The Aim of the <strong>Consultation</strong> <strong>Strategy</strong><br />

CONSULTATION STRATEGY<br />

In this part of the <strong>Local</strong> <strong>Housing</strong> <strong>Strategy</strong> we will describe how we have drawn<br />

together the LHS in consultation with a range of partners. We will describe how<br />

options have been appraised <strong>and</strong> how actions have been agreed.<br />

Most importantly we will describe how we will put community planning into action,<br />

by identifying where different partners will be responsible for delivering the<br />

strategy, monitoring performance, identifying new issues <strong>and</strong> options <strong>and</strong><br />

identifying new objectives.<br />

We also know that there are some groups who have not been as involved in the<br />

process as we or they would have preferred, so we have suggested ways to make<br />

up this deficit.<br />

The Process of <strong>Consultation</strong> <strong>and</strong> Option Appraisal<br />

Arrangements for planning within the Dundee Partnership are well established.<br />

These existing planning arrangements have been used to develop the <strong>Local</strong> <strong>Housing</strong><br />

<strong>Strategy</strong> to ensure consistency <strong>and</strong> integration with community planning<br />

partnerships.<br />

Over 2003, all relevant planning forums were alerted to the need to prepare plans<br />

for the LHS. Where no planning groups were available for a particular issue, efforts<br />

were made to speak with relevant individuals or to create working groups to<br />

investigate the issues. The outcomes of these planning meetings were combined to<br />

form the consultation draft of the LHS.<br />

Also attached at the end of this section is a chart which identifies when <strong>and</strong> with<br />

whom meetings were held regarding the <strong>Local</strong> <strong>Housing</strong> <strong>Strategy</strong> <strong>and</strong> the proposed<br />

action plans.<br />

At each meeting a presentation was made to those present outlining the following:<br />

• What is the <strong>Local</strong> <strong>Housing</strong> <strong>Strategy</strong>.<br />

• When did it have to be completed.<br />

• How will the consultation be carried out.<br />

• How can the public have an input to the <strong>Strategy</strong>.<br />

• When do we require feedback.<br />

A meeting was held with the Registered Social L<strong>and</strong>lords <strong>and</strong> the presentation<br />

followed the above format, however, a proforma/questionnaire was designed to<br />

allow the <strong>Housing</strong> Associations <strong>and</strong> the other voluntary sector partners to influence<br />

the scope of Dundee City Council’s <strong>Local</strong> <strong>Housing</strong> <strong>Strategy</strong>.

On completion of the <strong>Local</strong> <strong>Housing</strong> <strong>Strategy</strong> it is planned to meet with the groups<br />

to present the completed document <strong>and</strong> advise how we shall proceed with the<br />

document.<br />

• Updates.<br />

• How the action plans are proceeding.<br />

• What future input we require from the stakeholders.<br />

The stakeholders shall be given the opportunity to provide feedback to the finished<br />

document <strong>and</strong> any amendments they wish considered.<br />

The consultation draft was then circulated to as wide an audience as possible for a<br />

6 week consultation period. It was hoped that any individuals or groups who had<br />

not had direct contact previously could then make their views known. These views<br />

were then incorporated into the final LHS. A list of all groups <strong>and</strong> individuals<br />

consulted <strong>and</strong> tables showing the make up <strong>and</strong> objectives of all the planning<br />

groups have been included at the end of this Appendix.<br />

The objectives <strong>and</strong> actions detailed in the LHS have all been subject to debate,<br />

option appraisal <strong>and</strong> subsequently identified as priorities by the relevant<br />

planning group. Where appropriate these have been scrutinised by the Council<br />

(where reported to Council Committees), the Dundee Partnership or the boards of<br />

management of partner agencies.<br />

Because of the way that the LHS has been developed in Dundee, there is clear<br />

ownership of the objectives <strong>and</strong> actions within the LHS. The working groups <strong>and</strong><br />

planning forums who identified objectives <strong>and</strong> agreed actions are in the main the<br />

same ones who will oversee their implementation <strong>and</strong> go on to evaluate the success<br />

of the strategy. The responsibilities <strong>and</strong> ownership have been detailed in the<br />

<strong>Monitoring</strong> <strong>and</strong> Evaluation framework.

The <strong>Local</strong> <strong>Housing</strong> <strong>Strategy</strong> is not a static document, it must be capable of<br />

adjusting <strong>and</strong> take into consideration the changes at local, regional <strong>and</strong> national<br />

levels. In conjunction with its partners Dundee City Council will continually review<br />

<strong>and</strong> monitor the implementation framework <strong>and</strong> adjust it accordingly, ensuring the<br />

document’s accountability.<br />

Actions have been delegated to responsible forum’s working groups etc for example<br />

Strategic Planning Group’s Stobswell Steering Group. The <strong>Local</strong> <strong>Housing</strong> <strong>Strategy</strong><br />

<strong>and</strong> many of its actions are also pursued through Community Plan Theme Groups,<br />

the <strong>Housing</strong> Department’s Service Plan <strong>and</strong> the Council Plan.<br />

The following pages outline how the action plans will be monitored <strong>and</strong> how it will<br />

be evaluated.<br />
