Residents vow<br />

to fight landfill<br />

proposal<br />

AChristchurch firm proposing to establish alandfill<br />

in <strong>North</strong> Loburn, <strong>North</strong> <strong>Canterbury</strong>, is set to have a<br />

fight on its hands.<br />

Around 100 packed into the Ashley Rugby Club<br />

rooms at the Loburn Reserve on Tuesday evening to<br />

express opposition to aproposal by Protranz<br />

Earthmoving Ltd to establish alandfill at its quarry<br />

at White Rock, north of Loburn.<br />

Meeting organiser Mike McCaleb was thrilled with<br />

the turnout.<br />

‘‘Better to have all these people to fight this thing<br />

with me, than to fight it alone from White Rock.’’<br />

Awebsite, whiterock.org.nz, has been set up, and<br />

enquiries about establishing an incorporated society<br />

have been made. Mr McCaleb also encourages<br />

residents to write to the Waimakariri District<br />

Council.<br />

‘‘We are looking at an unwarranted, unplanned<br />

expense, around getting environmental engineers<br />

and experts to help us. Iknow the council will do its<br />

best, but they are reacting to what’s in front of them.’’<br />

Residents are concerned about the risks to<br />

groundwater and the Karetu River.<br />

Around adozen households rely on the Karetu<br />

River for drinking and stock water.<br />

Protranz Earthmoving Ltd is proposing to restore<br />

the Whiterock Quarry, at <strong>15</strong>0 and 174 Quarry Road,<br />

Loburn, to near its previous landform, by filling it<br />

with managed fill.<br />

It is proposing aclass 3landfill with managed fill,<br />

accepting only ‘‘inert and sorted construction and<br />

demolition waste, and contaminated soil material’’, a<br />

leaflet produced by the company says. It would not<br />

accept uncontrolled construction and demolition<br />

waste, or municipal solid or green waste.<br />

But Mr McCaleb says the Whiterock Quarry is<br />

unstable due to the limestone and porous rock, and<br />

the underground springs.<br />

The prospect of more trucks driving up and down<br />

the road was also aconcern, he says .<br />

Protranz was not invited to speak at Tuesday’s<br />

meeting.<br />

The company recently invited neighbours to visit<br />

the site with its engineering consultants WSP.<br />

‘‘Around 75 people showed up and it got abit<br />

heated and unruly, so we didn’t want arepeat of<br />

that,’’ Mr McCaleb says.<br />

Capturing the magic of nature<br />

inaugural Waimakariri Nature Photo<br />

Competition.<br />

The judges,Steve Attwood and Tracey<br />

Borgfeldt, said the photo capturesa<br />

magic moment as the bird is reflected<br />

while feeding, tellingagreat story about<br />

this bird in its environment.<br />

The winning image of the junior<br />

section, taken by Olivia Woodcock in<br />

<strong>North</strong> Loburn, alsocame in for high<br />

praise from the judges.<br />

‘‘This photo comes through as the<br />

winner because it is very strong in terms<br />

of story telling.<br />

‘‘The mating damsel flies, and egg<br />

laying capturesthis wetlandscene so<br />

well.’’<br />

The competition, which attracted<br />

about 100 entries, ran during the<br />

Christmas/New Year School holidays to<br />

promote Pest Free Waimakariri, a<br />

Waimakariri District Council<br />

greenspace team initiative which was<br />

established in October lastyear.<br />

Pest Free Waimakariri’s ranger<br />

Richard Chambers said manypeople in<br />

Waimakariri are working to make the<br />

district's natural places better for<br />

wildlife, so the aim of the competition<br />

was to encourage people to get out over<br />

summer and spendtime enjoying them.<br />

‘‘We had alot of photos from the rivers<br />

and estuaries of the area, butalsomany<br />

from people's own gardenswhich was<br />

great,’’ he said.<br />

Council greenspace team spokesman<br />

Mike Kwant said the public response to<br />

the competition was tremendous.<br />

‘‘The photographs reveal the diversity<br />

of life that make their home in our<br />

district and emphasisethe importance<br />

of looking after the natural habitats<br />

which they depend on for their survival.<br />

‘‘Where possible we need to look<br />

beyond protecting these reserves and<br />

take practical steps to enhance and<br />

extend them,’’ he said.<br />

‘‘There is alsothe added value of<br />

learningabout the plants and animals<br />

that live there.<br />

‘‘The experience of visiting our<br />

natural greenspacesisthat much more<br />

rewarding with that knowledge which<br />

justteases curious minds to know<br />

more.’’<br />

The judges were pleased to see ahigh<br />

standard of entries.<br />

‘‘At the top end, we were really<br />

challenged to choosebetween the<br />

winner and the runners­up.’’<br />

For this reason afew highlycommendedprizes<br />

were added to the<br />

competition.<br />

They alsosaid they hoped the<br />

competition would become an annual<br />

event.<br />

‘‘Competitions such as this encourage<br />

people to get out and learn what natural<br />

treasuresthey have in their own<br />

community,’’ Steve said.<br />

‘‘That leads to abetter understanding<br />

of what is there and greater awareness<br />

leads to more support for reserves and<br />

native species conservation so our<br />

childrenand grandchildren will still<br />

have these beautiful plant and animal<br />

species and special landscapes to<br />

enjoy.’’<br />

Tracey said it would be great to see the<br />

competition become aregular event.<br />

‘‘I would love to see more entries in<br />

the youth section. For its first time up,<br />

the competition attracted some amazing<br />

photos and Ican only see it getting<br />

better and expanding and creating that<br />

closer relationship between people and<br />

the wonderful place we are lucky<br />

enough to live in.’’<br />

They also had some words of<br />

encouragement for the photographers<br />

whose images did not win aprize.<br />

‘‘Join aphotographic club and keep<br />

getting out there and taking photos. The<br />

more you do, the better you get, and<br />

spending time sitting and observing<br />

while you wait for that perfect shot is a<br />

great way to really engage with the<br />

environment.’’<br />

Hurunui ratepayers to face rate hikes<br />

Hurunui ratepayerscan expect hefty rate<br />

rises over the next two years.<br />

Average rate rises of 12.41 percent for<br />

this year, and 14.14% for next year<br />

(2025/26) have been signalled in the<br />

Hurunui District Council’s draft Long<br />

Term Plan.<br />

Speaking at an extraordinarycouncil<br />

meeting on Tuesday, chief financial officer<br />

Jason Beck said he expected the rates rise<br />

to drop below 5% in 2026/27.<br />

He said the proposed rate rises are in<br />

line with other councils and reflected the<br />

significant cost increases and impacts of<br />

regulatory changes the council faced.<br />

The council was also continuing to<br />

upgradeits three waters infrastructure<br />

over the next two years.<br />

Deputy Mayor Vince Daly questioned<br />

whether ‘‘rates smoothing’’ could be<br />

introduced to spread the impact of rate<br />

increases over the next three years.<br />

‘‘A lot of people are on fixed incomes, so<br />

Ithink we need to look at balancing it out<br />

instead of having two big rates increases<br />

and then going under 5%.’’<br />

Mr Beck said some form of ‘‘rates<br />

smoothing’’ was possible by spreading out<br />

debt repayments.<br />

‘‘It can be done. It doesn't move the cost,<br />

but it moves the funding of the cost from<br />

the rates in year one out to years two and<br />

three.’’<br />

Chief executive Hamish Dobbie said he<br />

was not in favour of ‘‘ratessmoothing’’.<br />

‘‘We’ve done it before and something<br />

else always happens, and we end up<br />

having to push the rates up to cover extra<br />

debt.’’<br />

An expenditureof$368.6 million was<br />

proposed over the next 10 years, with<br />

roading ($160.8 million) the biggest<br />

expense, followed by three waters ($142.6<br />

million) and other capital expenditure<br />

including the Hanmer Springs Thermal<br />

Pools &Spa ($65.2 million).<br />

Mr Beck said funding social housing was<br />

also proving to be aheadache.<br />

The initial budget allowed for a10%<br />

yearly rent increase, but this was found to<br />

be unsustainable and has been reduced to<br />

5%.<br />

Social housing ownership will be<br />

reviewed as part of the LongTerm Plan<br />

consultation.<br />

‘‘We have asocial conscience, so we<br />

want to have the provision of social<br />

housing, but we need to lookatwhat our<br />

long term commitment is,’’ Mayor Marie<br />

Black said.<br />

The council’s debt level was expected to<br />

peak at $142 million in 2030/31, before<br />

dropping back to $116 million in 2033/34.<br />

This equates to adebt to revenue ratio of<br />

as high as 161.29%, so is dependant on a<br />

change in the Treasury policy which limits<br />

it to 125%, Mr Beck said.<br />

The council will meet again on March 26<br />

to adopt the draft Long Term Plan for<br />

consultation.<br />

Country music and passionate followers<br />

Combining her two passions in life —<br />

country music and knitting —allows Julie<br />

Ridgway to knit alot of items for charities<br />

as she attends country music festivals<br />

across the country.<br />

‘‘I love sitting here listening to the<br />

music and knitting, it helps me relax,’’ she<br />

says.<br />

Julie was one of nearly 300 keen<br />

country music fans who packed the hall at<br />

the Rangiora Showgrounds for three days<br />

to attend the second Waimakariri<br />

Country Music Festival in Rangiora.<br />

Organiser Kevin Taylor says it was a<br />

perfect event and it was well received by<br />

the hundreds who had travelled to the<br />

festival.<br />

‘‘They came from the top of the <strong>North</strong><br />

Island to Invercargill, we even had a<br />

visiting Canadian tourist stop in and take<br />

part.’’<br />

He says the festival is now part of a<br />

circuit which starts in mid­January in<br />

Nelson, and then works its way down to<br />

Gore.<br />

‘‘Enthusiasts travel around in motor<br />

homes and caravans,wehad 68 of them<br />

parked up here over the weekend.’’<br />

Kevin says it’s the friendlinessofall the<br />

people and their passion for country<br />

music which makes the festival so special.<br />

‘‘We had agood line­up of <strong>Canterbury</strong><br />

singers on show and the run list for<br />

performers was always packed.’’<br />

All Together Kaiapoi brings down the curtain<br />

Gordon has praised the ‘‘fantastic work’’<br />

done in the Kaiapoi Community by All<br />

Together Kaiapoi.<br />

His comments come as the group<br />

plans to call it aday<br />

All Together Kaiapoi made apublic<br />

announcement at this year’s Kaiapoi<br />

Waitangi Day Family Festival in<br />

Trousselot Park that it would be their<br />

last.<br />

The volunteers, who have organised<br />

many events for the riverside town<br />

includes chair Jackie Watson, Linda<br />

Dunbar, Brent and Shirley Cairns, Sara<br />

Green, Kath Adams and Anna Paterson,<br />

plus Kaiapoi’s school principals, Jason<br />

Miles, Hayden van Lent, Jason Reid and<br />

Trish McKendry.<br />

Mr Gordon opened the festival and<br />

said the event was tinged with sadness<br />

as this year’s event would be the last<br />

event that All Together Kaiapoi, in its<br />

current form, would be holding.<br />

‘‘I would like to acknowledge the<br />

fantastic work done in the Kaiapoi<br />

Community by All Together Kaiapoi,’’ he<br />

said.<br />

‘‘Since the organisation’s inception<br />

after the earthquakes, it has held<br />

wonderful events and brought the whole<br />

town together.<br />

‘‘The success of this group is<br />

ultimately down to co­ordinator Linda<br />

Dunbar, chairperson Jackie Watson and<br />

the trustees.<br />

‘‘I would also like to make special<br />

mention of the late Chris Greengrass<br />

who was the initiator of All Together<br />

Kaiapoi and responsible for many of the<br />

events it held over the years,’’ he said.<br />

Mr Gordon hopes there may be<br />

interest from other community groups in<br />

Kaiapoi to take up the running of these<br />

events.<br />

‘‘It is my understanding discussions<br />

are under way in this regard.’’<br />

Apond, abelief, and vindication<br />

It took 17 years, but Loburn character<br />

William White, aka Gyro, has finally been<br />

vindicated.<br />

Back in 2002 his family watched in<br />

disbelief as he constructed alargepond on<br />

his property.<br />

Lake Gyro, of approximately 20 million<br />

litre capacity, was born.<br />

On Friday, January 12, fires broke out in<br />

the district and the nearby Ashley River<br />

had little water to surrender.<br />

Luckily Lake Gyro was close to hand and<br />

helicopters were quick to swoop in with<br />

their monsoon buckets.<br />

Properties were probably saved that<br />

night as aresult.<br />

This is not the first time the pond has its<br />

worth.<br />

Back in <strong>February</strong> 2020 afire started<br />

further up the Ashley River, fanned by a<br />

howling nor'wester,risking life and<br />

properties.<br />

During ahelicopter sweep over the<br />

district the pilot saw William standing by<br />

his pond, excitedly giving them the thumbs<br />

up.<br />

The monsoon buckets were lowered,<br />

and Lake Gyro gave willingly of its bounty.<br />

As the helicopterswere lowering their<br />

buckets, Icalled to them: ‘‘Why has it taken<br />

you 17 years to vindicate me?,’’ William<br />

laughs.<br />

William, who lives near the north bank<br />

of the Ashley River with his wife Gay, built<br />

the pond for irrigation, frost and fire<br />

fighting and recreation.<br />

People thought he was crazy and when<br />

the pond started leaking it seemed they<br />

were right.<br />

But William, never aman to give up,<br />

enrolled in ascuba diving course and then<br />

used his new skills to examine the pond<br />

bed, and plug the leaks. He persisted and<br />

eventually succeeded.<br />

Awood turner, sawmiller, orchardist<br />

and inventor William founded Mill<br />

Orchard Juices with his brother Nick and<br />

used his engineering talents to build much<br />

of the original plant.<br />

Lake Gyro, its surrounds now tastefully<br />

landscaped with lawns and plants, is a<br />

wildfowl magnet attracting all kinds of<br />

birds including ducks seeking sanctuary<br />

during the shooting season.<br />

Asmall colony of Royal Spoonbills took<br />

up residence there one year.<br />

William endured scepticism for the lake<br />

project, says his sister, Annabelle<br />

Roulston. But when the fire broke out, his<br />

lake helped quell the blaze.<br />

Iconic Kaiapoi fun run and walk for all<br />

Serious runners, and those not so serious,<br />

will all be able to test their fitness at the<br />

annual Kaiapoi Fun Run and Walk on<br />

Sunday, March 10.<br />

The ever­popular event starts at Murphy<br />

Park by the Kaiapoi Borough School and<br />

follows the picturesque Kaiapoi River<br />

through the centre of Kaiapoi up to the<br />

Silverstream Village, and back again,<br />

finishing at the Kaiapoi Borough School.<br />

The 10km and 5km courses are also<br />

open to walkers young and old who want to<br />

keep their fitness up.<br />

The course is suitable for prams and<br />

strollers if you want to bring your young<br />

ones along, but not scooters and bikes.<br />

The 10km walkers start at 8.30am, with a<br />

9am start for the 5km walk/run, and the<br />

10km run.<br />

The 10km course is run on aunique<br />

course very different from most around<br />

the district.<br />

It is 99 percent off road, so the<br />

competitors can relax and enjoy the run/<br />

walk alongside the Kaiapoi River without<br />

having to worry about traffic.<br />

For the not so serious runners there is a<br />

5km course that follows the same route up<br />

to the start of Lineside Road on the south<br />

side of the river, and then returns to finish<br />

at Kaiapoi Borough School.<br />

The first three men, and the first three<br />

women running the 10km or 5km courses<br />

will receive certificates to acknowledge<br />

their times on the day.<br />

All competitors who attend the<br />

prizegiving are eligible for spot prizes<br />

which have been donated by local<br />

businesses.<br />

The prizegiving will begin once all<br />

competitors are back at Kaiapoi Borough<br />

School.<br />

The Kaiapoi Fun Run Committee would<br />

like to thank All Together Kaiapoi, Wilson<br />

Traffic Management, Environment<br />

<strong>Canterbury</strong>, the Waimakariri District<br />

Council, Kaiapoi New World, and the<br />

many volunteers in Kaiapoi and<br />

Silverstream, who all contribute to making<br />

the event avery successful one.<br />

years and over, and free for under five<br />

the Markham street Summer<br />

There will be awide variety of<br />

stalls and activities for the whole<br />

family in Markhamstreet but also the<br />

other retail outlets in very close<br />

Given Markham Street is the oldest<br />

established street in Amberley,<br />

holding asignificant piece of history,<br />

the festival will add to the existing<br />

vibrant retail and special character.<br />

The following weekend <strong>February</strong><br />

24 and 25, the Amberley Fire Brigade<br />

is hosting a24­hour swim in support<br />

of ‘‘Swim for Hope’’ with the brigade,<br />

and community members, swimming<br />

continuously for 24 hours.<br />

This is agreat initiative in<br />

collaboration with the ‘‘I am Hope<br />

Foundation’’ and the Give aLittle<br />

page campaign funds will support<br />

people suffering from Mental Health,<br />

offeringalistening ear and coping<br />

strategies.<br />

Iwant to acknowledge our FENZ<br />

personal as like many people in our<br />

district, Iamacutely awareofthe<br />

demands that have been placed on<br />

our volunteer fire brigademembers<br />

over the past few weeks, and to<br />

publicly thank them for their<br />

dedication to keepingour district<br />

safe.<br />

This acknowledgementextends<br />

also to the volunteers who supported<br />

the welfare centres set up over two<br />

recent fire events.<br />

The severe fire risk remains with<br />

us, so my plea is that we are all<br />

consciousofthe risk, and our shared<br />

responsibility keeps us all safe until<br />

we receive some very welcome<br />

autumn rain.<br />

wonderful autumn A@Pshow<br />

season with Amuri on March 2, and<br />

Cheviot March 9, with the Hawarden<br />

Show committee planningtoward<br />

2025 and to bring the show back<br />

better than ever.<br />

Call for funding tools<br />

A<strong>North</strong> <strong>Canterbury</strong> mayor has called for<br />

‘‘more ambitious’’ funding for roading<br />

and infrastructure.<br />

Waimakariri Mayor Dan Gordon has<br />

backed acall by Local Government New<br />

Zealand(LGNZ) for more funding tools to<br />

support infrastructure.<br />

‘‘Roading investment is very important<br />

to us as agrowth district.<br />

‘‘<strong>Canterbury</strong> receives apaltry amount<br />

comparedtothe restofthe country in<br />

transport and it is the same across the<br />

South Island, and we need to be<br />

ambitious.’’<br />

Mr Gordon says he welcomes the<br />

Government’s signals of moving from<br />

‘‘centralisation to localism’’.<br />

He is lookingforward to meeting with<br />

Government ministers to discuss<br />

opportunitiesfor partnerships on<br />

projects in the council’s Long Term Plan.<br />

<strong>North</strong> <strong>Canterbury</strong>’s councils are busy<br />

workingontheir Long Term Plans, which<br />

set targets for the next 10 years.<br />

The Government Policy Statement on<br />

land transport is under review and could<br />

have implications aroundwhat funding<br />

is available,but will not be known until<br />

after the Long Term Plans have been<br />

adopted.<br />

Several councils were caught out six<br />

years ago, following achange of<br />

Government, when they found they were<br />

not getting as much roading funding as<br />

they anticipated.<br />

Hurunui District Council chief<br />

executive Hamish Dobbie says councils<br />

could ‘‘always redo’’their Long Term<br />

Plans next year, but this carried acost.<br />

Hurunui had one of the largest roading<br />

networks in the country, but had a<br />

relatively small population to maintain<br />

it.<br />

Roading was funded 52 percent from<br />

Waka Kotahi New Zealand Transport<br />

Agency’s One Network Fund, but when<br />

there was afunding shortfall ratepayers<br />

were left to pick up the full cost.<br />

Funding is largely for maintenance,<br />

though the council can apply for<br />

emergency funding after severe weather<br />

events.<br />

Mr Dobbie said more investment was<br />

needed to make the network more<br />

resilient in the face of more frequent<br />

weather events.<br />

‘‘There is acapital cost in building<br />

networks and it you have alot rain events<br />

you need bigger culverts.<br />

‘‘It is areal issue for roading<br />

throughout the country, how do we build<br />

enough resilience?’’<br />

Arecent report by the Infrastructure<br />

Commission highlighted astrong public<br />

appetite for funding tools that go beyond<br />

rates, like usage charging.<br />

LGNZ president Sam Broughton says<br />

there needs to flexibility to meet the<br />

different needs of councils around the<br />

country.<br />

‘‘Not every tool works well for each<br />

council, so we need to take alocally­led<br />

approach to finding the right levers for<br />

individual communities.’’<br />

Options included revenue sharing<br />

between central and local government,<br />

Government paying rates on Crown land,<br />

congestion charging, bed taxes and<br />

tourist levies.<br />

The Pegasus community is about to<br />

install its first CCTV crime prevention<br />

camera, thanks to agenerous donation<br />

from alocal business.<br />

Simran and Raj Sandhu have donated<br />

$5000 to the Pegasus Residents’ Group<br />

Inc, following acommunity meeting in<br />

November.<br />

‘‘CCTV is asomethingthe residents of<br />

Pegasus have wanted for some time to<br />

help enhance the security and safety of<br />

Pegasus,’’ Pegasus Residents’ Group<br />

president Matt James said.<br />

‘‘I was totally blown away to get acall<br />

from Simran offering such agenerous<br />

donation.<br />

‘‘With this contribution we can get our<br />

initiative off to aflying start.’’<br />

Mr James said he aimed to have the<br />

first camera installed during March.<br />

More cameras will be rolled out as<br />

more donations arereceived.<br />

The announcement followed the<br />

installation of the first CCTV camera in<br />

Sovereign Palms in Kaiapoi in January.<br />

Waimakariri MP Matt Doocey has been<br />

working with local communities<br />

considering installing CCTV cameras.<br />

He said the Pegasus announcement<br />

showed community­led initiatives could<br />

be successful.<br />

‘‘I think it is another great example of<br />

local communities standing up for<br />

themselves.<br />

‘‘It takes an incredible level of<br />

commitment to get to get these cameras<br />

installed and it shows people are wanting<br />

to reclaim their streets.’’<br />

Despite arecent spike in crime, <strong>North</strong><br />

<strong>Canterbury</strong>remained one of the safest<br />

communities in New Zealand, the<br />

region’s police said.<br />

The region's growing population and<br />

improved transportaccess were<br />

contributing to achanging environment<br />

in the Waimakariri and Hurunui<br />

districts.<br />

Residents have been fundraising to<br />

install the CCTV cameras, with help from<br />

police, the Waimakariri District Council<br />

and <strong>North</strong> <strong>Canterbury</strong>Neighbourhood<br />

Support.<br />

Exemptions halted<br />

Chlorine exemption applications have<br />

been withdrawn by the Waimakariri<br />

District Council due to ‘‘impossible’’<br />

drinking water standards.<br />

Mayor Dan Gordon said he has<br />

raised concerns with Local<br />

Government Minister Simeon Brown<br />

about the Water Services Act’s<br />

drinking water standards, which are<br />

imposed by national regulator<br />

Taumata Arowai.<br />

‘‘In my conversation with the new<br />

minister Iraised that it is almost<br />

impossible to achieve an exemption<br />

under the new standards, so maybe it<br />

is something that needs to reviewed,’’<br />

he said at arecent council meeting.<br />

The council voted to withdraw its<br />

applications for chlorine exemptions<br />

for the Rangiora, Kaiapoi, Oxford<br />

urban and Waikuku Beach drinking<br />

water supplies for now, and to write to<br />

Mr Brown asking him to reconsiderthe<br />

standards.<br />

An application for the Cust water<br />

supply was declined last year, while<br />

the Woodend­Pegasus exemption<br />

application is still being considered.<br />

Three Waters manager Kalley<br />

Simpson said the council would have a<br />

better idea of what was needed to<br />

achieve chlorine exemptions once it<br />

had received feedback from the<br />

Woodend­Pegasus application.<br />

‘‘We believe our applications in<br />

their current form would be declined,<br />

based on the Cust decision.<br />

‘‘We need to withdraw and look to<br />

resubmit when we have done the<br />

necessary work.’’<br />

He said initial estimates suggested it<br />

would cost up to $100 million to bring<br />

the six urban supplies up to an<br />

acceptable standardtoreceive a<br />

chlorine exemption.<br />

The Waimakariri district was one of<br />

the last to chlorinate its water<br />

supplies, and the council had long<br />

believed it had ‘‘gold standard’’<br />

drinking water, which was fed from<br />

deep underground aquifers, Mr<br />

‘‘We have pushed back as strongly as<br />

we could.<br />

‘‘It is clear we are going to have to do<br />

more work to comply, but we are not<br />

giving up.’’<br />

‘‘I don’t like the position we are in,<br />

but we are obligated to follow the law.<br />

‘‘In order to achieve exemptions, the<br />

bar is incredibly high, so we need the<br />

new Government to consider whether<br />

American bluegrass band Sassafras, has<br />

added asolo concert in Waimakariri to<br />

this month’s New Zealand tour by the<br />

group.<br />

The band’s Balcairn Hall concert this<br />

Saturday night, <strong>February</strong> 17, sold out<br />

quickly.<br />

But Randy, who was born and raised<br />

in <strong>North</strong> Carolina, will also perform at<br />

the Pines Kairaki Community Hall, at<br />

Pines Beach, near Kaiapoi, on Friday,<br />

Purple Poppy Day service<br />

The wartime service of animals will be<br />

honouredatasmall service at the<br />

Rangiora War Memorial Cenotaph on at<br />

11am on Saturday, <strong>February</strong> 24.<br />

Clare Hammond, Theresa Rosanowski<br />

and RSA personnel will attend to<br />

recognise Purple Poppy Day which is<br />

recognised internationally on <strong>February</strong><br />

24 every year.<br />

Clare says while New Zealand is one of<br />

the later nations to recognise animals<br />

for their war service, Purple Poppy Day<br />

is growing throughout the country.<br />

Several local supporters of Purple<br />

Poppy Day organised acommemorative<br />

plaque, recognising the service the<br />

wartime service of animals, which was<br />

unveiled on the cenotaph on <strong>February</strong><br />

24, 2022.<br />

Clare says aservice had not been held<br />

since, but it is hoped it will now become<br />

an annual event. The purple poppy was<br />

created in 2006 by aUnited Kingdom<br />

charity ‘‘Animal Aid’’, to commemorate<br />

animals as the ‘‘forgotten victims of<br />

war’’.<br />

Construction has begun on the new John<br />

Knox Presbyterian Church/community<br />

centre on the corner of Rangiora’s High<br />

Street and King Street.<br />

The previous church building was<br />

demolished in September 2014 after<br />

being found to be an earthquake risk.<br />

It was damaged by the series of<br />

earthquakes in 2010­2011, and therefore<br />

was not eligible for an Earthquake<br />

Commission payout.<br />

The church’sminister Rev Jason King<br />

says he is looking forward to opening the<br />

new building which will include some<br />

momentos from the old building.<br />

This includes astained glass window,<br />

an honours board and some stonework.<br />

It will also have five or six different<br />

community spaces, asmall office, a<br />

lounge area, and an auditorium which<br />

will seat 240 people, and will serve the<br />

Rangiora community much better for<br />

many years to come, he says.<br />

There will also be alandscaped<br />

garden outside the new building.<br />

‘‘We could have still had services in<br />

the old building, but we would have all<br />

had to wear hard hats,’’ Mr King says.<br />

‘‘We are pretty stoked with what the<br />

designers have done for the new<br />

building’’<br />

It was designed by PXA Architects in<br />

Christchurch and will cost $3 million<br />

``for the whole keys­to­the­door<br />

project.’’<br />

It is scheduled to be completed early<br />

next year.<br />

It will be a‘‘church for all ages,’’ with<br />

spaces for worship, fellowship and<br />

community events, he says.<br />

Kaikoura A&P show this year.<br />

Koopmans says the committee has<br />

designed it to help with congestion<br />

around parking inside and outside<br />

venue.<br />

‘‘We are really excited to be back again<br />

for another year.<br />

‘‘With anew layout and new ideas we<br />

can’t wait to see how they go and what<br />

the public think.<br />

‘‘We also have afantastic new bar<br />

garden for everyone to relax and enjoy<br />

themselves in asafe environment.’’<br />

The theme this year is ‘Happy Days’ ,<br />

showcasing the hard work of locals in<br />

the Kaikoura district, and to get them<br />

off­farm and out of offices, to enjoy afun<br />

filled day with their families.<br />

Mark says they have agreat line up of<br />

free entertainment for the young, and<br />

not so young, which includes driving a<br />

digger, Bullock Road Archery, Silly billy,<br />

Milly the Clown and the Harcourts<br />

‘‘Future Farmer of the Year’’ contest to<br />

name afew.<br />

Horses will take centre stage in the<br />

ring, with the stock and station horses in<br />

the eastern ring, by the carpark.<br />

Don Stewart the ‘‘Duck Man’’ is back<br />

again outside the dog agility section.<br />

People are urged to bring their dog<br />

along and show off their skills.<br />

The sheep and wool classes are still<br />

going strong with plenty of prize worthy<br />

sheep to look at.<br />

section situated with the wool, to see<br />

some amazing pictures.<br />

Other sections include home<br />

industries, produce, cooking/baking,<br />

handcrafts and flowers and also<br />

colouring competitions and kids' crafts<br />

from local schools.<br />

The entertainment schedule includes<br />

classic side shows from Sturgeon’s<br />

Entertainment crew.<br />

Mark says they have alocal produce<br />

tent this year, showcasing what<br />

Kaikoura local businesses have to offer,<br />

displaying food, beer, wine, and gin to<br />

indulge in.<br />

The shearing and bike shearing are<br />

still going strong and will provide some<br />

classic farmer entertainment.<br />

Royalty fees are about to be enforced on<br />

farmers harvesting seed from protected<br />

wheat, barley and other crop varieties<br />

and saving it for future re­sowing.<br />

Ascheme is due to be launched this<br />

year after backing from the arable branch<br />

of Federated Farmers following talks<br />

with the New Zealand Plant Breeding<br />

and Research Association (NZPBRA).<br />

Farmers pay aroyalty when seed from<br />

acompany­owned variety is bought for its<br />

first sowing.<br />

NZPBRA argues that collecting<br />

royalties when harvested seed is saved by<br />

farmers for re­sowing is alogical next<br />

step.<br />

General manager Thomas Chin said<br />

the scheme was built on provisions in the<br />

Plant Varieties Rights Act so plant<br />

breeders investing millions of dollars<br />

each year to develop new and improved<br />

cultivars received fairer returns.<br />

Anew cultivar typically cost more than<br />

$1 million to develop and could take up to<br />

adecade to reach the retail market, he<br />

said.<br />

Mr Chin said royalty income from farmsaved<br />

seed would lead to the<br />

development of better cultivar options<br />

for farmers and was not an attempt to<br />

stop them saving and re­planting their<br />

own seed.<br />

‘‘We are only talking about farmers who<br />

use farm­saved seed from protected<br />

varieties paying aroyalty to the owner of<br />

the rights. Farmers can continuetofreely<br />

use common varieties without paying<br />

royalties.’’<br />

Finer details of the new scheme are<br />

still being developed, but will initially<br />

cover protected wheat and barley seed<br />

saved by farmers and used this year,<br />

before its scope widens to include other<br />

cereals, forage and pasture seed options.<br />

An agency will be formed by the<br />

NZPBRA to manage the scheme and<br />

collect royalty payments from farmers on<br />

behalf of companies holding the rights of<br />

protected cultivars.<br />

Alist of them and royalty fees will be<br />

set each year. Farmers will be sent an<br />

online form in December to make a<br />

voluntary declaration on the weight of<br />

seed from protected cultivars saved for<br />

re­sowing.<br />

They will then be charged afee based<br />

on the information, which will be passed<br />

on to companies.<br />

Mr Chin said gaining the support of<br />

Federated Farmers’ arable section was a<br />

major step forward.<br />

‘‘Federated Farmers arable agree that<br />

seed breeders should be fairly<br />

compensated for the development of new<br />

cultivars and they know that farmers will<br />

be the primary recipients of any<br />

improved options that come through the<br />

breeding programmes.’’<br />

Cropmark chief executive Glen Jarvis<br />

said the royalty fees would help seed<br />

breeders meet the costs of sourcing new<br />

genetic material and creating cultivars.<br />

That would help farmers cope with<br />

existing and new challenges, he said.<br />

‘‘Whether they are after disease<br />

tolerance, more production, better<br />

quality or lower greenhouse gas<br />

emissions, farmers are expecting more<br />

and more from seed breeders. Getting a<br />

workable collection scheme in place for<br />

farm­saved seed is agood outcome for<br />

farming and the country.’’<br />

Royalty collection schemes for farmsaved<br />

seed are used in other countries,<br />

including Australia.<br />

Milk price lifted for season<br />

Fonterra has lifted its milk price<br />

forecast for this season, thanks to strong<br />

global dairy prices and demand<br />

increasing.<br />

Fonterra Co­operative Group Ltd has<br />

increased its 2023/24 season forecast<br />

Farmgate Milk Price, with the midpoint<br />

lifting by 30 cents to $7.80 per kgMS.<br />

Up from $7.50 per kgMS.<br />

The forecast range for the season now<br />

increases to $7.30­$8.30 per kgMS, up<br />

from $7.00 ­$8.00 per kgMS.<br />

Fonterra CEO Miles Hurrell says the<br />

lift in the Farmgate Milk Price comes<br />

off the back of five strong Global Dairy<br />

Trade events.<br />

‘‘Recently, we’ve seen alift in<br />

demand, primarily from the Middle<br />

East and South East Asia, for our<br />

reference commodity products and this<br />

has been reflected in GDT prices.<br />

Overall GDT prices are up 10% since<br />

our last Farmgate Milk Price update in<br />

December, with whole milk powder<br />

prices up 11.5% over the same period.’’<br />

He says looking ahead, the potential<br />

impact of geopolitical instability and<br />

supply chain disruption on demand<br />

from key importing regions still<br />

remains uncertain.<br />

‘‘We can navigate these dynamics<br />

thanks to our scale and our<br />

diversification across markets, which<br />

provides us with optionality.’’<br />

Mr Hurrell says they are alsowell<br />

placed to continue to get the co­op’s<br />

product to customers through their<br />

partnership with Kotahi, aglobal<br />

freight and logistics company.<br />

The WaimakaririBiodiversity Trust is<br />

leading atwo­hectarewetland restoration<br />

project at Saltwater Creek.<br />

The two­year project is being run in<br />

conjunction with the Japanese­owned,<br />

Sefton­based medium­density fibreboard<br />

manufacturer Daiken New Zealand.<br />

Daiken will fund plants, fencing,<br />

maintenance and public access for the<br />

project.<br />

The company suggested the project<br />

during ameeting with the Sefton­<br />

Saltwater Creek Catchment Group in<br />

November 2022.<br />

The wetlands site is upstream from<br />

where aspill occurred from the Daiken<br />

factory into the creek last September.<br />

The restorationproject has also<br />

received a$<strong>15</strong>,600 grant from the<br />

Waimakariri Water Zone's action fund,<br />

which has funded initial investigations by<br />

an ecologist and hydrologist to determine<br />

site conditions.<br />

Their reports are due later this month.<br />

Atrust spokesperson says that Daiken<br />

has already hosted avisit to the site, which<br />

is on Daiken­ownedland, from ‘‘keen<br />

Ashley­Rakahuri Primary School students<br />

who are incorporating the wetland project<br />

into their Enviroschools programme’’.<br />

Trust co­ordinator Lucy Barltrop held a<br />

stream exploration day last November for<br />

the students.<br />

The first restoration planting days are<br />

scheduled for this autumn.<br />

The Highlanders faced off against the<br />

Coasters in their annual clash on<br />

Saturday morning, keen to overturn<br />

decades of losses on the pitch.<br />

For the past 20 years or so, the<br />

Highlanders —those who live on the<br />

western side of the Waikuku Beach<br />

village —have only won the Waikuku<br />

Beach community cricket trophy a<br />

handful of times, and last weekend they<br />

missed the opportunity again.<br />

The Coasters —those who live on the<br />

coastal side of the village —fronted up<br />

at the South Oval adorned in colourful<br />

floral leis, keen to retain their iron grip<br />

on the trophy.<br />

Organisers say it was the biggest<br />

turnout they had had in years, and tight<br />

bowling from youngsters such as Liam<br />

Galbraith, aged 14, made their mark on<br />

the pitch, sending the Highlanders into<br />

negative territory very quickly in their<br />

session.<br />

In the end, the score didn’t really<br />

matter as it was all about fostering<br />

community spirit, says organising<br />

committee member Tim Holland.<br />

‘‘The kids loved it, their parents loved<br />

it, we all had agreat time and with the<br />

kind help of Rangiora Toyota, Heasley<br />

Fencing and Ferry Panel &Paint, plus<br />

many others, it turned out to be agreat<br />

day.’’<br />

While the adults were engrossed in<br />

supporting the bowlers and batsmen<br />

alike, the children also had their day on<br />

the field, playing games on the second<br />

pitch.<br />

Tim says the cooler weather made the<br />

day perfect, although the outfield was<br />

heavy and abit damp, restricting the<br />

ball'srun to the circle, “but we all had<br />

fun.”<br />

For him, the highlight was meeting<br />

new neighbours and talking to old<br />

friends.<br />

Rangiora’s newest laneway taking shape<br />

High Street in Rangiora will soon be home to a<br />

vibrant new laneway which will connect more<br />

carparking to the town centre.<br />

At its <strong>February</strong> meeting, Waimakariri District<br />

Council considered areport on the Rangiora <strong>North</strong><br />

of High Street Laneway Concept Plan which will<br />

create anew public laneway from High Street to<br />

additional public parking in the Blake Street block<br />

of land.<br />

The laneway will be located between the ASB<br />

Bank and the new development taking place at<br />

190 High Street.<br />

The new laneway will interface with the adjacent<br />

development taking place at 190 High Street<br />

by Wenborn Holdings Ltd (WHL) –atwo storey<br />

building that will house offices on the top floor<br />

and retail, hospitality and commercial businesses<br />

fronting High Street and the laneway on the<br />

ground floor.<br />

It’s hoped the laneway and new carpark will be<br />

open for business around mid-<strong>2024</strong>.<br />

Council adopts Integrated Transport<br />

Strategy<br />

Growth, freight efficiency, road safety, modechoice,<br />

and emissions reductions were key aims of<br />

Moving Forward: Waimakariri Integrated Transport<br />

Strategy (ITS) adopted by Waimakariri District<br />

Council last week.<br />

The Council voted to adopt the new strategy last<br />

week, that seeks to achieve avision that ‘It is safe,<br />

easy and sustainable to journey towhere we want<br />

to go.’<br />

The final ITS’s Key Moves are:<br />

• Create awell-connected multi-modal District<br />

• Integrate land use and transport tounderpin<br />

higher density living in urban areas<br />

• Design the transport network for the efficient<br />

movement of freight<br />

• Deliver asafe transport system for everyone<br />

• Support alternative travel choices.<br />

Mayor Dan Gordon says often when discussing<br />

transport, it’s easy to focus onprojects instead<br />

of looking at what weneed toachieve the best<br />

outcomes for our District.<br />

“The engagement process in putting together the<br />

ITS was great because itinvolved listening to all<br />

different types of residents and transport users.<br />

“As agrowth District, Waimakariri’s transport<br />

were entered overnight and items were<br />

stolen including wallets and car keys.<br />

There was no forced entry to the<br />

properties; Abar in Kaiapoi was broken<br />

into and cash stolen; Acustomised<br />

vehicle and power tools were stolen<br />

from ashed at aSwannanoa property; A<br />

Kaiapoi male was stopped driving<br />

breaching terms of an alcohol interlock<br />

licence, his vehicle was impounded,<br />

charges pending; Avehicle was stolen<br />

from Rangiora and located in the<br />

Waipara river bed, youth have been<br />

charged and the matter is with Youth<br />

Aid; Access was gained to three<br />

properties in <strong>North</strong> West Rangiora. A<br />

youth was apprehended with items to<br />

link them to several events. Charges are<br />

pending with further investigation<br />

suspicious walking onto properties in<br />

Pegasus, no vehicle details were<br />

obtained; AChristchurch male was<br />

charged with driving while suspended<br />

in Rangiora, his vehicle was impounded.<br />

<strong>February</strong> 8: A Rangiora resident was<br />

blocked from Facebook after paying a<br />

deposit to rehome adog. The profile was<br />

then deleted and no further contact<br />

possible; Acalf was stolen from a<br />

Flaxton paddock; ARangiora male was<br />

processed for EBA while driving.<br />

<strong>February</strong> 9: A Clarkville property was<br />

broken into and avehicle and firearms<br />

were stolen; AKaiapoi male was<br />

processed for EBA while driving in<br />

Kaiapoi; Two e­bikes were stolen from a<br />

shed at aClarkville property.<br />

<strong>February</strong> 10: A Loburn female was<br />

contacted by who she thought was her<br />

bank. They could verify the purchases<br />

made that day and her bank password.<br />

They obtained information from her to<br />

transfer large amounts of money from<br />

her accounts. It is likely her email has<br />

been hacked. Accounts have been frozen<br />

and enquiries continue; A house in<br />

Waikuku was entered and jewellery<br />

stolen; A Nissan was stolen from a<br />

Sefton carpark overnight; A moped<br />

scooterwas stolen from Victoria Street<br />

blocked after making adeposit for<br />

outdoor furniture on Facebook<br />

Marketplace. Profile deleted. Netsafe<br />

have been advised of the scam; A<br />

building on Williams Street was<br />

damaged by Graffiti, enquiries<br />

continue; A mountain bikewas stolen<br />

from aretail business in Flaxton while<br />

stolen from poles along Island Road; A<br />

flower stall in Kaiapoi has been targeted<br />

With the current increase in number<br />

of burglaries both urban and rural, its a<br />

harsh reminder to lock your doors and<br />

windows at night and when leaving your<br />

property unattended during the day.<br />

Small bathroom windows have been<br />

entered on several occasions where it<br />

was thought wasn’t possible. Firearms<br />

holders need to be more inventive with<br />

where they hide the keys for their gun<br />

safes. Don’t leave keys in plain sight and<br />

The Rangiora Community Patrol is holding aquiz<br />

Transport focus<br />

Improving efficiency is the focus of<br />

the Waimakariri District Council’s<br />

new transport strategy.<br />

Mayor Dan Gordon says the new<br />

strategy will put the district in a<br />

strong position as it continues to<br />

grow.<br />

‘‘As agrowth district,<br />

Waimakariri’s transport system is<br />

going to come under increasing<br />

pressure.<br />

‘‘Balancing the needs of all our<br />

network users, while working<br />

towards achieving long term,<br />

sustainable and safe transport<br />

improvements, is adifficult task.’’<br />

The council adopted the Moving<br />

Forward: Waimakariri Integrated<br />

Transport Strategy at its meeting<br />

last week. The new strategy will<br />

focus on growth, freight efficiency,<br />

road safety, mode­choice and<br />

emissions reductions, following last<br />

year’s public engagement.<br />

‘‘The engagement process in<br />

putting together the strategy was<br />

great because it involved listening<br />

to all different types of residents<br />

and transport users,’’ Mr Gordon<br />

says.<br />

‘‘At ahigh level, this process<br />

showed us that our communities<br />

support better public transport,<br />

better and safer walking and cycling<br />

infrastructure, better freight<br />

efficiency, and working together to<br />

reduce emissions and improve<br />

safety.<br />

Senior strategy advisor Heike<br />

Downie said the strategy will<br />

provide adecision­making<br />

framework to assist the council<br />

in managing transport and<br />

mobility needs.<br />

She said the engagement with<br />

stakeholders and the wider<br />

community took place over 17<br />

months.<br />

Council staff looked at the<br />

transport priorities of the<br />

previous and new Government,<br />

and considered technical<br />

assessments of Waimakariri’s<br />

transport system.<br />

The council has decided to<br />

postpone hearing from<br />

submitters on the draft<br />

Waimakariri speed management<br />

plan until there is clarity from<br />

the Government.<br />

Under the Land Transport Rule:<br />

setting of speed limits 2022,<br />

councils were required to<br />

develop speed management<br />

plans in abid to provide<br />

consistency in speed limits.<br />

The new Government has<br />

indicated it plans to repeal<br />

speed limit rules. In the<br />

meantime, councillors have<br />

requested staff prioritise<br />

changes to improve the safety of<br />

school children and address<br />

known road safety concerns.<br />
