Legislative and regulatory measures<br />
161. Law No. 2007-023 <strong>of</strong> 20 August 2007 on <strong>the</strong> rights and protection <strong>of</strong> children, lays<br />
down <strong>the</strong> steps <strong>for</strong> protecting children in moral danger or victims <strong>of</strong> abuse as well as <strong>the</strong><br />
measures <strong>for</strong> reporting cases <strong>of</strong> abuse.<br />
C. Freedom <strong>of</strong> association and peaceful assembly<br />
1. Legislative and regulatory measures<br />
162. Freedom <strong>of</strong> association and <strong>of</strong> peaceful assembly is guaranteed by <strong>the</strong> Constitution.<br />
Never<strong>the</strong>less, ordinance no. 60-133 <strong>of</strong> 30 October 1960, still in effect, requires legal<br />
majority <strong>for</strong> <strong>the</strong> creation <strong>of</strong> an association. This restriction has not impeded <strong>the</strong> <strong>for</strong>mation <strong>of</strong><br />
youth associations under <strong>the</strong> aegis <strong>of</strong> persons who have reached <strong>the</strong> required majority.<br />
2. Administrative measures<br />
163. Organizations composed <strong>of</strong> young children and adolescents are connected to<br />
associations or organizations such as <strong>the</strong> scouts; youth environmental clubs such as Vintsy;<br />
and human-rights clubs and children’s rights-protection clubs, such as those in Antsiranana,<br />
Mahajanga, Fianarantsoa, Fenerive Est, Toamasina and Tuléar.<br />
164. During <strong>the</strong> annual observance <strong>of</strong> Children’s Month, peaceful children’s rallies,<br />
parades and meetings are organized in every town to promote children’s rights.<br />
D. Access to in<strong>for</strong>mation<br />
1. Legislative and regulatory measures<br />
165. Article 11 <strong>of</strong> <strong>the</strong> Constitution guarantees that any individual has <strong>the</strong> right to<br />
in<strong>for</strong>mation, and that that in<strong>for</strong>mation be subject to no prior restraint.<br />
166. Decree No. 99-096 <strong>of</strong> 8 February 1999, concerning <strong>the</strong> specifications <strong>of</strong> private<br />
audio-visual businesses, establishes in article 2 that "<strong>the</strong> holder is responsible <strong>for</strong> providing<br />
specific in<strong>for</strong>mation regarding <strong>the</strong> content <strong>of</strong> <strong>the</strong> programmes to be broadcast and <strong>for</strong><br />
establishing schedule restrictions <strong>for</strong> some programming categories, particularly those that<br />
include a substantial amount <strong>of</strong> violence and sexual content."<br />
2. Administrative measures<br />
167. More than 150 local radio stations have been established since 2006 with a view to<br />
mobilizing mo<strong>the</strong>rs and children during campaigns directed at <strong>the</strong>m during Mo<strong>the</strong>r and<br />
Child Health Week. Modules on children’s rights, including those on <strong>the</strong> recording <strong>of</strong><br />
births, have been integrated into <strong>the</strong>se periodic series <strong>of</strong> training sessions.<br />
