UPPER SELWYN Huts
residents will have till the end of
May to sign a new lease or face
eviction.
About 50 of the community’s
100 permanent residents met
with the council last Wednesday
to discuss the future of the huts.
Next week that future will
be decided when councillors
vote on a new deed of licence,
including a four-digit price
hike for residents to pay for an
upgraded wastewater pipeline
and increased inspections for
the buildings.
Since 2020, the deed of licence
for Upper Selwyn Huts has
been extended annually one
year at a time. The current
licence extension ends on
June 30.
It comes as other residents in
similar settlements in the area
face eviction, with Greenpark
Huts residents having until
later this year to leave their
huts on Ngāi Tahu owned land.
Lower Selwyn Huts residents
were given till 2034 by the
Department of Conservation to
vacate the area.
Upper Selwyn Huts is on
DOC land, managed by the
council.
After the council makes its
decision, residents will have
until May 27 to decide if they
want to sign onto the new
licence and pay the new fee. The
fee ranges from $4752
to $7998, depending on
the length of the lease.
It maybe anywhere
from five to 30 years,
depending on what
councillors decide.
Residents were first
made aware they would
be paying for the pipeline
in 2019, at a cost of $3 million.
Since then, the cost has risen to
$4 million, half of which will
now be paid for by the council.

College ‘devastated’ by Govt’s
planned campus cut-backs
THE MINISTRY of Education
has decided to strip back,
redesign and delay Rolleston
College’s planned new campus.
Principal Rachel Skelton said
the ministry has indicated to
her it has “no appetite” or commitment
to continue with stages
two and three of the campus
development.
“As a school
community, we
are devastated.
The presented
plan means the
campus cannot
function as
a school and

to cater to the
ministry agreed initial build roll
of 1500 students,” Skelton said.
Stage one of the campus
has also been pushed back
from July this year to 2026
and gym classrooms have
been eliminated, alongside
hauora services for nurses and
counsellors, and essential staff
facilities.
Skelton said the ministry’s
decision will “have massive
implications for our current
learners and future generations”.
“The ministry’s proposed
changes to stage one of the
new campus are substantial,
inappropriate and deeply
concerning.
“Instead of classrooms, they
have proposed to use makeshift
Portacom buildings indefinitely,
as learning spaces with no
purpose-built fit-outs.
“While the science and
technology block will
undergo minimal alterations,
the gymnasium’s redesign
eliminates all classroom spaces,
hauora services for nurses and
counsellors, and leaves staff
without essential facilities.”
Skelton said the ministry
is failing to provide the
foundational resources
necessary for effective learning.
“A new campus is not a luxury
but an urgent necessity with
the unprecedented growth in
Selwyn to ensure that every
student receives the quality
education they deserve.”
Rolleston College is one of the
fastest-growing schools in New
Zealand with its roll expected to
reach 3000 by 2030.
The current school campus is
home to 1800 students.
Skelton said she has invited
Prime Minister Christopher
Luxon, Education Minister Erica
Stanford and National’s Selwyn
MP Nicola Grigg to come to the
college and hear its concerns.
Grigg told Selwyn Times she
was aware of the population
pressures faced by Selwyn
schools. She pointed the finger
at the Ministry of Education for
the delays.
“To be clear, the Government
has not asked for any school
building projects to be paused
or halted – it is the Ministry of
Education.
“The ministerial inquiry
launched by Education Minister
Erica Stanford is intended
to identify where school
developments around the
country may have been overengineered
or over-specified.”
Selwyn Labour Party
spokesperson Luke Jones said he
was “appalled” at the decision to
pull back on the upgrades.
“This government is choosing
tax cuts over our kids being in
fit for purpose learning spaces.
“My thoughts are with
Rolleston College students,
parents, school senior
leadership, and the community
who will be left with much
confusion and uncertainty
over the future of education in
Selwyn,” Jones said.

approach. Harker said breaching
a fire ban has maximum penalties
of two years in prison or a
$300,000 fine.

since 2019 the huts could only be
there for a finite time.
“In 2019, the council made a

amount of time.”
Mason said if hut owners don’t
sign the new lease the huts will
have to be removed.
“Without a wastewater solution
or a deed of licence there will be
no legal right to residence at the
huts, and sites will need to be
vacated and huts removed. We
are working on solutions to avoid
this while we work together on the

my house,” Rogers said.
Evans said residents are likely to
be present at the council meeting.

in the early hours of Friday
morning.
In Lincoln, Mughal Kitchen
and NomNom Kitchen on
Vernon Dr and Cinnamon Spice
Indian Cuisine on Eastfield Dr
were broken into. In Prebbleton,
Street Side Thai Eatery was also
broken into.
“The offender/s appears to have
gained entry to the stores by
smashing the glass with an object
and leaving the scene in a stolen
vehicle,” a police spokesperson
said.
“In one of the stores on Vernon
Dr, the alarm has been set off
which has led to the offender/s
fleeing the shop.”
Landlord of the Vernon Dr
businesses Mike Hobbs said the
offenders appeared to have come
prepared.
“The people who hit us last
week appeared very practiced,
they didn’t look at the CCTV
they had gloves, and they had
masks.”
Hobbs said each time there is a
break-in it affects the insurance.
“It affects the businesses, it
affects our insurance, it affects us.”
Inquiries remain ongoing
to determine what was stolen,
identify the person/s involved
and determine links between the
burglaries.

A car fire erupted in flames after potentially being set alight on Hodgens
Rd, Prebbleton, last week. Firefighters spent about an hour putting the
blaze out. Police said the fire was suspicious but could not say whether

GROWTH IN Rolleston has forced the
council to change its ward structure.
It will soon be consulting the public on
the new wards, and two options will likely
be proposed.
The first is a four ward eight councillor
model, and the second is a three ward
10 councillor option. The new proposed
wards are yet to be named.
The council is currently conducting a
representation review, which normally is
done every six years, but due to the pace
the district is growing it is being done
after three years.
The current ward system and its geographical
boundaries no
longer meet the Local
Government Act 2002
requirements. The act
requires councillors to
represent equal amounts
of the district population
plus or minus 10 per cent.
The representation
review committee chaired
by Rolleston Ward councillor
Phil Dean will confirm the final

options heading to public consultation at
its March 12 meeting.
Using the current population of 81,250
each councillor should represent 8125
people. In the Rolleston Ward, each
councillor represents 10,000 people, while
in the Ellesmere Ward, each councillor
represents 6725 people. Both fall outside
the legislative requirements.
“Under the act, it’s all about the proportion
of public to councillors. It does not
allow us to take the geographical area into
account unless there are extreme circumstances.”
In the four ward-eight councillor option,
the ward boundaries remain similar, the
main difference being West Melton will be
joined with Lincoln and Prebbleton, and
Burnham will be joined with Rolleston.
One councillor will cover the Malvern
area, one will cover the Ellesmere area,
three will cover Rolleston, and three
will cover Lincoln, Prebbleton and West
Melton.
In the three wards-10 councillor option,
much of what is currently the Malvern and
Ellesmere wards are joined together, and
West Melton will be joined with Lincoln
and Prebbleton, and Burnham will be
joined with Rolleston.
Three councillors will cover the joined
Malvern and Ellesmere wards, four will
cover Rolleston and three will cover Lincoln,
Prebbleton and West Melton.
Dean acknowledged in the three
ward model there is a possibility that all
councillors could live in the Malvern or
Ellesmere areas.
“The risk is that three councillors could
come from what part and have a larger
geographical area to cover.”
Dean encouraged people to have their
say on the proposal when it goes out for
consultation.
“We urge the public to look at this,
particularly we want to hear from young
people because they are the ones who will
be impacted by it for the longer time,”
Dean said.
“We want to hear from everybody
because this is deciding who your
representatives are.”

Daniel Alvey spoke to
community stalwart
Fiona Sloan and
Darfield volunteer Rose
Craven
FIONA SLOAN is a great grandmother,
former rugby coach and
player, and also helps run Ngāti
Moki Marae at Taumutu.
Sloan, 55, has worked at the
marae for the past 23 years and
has lived in the community for
30 years. Her family has lived in
the area for hundreds of years,
and now Sloan lives in her grandmother’s
house.
“It’s an awesome wee community.
Everyone knows everyone,
and a lot of the families have been
here second third, fourth generations
out here in our community,”
Sloan said.
“My mum grew up out here
with her brother and sister, myself,
my sisters and my cousins were
out here every school holiday.”
When she started at the marae
her role was to provide council
and Environment Canterbury
with opinions on behalf of the
marae for resource consents that
affected it. Sloan then moved into
looking after visiting groups including
catering and maintenance
at the marae, taking over a role
once held by her grandmother.
“You get to meet all sorts
of people, make all sorts of
connections.”
Sloan said her favourite part of
the role was teaching the youth.
“I love interacting with the kids
and giving them some memories.”
Sloan is also the Ngāi Tahu
representative on the Department
of Conservation’s kea recovery
programme.
She has had plenty of experience
with kids, spending 11 years, up to
about 2018, coaching under 8s at
the Southbridge club.
“When I started (coaching) I
was one of six per cent of women
coaches in New Zealand. By the
time I’d finished, it had grown to
about 20 per cent,” Sloan said.
Her coaching role came after
playing for about 12 years and described
herself as a ‘Jonah Lomu’.
“I could run fast and played on
the wing. I was playing centre but
tore my cartilage in my knee, so
they chucked me out on the wing,
and someone passed me the ball
and I took off like lightning and
got the nickname ‘Wheels’.”
She now spends her time
travelling to markets with her arts
and crafts which include display
korowai (cloaks).

SINCE IT started five years ago,
the Darfield Food and Clothing
Bank has gone from strength
to strength with Rose Craven at
the helm.
Craven has lived in Darfield
for more than 20 years and
five years ago she was asked by
the then-operating Two Rivers
Community Trust take on the
job of operating the town’s
foodbank.
“At the time I wasn’t
employed so I was at a
place where I could take on
something like this. So I said
‘yes, I’ll do it’,” she said.
After taking on the role,
Craven said the foodbank has
continued to grow.
“We became vitally important
to the community during the
lockdown because we continued
delivering.
“We had a lot of people
who were isolated out in the
country.”
Currently, the foodbank
delivers about 80 food parcels a
week.
Craven said she now supplies
things other than food as well.
“Now we have our op shop
and linen room, children’s
room and adults’ room,
kitchenware, and we continue
to organise furniture for people
in need,” Craven said.
Along with supplying those in
need they also listen to people’s
stories.
“There’s always more than
just the need for food it can be
mental health issues and budget
mentoring needed so we try
and point in them in the right
direction.
“We’re also a listening ear so
we do take the time to listen.”
Craven said the foodbank is
kept well stocked with the help
of donations, food drives from
the fire brigades and help from
local businesses.
She encouraged others to
either donate food or volunteer
their time at foodbanks in their
community.
“I think it’s a great thing to
get involved in. It’s a wonderful
thing to have established in
every community.
“I think there is a great need
for it. There is a gap between
WINZ (benefits) and people
who are fully employed, and
we are filling the gap at the
moment,” Craven said.
Outside of the foodbank,
Craven said she likes to get
outdoors when she can.
“I like swimming, tramping,
and kayaking and try and get
away every six months.”

Darfield farmer sets
sights on grand final
GEORGE DODSON is one step closer
to winning one of New Zealand’s most
prestigious farming awards after being
crowned the Season 56 Tasman FMG
Young Farmer of the Year.
The 22-year-old Darfield Young Farmers
member claimed the title following two
days of fierce competition in Christchurch.
Now, he gears up to take on six other regional
finalists in the FMG Young Farmer
of the Year grand final in Hamilton in July.
The weekend’s event was one of seven
regional finals happening across the
country between February and April.
Details of what challenges would be thrown
at them at the Tasman event were kept
under wraps from the 22 contestants.
The win came as a shock to Dodson, who
was humbled by the achievement.
“To be honest it hasn’t sunk in yet, it was
such a shock. I can’t really believe it to be
honest,” he said.
Two other young Selwyn farmers filled the
remaining spots on the podium with George
Letham, 26, a member of the Waihora Banks
Peninsula Young Farmers, making his debut
in the competition, clinching second place
while Eddie Millichamp, 20, representing
Lincoln Young Farmers, secured third place.
Originally from Southland, Dodson is
second in charge on a 430-cow dairy farm
between Darfield and Dunsandel. This is
his third time competing in the prestigious
contest, and the first time he’s earned a place
at the grand final.

beneficial to me, and it was great that
Saturday was practical based,” Dodson said.
Seeing his name at the top of the leaderboard
going into Saturday night’s buzzer
quiz, Dodson said the pressure came on.
“When I saw I was leading before the
quiz, my family said I went pale white,” he
laughed.
“The pressure was on, but luckily I
smashed the quick-fire round so I could
settle into it a bit more after that.”
Dodson is looking forward to competing
at the grand final and is excited about
testing himself against the best of the best.
“I found the exam and some of the
technical aspects of the weekend a bit of a
challenge, so that’ll definitely be a focus for
me in the lead-up to July.”

District’s resilient
economy still
going strong
SELWYN’S ECONOMY remains
resilient in the face of broader
economic challenges, with
new figures showing business
numbers increasing and business
and consumer confidence
remaining strong.
The latest data from economic
analysts, Infometrics, shows the
number of businesses in Selwyn
grew by 4.1 per cent for the year
to December 2023, outpacing
the national average (1.1 per
cent) and the average growth for
Canterbury (1.5 per cent).
The figures show Selwyn
had an annual average of 8077
businesses in 2023, up from 7762
the previous year, showing the
district is becoming a favourable
destination for business
opportunities.
GDP also increased 1.2 per cent
for the year ending December
2023, surpassing national (0.7 per
cent) and regional (0.8 per cent)
levels. While this growth was the
lowest recorded in over a decade,
consumer spending in the
district rose by an impressive 12.7
per cent, bucking the national
trend. This compares to 5.1 per
cent in the Canterbury region
and 4.3 per cent nationally. The
strong spending activity further
reflects confidence among
consumers and businesses.
Selwyn’s population grew at
5.2 per cent in the year to June
2023. An increase in employment
growth of 6 per cent for the
year to December 2023 and
the district’s growing number
of businesses suggests a shift
towards more local employment
opportunities.
“The increase in business
confidence reflects our
commitment to supporting local
entrepreneurship and economic
development,” said Mayor Sam
Broughton.
“We’re proud Selwyn continues
to be a district where people
thrive, and an environment that
supports business growth and
innovation.”
Through its economic
development strategy, the council
aims to further enhance the
district’s economic resilience and
prosperity.

ROLLESTON man Jim Lapsley’s
seven-year labour of love has
finally hit the water.
Lapsley launched his replica of
Sir William Hamilton’s 70-yearold
original jet boat, Saucy Jane,
at the Waimakariri boat ramp.
Lapsley said he’s had a lot of
interest in the project.
“You can trace all of these jet
boats all back to this one boat.
You can trace every jet ski from
the success of this one boat. So
it’s pretty special.”
Lapsley was keen to resurrect
the big part of New Zealand’s
history to prove the world’s first
successful jet boat works like it
did in 1954.
He used photos to help recreate
the vessel, although few
original materials were used.
He said because it’s based
on the 1950s design, the boat’s
handling isn’t the best.
“Terrible. (It) could be described
as underwhelming. But
that’s 1954, that’s what started
it all.
“You know, you can’t expect it
to go like a modern jet boat with
30 horsepower, the modern ones
have got 400.”
He said Hamilton never

Bethell’s letter (Selwyn Times,
February 14) about the massive
16 per cent increase in rates.
I presented a submission to the
council about three years ago
requesting a decrease in rates,
and I fail to understand while
inflation was at 2 per cent why
did they want a 6 per cent rate
increase?
If the council only spent what
we need and not what they want,
then massive increases would not
be necessary.
Elected members and council
staff should realise we, the
ratepayers, provide their wage
and salaries. And by massive rate
increases they have failed their
duty of care.
I must congratulate councillor
Lydia Gliddon for her comments
in the Selwyn Times about the
huge increase in the rates.
It is now time for a rates revolt
or a petition on this massive
increase on rates. We, the people,
have had enough.

larger one of 24.6 per cent from
ECan, should be treated with the
contempt they deserve.
We are reminded daily of
the cost of living crisis in New
Zealand, along with the massive
cost increases and diminished
returns for many farms and
businesses, but it appears
our councils have no regard
whatsoever for the plight of those
people – or is it a case of the
tails in those grandiose kennels
in Rolleston and Christchurch
actually wagging the dogs?
ECan claims it needs a lot of
money for flood protection, but if

it had continued to allow gravel
to be taken from river beds in
large quantities as it used to be,
their flood problem would have
been largely solved.
Instead, we have good land
being used for quarries while
river beds continue to rise.
When I was young the
Malvern council office in
Darfield was run by the county
clerk and one female assistant.
The council consisted of local
businessmen and farmers, and
good business acumen and
commonsense ran the county.
Maybe it is time for ratepayers
to withhold their rate payments
in protest at the extravagance
and inefficiency of the current
regime.

Contrary to Mr Wade’s
assertion in last week’s letters
page (Selwyn Times, February
28), Taumata Arowai is still
very much in operation. It is
New Zealand’s drinking water
standards regulator, councils
are legally required to comply,
and as far as I’m aware the new
government has no plans to
repeal that legislation.
Mr Wade may have confused
Taumata Arowai with the large
water service entities created by
the previous government, which
have indeed been disestablished.
Meeting the new standards
without chlorination is not as
simple or cheap as he suggests.
Even our new infrastructure was
designed to meet the pre-2022
regulations, so we would have
to replace kilometres of pipe all
over the district.
Also, even the cleanest
aquifer-sourced water can be
contaminated between bore and
tap, so they’d require us to install
smart meters (not just water
meters) to detect leaks far more
quickly. The exemption checklist
also includes far more frequent

worth it? Maybe, but the only
source for that money is rates.
Anyone who would like
to see the legislation around
drinking water standards, water
infrastructure management, or
local government funding should
seek a conversation with our MP,
not council. We are all waiting to
find out what happens next.

Last week, reader Les Wade
questioned the $82 million cost
of stopping chlorination of
the district’s water. A council
spokesperson responds: All
public drinking water supplies
must be chlorinated in New
Zealand by law. All water on
Selwyn supplies is treated at
water treatment plants before
it enters the pipe reticulation
to your property. Chlorine is
added before the water goes
into the pipe network to provide
an additional contamination
barrier, all the way up to your
tap.
The requirements to get an
exemption are very high – we
are the only council which has
been granted an exemption for
a regular residential supply.
Learning from the Rakaia
Huts exemption process,
costs to obtain exemptions for
the remaining schemes have
been estimated by external
consultants. To obtain and
implement exemptions we
expect that we would need to
change the way we operate our
water supplies by undertaking
increased testing and
monitoring, and further upgrade
our network to reduce the risk of
contamination. These upgrades
include additional treatment,
storage, earlier pipe renewals
and metering, so we can more
accurately identify when there
are leaks.
The capital costs to meet all
the requirements for Rakaia
Huts and our other 16 supplies
that we might be able to get to
an exemption for is estimated at
$67.4 million and the ongoing
maintenance would cost an
additional $15.2 million – or
a total across all the supplies
of $82.6 million over a 10-year
period.
Street lights
One of the reasons we
purchased our home in
Stonebridge, Prebbleton, was
because we really liked how
the subdivision was set up,
with the gorgeous lamps that
always looked so nice when we
looked out of our window at
night. Surely there are LEDs
that can be used without
changing the look of our
local neighbourhood.
Murray England obviously
had no consideration for our
community. We don’t live in
a public park that is designed
with a budget; we live in a
subdivision with million-dollar
homes.
Please can we have our
antique-style lamps returned
with the amazing LED lights that
we are all happy to change to
reduce the costs for ratepayers.
How do we help other
neighbourhood in our district
from being subject to change
with no consideration for the
local people? Change is great
but maybe include the locals
that will be affected daily when
making decisions needs to be
seriously considered.

Selwyn Business Confidence Rises Despite Economic Challenges
Selwyn’s economy remains resilient in the face of
broader economic challenges, with new figures
showing businesses increasing and business and
consumer confidence remaining strong.
Latest data from economic analysts Infometrics
shows the number of businesses in Selwyn grew
by a significant 4.1% for the year to December
2023, outpacing the national average (1.1%) and the
average growth for Canterbury (1.5%).
GDP also increased 1.2% for the year ending
December 2023, surpassing national (0.7%) and
regional (0.8%) levels. While this growth was the
lowest recorded in over a decade for the district,
consumer spending rose by an impressive 12.7%,
bucking the national trend. Compared to 5.1% in the
Canterbury region and 4.3% nationally. This strong
spending activity further reflects confidence among
consumers and businesses.
“The increase in business confidence reflects our
commitment to supporting local entrepreneurship
and economic development,” says Mayor Sam
Broughton.
“We’re proud that Selwyn continues to be a district
where people thrive, and an environment that
supports business growth and innovation.”
Through its Economic Development Strategy,
the Council aims to further enhance the district’s
economic resilience and prosperity.

New Master Plan for Hororātā Reserve
A new plan to help guide the future development
and rejuvenation of the Hororātā Reserve over
the next two decades has been completed.
The Council and Go Hororātā, the local residents’
group, have worked with Hamish Shaw Architects
and Botanic Landscape Architects on the project
over the last several years. Feedback from a public
workshop and other community consultations with
residents and groups that use the reserve has been
incorporated as part of the process.
The purpose of the plan is to look forward to the
next 10-20 years to ensure the more than 92-hectare
reserve continues to be enhanced in ways that serve
the community functionally. It seeks to strengthen
the reserve as a community hub and to amplify
its existing character. Work will be completed in
stages and will mainly involve improvements to
current features and facilities within the Reserve,
which is hoped to encourage more local events and
recreational use.
Phil Freeman, Vice Chair of Go Hororātā, says the
plan has been in development since 2020, so it is
great to have it completed, and we look forward to
working with the Council on its implementation to
improve the Reserve and ensure it remains a valuable
asset to the community now and well into the future.
“There are some great points of interest in the
Reserve, including the Edwardian Ornamental
Lake and the perimeter walking track. One of the
key priorities for the plan has been to strengthen
circulation networks within the Reserve for walking
and cycling, and equestrian use.”
Some of the other concepts for the Reserve
will be improving its biodiversity to reflect the
pre-European settlement character of the
landscape; supporting opportunities for the
community to use the Reserve for club activities
or events, and celebrating Hororātā’s heritage and
local stories. Other plans include producing a food
foraging area and picnic spaces.

with dominant T20 final victory

A WHIRLWIND innings from
Weedons’ English import has
seen them claim the Canterbury
Country premier T20 title for the
second year in a row on Sunday.
George Hill scored 101 from
just 55 balls to set up his side’s
total of 187 from their 20 overs,
and he backed it up with the ball,
taking 3 for 14 as Sefton only
managed 151 in reply.
Hill said his partnership with
Jeremy Benton set the game up
for them after losing three early
wickets.
“Jez (Benton) was more
rotating the strike, and I would
sort of tend to take a few more
risks.
“But in the partnership, we
worked really well. I think we
put on a hundred and something
(135) in pretty quick time.
“So it was nice batting with
Jez. He was keeping me calm and
all that kind of stuff, it was good
fun.”
It was Hill’s last appearance for
Weedons, with the 23-year-old
now linking up with his county
team Yorkshire for their preseason
in Abu Dhabi.
He said he had loved his time
with Weedons.
“It’s been a really good team
environment to play in.
“I couldn’t speak highly
enough about how much I’ve
enjoyed it over here, in terms of a
lifestyle point of view as well. It’s
been a great couple of months.
I’ve enjoyed it thoroughly.”
In the 45-over one-day competition,
Weedons are fifth with
one round to go – but just one
point behind Darfield in fourth.

McAleer said it’s a close run to
the finish – but they know a win

He said a semi-final berth was
their aim this season.
“That was the goal at the start
of the season, so it’s nice to be
close.
“A couple of washouts didn’t
help, which were probably some
games we might have got some
points from.
“We have been quite severely
impacted with some injuries as
well throughout the season and
also rep players too.”
McAleer said he hopes his side
can compete with some stronger
teams come finals time.
“We’re definitely not
favourites, I can promise you
that, but it’d be nice to be there
or thereabouts.
“There’s a couple of really strong
sides that are scrapping for those
semi final spots too.”
The tussle for finals spots is set
to go down to the wire with three
teams chasing two spots in the
semi-finals.

Coetzee takes third win in four years
THE LINCOLN Bowling
Club’s championship women’s
competition reached an exciting
end at the weekend as two past
winners squared off in the
final.
Barbara Coetzee won in
2022 and 2021, while Lois Begg
triumphed in 2019, 2018 and
2015.
It was Coetzee who came
away the winner on Sunday,
triumphing 21-9 over Begg.
The men’s colts competition
for first and second-year players
also had its final, between Craig
Anderson and John O’Connell.
That match saw Anderson take
the win, 21-15.
Chris Dalzell, skip, Simon
Vincent, and Bruce Gemmell,
won the men’s triples, beating
Kevin McCreanor, Colin Stanbury,
and Lynton Withell, skip,
20-7.
At the midpoint Dalzell’s team
had a slight lead, 7-5. They then
picked up seven points over the
next two ends and went on to
win comfortably.
The winners of both events
go on to represent Lincoln in
the Ellesmere champion of
champion and centre champion
of champion competitions.
Coetzee and Anderson will
compete in the singles events on
March 24, while Dalzell’s team
will play on April 6, all at the
Southbrook club.

team at the national touch
championship in Rotorua this
weekend.
It is the first time Canterbury
has sent an age-group team to
the event, having previously
entered only senior men’s and
women’s teams.
The U21 team features three
members of the Rolleston College
team, who won the New Zealand
secondary schools’ competition
in 2022 – Hunter Keno, Roman
Keno and Izzy Hill, along with
coach Jason Keno.
The bulk of the Selwyn
representatives played in the
finals of the Selwyn men’s and
women’s tournaments last
week. Brianna Labudde, Ethan

A dreaded four-letter word has
dominated Canterbury headlines over
the past weeks: Fire.
Even before the largescale events in the
Port Hills and Waikari Valley, the topic
was on everyone’s minds. Rural volunteer
brigade sirens filled the soundscape.
Debates became impassioned about
matters that would usually be routine,
like berm mowing responsibilities, and
the use of fireworks and sky lanterns over
Chinese New Year (ironically, the Year of
the Dragon).
Perhaps the best way to summarise the
tension is to share what a wise Selwyn
farmer told me last week: “Fire gives me
the sh*ts.”
We all need to be careful that the
worst is not yet to come. National
wildfire manager for Fire and Emergency
(FENZ), Tim Mitchell, warns: “We
are now heading into the main
wildfire period.” And unfortunately,
WeatherWatch chief forecaster Phil
Duncan predicts little rain for March and
large high pressure systems and westerly

This means that Canterbury’s Fire
Season could remain in the highest alert
phase of “Prohibited” until April. While
that means that lighting fires in the open
air is not permitted and existing fire
permits are suspended, the fact is that
fire can start in many other ways than
being deliberately lit. So what can you do
on your lifestyle or rural block to avoid
causing the next headline?
Safety zones
Create a 10-metre safety zone around
your house and other structures by
clearing anything flammable, such as
fallen vegetation, long grass, pea straw
mulch and firewood. If planting, go to
www.checkitsalright.nz to research the
list of low flammability plants, many of
which are natives.
Machinery and vehicle safety
In hot, dry and windy conditions,
sparks can cause fire. Be extra vigilant
about mechanical defects, debris and
birds’ nests within your equipment.

Hot work
Hot work includes welding, grinding
and cutting. Either use a designated
safe location in a workshop or clear
and dampen the outside area. Have
firefighting equipment on hand, and recheck
the area after 30 minutes.

Open Farms 2024 – use it or

Open Farms is an awesome idea, well
executed. Annually on an autumnal
March Sunday, farms across NZ welcome
visitors, offering talks, walks, activities
and the ever-popular on-farm shopping.
This is a free, fun and illuminating day
out. Selwyn residents have previously
been spoilt for choice in exploring
local farming innovations. So when
registrations opened last week, I keenly
looked for who I could go visit on Sun
10 March. But there were only three
Canterbury events! And not even in
Selwyn!
I contacted Open Farms about why this
year’s numbers are down, in Canterbury
and across the country. They replied
that “recruiting hosts is becoming more
and more challenging”, resulting from
the severe weather events in 2023 and
tightening on-farm economics in general.
Their strategy to pivot: “Since last
year, we have focussed on supporting
farms around the major cities to host
larger events, often through operations
subsidies. This approach resulted
in a lower number of farms – but
with a higher average event size (at
around 150 per event), several events
with 400+ visitors and overall higher
visitor attendance. In 2023 we had 24
participating farms, but saw our largest
visitor numbers at 3,700.”
After this year’s event, they will be
doing a full strategic review – so if you’re
a fan of the concept, plan your itinerary
now to show Canterbury support this
Sunday.

Potatoes are ready to be harvested
Vegetables
Your hard work has paid
off – potato crops can now be
harvested, before the tops have
died right away from the plants.
In small gardens, digging early
enables the area to be used for
winter greens, such as silverbeet
or spring cabbage, or for a green
manure crop (oats, peas, lupins)
to be sown.
Once the lower leaves of potatoes
have turned yellow, lift the
tubers and store them in a cool,
dry place away from daylight.
Old drawers or shallow boxes
lined with newspaper are ideal
for potato storage.
The success of winter and
spring crops depends on work
done now. Mulch around the
crops with compost to retain
moisture, feed with liquid manure
to encourage leafy growth
and hoe regularly to control
weeds. Hoeing also exposes to
the air the upper layers of the
soil, where oxygen-loving bacteria
live.
Broccoli can be still planted,
but it is really getting too late
for savoy cabbages or brussels
sprouts.
Fast-maturing hardy asian
vegetables, such as tatsoi, can
still be sown and will stand over
winter.
Pea and bean plants should be
cleared away once their crops

the ground over to cover weeds
and rubbish, then sow a green
manure crop or plant with
spring cabbages.
Flowers
Garden centres are now advertising
new stocks of spring bulbs,
so buy early while the greatest
variety is available. Anemones
and ranunculus, both of which
are available in single colours
as well as mixed collections, do
best in deeply dug soil enriched
with decayed manure. This will
hold moisture, but to prevent the
corms rotting, improve drainage
with a layer of river gravel about
50cm below the surface. Plant
anemone corms point down.
Newer strains of ranunculus
include a dwarf form, useful
for growing in pots, although
they need to be kept cool and
well-watered to prevent flower
buds shrivelling and coming to
nothing. The same is true of potted
tulips.
As perennials die down, they
can be divided using a knife or
sharp spade. Perennial phlox and
michaelmas daisies are easily
increased in this way.
Hardy annuals sown now
will fill a gap in the garden
once the spring show of bulbs
is over. Plants that look good in
the garden and as cut flowers
include calendula, cornflower,
annual chrysanthemum, godetia,
larkspur, nigella (persian jewels
is one of the best mixes) and
scabious.
California poppies (Eschscholtzia),
although unsuitable for
picking, thrive in dry, sunny
conditions. As well as the common
orange one, seen growing
wild on river gravels and on
roadsides in parts of the South
Island, there are pink, rose and
cream single and double forms.
Border plants to sow now
where they are to flower next
season include viscaria, alyssum,
perennial german statice (Limonium
tataricum), white smoke,
annual pink pokers statice (L
suwarowii) and candytuft (Iberis
umbellata). Sow seed on a fine
day, after raking the soil surface
to a fine crumb and watering it.
Cover seed lightly. As seedlings
appear, thin them out so each
plant can develop and harden up
before cold days and harsh winds
settle in.
Fruit
Strawberries can still be planted,
although the crop produced
next summer will be smaller
than that from young plants set
out earlier in the month.
June or July is the best time to
transplant fruit trees and garden
shrubs, but it pays to get them
ready for the shift now. This
is done by wrenching, slicing
through the soil with a sharp
spade to cut a portion of the
roots.
To decide where to cut, go out
from the main stem or trunk to
about a third of the distance the
branches spread, then cut about
halfway around the plant and
under the cut as far as the spade
will reach.
The uninjured roots maintain
the plant’s food supply, while the
severed roots begin to form new
rootlets.
When the plant is lifted in a
couple of months’ time, enough
fibrous roots will have formed
after wrenching to take in water
as soon as the plant is in its new
position.

Pace and precision in a luxury EV package
THE RZ 450E IS the largest fully
electrified Lexus debuted here in
2023 as a two-model premium
luxury EV line up, that edges the
brand closer to becoming a fully
planet friendly all electric range.
Lexus has a goal of 100 per cent
of its range being electrified by
2035. An interim step to that ambitious
goal is a full range of EVs
across the entire Lexus catalogue
by 2030.
This is a brand that sets high
standards and does what it says
it’s going to. Based on its record
to date, you can expect they will
deliver on both these targets.
The donor vehicle for the RZ
is the bZ4X Toyota’s first fully
electric model. Complete with a
cryptic name it’s been available in
the USA for over two years. Deliveries
to owners here are finally
underway, after numerous delays
kept pushing out its arrival date.
Faced with these roadblocks it’s
hardly surprising it is a latecomer
rather than a newcomer, and that
the RZ made it here first.
Toyota offers two bZ4X priced
from a competitive $72,990 for the
front wheel drive and extra $10k
Motoring with Bob Nettleton
more if prefer the higher spec
AWD. Those aspiring to the lofty
heights of Lexus RZ ownership,
have like the Toyota, a couple of
choices with the most affordable
the $141,600 Core. From there it’s
a $10k hike to the flagship Dynamic
supplied for this road test.
It adds several more features
over the Core including 20-inch
black and machined faced alloy
wheels (up from 18-inch for the
Core), a power dimming panoramic
roof, adaptive high-beam
headlights, and a head-up display.
Apart from the prestige of the
Lexus badge, the RZ and Toyota
bZ4X are vastly different and so
they should be given their yawning
price gap.
The reason is one vehicle is
a mainstream SUV EV for the
masses while the other faces off
against the biggest names in premium
luxury car business. This is
why RZs sold here are AWD and
offer considerably more power
than the bZ4X.
They get this edge from a new
eAxle integrating the transaxle,
motor generator and inverter
for a mighty 230kW total output
(150kW from the front and
80kW from the rear motor). This
completely shades the 150kw of
the two-wheel Toyota bZ4X and
160kw for the AWD model.
In Dynamic guise, the RZ 450e
has a strong visual presence built
around its sleek aerodynamic
lines. The front, and rear feature a
new Lexus Electrified look showed
cased by the vehicles sharply
angled lights.
Having the RZ built on a
dedicated EV platform is a huge
advantage for Lexus, providing opportunities
to create a range of vehicles
with different sized motors,
battery types and drive systems.
The thin, high-capacity
71.4kWh battery pack in the RZ
sits flat under the floor achieving a
low centre of gravity and accruing
all the road holding benefits that
brings. It comes with an 11kW
internal charger and is three-phase
charging capable. The approximate
driving range is 470km using the
overly optimistic NEDC (New
European Driving Cycle).
Most drivers, including me, even
with their best efforts and meek
and mild driving will struggle to
achieve that figure.
To prolong the life of the battery
it only charges 80 per cent not
100 per cent. Personally, I think
the owners should be given the
option of an 80 or 100 per cent
charge as long as they aware of
the risk of constant 100 per cent

charging shortening the life of the

The test car’s performance
was strong and purposeful, with
plenty of instant thrust to dial up
when needed to move this fairly
large and hefty SUV along at a
brisk clip. It hurtles through the
0-100km/h sprint in under seven
seconds. Dive too deep into this
pool of power on the open road
and the EV range heads south in
a hurry.
The RZ is very much the swift,
authoritative, and silent type in
the way it corals and delivers its
performance. All the vehicle’s
electrified zip is managed with
accuracy and precision by a clever
single speed automatic.
A spacious cabin has plenty of
practical and usable passenger and
load carrying capability. Instruments
and controls are designed
with typical Lexus attention to
detail, and positioned so they
are easy for the driver to see and
operate.
A minimalist, interior amplifies
a sustainable mobility message
through its application of ecofriendly
sourced materials. There’s
a standard panoramic roof, while
passenger comfort is improved by
a highly efficient heating system
featuring a Lexus-first radiant
heater.
On board is the latest Lexus
Safety System+ package. This
integrated suite of advanced
safety technologies supports driver
awareness, decision-making and
vehicle operation, across a wide
range of speeds and motoring
conditions. The package includes a
pre-collision system, lane departure
alert, blind spot monitor,
along with frontal, side, and
curtain airbags, as well as a knee
airbag for the front seats. A centre
airbag provides extra protection
for the driver and front seat passenger
during side impact crashes.
The handling isn’t overtly
sporty, although more composed
and capable than you might expect
from a high-end luxury EV, and
I quickly came to admire the
controlled even natured of the
ride and handling. This quickly

A DARFIELD farmer has
spoken of watching a man leap into
the flooded Hawkins River to try and
save himself after a helicopter winch
rescue operation failed.
Rod May had taken his tractor to
the scene on Greendale Rd, to try and
reach the middle-aged man who had
been clinging to the branches of a tree
in the rising waters on Sunday night.
The man had driven into the
flooded river, escaped from his car
and ca led emergency services from
his ce lphone which he managed to
keep with him.
Ultimately, a second helicopter
winch operation plucked the man
to safety after he was swept downstream.
It was a happy ending to the
ordeal which had lasted more than
three hours. The rescue was among
several in Canterbury on Sunday in
flooded rivers.
May said he and his family had just
had dinner when a neighbour alerted
them. Arriving about 8.50pm, he saw
the floodwaters were too high for the
tractor, however, he used its lights for
i luminating the site where the man

four times by youth believes a
family group conference was a
waste of time.
The meeting involved one
of the teens, a 13-year-old,
his family, Oranga Tamariki,
police and four other victims,
including another dairy
owner.
Facilitated by Oranga
Tamariki, youth justice family
group conferences are
intended to help youth take
responsibility and leave them
with a plan for the future.
While the victims could
speak a the meeting, Sangeet
Mehta said the decision had
already been made as to what
would happen with the youth.
The victim’s views did not

A BAR patron who won $1200
on the pokies may have been
targeted by thieves moments after
she co lected the money.
A group of men who were in
the bar at the same time are the
focus of police inquiries. It is
believed they watched her being
paid, and then quickly swooped.
The incident happened at The
Famous Grouse Hotel in Lincoln
two weeks ago.
After she was paid out a the
bar, the men who had been
si ting nearby went over and
congratulated her. While she was
distracted the money disappeared
from her handbag. She only
realised it was gone after she left
the hotel.
Police have taken CCTV
security camera footage from the
hotel which shows the men going
over to the woman and mobbing
her in a congratulatory way. The
footage also captures a hand from
one of the men going towards the
bag.
Police say they may have
identified one of the group but
aren’t saying anymore about
the incident. The Selwyn Times
understands the men are from
the Amberley area.

that New Zealand is one of only seven countries left
operating commercial-level greyhound racing. Most

the organisation says the industry has been unable to
adequately address its animal welfare problems.

obligations and is no longer acceptable in New Zealand
society. A recent survey carried out by an independent
research company on behalf of SPCA reports that
74% of New Zealanders would vote to ban greyhound
racing in a referendum.

Factor in your storage needs
Storage requirements for any home are
dependent on the number of people living
there, their lifestyles and individual personalities.
In the laundry
area, include
a bin laundry
and storage
cupboards.
While some prefer a minimalistic
environment, others may be collectors
with interests and recreational pursuits
presenting the need for space for bikes,
fishing gear, wet suits, surfboards and more.
Outdoors, a boat, caravan or motorhome
may need to be housed. Some sub-divisions
have covenants relating to where these
may be parked so check this out before
selecting a house design for a new build
and choosing how to site the house on your
section, to ensure these can be parked up in
a compliant manner.
Indoors, a home is tidier if possessions
can be stored effectively. Organising the
garage with cupboards and places for bikes,
kayaks and the like, by perhaps hanging
them on a wall or from the ceiling, will
allow more space, as will locating the
lawnmower and gardening tools in an
outdoor shed.
Attic trusses are another economic way
to gain more space in a home. Usually
sited in the roof of the garage, they offer a
place where less used items can be tucked
away. Install an attic ladder and you have a
place for possessions that might be needed
more regularly. The roof shape and pitch
will influence whether trusses can be fitted;
attic trusses may not be possible with a low
pitched roof.
Hall cupboards and storage rooms are
a place for linen, blankets, the vacuum
cleaner and a myriad of other miscellanea.
If the hot water cylinder is sited in the roof
cavity this will also increase the cupboard
space. Alternatively, gas hot water means
there is no cylinder.
Wardrobe sizes vary. When looking at
house designs: consider the size of these;
what furniture will be needed for extra
storage in a room; and whether there will
be sufficient space given the floor area.
In the kitchen, pantries are now desirable
features. Have a mix of cabinetry with
shelves, drawers and cupboards for storing
breakables or items you do not want on
view. Plenty of bench space will allow
regularly used kitchen appliances like the
toaster, electric jug, cake mixer or food
processor to be left by a power point for
quick and easy use. Consider too, an
appliance cupboard, which can assist fast
preparation especially with the first meal of
the day. Where there are corner cupboards,
a Lazy Susan might be fitted for better
access to items stored within.
Economics may determine whether
you have a separate laundry or site this
in the garage. In either case, if space
allows, include a bin for dirty laundry
and cupboards for storing soap powder,
cleaning products, brooms and mops.

an idea of space, storage options and how
they fit within particular house designs.

Building in a housing subdivision invariably
means the developer will require you to
submit a landscaping plan along with your
house design, to be approved before building
commences.
Just as important as considering the
features for your home will be your outdoor
setting. Indoor/outdoor requirements will
influence your choice of house design and
how it will be sited on the section for a sunny
yard and best protection from prevailing
winds like the easterly. Having a second
courtyard area offering shelter from the
north-west wind is also an advantage in
Selwyn.
A well thought out landscape plan will
also incorporate off-street parking space
for vehicles while ensuring your home is
attractive from the street. You might want to
factor in parking for a caravan, motorhome
or extra vehicles as well as a turning circle for
safe turning and exiting your property (a legal
requirement for back sections).
The developer will only want to see
a landscape outline for the part of your
property which will be on view from the
street.
When choosing the design for your home,
address where you want hard surfaces
(driveway, paths and patios), lawn, play areas
and garden beds so it is suitably positioned
on the section. Even if not all hard surface
areas are completed at the end of the build,
knowing where they will be located will be
helpful.
If your build is nearing completion,
autumn is a good time to sow grass as the
cooler morning and evening dew assists
growth. As winter descends on us, ready
lawn is a better option at least at the front of
the section, which the developer will require
to be completed before moving in. Your
backyard could be left until spring (another

The composition of a home’s living areas is
relevant for functionality and in matching the
personalities of those living there.
Many house designs have open plan
living with a central living area and maybe
a separate lounge or media room off this
space.
The number and placement of windows
and doors is significant, not just in relation
to whether you like sun in the home or
prefer a cooler situation but also in terms
of indoor outdoor flow, along with age and
lifestyle of the family.
When examining house plans, consider
how sliders or bi-folds facilitate indoor/
outdoor flow. Do they access the best part
of the yard? An example being doors that
face the east or south through which a cool
breeze may come. Depending on structural
aspects of the house, the positioning
of specific windows and doors may be
switched around for a given section, on
which a house is to be built.
Other considerations relate to home
furnishings. We are often quick to consider
placement of the television yet overlook a
bookcase or other piece of furniture we will
want in the living area. Think about lounge
suites, sofas and easy chairs, especially
if you do not intend to replace existing
furniture. Measure each piece of furniture
and consider how it will fit within the
dimensions of particular living spaces on a
house plan.
To help you in gaining an idea of
space, mark out the size of each room of
a house plan, in either a large room or
on a lawn. Next, mark out where each
piece of furniture will be placed. Walk
around the marked objects considering
the spatiality and how the various pieces
work together. This exercise may lead you
to decide to replace some furniture after all.
Alternatively, you may change some aspect
of the design or even choose another plan.
If the size of the living area is fixed due
to budget or another factor, consider the
type of furniture to be placed in each room.
Bulky lounge suites take up more space
than smaller modernistic easy chairs with
finer lines that are still functional.
The age of children who will live in the
home is also significant. Open plan is great
for young children as they can be watched
while playing. It is nice though, to have a
room to escape to especially as the children
get older so a separate lounge can be an
attractive option. This room may also be a
children’s play area complete with television
set. The square metre size of a house is
relevant here. The feeling of spaciousness
can be sacrificed if a separate lounge is
incorporated into a smaller home.
Getting your living area right starts with
you; your family’s needs, your lifestyle and
what you would like, with your budget also
likely to play a factor.
