybrid comes in 

2WD and AWD forms with the 

plug-in model exclusively AWD, 

and road tested here in top spec 

Elite guise. The AWD system is 

also found in its larger sibling, 

the ever-popular Santa Fe. Power 

is distributed to the front and 

rear wheels depending on traction 

conditions, while the terrain 

mode selector maximises power, 

torque and braking depending on 

the conditions you’re driving in. 

The Tucson plug-in hybrid isn’t 

cheap compared to many of its

A high tempo 195kW plug-in 

hybrid power train is strong 

and feisty with acceleration that

extra kick of the fully charged 

battery pack ensures punchy 

take-offs from standing starts, 

and purposeful pulling power for 

most driving situations. These 

attributes make light work of undulating 

roads and long energy 

draining up hill grinds. 

The plug-in has an all electriconly 

range of up to 65km, similar 

to several rivals, including the 

Mitsubishi Eclipse and Ford 

Escape. Both pack a much lighter 

performance punch than the 

heavy hitting Tucson PHEV’s 

195kW. The claimed 65km all 

electric range is fairly bullish. 

However, the real world every 

day driving figure is the one that 

really counts and hinges on a lot 

of variables. 

Topping the list is whether 

you’re an aggressive driver, 

constantly running accessories 

such as the air conditioning, or 

travelling on flat or hilly terrain. 

Owners should be prepared for 

an all-electric range of up to 

15km less than the claimed 65km 

figure. 

In other news from the claims 

department, this time fuel 

economy, the test car was disappointing. 

I knocked off a 500km 

roadie in it with four adults on 

board, on a trip covering some 

sections of hilly driving, and 

averaged 7.3L/100km. That number 

is well north of the claimed 

1.5L/100km. This might doable in 

low speed town driving when the 

car can spend extended periods 

in EV mode, but well out of reach 

on open road romps.

books is a smart rework of the 

company’s proven 7-speed automatic. 

The test vehicle turned in 

an almost flawless gear-changing 

exhibition. One of the highlights 

was the transmission’s happy 

knack of knowing what gear 

it needed, showcasing the undoubted 

talents of this excellent 

power train. 

For a compact SUV front and 

rear legroom is adequate rather 

than generously provisioned. I 

found the rear door openings too 

narrow to easily navigate bulker 

items through like a child car 

seat. The rear cargo hatch does 

the job, but isn’t helped by the 

batteries being stored under the 

floor, raising its elevation and 

restricting load height. 

SUV buyers demand top rate 

connectivity in their vehicles 

these days and the Tucson has 

that well covered with some of 

the best in class digital tech. 

Hyundai’s digital key is a great 

‘for instance’ turning your 

smartphone, into a smart key. It’s 

not a one trick pony either, allowing 

you to lock and unlock the 

vehicle, activate the panic alert 

and start the motor from over 

25m away. (Not sure why you 

would want to do the latter, other 

than showing off to mates in the 

golf club car park.) 

A full-touch display houses the 

navigation system, air conditioning 

and infotainment controls. 

This offers split-screen functionality 

that enables multi-tasking. 

It was easy to master the basics 

without turning you into an 

instant expert. 

The Tucson hybrid range is 

fitted with a comprehensive suite 

of safety features. On boarded are 

most of the safety essentials such 

as lane keeping assist, forward 

collision avoidance, blind-spot 

collision avoidance, and smart 

cruise control. 

A potential life safer when 

the vehicle is stationary is safe 

exit assist. It reduces the risk of 

people getting out of the vehicle 

and stepping into the path of an 

approaching vehicle they couldn’t 

see. It does this by sounding an 

alarm warning you of the impending 

danger. 

The suspension is sportier than 

many hybrids with its nimble and 

playful character, and composed 

in managing sudden deviations 

in the road surface. 

No complaints about passenger 

comfort that’s largely free of the 

choppy listless ride traits of some 

short wheelbase SUVs. 

Little in the way of suspension 

noise penetrates the passenger 

compartment, even under severe 

provocation from sub-standard 

roads. Well weighted, communicative 

steering responds quickly 

to the driver inputs and allows 

you to accurately and effortlessly 

place the vehicle where you want 

it on the road. This vehicle puts 

fun with a capital ‘F’ into the sub 

$90k plug-in hybrid class.

Landscaping and house 

design go together 

When looking at house designs, think about outdoor 

living and how the home will sit on your chosen 

section, along with the practicality of indoor/outdoor 

flow for you and your family. 

Often landscaping is down the list and while we may 

note where sliders are on a house plan we may think 

no further, yet planning helps ensure there is really 

functional outdoor space. 

If gardening is not your thing, your landscaping may 

no more than one or two patio areas, a few plants in 

pots then lawn with some trees and shrubs. For those 

who like gardening, positioning of garden beds will 

also be a factor. 

Sub-divisions usually have covenants requiring that 

a house and landscape plan (of any area visible to the 

street) is submitted for approval, before construction 

of the home begins. Identifying plant species on this 

plan may not be necessary with just an indication of 

number of plants along with their heights and widths 

needed. A landscape designer may provide you with 

plant details or you might consult a nursery who will 

recommend suitable plants. 

Minimalism is currently fashionable with 

grouping of evergreen shrubs and in larger spaces 

one or two trees to create effect. Natives are 

popular but consider also Rhododendrons and 

Camellias that while being slower growers, do put 

on a stunning display of colour in spring. 

If you want a little more interest in your garden, 

you might include a water feature, pergola or 

additional fencing within the property itself. The 

latter two have the added advantage of providing 

shelter from wind and sun. Look at how the 

dimensions of each house plan fits within your 

chosen piece of dirt, to see where such features 

might be positioned and whether it is workable. 

Planning your outdoor space early will also 

mean that you can have any pre-wiring for outside 

lighting undertaken by the electrician when the 

house is constructed, saving dollars and making it 

easier as the cables will be laid at a safe depth (a legal 

requirement) and ready for the later construction. 

In relation to hard surfaces, while driveways, paths 

and concrete patios are regularly planned as part 

of the build, other outdoor concrete areas may not 

be considered. If you do have an idea of additional 

parking areas to be concreted for a caravan or boat 

or other hard surfaces you would like, it may save 

on the budget by having this completed when the 

workmen are on the job rather than them having to 

come back at some point in the future. It also gets 

these jobs done. 

While the budget may be a factor in determining 

how many of your landscaping ideas are put into 

practice at the time of the build, having a plan in 

mind and costing for it is a good idea. It could 

save dollars down the track so talk to your builder, 

electrician and landscape designer. You may also 

like to put some ideas down on paper as a starting 

point.

Despite October last year being quieter 

as people were awaiting the outcome of the 

elections before making any property and, 

therefore, financial decisions, the Bayleys 

team states there has been an increase in 

activity, particularly since entering the New 

Year. The Christmas holidays have been 

the ideal time for individuals and families 

to consider their property requirements 

moving forward, and this has been backed 

up by the level of activity they have seen 

from purchasers and vendors alike over the 

last three weeks.

“With some of the proposed upcoming 

changes from the government, such as 

interest deductibility and bright-line test 

rules, combined with expected declines 

in interest rates over the following 

months, an increase in buyer confidence is 

indicated and therefore increased activity 

in the market as we progress through the 

year.” He also expects a rise in activity, 

particularly from investors from around 

the country.
