Statue of the complaints received FR violation Under the HRC act HRCSl main mandate is to receive the complaints on violation of FR, most of the complaints against the government officials those who was involved in the process of allocating ad providing dry ration, compensation, and other relief. Alleging that the equal protection before the law and discrimination of war IDPs had been violated. The project found that the reason for coming complains 25% against government officer was that the lack of friendly relationship between IDPs and government officials. When IDPs went to get some service from government officials, officers not ready to listen them and guide them. To address these issues project was able to conduct government officers’ awareness programs on HR and rights of the IDPs and IDs friendly procedure and as the first step GN of the 22 DS division were trained. Situation of HR violation The complaints on the violation of the Human Rights which are not considered under the constitution were considering by the project for the betterment of IDPs and to provide aducated standard of living condition. There are around 52 complains were received in HR violation and it was 74% out of total complaints. Dry ration Many Complaints were received on dry ration meters such as dirty, low quality and high price from mostly Padaviya, Kebithigollewa and Thalawa. The project inquired and was able to take remedial action to minimize those problems. Coordination with all relevant authorities, project was able to take possible action to provide relevant dry ration the end of this month without delay for every IDP in Anuradhapura. Another special thing was that issuing dry ration system was able to be formulated Coordinating with DS, GN and Manager of Cooperative shop Padaviya. 38
Cooperative shops of Padaviya and Kebithigollewa is practicing this system and they issue the dry ration under the supervision of DS and GN to address the issue of high price and low quality dry ration. Education Few complaints had been received on many problems of education of IDPs children. The project had to issue the recommendation to provincial educational Director to endure the rights to education of the 35 children in the Salamapura Vidyalaya in Rambewa. As well as many complaints were received on lack of teachers for IDPs children going schools and project conducted discussion with relevant authorities at the DCDC to address this issue. The sub committee was formed to deal with this issue and project is observing the pilot program which is conducted to minimize this issue. To develop and ensure the rights to education project could conduct 4 days seminars series for O/L sitting student in Kebithigollewa Central College with close coordination of DCDC participating more than 300 children for subject to fulfill the requirement of the parents. Compensation & assistant was also able to be granted for few IDPs as a result of the innegating system. Main important achievement of the project in 2006 was resolved with durable solution as a result of the field inquiry system of the project, relating to land (complain no HRC/IDP/AP/06/008) the land already have been released and resettlement village have been constructed funding UNHCR in Mawathawewa and Padaviya. Many problems on land permits and they were settled having field inquiry granting relief for IDPs. More than 10 complaints on land are pending due to existing legal provisions could be addressed those issues. To find a solution for this systemic ciolation project is trying to draft National policy in resettlement. Another land mark complains was on child abuse that was able to find durable solution to take immediate legal action in the incident of child abuse. Obtaining medical report form JMO was taken for long time due to lack of coordination among relevant authorities. The project was able to lobby that issue to the DCDC and the good coordination was formulated and now it is practicing well. After the investigation of child abuse incident of complaint no HRC/IDP/AP/06/012 project had submitted a report to NCPA through head office on graveness of existing practices regarding child abuse cases.
