Richmond Long Wharf Rehabilitation, Seismic Upgrade,
MOTEMS Audit, and Wharf Improvements

Moffatt & Nichol performed a condition survey, a five-year master plan for rehabilitation, and a seismic upgrade
plan for the 2,500 ft long T-head dock, the 4,000 ft long bent-supported causeway, and the 4,000 ft long pipe support
trestle for the Richmond refinery in San Francisco Bay. Detailed capacities were determined for the four-berth
oil terminal, the central complex, the administration and maintenance buildings, the causeway, and the pipeline
trestle. Detailed state-of-the-art element capacity determination and spectrum response analyses were performed on
an overall global model. A number of risk levels were evaluated for both seismic loading and tanker berthing and
mooring loads. For each probability level, the demand/capacity ratios were computed for the wharf complex. The
company designed the structural upgrades to resist the maximum probable and maximum credible earthquakes.
Moffatt & Nichol provided construction support for the rehabilitation and retrofit of the Long Wharf over an approximately
5 year period based on the analyses work.
Subsequently M&N conducted the State Lands MOTEMS Initial Audit. This included underwater and above water
inspections of structural, piping, mechanical, electrical and fire protection systems. Following the Initial Audit, Moffatt
& Nichol designed remedial repairs and modifications to address the deficiencies found by the audit. This has
included assistance for construction of the repairs and modifications.
Additional work performed at the Long Wharf includes design and support for a new oil spill response boat jib crane
and design of the foundation for a new gangway tower.
In addition, Moffatt & Nichol has been retained to conduct the second MOTEMS audit and the Wharf Improvements
Project that will include replacement of existing 16 loading arms, new fender systems, six new gangways, four
new dolphin structures, new mooring hooks, and dredging.
