available to people who have<br />

money to invest that unless we<br />

have adequate earnings it will<br />

not be possible to refinance<br />

this bank debt, since investors<br />

will pass us by in favor <strong>of</strong><br />

something better, even at rates<br />

<strong>of</strong> interest that have risen some<br />

100 percent in the last four<br />

years.<br />

"Unless we can compete we<br />

cannot get the money<br />

necessary to have our system<br />

keep pace with the needs <strong>of</strong><br />

The <strong>Ocean</strong> <strong>City</strong> District's<br />

present charges for water<br />

service are based on operating<br />

costs and investment in water<br />

service facilities on April 30,<br />

Since then the Company has<br />

spent $497,400 on plant<br />

additions and improvements.<br />

During the same period,<br />

annual operating and<br />

maintenance costs went up<br />

from $182,600 to $221,400.<br />

The <strong>Ocean</strong> <strong>City</strong> District's<br />

present charges for sewer<br />

service are based on operating<br />

costs and Investment in sewer<br />

service facilities on December<br />

31, 1962, almost eight years<br />

ago. Since then the Company<br />

has spent $1,401,400, on plant<br />

additions and improvements.<br />
