CONSULTATION STRATEGY 

Dundee City Council Local Housing Strategy 

In this part of the Local Housing Strategy we will describe how we have drawn 

together the LHS in consultation with a range of partners. We will describe how 

options have been appraised and how actions have been agreed. 

Most importantly we will describe how we will put community planning into action, 

by identifying where different partners will be responsible for delivering the 

strategy, monitoring performance, identifying new issues and options and 

identifying new objectives. 

We also know that there are some groups who have not been as involved in the 

process as we or they would have preferred, so we have suggested ways to make 

up this deficit. 

The Process of Consultation and Option Appraisal 

Arrangements for planning within the Dundee Partnership are well established. 

These existing planning arrangements have been used to develop the Local Housing 

Strategy to ensure consistency and integration with community planning 

partnerships. 

Over 2003, all relevant planning forums were alerted to the need to prepare plans 

for the LHS. Where no planning groups were available for a particular issue, efforts 

were made to speak with relevant individuals or to create working groups to 

investigate the issues. The outcomes of these planning meetings were combined to 

form the consultation draft of the LHS. 

Also attached at the end of this section is a chart which identifies when and with 

whom meetings were held regarding the Local Housing Strategy and the proposed 

action plans. 

At each meeting a presentation was made to those present outlining the following: 

• What is the Local Housing Strategy. 

• When did it have to be completed. 

• How will the consultation be carried out. 

• How can the public have an input to the Strategy. 

• When do we require feedback. 

A meeting was held with the Registered Social Landlords and the presentation 

followed the above format, however, a proforma/questionnaire was designed to 

allow the Housing Associations and the other voluntary sector partners to influence 

the scope of Dundee City Council’s Local Housing Strategy.

On completion of the Local Housing Strategy it is planned to meet with the groups 

to present the completed document and advise how we shall proceed with the 

document. 

• Updates. 

• How the action plans are proceeding. 

• What future input we require from the stakeholders. 

The stakeholders shall be given the opportunity to provide feedback to the finished 

document and any amendments they wish considered. 

The consultation draft was then circulated to as wide an audience as possible for a 

6 week consultation period. It was hoped that any individuals or groups who had 

not had direct contact previously could then make their views known. These views 

were then incorporated into the final LHS. A list of all groups and individuals 

consulted and tables showing the make up and objectives of all the planning 

groups have been included at the end of this Appendix. 

The objectives and actions detailed in the LHS have all been subject to debate, 

option appraisal and subsequently identified as priorities by the relevant 

planning group. Where appropriate these have been scrutinised by the Council 

(where reported to Council Committees), the Dundee Partnership or the boards of 

management of partner agencies. 

Because of the way that the LHS has been developed in Dundee, there is clear 

ownership of the objectives and actions within the LHS. The working groups and 

planning forums who identified objectives and agreed actions are in the main the 

same ones who will oversee their implementation and go on to evaluate the success 

of the strategy. The responsibilities and ownership have been detailed in the 

Monitoring and Evaluation framework.

Monitoring and Evaluation Framework 

The Local Housing Strategy is not a static document, it must be capable of 

adjusting and take into consideration the changes at local, regional and national 

levels. In conjunction with its partners Dundee City Council will continually review 

and monitor the implementation framework and adjust it accordingly, ensuring the 

document’s accountability. 

Actions have been delegated to responsible forum’s working groups etc for example 

Strategic Planning Group’s Stobswell Steering Group. The Local Housing Strategy 

and many of its actions are also pursued through Community Plan Theme Groups, 

the Housing Department’s Service Plan and the Council Plan. 

The following pages outline how the action plans will be monitored and how it will 

be evaluated. 

In the last column it identifies who is responsible for monitoring the action plan.
