674. Educating children in trouble with <strong>the</strong> law. Pursuant to article 7 <strong>of</strong> Decree No.<br />

2006-901, “Primary education is provided in penitentiary institutions.” Article 8 stipulates<br />

in substance that detained children may take <strong>of</strong>ficial examinations.<br />

675. In this regard, courses that comply with <strong>the</strong> <strong>of</strong>ficial curriculum <strong>of</strong> <strong>the</strong> Ministry <strong>of</strong><br />

National Education are given by school district-designated teachers.<br />

676. Some re-education centres receive private outside support <strong>for</strong> maintaining an<br />

educational curriculum.<br />

677. In addition to basic education, at <strong>the</strong> Anjanamasina Antananarivo re-education<br />

centre a literacy programme exists <strong>for</strong> children who have never been schooled. In<br />

Mahajanga, volunteer resource persons provide apprenticeship and pr<strong>of</strong>essional training<br />

courses in mechanics or agriculture with <strong>the</strong> goal <strong>of</strong> preparing children <strong>for</strong> social<br />

reintegration.<br />

678. The penal institutions in Antananarivo and Mahajanga and some re-education<br />

centres have reading centres. Detained minors may also view educational television<br />

programmes <strong>the</strong>re.<br />

679. Medical care and services. Pursuant to Decree No. 2006-015, every prison must<br />

have at least one doctor, one dentist and/or one nurse (art. 76). The doctor must make<br />

regular inspections <strong>of</strong> <strong>the</strong> food, sanitation, health and cleanliness (art. 80), and <strong>for</strong> illnesses<br />

requiring special care provisions must be made <strong>for</strong> admission to a hospital (art. 81).<br />

680. 60 per cent <strong>of</strong> penal institutions have an infirmary. As far as possible, <strong>the</strong> Prison<br />

administration currently provides prisons with a nurse and assigns a licensed nurse<br />

practitioner. In addition, national and international NGOs (Doctors <strong>of</strong> <strong>the</strong> World, Médicap<br />

International, Sentinelle, SAF/FJKM [Sampan’Asa Fampandrosoana, Department <strong>for</strong><br />

Development/Fiangonan’i Jesosy Kristy eto Madagasikara, The Church <strong>of</strong> Jesus Christ in<br />

Madagascar], Catholic Chaplaincy <strong>for</strong> Prisons and o<strong>the</strong>rs) collaborate with <strong>the</strong> Ministry <strong>of</strong><br />

Justice to improve <strong>the</strong> medical care provided to detained persons.<br />

681. Social reintegration <strong>of</strong> minors. Article 25 <strong>of</strong> Law No. 95-010 <strong>of</strong> 10 July 1995, on<br />

<strong>the</strong> status <strong>of</strong> Prison administration personnel, provides <strong>for</strong> two categories <strong>of</strong> specialized<br />

staff (specialized teachers and pr<strong>of</strong>essional-development supervisors) responsible <strong>for</strong> reeducating<br />

and socializing detained minors.<br />

682. Preparing detained persons, including children in trouble with <strong>the</strong> law, <strong>for</strong> social,<br />

family and pr<strong>of</strong>essional reintegration was established by Decree No. 2006-901 <strong>of</strong> 19<br />

December 2006.<br />

683. For <strong>the</strong> ninth European Development Fund (EDF), <strong>the</strong> European Union supported<br />

three re-education centres in Antananarivo and <strong>the</strong> centre in Mahajanga with a view to<br />

preparing minors <strong>for</strong> social reintegration, particularly by providing <strong>the</strong> centres <strong>the</strong> means<br />

<strong>for</strong> reintegrating children and helping <strong>the</strong>m to readapt, and streng<strong>the</strong>ning teachers’ resocialization<br />

skills.<br />

684. Likewise, Médicap International, NGO Sentinelle, Bethlehem Association,<br />

Association <strong>for</strong> <strong>the</strong> safety and protection <strong>of</strong> children (ASPC), FIVE Association and o<strong>the</strong>rs<br />

contribute in <strong>the</strong> same vein.<br />

685. To better accomplish <strong>the</strong> goal <strong>of</strong> reintegration, <strong>the</strong> Directorate General <strong>for</strong> <strong>the</strong><br />

Prisons administration recently recruited 10 specialized teachers and 10 vocationaldevelopment<br />

supervisors who are currently in an 18-month training programme at <strong>the</strong><br />

National school <strong>of</strong> corrections and rehabilitation, located in Toamasina.<br />
