43. Since its creation, CRRC has made contributions that have led to <strong>the</strong> re<strong>for</strong>m <strong>of</strong>:<br />

• Children’s rights and protection, by <strong>the</strong> passage <strong>of</strong> Law No. 2007-023 <strong>of</strong> 20 August<br />

2007 on <strong>the</strong> rights and protection <strong>of</strong> children, which replaced ordinance no. 62-038<br />

<strong>of</strong> 19 September 1962;<br />

• Marriage and matrimonial property regimes;<br />

• Adoption and <strong>the</strong> decree concerning foster families;<br />

• Protection against human trafficking, sexual exploitation and sexual tourism;<br />

• Combating child labour.<br />

44. The re<strong>for</strong>m process pertaining to children in trouble with <strong>the</strong> law is on-going.<br />

Additional legislative measures may be found in annex II.<br />

B. Coordination and monitoring <strong>of</strong> <strong>the</strong> implementation <strong>of</strong> <strong>the</strong> Convention<br />

45. In keeping with <strong>the</strong> fundamental objectives defined by <strong>the</strong> poverty reduction strategy<br />

papers included in <strong>the</strong> PRSP and taken up by <strong>the</strong> MAP, implementation <strong>of</strong> <strong>the</strong> Convention<br />

has made some headway despite <strong>the</strong> difficulties <strong>of</strong> putting in place a global action plan and<br />

a mechanism to coordinate policy concerning children.<br />

46. None<strong>the</strong>less, <strong>the</strong>matic and/or sectoral policy coordination mechanisms are in place,<br />

such as <strong>the</strong> implementation <strong>of</strong>:<br />

• The National Commission to Combat Child Labour (NCCCL), an inter-sectoral<br />

organ charged with overseeing <strong>the</strong> implementation <strong>of</strong> <strong>the</strong> National Plan <strong>of</strong> Action to<br />

Combat Child Labour. The civil service and <strong>the</strong> Ministry <strong>of</strong> Education have<br />

benefitted from <strong>the</strong> financial support <strong>of</strong> <strong>the</strong> European Union, in <strong>the</strong> amount <strong>of</strong> one<br />

million euro, to conduct joint anti-child labour programmes that make education <strong>the</strong><br />

priority;<br />

• An inter-sectoral committee created in 2004 to <strong>for</strong>mulate <strong>the</strong> National Strategy <strong>for</strong><br />

Social Welfare;<br />

• A joint Government/UNICEF programme called “Governance <strong>for</strong> <strong>the</strong> rights <strong>of</strong> <strong>the</strong><br />

child” that, since 2004, has coordinated, monitored and evaluated <strong>the</strong> activities<br />

undertaken in <strong>the</strong> area <strong>of</strong> child protection;<br />

• A national plan <strong>of</strong> action to combat violence against children, initiated by <strong>the</strong><br />

Ministry <strong>of</strong> Justice and linking <strong>the</strong> o<strong>the</strong>r public and private bodies concerned with<br />

<strong>the</strong> rights <strong>of</strong> <strong>the</strong> child.<br />

47. Moreover, passage <strong>of</strong> <strong>the</strong> new Law No. 2008-012, on <strong>the</strong> establishment <strong>of</strong> <strong>the</strong><br />

National Council <strong>of</strong> <strong>Human</strong> <strong>Rights</strong> in accordance with <strong>the</strong> Paris Principles, is an appeals<br />

mechanism authorized to receive and review complaints <strong>of</strong> human rights violations,<br />

including those involving <strong>the</strong> rights <strong>of</strong> <strong>the</strong> child.<br />

48. As regards decentralization, coordination is ensured by child rights protection<br />

networks.<br />

Bar association; civil society; UNICEF; ILO; International Programme on <strong>the</strong> Elimination <strong>of</strong> Child<br />
